अमेरिका, जो विश्व में अपने सशक्त अर्थव्यवस्था और बेहतरीन अवसरों के लिए प्रसिद्ध है, लाखों लोगों का सपना है। हर साल, हजारों भारतीय नागरिक अमेरिका में नौकरी, शिक्षा, और बेहतर जीवन के लिए जाते हैं। हालांकि, कुछ लोग कानूनी तरीके से अमेरिका में प्रवेश करने में नाकाम रहते हैं, जिसके परिणामस्वरूप वे अवैध प्रवासी बन जाते हैं। भारत के नागरिकों के लिए यह मुद्दा दिन-ब-दिन गंभीर होता जा रहा है। हाल ही में, अमेरिका द्वारा 205 अवैध भारतीय प्रवासियों को स्वदेश भेजने के कदम ने इस समस्या को और भी उजागर किया है।



अवैध प्रवासी कौन होते हैं?

अवैध प्रवासी वे लोग होते हैं जो किसी भी देश में बिना कानूनी दस्तावेजों या अनुमति के रहते हैं। ये लोग या तो वीज़ा की अवधि समाप्त होने के बाद भी वहां बने रहते हैं, या फिर बिना वीज़ा के ही देश में प्रवेश कर लेते हैं। अमेरिका में भारतीय अवैध प्रवासी के रूप में रहने वाले लोग, अधिकतर या तो रोजगार के लिए अमेरिका गए थे, या फिर परिवारों के साथ रहते हुए वीज़ा की अवधि समाप्त कर चुके हैं।



अवैध भारतीय प्रवासियों का अमेरिका में प्रवेश

1. वीज़ा समाप्त होने के बाद अतिक्रमण

  अमेरिका में जाने वाले भारतीय नागरिकों की बड़ी संख्या पर्यटक वीज़ा, छात्र वीज़ा या कार्य वीज़ा पर जाते हैं। हालांकि, इनमें से कई लोग वीज़ा की अवधि समाप्त होने के बाद भी अमेरिका में रहते हैं और उनके पास वैध दस्तावेज नहीं होते।  



2. फर्जी दस्तावेजों का उपयोग

  कुछ लोग फर्जी दस्तावेजों के माध्यम से अमेरिका प्रवेश करते हैं। ये दस्तावेज़ वीज़ा, शरण या अन्य कानूनी कारणों के रूप में हो सकते हैं। जब यह धोखाधड़ी सामने आती है, तो इन्हें अवैध प्रवासी के रूप में माना जाता है।  



3. शरणार्थी के रूप में प्रवेश 

  कुछ भारतीय नागरिक राजनीतिक या धार्मिक कारणों से शरणार्थी के रूप में अमेरिका आते हैं। हालांकि, कई बार इनकी स्थिति की सही जांच नहीं होती और वे अवैध रूप से अमेरिका में रह जाते हैं।  



अवैध प्रवासियों के लिए अमेरिका में जीवन

अवैध रूप से अमेरिका में रहने वाले भारतीय नागरिकों को बहुत सी चुनौतियों का सामना करना पड़ता है। इन समस्याओं में प्रमुख हैं:

1.कानूनी सुरक्षा की कमी  

  अवैध प्रवासियों के पास कोई कानूनी सुरक्षा नहीं होती। यदि अमेरिकी सरकार द्वारा उनके खिलाफ कार्रवाई की जाती है, तो वे बिना किसी बचाव के देश से बाहर भेजे जा सकते हैं।  

2. आर्थिक कठिनाइयाँ

  अवैध प्रवासी रोजगार प्राप्त करने में कठिनाई का सामना करते हैं, क्योंकि उन्हें काम करने के लिए कानूनी दस्तावेज़ों की आवश्यकता होती है। हालांकि, वे अक्सर अंशकालिक या असंगठित क्षेत्रों में काम करते हैं, जहाँ मजदूरी कम और अधिकार न के बराबर होते हैं।  

3. स्वास्थ्य सेवाओं की कमी 

  अवैध प्रवासी स्वास्थ्य सेवाओं का लाभ नहीं उठा सकते। वे बिना बीमा या अन्य सरकारी सेवाओं के मेडिकल सेवाओं के लिए संघर्ष करते हैं।  

4. शैक्षिक अवसरों की कमी

  अवैध प्रवासियों के बच्चों को शिक्षा प्राप्त करने में समस्याएँ होती हैं। अधिकांश राज्य अवैध प्रवासियों के बच्चों को सार्वजनिक स्कूलों में दाखिला देने से मना कर सकते हैं।  



अमेरिका का रुख और कार्रवाई

अमेरिका में अवैध प्रवासियों के खिलाफ कड़े कदम उठाए जा रहे हैं। अमेरिकी प्रशासन ने कई बार इस मुद्दे पर अपनी चिंता व्यक्त की है और अवैध प्रवासियों की पहचान कर उन्हें स्वदेश भेजने की प्रक्रिया को तेज किया है।

1. "डीपी" (Deferred Action for Childhood Arrivals - DACA) नीति

  यह नीति विशेष रूप से उन बच्चों के लिए है जो अवैध रूप से अमेरिका में आकर बड़े हुए हैं। इसे "ड्रीमर्स" कहा जाता है। हालांकि, यह नीति सख्त नहीं है और बार-बार इसकी स्थिति पर सवाल उठते रहे हैं।  



2. आव्रजन और कस्टम्स प्रवर्तन (ICE)

  ICE अमेरिकी सरकार का एक प्रमुख विभाग है, जो अवैध प्रवासियों को ट्रैक करता है और उन्हें देश से बाहर करने के लिए कार्रवाई करता है। 



3. स्वदेश वापसी की योजनाएं

  अमेरिकी सरकार कई कार्यक्रमों के तहत अवैध प्रवासियों को स्वदेश भेजने की योजना बनाती है। हाल ही में, 205 अवैध भारतीय प्रवासियों को सी-17 विमान से स्वदेश भेजने की योजना के तहत यह कार्रवाई की गई।



