केंद्र सरकार ने लोकसभा में तीन अहम विधेयक पेश किए हैं। केंद्रीय गृह मंत्री अमित शाह ने बुधवार को 130वां संविधान संशोधन विधेयक लोकसभा में पेश किया। इस दौरान जमकर हंगामा देखने को मिला। विपक्षी सांसदों ने बिल का विरोध किया। उन्होंने विधेयक की कॉपी सदन में ही फाड़ दिया और इसे केंद्रीय गृह मंत्री के ऊपर फेंक दिया। 

  


केंद्रीय गृह मंत्री अमित शाह ने लोकसभा में संविधान (एक सौ तीसवां संशोधन) विधेयक, 2025, केंद्र शासित प्रदेश सरकार (संशोधन) विधेयक, 2025, जम्मू और कश्मीर पुनर्गठन (संशोधन) विधेयक, 2025 पेश किया। उन्होंने विधेयक पेश करते हुए कहा कि भारत के संविधान का संशोधन करने वाले विधेयक को स्थापित करनी की अनुमति दी जाए। जम्मू-कश्मीर पुर्नगठन संशोधन स्थापित करने की अनुमति दी जाए। मैं प्रस्ताव करता हूं संघ राज्य क्षेत्र शासन अधिनयम 1963 वाले विधेयक को स्थापित करने की अनुमति दी जाए।

बिल की प्रतियां फाड़कर शाह की ओर फेंकी गईं
जिसपर लोकसभा में विपक्ष ने भारी विरोध किया। कांग्रेस सहित सभी विपक्षी दल ने तीनों बिल का भारी विरोध किया और उसे वापस लेने की मांग भी की है। लोकसभा में संविधान (एक सौ तीसवाँ संशोधन) विधेयक, 2025, केंद्र शासित प्रदेश सरकार (संशोधन) विधेयक, 2025, जम्मू और कश्मीर पुनर्गठन (संशोधन) विधेयक, 2025 की प्रतियाँ फाड़कर गृह मंत्री अमित शाह की ओर फेंकी गईं।

गृहमंत्री के माइक को मोड़ने की कोशिश
सदन में हंगामे के बाद अमित शाह ने कहा कि इस बिल को संयुक्त समिति को भेजने का प्रस्ताव किया। राज्यसभा और लोकसभा के सदस्यों की समिति बनेगी। सत्ताधारी दल की तरफ जिसे ट्रेज़री बेंच कहते हैं उसे विपक्षी सांसदों ने घेर लिया और गृहमंत्री के माइक को मोड़ने की कोशिश की गई। जमकर हंगामा हुआ और सदन के अंदर स्थिति तनाव ग्रस्त हो गई। सत्ता पक्ष की तरफ से भी कई सांसदों ने गृहमंत्री के बचाव में आकर विपक्षी सांसदों को रोकने की कोशिश की। सत्ता पक्ष से रवनीत बिट्टू, कमलेश पासवान, किरण रिजिजू, शतीश गौतम ने गृहमंत्री के पास नारा लगा रहे आक्रमक सांसदों को रोकने का प्रयास किया। 

हंगामे के बाद कार्यवाही स्थगित
संसद के वेल में नारेबाजी की शुरुआत टीएमसी के सांसदों ने की। टीएमसी सांसदों ने बिल इंट्रोड्यूस होने के वक्त से ही लगातार वेल में नारेबाजी शुरू कर दी थी। बाद में कांग्रेस सांसद और महासचिव के सी वेणुगोपाल ने अपनी सीट से ही बिल की कॉपी फाड़कर उछाल दी। उसके बाद सारे कांग्रेस सांसद वेल में उतर गए। वेणुगोपाल के बाद धर्मेंद्र यादव ने भी बिल की कॉपी अपनी सीट से ही फाड़कर फेंक दी और सभी समाजवादी पार्टी सांसद वेल में उतर गए। बाद में जब गृहमंत्री बिल को प्रस्थापित कर रहे थे तब सभी विपक्षी दल के संसद लोकसभा वेल में उतरकर जबरदस्त हंगामा करते नजर आए और एक बार हालत बिगड़ते हुए नजर आए। सभा की कार्यवाही को स्थगित करना पड़ा।

केंद्र की नरेन्द्र मोदी सरकार आज अहम बिल पेश करने जा रही है। इस बिल में ऐसा प्रावधान है कि कोई भी मंत्री, मुख्यमंत्री या यहां तक कि प्रधानमंत्री भी अगर किसी अपराध में गिरफ्तार होकर लगातार 30 दिन तक हिरासत में रहता है तो उसे पद से हटना पड़ेगा। ये प्रस्तावित कानून केवल राज्यों और केंद्र शासित प्रदेशों के मंत्रियों और मुख्यमंत्रियों पर ही नहीं, बल्कि केंद्र के मंत्रियों और प्रधानमंत्री पर भी लागू होगा।

  


