हरदोई जिला कृषि अधिकारी सतीश पाठक ने बताया कि वित्तीय वर्ष 2026-27 में कृषि विभाग द्वारा संचालित विभिन्न योजनाओं के अंतर्गत किसानों को निःशुल्क मिनीकिट एवं 50 प्रतिशत अनुदान पर बीज उपलब्ध कराने की व्यवस्था की गई है। इसके लिए किसानों को बीज प्राप्त करने हेतु ऑनलाइन बुकिंग कराना अनिवार्य होगा। रबी सीजन में बोई जाने वाली फसलों जैसे गेहूं, सरसों, मटर, मसूर, चना, जौ आदि के बीज प्राप्त करने के लिए किसानों को बुकिंग करानी होगी।

जिला कृषि अधिकारी ने बताया कि इस वर्ष बीजों का वितरण पहले आओ-पहले पाओ के स्थान पर पूर्णतः ई-लॉटरी के माध्यम से किया जाएगा। इस सीजन से केवल ऑनलाइन बुकिंग करने वाले किसानों को ही 50 प्रतिशत अनुदान पर बीज तथा निःशुल्क मिनीकिट उपलब्ध कराए जाएंगे। लक्ष्य से अधिक बुकिंग होने पर जिलाधिकारी की अध्यक्षता में गठित चयन समिति के समक्ष ई-लॉटरी के माध्यम से किसानों का चयन किया जाएगा। चयन होने पर किसान के मोबाइल नंबर पर संदेश भेजा जाएगा।

अंसल होम बायर्स को बड़ी राहत: सुशांत गोल्फ सिटी को पूरा करेगा LDA
लखनऊ। अंसल प्रॉपर्टी इन्फ्रास्ट्रक्चर लिमिटेड की सुशांत गोल्फ सिटी हाईटेक टाउनशिप में वर्षों से अपने आशियाने का इंतजार कर रहे हजारों होम बायर्स के लिए राहत की खबर है। मुख्यमंत्री योगी आदित्यनाथ की अध्यक्षता में हुई प्रदेश कैबिनेट की बैठक में इस परियोजना को पूरा करने के लिए लखनऊ विकास प्राधिकरण (LDA) के प्रस्ताव को मंजूरी दे दी गई है।
 कैबिनेट की स्वीकृति के बाद अब एलडीए परियोजना को टेकओवर करने की दिशा में आगे बढ़ेगा। परियोजना को पूरा कराने के लिए प्रस्ताव राष्ट्रीय कंपनी विधि अधिकरण (NCLT) के समक्ष रखा जाएगा। सरकार के इस फैसले से करीब 5,000 होम बायर्स के हितों की रक्षा होने और लंबे समय से अधूरे पड़े विकास कार्यों को पूरा कराने का रास्ता साफ हुआ है।
- वैध आवंटियों को मिलेंगे भूखंड और भवन
 एलडीए उपाध्यक्ष प्रथमेश कुमार के मुताबिक, प्राधिकरण के प्रस्ताव को कैबिनेट की मंजूरी मिल चुकी है। अब NCLT में परियोजना को पूरा करने संबंधी प्रस्ताव प्रस्तुत किया जाएगा। जिन खरीदारों के पक्ष में अंसल की ओर से रजिस्ट्री की जा चुकी है या जो नियमानुसार वैध आवंटी हैं, उन्हें नियमों के तहत भूखंड अथवा भवन उपलब्ध कराने की प्रक्रिया आगे बढ़ाई जाएगी। इससे उन परिवारों को राहत मिलने की उम्मीद है, जो लंबे समय से अपने घर या भूखंड के लिए इंतजार कर रहे हैं। साथ ही टाउनशिप में सड़क, पानी, सीवर, ड्रेनेज, पार्क और बिजली जैसी मूलभूत सुविधाओं को पूरा कराया जा सकेगा।
- परियोजना पर हजारों करोड़ रुपये का खर्च अनुमानित
 एलडीए के प्रारंभिक आकलन के अनुसार परियोजना की अधिकतम संभावित देनदारी करीब 2,912 करोड़ रुपये है। वास्तविक देनदारी का निर्धारण अंतरिम रिजॉल्यूशन प्रोफेशनल (IRP) की प्रक्रिया के माध्यम से होगा। देनदारियों के भुगतान के लिए आवश्यक धनराशि एलडीए को सीड कैपिटल के तौर पर उपलब्ध कराई जाएगी। प्राधिकरण के अनुसार टाउनशिप के अधूरे विकास कार्यों, निवेशकों की देनदारियों के निस्तारण और अन्य जरूरी कार्यों को मिलाकर कुल खर्च करीब 5,000 करोड़ रुपये तक अनुमानित है। बाद में नए भूखंडों की बिक्री और परियोजना से होने वाली अन्य आय के माध्यम से शासन से उपलब्ध कराई गई धनराशि की भरपाई की जाएगी।
- 164 हेक्टेयर जमीन बेचने का भी सामने आया मामला
 अंसल टाउनशिप में अनियमितताओं की जांच के लिए लखनऊ मंडलायुक्त की अध्यक्षता में समिति गठित की गई थी। जांच में शासकीय विभागों और होम बायर्स से जुड़े कई मामलों के अलावा जमीन की बिक्री में भी अनियमितताओं का उल्लेख किया गया।जांच के अनुसार ग्राम समाज और नगर निगम की करीब 164 हेक्टेयर भूमि को बेचने का मामला सामने आया। इसके अलावा कंसोर्टियम की जमीन से संबंधित अनियमितताओं का भी उल्लेख किया गया है। इन मामलों को लेकर एलडीए की ओर से अंसल के खिलाफ एफआईआर दर्ज कराई जा चुकी है।
- एलडीए में बंधक 3,489 भूखंडों में 2,747 की बिक्री का आरोप