भारत में अवैध प्रवासियों की स्थिति

भारत में अवैध प्रवासियों की वापसी के बाद, उन्हें स्थानीय समुदाय में समायोजित करने की प्रक्रिया भी चुनौतीपूर्ण होती है। भारत सरकार के पास इस मुद्दे पर कोई स्पष्ट नीति नहीं है, जिससे इन व्यक्तियों को पुनः स्थापित करने में समस्याएँ आती हैं। 

1. स्वदेश लौटने पर चुनौतियाँ

  कई बार अवैध प्रवासियों के लिए स्वदेश लौटना कोई आसान रास्ता नहीं होता। उनके पास सीमित संसाधन होते हैं, और वे वापस अपने देश में पुनः समायोजित होने के लिए संघर्ष करते हैं।  

2.आर्थिक और मानसिक स्वास्थ्य की चुनौतियाँ

  अवैध प्रवासी अक्सर आर्थिक दृष्टिकोण से कमजोर होते हैं। उन्हें मानसिक स्वास्थ्य की समस्याएँ भी हो सकती हैं, क्योंकि उन्हें लंबे समय तक दबाव और डर का सामना करना पड़ता है।  



अवैध प्रवासियों के लिए समाधान

अवैध प्रवासियों की समस्या केवल एक देश की नहीं, बल्कि वैश्विक स्तर पर एक मुद्दा बन चुकी है। इसके समाधान के लिए कई उपाय किए जा सकते हैं:

1. कानूनी मार्गों का विस्तार  

  देशों को अपने आव्रजन नियमों को सुधारने की आवश्यकता है। यदि उचित और वैध मार्ग उपलब्ध हों, तो लोग अवैध तरीके से प्रवेश करने की कोशिश नहीं करेंगे।  

2. कानूनी सहायता  

  अवैध प्रवासियों को कानूनी सहायता मिलनी चाहिए, ताकि वे अपनी स्थिति को समझ सकें और उचित कदम उठा सकें।  

3. शरणार्थी नीति का सुधार

  देशों को शरणार्थियों के मामलों की अधिक गहराई से जांच करनी चाहिए और उन लोगों को मान्यता देनी चाहिए जो सचमुच शरण के योग्य हैं।  



अवैध प्रवासियों की समस्या केवल भारत या अमेरिका तक सीमित नहीं है। यह एक वैश्विक समस्या है, जिसके समाधान के लिए देशों को सामूहिक रूप से कदम उठाने की आवश्यकता है। भारत के नागरिकों की अमेरिका में अवैध स्थिति एक जटिल मुद्दा है, लेकिन इसे कानूनी ढंग से सुलझाया जा सकता है। इसके लिए दोनों देशों को मिलकर प्रयास करने होंगे ताकि इस समस्या का समाधान निकाला जा सके और भविष्य में इस तरह की स्थितियों से बचा जा सके।

इंडियन एयरफोर्स के ऑफिसर शुभांशु शुक्ला को नासा के एग्जियम मिशन 4 के लिए पायलट चुना गया है। जल्द ही वे स्पेस एक्स ड्रैगन स्पेसक्राफ्ट को लेकर इंटरनेशनल स्पेस स्टेशन (आईएसएस) पर जाएंगे। शुभांशु आईएसएस पर जाने वाले पहले भारतीय होंगे। यह मिशन 14 दिन तक चलेगा। इसके तहत रिसर्च की जाएगी। शुभांशु इसरो के मिशन गगनयान के लिए ट्रेनिंग ले रहे है।

इंडियन एयरफोर्स के शुभांशु शुक्ला अंतरिक्ष में जाने को बेताब हैं। वे एक्सिओम मिशन 4 के पायलट के रूप में चुने गए हैं। यह मिशन नासा और इसरो के बीच एक संयुक्त प्रयास का हिस्सा है। मिशन की कमांड पैगी व्हिटसन संभालेंगी । शुभांशु पायलट होंगे। इनके साथ मिशन स्पेशलिस्ट पोलैंड के स्लावोज उजनांस्की-विश्निवस्की और हंगरी के तिबोर कापू अप्रैल और जून 2025 के बीच एग्जियम मिशन-4 पर जाएंगे।

ऑनलाइन प्रेस कॉन्फ्रेंस में, एक्सिओम मिशन-4 के चालक दल के सदस्यों ने अभियान के लिए प्रशिक्षण के अपने अनुभव साझा किए। भारतीय वायु सेना के ग्रुप कैप्टन शुक्ला ने कहा, ‘‘मैं ‘माइक्रोग्रैविटी’ में जाने और अपने दम पर अंतरिक्ष उड़ान का अनुभव करने के लिए वास्तव में बहुत उत्साहित हूं। मिशन के लिए उत्साह लगातार बढ़ रहा है और मुझे लगता है कि हम एक ऐसे चरण में हैं जहां सभी चीजें साकार हो रही हैं।’

शुक्ला इस मिशन को लेकर बेहद उत्साहित हैं। शुभांशु शुक्ला अंतरिक्ष स्टेशन के मिशन पर जब उड़ान भरेंगे तो यह भारत के 1.4 अरब लोगों का सफर होगा। ग्रुप कैप्टन शुभांशु शुक्ला ने खुद कहा कि वह 1.4 अरब भारतीयों की तरफ से इस सफर पर निकल रहे हैं। उन्होंने कहा, 'अंतरिक्ष की यह यात्रा मेरी व्यक्तिगत नहीं, बल्कि 1.4 अरब लोगों की यात्रा है।' यह मिशन 14 दिनों तक चलेगा। इस दौरान, अंतरिक्ष यात्री वैज्ञानिक प्रयोग, आउटरीच कार्यक्रम और कम ग्रैविटी में कई एक्टिविटी करेंगे।

