मुख्यमंत्री हेमन्त सोरेन की अध्यक्षता में कैबिनेट के बड़े फैसले: जैविक खेती को 370 करोड़, अबुआ दवाखाना और DA में बढ़ोतरी को मंजूरी
★ उच्च एवं तकनीकी शिक्षा विभाग के अन्तर्गत यथावश्यक Development, Maintenance, Hosting and Implementation of various Web Portals कार्य हेतु झारखण्ड वित्त नियमावली के नियम-235 को शिथिल करते हुए, नियम-245 के अधीन मनोनयन के आधार पर भारत सरकार के उपक्रम M/s CSC e-Governance Services India Limited के चयन की स्वीकृति दी गई।

  


★  श्री अमिताभ कुमार गुप्ता, सेवानिवृत न्यायाधीश, झारखण्ड उच्च न्यायालय, राँची को लोकायुक्त, झारखण्ड के पद पर नियुक्त किये जाने के उपरान्त घटनोत्तर स्वीकृति प्रदान की गई।

  

★ जैविक खेती के प्रमाणीकरण की योजनान्तर्गत तीन चरणों यथा प्रथम चरण वित्तीय वर्ष 2026-27 से 2028-29, द्वितीय चरण 2027-28 से 2029-30 तथा तृतीय चरण वित्तीय वर्ष 2028-29 से 2030-31 तक क्रमशः 35000 हे०, 35000 हे० तथा 35000 हे०, अर्थात 1.05 लाख हे० हेतु कुल रू० 37012.50 लाख (तीन अरब सत्तर करोड़ बारह लाख पचास हजार) मात्र की लागत पर योजना की स्वीकृति एवं वित्तीय वर्ष 2026-27 (प्रथम चरण प्रथम वर्ष) के लिए कुल राशि रु० 4287.50 लाख (बयालीस करोड़ सतासी लाख पचास हजार) मात्र की विमुक्ति की स्वीकृति दी गई।

★  स्वापक औषधि और मनःप्रभावी पदार्थ अधिनियम, 1985 के तहत निषिद्ध मादक पदार्थों के अवैध उत्पादन, अवैध व्यापार, तस्करी, पेडलिंग आदि की सूचना देने तथा प्रभावी कार्रवाई के लिए प्रोत्साहित करने हेतु पुरस्कार नीति का गठन की स्वीकृति दी गई।

★ श्री कामदा नंदन कुसम कुंवर सिंकू तकनीकी सलाहकार, रूपांकण अंचल आदित्यपुर, जमशेदपुर को स्वतंत्र चालू प्रभार के तहत् कार्यपालक अभियंता एवं अधीक्षण अभियंता के पद पर कार्यरत अवधि के वेतन का अन्तर राशि के भुगतान की स्वीकृति दी गई।

★  दुमका हवाई अड्डा, दुमका से Regional Connectivity Scheme (RCS-UDAN) के तहत नियमित उड़ान सेवा प्रारंभ करने के निमित हवाई अड्डा पर Cost Recovery Basis पर Aviation Meterological Services उपलब्ध कराने हेतु भारतीय मौसम विज्ञान विभाग (Indian Meteorological Department-IMD), भारत सरकार के साथ एकरारनामा के प्रस्ताव तथा प्रारूप पर मंत्रिपरिषद की स्वीकृति दी गई।

★ राज्य के वृद्ध / गंभीर रूप से अस्वस्थ अथवा स्थायी रूप से दिव्यांग कलाकारों के लिए मासिक निवृत्तिका योजना की स्वीकृति दी गई।

★  खूंटी जिला अंतर्गत अंचल-कर्रा, मौजा-काटमकुकू एवं कुलहुटू, विभिन्न मौजा संख्या, विभिन्न खाता संख्या, विभिन्न प्लॉट संख्या, कुल रकबा 11.635 एकड़, विभिन्न किस्म की गैरमजरूआ खास एवं आम खाते की भूमि कुल देय राशि रुपये 17,81,58,938/- (सत्रह करोड़ इक्यासी लाख अंठावन हजार नौ सौ अड़तीस) रुपये मात्र की अदायगी पर South Eastern Railway (SER) को लोधमा पिस्का लिंक रेल लाईन निर्माण परियोजना हेतु सःशुल्क स्थायी भू-हस्तांतरण करने की स्वीकृति दी गई।

★ भारत के नियंत्रक-महालेखापरीक्षक 31 मार्च 2024 को समाप्त हुए अवधि के लिए प्रतिवेदन, झारखण्ड सरकार, वर्ष 2026 की प्रतिवेदन संख्या-1 (अनुपालन लेखापरीक्षा-राजस्व) को झारखण्ड विधान सभा के पटल पर आगामी सत्र में उपस्थापन की स्वीकृति दी गई।

★ Authentication User Agency (AUA) एवं e-KYC User Agency (KUA) अर्थात सूचना प्रौद्योगिकी एवं ई-गवर्नेस विभाग, झारखण्ड सरकार तथा भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI), भारत सरकार के मध्य किये गए AUA/KUA एकरारनामा के क्रम मे Aadhar (Authentication and Offline Verification) Regulation, 2021 के विनियम 9 के उप-विनियम (3A) के तहत पूरक (Supplementary) एकरारनामा की स्वीकृति दी गई।

★ राज्य के लिए बहु-चिकित्सा प्रणाली (एलोपैथी, आयुर्वेद, होम्योपैथी, यूनानी एवं सिद्धा) आधारित एकीकृत औषधि केन्द्रों "अबुआ दवाखाना" की स्थापना एवं संचालन की स्वीकृति दी गई।

★ राज्य सरकार के पेंशनधारियों / पारिवारिक पेंशनभोगियों को अपुनरीक्षित वेतनमान (छठा केन्द्रीय वेतनमान) में दिनांक-01.01.2026 के प्रभाव से महँगाई राहत की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ राज्य सरकार के कर्मियों को अपुनरीक्षित वेतनमान (छठा केन्द्रीय वेतनमान) में दिनांक 01. 01.2026 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ राज्य सरकार के कर्मियों को अपुनरीक्षित वेतनमान (पंचम वेतनमान) में दिनांक-01.01. 2026 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ राज्य सरकार के कर्मियों को दिनांक 01.01.2016 से प्रभावी पुनरीक्षित वेतनमान (सातवें केन्द्रीय वेतनमान) में दिनांक 01 जनवरी, 2026 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★  राज्य सरकार के दिनांक 01.01.2016 से पुनरीक्षित / प्रभावी राज्य सरकार के पेंशन / पारिवारिक पेंशनभोगियों को 01 जनवरी, 2026 के प्रभाव से महँगाई राहत की दरों में अभिवृद्धि की स्वीकृति दी गई।

★  श्री सुशील कुमार, सहायक अभियंता, ग्रामीण कार्य विभाग, कार्य प्रमण्डल, लोहरदगा सम्प्रति सेवा से बर्खास्त को माननीय झारखण्ड उच्च न्यायालय द्वारा वाद सं०-W.P.(S) No.-1608/2022 एवं Cont (C)No.-1128/2024 में पारित न्यायादेश के अनुपालन में सेवा में पुनर्बहाल करने की स्वीकृति दी गई।

