come full circle for content creator Sawan Koull, who recently distributed 100 kilograms of
cat food to caregivers across Mumbai in celebration of his rescue cat Laxmi's recovery from
a serious illness.
The story began on 19 June 2025, when Sawan rescued Laxmi, then a fragile stray kitten
showing clear signs of distress. A subsequent veterinary examination confirmed that she had
contracted feline herpesvirus, an infection that can be particularly severe in young and
weakened cats. The attending veterinarian was candid about the risks involved, noting that
the extent of the infection made her chances of survival far from guaranteed.
What followed was a period Sawan describes as emotionally difficult in ways he had not
anticipated when he first found Laxmi. Committed to giving her a chance, he took on the
responsibility of managing her treatment, often uncertain of what each day would bring. It
was during this stretch of anxious waiting that he made a private vow: if Laxmi survived and
went on to recover, he would use her next birthday as an opportunity to support the people

  जिलाधिकारी ने नागरिकों से सतर्क रहने और मौसम विभाग की चेतावनियों का पालन करने की अपील की

भारत मौसम विज्ञान विभाग (आईएमडी), क्षेत्रीय मौसम केंद्र, लखनऊ द्वारा जारी प्रभाव आधारित मौसम पूर्वानुमान एवं चेतावनी के अनुसार जनपद में 09 से 11 जुलाई, 2026 तक भारी से भारी वर्षा, मेघगर्जन तथा वज्रपात होने की प्रबल संभावना व्यक्त की गई है। मौसम विभाग द्वारा जारी इस चेतावनी के दृष्टिगत जिला प्रशासन पूर्ण सतर्कता बरत रहा है तथा सभी संबंधित विभागों को आवश्यक तैयारियां सुनिश्चित करने के निर्देश दिए गए हैं।
  
जिलाधिकारी ने बताया कि संभावित भारी वर्षा के कारण जनपद के निचले क्षेत्रों में जलभराव की स्थिति उत्पन्न हो सकती है तथा नदी, नालों एवं जलाशयों के जलस्तर में वृद्धि होने की संभावना है। अत्यधिक वर्षा के कारण यातायात प्रभावित हो सकता है, विद्युत आपूर्ति एवं अन्य आवश्यक सेवाओं में अस्थायी व्यवधान आ सकता है। इसके अतिरिक्त कच्चे एवं जर्जर मकानों, कृषि फसलों, बागवानी तथा जन-धन की हानि की भी आशंका बनी हुई है।
  
उन्होंने बताया कि जिला प्रशासन द्वारा सभी तहसीलों, नगर निकायों, पुलिस, स्वास्थ्य, विद्युत, सिंचाई, लोक निर्माण, राजस्व तथा आपदा प्रबंधन से जुड़े विभागों को अलर्ट मोड पर रखा गया है। राहत एवं बचाव दल, गोताखोर टीम, नावों तथा आवश्यक उपकरणों की उपलब्धता सुनिश्चित की गई है। किसी भी आपात स्थिति से निपटने के लिए संबंधित विभागों को त्वरित कार्रवाई के निर्देश दिए गए हैं तथा स्थिति पर निरंतर निगरानी रखी जा रही है।
  
जिलाधिकारी ने जनपदवासियों से अपील की है कि मौसम खराब होने की स्थिति में अनावश्यक रूप से घरों से बाहर न निकलें तथा केवल अत्यंत आवश्यक कार्य होने पर ही यात्रा करें। यदि यात्रा करना आवश्यक हो तो मौसम की स्थिति की जानकारी लेकर ही प्रस्थान करें तथा जलभराव वाले मार्गों एवं तेज बहाव वाले क्षेत्रों से दूर रहें।
  