अमित शाह बुधवार को लोकसभा में तीन महत्वपूर्ण विधेयक पेश करने जा रही है। इन विधेयकों का उद्देश्य यह है कि अगर प्रधानमंत्री, केंद्रीय मंत्री, किसी राज्य के मुख्यमंत्री या केंद्र शासित प्रदेश के मंत्री को गंभीर आपराधिक मामलों में गिरफ्तार या हिरासत में लिया जाता है तो उन्हें उनके पद से हटाया जा सके। सरकारी सूत्रों के मुताबिक, मौजूदा कानूनों में ऐसा कोई स्पष्ट प्रावधान नहीं है जिससे गिरफ्तारी या न्यायिक हिरासत की स्थिति में ऐसे नेताओं को उनके पद से हटाया जा सके। इसी कमी को दूर करने के लिए सरकार ने ये तीन विधेयक तैयार किए हैं।

संसद में आज जो बिल पेश किए जाएंगे,  ये विधेयक हैं: केंद्र शासित प्रदेश सरकार (संशोधन) विधेयक 2025; संविधान (130वां संशोधन) विधेयक 2025 और जम्मू-कश्मीर पुनर्गठन (संशोधन) विधेयक 2025। केंद्रीय गृह मंत्री अमित शाह इन तीनों विधेयकों को संसद की एक संयुक्त समिति को भेजने के लिए लोकसभा में एक प्रस्ताव भी पेश करेंगे।

30 दिन लगातार हिरासत में रहने पर छोड़ना होगा पद
संविधान संशोधन विधेयक में धारा 75 में नया क्लॉज़ 5(ए) जोड़ने का प्रस्ताव है। इसके अनुसार यदि कोई मंत्री 30 दिन लगातार गिरफ्तार रहकर हिरासत में रहता है और उस पर ऐसा आरोप है जिसमें पांच साल या उससे अधिक की सजा हो सकती है, तो राष्ट्रपति प्रधानमंत्री की सलाह पर 31वें दिन उसे पद से हटा देंगे। अगर प्रधानमंत्री 31वें दिन तक यह सलाह नहीं देते तो भी वह मंत्री अपने आप पद से मुक्त हो जाएगा।

प्रधानमंत्री पर भी लागू होगा ये नियम
इसी तरह प्रधानमंत्री पर भी नियम और कड़े होंगे। अगर पीएम लगातार 30 दिन हिरासत में रहते हैं तो उन्हें 31वें दिन इस्तीफा देना होगा। अगर इस्तीफा नहीं देते तो वे अपने आप प्रधानमंत्री पद से हट जाएंगे। हालांकि, ऐसे मंत्री या प्रधानमंत्री रिहाई के बाद दोबारा नियुक्त हो सकते हैं। यही प्रावधान राज्यों और केंद्र शासित प्रदेशों के मुख्यमंत्रियों और मंत्रियों पर भी लागू होगा।

कांग्रेस ने केंद्र सरकार पर साधा निशाना 
वहीं कांग्रेस ने इन विधेयकों को लेकर केंद्र सरकार पर तीखा हमला किया है। कांग्रेस ने आरोप लगाया है कि भाजपा सरकार इन विधेयकों के जरिए विपक्षी दलों के मुख्यमंत्रियों को निशाना बनाना चाहती है। कांग्रेस प्रवक्ता और वरिष्ठ नेता अभिषेक मनु सिंघवी ने कहा कि भाजपा विपक्ष को कमजोर करने के लिए कानून का दुरुपयोग कर रही है। उन्होंने कहा कि केंद्र सरकार की योजना है कि केंद्र की एजेंसियों से विपक्षी नेताओं को मनमाने ढंग से गिरफ्तार कराया जाए और फिर नए कानून के तहत उन्हें तुरंत पद से हटा दिया जाए।

कॉलर ट्यून को बंद करने हो रही थी मांग
साइबर सुरक्षा जागरूकता कॉलर ट्यून वाला 40 सेकंड का मैसेज हर कॉल से पहले बजता है।इस कॉलर ट्यून को लेकर लोगों का कहना था कि चाहे कितनी भी जरूरी कॉल हो, इसको सुनना मजबूरी बन गया है। इससे जुड़ी शिकायतें केंद्रीय दूरसंचार मंत्रालय और TRAI तक पहुंच रही थीं। सोशल मीडिया पर भी इस कॉलर ट्यून को बंद करने की मांग उठ रही थी।

शिकायतों के बाद मंत्रालय का फैसला
इस कॉलर ट्यून की लगातार मिल रही शिकायतों के बाद मंत्रालय की तरफ से ये फैसला लिया गया है। एक पोस्ट में कहा गया है कि साइबर जागरूकता कॉलर ट्यून आपकी और आपके पैसों की सुरक्षा के लिए है। साइबर जागरूकता कॉलर ट्यून इमरजेंसी नंबर पर नहीं बनाए जाते हैं। अब सामान्य कॉल पर भी ये दिन में केवल दो बार चलाए जाते हैं। मंत्रालय ने साफ कर दिया कि अब आम जनता को हर कॉल पर ये कॉलर ट्यून नहीं सुननी पड़ेगी।

