  मेरठ। बहसूमा। रामराज स्थित दशमेश पब्लिक स्कूल के प्रांगण में 22 अप्रैल 2026 को विश्व पृथ्वी दिवस के अवसर पर एक विस्तृत एवं प्रेरणादायक कार्यक्रम का आयोजन किया गया। कार्यक्रम का नेतृत्व विद्यालय की डायरेक्टर डॉ. सिम्मी सहोता एवं प्रधानाचार्य आमिर खान ने किया, जिसमें समस्त शिक्षकगण और विद्यार्थियों ने उत्साहपूर्वक भाग लिया।
  

  
विद्यालय की डायरेक्टर डॉ. सिम्मी सहोता एवं प्रबंधक सरदार जसवंत सिंह सहोता ने विद्यालय परिसर में पौधारोपण कर कार्यक्रम की शुरुआत की। इस दौरान उन्होंने बच्चों को अपने घर और आसपास कम से कम पांच-पांच पौधे लगाने के लिए प्रेरित किया तथा पर्यावरण संरक्षण का संकल्प दिलाया।
  

  
प्रधानाचार्य आमिर खान ने अपने संबोधन में कहा कि प्राकृतिक संसाधनों का अत्यधिक दोहन भविष्य के लिए गंभीर संकट बन सकता है। उन्होंने विद्यार्थियों को “Reduce, Reuse और Recycle” के मंत्र को अपने जीवन में अपनाने की सलाह दी और पृथ्वी को सुरक्षित रखने के लिए जागरूक रहने का संदेश दिया।

महिला आरक्षण कानून से जुड़े संशोधन विधेयकों पर गुरुवार और शुक्रवार को लोकसभा में सत्ता पक्ष और विपक्ष के बीच जोरदार बहस हुई। सरकार ने पूरी तरीके से विपक्ष का साथ पाने की कोशिश की, लेकिन विपक्ष ने एक न सुनी और अंत में सरकार बिल पर दो तिहाई वोट पाने में नाकामयाब रही और विधेयक लोकसभा में गिर गया।

  

बीजेपी के लिए झटका या मिलेगा राजनीतिक फायदा?
पिछले 12 सालों में यह पहला मौका है जब मोदी सरकार का कोई संविधान संशोधन बिल सदन में गिरा है। मोदी सरकार के लिए संसद में हाल के समय में यह बड़ा झटका माना जा रहा है, लेकिन कुछ जानकार यह भी कह रहे हैं कि सरकार विपक्ष को महिला आरक्षण विरोधी बताकर इसका राजनीतिक फायदा उठाएगी।

क्या विधेयक का गिरना सरकार के लिए झटका है?
विश्लेषक मान रहे हैं कि विधेयक का गिरना सरकार के लिए झटका है। जानकारों का मानना है कि यह सरकार के लिए झटका है क्योंकि उन्हें दिख रहा था कि उनके पास संख्या नहीं है फिर भी चुनावों के बीच वो इसे लेकर आई क्योंकि वो इसके ज़रिए पश्चिम बंगाल में महिलाओं के वोट अधिक संख्या में हासिल करना चाहती थी। विधेयक का गिरना सरकार की साख के लिए तो झटका है। माना जा रहा है कि सरकार अपने मंसूबो में नाकाम हो गई है। विश्लेषक कई राज्यों में चल रही चुनावी प्रक्रिया के बीच संसद का विशेष सत्र बुलाने पर भी सवाल उठा रहे हैं। चुनाव के बीच में वो इसको सिर्फ़ इसलिए लाए थे जिससे कि चुनाव में कहा जा सके कि हम बंगाल की महिलाओं के लिए बहुत कुछ करना चाहते थे लेकिन विपक्ष ने हमें करने नहीं दिया।

सरकार ने चला मास्टरस्ट्रोक?
वहीं दूसरी तरफ ये भी कहा जा रहा है कि सरकार को पहले से ही मालूम था कि लोकसभा में बिल का पास कराने के लिए पर्याप्त संख्या बल उनके पक्ष में नहीं है, बावजूद इसक केंद्र सरकार ने इसको सदन की पटल पर रखा और बिल के साथ आगे बढ़े। हालांकि, बिल गिर गया। पश्चिम बंगाल चुनाव में इसका फायदा चाहें, जिसे भी मिले, लेकिब बीजेपी संदेश पहुंचाने में कामयाब हो गई। इसके साथ ही तमिलनाडु में परिसीमन पर डीएमके का पलड़ा भले भारी हो, लेकिन महिलाओं के मामले में बीजेपी ने कहीं न कहीं अपना पक्ष मजबूत करने का काम किया है। इस सब पहलुओं को समझें, तो पता चलता है कि बीजेपी ने हार में भी एक बड़ी जीत खोज ली है। भाजपा अब खुल कर कह सकेगी कि हमने महिला हित में अपने प्रयास में कोई कोताही नहीं की। विपक्ष ने ही साथ नहीं दिया।