★ झारखण्ड भवन, वसंत विहार, नई दिल्ली एवं न्यू झारखण्ड भवन, बंगला साहिब रोड, नई दिल्ली के कमरों के आवासन शुल्क में पुनरीक्षिण की स्वीकृति दी गई।

★ W.P.(S) No.-3378/2019- शिव रामजी मिश्रा बनाम झारखण्ड राज्य सरकार एवं अन्य मामले में माननीय झारखण्ड उच्च न्यायालय द्वारा दिनांक 03.10.2023 को पारित न्याय निर्णय के आलोक में UGC के पत्र संख्या सं० F-3-2/99 (ps), दिनांक-21.07.1999 की कंडिका 05 में निहित प्रावधान /अनुशंसा के आलोक में वेतनमान 5500-9000 में 8300 रू0 प्रक्रम पर पहुँच चुके या प्रदर्शक के वेतनमान में 16 वर्ष की सेवा पूरी कर लेने पर, जो भी बाद में हो, के शर्त को पूरा करते हैं, को व्याख्याता के वेतनमान रू0 8000-13500 के व्यक्तिगत वेतन की स्वीकृति दी गई।

★ झारखण्ड उच्च न्यायालय के सेवानिवृत मुख्य न्यायाधीश एवं न्यायाधीश को प्रदान की जा रही अनुसेवक भत्ता एवं अनुसचिवीय सहायता की राशि में अभिवृद्धि तथा अन्य सुविधाओं की स्वीकृति दी गई।

★ श्री अनिल कुमार सिन्हा, तत्कालीन प्रबंध निदेशक, गुमला-सिमडेगा केन्द्रीय सहकारी बैंक लि०, गुमला-सम्प्रति-सेवानिवृत्त संयुक्त निबंधक, सहयोग समितियाँ, संथाल परगना प्रमण्डल, दुमका के विरुद्ध निर्गत दण्डादेश विभागीय अधिसूचना संख्या-1620 दिनांक-19.06.2012 को निरस्त करने तथा श्री सिन्हा को दिये गये दण्ड "सेवा से बर्खास्तगी" को परिवर्तित कर विभागीय कार्यवाही को पेंशन नियमावली के नियम-43 (ख) के तहत सम्परिवर्तित करते हुए "उनके पेंशन से पचास प्रतिशत (50%) की राशि की स्थाई रुप से कटौती" का दण्ड अधिरोपित किये जाने की स्वीकृति दी गई।

★  लोक भवन/राज्यपाल सचिवालय झारखंड, रांची के पुनर्गठन की स्वीकृति दी गई।

★ श्रीमती विद्या कुमारी, सहायक शिक्षिका, राजकीय कन्या मध्य विद्यालय, देवघर एवं श्रीमती मालती दास, सहायक शिक्षिका, राजकीय कन्या मध्य विद्यालय, दुमका की नियुक्ति की वैधता के संबंध में अन्य समरूप मामलों के सदृश सी.बी.आई. के जाँच प्रतिवेदन में अवैध/अनियमित नियुक्ति घोषित शिक्षकों के विरुद्ध की गई विभागीय कार्रवाई के फलाफल के विरुद्ध दायर याचिकाओं में माननीय उच्चतम् / उच्च न्यायालय द्वारा पारित आदेशों के प्रसंग में उन्हें सेवा में पुनर्स्थापित कर / मानते हुए परिणामी लाभ एवं पेंशनादि की स्वीकृति के निर्णय की स्वीकृति दी गई।

★ वित्तीय वर्ष 2026-27 में राज्य योजनान्तर्गत मुख्यमंत्री पशुधन विकास योजना के तहत उद्यमी पशुपालकों को प्रोत्साहित करने के लिए व्यवसायिक बकरा बकरी पालन योजना के लिए कुल अनुमानित अनुदान की राशि रू० 30,00,00,000/- (तीस करोड़ रूपये) के नई योजना के संचालन की स्वीकृति दी गई।

★ झारखण्ड मूल्य वर्द्धित कर अधिनियम, 2005 की धारा 29 (1) द्वारा प्रदत्त शक्ति का प्रयोग करते हुए झारखण्ड मूल्य वर्द्धित कर अधिनियम, 2005 की धारा 9(3) के साथ पठित अनुसूची || Part E के अन्तर्गत सूचीबद्ध माल यथा पेट्रोल, डीजल एवं मदिरा (Liquor) के खुदरा बिक्रेताओं, जिनके द्वारा राज्य के अंदर ही क्रय-बिक्रय किया जाता है एवं राज्य के अंदर से क्रय के क्रम में 'कर' (VAT) का भुगतान पूर्व में ही प्राप्त हो जाता है, को झारखण्ड मूल्य वर्द्धित कर नियमावली, 2006 के नियम 14 (1) एवं नियम 14 (3) के प्रावधानुसार कमशः त्रैमासिक विवरणी (Quarterly Return) FORM JVAT 200 एवं मासिक विवरण (Monthly Abstract) FORM JVAT 213 दाखिल करने से मुक्त किए जाने पर स्वीकृति दी गई।

★ M.A.No.-890/2025 एवं Contempt Petition(C) No.-666/2025 in Civil Appeal No.-299/2025, धर्मेन्द्र कुमार सिंह एवं अन्य बनाम झारखण्ड उच्च न्यायालय एवं अन्य में दिनांक-17.11.2025 को माननीय सर्वोच्च न्यायालय द्वारा पारित न्यायादेश के अनुपालन में जिला न्यायाधीश स्तर के 05 छाया पदों (Supernumerary post) के सृजन की स्वीकृति दी गई।

★ पंचम राज्य वित्त आयोग द्वारा समर्पित प्रथम प्रतिवेदन में कृत अनुशंसाओं को लागू करने से संबंधित वित्त विभागीय संकल्प संख्या-2519 दिनांक 16.10.2025 की कंडिका-2 के क्रम में त्रिस्तरीय पंचायती राज संस्थाओं को वित्तीय वर्ष 2024-25 एवं 2025-26 के प्रतिनिधायण के कुल राशि 1167.35 करोड़ के क्रम में वित्तीय वर्ष 2025-26 में तृतीय अनुपूरक में प्राप्त 658.02 करोड़ रूपये में से कुल पारित 197.218 करोड़ रूपये के विपत्रों को वर्तमान वित्तीय वर्ष 2026-27 में प्राप्त प्राप्त कुल निधि 216.00 करोड़ में जोड़ते हुए तृतीय तृतीय अनुपूरक में प्राप्त 658.02 करोड़ में शेष अंतर राशि कुल 2,44,80,20,000 रूपये झारखण्ड आकस्मिकता निधि से अग्रिम की निकासी की स्वीकृति दी गई।

★ राष्ट्रीय स्वास्थ्य मिशन, झारखण्ड के अन्तर्गत राज्य यक्ष्मा कार्यालय द्वारा Laboratory Materials Cartridge (CBNAAT Cartridge) को वित्त नियमावली के नियम 235 के प्रावधान को शिथिल करते हुए नियम 245 के तहत् मनोनयन के आधार पर M/s Cepheid India (P)Ltd, Gurgaon] Haryana से क्रय करने की योजना पर घटनोतर स्वीकृति दी गई।

★  Jharkhand Integrated Mines and Mineral Management System (JIMMS) Version 2.0 योजना की घटनोत्तर प्रशासनिक स्वीकृति दी गई।