राष्ट्रीय शैक्षिक अनुसंधान और प्रशिक्षण परिषद (NCERT) ने 7वीं के सिलेबस में बड़ा बदलाव किया है। हिस्‍ट्री, जियोग्राफी की टेक्‍स्‍टबुक्‍स से मुगल सल्‍तनत और दिल्‍ली सल्‍तनत के टॉपिक्‍स हटा दिए गए हैं, जबकि महाकुंभ समेत गर्वनमेंट इनीशिएटिव जैसे मेक इन इंडिया और बेटी बचाओ बेटी पढ़ाओ को किताबों में जोड़ा गया है। यह कदम राष्ट्रीय शिक्षा नीति (NEP) और राष्ट्रीय पाठ्यचर्या ढांचे (NCFSE) 2023 के अनुरूप उठाया गया। इस फैसले का मुख्य उद्देश्य भारतीय परंपराओं, दर्शन, शिक्षा व्यवस्था और स्थानीय संदर्भ को बढ़ावा देना है।

एनसीईआरटी अधिकारियों के अनुसार, फिलहाल जो पुस्तकें जारी की गई हैं वे पहले भाग की हैं। दूसरे भाग की पुस्तकें आने वाले महीनों में आएंगी। इस दौरान अधिकारियों ने इस बात की पुष्टि नहीं की है कि हटाए गए चैप्टर्स अगली किताबों में शामिल होंगे या नहीं। नई किताब “Exploring Society: India and Beyond” में अब मौर्य, मगध, शुंग और सातवाहन जैसे प्राचीन भारतीय राजवंशों पर चैप्टर्स हैं।

हाल ही में संपन्न महाकुंभ मेले का जिक्र
नई किताबों में बच्चों को ‘How the Land Becomes Sacred’ नाम के चैप्टर्स में भारत और धार्मिक स्थानों और तीर्थ यात्राओं का जिक्र किया गया है। इसमें चार धाम यात्रा, 12 ज्योतिर्लिंग और शक्ति पीठों के साथ-साथ नदियों के संगम, पर्वत और जंगलों को सेकर्ड प्लेसेस के रूप में दर्शाया गया है। हाल ही में प्रयागराज में आयोजित किए गए महाकुंभ मेला में भाग लेने वाले 66 करोड़ लोगों का उल्लेख भी किताब में किया गया है। टेक्स्ट बुक में वहां हुई भगदड़ और मौतों का जिक्र नहीं किया गया है।

सरकारी योजनाओं को भी मिली किताबों में जगह
इसके अलावा, नई पाठ्यपुस्तक में भारतीय सरकार की विभिन्न योजनाओं का भी उल्लेख किया गया है। इनमें ‘मेक इन इंडिया’, ‘बेटी बचाओ, बेटी पढ़ाओ’ और ‘अटल सुरंग’ जैसी योजनाओं का समावेश है, जो देश की विकासात्मक दिशा और भविष्य को आकार देने में महत्वपूर्ण भूमिका निभा रही हैं। इसके अतिरिक्त, भारत के संविधान पर एक अध्याय में यह बताया गया है कि 2004 में सुप्रीम कोर्ट ने राष्ट्रीय ध्वज फहराने के अधिकार को नागरिकों के मौलिक अधिकार में शामिल किया। हालांकि, इस बदलाव को लेकर कुछ आलोचनाएं भी सामने आई हैं, खासकर किताबों में ‘भगवाकरण’ के आरोप लगने के कारण।

हाल ही में, NCERT ने विभिन्न कक्षाओं के लिए किताबों के नए नाम जारी किए। कक्षा 1 और कक्षा 2 की इंग्लिश किताबों का नाम मैरीगोल्ड (MARIGOLD) से बदलकर 'मृदंग (MRIDANG)' और कक्षा 3 की पुस्तक का नाम 'संतूर (SANTOOR)' रखा गया है। कक्षा 6 की की इंग्लिश किताब का नाम 'हनीसकल (HONEYSUCKLE)' से बदलकर 'पूर्वी (POORVI)' कर दिया गया है। मैथ्स की किताबों के लिए भी यही पैटर्न अपनाया गया है। कक्षा 6 की गणित की किताब, जो पहले इंग्लिश में मैथमेटिक्स और हिंदी में गणित थी, अब दोनों भाषाओं में यह गणित नाम से आएगी।

पहले भी कम किए गए थे मुगल और दिल्‍ली सल्‍तनत के हिस्से
इससे पहले एनसीईआरटी ने कोविड-19 महामारी के समय मुगल और दिल्‍ली सल्‍तनत से जुड़े कई हिस्‍सों को कम कर दिया था। इसमें तुगल‍क, खिलजी, लोधी और मुगलों के उपलब्धियों के टॉपिक्‍स शामिल थे। अब इन टॉपिक्‍स को पूरी तरह किताबों से हटा दिया गया है।