भाजपा महिला बिल को भुनाएगी
करीब 4 दशक पहले से ही महिलाओं को 33 प्रतिशत आरक्षण की चर्चा चल रही है। किसी को अपने हित और हक की बात समझने के लिए इतना वक्त कम नहीं होता। बिल पेश होने के पहले से ही भाजपा यह संदेश गांव-गांव तक पहुंचाने के अभियान में लग गई है। अब तो वह महिलाओं को यह कह सकेगी कि उसने तो पूरी कोशिश की, पर विपक्ष ने ही पानी फेर दिया। जहां 1.5 करोड़ के अंतर से एनडीए की सरकार बन गई वहां 20-21 करोड़ कामकाजी महिलाओं में 10 प्रतिशत को भी भाजपा ने अपने प्रभाव में ले लिया तो विपक्ष की परेशानी बढ़ सकती है।

महिला आरक्षण से जुड़ा संविधान संशोधन विधेयक शुक्रवार को लोकसभा में पारित नहीं हो सका। सदन में 'संविधान (131वां) संशोधन विधेयक 2026', पर हुए मत विभाजन के दौरान इसके पक्ष में 298 और विरोध में 230 वोट पड़े। मतदान के समय सदन में कुल 528 सांसद मौजूद थे। ऐसे में विधेयक पारित कराने के लिए सत्ता पक्ष को 352 वोटों की जरूरत थी। विधेयक को पारित कराने के लिए सरकार को दो तिहाई बहुमत की जरूरत थी। जिसके कारण अधिक वोट मिलने के बाद भी बिल फेल हो गया।

  

पिछले 12 सालों में पहली बार गिरा कोई संशोधन विधेयक
पिछले 12 सालों में यह पहला मौका है जब मोदी सरकार का कोई संविधान संशोधन बिल सदन में गिरा है। देश की आधी आबादी को उनका राजनीतिक हक दिलाने के लिए शुक्रवार शाम लोकसभा में वोटिंग हुई। सरकार ने इस बिल को पारित कराने के लिए हर मुमकिन कोशिश की, लेकिन यह बिल पारित कराने के लिए जरूरी आंकड़ा, 352 से 54 वोट पीछे रह गई। कुल मौजूद सदस्य 352 में बिल के खिलाफ 230 वोट पड़े और कहानी यहीं पर समाप्त हो गई।

विपक्ष ने एक ऐतिहासिक मौका गंवा दिया-रिजिजू
किरेन रिजिजू ने महिला आरक्षण विधेयक के सदन में गिरने को दुर्भाग्यपूर्ण बताते हुए कहा कि मौका गंवा दिया गया है। रिजिजू ने कहा कि यह महिलाओं को सम्मान और अधिकार देने से जुड़ा ऐतिहासिक और महत्वपूर्ण विधेयक था। इसी पर यह नतीजा आया है। विपक्ष ने इसमें साथ नहीं दिया। बहुत खेद की बात है। आपने एक ऐतिहासिक मौका गंवा दिया। महिलाओं को सम्मान और अधिकार देने का हमारा अभियान जारी रहेगा और हम उन्हें अधिकार दिलाकर ही रहेंगे।

बाकी दो विधेयकों पर क्यों नहीं हुई वोटिंग
सरकार ने इस विधेयक के साथ 'परिसीमन विधेयक, 2026' और 'संघ राज्य विधि (संशोधन) विधेयक, 2026' को भी सदन में चर्चा और पारित कराने के लिए रखा था, लेकिन उन्हें भी आगे नहीं बढ़ाया जा सका। संसदीय कार्य मंत्री किरेन रिजिजू ने कहा कि संविधान संशोधन विधेयक के पारित नहीं होने के बाद अब इससे संबंधित दोनों विधेयकों 'परिसीमन विधेयक, 2026' और 'संघ राज्य विधि (संशोधन) विधेयक, 2026' को आगे नहीं बढ़ा सकते।

बिल में क्या था प्रस्ताव?
संविधान संशोधन विधेयक के तहत 2011 की जनगणना के आधार पर परिसीमन के बाद लोकसभा सीटों को 543 से बढ़ाकर अधिकतम 850 तक करने का प्रस्ताव था। साथ ही 2029 के आम चुनावों से पहले महिलाओं के लिए 33 प्रतिशत आरक्षण लागू करने की योजना शामिल थी। इसके अलावा, राज्यों और केंद्र शासित प्रदेशों की विधानसभाओं में भी महिलाओं के लिए सीटें बढ़ाने का प्रावधान रखा गया था, ताकि आरक्षण को प्रभावी तरीके से लागू किया जा सके।