 टाउनशिप की शर्तों के तहत अंसल ने एलडीए के पास गारंटी के रूप में 3,489 भूखंड बंधक रखे थे। व्यवस्था यह थी कि यदि कंपनी टाउनशिप का विकास पूरा नहीं करती है तो प्राधिकरण इन भूखंडों की बिक्री से प्राप्त राशि का इस्तेमाल विकास कार्यों के लिए कर सकता है। जांच में आरोप सामने आया कि इनमें से 2,747 भूखंडों को बेच दिया गया। इन अनियमितताओं के सामने आने के बाद प्राधिकरण ने अंसल के खिलाफ कानूनी कार्रवाई की।
- एक भी प्रस्तावित सब स्टेशन नहीं बन सका
 सुशांत गोल्फ सिटी में बिजली आपूर्ति के लिए 440 केवीए और 220 केवीए समेत विभिन्न सब स्टेशन प्रस्तावित थे, लेकिन इनमें से किसी का निर्माण पूरा नहीं हो सका। करीब 50 किलोमीटर का सड़क नेटवर्क भी अधूरा बताया गया है। इसके अलावा नलकूप, पेयजल पाइपलाइन, सीवर लाइन, पार्क और ड्रेनेज सिस्टम से जुड़े कई कार्य लंबित हैं। परियोजना के टेकओवर के बाद इन कार्यों को पूरा कराने की जिम्मेदारी एलडीए की होगी।
- अधूरे विकास कार्यों पर 2,216.91 करोड़ रुपये खर्च होंगे
 एलडीए के आकलन के मुताबिक टाउनशिप में लंबित विकास कार्यों को पूरा कराने के लिए करीब 2,216.91 करोड़ रुपये की आवश्यकता होगी।
- पॉकेट-1 से पॉकेट-4 में आधारभूत सुविधाओं पर करीब 453.10 करोड़ रुपये
- पॉकेट-5 के विकास पर करीब 1,126.52 करोड़ रुपये
- रेलवे ओवरब्रिज के शेष कार्यों पर करीब 114.28 करोड़ रुपये
- सब स्टेशन निर्माण पर करीब 523 करोड़ रुपये
 इसमें सड़क, सीवरेज, पेयजल, ड्रेनेज, बिजली और अन्य नागरिक सुविधाओं से जुड़े कार्य शामिल हैं।
- 2005 में मिली थी टाउनशिप विकसित करने की मंजूरी
 अंसल हाईटेक टाउनशिप परियोजना की शुरुआत वर्ष 2005 में हुई थी। शासन ने 25 मई 2005 को हाईटेक टाउनशिप नीति के तहत अंसल प्रॉपर्टी इन्फ्रास्ट्रक्चर लिमिटेड को लखनऊ में टाउनशिप विकसित करने का लाइसेंस जारी किया था। 22 मई 2006 को कंपनी की ओर से प्रस्तुत 1,765 एकड़ के डीपीआर को मंजूरी मिली। वर्ष 2009 में क्षेत्रफल बढ़ाकर 3,530 एकड़ किया गया और 2010 में इसके लिए डीपीआर स्वीकृत हुआ। दिसंबर 2013 में 2,935 एकड़ के अतिरिक्त विस्तार को मंजूरी मिलने के बाद प्रस्तावित टाउनशिप का कुल क्षेत्रफल 6,465 एकड़ हो गया। मई 2015 में 6,465 एकड़ के डीपीआर को मंजूरी दी गई। सितंबर 2015 में फेज-1 से फेज-4 के लिए 2,571.15 एकड़ का अंतिम लेआउट स्वीकृत हुआ, जबकि अगस्त 2016 में फेज-5 के लिए 958.85 एकड़ का लेआउट स्वीकृत किया गया। अप्रैल 2023 में कंपनी की ओर से 4,689.79 एकड़ क्षेत्रफल का नया डीपीआर प्रस्तुत किया गया, जिसे प्राधिकरण बोर्ड ने अनुमोदित किया था।
- दिवालिया प्रक्रिया के बीच एलडीए ने रखा अपना पक्ष
 परियोजना में अनियमितताओं की जांच के लिए एलडीए ने फोरेंसिक ऑडिटर की नियुक्ति भी की थी। इसी दौरान NCLT में अंसल के खिलाफ दिवाला प्रक्रिया शुरू हुई। एलडीए को पक्षकार बनाए बिना प्रक्रिया आगे बढ़ाए जाने पर प्राधिकरण ने संबंधित मंचों पर अपना पक्ष रखा। एलडीए ने अंतरिम रिजॉल्यूशन प्रोफेशनल (IRP) के समक्ष अपने हितों और देयों से संबंधित करीब 4,490 करोड़ रुपये का दावा प्रस्तुत किया। इसके साथ ही सुशांत गोल्फ सिटी थाने में अंसल के खिलाफ एफआईआर दर्ज कराई गई। प्राधिकरण ने मामले को राष्ट्रीय कंपनी विधि अपीलीय अधिकरण (NCLAT) के समक्ष भी उठाया। उपलब्ध विवरण के अनुसार NCLAT ने एलडीए को आवश्यक पक्षकार माना और टाउनशिप को पूरा करने के संबंध में शपथपत्र दाखिल करने के निर्देश दिए। इसके साथ ही रिजॉल्यूशन प्रक्रिया को लखनऊ की परियोजना तक सीमित किया गया।
 फरवरी 2026 में IL&FS की ओर से NCLT की प्रक्रिया के संबंध में सुप्रीम कोर्ट में अपील दाखिल की गई थी। अप्रैल 2026 में सुप्रीम कोर्ट ने याचिका खारिज करते हुए संबंधित पक्ष को NCLT के समक्ष अपना पक्ष रखने के निर्देश दिए। अब प्रदेश कैबिनेट से एलडीए के टेकओवर प्रस्ताव को मंजूरी मिलने के बाद सुशांत गोल्फ सिटी के अधूरे विकास कार्यों और वैध होम बायर्स के हितों से जुड़े मामलों को आगे बढ़ाने की प्रक्रिया शुरू होगी।