ट्रंप के टैरिफ वार के बीच भारत की अहम “चाल”, 1 अप्रैल से हटाएगा गुगल टैक्स

अमेरिका के राष्ट्रपति डोनाल्ड ट्रंप ने 2 अप्रैल से भारत समेत कई देशों पर रेसिप्रोकल टैरिफ लगाने की चेतावनी दी है। उससे पहले भारत सरकार बड़ा कदम उठाने जा रही है।भारत सरकार ने 1 अप्रैल से गूगल और मेटा जैसी कंपनियों की ऑनलाइन विज्ञापन सेवाओं पर लगाए जाने वाले 6% के गूगल टैक्स (इक्वलाइजेशन लेवी) को हटाने का प्रस्ताव रखा है। इस टैक्स को व्यापक रूप से गूगल टैक्स के रूप में जाना जाता है। भारत सरकार के इस कदम का उद्देश्य संभवतः अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप को शांत करना है।

गूगल टैक्स पर सरकार का प्रस्ताव
ट्रंप ने धमकी दी थी कि अगर कोई देश अमेरिका की टेक कंपनियों पर डिजिटल टैक्स लगाएगा तो वह 2 अप्रैल से उन पर जवाबी शुल्क लगाएंगे। वित्त मंत्री निर्मला सीतारमण ने सोमवार को संसद में वित्त विधेयक में 59 संशोधन पेश किए। यह प्रावधान उन्हीं संशोधनों में शामिल है। इक्वलाइजेशन लेवी को हटाने का प्रस्ताव भारत और अमेरिका के बीच व्यापार समझौते की बातचीत के बीच आया है।

क्या दबाव में लिया गया फैसला?
यह कदम भारत और अमेरिका के बीच द्विपक्षीय व्यापार समझौते पर चर्चा और 2 अप्रैल को अमेरिकी राष्ट्रपति डॉनल्ड ट्रंप द्वारा बराबरी वाला शुल्क लगाए जाने से पहले उठाया गया है। जानकारों का कहना है कि यह कदम भारत के व्यापारिक रुख को लचीला दिखाने का प्रयास है और अमेरिकी विरोध को ध्यान में रखते हुए लिया गया है। गूगल टैक्‍स हटाने से भारत अमेरिका के टैरिफ वार से बच पाएगा या नहीं, यह कहना अभी मुश्किल है।

गूगल टैक्स होता क्या है?
भारत में इक्वलाइजेशन लेवी या गूगल टैक्स की शुरुआत 2016 में की गई थी। इसका मकसद था भारत से विदेशी ई-कॉमर्स कंपनियों को होने वाली आय पर टैक्स लगाना। गूगल टैक्स एक टैक्स है, जिसे सेवा प्राप्तकर्ता द्वारा पेमेंट के समय लगाया जाता है। शर्त यही होती है कि जिस कंपनी को विज्ञापन के बदले टैक्स दिया जा रहा है वह विदेशी हो। वित्त अधिनियम, 2020 ने इस टैक्स का दायरा 1 अप्रैल, 2020 को या उसके बाद की गई ई-कॉमर्स सप्लाई और सेवाओं तक 2% की दर से बढ़ा दिया था। हालांकि, जुलाई 2024 में प्रस्तुत केंद्रीय बजट में इसे अगस्त 2024 से समाप्त कर दिया गया।

केन्द्र सरकार और तमिलनाडु के स्टालिन सरकार के बीच विवाद गहराता जा रहा है। भाषा विवाद के बीच तमिलनाडु की स्टालिन सरकार ने करेंसी सिम्बल (₹) पर बड़ा फैसला लिया है। एमके स्टालिन सरकार ने राज्य सरकार के बजट 2025-26 से रुपये (₹) का प्रतीक चिह्न हटा दिया है। इसकी जगह अब तमिल लिपि का इस्तेमाल किया जाएगा। इस तरह तमिलनाडु सरकार ने नेशनल एजुकेशन पॉलिसी (एनईपी) के विरोध में अपना रुख और मजबूत किया है।

केंद्र सरकार और द्रविड़ मुन्नेत्र कड़गम यानी डीएमके के नेतृत्व वाली तमिलनाडु सरकार के बीच राष्ट्रीय शिक्षा नीति (एनईपी), 2020 में प्रस्तावित त्रिभाषा फॉर्मूला राजनीतिक विवाद का केंद्र बना हुआ है। तमिलनाडु सरकार ने एनईपी व त्रिभाषा फॉर्मूले को लागू करने से मना कर दिया है। इसके चलते केंद्र सरकार ने समग्र शिक्षा अभियान (एसएसए) के तहत मिलने वाली 573 करोड़ रुपये की केंद्रीय सहायता रोक दी है। एसएसए फंडिंग पाने के लिए राज्यों को एनईपी के दिशा-निर्देशों का पालन करना होता है। फंड रोके जाने से सीएम स्टालिन बिफरे हुए हैं। उन्होंने दक्षिणी राज्यों में हिंदी थोपने का आरोप लगाया है। 

