सुप्रीम कोर्ट ने आवारा कुत्‍तों पर अपने पूर्व के फैसलों को बदलने की मांग को खारिज कर दिया है। सुप्रीम कोर्ट ने आवारा कुत्तों के बढ़ते खतरे और उनसे जुड़ी सार्वजनिक सुरक्षा चिंताओं को लेकर सख्त रुख अपनाते हुए अपने 25 नवंबर के आदेश में बदलाव करने से साफ इनकार कर दिया है। कोर्ट ने साफ कहा कि वह जमीनी सच्चाइयों से आंखें बंद नहीं की जा सकती। अदालत ने सार्वजनिक सुरक्षा को सर्वोच्च प्राथमिकता बताते हुए कहा कि सरकारों की जिम्मेदारी है कि नागरिकों को भयमुक्त वातावरण उपलब्ध कराया जाए।

नसबंदी के बाद पुरानी जगहों पर छोड़ने का निर्देश देने से इनकार

स्टिस विक्रम नाथ, जस्टिस संदीप मेहता और जस्टिस एनवी अंजारिया की पीठ ने सुनवाई की। अदालत ने शैक्षणिक संस्थानों, बस स्टैंडों, रेलवे स्टेशनों, खेल परिसरों, अस्पतालों आदि जगहों से आवारा कुत्तों को हटाने के अपने पूर्व के निर्देशों को बदलने से इनकार कर दिया और कुत्तों को नसबंदी के बाद वापस पुरानी जगहों पर छोड़ने का निर्देश देने से इनकार कर दिया।

जस्टिस विक्रम नाथ की पीठ ने फैसला सुनाते हुए कहा, कुत्तों के काटने की घटना लगातार जारी है और यह दिखाता है कि संबंधित अथॉरिटी की लापरवाही है। डॉग बाइट की समस्या चिंता में डालने वाली है। राजस्थान के गंगानगर, सीकर, उदयपुर और भीलवाड़ा से हमें चौंकाने वाले आंकड़े मिले हैं। तमिलनाडु समेत दूसरे राज्यों से भी ऐसे ही आंकड़े सामने आए हैं। दिल्ली के IGI एयरपोर्ट में भी जनवरी से अब तक 31 डॉग बाइट की घटनाएं हुई हैं। विदेशी पर्यटकों को भी कुत्तों ने काटा है। देश भर में रैबीज से मौत की कई घटनाएं हुई हैं।

राइट टू लाइफ को लेकर राज्य सरकारों पर सख्त

शीर्ष अदालत ने कहा, "Animal Birth Control" नियमों को सही तरीके से लागू करने में गंभीर लापरवाही हुई है, जिसकी वजह से समस्या बढ़ी। राज्य और केंद्र शासित प्रदेशों का यह दायित्व है कि लोगों के जीवन की रक्षा करें। राइट टू लाइफ की रक्षा करना राज्य और यूटी की जिम्मेदारी है।सुप्रीम कोर्ट की बेंच ने कहा कि यदि राज्य सरकारों और स्थानीय निकायों ने समय रहते दूरदर्शिता के साथ काम किया होता, तो आज स्थिति इतनी गंभीर नहीं होती। अदालत ने यह भी संकेत दिया कि सार्वजनिक स्थानों पर लोगों की सुरक्षा सर्वोच्च प्राथमिकता है और इस मुद्दे पर लापरवाही स्वीकार नहीं की जा सकती।

गाइडलाइंस का कड़ाई से पालन करने का निर्देश

सुप्रीम कोर्ट ने सभी राज्यों और केंद्र शासित प्रदेशों को Animal Birth Control (ABC) गाइडलाइंस का कड़ाई से पालन सुनिश्चित करने का निर्देश दिया है। अदालत ने चेतावनी दी कि यदि निर्देशों का पालन नहीं किया गया तो संबंधित राज्यों के खिलाफ अवमानना कार्यवाही शुरू की जा सकती है। सुप्रीम कोर्ट ने कहा कि आवारा कुत्तों की समस्या से निपटने के लिए प्रभावी, व्यवस्थित और वैज्ञानिक कदम उठाना बेहद जरूरी है। अदालत ने निर्देश दिया कि देश के हर जिले में कम से कम एक ABC सेंटर स्थापित किया जाए, जहां प्रशिक्षित पशु चिकित्सकों और आवश्यक सुविधाओं की उपलब्धता सुनिश्चित हो। अदालत ने माना कि मौजूदा व्यवस्था कई स्थानों पर बेहद कमजोर है और इसका सीधा असर आम नागरिकों की सुरक्षा पर पड़ रहा है।