कौन हैं शुभांशु शुक्ला?
10 अक्टूबर 1985 को लखनऊ में जन्मे शुभांशु शुक्ला जून 2006 में भारतीय वायु सेना में एक फाइटर पायलट के रूप में शामिल हुए। मार्च 2024 में उन्हें ग्रुप कैप्टन का पद मिला। उन्होंने Su-30 MKI, MiG-21, MiG-29, Jaguar, Hawk, Dornier और An-32 जैसे कई विमानों पर 2,000 घंटे से अधिक उड़ान भरी है। 2019 में रूस के यूरी गगारिन कॉस्मोनॉट ट्रेनिंग सेंटर में एस्ट्रोनॉट की ट्रेनिंग ली है। भारत के पहले मानव अंतरिक्ष उड़ान कार्यक्रम, गगनयान मिशन के लिए इसरो द्वारा चुने गए। NASA-Axiom Space सहयोग के तहत आईएसएस की यात्रा करने वाले पहले इसरो अंतरिक्ष यात्री होंगे। अपने अंतरिक्ष अनुभव को तस्वीरों और वीडियो के माध्यम से देशवासियों के साथ साझा करने की योजना बना रहे हैं।

  जहानाबाद  राष्ट्रीय यक्ष्मा उन्मूलन कार्यक्रम के अंतर्गत टीवी मुक्त पंचायत पहल कार्यक्रम की सफलता को लेकर जिला संचारी रोग पदाधिकारी जहानाबाद की अध्यक्षता में सभी प्रखंड के मेडिकल ऑफिसर, बीएचएम, बीसीएम का एक दिवसीय प्रशिक्षण का आयोजन राज्य से आए मुख्य प्रशिक्षक डब्लू एच ओ कंसल्टेंट (डॉ रणवीर चौधरी) के द्वारा शालीमार रेस्ट हउस जहानाबाद में किया गया जिसमें जिले के डीपीएम , एपिडेमियोलॉजिस्ट, यूपीएचसी रामगढ़ एवं एरकी के प्रभारी, अन्य अधिकारी एवं ntep कर्मी उपस्थित हुए। सिविल सर्जन महोदय ने कहा कि जिले के सभी क्षेत्रों में टीबी मरीजों का जॉच अधिक से अधिक बढ़ाया जाना चाहिए तभी जिले के टीबी नोटिफिकेशन में वृद्धि होगी।डॉ बिनोद कुमार सिंह ने बताया कि किसी भी व्यक्ति में टीबी बीमारी से संबंधित लक्षण की जानकारी मिलती है तो पंचायत वाइज screening कर संभावित मरीज का सैंपल कुरियर के द्वारा नजदीकी पीएससी को भेजना सुनिश्चित करें ताकि रोगी को दिक्कत ना हो और निश्चय पोर्टल पर संभावित मरीज का ऑनलाइन रजिस्ट्रेशन करें!वहीं बैठक के दौरान निर्देश दीया गया की टीबी रोग के पहचान होते हई एसटीएस उनके घर का भ्रमण जरूर करें टीपीटी चलाने पर भी विशेष जोर दिया गया साथ ही सैंपल के लिए ब्लॉक वाइज कुरियर की व्यवस्था सुनिश्चित कराने की बात कही गई ! जिला संचारी रोग पदाधिकारी डॉ विनोद कुमार सिंह ने बताया कि जिले के प्रत्येक प्रखंड मे कम से कम दो ग्राम पंचायत को चयनित कर टीबी मुक्त कराना है।इसके लिए ऐक्टिव केस फाइंडिंग कार्यक्रम का आयोजन कराना है। रोगियों के इलाज के साथ ही आम जनों के बीच जागरूकता अभियान चलाया जाना है। Who कंसलटेंट "डॉ रणवीर चौधरी ने कहा "कि 1. 1000 की आबादी वाले गांव में न्यूनतम 30 संभावित मरीजों की जांच कराना है और एक या एक से कम मरीज मिलने पर वह प्रखंड "टीबी मुक्त पंचायत "घोषित होगा।साथ ही टीबी मुक्त पंचायत के सारे इंडिकेटर पर विस्तार से चर्चा की गई। जैसे: 2. पंजीकृत टीबी मरीज का दवा शुरू करना 3. 85% मरीज का आउटकम होना 4. सभी मरीज का udst होना 5. सभी मरीज को निश्चय पोषण आहार की राशि मिलना 6.सभी टीबी मरीज को फूड बास्केट प्रदान करना । प्राइवेट नोटिफिकेशन के लक्ष्य को पूरा करने के लिए भी डॉक्टर्स फॉर यू को निर्देश दिया गया।

स्वीडन में कुरान की कई प्रतियां जलाने वाले इराकी व्यक्ति की हत्या हो गई है। स्वीडन में कई बार कुरान जलाने के एक मामले में कोर्ट को गुरुवार के दिन सलवान पर फैसला सुनाना था। सलवान मोमिका की गोली मारकर हत्या कर दी गई है। साल 2023 में ईद-उल-अजहा (बकरीद) से ठीक पहले उसने स्वीडन में इस्लाम के पवित्र ग्रंथ कुरान को जलाया था। मोमिका ने 2023 में स्वीडन में इस्लाम की पवित्र पुस्तक को जलाने और अपवित्र करने की कई घटनाएं कीं। कुरान जलाने के वीडियो को दुनिया भर में वायरल हुआ और कई मुस्लिम देशों में इसके प्रति गुस्सा देखने को मिली, जिससे कई जगहों पर दंगे हुए।

स्वीडिश मीडिया ने गुरुवार को बताया है, कि पुलिस ने उसकी मौत की पुष्टि कर दी है। पुलिस ने कहा है, कि एक दिन पहले सलवान मोमिका की गोली मारकर हत्या कर दी गई है। सलवान मोमिका को उस वक्त गोली मारी गई, जब स्टॉकहोम की एक अदालत गुरुवार को यह फैसला सुनाने वाली थी, कि क्या सलवान मोमिका ने कुरान जलाकर जातीय घृणा भड़काया था या नहीं।

पुलिस ने बताया कि उन्हें स्टॉकहोम के पास सोडरतालजे में बुधवार रात को गोलीबारी की सूचना मिली थी और उन्हें एक व्यक्ति मिला जिसके शरीर पर गोली लगी थी। थोड़ी देर बाद में उसकी मौत हो गई और हत्या की प्रारंभिक जांच शुरू की गई। प्रसारक एसवीटी ने सूत्रों का नाम लिए बिना बताया कि मृतक सलवान मोमिका था। उन्होंने आगे बताया कि मोमिका 2018 में इराक से स्वीडन आया थी और उसे 2021 में तीन साल का निवास परमिट दिया गया था।