एनईपी पर चल रहे विवाद के बीच स्टालिन सरकार ने ये अहम कदम उठाया है। यह पहली बार है जब किसी राज्य ने नेशनल करेंसी सिम्बल को अस्वीकार कर दिया है। बजट 2025 के लोगो वाली तस्वीर सामने आई है। इसमें साफ दिख रहा है कि बजट से रुपए का चिह्न (₹) गायब है। उसकी जगह पर तमिल लिपी का इस्तेमाल किया गया है। अब तक किसी भी राज्य ने भाषा के आधार पर इस तरह का फैसला नहीं लिया था।

बता दें कि रुपये का चिन्ह ₹ आधिकारिक तौर पर 15 जुलाई, 2010 को अपनाया गया था। 5 मार्च, 2009 को सरकार द्वारा घोषित एक डिजाइन प्रतियोगिता के बाद ये हुआ था। 2010 के बजट के दौरान तत्कालीन वित्त मंत्री प्रणब मुखर्जी ने एक ऐसा प्रतीक पेश करने की घोषणा की थी जो भारतीय लोकाचार और संस्कृति को प्रतिबिंबित और समाहित करेगा। इस घोषणा के बाद एक सार्वजनिक प्रतियोगिता शुरू हुई, जिसके परिणामस्वरूप वर्तमान डिज़ाइन का चयन किया गया।

केंद्र सरकार ने लोकसभा में तीन अहम विधेयक पेश किए हैं। केंद्रीय गृह मंत्री अमित शाह ने बुधवार को 130वां संविधान संशोधन विधेयक लोकसभा में पेश किया। इस दौरान जमकर हंगामा देखने को मिला। विपक्षी सांसदों ने बिल का विरोध किया। उन्होंने विधेयक की कॉपी सदन में ही फाड़ दिया और इसे केंद्रीय गृह मंत्री के ऊपर फेंक दिया। 

  


केंद्रीय गृह मंत्री अमित शाह ने लोकसभा में संविधान (एक सौ तीसवां संशोधन) विधेयक, 2025, केंद्र शासित प्रदेश सरकार (संशोधन) विधेयक, 2025, जम्मू और कश्मीर पुनर्गठन (संशोधन) विधेयक, 2025 पेश किया। उन्होंने विधेयक पेश करते हुए कहा कि भारत के संविधान का संशोधन करने वाले विधेयक को स्थापित करनी की अनुमति दी जाए। जम्मू-कश्मीर पुर्नगठन संशोधन स्थापित करने की अनुमति दी जाए। मैं प्रस्ताव करता हूं संघ राज्य क्षेत्र शासन अधिनयम 1963 वाले विधेयक को स्थापित करने की अनुमति दी जाए।

बिल की प्रतियां फाड़कर शाह की ओर फेंकी गईं
जिसपर लोकसभा में विपक्ष ने भारी विरोध किया। कांग्रेस सहित सभी विपक्षी दल ने तीनों बिल का भारी विरोध किया और उसे वापस लेने की मांग भी की है। लोकसभा में संविधान (एक सौ तीसवाँ संशोधन) विधेयक, 2025, केंद्र शासित प्रदेश सरकार (संशोधन) विधेयक, 2025, जम्मू और कश्मीर पुनर्गठन (संशोधन) विधेयक, 2025 की प्रतियाँ फाड़कर गृह मंत्री अमित शाह की ओर फेंकी गईं।

गृहमंत्री के माइक को मोड़ने की कोशिश
सदन में हंगामे के बाद अमित शाह ने कहा कि इस बिल को संयुक्त समिति को भेजने का प्रस्ताव किया। राज्यसभा और लोकसभा के सदस्यों की समिति बनेगी। सत्ताधारी दल की तरफ जिसे ट्रेज़री बेंच कहते हैं उसे विपक्षी सांसदों ने घेर लिया और गृहमंत्री के माइक को मोड़ने की कोशिश की गई। जमकर हंगामा हुआ और सदन के अंदर स्थिति तनाव ग्रस्त हो गई। सत्ता पक्ष की तरफ से भी कई सांसदों ने गृहमंत्री के बचाव में आकर विपक्षी सांसदों को रोकने की कोशिश की। सत्ता पक्ष से रवनीत बिट्टू, कमलेश पासवान, किरण रिजिजू, शतीश गौतम ने गृहमंत्री के पास नारा लगा रहे आक्रमक सांसदों को रोकने का प्रयास किया। 