- टाउनशिप में अनियमित्ताओं पर अंसल के खिलाफ दर्ज करायी गयी है एफआईआर
 मेसर्स अंसल प्रॉपर्टी इन्फ्रास्ट्रक्चर द्वारा हजारों होम बायर्स के अतिरिक्त विभिन्न शासकीय विभागों के साथ भी धोखाधडी एवं अनियमित्ताएं की गयीं। जांच में सामने आया कि अंसल ने ग्राम समाज और नगर निगम की लगभग 164 हेक्टेयर भूमि तक बेच डाली। इतना ही नहीं, अंसल ने कंसोर्टियम की भी जमीन फर्जीवाड़ा करके बेच डाली।
 मेसर्स असंल ने एलडीए में गारंटी के तौर पर कुल 3489 भूखण्ड बंधक रखे थे। टाउनशिप की शर्तों के अनुसार यह भूखण्ड इसलिए बंधक रखे गए थे कि अगर अंसल इसका विकास नहीं कराएगा तो प्राधिकरण इन जमीनों को बेचकर कालोनी का विकास कराएगा। लेकिन, अंसल ने इममें से 2747 भूखण्डों को बेच दिया। जांच में ये तमाम अनियमित्ताएं सामने आने पर एलडीए द्वारा मेसर्स अंसल के खिलाफ एफआईआर भी दर्ज करायी गयी है।
- अंसल हाईटेक टाउनशिप परियोजना- टाइमलाइन
 दिनांक - 25 मई, 2005 को शासन द्वारा हाईटेक टाउनशिप नीति के अंतर्गत मेसर्स अंसल प्रॉपर्टी इंफ्रास्ट्रक्चर लिमिटेड को लखनऊ में टाउनशिप विकसित करने हेतु लाइसेंस जारी किया गया।
 दिनांक-22 मई, 2006 को मेसर्स अंसल द्वारा प्रस्तुत किये गये 1765 एकड़ के डीपीआर को स्वीकृत किया गया।
 दिनांक-03 जून, 2009 को क्षेत्रफल 1765 एकड़ से बढ़ाकर 3530 एकड़ करने की स्वीकृति दी गयी।
 दिनांक-18 मई, 2010 को 3530 एकड़ हेतु डीपीआर स्वीकृत किया गया।
 दिनांक-13 दिसम्बर, 2013 को अतिरिक्त 2,935 एकड़ क्षेत्रफल के दूसरे विस्तार की स्वीकृति दी गई, जिससे टाउनशिप का कुल क्षेत्रफल 6,465 एकड़ हो गया।
 दिनांक-23 मई, 2015 को 6,465 एकड़ क्षेत्रफल का डीपीआर स्वीकृत किया गया।
 दिनांक-22 सितम्बर, 2015 को फेज-1 से फेज-4 हेतु 2,571.15 एकड़ क्षेत्रफल का अंतिम ले-आउट स्वीकृत किया गया।
 दिनांक-19 अगस्त, 2016 को फेज-5 हेतु 958.85 एकड़ क्षेत्रफल का ले-आउट स्वीकृत हुआ। इस प्रकार फेज-1 से फेज-5 तक कुल क्षेत्रफल 3,530 एकड़ रहा।
 दिनांक-2 नवम्बर, 2021 को उच्च स्तरीय समिति की बैठक में मेसर्स अंसल द्वारा प्रस्ताव प्रस्तुत किया गया।
 दिनांक-13 अप्रैल, 2023 को मेसर्स अंसल द्वारा 4,689.79 एकड़ क्षेत्रफल का डीपीआर प्रस्तुत किया गया, जिसे प्राधिकरण बोर्ड द्वारा अनुमोदित किया गया।
 लखनऊ विकास प्राधिकरण द्वारा टाउनशिप में अनियमित्ताओं की जांच हेतु फोरेंसिक ऑडिटर की नियुक्ति की गयी। इस बीच राष्ट्रीय कंपनी विधि अधिकरण (एनसीएलटी) द्वारा एलडीए को पक्षकार बनाये बिना अंसल को दिवालिया घोषित करने की प्रक्रिया प्रारम्भ कर दी गयी।
 लखनऊ विकास प्राधिकरण द्वारा आईआरपी के समक्ष अपने हितों एवं देयों से सम्बंधित 4490 करोड़ रूपये का दावा प्रस्तुत किया गया। साथ ही मेसर्स अंसल के खिलाफ सुशांत गोल्फ सिटी थाने में एफआईआर दर्ज करायी गयी।
 लखनऊ विकास प्राधिकरण द्वारा इस प्रकरण में राष्ट्रीय कंपनी विधि अपीलीय अधिकरण (एनसीएलएटी) के समक्ष अपील की गयी और मजबूती से अपना पक्ष रखा गया। एनसीएलएटी ने अपने आदेश में प्राधिकरण को आवश्यक पक्षकार माना तथा टाउनशिप पूर्ण करने के सम्बंध शपथ पत्र दाखिल करने के निर्देश दिए गए। साथ ही एनसीएलएटी द्वारा रेजुलेशन प्रक्रिया को मात्र लखनऊ की परियोजना तक सीमित कर दिया गया।
 दिनांक-23 फरवरी, 2026 को आईएलएफएस द्वारा एनसीएलटी के नियमों के विरूद्ध सर्वाेच्च न्यायालय में अपील दाखिल की गयी। दिनांक-16 अप्रैल, 2026 को सर्वाेच्च न्यायालय द्वारा अपील/याचिका खारिज करते हुए एलएनएलटी में अपना पक्ष रखने के निर्देश दिये गये।

Trailer Driving School in Kerala: Master the Reverse That Fails Most Candidates, on A2Z's Own Trailers