चुनाव आयोग ने देशभर में मतदाता सूचियों को और ज्यादा पारदर्शी व सटीक बनाने के लिए विशेष गहन पुनरीक्षण (एसआईआर) के तीसरे चरण की घोषणा कर दी है। आयोग ने 16 राज्यों और 3 केंद्र शासित प्रदेशों में चरणबद्ध तरीके से यह अभियान चलाने के निर्देश दिए हैं। इस प्रक्रिया के तहत करीब 36.73 करोड़ मतदाताओं के घर-घर जाकर सत्यापन किया जाएगा।

किन राज्यों और केंद्र शासित प्रदेशों में होगा SIR?

चुनाव आयोग के मुताबिक, इस चरण में ओडिशा, मिजोरम, सिक्किम, मणिपुर, दादरा एवं नगर हवेली-दमन एवं दीव, उत्तराखंड, आंध्र प्रदेश, अरुणाचल प्रदेश, हरियाणा, चंडीगढ़, तेलंगाना, पंजाब, कर्नाटक, मेघालय, महाराष्ट्र, झारखंड, दिल्ली, नागालैंड और त्रिपुरा को शामिल किया गया है।

हिमाचल, जम्मू-कश्मीर और लद्दाख में अभी नहीं होगा SIR

आयोग ने स्पष्ट किया कि इस तीसरे चरण के बाद हिमाचल प्रदेश, जम्मू-कश्मीर और लद्दाख को छोड़कर पूरे देश में विशेष गहन पुनरीक्षण की प्रक्रिया पूरी हो जाएगी। इन तीनों क्षेत्रों में जनगणना के दूसरे चरण और बर्फबारी वाले इलाकों की परिस्थितियों को देखते हुए बाद में अलग कार्यक्रम घोषित किया जाएगा।

जारी कार्यक्रम के अनुसार, अलग-अलग राज्यों में मतदाता सूची पुनरीक्षण की प्रक्रिया मई से सितंबर 2026 के बीच चलेगी। इसमें घर-घर सत्यापन, मतदान केंद्रों का पुनर्गठन, ड्राफ्ट मतदाता सूची का प्रकाशन, दावे और आपत्तियां लेने की प्रक्रिया तथा अंतिम मतदाता सूची जारी करना शामिल है। सबसे पहले ओडिशा, मिजोरम, सिक्किम और मणिपुर में 30 मई से 28 जून तक घर-घर सत्यापन अभियान चलेगा और 6 सितंबर 2026 को अंतिम मतदाता सूची प्रकाशित की जाएगी। वहीं महाराष्ट्र, कर्नाटक, झारखंड, मेघालय और दिल्ली में यह प्रक्रिया जून के अंत से शुरू होकर 7 अक्टूबर 2026 तक पूरी होगी।

Sharma did not want Saffron to function on stress and improvisation.

“We never built systems to sound tech-forward,” Swati says. “We built them because families deserve peace of mind. When someone trusts us with one of the biggest moments of their lives, they should not be worrying about missed payments, confused timelines or vendor follow-ups.”