हंगामे के बाद कार्यवाही स्थगित
संसद के वेल में नारेबाजी की शुरुआत टीएमसी के सांसदों ने की। टीएमसी सांसदों ने बिल इंट्रोड्यूस होने के वक्त से ही लगातार वेल में नारेबाजी शुरू कर दी थी। बाद में कांग्रेस सांसद और महासचिव के सी वेणुगोपाल ने अपनी सीट से ही बिल की कॉपी फाड़कर उछाल दी। उसके बाद सारे कांग्रेस सांसद वेल में उतर गए। वेणुगोपाल के बाद धर्मेंद्र यादव ने भी बिल की कॉपी अपनी सीट से ही फाड़कर फेंक दी और सभी समाजवादी पार्टी सांसद वेल में उतर गए। बाद में जब गृहमंत्री बिल को प्रस्थापित कर रहे थे तब सभी विपक्षी दल के संसद लोकसभा वेल में उतरकर जबरदस्त हंगामा करते नजर आए और एक बार हालत बिगड़ते हुए नजर आए। सभा की कार्यवाही को स्थगित करना पड़ा।

पीएम से लेकर सीएम तक...गंभीर मामलों में गिरफ्तारी पर छोड़ना होगा पद, संसद में आज अहम विधेयक पेश करेगी सरकार

केंद्र की नरेन्द्र मोदी सरकार आज अहम बिल पेश करने जा रही है। इस बिल में ऐसा प्रावधान है कि कोई भी मंत्री, मुख्यमंत्री या यहां तक कि प्रधानमंत्री भी अगर किसी अपराध में गिरफ्तार होकर लगातार 30 दिन तक हिरासत में रहता है तो उसे पद से हटना पड़ेगा। ये प्रस्तावित कानून केवल राज्यों और केंद्र शासित प्रदेशों के मंत्रियों और मुख्यमंत्रियों पर ही नहीं, बल्कि केंद्र के मंत्रियों और प्रधानमंत्री पर भी लागू होगा।

  


अमित शाह बुधवार को लोकसभा में तीन महत्वपूर्ण विधेयक पेश करने जा रही है। इन विधेयकों का उद्देश्य यह है कि अगर प्रधानमंत्री, केंद्रीय मंत्री, किसी राज्य के मुख्यमंत्री या केंद्र शासित प्रदेश के मंत्री को गंभीर आपराधिक मामलों में गिरफ्तार या हिरासत में लिया जाता है तो उन्हें उनके पद से हटाया जा सके। सरकारी सूत्रों के मुताबिक, मौजूदा कानूनों में ऐसा कोई स्पष्ट प्रावधान नहीं है जिससे गिरफ्तारी या न्यायिक हिरासत की स्थिति में ऐसे नेताओं को उनके पद से हटाया जा सके। इसी कमी को दूर करने के लिए सरकार ने ये तीन विधेयक तैयार किए हैं।

संसद में आज जो बिल पेश किए जाएंगे,  ये विधेयक हैं: केंद्र शासित प्रदेश सरकार (संशोधन) विधेयक 2025; संविधान (130वां संशोधन) विधेयक 2025 और जम्मू-कश्मीर पुनर्गठन (संशोधन) विधेयक 2025। केंद्रीय गृह मंत्री अमित शाह इन तीनों विधेयकों को संसद की एक संयुक्त समिति को भेजने के लिए लोकसभा में एक प्रस्ताव भी पेश करेंगे।

30 दिन लगातार हिरासत में रहने पर छोड़ना होगा पद
संविधान संशोधन विधेयक में धारा 75 में नया क्लॉज़ 5(ए) जोड़ने का प्रस्ताव है। इसके अनुसार यदि कोई मंत्री 30 दिन लगातार गिरफ्तार रहकर हिरासत में रहता है और उस पर ऐसा आरोप है जिसमें पांच साल या उससे अधिक की सजा हो सकती है, तो राष्ट्रपति प्रधानमंत्री की सलाह पर 31वें दिन उसे पद से हटा देंगे। अगर प्रधानमंत्री 31वें दिन तक यह सलाह नहीं देते तो भी वह मंत्री अपने आप पद से मुक्त हो जाएगा।

प्रधानमंत्री पर भी लागू होगा ये नियम
इसी तरह प्रधानमंत्री पर भी नियम और कड़े होंगे। अगर पीएम लगातार 30 दिन हिरासत में रहते हैं तो उन्हें 31वें दिन इस्तीफा देना होगा। अगर इस्तीफा नहीं देते तो वे अपने आप प्रधानमंत्री पद से हट जाएंगे। हालांकि, ऐसे मंत्री या प्रधानमंत्री रिहाई के बाद दोबारा नियुक्त हो सकते हैं। यही प्रावधान राज्यों और केंद्र शासित प्रदेशों के मुख्यमंत्रियों और मंत्रियों पर भी लागू होगा।

कांग्रेस ने केंद्र सरकार पर साधा निशाना 
वहीं कांग्रेस ने इन विधेयकों को लेकर केंद्र सरकार पर तीखा हमला किया है। कांग्रेस ने आरोप लगाया है कि भाजपा सरकार इन विधेयकों के जरिए विपक्षी दलों के मुख्यमंत्रियों को निशाना बनाना चाहती है। कांग्रेस प्रवक्ता और वरिष्ठ नेता अभिषेक मनु सिंघवी ने कहा कि भाजपा विपक्ष को कमजोर करने के लिए कानून का दुरुपयोग कर रही है। उन्होंने कहा कि केंद्र सरकार की योजना है कि केंद्र की एजेंसियों से विपक्षी नेताओं को मनमाने ढंग से गिरफ्तार कराया जाए और फिर नए कानून के तहत उन्हें तुरंत पद से हटा दिया जाए।