★ भारतीय मुद्रांक अधिनियम, 1899 की धारा 9 के अन्तर्गत प्रदत्त शक्तियों का प्रयोग करते हुए अधिनियम की धारा-3 के परन्तुक-(1) में वर्णित प्रावधान के आलोक में लोकहित में झारखण्ड सरकार द्वारा पुनर्वास/पुर्नस्थापन नीति के तहत विस्थापितों को आवंटित भू-भाग अथवा नागरिकों द्वारा सार्वजनिक उपयोग हेतु दान की गई भूमि के लिखत (दस्तावेज) पर मुद्रांक एवं निबंधन शुल्क से विमुक्ति की स्वीकृति दी गई।

★ केन्द्र प्रायोजित योजना "PM SETU- PRADHAN MANTRI SKILLING & EMPLOYABILITY TRANSFORMATION THROUGH UPGRADED ITIS" के Component I- Upgradation of Industrial Training Institutes (ITIs) के संचालन की स्वीकृति दी गई।

★ गिरिडीह जिलान्तर्गत बगोदर-सरिया अनुमंडल में गठित अनुमंडलीय न्यायालय की स्थापना में अधीनस्थ कर्मचारियों / पदाधिकारियों के 20 (बीस) पदों के सृजन की स्वीकृति दी गई।

★ पश्चिमी सिंहभूम जिलान्तर्गत चक्रधरपुर अनुमंडल में गठित अनुमंडलीय न्यायालय की स्थापना में अधीनस्थ कर्मचारियों /पदाधिकारियों के 41 (इकतालीस) पदों के सृजन की स्वीकृति दी गई।

★ झारखण्ड राजकोषीय उत्तरदायित्व एवं बजट प्रबंधन (संशोधन) विधेयक, 2026 के अनुमोदन की स्वीकृति दी गई।

★  Cont. Case No-1076/2023 में दिनांक-05.12.2025 को पारित न्यायादेश एवं W.P.(S) No-2857/2021 में दिनांक-22.12.2022 को पारित न्यायादेश के अनुपालन में श्री मंगरा उराँव, दैनिक वेतनभोगी की सशर्त सेवा नियमितीकरण करने की स्वीकृति दी गई।

★  खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 की धारा-15 के अन्तर्गत अधिसूचित Jharkhand Sand Mininig (Amendment) Rules, 2026 पर घटनोत्तर स्वीकृति दी गई।

★ केन्द्र प्रायोजित योजना एवं केन्द्रीय सेक्टर योजना के अन्तर्गत PM Ayushman Bharat Health Infrastructure Mission Scheme (PM-ABHIM) योजना को झारखण्ड राज्य में संचालित किये जाने के निमित्त अवधि विस्तार की स्वीकृति दी गई।

★ राष्ट्रीय स्वास्थ्य मिशन (NHM) के कार्यकाल का विस्तार एवं MoU जारी रखने की स्वीकृति दी गई।

पूरे देश में इन दिनों भीषण गर्मी पड़ रही है। खासकर पूरा उत्तर भारत चिलचिलाती धूप और लू के थेपेड़ों से परेशान है। कई इलाकों में पारा 47 के आसपास पहुंच गया है। ऐसे में प्रधानमंत्री नरेंद्र मोदी ने देशवासियों से सावधानी बरतने और खुद को हाइड्रेटेड रखने की अपील की है।

  

प्रधानमंत्री नरेंद्र मोदी ने देश के अदिकांश हिस्सों में तापमान को देखते हुए सोशल मीडिया के माध्यम से देशवासियों तक अपनी बात पहुंचाई है और इसकी चपेट में आने से बचने के लिए सभी सावधानी बरतने का अनुरोध किया है। पीएम मोदी ने एक के बाद एक कई एक्स पोस्ट किए हैं।

लोगों को हाइड्रेटेड रहने की सलाह
पीएम मोदी ने कहा, ‘देश के अलग-अलग हिस्सों में तापमान लगातार बढ़ रहा है और इसके साथ ही दैनिक जीवन में गर्मी से होने वाली कई कठिनाइयां भी बढ़ रही हैं। मैं सभी देशवासियों से आग्रह करता हूं कि जितनी अधिक सावधानी बरत सकें, अवश्य बरतें। कृपया स्वयं को हाइड्रेटेड रखें, घर से बाहर निकलते समय पानी साथ रखें।

प्यासे को पानी पिलाने की अपील
ऐसे मौसम में आपकी संवेदनशीलता भी बहुत बड़ा सहारा बन जाती है। यदि संभव हो, तो किसी प्यासे व्यक्ति को एक गिलास पानी अवश्य दें। मैं ऐसे लोगों की सराहना भी करूंगा जो अपने घरों के और दुकानों के बाहर मटके में जल रखते हैं ताकि कोई भी उनसे पानी पी सके।

सतर्कता बरतने की सलाह
प्रधानमंत्री ने आगे लिखा है, अत्यधिक गर्मी से होने वाली परेशानी, जैसे चक्कर आना, मतली या ज्यादा थकान लगे तो उसे बिल्कुल भी नजरअंदाज न करें। यदि आपके आसपास किसी व्यक्ति को अचानक बेहोशी जैसा लगे, कमजोरी महसूस करे या फिर अस्वस्थ दिखाई दे, तो उसे तुरंत किसी ठंडी और छायादार जगह पर ले जाएं। उसे पानी, ORS या अन्य तरल पदार्थ दें, जिससे शरीर को राहत मिल सके। बच्चे, बुज़ुर्ग और धूप में काम करने वाले लोग इस भीषण गर्मी में सबसे अधिक प्रभावित होते हैं। समय रहते ध्यान न देने पर यह स्थिति हीटस्ट्रोक जैसी गंभीर समस्या का रूप ले सकती है। ऐसे समय में आपकी सतर्कता और देखभाल किसी का जीवन बचा सकती है।

'हीट वेव' की चेतावनी
बता दें कि इन दिनों नौतपा चल रहा है। 25 मई से 2 जून तक का समय भीषम गर्म रहेगा। मौसम विभाग ने साफ तौर पर 'हीट वेव' यानी लू चलने की चेतावनी जारी की है। इसके साथ ही दोपहर और शाम के समय तेज सतही हवाएं चलने की संभावना भी जताई गई है। मौसम विभाग के अनुसार, 27 मई को हवा में नमी का स्तर अधिकतम 40 प्रतिशत और न्यूनतम 25 प्रतिशत रहने का अनुमान है। विभाग ने दोपहर और शाम दोनों समय तेज गर्म हवाओं के साथ लू चलने की चेतावनी दी है। ऐसे में लोगों को दोपहर के समय घर से बाहर निकलने से बचने, पर्याप्त पानी पीने और धूप से बचाव करने की सलाह दी गई है।

