73 सदस्यों का नोटिस पर हस्ताक्षर
कांग्रेस महासचिव और राज्यसभा सदस्य जयराम रमेश ने बताया कि संसद के उच्च सदन के 73 सदस्यों के हस्ताक्षर वाला यह नोटिस राज्यसभा के महासचिव पी सी मोदी को दिया गया है। उन्होंने कहा कि सीईसी के खिलाफ अब नौ विशिष्ट आरोप हैं जिन्हें काफी विस्तार से दस्तावेजीकृत किया गया है और इन्हें आसानी से नकारा या खारिज नहीं किया जा सकता।

18 मार्च के पीएम मोदी के संबोधन का भी जिक्र
नए प्रस्ताव में सांसदों ने ज्ञानेश कुमार पर आरोप लगाया है कि उन्होंने 'आचार संहिता लागू करने में लगातार पक्षपातपूर्ण रवैया अपनाया है।' सांसदों ने 18 मार्च को प्रधानमंत्री नरेंद्र मोदी के 29 मिनट के भाषण का हवाला दिया, जिसे दूरदर्शन, संसद टीवी और आकाशवाणी पर लाइव प्रसारित किया गया था। पत्र में आरोप लगाया गया है कि यह भाषण उसी दिन तमिलनाडु के कोयंबटूर में चुनाव प्रचार के दौरान दिए गए भाषण से 'लगभग समान' था।

इससे पहले लोकसभा के 130 और राज्यसभा के 63 विपक्षी सदस्यों ने बीते 12 मार्च को दोनों सदनों में कुमार के खिलाफ नोटिस सौंपा था। विपक्षी सांसदों ने अपने पहले के नोटिस में मुख्य निर्वाचन आयुक्त कुमार पर कार्यपालिका के इशारे पर काम करने का आरोप लगाया था। इसके अलावा, उन्होंने विशेष गहन पुनरीक्षण (एसआईआर) प्रक्रिया के माध्यम से लोगों को बड़े पैमाने पर मताधिकार से वंचित करने का भी आरोप लगाया था। हालांकि राज्यसभा के सभापति सीपी राधाकृष्णन और लोकसभा अध्यक्ष ओम बिरला ने छह अप्रैल को इसे अस्वीकार कर लिया था।

हमलावर दो गाड़ियों में थे सवार
थरूर की टीम के अनुसार वे दो वाहनों में यात्रा कर रहे थे। थरूर पहली कार में सवार थे। दूसरी कार ओवरटेक करने की कोशिश के दौरान विवाद शुरू हुआ। अचानक दो कारों में सवार करीब आठ लोगों ने थरूर की गाड़ी रोक दी। उन्होंने आगे बढ़ने नहीं दिया और कार के शीशे पर जोर-जोर से हाथ-पैर मारे। जब थरूर का गनमैन सुरक्षा की वजह से गाड़ी से उतरा तो हमलावरों ने उस पर भी हमला बोल दिया। गनमैन धक्का-मुक्की और मारपीट का शिकार हो गया।

पुलिस ने दो लोगों को हिरासत में लिया
पुलिस ने इस मामले में दो लोगों को भी हिरासत में लिया है। पुलिस ने इस मामले में दो कारों को भी जब्त किया है। पुलिस का कहना है कि शशि थरूर का काफिला रोकने वाला ग्रुप इन कारों में सफर कर रहा था। इस मामले में पांच लोगों के खिलाफ केस दर्ज किया गया है। पुलिस ने बताया कि यह घटना वंडूर के चेल्लीथोड में शाम करीब 7 बजे हुई। चुनाव में उतरने उम्मीदावार एपी अनिल कुमार के लिए शशि थरूर चुनाव प्रचार करने वंडूर आए थे।