A2Z International Heavy Equipment Institute, training drivers and operators in Kerala since 1978, runs normal and container trailer courses on its own vehicles and practice ground, with 19 branches and a main campus at Willingdon Island, Kochi.A2Z International Heavy Equipment Institute runs two trailer courses, one for normal trailers and one for container trailers, aimed at drivers who want work at ports, with logistics companies and in heavy haulage in India and the Gulf. The institute says most candidates underestimate the same two things: the order in which the licences have to be earned, and reversing an articulated vehicle.
The licence is a ladder
A trailer licence is not a standalone licence. It is an endorsement added to an existing heavy vehicle licence, and it sits at the top of a sequence. A driver starts with an LMV licence, adds a transport or commercial endorsement, moves up to a heavy goods vehicle licence (HMV or HTV), and only then qualifies for the trailer endorsement that covers articulated and multi-axle vehicles. Each step generally requires holding the previous one for a qualifying period set by the RTO. Commercial driving in Kerala also needs a separate driver's badge.
"Half the people who call us have planned around a timeline they read online, and then find their licence dates don't qualify them yet," said Aravind, Executive Director of A2Z International Heavy Equipment Institute. "The first thing any trailer driving school in Kerala should do is look at what you hold and when you got it. Then we can tell you your real route, and it saves people months."
What the practical test asks for
The trailer practical tests five things: a pre-trip inspection including the coupling, coupling and uncoupling, controlled manoeuvring and turning with the articulation, reversing, and safe road handling under load. Reversing is where most candidates fail. In reverse, an articulated trailer swings the opposite way to the steering input.
"People expect the highway to be the hard part," Aravind said. "Then you ask a man to reverse a trailer into a bay, and for the first week he turns the wheel the wrong way every time. You can't learn that from a video. You need hours on a real trailer with an instructor next to you telling you what your hands are doing."
Two courses on one owned fleet
A2Z trains on trailers it owns, on a dedicated practice ground, instead of booking time on hired vehicles. Students can choose normal trailer training or container trailer training. Both follow a seven-stage curriculum: vehicle parts, controls and pre-trip checks; coupling and uncoupling; reversing, turning and manoeuvring; container handling and load securing; highway driving, gradients and braking; daily checks and basic maintenance; and licence and assessment preparation.
Graduates receive ISO and Operator Card certification along with guidance on heavy transport licensing. The main campus at Willingdon Island has a hostel for students who travel in.
A trailer driving school in Kerala with its own vehicles can give students more practice. On a hired trailer, time runs out when the booking ends. On an owned one, students keep practising until the reverse is under control.
An institute of firsts since 1978
A2Z opened in 1978. It is the only JCB-authorised operator training institute in Kerala and the state's only fixed tower crane training institute, and it was the first in Kerala to offer imported Zoomlion crane operator training. It owns every machine and vehicle it trains on and works with more than 527 placement partner companies.