लखनऊ/ गोरखपुर। उत्तर प्रदेश के तेजी से बढ़ते औद्योगिक और निवेश परिदृश्य में एक और बड़ी उपलब्धि जुड़ गई है। गोरखपुर की कंपनी “नॉर्दर्नएक्सप्रेस इंफ्राडेवलपर्स प्रा. लि.” Northernexpress Infradevelopers Pvt. Ltd.  ने महेसरा ताल (चिलुआताल) में 20 मेगावाट (MW) क्षमता की फ्लोटिंग सोलर प्रोजेक्ट हासिल कर राज्य के नवीकरणीय ऊर्जा क्षेत्र को नई गति दी है। यह ऐतिहासिक कदम उत्तर प्रदेश की हरित ऊर्जा क्षमता को मजबूत करने के साथ-साथ गोरखपुर को देश के औद्योगिक मानचित्र पर स्थापित करेगा।
  
गोरखपुर के चिलुआताल, जिसे महेसरा ताल के नाम से भी जाना जाता है, में प्रतिष्ठित फ्लोटिंग सोलर परियोजना हासिल की है। यह उपलब्धि मुख्यमंत्री योगी आदित्यनाथ जी के नेतृत्व में उत्तर प्रदेश के देश के सबसे पसंदीदा निवेश गंतव्यों में तेजी से उभरने को और मजबूत करती है।
  
यह परियोजना भारत सरकार के कोयला मंत्रालय के अंतर्गत कोल इंडिया लिमिटेड (Coal India Limited) द्वारा जारी की गई थी। देशभर की कुल 25 कंपनियों ने इस प्रक्रिया में भाग लिया, जिनमें से 17 कंपनियां तकनीकी और वित्तीय रूप से योग्य घोषित हुईं। 25 मई 2026 को वित्तीय मूल्यांकन प्रक्रिया पूरी होने के बाद लगभग ₹115 करोड़ मूल्य की यह परियोजना नॉर्दर्नएक्सप्रेस इंफ्राडेवलपर्स प्रा. लि. को प्रदान की गई।
  
नॉर्दर्नएक्सप्रेस इंफ्राडेवलपर्स प्रा. लि. इससे पहले हिंदुस्तान उर्वरक एंड रसायन लिमिटेड (HURL) के लिए वाप्कोस लिमिटेड (WAPCOS Limited) की निगरानी में चिलुआताल/महेसरा ताल ड्रेजिंग परियोजना का सफलतापूर्वक कार्यान्वयन कर चुकी है। प्रबंध निदेशक नितीश त्रिपाठी के नेतृत्व में कंपनी की यह सफलता गोरखपुर के लिए गर्व का विषय है, जो राष्ट्रीय इंफ्रास्ट्रक्चर विकास में उत्तर प्रदेश की बढ़ती भूमिका को दर्शाती है। प्रस्तावित फ्लोटिंग सोलर परियोजना स्वच्छ ऊर्जा, सतत विकास और उत्तर प्रदेश के तीव्र आर्थिक परिवर्तन को नई गति देने का कार्य करेगी।

अमेरिका के किसी विदेश मंत्री का यह 14 साल बाद कोलकाता दौरा है। इससे पहले मई 2012 में तत्कालीन अमेरिकी विदेश मंत्री हिलेरी क्लिंटन कोलकाता आई थीं। मार्को रुबियो का यह दौरा ऐसे समय हो रहा है जब पश्चिम बंगाल में बड़ा राजनीतिक बदलाव देखने को मिला है और भारतीय जनता पार्टी के नेतृत्व में नई सरकार बनी है।

  

पीएम मोदी से भी करेंगे मुलाकात
भारत में अमेरिकी राजदूत राजदूत सर्जियो गोर ने सोशल मीडिया मंच एक्स पर रुबियो के आगमन की जानकारी दी। रुबियो का भारत दौरा 23 से 26 मई तक प्रस्तावित है। अपने दौरे के दौरान रुबियो की प्रधानमंत्री नरेंद्र मोदी से नई दिल्ली में मुलाकात होगी, जिसमें व्यापार, टेक्नोलॉजी, रक्षा सहयोग और क्वाड समेत कई रणनीतिक विषयों पर चर्चा की जाएगी।

एस. जयशंकर के साथ द्विपक्षीय मीटिंग
वहीं, रविवार 24 मई 2026 को सुबह 11.30 बजे वह विदेश मंत्री डॉ. एस. जयशंकर के साथ दिल्ली स्थित हैदराबाद हाउस में द्विपक्षीय मीटिंग करेंगे। मेरिकी विदेश मंत्री मार्को रुबियो की भारत यात्रा के दौरान दोनों देशों के बीच रक्षा सहयोग प्रमुख एजेंडा है। भारत की सैन्य क्षमताओं में पहले से ही अमेरिकी तकनीक की अहम भूमिका है। भारतीय वायुसेना और नौसेना बोइंग पी-8 पोसाइडन विमान, एमक्यू-9बी स्काईगार्डियन ड्रोन, एम777 हॉवित्जर तोप और बोइंग सी-17 ग्लोबमास्टर-III जैसे आधुनिक प्लेटफॉर्म का इस्तेमाल कर रही हैं। हालांकि, बातचीत अब केवल रक्षा खरीद तक सीमित नहीं रह गई है। दोनों देश रक्षा प्रणालियों के को-प्रोडक्‍शन, एआई, सेमीकंडक्टर और अंतरिक्ष प्रौद्योगिकी जैसे क्षेत्रों में सहयोग बढ़ाने पर भी जोर दे रहे हैं। माना जा रहा है कि यह साझेदारी हिंद-प्रशांत क्षेत्र में रणनीतिक संतुलन और तकनीकी सहयोग को और मजबूत करेगी।

अमेरिकी विदेश मंत्री मार्को रुबियो भारत आ रहे हैं। मार्को रूबियो 23 मई को भारत आएंगे। अपने आगामी भारत दौरे से ठीक पहले अमेरिकी विदेश मंत्री मार्को रुबियो ने एक बड़ा बयान दिया है। अपने दौरे से पहले मार्को रुबियो ने भारत की जमकर तारीफ की है। भारत को अमेरिका का एक बेहतरीन सहयोगी और साझेदार बताते हुए साफ किया है कि वाशिंगटन भारत को उतनी ऊर्जा (एनर्जी) बेचने के लिए तैयार है, जितनी नई दिल्ली खरीदने की इच्छा रखती है।

  

भारत को अमेरिका का बड़ा ऑफर
मियामी में पत्रकारों से बातचीत करते हुए रुबियो ने भारत की जमकर तारीफ की। उन्होंने भारत को एक 'महान सहयोगी और बेहतरीन साझेदार' बताया। ऊर्जा के मुद्दे पर उन्होंने एक बड़ी बात कही कि भारत जितना भी तेल और ऊर्जा खरीदना चाहेगा, अमेरिका उसे उतनी मात्रा में बेचने के लिए तैयार है। अमेरिका इस समय ऐतिहासिक स्तर पर ऊर्जा का उत्पादन और निर्यात कर रहा है।

वेनेजुएला के जरिए दोनों देशों के बीच व्यापार के बड़े मौके
रुबियो ने यह भी बताया कि होर्मुज जलडमरूमध्य के बंद होने से भारत में तेल की कीमतें बढ़ी हैं, ऐसे में अमेरिका भारत के ऊर्जा पोर्टफोलियो का एक बड़ा हिस्सा बनना चाहता है। वेनेजुएला के तेल के जरिए भी दोनों देशों के बीच व्यापार के बड़े मौके हैं। असल में, मेरी जानकारी के अनुसार, वेनेजुएला के अंतरिम राष्ट्रपति भी अगले हफ्ते भारत की यात्रा पर जा रही हैं। ऐसे में अवसर मौजूद हैं।