स्टॉकहोम जिला न्यायालय ने कहा कि गुरुवार को एक मुकदमे में फैसला सुनाया जाना था जिसमें मोमिका एक प्रतिवादी था, इसलिए उसे स्थगित कर दिया गया क्योंकि प्रतिवादियों में से एक की मृत्यु हो गई थी। न्यायालय के एक न्यायाधीश गोरान लुंडाहल ने पुष्टि की कि मृतक मोमिका था। उन्होंने कहा कि उन्हें इस बारे में कोई जानकारी नहीं है कि मोमिका की मृत्यु कब और कैसे हुई। मोमिका और एक सह-प्रतिवादी पर स्टॉकहोम की अदालत में नस्लीय घृणा भड़काने का आरोप लगाया गया क्योंकि उन्होंने कुरान जलाने के संबंध में बयान दिए थे। गुरुवार सुबह फैसला सुनाया जाना था।

इराक के रहने वाले सलवान मोमिका इस्लामिक विचारों और मान्यताओं के आलोचक था। मोमिका का कहना था कि वह स्वीडन के नाटो में शामिल होने के विरोधी नहीं है बल्कि इस्लाम का विरोध करने के लिए कुरान जलाना चाहते थे। कुरान जलाने से पहले उसने कहा था, स्वीडन जागो। ये लोकतंत्र है। मोमिका के कुरान जलाने के बाद कई मुस्लिम देशों ने इसकी कड़ी निंदा की थी।

 Khabar kolkata sports Desk: Sneha Singh shot 3-under 67, the best round of the week, to total 4-under 206 and won by eight shots over the more experienced Vani Kapoor (74), who had four bogeys and no birdies.  Sneha Singh overcame a horrific start to produce a brilliant run of seven birdies in the final round to clinch the second leg of the Hero Women’s Pro Golf Tour at the Tollygunge Club here on Friday.

The 20-year-old from Hyderabad shot 3-under 67, the best round of the week, to total 4-under 206 and won by eight shots over the more experienced Vani Kapoor (74), who had four bogeys and no birdies.
Sneha started the final day with a one-shot lead, but both she and Vani bogeyed the first, third and fourth.
However, Sneha recovered with birdies on the fifth, seventh and eighth to turn in even par.
In contrast, Vani had only pars and from being one behind at the start of the final round, she was four behind Sneha with nine holes to go.
On the back nine, Sneha birdied three times in a row from the 11th before dropping a shot on the 14th.
She quickly made up with a final birdie on the par-4 16th for a 67.
Vani dropped a shot on the 11th and parred the rest. Vani’s 74 gave her the second-best aggregate at 4-over 214.
Jasmine Shekar, two-time winner last season, shot 1-over 71 that included three birdies on the trot from the 11th to the 13th.
Overall, Jasmine had four birdies against five bogeys. She finished third at 8-over 218.
Anvitha Narender, who played in the final group with Sneha and Vani, carded 2-over 72 that included two birdies, two bogeys and a double bogey on Par-3 eighth to finish in a tie for third with Jasmine.
Kriti Chowhan (73) and Vidhatri Urs (71) were fifth and sixth at 221 and 225.
Amandeep Drall, who had two disappointing days with 79-79, made up with a superb 2-under 68, one of the only two under-par scores of the day.
It gave Amandeep, who is planning to play a lot of events on the Ladies European Tour, a big boost. She totalled 226 and was tied seventh.
The winner of the first leg this season, Rhea Purvi Sarvanan (74) was eighth, while Durga Nittur (77) and Ravjot K Dosanjh (83) were tied ninth to complete the top 10.
Among other well-known names Shweta Mansingh (75) and Khushi Khanijau (81) were Tied-11th and Neha Tripathi (80) was T-15th.

आंध्र प्रदेश में घटती युवा आबादी पर मुख्यमंत्री एन चंद्रबाबू नायडू चिंतित हैं। हाल ही में उन्होंने दो से अधिक बच्चे पैदा करने की वकालत की थी। उन्होंने अब नया प्रस्ताव लाने की बात कही है। इसके अनुसार अब लोकल चुनाव लड़ने के लिए 2 से ज्यादा बच्चे होना जरूरी होगा। इसके साथ ही 3 बच्चे वाले परिवारों को अलग लाभ दिए जाएंगे। नायडू का यह बयान तीन दशक पुराने कानून को निरस्त करने के कुछ ही महीनों बाद सामने आया है। जिसमें दो से अधिक बच्चों वाले व्यक्तियों को स्थानीय निकाय चुनाव लड़ने से रोक दिया गया था।

मकर संक्रांति पर अपने पैतृक गांव नरवरिपल्ली पहुंचे चंद्रबाबू नायडू ने कहा कि लगातार कम हो रहा फर्टिलिटी रेट यानी प्रजनन दर कई देशों के लिए चिंता का विषय बन गया है। जापान, कोरिया समेत कई यूरोप देश प्रजनन दर कम होने और बढ़ती उम्र की आबादी की समस्या से जूझ रहे हैं। यह भारत के लिए चेतावनी है क्योंकि हम दो बच्चों पैदा करने के लिए लोगों को मजबूर कर रहे हैं। अगर परिवार नियोजन की पॉलिसी नहीं बदली तो कुछ वर्षों में भारत को बढ़ती उम्र की समस्याओं का सामना करना पड़ेगा। 

चंद्राबाबू नायडू ने कहा कि पहले दो से अधिक बच्चों को पंचायत चुनाव लड़ने से रोक दिया जाता था। अब कम बच्चों वालों को चुनाव लड़ने से रोकने के लिए नियम बनाने होंगे। नायडू ने कहा कि वे ज्यादा बच्चों वाले परिवारों को पंचायत और नगरपालिका चुनावों में चुनाव लड़ने की अनुमति देने सहित उन्हें प्रोत्साहित करने जा रहे हैं, उन्होंने कहा कि वे ज्यादा बच्चों वाले परिवारों को ज्यादा सब्सिडी वाले चावल मुहैया कराने के प्रस्ताव पर भी काम कर रहे हैं। वर्तमान में हर परिवार को 25 किलोग्राम सब्सिडी वाले चावल दिए जाते हैं, जिसमें हर एक सदस्य को 5 किलोग्राम चावल मिलता है।