रिपोर्ट्स हैं कि सरकार ने ये डिसाइड किया है कि साइबर क्राइम से बचने के लिए देशवासियों को जागरुक करने के लिए जो कॉलर ट्यून लगी हुई थी उसे अब हटा दिया जाएगा। 26 जून यानी आज से ही वो कॉलर ट्यून हटा दी जाएगी।आम जनता की शिकायतों के बाद सरकार ने बड़ा फैसला लेते हुए इस पर ब्रेक लगा दिया है।

कॉलर ट्यून को बंद करने हो रही थी मांग

नई किताबों में बच्चों को ‘How the Land Becomes Sacred’ नाम के चैप्टर्स में भारत और धार्मिक स्थानों और तीर्थ यात्राओं का जिक्र किया गया है। इसमें चार धाम यात्रा, 12 ज्योतिर्लिंग और शक्ति पीठों के साथ-साथ नदियों के संगम, पर्वत और जंगलों को सेकर्ड प्लेसेस के रूप में दर्शाया गया है। हाल ही में प्रयागराज में आयोजित किए गए महाकुंभ मेला में भाग लेने वाले 66 करोड़ लोगों का उल्लेख भी किताब में किया गया है। टेक्स्ट बुक में वहां हुई भगदड़ और मौतों का जिक्र नहीं किया गया है।

अमेरिका के राष्ट्रपति डोनाल्ड ट्रंप ने 2 अप्रैल से भारत समेत कई देशों पर रेसिप्रोकल टैरिफ लगाने की चेतावनी दी है। उससे पहले भारत सरकार बड़ा कदम उठाने जा रही है।भारत सरकार ने 1 अप्रैल से गूगल और मेटा जैसी कंपनियों की ऑनलाइन विज्ञापन सेवाओं पर लगाए जाने वाले 6% के गूगल टैक्स (इक्वलाइजेशन लेवी) को हटाने का प्रस्ताव रखा है। इस टैक्स को व्यापक रूप से गूगल टैक्स के रूप में जाना जाता है। भारत सरकार के इस कदम का उद्देश्य संभवतः अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप को शांत करना है।

गूगल टैक्स पर सरकार का प्रस्ताव
ट्रंप ने धमकी दी थी कि अगर कोई देश अमेरिका की टेक कंपनियों पर डिजिटल टैक्स लगाएगा तो वह 2 अप्रैल से उन पर जवाबी शुल्क लगाएंगे। वित्त मंत्री निर्मला सीतारमण ने सोमवार को संसद में वित्त विधेयक में 59 संशोधन पेश किए। यह प्रावधान उन्हीं संशोधनों में शामिल है। इक्वलाइजेशन लेवी को हटाने का प्रस्ताव भारत और अमेरिका के बीच व्यापार समझौते की बातचीत के बीच आया है।

क्या दबाव में लिया गया फैसला?
यह कदम भारत और अमेरिका के बीच द्विपक्षीय व्यापार समझौते पर चर्चा और 2 अप्रैल को अमेरिकी राष्ट्रपति डॉनल्ड ट्रंप द्वारा बराबरी वाला शुल्क लगाए जाने से पहले उठाया गया है। जानकारों का कहना है कि यह कदम भारत के व्यापारिक रुख को लचीला दिखाने का प्रयास है और अमेरिकी विरोध को ध्यान में रखते हुए लिया गया है। गूगल टैक्‍स हटाने से भारत अमेरिका के टैरिफ वार से बच पाएगा या नहीं, यह कहना अभी मुश्किल है।

गूगल टैक्स होता क्या है?
भारत में इक्वलाइजेशन लेवी या गूगल टैक्स की शुरुआत 2016 में की गई थी। इसका मकसद था भारत से विदेशी ई-कॉमर्स कंपनियों को होने वाली आय पर टैक्स लगाना। गूगल टैक्स एक टैक्स है, जिसे सेवा प्राप्तकर्ता द्वारा पेमेंट के समय लगाया जाता है। शर्त यही होती है कि जिस कंपनी को विज्ञापन के बदले टैक्स दिया जा रहा है वह विदेशी हो। वित्त अधिनियम, 2020 ने इस टैक्स का दायरा 1 अप्रैल, 2020 को या उसके बाद की गई ई-कॉमर्स सप्लाई और सेवाओं तक 2% की दर से बढ़ा दिया था। हालांकि, जुलाई 2024 में प्रस्तुत केंद्रीय बजट में इसे अगस्त 2024 से समाप्त कर दिया गया।