सुप्रीम कोर्ट ने आवारा कुत्‍तों पर अपने पूर्व के फैसलों को बदलने की मांग को खारिज कर दिया है। सुप्रीम कोर्ट ने आवारा कुत्तों के बढ़ते खतरे और उनसे जुड़ी सार्वजनिक सुरक्षा चिंताओं को लेकर सख्त रुख अपनाते हुए अपने 25 नवंबर के आदेश में बदलाव करने से साफ इनकार कर दिया है। कोर्ट ने साफ कहा कि वह जमीनी सच्चाइयों से आंखें बंद नहीं की जा सकती। अदालत ने सार्वजनिक सुरक्षा को सर्वोच्च प्राथमिकता बताते हुए कहा कि सरकारों की जिम्मेदारी है कि नागरिकों को भयमुक्त वातावरण उपलब्ध कराया जाए।

नसबंदी के बाद पुरानी जगहों पर छोड़ने का निर्देश देने से इनकार

स्टिस विक्रम नाथ, जस्टिस संदीप मेहता और जस्टिस एनवी अंजारिया की पीठ ने सुनवाई की। अदालत ने शैक्षणिक संस्थानों, बस स्टैंडों, रेलवे स्टेशनों, खेल परिसरों, अस्पतालों आदि जगहों से आवारा कुत्तों को हटाने के अपने पूर्व के निर्देशों को बदलने से इनकार कर दिया और कुत्तों को नसबंदी के बाद वापस पुरानी जगहों पर छोड़ने का निर्देश देने से इनकार कर दिया।

कुत्तों के काटने की घटना लगातार जारी

जस्टिस विक्रम नाथ की पीठ ने फैसला सुनाते हुए कहा, कुत्तों के काटने की घटना लगातार जारी है और यह दिखाता है कि संबंधित अथॉरिटी की लापरवाही है। डॉग बाइट की समस्या चिंता में डालने वाली है। राजस्थान के गंगानगर, सीकर, उदयपुर और भीलवाड़ा से हमें चौंकाने वाले आंकड़े मिले हैं। तमिलनाडु समेत दूसरे राज्यों से भी ऐसे ही आंकड़े सामने आए हैं। दिल्ली के IGI एयरपोर्ट में भी जनवरी से अब तक 31 डॉग बाइट की घटनाएं हुई हैं। विदेशी पर्यटकों को भी कुत्तों ने काटा है। देश भर में रैबीज से मौत की कई घटनाएं हुई हैं।

राइट टू लाइफ को लेकर राज्य सरकारों पर सख्त

शीर्ष अदालत ने कहा, "Animal Birth Control" नियमों को सही तरीके से लागू करने में गंभीर लापरवाही हुई है, जिसकी वजह से समस्या बढ़ी। राज्य और केंद्र शासित प्रदेशों का यह दायित्व है कि लोगों के जीवन की रक्षा करें। राइट टू लाइफ की रक्षा करना राज्य और यूटी की जिम्मेदारी है।सुप्रीम कोर्ट की बेंच ने कहा कि यदि राज्य सरकारों और स्थानीय निकायों ने समय रहते दूरदर्शिता के साथ काम किया होता, तो आज स्थिति इतनी गंभीर नहीं होती। अदालत ने यह भी संकेत दिया कि सार्वजनिक स्थानों पर लोगों की सुरक्षा सर्वोच्च प्राथमिकता है और इस मुद्दे पर लापरवाही स्वीकार नहीं की जा सकती।

गाइडलाइंस का कड़ाई से पालन करने का निर्देश

सुप्रीम कोर्ट ने सभी राज्यों और केंद्र शासित प्रदेशों को Animal Birth Control (ABC) गाइडलाइंस का कड़ाई से पालन सुनिश्चित करने का निर्देश दिया है। अदालत ने चेतावनी दी कि यदि निर्देशों का पालन नहीं किया गया तो संबंधित राज्यों के खिलाफ अवमानना कार्यवाही शुरू की जा सकती है। सुप्रीम कोर्ट ने कहा कि आवारा कुत्तों की समस्या से निपटने के लिए प्रभावी, व्यवस्थित और वैज्ञानिक कदम उठाना बेहद जरूरी है। अदालत ने निर्देश दिया कि देश के हर जिले में कम से कम एक ABC सेंटर स्थापित किया जाए, जहां प्रशिक्षित पशु चिकित्सकों और आवश्यक सुविधाओं की उपलब्धता सुनिश्चित हो। अदालत ने माना कि मौजूदा व्यवस्था कई स्थानों पर बेहद कमजोर है और इसका सीधा असर आम नागरिकों की सुरक्षा पर पड़ रहा है।