विपक्ष क्यों है नाराज?
इस पूरे मामले में एक और बड़ा मुद्दा परिसीमन यानी डिलीमिटेशन को लेकर भी सामने आया। सरकार चाहती थी कि लोकसभा की सीटों का पुनर्निर्धारण करके महिला आरक्षण को लागू किया जाए, जबकि विपक्ष ने इसका विरोध किया। विपक्ष का तर्क था कि परिसीमन के जरिए कुछ राज्यों को फायदा और कुछ को नुकसान हो सकता है, इसलिए इसे तुरंत लागू करना उचित नहीं होगा। इसी मुद्दे पर विपक्ष एकजुट हो गया और बिल को पर्याप्त समर्थन नहीं मिल सका।

महिला आरक्षण कानून से जुड़े संशोधन विधेयकों पर गुरुवार और शुक्रवार को लोकसभा में सत्ता पक्ष और विपक्ष के बीच जोरदार बहस हुई। सरकार ने पूरी तरीके से विपक्ष का साथ पाने की कोशिश की, लेकिन विपक्ष ने एक न सुनी और अंत में सरकार बिल पर दो तिहाई वोट पाने में नाकामयाब रही और विधेयक लोकसभा में गिर गया।

  

बीजेपी के लिए झटका या मिलेगा राजनीतिक फायदा?
पिछले 12 सालों में यह पहला मौका है जब मोदी सरकार का कोई संविधान संशोधन बिल सदन में गिरा है। मोदी सरकार के लिए संसद में हाल के समय में यह बड़ा झटका माना जा रहा है, लेकिन कुछ जानकार यह भी कह रहे हैं कि सरकार विपक्ष को महिला आरक्षण विरोधी बताकर इसका राजनीतिक फायदा उठाएगी।

क्या विधेयक का गिरना सरकार के लिए झटका है?
विश्लेषक मान रहे हैं कि विधेयक का गिरना सरकार के लिए झटका है। जानकारों का मानना है कि यह सरकार के लिए झटका है क्योंकि उन्हें दिख रहा था कि उनके पास संख्या नहीं है फिर भी चुनावों के बीच वो इसे लेकर आई क्योंकि वो इसके ज़रिए पश्चिम बंगाल में महिलाओं के वोट अधिक संख्या में हासिल करना चाहती थी। विधेयक का गिरना सरकार की साख के लिए तो झटका है। माना जा रहा है कि सरकार अपने मंसूबो में नाकाम हो गई है। विश्लेषक कई राज्यों में चल रही चुनावी प्रक्रिया के बीच संसद का विशेष सत्र बुलाने पर भी सवाल उठा रहे हैं। चुनाव के बीच में वो इसको सिर्फ़ इसलिए लाए थे जिससे कि चुनाव में कहा जा सके कि हम बंगाल की महिलाओं के लिए बहुत कुछ करना चाहते थे लेकिन विपक्ष ने हमें करने नहीं दिया।

सरकार ने चला मास्टरस्ट्रोक?
वहीं दूसरी तरफ ये भी कहा जा रहा है कि सरकार को पहले से ही मालूम था कि लोकसभा में बिल का पास कराने के लिए पर्याप्त संख्या बल उनके पक्ष में नहीं है, बावजूद इसक केंद्र सरकार ने इसको सदन की पटल पर रखा और बिल के साथ आगे बढ़े। हालांकि, बिल गिर गया। पश्चिम बंगाल चुनाव में इसका फायदा चाहें, जिसे भी मिले, लेकिब बीजेपी संदेश पहुंचाने में कामयाब हो गई। इसके साथ ही तमिलनाडु में परिसीमन पर डीएमके का पलड़ा भले भारी हो, लेकिन महिलाओं के मामले में बीजेपी ने कहीं न कहीं अपना पक्ष मजबूत करने का काम किया है। इस सब पहलुओं को समझें, तो पता चलता है कि बीजेपी ने हार में भी एक बड़ी जीत खोज ली है। भाजपा अब खुल कर कह सकेगी कि हमने महिला हित में अपने प्रयास में कोई कोताही नहीं की। विपक्ष ने ही साथ नहीं दिया।

भाजपा महिला बिल को भुनाएगी
करीब 4 दशक पहले से ही महिलाओं को 33 प्रतिशत आरक्षण की चर्चा चल रही है। किसी को अपने हित और हक की बात समझने के लिए इतना वक्त कम नहीं होता। बिल पेश होने के पहले से ही भाजपा यह संदेश गांव-गांव तक पहुंचाने के अभियान में लग गई है। अब तो वह महिलाओं को यह कह सकेगी कि उसने तो पूरी कोशिश की, पर विपक्ष ने ही पानी फेर दिया। जहां 1.5 करोड़ के अंतर से एनडीए की सरकार बन गई वहां 20-21 करोड़ कामकाजी महिलाओं में 10 प्रतिशत को भी भाजपा ने अपने प्रभाव में ले लिया तो विपक्ष की परेशानी बढ़ सकती है।