73 सदस्यों का नोटिस पर हस्ताक्षर
कांग्रेस महासचिव और राज्यसभा सदस्य जयराम रमेश ने बताया कि संसद के उच्च सदन के 73 सदस्यों के हस्ताक्षर वाला यह नोटिस राज्यसभा के महासचिव पी सी मोदी को दिया गया है। उन्होंने कहा कि सीईसी के खिलाफ अब नौ विशिष्ट आरोप हैं जिन्हें काफी विस्तार से दस्तावेजीकृत किया गया है और इन्हें आसानी से नकारा या खारिज नहीं किया जा सकता।

18 मार्च के पीएम मोदी के संबोधन का भी जिक्र
नए प्रस्ताव में सांसदों ने ज्ञानेश कुमार पर आरोप लगाया है कि उन्होंने 'आचार संहिता लागू करने में लगातार पक्षपातपूर्ण रवैया अपनाया है।' सांसदों ने 18 मार्च को प्रधानमंत्री नरेंद्र मोदी के 29 मिनट के भाषण का हवाला दिया, जिसे दूरदर्शन, संसद टीवी और आकाशवाणी पर लाइव प्रसारित किया गया था। पत्र में आरोप लगाया गया है कि यह भाषण उसी दिन तमिलनाडु के कोयंबटूर में चुनाव प्रचार के दौरान दिए गए भाषण से 'लगभग समान' था।

पहले भी लाया जा चुका है प्रस्ताव
इससे पहले लोकसभा के 130 और राज्यसभा के 63 विपक्षी सदस्यों ने बीते 12 मार्च को दोनों सदनों में कुमार के खिलाफ नोटिस सौंपा था। विपक्षी सांसदों ने अपने पहले के नोटिस में मुख्य निर्वाचन आयुक्त कुमार पर कार्यपालिका के इशारे पर काम करने का आरोप लगाया था। इसके अलावा, उन्होंने विशेष गहन पुनरीक्षण (एसआईआर) प्रक्रिया के माध्यम से लोगों को बड़े पैमाने पर मताधिकार से वंचित करने का भी आरोप लगाया था। हालांकि राज्यसभा के सभापति सीपी राधाकृष्णन और लोकसभा अध्यक्ष ओम बिरला ने छह अप्रैल को इसे अस्वीकार कर लिया था।

गनमैन के साथ गाली-गलौज और मारपीट
यह हमला शुक्रवार रात को हुआ। शशि थरूर मलप्पुरम के वंडूर में यूडीएफ उम्मीदवार एपी अनिल कुमार के लिए प्रचार करने आए थे। इस मामले में थरूर के गनमैन ने खुद शिकायत दर्ज कराई है। वांडूर पुलिस ने बताया कि सांसद के गनमैन रतीश केपी की शिकायत के आधार पर मामला दर्ज किया गया है।

हमलावर दो गाड़ियों में थे सवार
थरूर की टीम के अनुसार वे दो वाहनों में यात्रा कर रहे थे। थरूर पहली कार में सवार थे। दूसरी कार ओवरटेक करने की कोशिश के दौरान विवाद शुरू हुआ। अचानक दो कारों में सवार करीब आठ लोगों ने थरूर की गाड़ी रोक दी। उन्होंने आगे बढ़ने नहीं दिया और कार के शीशे पर जोर-जोर से हाथ-पैर मारे। जब थरूर का गनमैन सुरक्षा की वजह से गाड़ी से उतरा तो हमलावरों ने उस पर भी हमला बोल दिया। गनमैन धक्का-मुक्की और मारपीट का शिकार हो गया।

पुलिस ने दो लोगों को हिरासत में लिया
पुलिस ने इस मामले में दो लोगों को भी हिरासत में लिया है। पुलिस ने इस मामले में दो कारों को भी जब्त किया है। पुलिस का कहना है कि शशि थरूर का काफिला रोकने वाला ग्रुप इन कारों में सफर कर रहा था। इस मामले में पांच लोगों के खिलाफ केस दर्ज किया गया है। पुलिस ने बताया कि यह घटना वंडूर के चेल्लीथोड में शाम करीब 7 बजे हुई। चुनाव में उतरने उम्मीदावार एपी अनिल कुमार के लिए शशि थरूर चुनाव प्रचार करने वंडूर आए थे।