मार्को रुबियो का दिल्ली दौरा क्यों है खास?
मार्को रुबियो नई दिल्ली में 26 मई को 'क्वाड' (Quad) देशों के विदेश मंत्रियों की अहम बैठक में हिस्सा लेंगे। इस बैठक की अध्यक्षता भारत के विदेश मंत्री एस. जयशंकर करेंगे, जिसमें ऑस्ट्रेलिया की विदेश मंत्री पेनी वोंग और जापान के विदेश मंत्री मोतेगी तोशिमित्सु भी शामिल होंगे। अपनी इस यात्रा के दौरान रुबियो कोलकाता, आगरा, जयपुर और नई दिल्ली जाएंगे। खास बात यह है कि करीब 14 साल बाद कोई अमेरिकी विदेश मंत्री कोलकाता का दौरा कर रहा है; इससे पहले 2012 में हिलेरी क्लिंटन वहां गई थीं। कोलकाता में अमेरिका का दुनिया का दूसरा सबसे पुराना वाणिज्य दूतावास स्थित है।

मुख्यमंत्री हेमन्त सोरेन की अध्यक्षता में कैबिनेट के बड़े फैसले: जैविक खेती को 370 करोड़, अबुआ दवाखाना और DA में बढ़ोतरी को मंजूरी
★ उच्च एवं तकनीकी शिक्षा विभाग के अन्तर्गत यथावश्यक Development, Maintenance, Hosting and Implementation of various Web Portals कार्य हेतु झारखण्ड वित्त नियमावली के नियम-235 को शिथिल करते हुए, नियम-245 के अधीन मनोनयन के आधार पर भारत सरकार के उपक्रम M/s CSC e-Governance Services India Limited के चयन की स्वीकृति दी गई।

  


★  श्री अमिताभ कुमार गुप्ता, सेवानिवृत न्यायाधीश, झारखण्ड उच्च न्यायालय, राँची को लोकायुक्त, झारखण्ड के पद पर नियुक्त किये जाने के उपरान्त घटनोत्तर स्वीकृति प्रदान की गई।

  

★ जैविक खेती के प्रमाणीकरण की योजनान्तर्गत तीन चरणों यथा प्रथम चरण वित्तीय वर्ष 2026-27 से 2028-29, द्वितीय चरण 2027-28 से 2029-30 तथा तृतीय चरण वित्तीय वर्ष 2028-29 से 2030-31 तक क्रमशः 35000 हे०, 35000 हे० तथा 35000 हे०, अर्थात 1.05 लाख हे० हेतु कुल रू० 37012.50 लाख (तीन अरब सत्तर करोड़ बारह लाख पचास हजार) मात्र की लागत पर योजना की स्वीकृति एवं वित्तीय वर्ष 2026-27 (प्रथम चरण प्रथम वर्ष) के लिए कुल राशि रु० 4287.50 लाख (बयालीस करोड़ सतासी लाख पचास हजार) मात्र की विमुक्ति की स्वीकृति दी गई।

★  स्वापक औषधि और मनःप्रभावी पदार्थ अधिनियम, 1985 के तहत निषिद्ध मादक पदार्थों के अवैध उत्पादन, अवैध व्यापार, तस्करी, पेडलिंग आदि की सूचना देने तथा प्रभावी कार्रवाई के लिए प्रोत्साहित करने हेतु पुरस्कार नीति का गठन की स्वीकृति दी गई।

★ श्री कामदा नंदन कुसम कुंवर सिंकू तकनीकी सलाहकार, रूपांकण अंचल आदित्यपुर, जमशेदपुर को स्वतंत्र चालू प्रभार के तहत् कार्यपालक अभियंता एवं अधीक्षण अभियंता के पद पर कार्यरत अवधि के वेतन का अन्तर राशि के भुगतान की स्वीकृति दी गई।

★  दुमका हवाई अड्डा, दुमका से Regional Connectivity Scheme (RCS-UDAN) के तहत नियमित उड़ान सेवा प्रारंभ करने के निमित हवाई अड्डा पर Cost Recovery Basis पर Aviation Meterological Services उपलब्ध कराने हेतु भारतीय मौसम विज्ञान विभाग (Indian Meteorological Department-IMD), भारत सरकार के साथ एकरारनामा के प्रस्ताव तथा प्रारूप पर मंत्रिपरिषद की स्वीकृति दी गई।

★ राज्य के वृद्ध / गंभीर रूप से अस्वस्थ अथवा स्थायी रूप से दिव्यांग कलाकारों के लिए मासिक निवृत्तिका योजना की स्वीकृति दी गई।

★  खूंटी जिला अंतर्गत अंचल-कर्रा, मौजा-काटमकुकू एवं कुलहुटू, विभिन्न मौजा संख्या, विभिन्न खाता संख्या, विभिन्न प्लॉट संख्या, कुल रकबा 11.635 एकड़, विभिन्न किस्म की गैरमजरूआ खास एवं आम खाते की भूमि कुल देय राशि रुपये 17,81,58,938/- (सत्रह करोड़ इक्यासी लाख अंठावन हजार नौ सौ अड़तीस) रुपये मात्र की अदायगी पर South Eastern Railway (SER) को लोधमा पिस्का लिंक रेल लाईन निर्माण परियोजना हेतु सःशुल्क स्थायी भू-हस्तांतरण करने की स्वीकृति दी गई।

★ भारत के नियंत्रक-महालेखापरीक्षक 31 मार्च 2024 को समाप्त हुए अवधि के लिए प्रतिवेदन, झारखण्ड सरकार, वर्ष 2026 की प्रतिवेदन संख्या-1 (अनुपालन लेखापरीक्षा-राजस्व) को झारखण्ड विधान सभा के पटल पर आगामी सत्र में उपस्थापन की स्वीकृति दी गई।

★ Authentication User Agency (AUA) एवं e-KYC User Agency (KUA) अर्थात सूचना प्रौद्योगिकी एवं ई-गवर्नेस विभाग, झारखण्ड सरकार तथा भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI), भारत सरकार के मध्य किये गए AUA/KUA एकरारनामा के क्रम मे Aadhar (Authentication and Offline Verification) Regulation, 2021 के विनियम 9 के उप-विनियम (3A) के तहत पूरक (Supplementary) एकरारनामा की स्वीकृति दी गई।

★ राज्य के लिए बहु-चिकित्सा प्रणाली (एलोपैथी, आयुर्वेद, होम्योपैथी, यूनानी एवं सिद्धा) आधारित एकीकृत औषधि केन्द्रों "अबुआ दवाखाना" की स्थापना एवं संचालन की स्वीकृति दी गई।