बता दें कि 2024 में सत्ता में आने के बाद टीडीपी सरकार आंध्र प्रदेश में दो से अधिक बच्चों वाले लोगों को पंचायत और स्थानीय निकाय चुनाव लड़ने से रोकने वाले नियम को रद्द कर चुकी है।

जनसंख्या में बड़ी गिरावट के संकेत
70 के दशक में देश के सभी सरकारों ने पॉपुलेशन कंट्रोल के लिए परिवार नियोजन अभियान चलाया। 'हम दो हमारे दो' और 'बच्चे दो ही अच्छे' के नारों से शहर से लेकर गांव कस्बे की दीवारें रंग दी गई। परिवार नियोजन के अन्य तौर-तरीकों का जमकर प्रचार हुआ। इसका असर पूरे देश में हुआ, मगर दक्षिण भारत के राज्यों ने इस पॉलिसी को दशकों पहले हासिल कर लिया। 1988 में केरल में फर्टिलिटी रेट दो के करीब पहुंच गया। 1993 में तमिलनाडु, 2001 में आंध्रप्रदेश और 2005 में कर्नाटक भी इस लिस्ट में शामिल हो गया। राष्ट्रीय परिवार स्वास्थ्य सर्वेक्षण (एनएफएचएस-5) के आंकड़ों के अनुसार, अभी पूरे देश में टोटल फर्टिलिटी रेट (TFR) 2.1 है, मगर दक्षिण भारत के राज्यों में यह राष्ट्रीय औसत से भी नीचे 1.75 पर पहुंच गया है। एक्सपर्ट भी मानते हैं कि अगर ऐसा ट्रेंड बना रहा तो जनसंख्या में तेजी से गिरावट आ सकती है।

अवैध प्रवासी वे लोग होते हैं जो किसी भी देश में बिना कानूनी दस्तावेजों या अनुमति के रहते हैं। ये लोग या तो वीज़ा की अवधि समाप्त होने के बाद भी वहां बने रहते हैं, या फिर बिना वीज़ा के ही देश में प्रवेश कर लेते हैं। अमेरिका में भारतीय अवैध प्रवासी के रूप में रहने वाले लोग, अधिकतर या तो रोजगार के लिए अमेरिका गए थे, या फिर परिवारों के साथ रहते हुए वीज़ा की अवधि समाप्त कर चुके हैं।



अवैध भारतीय प्रवासियों का अमेरिका में प्रवेश

1. वीज़ा समाप्त होने के बाद अतिक्रमण

  अमेरिका में जाने वाले भारतीय नागरिकों की बड़ी संख्या पर्यटक वीज़ा, छात्र वीज़ा या कार्य वीज़ा पर जाते हैं। हालांकि, इनमें से कई लोग वीज़ा की अवधि समाप्त होने के बाद भी अमेरिका में रहते हैं और उनके पास वैध दस्तावेज नहीं होते।  



2. फर्जी दस्तावेजों का उपयोग

  कुछ लोग फर्जी दस्तावेजों के माध्यम से अमेरिका प्रवेश करते हैं। ये दस्तावेज़ वीज़ा, शरण या अन्य कानूनी कारणों के रूप में हो सकते हैं। जब यह धोखाधड़ी सामने आती है, तो इन्हें अवैध प्रवासी के रूप में माना जाता है।  



3. शरणार्थी के रूप में प्रवेश 

  कुछ भारतीय नागरिक राजनीतिक या धार्मिक कारणों से शरणार्थी के रूप में अमेरिका आते हैं। हालांकि, कई बार इनकी स्थिति की सही जांच नहीं होती और वे अवैध रूप से अमेरिका में रह जाते हैं।  



अवैध प्रवासियों के लिए अमेरिका में जीवन

अवैध रूप से अमेरिका में रहने वाले भारतीय नागरिकों को बहुत सी चुनौतियों का सामना करना पड़ता है। इन समस्याओं में प्रमुख हैं:

1.कानूनी सुरक्षा की कमी  

  अवैध प्रवासियों के पास कोई कानूनी सुरक्षा नहीं होती। यदि अमेरिकी सरकार द्वारा उनके खिलाफ कार्रवाई की जाती है, तो वे बिना किसी बचाव के देश से बाहर भेजे जा सकते हैं।  

2. आर्थिक कठिनाइयाँ

  अवैध प्रवासी रोजगार प्राप्त करने में कठिनाई का सामना करते हैं, क्योंकि उन्हें काम करने के लिए कानूनी दस्तावेज़ों की आवश्यकता होती है। हालांकि, वे अक्सर अंशकालिक या असंगठित क्षेत्रों में काम करते हैं, जहाँ मजदूरी कम और अधिकार न के बराबर होते हैं।  

3. स्वास्थ्य सेवाओं की कमी 

  अवैध प्रवासी स्वास्थ्य सेवाओं का लाभ नहीं उठा सकते। वे बिना बीमा या अन्य सरकारी सेवाओं के मेडिकल सेवाओं के लिए संघर्ष करते हैं।  

4. शैक्षिक अवसरों की कमी

  अवैध प्रवासियों के बच्चों को शिक्षा प्राप्त करने में समस्याएँ होती हैं। अधिकांश राज्य अवैध प्रवासियों के बच्चों को सार्वजनिक स्कूलों में दाखिला देने से मना कर सकते हैं।  



अमेरिका का रुख और कार्रवाई

अमेरिका में अवैध प्रवासियों के खिलाफ कड़े कदम उठाए जा रहे हैं। अमेरिकी प्रशासन ने कई बार इस मुद्दे पर अपनी चिंता व्यक्त की है और अवैध प्रवासियों की पहचान कर उन्हें स्वदेश भेजने की प्रक्रिया को तेज किया है।