केन्द्र सरकार और तमिलनाडु के स्टालिन सरकार के बीच विवाद गहराता जा रहा है। भाषा विवाद के बीच तमिलनाडु की स्टालिन सरकार ने करेंसी सिम्बल (₹) पर बड़ा फैसला लिया है। एमके स्टालिन सरकार ने राज्य सरकार के बजट 2025-26 से रुपये (₹) का प्रतीक चिह्न हटा दिया है। इसकी जगह अब तमिल लिपि का इस्तेमाल किया जाएगा। इस तरह तमिलनाडु सरकार ने नेशनल एजुकेशन पॉलिसी (एनईपी) के विरोध में अपना रुख और मजबूत किया है।

केंद्र सरकार और द्रविड़ मुन्नेत्र कड़गम यानी डीएमके के नेतृत्व वाली तमिलनाडु सरकार के बीच राष्ट्रीय शिक्षा नीति (एनईपी), 2020 में प्रस्तावित त्रिभाषा फॉर्मूला राजनीतिक विवाद का केंद्र बना हुआ है। तमिलनाडु सरकार ने एनईपी व त्रिभाषा फॉर्मूले को लागू करने से मना कर दिया है। इसके चलते केंद्र सरकार ने समग्र शिक्षा अभियान (एसएसए) के तहत मिलने वाली 573 करोड़ रुपये की केंद्रीय सहायता रोक दी है। एसएसए फंडिंग पाने के लिए राज्यों को एनईपी के दिशा-निर्देशों का पालन करना होता है। फंड रोके जाने से सीएम स्टालिन बिफरे हुए हैं। उन्होंने दक्षिणी राज्यों में हिंदी थोपने का आरोप लगाया है। 

एनईपी पर चल रहे विवाद के बीच स्टालिन सरकार ने ये अहम कदम उठाया है। यह पहली बार है जब किसी राज्य ने नेशनल करेंसी सिम्बल को अस्वीकार कर दिया है। बजट 2025 के लोगो वाली तस्वीर सामने आई है। इसमें साफ दिख रहा है कि बजट से रुपए का चिह्न (₹) गायब है। उसकी जगह पर तमिल लिपी का इस्तेमाल किया गया है। अब तक किसी भी राज्य ने भाषा के आधार पर इस तरह का फैसला नहीं लिया था।

बता दें कि रुपये का चिन्ह ₹ आधिकारिक तौर पर 15 जुलाई, 2010 को अपनाया गया था। 5 मार्च, 2009 को सरकार द्वारा घोषित एक डिजाइन प्रतियोगिता के बाद ये हुआ था। 2010 के बजट के दौरान तत्कालीन वित्त मंत्री प्रणब मुखर्जी ने एक ऐसा प्रतीक पेश करने की घोषणा की थी जो भारतीय लोकाचार और संस्कृति को प्रतिबिंबित और समाहित करेगा। इस घोषणा के बाद एक सार्वजनिक प्रतियोगिता शुरू हुई, जिसके परिणामस्वरूप वर्तमान डिज़ाइन का चयन किया गया।

"अगर आप Google Chrome इस्तेमाल करते हैं, तो सावधान हो जाइए! Google ने 16 ऐसे एक्सटेंशन्स की लिस्ट जारी की है, जो आपके डेटा और प्राइवेसी के लिए खतरनाक साबित हो सकते हैं। अगर ये एक्सटेंशन्स आपके ब्राउज़र में इंस्टॉल हैं, तो आपको भारी नुकसान झेलना पड़ सकता है!"

"Google ने चेतावनी दी है कि ये एक्सटेंशन्स आपकी निजी जानकारी चुरा सकते हैं, आपके बैंक डिटेल्स तक पहुंच सकते हैं और यहां तक कि आपके डिवाइस को हैक भी कर सकते हैं!"

गूगल ने प्रभावित एक्सटेंशन की लिस्ट जारी की है. इसमें Blipshot, Emojis (emoji keyboard), कलर चेंजर फॉर यूट्यूब, वीडियो इफेक्ट्स फॉर यूट्यूब एंड ऑडियो इनहैंसर, थीम्स फॉर क्रॉम एंड यूट्यूब, पिक्चर इन पिक्चर, Mike Adblock für Chrome, सुपर डार्क मोड, Emoji Keyboard Emojis for Chrome, Adblocker for Chrome (NoAds), Adblock for You, Adblock for Chrome, निंबल कैप्चर, KProxy, पेज रिफ्रेश, Wistia Video Downloader और WAToolkit शामिल है. 



अगर ये एक्सटेंशन्स आपके ब्राउज़र में हैं, तो इन्हें तुरंत डिलीट कर दें!"

अगर आप नहीं जानते कि Chrome से एक्सटेंशन कैसे हटाएं, तो घबराइए मत! बस इन स्टेप्स को फॉलो करें

1. Chrome ओपन करें
2. टॉप-राइट में तीन डॉट्स पर क्लिक करें
3. ‘More Tools’ में जाकर ‘Extensions’ पर क्लिक करें
4. जिस एक्सटेंशन को हटाना है, उसके नीचे ‘Remove’ पर क्लिक करें
5. कन्फर्म करें और एक्सटेंशन डिलीट हो जाएगा"