★ राज्य सरकार के पेंशनधारियों / पारिवारिक पेंशनभोगियों को अपुनरीक्षित वेतनमान (छठा केन्द्रीय वेतनमान) में दिनांक-01.01.2026 के प्रभाव से महँगाई राहत की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ राज्य सरकार के कर्मियों को अपुनरीक्षित वेतनमान (छठा केन्द्रीय वेतनमान) में दिनांक 01. 01.2026 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ राज्य सरकार के कर्मियों को अपुनरीक्षित वेतनमान (पंचम वेतनमान) में दिनांक-01.01. 2026 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ राज्य सरकार के कर्मियों को दिनांक 01.01.2016 से प्रभावी पुनरीक्षित वेतनमान (सातवें केन्द्रीय वेतनमान) में दिनांक 01 जनवरी, 2026 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★  राज्य सरकार के दिनांक 01.01.2016 से पुनरीक्षित / प्रभावी राज्य सरकार के पेंशन / पारिवारिक पेंशनभोगियों को 01 जनवरी, 2026 के प्रभाव से महँगाई राहत की दरों में अभिवृद्धि की स्वीकृति दी गई।

★  श्री सुशील कुमार, सहायक अभियंता, ग्रामीण कार्य विभाग, कार्य प्रमण्डल, लोहरदगा सम्प्रति सेवा से बर्खास्त को माननीय झारखण्ड उच्च न्यायालय द्वारा वाद सं०-W.P.(S) No.-1608/2022 एवं Cont (C)No.-1128/2024 में पारित न्यायादेश के अनुपालन में सेवा में पुनर्बहाल करने की स्वीकृति दी गई।

★ झारखण्ड भवन, वसंत विहार, नई दिल्ली एवं न्यू झारखण्ड भवन, बंगला साहिब रोड, नई दिल्ली के कमरों के आवासन शुल्क में पुनरीक्षिण की स्वीकृति दी गई।

★ W.P.(S) No.-3378/2019- शिव रामजी मिश्रा बनाम झारखण्ड राज्य सरकार एवं अन्य मामले में माननीय झारखण्ड उच्च न्यायालय द्वारा दिनांक 03.10.2023 को पारित न्याय निर्णय के आलोक में UGC के पत्र संख्या सं० F-3-2/99 (ps), दिनांक-21.07.1999 की कंडिका 05 में निहित प्रावधान /अनुशंसा के आलोक में वेतनमान 5500-9000 में 8300 रू0 प्रक्रम पर पहुँच चुके या प्रदर्शक के वेतनमान में 16 वर्ष की सेवा पूरी कर लेने पर, जो भी बाद में हो, के शर्त को पूरा करते हैं, को व्याख्याता के वेतनमान रू0 8000-13500 के व्यक्तिगत वेतन की स्वीकृति दी गई।

★ झारखण्ड उच्च न्यायालय के सेवानिवृत मुख्य न्यायाधीश एवं न्यायाधीश को प्रदान की जा रही अनुसेवक भत्ता एवं अनुसचिवीय सहायता की राशि में अभिवृद्धि तथा अन्य सुविधाओं की स्वीकृति दी गई।

★ श्री अनिल कुमार सिन्हा, तत्कालीन प्रबंध निदेशक, गुमला-सिमडेगा केन्द्रीय सहकारी बैंक लि०, गुमला-सम्प्रति-सेवानिवृत्त संयुक्त निबंधक, सहयोग समितियाँ, संथाल परगना प्रमण्डल, दुमका के विरुद्ध निर्गत दण्डादेश विभागीय अधिसूचना संख्या-1620 दिनांक-19.06.2012 को निरस्त करने तथा श्री सिन्हा को दिये गये दण्ड "सेवा से बर्खास्तगी" को परिवर्तित कर विभागीय कार्यवाही को पेंशन नियमावली के नियम-43 (ख) के तहत सम्परिवर्तित करते हुए "उनके पेंशन से पचास प्रतिशत (50%) की राशि की स्थाई रुप से कटौती" का दण्ड अधिरोपित किये जाने की स्वीकृति दी गई।

★ राज्य के सरकारी चिकित्सा महाविद्यालय एवं अस्पताल के जूनियर रेजिडेंट (एकेडमिक एवं नॉन एकेडमिक), ईन्टर्नस की वृत्तिका पुनरीक्षण एवं झारखण्ड चिकित्सा शिक्षा सेवा (नियुक्ति, प्रोन्नति एवं सेवाशत्त) (संशोधन) नियमावली, 2026 गठन की घटनोत्तर स्वीकृति दी गई।

★  लोक भवन/राज्यपाल सचिवालय झारखंड, रांची के पुनर्गठन की स्वीकृति दी गई।

★ श्रीमती विद्या कुमारी, सहायक शिक्षिका, राजकीय कन्या मध्य विद्यालय, देवघर एवं श्रीमती मालती दास, सहायक शिक्षिका, राजकीय कन्या मध्य विद्यालय, दुमका की नियुक्ति की वैधता के संबंध में अन्य समरूप मामलों के सदृश सी.बी.आई. के जाँच प्रतिवेदन में अवैध/अनियमित नियुक्ति घोषित शिक्षकों के विरुद्ध की गई विभागीय कार्रवाई के फलाफल के विरुद्ध दायर याचिकाओं में माननीय उच्चतम् / उच्च न्यायालय द्वारा पारित आदेशों के प्रसंग में उन्हें सेवा में पुनर्स्थापित कर / मानते हुए परिणामी लाभ एवं पेंशनादि की स्वीकृति के निर्णय की स्वीकृति दी गई।

★ वित्तीय वर्ष 2026-27 में राज्य योजनान्तर्गत मुख्यमंत्री पशुधन विकास योजना के तहत उद्यमी पशुपालकों को प्रोत्साहित करने के लिए व्यवसायिक बकरा बकरी पालन योजना के लिए कुल अनुमानित अनुदान की राशि रू० 30,00,00,000/- (तीस करोड़ रूपये) के नई योजना के संचालन की स्वीकृति दी गई।

★ झारखण्ड मूल्य वर्द्धित कर अधिनियम, 2005 की धारा 29 (1) द्वारा प्रदत्त शक्ति का प्रयोग करते हुए झारखण्ड मूल्य वर्द्धित कर अधिनियम, 2005 की धारा 9(3) के साथ पठित अनुसूची || Part E के अन्तर्गत सूचीबद्ध माल यथा पेट्रोल, डीजल एवं मदिरा (Liquor) के खुदरा बिक्रेताओं, जिनके द्वारा राज्य के अंदर ही क्रय-बिक्रय किया जाता है एवं राज्य के अंदर से क्रय के क्रम में 'कर' (VAT) का भुगतान पूर्व में ही प्राप्त हो जाता है, को झारखण्ड मूल्य वर्द्धित कर नियमावली, 2006 के नियम 14 (1) एवं नियम 14 (3) के प्रावधानुसार कमशः त्रैमासिक विवरणी (Quarterly Return) FORM JVAT 200 एवं मासिक विवरण (Monthly Abstract) FORM JVAT 213 दाखिल करने से मुक्त किए जाने पर स्वीकृति दी गई।

★ M.A.No.-890/2025 एवं Contempt Petition(C) No.-666/2025 in Civil Appeal No.-299/2025, धर्मेन्द्र कुमार सिंह एवं अन्य बनाम झारखण्ड उच्च न्यायालय एवं अन्य में दिनांक-17.11.2025 को माननीय सर्वोच्च न्यायालय द्वारा पारित न्यायादेश के अनुपालन में जिला न्यायाधीश स्तर के 05 छाया पदों (Supernumerary post) के सृजन की स्वीकृति दी गई।