1. "डीपी" (Deferred Action for Childhood Arrivals - DACA) नीति

  यह नीति विशेष रूप से उन बच्चों के लिए है जो अवैध रूप से अमेरिका में आकर बड़े हुए हैं। इसे "ड्रीमर्स" कहा जाता है। हालांकि, यह नीति सख्त नहीं है और बार-बार इसकी स्थिति पर सवाल उठते रहे हैं।  



2. आव्रजन और कस्टम्स प्रवर्तन (ICE)

  ICE अमेरिकी सरकार का एक प्रमुख विभाग है, जो अवैध प्रवासियों को ट्रैक करता है और उन्हें देश से बाहर करने के लिए कार्रवाई करता है। 



3. स्वदेश वापसी की योजनाएं

  अमेरिकी सरकार कई कार्यक्रमों के तहत अवैध प्रवासियों को स्वदेश भेजने की योजना बनाती है। हाल ही में, 205 अवैध भारतीय प्रवासियों को सी-17 विमान से स्वदेश भेजने की योजना के तहत यह कार्रवाई की गई।

  कई बार अवैध प्रवासियों के लिए स्वदेश लौटना कोई आसान रास्ता नहीं होता। उनके पास सीमित संसाधन होते हैं, और वे वापस अपने देश में पुनः समायोजित होने के लिए संघर्ष करते हैं।  

2.आर्थिक और मानसिक स्वास्थ्य की चुनौतियाँ

  अवैध प्रवासी अक्सर आर्थिक दृष्टिकोण से कमजोर होते हैं। उन्हें मानसिक स्वास्थ्य की समस्याएँ भी हो सकती हैं, क्योंकि उन्हें लंबे समय तक दबाव और डर का सामना करना पड़ता है।  



अवैध प्रवासियों के लिए समाधान

अवैध प्रवासियों की समस्या केवल एक देश की नहीं, बल्कि वैश्विक स्तर पर एक मुद्दा बन चुकी है। इसके समाधान के लिए कई उपाय किए जा सकते हैं:

1. कानूनी मार्गों का विस्तार  

  देशों को अपने आव्रजन नियमों को सुधारने की आवश्यकता है। यदि उचित और वैध मार्ग उपलब्ध हों, तो लोग अवैध तरीके से प्रवेश करने की कोशिश नहीं करेंगे।  

2. कानूनी सहायता  

  अवैध प्रवासियों को कानूनी सहायता मिलनी चाहिए, ताकि वे अपनी स्थिति को समझ सकें और उचित कदम उठा सकें।  

3. शरणार्थी नीति का सुधार

  देशों को शरणार्थियों के मामलों की अधिक गहराई से जांच करनी चाहिए और उन लोगों को मान्यता देनी चाहिए जो सचमुच शरण के योग्य हैं।  



अवैध प्रवासियों की समस्या केवल भारत या अमेरिका तक सीमित नहीं है। यह एक वैश्विक समस्या है, जिसके समाधान के लिए देशों को सामूहिक रूप से कदम उठाने की आवश्यकता है। भारत के नागरिकों की अमेरिका में अवैध स्थिति एक जटिल मुद्दा है, लेकिन इसे कानूनी ढंग से सुलझाया जा सकता है। इसके लिए दोनों देशों को मिलकर प्रयास करने होंगे ताकि इस समस्या का समाधान निकाला जा सके और भविष्य में इस तरह की स्थितियों से बचा जा सके।

इंडियन एयरफोर्स के ऑफिसर शुभांशु शुक्ला को नासा के एग्जियम मिशन 4 के लिए पायलट चुना गया है। जल्द ही वे स्पेस एक्स ड्रैगन स्पेसक्राफ्ट को लेकर इंटरनेशनल स्पेस स्टेशन (आईएसएस) पर जाएंगे। शुभांशु आईएसएस पर जाने वाले पहले भारतीय होंगे। यह मिशन 14 दिन तक चलेगा। इसके तहत रिसर्च की जाएगी। शुभांशु इसरो के मिशन गगनयान के लिए ट्रेनिंग ले रहे है।

इंडियन एयरफोर्स के शुभांशु शुक्ला अंतरिक्ष में जाने को बेताब हैं। वे एक्सिओम मिशन 4 के पायलट के रूप में चुने गए हैं। यह मिशन नासा और इसरो के बीच एक संयुक्त प्रयास का हिस्सा है। मिशन की कमांड पैगी व्हिटसन संभालेंगी । शुभांशु पायलट होंगे। इनके साथ मिशन स्पेशलिस्ट पोलैंड के स्लावोज उजनांस्की-विश्निवस्की और हंगरी के तिबोर कापू अप्रैल और जून 2025 के बीच एग्जियम मिशन-4 पर जाएंगे।

ऑनलाइन प्रेस कॉन्फ्रेंस में, एक्सिओम मिशन-4 के चालक दल के सदस्यों ने अभियान के लिए प्रशिक्षण के अपने अनुभव साझा किए। भारतीय वायु सेना के ग्रुप कैप्टन शुक्ला ने कहा, ‘‘मैं ‘माइक्रोग्रैविटी’ में जाने और अपने दम पर अंतरिक्ष उड़ान का अनुभव करने के लिए वास्तव में बहुत उत्साहित हूं। मिशन के लिए उत्साह लगातार बढ़ रहा है और मुझे लगता है कि हम एक ऐसे चरण में हैं जहां सभी चीजें साकार हो रही हैं।’

शुक्ला इस मिशन को लेकर बेहद उत्साहित हैं। शुभांशु शुक्ला अंतरिक्ष स्टेशन के मिशन पर जब उड़ान भरेंगे तो यह भारत के 1.4 अरब लोगों का सफर होगा। ग्रुप कैप्टन शुभांशु शुक्ला ने खुद कहा कि वह 1.4 अरब भारतीयों की तरफ से इस सफर पर निकल रहे हैं। उन्होंने कहा, 'अंतरिक्ष की यह यात्रा मेरी व्यक्तिगत नहीं, बल्कि 1.4 अरब लोगों की यात्रा है।' यह मिशन 14 दिनों तक चलेगा। इस दौरान, अंतरिक्ष यात्री वैज्ञानिक प्रयोग, आउटरीच कार्यक्रम और कम ग्रैविटी में कई एक्टिविटी करेंगे।