महिला आरक्षण से जुड़ा संविधान संशोधन विधेयक शुक्रवार को लोकसभा में पारित नहीं हो सका। सदन में 'संविधान (131वां) संशोधन विधेयक 2026', पर हुए मत विभाजन के दौरान इसके पक्ष में 298 और विरोध में 230 वोट पड़े। मतदान के समय सदन में कुल 528 सांसद मौजूद थे। ऐसे में विधेयक पारित कराने के लिए सत्ता पक्ष को 352 वोटों की जरूरत थी। विधेयक को पारित कराने के लिए सरकार को दो तिहाई बहुमत की जरूरत थी। जिसके कारण अधिक वोट मिलने के बाद भी बिल फेल हो गया।

  

पिछले 12 सालों में पहली बार गिरा कोई संशोधन विधेयक
पिछले 12 सालों में यह पहला मौका है जब मोदी सरकार का कोई संविधान संशोधन बिल सदन में गिरा है। देश की आधी आबादी को उनका राजनीतिक हक दिलाने के लिए शुक्रवार शाम लोकसभा में वोटिंग हुई। सरकार ने इस बिल को पारित कराने के लिए हर मुमकिन कोशिश की, लेकिन यह बिल पारित कराने के लिए जरूरी आंकड़ा, 352 से 54 वोट पीछे रह गई। कुल मौजूद सदस्य 352 में बिल के खिलाफ 230 वोट पड़े और कहानी यहीं पर समाप्त हो गई।

विपक्ष ने एक ऐतिहासिक मौका गंवा दिया-रिजिजू
किरेन रिजिजू ने महिला आरक्षण विधेयक के सदन में गिरने को दुर्भाग्यपूर्ण बताते हुए कहा कि मौका गंवा दिया गया है। रिजिजू ने कहा कि यह महिलाओं को सम्मान और अधिकार देने से जुड़ा ऐतिहासिक और महत्वपूर्ण विधेयक था। इसी पर यह नतीजा आया है। विपक्ष ने इसमें साथ नहीं दिया। बहुत खेद की बात है। आपने एक ऐतिहासिक मौका गंवा दिया। महिलाओं को सम्मान और अधिकार देने का हमारा अभियान जारी रहेगा और हम उन्हें अधिकार दिलाकर ही रहेंगे।

बाकी दो विधेयकों पर क्यों नहीं हुई वोटिंग
सरकार ने इस विधेयक के साथ 'परिसीमन विधेयक, 2026' और 'संघ राज्य विधि (संशोधन) विधेयक, 2026' को भी सदन में चर्चा और पारित कराने के लिए रखा था, लेकिन उन्हें भी आगे नहीं बढ़ाया जा सका। संसदीय कार्य मंत्री किरेन रिजिजू ने कहा कि संविधान संशोधन विधेयक के पारित नहीं होने के बाद अब इससे संबंधित दोनों विधेयकों 'परिसीमन विधेयक, 2026' और 'संघ राज्य विधि (संशोधन) विधेयक, 2026' को आगे नहीं बढ़ा सकते।

बिल में क्या था प्रस्ताव?
संविधान संशोधन विधेयक के तहत 2011 की जनगणना के आधार पर परिसीमन के बाद लोकसभा सीटों को 543 से बढ़ाकर अधिकतम 850 तक करने का प्रस्ताव था। साथ ही 2029 के आम चुनावों से पहले महिलाओं के लिए 33 प्रतिशत आरक्षण लागू करने की योजना शामिल थी। इसके अलावा, राज्यों और केंद्र शासित प्रदेशों की विधानसभाओं में भी महिलाओं के लिए सीटें बढ़ाने का प्रावधान रखा गया था, ताकि आरक्षण को प्रभावी तरीके से लागू किया जा सके।

विपक्ष क्यों है नाराज?
इस पूरे मामले में एक और बड़ा मुद्दा परिसीमन यानी डिलीमिटेशन को लेकर भी सामने आया। सरकार चाहती थी कि लोकसभा की सीटों का पुनर्निर्धारण करके महिला आरक्षण को लागू किया जाए, जबकि विपक्ष ने इसका विरोध किया। विपक्ष का तर्क था कि परिसीमन के जरिए कुछ राज्यों को फायदा और कुछ को नुकसान हो सकता है, इसलिए इसे तुरंत लागू करना उचित नहीं होगा। इसी मुद्दे पर विपक्ष एकजुट हो गया और बिल को पर्याप्त समर्थन नहीं मिल सका।