★ पंचम राज्य वित्त आयोग द्वारा समर्पित प्रथम प्रतिवेदन में कृत अनुशंसाओं को लागू करने से संबंधित वित्त विभागीय संकल्प संख्या-2519 दिनांक 16.10.2025 की कंडिका-2 के क्रम में त्रिस्तरीय पंचायती राज संस्थाओं को वित्तीय वर्ष 2024-25 एवं 2025-26 के प्रतिनिधायण के कुल राशि 1167.35 करोड़ के क्रम में वित्तीय वर्ष 2025-26 में तृतीय अनुपूरक में प्राप्त 658.02 करोड़ रूपये में से कुल पारित 197.218 करोड़ रूपये के विपत्रों को वर्तमान वित्तीय वर्ष 2026-27 में प्राप्त प्राप्त कुल निधि 216.00 करोड़ में जोड़ते हुए तृतीय तृतीय अनुपूरक में प्राप्त 658.02 करोड़ में शेष अंतर राशि कुल 2,44,80,20,000 रूपये झारखण्ड आकस्मिकता निधि से अग्रिम की निकासी की स्वीकृति दी गई।

★ राष्ट्रीय स्वास्थ्य मिशन, झारखण्ड के अन्तर्गत राज्य यक्ष्मा कार्यालय द्वारा Laboratory Materials Cartridge (CBNAAT Cartridge) को वित्त नियमावली के नियम 235 के प्रावधान को शिथिल करते हुए नियम 245 के तहत् मनोनयन के आधार पर M/s Cepheid India (P)Ltd, Gurgaon] Haryana से क्रय करने की योजना पर घटनोतर स्वीकृति दी गई।

★  Jharkhand Integrated Mines and Mineral Management System (JIMMS) Version 2.0 योजना की घटनोत्तर प्रशासनिक स्वीकृति दी गई।

पूरे देश में इन दिनों भीषण गर्मी पड़ रही है। खासकर पूरा उत्तर भारत चिलचिलाती धूप और लू के थेपेड़ों से परेशान है। कई इलाकों में पारा 47 के आसपास पहुंच गया है। ऐसे में प्रधानमंत्री नरेंद्र मोदी ने देशवासियों से सावधानी बरतने और खुद को हाइड्रेटेड रखने की अपील की है।

  

प्रधानमंत्री नरेंद्र मोदी ने देश के अदिकांश हिस्सों में तापमान को देखते हुए सोशल मीडिया के माध्यम से देशवासियों तक अपनी बात पहुंचाई है और इसकी चपेट में आने से बचने के लिए सभी सावधानी बरतने का अनुरोध किया है। पीएम मोदी ने एक के बाद एक कई एक्स पोस्ट किए हैं।

लोगों को हाइड्रेटेड रहने की सलाह
पीएम मोदी ने कहा, ‘देश के अलग-अलग हिस्सों में तापमान लगातार बढ़ रहा है और इसके साथ ही दैनिक जीवन में गर्मी से होने वाली कई कठिनाइयां भी बढ़ रही हैं। मैं सभी देशवासियों से आग्रह करता हूं कि जितनी अधिक सावधानी बरत सकें, अवश्य बरतें। कृपया स्वयं को हाइड्रेटेड रखें, घर से बाहर निकलते समय पानी साथ रखें।

प्यासे को पानी पिलाने की अपील
ऐसे मौसम में आपकी संवेदनशीलता भी बहुत बड़ा सहारा बन जाती है। यदि संभव हो, तो किसी प्यासे व्यक्ति को एक गिलास पानी अवश्य दें। मैं ऐसे लोगों की सराहना भी करूंगा जो अपने घरों के और दुकानों के बाहर मटके में जल रखते हैं ताकि कोई भी उनसे पानी पी सके।

सतर्कता बरतने की सलाह
प्रधानमंत्री ने आगे लिखा है, अत्यधिक गर्मी से होने वाली परेशानी, जैसे चक्कर आना, मतली या ज्यादा थकान लगे तो उसे बिल्कुल भी नजरअंदाज न करें। यदि आपके आसपास किसी व्यक्ति को अचानक बेहोशी जैसा लगे, कमजोरी महसूस करे या फिर अस्वस्थ दिखाई दे, तो उसे तुरंत किसी ठंडी और छायादार जगह पर ले जाएं। उसे पानी, ORS या अन्य तरल पदार्थ दें, जिससे शरीर को राहत मिल सके। बच्चे, बुज़ुर्ग और धूप में काम करने वाले लोग इस भीषण गर्मी में सबसे अधिक प्रभावित होते हैं। समय रहते ध्यान न देने पर यह स्थिति हीटस्ट्रोक जैसी गंभीर समस्या का रूप ले सकती है। ऐसे समय में आपकी सतर्कता और देखभाल किसी का जीवन बचा सकती है।

'हीट वेव' की चेतावनी
बता दें कि इन दिनों नौतपा चल रहा है। 25 मई से 2 जून तक का समय भीषम गर्म रहेगा। मौसम विभाग ने साफ तौर पर 'हीट वेव' यानी लू चलने की चेतावनी जारी की है। इसके साथ ही दोपहर और शाम के समय तेज सतही हवाएं चलने की संभावना भी जताई गई है। मौसम विभाग के अनुसार, 27 मई को हवा में नमी का स्तर अधिकतम 40 प्रतिशत और न्यूनतम 25 प्रतिशत रहने का अनुमान है। विभाग ने दोपहर और शाम दोनों समय तेज गर्म हवाओं के साथ लू चलने की चेतावनी दी है। ऐसे में लोगों को दोपहर के समय घर से बाहर निकलने से बचने, पर्याप्त पानी पीने और धूप से बचाव करने की सलाह दी गई है।

लखनऊ/ गोरखपुर। उत्तर प्रदेश के तेजी से बढ़ते औद्योगिक और निवेश परिदृश्य में एक और बड़ी उपलब्धि जुड़ गई है। गोरखपुर की कंपनी “नॉर्दर्नएक्सप्रेस इंफ्राडेवलपर्स प्रा. लि.” Northernexpress Infradevelopers Pvt. Ltd.  ने महेसरा ताल (चिलुआताल) में 20 मेगावाट (MW) क्षमता की फ्लोटिंग सोलर प्रोजेक्ट हासिल कर राज्य के नवीकरणीय ऊर्जा क्षेत्र को नई गति दी है। यह ऐतिहासिक कदम उत्तर प्रदेश की हरित ऊर्जा क्षमता को मजबूत करने के साथ-साथ गोरखपुर को देश के औद्योगिक मानचित्र पर स्थापित करेगा।
  
गोरखपुर के चिलुआताल, जिसे महेसरा ताल के नाम से भी जाना जाता है, में प्रतिष्ठित फ्लोटिंग सोलर परियोजना हासिल की है। यह उपलब्धि मुख्यमंत्री योगी आदित्यनाथ जी के नेतृत्व में उत्तर प्रदेश के देश के सबसे पसंदीदा निवेश गंतव्यों में तेजी से उभरने को और मजबूत करती है।
  