कौन हैं शुभांशु शुक्ला?
10 अक्टूबर 1985 को लखनऊ में जन्मे शुभांशु शुक्ला जून 2006 में भारतीय वायु सेना में एक फाइटर पायलट के रूप में शामिल हुए। मार्च 2024 में उन्हें ग्रुप कैप्टन का पद मिला। उन्होंने Su-30 MKI, MiG-21, MiG-29, Jaguar, Hawk, Dornier और An-32 जैसे कई विमानों पर 2,000 घंटे से अधिक उड़ान भरी है। 2019 में रूस के यूरी गगारिन कॉस्मोनॉट ट्रेनिंग सेंटर में एस्ट्रोनॉट की ट्रेनिंग ली है। भारत के पहले मानव अंतरिक्ष उड़ान कार्यक्रम, गगनयान मिशन के लिए इसरो द्वारा चुने गए। NASA-Axiom Space सहयोग के तहत आईएसएस की यात्रा करने वाले पहले इसरो अंतरिक्ष यात्री होंगे। अपने अंतरिक्ष अनुभव को तस्वीरों और वीडियो के माध्यम से देशवासियों के साथ साझा करने की योजना बना रहे हैं।

स्वीडन में कुरान जलाने वाले इराकी ईसाई सलवान मोमिका की हत्या, फैसले के दिन गोलियों से भूना

स्वीडन में कुरान की कई प्रतियां जलाने वाले इराकी व्यक्ति की हत्या हो गई है। स्वीडन में कई बार कुरान जलाने के एक मामले में कोर्ट को गुरुवार के दिन सलवान पर फैसला सुनाना था। सलवान मोमिका की गोली मारकर हत्या कर दी गई है। साल 2023 में ईद-उल-अजहा (बकरीद) से ठीक पहले उसने स्वीडन में इस्लाम के पवित्र ग्रंथ कुरान को जलाया था। मोमिका ने 2023 में स्वीडन में इस्लाम की पवित्र पुस्तक को जलाने और अपवित्र करने की कई घटनाएं कीं। कुरान जलाने के वीडियो को दुनिया भर में वायरल हुआ और कई मुस्लिम देशों में इसके प्रति गुस्सा देखने को मिली, जिससे कई जगहों पर दंगे हुए।

स्वीडिश मीडिया ने गुरुवार को बताया है, कि पुलिस ने उसकी मौत की पुष्टि कर दी है। पुलिस ने कहा है, कि एक दिन पहले सलवान मोमिका की गोली मारकर हत्या कर दी गई है। सलवान मोमिका को उस वक्त गोली मारी गई, जब स्टॉकहोम की एक अदालत गुरुवार को यह फैसला सुनाने वाली थी, कि क्या सलवान मोमिका ने कुरान जलाकर जातीय घृणा भड़काया था या नहीं।

पुलिस ने बताया कि उन्हें स्टॉकहोम के पास सोडरतालजे में बुधवार रात को गोलीबारी की सूचना मिली थी और उन्हें एक व्यक्ति मिला जिसके शरीर पर गोली लगी थी। थोड़ी देर बाद में उसकी मौत हो गई और हत्या की प्रारंभिक जांच शुरू की गई। प्रसारक एसवीटी ने सूत्रों का नाम लिए बिना बताया कि मृतक सलवान मोमिका था। उन्होंने आगे बताया कि मोमिका 2018 में इराक से स्वीडन आया थी और उसे 2021 में तीन साल का निवास परमिट दिया गया था।

स्टॉकहोम जिला न्यायालय ने कहा कि गुरुवार को एक मुकदमे में फैसला सुनाया जाना था जिसमें मोमिका एक प्रतिवादी था, इसलिए उसे स्थगित कर दिया गया क्योंकि प्रतिवादियों में से एक की मृत्यु हो गई थी। न्यायालय के एक न्यायाधीश गोरान लुंडाहल ने पुष्टि की कि मृतक मोमिका था। उन्होंने कहा कि उन्हें इस बारे में कोई जानकारी नहीं है कि मोमिका की मृत्यु कब और कैसे हुई। मोमिका और एक सह-प्रतिवादी पर स्टॉकहोम की अदालत में नस्लीय घृणा भड़काने का आरोप लगाया गया क्योंकि उन्होंने कुरान जलाने के संबंध में बयान दिए थे। गुरुवार सुबह फैसला सुनाया जाना था।

इराक के रहने वाले सलवान मोमिका इस्लामिक विचारों और मान्यताओं के आलोचक था। मोमिका का कहना था कि वह स्वीडन के नाटो में शामिल होने के विरोधी नहीं है बल्कि इस्लाम का विरोध करने के लिए कुरान जलाना चाहते थे। कुरान जलाने से पहले उसने कहा था, स्वीडन जागो। ये लोकतंत्र है। मोमिका के कुरान जलाने के बाद कई मुस्लिम देशों ने इसकी कड़ी निंदा की थी।

Wriddhiman, who will call time on his career after the Ranji match against Punjab, has been a stalwart for Bengal cricket. 

Prior to the start of the match, CAB President Mr Ganguly congratulated Wriddhiman saying, “It has been a wonderful and inspiring career. To make his debut in 2007 and play this long is incredible. I congratulate him and wish him all the best.”

 Khabar kolkata sports Desk: Sneha Singh shot 3-under 67, the best round of the week, to total 4-under 206 and won by eight shots over the more experienced Vani Kapoor (74), who had four bogeys and no birdies.  Sneha Singh overcame a horrific start to produce a brilliant run of seven birdies in the final round to clinch the second leg of the Hero Women’s Pro Golf Tour at the Tollygunge Club here on Friday.