Where trailer drivers work
The institute describes trailer driving as one of the better-paying commercial driving categories. Demand comes from Kerala's ports, from logistics corridors across India, and from heavy haulage in the Gulf. Graduates train for roles as trailer drivers, container and port trailer drivers, transport and logistics drivers, and heavy vehicle drivers in India and the Gulf.
Gulf haulage employers usually require a practical trade test. A2Z runs that test at its own Heavy Equipment International Trade Test Centre at Willingdon Island, following the skill verification requirements of GCC countries including Saudi Arabia, the UAE, Qatar and Kuwait. Candidates train and test on the same trailers.
A2Z provides training, assessment and placement assistance. It does not recruit for overseas jobs and refers candidates who want to work abroad to licensed recruiting agents.

A trailer licence is not a standalone licence. It is an endorsement added to an existing heavy vehicle licence, and it sits at the top of a sequence. A driver starts with an LMV licence, adds a transport or commercial endorsement, moves up to a heavy goods vehicle licence (HMV or HTV), and only then qualifies for the trailer endorsement that covers articulated and multi-axle vehicles. Each step generally requires holding the previous one for a qualifying period set by the RTO. Commercial driving in Kerala also needs a separate driver's badge.
"Half the people who call us have planned around a timeline they read online, and then find their licence dates don't qualify them yet," said Aravind, Executive Director of A2Z International Heavy Equipment Institute. "The first thing any trailer driving school in Kerala should do is look at what you hold and when you got it. Then we can tell you your real route, and it saves people months."
What the practical test asks for
The trailer practical tests five things: a pre-trip inspection including the coupling, coupling and uncoupling, controlled manoeuvring and turning with the articulation, reversing, and safe road handling under load. Reversing is where most candidates fail. In reverse, an articulated trailer swings the opposite way to the steering input.
"People expect the highway to be the hard part," Aravind said. "Then you ask a man to reverse a trailer into a bay, and for the first week he turns the wheel the wrong way every time. You can't learn that from a video. You need hours on a real trailer with an instructor next to you telling you what your hands are doing."
Two courses on one owned fleet
A2Z trains on trailers it owns, on a dedicated practice ground, instead of booking time on hired vehicles. Students can choose normal trailer training or container trailer training. Both follow a seven-stage curriculum: vehicle parts, controls and pre-trip checks; coupling and uncoupling; reversing, turning and manoeuvring; container handling and load securing; highway driving, gradients and braking; daily checks and basic maintenance; and licence and assessment preparation.
Graduates receive ISO and Operator Card certification along with guidance on heavy transport licensing. The main campus at Willingdon Island has a hostel for students who travel in.