चुनाव आयोग ने देशभर में मतदाता सूचियों को और ज्यादा पारदर्शी व सटीक बनाने के लिए विशेष गहन पुनरीक्षण (एसआईआर) के तीसरे चरण की घोषणा कर दी है। आयोग ने 16 राज्यों और 3 केंद्र शासित प्रदेशों में चरणबद्ध तरीके से यह अभियान चलाने के निर्देश दिए हैं। इस प्रक्रिया के तहत करीब 36.73 करोड़ मतदाताओं के घर-घर जाकर सत्यापन किया जाएगा।

किन राज्यों और केंद्र शासित प्रदेशों में होगा SIR?

चुनाव आयोग के मुताबिक, इस चरण में ओडिशा, मिजोरम, सिक्किम, मणिपुर, दादरा एवं नगर हवेली-दमन एवं दीव, उत्तराखंड, आंध्र प्रदेश, अरुणाचल प्रदेश, हरियाणा, चंडीगढ़, तेलंगाना, पंजाब, कर्नाटक, मेघालय, महाराष्ट्र, झारखंड, दिल्ली, नागालैंड और त्रिपुरा को शामिल किया गया है।

हिमाचल, जम्मू-कश्मीर और लद्दाख में अभी नहीं होगा SIR

आयोग ने स्पष्ट किया कि इस तीसरे चरण के बाद हिमाचल प्रदेश, जम्मू-कश्मीर और लद्दाख को छोड़कर पूरे देश में विशेष गहन पुनरीक्षण की प्रक्रिया पूरी हो जाएगी। इन तीनों क्षेत्रों में जनगणना के दूसरे चरण और बर्फबारी वाले इलाकों की परिस्थितियों को देखते हुए बाद में अलग कार्यक्रम घोषित किया जाएगा।

जारी कार्यक्रम के अनुसार, अलग-अलग राज्यों में मतदाता सूची पुनरीक्षण की प्रक्रिया मई से सितंबर 2026 के बीच चलेगी। इसमें घर-घर सत्यापन, मतदान केंद्रों का पुनर्गठन, ड्राफ्ट मतदाता सूची का प्रकाशन, दावे और आपत्तियां लेने की प्रक्रिया तथा अंतिम मतदाता सूची जारी करना शामिल है। सबसे पहले ओडिशा, मिजोरम, सिक्किम और मणिपुर में 30 मई से 28 जून तक घर-घर सत्यापन अभियान चलेगा और 6 सितंबर 2026 को अंतिम मतदाता सूची प्रकाशित की जाएगी। वहीं महाराष्ट्र, कर्नाटक, झारखंड, मेघालय और दिल्ली में यह प्रक्रिया जून के अंत से शुरू होकर 7 अक्टूबर 2026 तक पूरी होगी।

3.94 लाख से अधिक बीएलओ मतदाओं से मिलेंगे

एसआईआर के तीसरे चरण के दौरान, 3.94 लाख से अधिक बूथ स्तरीय अधिकारी (BLOs) घर-घर जाकर 36.73 करोड़ मतदाताओं से मिलेंगे; इसमें उनकी सहायता 3.42 लाख बूथ स्तरीय एजेंट (BLAs) करेंगे, जिन्हें राजनीतिक दलों द्वारा गणना चरण के दौरान नियुक्त किया गया था।

लखनऊ। सर्वोच्च न्यायालय में लंबित मामलों के आपसी सुलह और सहमति के आधार पर निस्तारण के उद्देश्य से “समाधान समारोह 2026” के अंतर्गत 21 अगस्त से 23 अगस्त 2026 तक विशेष लोक अदालत आयोजित की जाएगी। यह आयोजन भारत के मुख्य न्यायाधीश के निर्देशन में किया जा रहा है।
विशेष लोक अदालत का आयोजन नई दिल्ली स्थित सर्वोच्च न्यायालय परिसर में होगा, जहां चयनित मामलों का शांतिपूर्ण समाधान आपसी सहमति के माध्यम से कराया जाएगा। इस पहल का उद्देश्य आमजन को सरल, सुलभ और त्वरित न्याय उपलब्ध कराना है।