The 20-year-old from Hyderabad shot 3-under 67, the best round of the week, to total 4-under 206 and won by eight shots over the more experienced Vani Kapoor (74), who had four bogeys and no birdies.
Sneha started the final day with a one-shot lead, but both she and Vani bogeyed the first, third and fourth.
However, Sneha recovered with birdies on the fifth, seventh and eighth to turn in even par.
In contrast, Vani had only pars and from being one behind at the start of the final round, she was four behind Sneha with nine holes to go.
On the back nine, Sneha birdied three times in a row from the 11th before dropping a shot on the 14th.
She quickly made up with a final birdie on the par-4 16th for a 67.
Vani dropped a shot on the 11th and parred the rest. Vani’s 74 gave her the second-best aggregate at 4-over 214.
Jasmine Shekar, two-time winner last season, shot 1-over 71 that included three birdies on the trot from the 11th to the 13th.
Overall, Jasmine had four birdies against five bogeys. She finished third at 8-over 218.
Anvitha Narender, who played in the final group with Sneha and Vani, carded 2-over 72 that included two birdies, two bogeys and a double bogey on Par-3 eighth to finish in a tie for third with Jasmine.
Kriti Chowhan (73) and Vidhatri Urs (71) were fifth and sixth at 221 and 225.
Amandeep Drall, who had two disappointing days with 79-79, made up with a superb 2-under 68, one of the only two under-par scores of the day.
It gave Amandeep, who is planning to play a lot of events on the Ladies European Tour, a big boost. She totalled 226 and was tied seventh.
The winner of the first leg this season, Rhea Purvi Sarvanan (74) was eighth, while Durga Nittur (77) and Ravjot K Dosanjh (83) were tied ninth to complete the top 10.
Among other well-known names Shweta Mansingh (75) and Khushi Khanijau (81) were Tied-11th and Neha Tripathi (80) was T-15th.

आंध्र प्रदेश में घटती युवा आबादी पर मुख्यमंत्री एन चंद्रबाबू नायडू चिंतित हैं। हाल ही में उन्होंने दो से अधिक बच्चे पैदा करने की वकालत की थी। उन्होंने अब नया प्रस्ताव लाने की बात कही है। इसके अनुसार अब लोकल चुनाव लड़ने के लिए 2 से ज्यादा बच्चे होना जरूरी होगा। इसके साथ ही 3 बच्चे वाले परिवारों को अलग लाभ दिए जाएंगे। नायडू का यह बयान तीन दशक पुराने कानून को निरस्त करने के कुछ ही महीनों बाद सामने आया है। जिसमें दो से अधिक बच्चों वाले व्यक्तियों को स्थानीय निकाय चुनाव लड़ने से रोक दिया गया था।

मकर संक्रांति पर अपने पैतृक गांव नरवरिपल्ली पहुंचे चंद्रबाबू नायडू ने कहा कि लगातार कम हो रहा फर्टिलिटी रेट यानी प्रजनन दर कई देशों के लिए चिंता का विषय बन गया है। जापान, कोरिया समेत कई यूरोप देश प्रजनन दर कम होने और बढ़ती उम्र की आबादी की समस्या से जूझ रहे हैं। यह भारत के लिए चेतावनी है क्योंकि हम दो बच्चों पैदा करने के लिए लोगों को मजबूर कर रहे हैं। अगर परिवार नियोजन की पॉलिसी नहीं बदली तो कुछ वर्षों में भारत को बढ़ती उम्र की समस्याओं का सामना करना पड़ेगा। 

चंद्राबाबू नायडू ने कहा कि पहले दो से अधिक बच्चों को पंचायत चुनाव लड़ने से रोक दिया जाता था। अब कम बच्चों वालों को चुनाव लड़ने से रोकने के लिए नियम बनाने होंगे। नायडू ने कहा कि वे ज्यादा बच्चों वाले परिवारों को पंचायत और नगरपालिका चुनावों में चुनाव लड़ने की अनुमति देने सहित उन्हें प्रोत्साहित करने जा रहे हैं, उन्होंने कहा कि वे ज्यादा बच्चों वाले परिवारों को ज्यादा सब्सिडी वाले चावल मुहैया कराने के प्रस्ताव पर भी काम कर रहे हैं। वर्तमान में हर परिवार को 25 किलोग्राम सब्सिडी वाले चावल दिए जाते हैं, जिसमें हर एक सदस्य को 5 किलोग्राम चावल मिलता है।

पहले ही इस नियम को रद्द कर चुकी है नायडू सरकार
बता दें कि 2024 में सत्ता में आने के बाद टीडीपी सरकार आंध्र प्रदेश में दो से अधिक बच्चों वाले लोगों को पंचायत और स्थानीय निकाय चुनाव लड़ने से रोकने वाले नियम को रद्द कर चुकी है।

जनसंख्या में बड़ी गिरावट के संकेत
70 के दशक में देश के सभी सरकारों ने पॉपुलेशन कंट्रोल के लिए परिवार नियोजन अभियान चलाया। 'हम दो हमारे दो' और 'बच्चे दो ही अच्छे' के नारों से शहर से लेकर गांव कस्बे की दीवारें रंग दी गई। परिवार नियोजन के अन्य तौर-तरीकों का जमकर प्रचार हुआ। इसका असर पूरे देश में हुआ, मगर दक्षिण भारत के राज्यों ने इस पॉलिसी को दशकों पहले हासिल कर लिया। 1988 में केरल में फर्टिलिटी रेट दो के करीब पहुंच गया। 1993 में तमिलनाडु, 2001 में आंध्रप्रदेश और 2005 में कर्नाटक भी इस लिस्ट में शामिल हो गया। राष्ट्रीय परिवार स्वास्थ्य सर्वेक्षण (एनएफएचएस-5) के आंकड़ों के अनुसार, अभी पूरे देश में टोटल फर्टिलिटी रेट (TFR) 2.1 है, मगर दक्षिण भारत के राज्यों में यह राष्ट्रीय औसत से भी नीचे 1.75 पर पहुंच गया है। एक्सपर्ट भी मानते हैं कि अगर ऐसा ट्रेंड बना रहा तो जनसंख्या में तेजी से गिरावट आ सकती है।