जिला कृषि अधिकारी ने बताया कि इस वर्ष बीजों का वितरण पहले आओ-पहले पाओ के स्थान पर पूर्णतः ई-लॉटरी के माध्यम से किया जाएगा। इस सीजन से केवल ऑनलाइन बुकिंग करने वाले किसानों को ही 50 प्रतिशत अनुदान पर बीज तथा निःशुल्क मिनीकिट उपलब्ध कराए जाएंगे। लक्ष्य से अधिक बुकिंग होने पर जिलाधिकारी की अध्यक्षता में गठित चयन समिति के समक्ष ई-लॉटरी के माध्यम से किसानों का चयन किया जाएगा। चयन होने पर किसान के मोबाइल नंबर पर संदेश भेजा जाएगा।

সংস্থার পরিচালিকার ভূয়সী প্রশংসা করে তিনি বলেন, অত্যন্ত কঠিন পরিস্থিতির মধ্যেও যেভাবে তিনি দিব্যাঙ্গ শিশুদের সেবা করে চলেছেন, তা সত্যিই অনুপ্রেরণামূলক। অনুষ্ঠানে CMO সহ জেলার বহু বিজেপি কর্মী উপস্থিত ছিলেন।

বিজেপি জেলা সভাপতি সুশীল ত্রিপাঠী জানান, "মোদীজির সেবা যাত্রার ২৫ বছর পূর্ণ হওয়ায় এবার ১৭ই সেপ্টেম্বর থেকে ১৭ই অক্টোবর পর্যন্ত টানা এক মাস ধরে সেবা কার্যক্রম চলবে। সারা দেশের সঙ্গে সুলতানপুর জেলাতেও রক্তদান শিবির, রোগীদের মধ্যে সেবা, স্বচ্ছতা অভিযান সহ নানা কর্মসূচি পালন করা হবে। আজ সন্ধ্যায় সুবিধাভোগীদের বাড়ি, সর্বজনীন স্থান ও মন্দিরে দীপোৎসব পালনের মাধ্যমে এই ভাবনা প্রকাশ করা হবে।"

अंसल होम बायर्स को बड़ी राहत: सुशांत गोल्फ सिटी को पूरा करेगा LDA
लखनऊ। अंसल प्रॉपर्टी इन्फ्रास्ट्रक्चर लिमिटेड की सुशांत गोल्फ सिटी हाईटेक टाउनशिप में वर्षों से अपने आशियाने का इंतजार कर रहे हजारों होम बायर्स के लिए राहत की खबर है। मुख्यमंत्री योगी आदित्यनाथ की अध्यक्षता में हुई प्रदेश कैबिनेट की बैठक में इस परियोजना को पूरा करने के लिए लखनऊ विकास प्राधिकरण (LDA) के प्रस्ताव को मंजूरी दे दी गई है।
 कैबिनेट की स्वीकृति के बाद अब एलडीए परियोजना को टेकओवर करने की दिशा में आगे बढ़ेगा। परियोजना को पूरा कराने के लिए प्रस्ताव राष्ट्रीय कंपनी विधि अधिकरण (NCLT) के समक्ष रखा जाएगा। सरकार के इस फैसले से करीब 5,000 होम बायर्स के हितों की रक्षा होने और लंबे समय से अधूरे पड़े विकास कार्यों को पूरा कराने का रास्ता साफ हुआ है।
- वैध आवंटियों को मिलेंगे भूखंड और भवन
 एलडीए उपाध्यक्ष प्रथमेश कुमार के मुताबिक, प्राधिकरण के प्रस्ताव को कैबिनेट की मंजूरी मिल चुकी है। अब NCLT में परियोजना को पूरा करने संबंधी प्रस्ताव प्रस्तुत किया जाएगा। जिन खरीदारों के पक्ष में अंसल की ओर से रजिस्ट्री की जा चुकी है या जो नियमानुसार वैध आवंटी हैं, उन्हें नियमों के तहत भूखंड अथवा भवन उपलब्ध कराने की प्रक्रिया आगे बढ़ाई जाएगी। इससे उन परिवारों को राहत मिलने की उम्मीद है, जो लंबे समय से अपने घर या भूखंड के लिए इंतजार कर रहे हैं। साथ ही टाउनशिप में सड़क, पानी, सीवर, ड्रेनेज, पार्क और बिजली जैसी मूलभूत सुविधाओं को पूरा कराया जा सकेगा।
- परियोजना पर हजारों करोड़ रुपये का खर्च अनुमानित
 एलडीए के प्रारंभिक आकलन के अनुसार परियोजना की अधिकतम संभावित देनदारी करीब 2,912 करोड़ रुपये है। वास्तविक देनदारी का निर्धारण अंतरिम रिजॉल्यूशन प्रोफेशनल (IRP) की प्रक्रिया के माध्यम से होगा। देनदारियों के भुगतान के लिए आवश्यक धनराशि एलडीए को सीड कैपिटल के तौर पर उपलब्ध कराई जाएगी। प्राधिकरण के अनुसार टाउनशिप के अधूरे विकास कार्यों, निवेशकों की देनदारियों के निस्तारण और अन्य जरूरी कार्यों को मिलाकर कुल खर्च करीब 5,000 करोड़ रुपये तक अनुमानित है। बाद में नए भूखंडों की बिक्री और परियोजना से होने वाली अन्य आय के माध्यम से शासन से उपलब्ध कराई गई धनराशि की भरपाई की जाएगी।
- 164 हेक्टेयर जमीन बेचने का भी सामने आया मामला
 अंसल टाउनशिप में अनियमितताओं की जांच के लिए लखनऊ मंडलायुक्त की अध्यक्षता में समिति गठित की गई थी। जांच में शासकीय विभागों और होम बायर्स से जुड़े कई मामलों के अलावा जमीन की बिक्री में भी अनियमितताओं का उल्लेख किया गया।जांच के अनुसार ग्राम समाज और नगर निगम की करीब 164 हेक्टेयर भूमि को बेचने का मामला सामने आया। इसके अलावा कंसोर्टियम की जमीन से संबंधित अनियमितताओं का भी उल्लेख किया गया है। इन मामलों को लेकर एलडीए की ओर से अंसल के खिलाफ एफआईआर दर्ज कराई जा चुकी है।