उन्होंने कहा कि मेघगर्जन एवं वज्रपात के दौरान सुरक्षित पक्के भवन के अंदर रहें तथा सभी खिड़की-दरवाजे बंद रखें। बिजली के उपकरणों को अनावश्यक रूप से चालू न रखें तथा आवश्यकता होने पर उन्हें विद्युत आपूर्ति से अलग कर दें। आपातकालीन परिस्थितियों के लिए टॉर्च, अतिरिक्त बैटरी, आवश्यक दवाइयां, पीने का पानी तथा महत्वपूर्ण दस्तावेज सुरक्षित स्थान पर रखें।
  
जनसामान्य से यह भी अनुरोध किया गया है कि कहीं भी जलभराव, पेड़ गिरने, बिजली के तार टूटने अथवा किसी अन्य प्रकार की आपदा संबंधी सूचना तत्काल स्थानीय प्रशासन अथवा संबंधित विभाग को दें ताकि समय रहते आवश्यक कार्रवाई की जा सके। नागरिक भारत मौसम विज्ञान विभाग के Mausam एवं Damini मोबाइल ऐप के माध्यम से मौसम की अद्यतन जानकारी प्राप्त करते रहें तथा केवल आधिकारिक सूचनाओं पर ही विश्वास करें।
  
जिलाधिकारी ने विशेष रूप से चेतावनी दी कि भारी वर्षा एवं वज्रपात के दौरान नदी, नालों, तालाबों, जलभराव वाले स्थानों तथा खुले मैदानों में जाने से बचें। पेड़ों, बिजली के खंभों, ट्रांसफार्मरों तथा कच्चे एवं जर्जर भवनों के नीचे शरण न लें। वज्रपात के समय खुले स्थान, छत, खेत अथवा पानी में खड़े रहने से बचें। धातु की वस्तुओं, बिजली के उपकरणों तथा गीली दीवारों के संपर्क में आने से भी परहेज करें। किसी भी प्रकार की अफवाहों पर ध्यान न दें तथा केवल प्रशासन एवं मौसम विभाग द्वारा जारी निर्देशों का पालन करें।
  
किसानों से अपील की गई है कि वे अपनी खड़ी फसलों एवं कृषि उपकरणों की सुरक्षा सुनिश्चित करें तथा पशुओं को सुरक्षित एवं ऊंचे स्थानों पर बांधें। मौसम सामान्य होने तक खेतों में अनावश्यक कार्य करने से बचें और वज्रपात की स्थिति में तुरंत सुरक्षित स्थान पर चले जाएं।
  
जिलाधिकारी ने कहा कि जनपदवासियों की सुरक्षा जिला प्रशासन की सर्वोच्च प्राथमिकता है। सभी नागरिक सतर्क रहें, प्रशासन द्वारा जारी दिशा-निर्देशों का पालन करें तथा किसी भी आपात स्थिति में संबंधित विभागों से तत्काल संपर्क करें। सामूहिक सतर्कता एवं सहयोग से प्राकृतिक आपदाओं के जोखिम को काफी हद तक कम किया जा सकता है।

 मुख्यमंत्री ने जियाडा (JIADA) के नियमों में आदिवासी समूह के लिए 25% रियायत के प्रावधान का उल्लेख करते हुए विभागीय अधिकारियों को निर्देश दिया कि इस बात पर पुनर्विचार किया जाए कि इसे बढ़ाकर 50% तक कैसे किया जा सकता है, ताकि राज्य की आत्मा यानी हमारे आदिवासी समाज को विकास के मुख्य रास्ते से जोड़ा जा सके।

  संवाद की कमी को दूर करने का प्रयास:* 
उन्होंने स्वीकार किया कि अतीत में बेहतर कम्युनिकेशन की कमी के कारण झारखंड की क्षमताएं दुनिया के सामने पूरी तरह नहीं आ पाईं। सरकार अब इस गैप को खत्म कर देश-विदेश के निवेशकों के साथ निरंतर संवाद बनाए रखेगी।