यह परियोजना भारत सरकार के कोयला मंत्रालय के अंतर्गत कोल इंडिया लिमिटेड (Coal India Limited) द्वारा जारी की गई थी। देशभर की कुल 25 कंपनियों ने इस प्रक्रिया में भाग लिया, जिनमें से 17 कंपनियां तकनीकी और वित्तीय रूप से योग्य घोषित हुईं। 25 मई 2026 को वित्तीय मूल्यांकन प्रक्रिया पूरी होने के बाद लगभग ₹115 करोड़ मूल्य की यह परियोजना नॉर्दर्नएक्सप्रेस इंफ्राडेवलपर्स प्रा. लि. को प्रदान की गई।
  
नॉर्दर्नएक्सप्रेस इंफ्राडेवलपर्स प्रा. लि. इससे पहले हिंदुस्तान उर्वरक एंड रसायन लिमिटेड (HURL) के लिए वाप्कोस लिमिटेड (WAPCOS Limited) की निगरानी में चिलुआताल/महेसरा ताल ड्रेजिंग परियोजना का सफलतापूर्वक कार्यान्वयन कर चुकी है। प्रबंध निदेशक नितीश त्रिपाठी के नेतृत्व में कंपनी की यह सफलता गोरखपुर के लिए गर्व का विषय है, जो राष्ट्रीय इंफ्रास्ट्रक्चर विकास में उत्तर प्रदेश की बढ़ती भूमिका को दर्शाती है। प्रस्तावित फ्लोटिंग सोलर परियोजना स्वच्छ ऊर्जा, सतत विकास और उत्तर प्रदेश के तीव्र आर्थिक परिवर्तन को नई गति देने का कार्य करेगी।

अमेरिका के विदेश मंत्री मार्को रुबियो शनिवार को अपनी पहली भारत यात्रा पर पहुंचे। चार दिन के भारत दौरे पर आए रुबियो का कोलकाता एयरपोर्ट पर भारत में अमेरिका के राजदूत सर्जियो गोर ने उनका स्वागत किया। एयरपोर्ट से मार्को रुबियो सीधे सेंट टेरेसा की संस्था ‘मिशनरीज ऑफ चैरिटी’ के मुख्यालय ‘मदर हाउस’ पहुंचे। जहां उन्होंने संस्था के अधिकारियों से मुलाकात की और वहां चल रहे सेवा कार्यों की जानकारी ली।

  


14 साल बाद किसी अमेरिकी विदेश मंत्री का कोलकाता दौरा
अमेरिका के किसी विदेश मंत्री का यह 14 साल बाद कोलकाता दौरा है। इससे पहले मई 2012 में तत्कालीन अमेरिकी विदेश मंत्री हिलेरी क्लिंटन कोलकाता आई थीं। मार्को रुबियो का यह दौरा ऐसे समय हो रहा है जब पश्चिम बंगाल में बड़ा राजनीतिक बदलाव देखने को मिला है और भारतीय जनता पार्टी के नेतृत्व में नई सरकार बनी है।

  

पीएम मोदी से भी करेंगे मुलाकात
भारत में अमेरिकी राजदूत राजदूत सर्जियो गोर ने सोशल मीडिया मंच एक्स पर रुबियो के आगमन की जानकारी दी। रुबियो का भारत दौरा 23 से 26 मई तक प्रस्तावित है। अपने दौरे के दौरान रुबियो की प्रधानमंत्री नरेंद्र मोदी से नई दिल्ली में मुलाकात होगी, जिसमें व्यापार, टेक्नोलॉजी, रक्षा सहयोग और क्वाड समेत कई रणनीतिक विषयों पर चर्चा की जाएगी।

एस. जयशंकर के साथ द्विपक्षीय मीटिंग
वहीं, रविवार 24 मई 2026 को सुबह 11.30 बजे वह विदेश मंत्री डॉ. एस. जयशंकर के साथ दिल्ली स्थित हैदराबाद हाउस में द्विपक्षीय मीटिंग करेंगे। मेरिकी विदेश मंत्री मार्को रुबियो की भारत यात्रा के दौरान दोनों देशों के बीच रक्षा सहयोग प्रमुख एजेंडा है। भारत की सैन्य क्षमताओं में पहले से ही अमेरिकी तकनीक की अहम भूमिका है। भारतीय वायुसेना और नौसेना बोइंग पी-8 पोसाइडन विमान, एमक्यू-9बी स्काईगार्डियन ड्रोन, एम777 हॉवित्जर तोप और बोइंग सी-17 ग्लोबमास्टर-III जैसे आधुनिक प्लेटफॉर्म का इस्तेमाल कर रही हैं। हालांकि, बातचीत अब केवल रक्षा खरीद तक सीमित नहीं रह गई है। दोनों देश रक्षा प्रणालियों के को-प्रोडक्‍शन, एआई, सेमीकंडक्टर और अंतरिक्ष प्रौद्योगिकी जैसे क्षेत्रों में सहयोग बढ़ाने पर भी जोर दे रहे हैं। माना जा रहा है कि यह साझेदारी हिंद-प्रशांत क्षेत्र में रणनीतिक संतुलन और तकनीकी सहयोग को और मजबूत करेगी।

भारत को अमेरिका का बड़ा ऑफर
मियामी में पत्रकारों से बातचीत करते हुए रुबियो ने भारत की जमकर तारीफ की। उन्होंने भारत को एक 'महान सहयोगी और बेहतरीन साझेदार' बताया। ऊर्जा के मुद्दे पर उन्होंने एक बड़ी बात कही कि भारत जितना भी तेल और ऊर्जा खरीदना चाहेगा, अमेरिका उसे उतनी मात्रा में बेचने के लिए तैयार है। अमेरिका इस समय ऐतिहासिक स्तर पर ऊर्जा का उत्पादन और निर्यात कर रहा है।

वेनेजुएला के जरिए दोनों देशों के बीच व्यापार के बड़े मौके
रुबियो ने यह भी बताया कि होर्मुज जलडमरूमध्य के बंद होने से भारत में तेल की कीमतें बढ़ी हैं, ऐसे में अमेरिका भारत के ऊर्जा पोर्टफोलियो का एक बड़ा हिस्सा बनना चाहता है। वेनेजुएला के तेल के जरिए भी दोनों देशों के बीच व्यापार के बड़े मौके हैं। असल में, मेरी जानकारी के अनुसार, वेनेजुएला के अंतरिम राष्ट्रपति भी अगले हफ्ते भारत की यात्रा पर जा रही हैं। ऐसे में अवसर मौजूद हैं।

मार्को रुबियो का दिल्ली दौरा क्यों है खास?
मार्को रुबियो नई दिल्ली में 26 मई को 'क्वाड' (Quad) देशों के विदेश मंत्रियों की अहम बैठक में हिस्सा लेंगे। इस बैठक की अध्यक्षता भारत के विदेश मंत्री एस. जयशंकर करेंगे, जिसमें ऑस्ट्रेलिया की विदेश मंत्री पेनी वोंग और जापान के विदेश मंत्री मोतेगी तोशिमित्सु भी शामिल होंगे। अपनी इस यात्रा के दौरान रुबियो कोलकाता, आगरा, जयपुर और नई दिल्ली जाएंगे। खास बात यह है कि करीब 14 साल बाद कोई अमेरिकी विदेश मंत्री कोलकाता का दौरा कर रहा है; इससे पहले 2012 में हिलेरी क्लिंटन वहां गई थीं। कोलकाता में अमेरिका का दुनिया का दूसरा सबसे पुराना वाणिज्य दूतावास स्थित है।