- एलडीए में बंधक 3,489 भूखंडों में 2,747 की बिक्री का आरोप
 टाउनशिप की शर्तों के तहत अंसल ने एलडीए के पास गारंटी के रूप में 3,489 भूखंड बंधक रखे थे। व्यवस्था यह थी कि यदि कंपनी टाउनशिप का विकास पूरा नहीं करती है तो प्राधिकरण इन भूखंडों की बिक्री से प्राप्त राशि का इस्तेमाल विकास कार्यों के लिए कर सकता है। जांच में आरोप सामने आया कि इनमें से 2,747 भूखंडों को बेच दिया गया। इन अनियमितताओं के सामने आने के बाद प्राधिकरण ने अंसल के खिलाफ कानूनी कार्रवाई की।
- एक भी प्रस्तावित सब स्टेशन नहीं बन सका
 सुशांत गोल्फ सिटी में बिजली आपूर्ति के लिए 440 केवीए और 220 केवीए समेत विभिन्न सब स्टेशन प्रस्तावित थे, लेकिन इनमें से किसी का निर्माण पूरा नहीं हो सका। करीब 50 किलोमीटर का सड़क नेटवर्क भी अधूरा बताया गया है। इसके अलावा नलकूप, पेयजल पाइपलाइन, सीवर लाइन, पार्क और ड्रेनेज सिस्टम से जुड़े कई कार्य लंबित हैं। परियोजना के टेकओवर के बाद इन कार्यों को पूरा कराने की जिम्मेदारी एलडीए की होगी।
- अधूरे विकास कार्यों पर 2,216.91 करोड़ रुपये खर्च होंगे
 एलडीए के आकलन के मुताबिक टाउनशिप में लंबित विकास कार्यों को पूरा कराने के लिए करीब 2,216.91 करोड़ रुपये की आवश्यकता होगी।
- पॉकेट-1 से पॉकेट-4 में आधारभूत सुविधाओं पर करीब 453.10 करोड़ रुपये
- पॉकेट-5 के विकास पर करीब 1,126.52 करोड़ रुपये
- रेलवे ओवरब्रिज के शेष कार्यों पर करीब 114.28 करोड़ रुपये
- सब स्टेशन निर्माण पर करीब 523 करोड़ रुपये
 इसमें सड़क, सीवरेज, पेयजल, ड्रेनेज, बिजली और अन्य नागरिक सुविधाओं से जुड़े कार्य शामिल हैं।
- 2005 में मिली थी टाउनशिप विकसित करने की मंजूरी
 अंसल हाईटेक टाउनशिप परियोजना की शुरुआत वर्ष 2005 में हुई थी। शासन ने 25 मई 2005 को हाईटेक टाउनशिप नीति के तहत अंसल प्रॉपर्टी इन्फ्रास्ट्रक्चर लिमिटेड को लखनऊ में टाउनशिप विकसित करने का लाइसेंस जारी किया था। 22 मई 2006 को कंपनी की ओर से प्रस्तुत 1,765 एकड़ के डीपीआर को मंजूरी मिली। वर्ष 2009 में क्षेत्रफल बढ़ाकर 3,530 एकड़ किया गया और 2010 में इसके लिए डीपीआर स्वीकृत हुआ। दिसंबर 2013 में 2,935 एकड़ के अतिरिक्त विस्तार को मंजूरी मिलने के बाद प्रस्तावित टाउनशिप का कुल क्षेत्रफल 6,465 एकड़ हो गया। मई 2015 में 6,465 एकड़ के डीपीआर को मंजूरी दी गई। सितंबर 2015 में फेज-1 से फेज-4 के लिए 2,571.15 एकड़ का अंतिम लेआउट स्वीकृत हुआ, जबकि अगस्त 2016 में फेज-5 के लिए 958.85 एकड़ का लेआउट स्वीकृत किया गया। अप्रैल 2023 में कंपनी की ओर से 4,689.79 एकड़ क्षेत्रफल का नया डीपीआर प्रस्तुत किया गया, जिसे प्राधिकरण बोर्ड ने अनुमोदित किया था।
- दिवालिया प्रक्रिया के बीच एलडीए ने रखा अपना पक्ष
 परियोजना में अनियमितताओं की जांच के लिए एलडीए ने फोरेंसिक ऑडिटर की नियुक्ति भी की थी। इसी दौरान NCLT में अंसल के खिलाफ दिवाला प्रक्रिया शुरू हुई। एलडीए को पक्षकार बनाए बिना प्रक्रिया आगे बढ़ाए जाने पर प्राधिकरण ने संबंधित मंचों पर अपना पक्ष रखा। एलडीए ने अंतरिम रिजॉल्यूशन प्रोफेशनल (IRP) के समक्ष अपने हितों और देयों से संबंधित करीब 4,490 करोड़ रुपये का दावा प्रस्तुत किया। इसके साथ ही सुशांत गोल्फ सिटी थाने में अंसल के खिलाफ एफआईआर दर्ज कराई गई। प्राधिकरण ने मामले को राष्ट्रीय कंपनी विधि अपीलीय अधिकरण (NCLAT) के समक्ष भी उठाया। उपलब्ध विवरण के अनुसार NCLAT ने एलडीए को आवश्यक पक्षकार माना और टाउनशिप को पूरा करने के संबंध में शपथपत्र दाखिल करने के निर्देश दिए। इसके साथ ही रिजॉल्यूशन प्रक्रिया को लखनऊ की परियोजना तक सीमित किया गया।