अमेरिका और ईरान के बीच हो रही जंग एक बार फिर तेज हो गई है। अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप सीजफायर खत्म करने का ऐलान कर चुके हैं। ट्रंप के ईरान से सीजफायर खत्म होने का ऐलान करने के बाद लड़ाई तेज हो गई है। अमेरिका ने गुरुवार को लगातार दूसरे दिन ईरान में हवाई हमले किए हैं। गुरुवार को अमेरिकी सेना ने ईरान के चाबहार पोर्ट पर भी बमबारी की है। जिसने भारत की चिंता बढ़ा दी है। दरअसल, ईरान के इस पोर्ट का बड़ा हिस्सा भारत के सहयोग से विकसित हुआ है। 

  


90 से अधिक ठिकानों पर हवाई हमले
अमेरिका ने बुधवार-गुरुवार की दरम्यानी रात ईरान के दक्षिण-पूर्वी बंदरगाह शहर चाबहार पर नए हमले किए। होर्मुज और आसपास के इलाकों में 90 से अधिक ठिकानों पर हवाई हमलों के बाद अमेरिकी सेना ने चाबहार को भी निशाना बनाया है। हमलों में बंदरगाह, एक समुद्री यातायात नियंत्रण टावर और पास की सैन्य संपत्तियों को भी नुकसान पहुंचा है।

चाबहार में विस्फोटों के बाद बिजली आपूर्ति बाधित
ईरान की सरकारी मीडिया में आई खबरों के मुताबिक चाबहार में विस्फोटों की आवाज सुनी गई। शहर के कुछ हिस्सों में बिजली भी गुल हो गई। स्थानीय लोगों ने कई धमाके सुने। आपातकालीन सेवाओं से जुड़ी जगहों पर भी नुकसान की खबर है। 

हमले को लेकर अमेरिकी सेना ने क्या कहा?
अमेरिकी सैन्य अधिकारियों के अनुसार, समुद्र में बने बुनियादी ढांचे और सैन्य सुविधाओं को निशाना बनाया गया। वाशिंगटन की तरफ से जारी बयान में कहा गया कि इन जगहों की मदद से ईरान होर्मुज जलडमरूमध्य में वाणिज्यिक जहाजों को निशाना बनाता है। खतरों को भांपते हुए अमेरिकी सेना की मध्य पूर्व कमान- सेंटकॉम ने लगभग 90 ईरानी ठिकानों को निशाना बनाया। एक्स पर जारी बयान में सेंटकॉम ने लिखा, अमेरिकी सेंट्रल कमांड बलों ने ईरान के खिलाफ अतिरिक्त हमले शुरू किए हैं। इसका मकसद होर्मुज में खतरों को कम करना और जहाजों को नुकसान पहुंचाने की ईरान की ताकत पर नकेल कसना है।

भारत के लिए क्यों है चिंता का विषय
यह हमले चिंताजनक इसलिए भी है क्योंकि अप्रैल में अमेरिका-ईरान युद्धविराम की घोषणा के बाद से भारत की मदद के विकसित इस रणनीतिक बंदरगाह पर पहली बार हमले हुए हैं। चाबहार में हमले से भारत के इस पोर्ट पर अपने महत्वाकांक्षी प्रोजेक्ट को आगे बढ़ाने की संभावना को जबरदस्त झटका लगा है। चाबहार पोर्ट ईरान के सिस्तान-बलूचिस्तान प्रांत में मकरान तट पर है। यह पाकिस्तान के ग्वादर पोर्ट के पश्चिम में सिर्फ 170 किलोमीटर दूर है। ऐसे में चाबहार भारत को पाकिस्तान को बायपास करते हुए अफगानिस्तान और मध्य एशिया का रास्ता देता है। ईरान-अमेरिका में शांति समझौते से भारत की चाबहार पोर्ट पर फिर से कामकाज की उम्मीद बंधी थी लेकिन नए हमलों ने चीजों को पटरी से उतार दिया है। हालांकि फिलहाल भारत चाबहार में सीधेतौर पर सक्रिय नहीं है।