 फरवरी 2026 में IL&FS की ओर से NCLT की प्रक्रिया के संबंध में सुप्रीम कोर्ट में अपील दाखिल की गई थी। अप्रैल 2026 में सुप्रीम कोर्ट ने याचिका खारिज करते हुए संबंधित पक्ष को NCLT के समक्ष अपना पक्ष रखने के निर्देश दिए। अब प्रदेश कैबिनेट से एलडीए के टेकओवर प्रस्ताव को मंजूरी मिलने के बाद सुशांत गोल्फ सिटी के अधूरे विकास कार्यों और वैध होम बायर्स के हितों से जुड़े मामलों को आगे बढ़ाने की प्रक्रिया शुरू होगी।
- टाउनशिप में अनियमित्ताओं पर अंसल के खिलाफ दर्ज करायी गयी है एफआईआर
 मेसर्स अंसल प्रॉपर्टी इन्फ्रास्ट्रक्चर द्वारा हजारों होम बायर्स के अतिरिक्त विभिन्न शासकीय विभागों के साथ भी धोखाधडी एवं अनियमित्ताएं की गयीं। जांच में सामने आया कि अंसल ने ग्राम समाज और नगर निगम की लगभग 164 हेक्टेयर भूमि तक बेच डाली। इतना ही नहीं, अंसल ने कंसोर्टियम की भी जमीन फर्जीवाड़ा करके बेच डाली।
 मेसर्स असंल ने एलडीए में गारंटी के तौर पर कुल 3489 भूखण्ड बंधक रखे थे। टाउनशिप की शर्तों के अनुसार यह भूखण्ड इसलिए बंधक रखे गए थे कि अगर अंसल इसका विकास नहीं कराएगा तो प्राधिकरण इन जमीनों को बेचकर कालोनी का विकास कराएगा। लेकिन, अंसल ने इममें से 2747 भूखण्डों को बेच दिया। जांच में ये तमाम अनियमित्ताएं सामने आने पर एलडीए द्वारा मेसर्स अंसल के खिलाफ एफआईआर भी दर्ज करायी गयी है।
- अंसल हाईटेक टाउनशिप परियोजना- टाइमलाइन
 दिनांक - 25 मई, 2005 को शासन द्वारा हाईटेक टाउनशिप नीति के अंतर्गत मेसर्स अंसल प्रॉपर्टी इंफ्रास्ट्रक्चर लिमिटेड को लखनऊ में टाउनशिप विकसित करने हेतु लाइसेंस जारी किया गया।
 दिनांक-22 मई, 2006 को मेसर्स अंसल द्वारा प्रस्तुत किये गये 1765 एकड़ के डीपीआर को स्वीकृत किया गया।
 दिनांक-03 जून, 2009 को क्षेत्रफल 1765 एकड़ से बढ़ाकर 3530 एकड़ करने की स्वीकृति दी गयी।
 दिनांक-18 मई, 2010 को 3530 एकड़ हेतु डीपीआर स्वीकृत किया गया।
 दिनांक-13 दिसम्बर, 2013 को अतिरिक्त 2,935 एकड़ क्षेत्रफल के दूसरे विस्तार की स्वीकृति दी गई, जिससे टाउनशिप का कुल क्षेत्रफल 6,465 एकड़ हो गया।
 दिनांक-23 मई, 2015 को 6,465 एकड़ क्षेत्रफल का डीपीआर स्वीकृत किया गया।
 दिनांक-22 सितम्बर, 2015 को फेज-1 से फेज-4 हेतु 2,571.15 एकड़ क्षेत्रफल का अंतिम ले-आउट स्वीकृत किया गया।
 दिनांक-19 अगस्त, 2016 को फेज-5 हेतु 958.85 एकड़ क्षेत्रफल का ले-आउट स्वीकृत हुआ। इस प्रकार फेज-1 से फेज-5 तक कुल क्षेत्रफल 3,530 एकड़ रहा।
 दिनांक-2 नवम्बर, 2021 को उच्च स्तरीय समिति की बैठक में मेसर्स अंसल द्वारा प्रस्ताव प्रस्तुत किया गया।
 दिनांक-13 अप्रैल, 2023 को मेसर्स अंसल द्वारा 4,689.79 एकड़ क्षेत्रफल का डीपीआर प्रस्तुत किया गया, जिसे प्राधिकरण बोर्ड द्वारा अनुमोदित किया गया।
 लखनऊ विकास प्राधिकरण द्वारा टाउनशिप में अनियमित्ताओं की जांच हेतु फोरेंसिक ऑडिटर की नियुक्ति की गयी। इस बीच राष्ट्रीय कंपनी विधि अधिकरण (एनसीएलटी) द्वारा एलडीए को पक्षकार बनाये बिना अंसल को दिवालिया घोषित करने की प्रक्रिया प्रारम्भ कर दी गयी।
 लखनऊ विकास प्राधिकरण द्वारा आईआरपी के समक्ष अपने हितों एवं देयों से सम्बंधित 4490 करोड़ रूपये का दावा प्रस्तुत किया गया। साथ ही मेसर्स अंसल के खिलाफ सुशांत गोल्फ सिटी थाने में एफआईआर दर्ज करायी गयी।
 लखनऊ विकास प्राधिकरण द्वारा इस प्रकरण में राष्ट्रीय कंपनी विधि अपीलीय अधिकरण (एनसीएलएटी) के समक्ष अपील की गयी और मजबूती से अपना पक्ष रखा गया। एनसीएलएटी ने अपने आदेश में प्राधिकरण को आवश्यक पक्षकार माना तथा टाउनशिप पूर्ण करने के सम्बंध शपथ पत्र दाखिल करने के निर्देश दिए गए। साथ ही एनसीएलएटी द्वारा रेजुलेशन प्रक्रिया को मात्र लखनऊ की परियोजना तक सीमित कर दिया गया।
 दिनांक-23 फरवरी, 2026 को आईएलएफएस द्वारा एनसीएलटी के नियमों के विरूद्ध सर्वाेच्च न्यायालय में अपील दाखिल की गयी। दिनांक-16 अप्रैल, 2026 को सर्वाेच्च न्यायालय द्वारा अपील/याचिका खारिज करते हुए एलएनएलटी में अपना पक्ष रखने के निर्देश दिये गये।
