लोकसभा अध्यक्ष ओम बिरला के खिलाफ विपक्ष की तरफ से लाए गए अविश्वास प्रस्ताव के बीच केंद्रीय संसदीय कार्य मंत्री किरेन रिजिजू ने कांग्रेस पर गंभीर आरोप लगाए हैं। उन्होंने कहा कि कांग्रेस के कई सांसद स्पीकर के कक्ष में गए और उनके साथ गाली गलौज की।

20-25 कांग्रेस सांसद स्पीकर के चैंबर में घुसे-रिजिजु
केंद्रीय संसदीय मामलों के मंत्री किरेन रिजिजू ने आज यानी बुधवार को कांग्रेस सांसदों पर लोकसभा स्पीकर ओम बिरला के चैंबर में घुसकर उन्हें गालियां देने का आरोप लगाया। किरेन रिजिजू ने कहा, ‘कम से कम 20-25 कांग्रेस सांसद लोकसभा स्पीकर के चैंबर में घुस गए और उन्हें गालियां दीं। मैं भी वहां था। स्पीकर बहुत नरम इंसान हैं, नहीं तो सख्त कार्रवाई होती। प्रियंका गांधी वाड्रा और केसी वेणुगोपाल समेत सीनियर कांग्रेस लीडर भी अंदर मौजूद थे, और वे उन्हें लड़ने के लिए उकसा रहे थे।’

'घटना से स्पीकर बहुत दुखी'
रिजिजू ने कहा कि स्पीकर इस घटना से "बहुत दुखी" हैं और उन्होंने खुद उनसे बात की है। रिजिजू ने सदन में बोलने को लेकर हुए विवाद का भी जिक्र किया। उन्होंने कहा कि स्पीकर ने एक फैसला दिया था, लेकिन उसका पालन नहीं किया गया। उनके मुताबिक, राहुल गांधी ने कहा कि उन्हें बोलने के लिए किसी की अनुमति की जरूरत नहीं है और वे अपनी इच्छा से बोलेंगे। 

बिना अध्यक्ष की अनुमति कोई सदस्य नहीं बोल सकता-रिजिजु
रिजिजू ने कहा कि संसद में नियम बहुत साफ हैं, बिना अध्यक्ष की अनुमति कोई भी सदस्य नहीं बोल सकता। उन्होंने यह भी कहा कि यहां तक कि प्रधानमंत्री भी तभी बोलते हैं जब अध्यक्ष अनुमति देते हैं। हर सदस्य को नियमों का पालन करना होता है। उन्होंने कहा कि स्पीकर का स्वभाव बहुत शांत है, वरना इस तरह की घटना पर सख्त कार्रवाई हो सकती थी।

लोकसभा स्पीकर के पद से हटाने के लिए नोटिस
यह पूरा विवाद उस समय सामने आया है जब कांग्रेस ने लोकसभा अध्यक्ष ओम बिरला को हटाने के लिए अविश्वास प्रस्ताव का नोटिस दिया है। लोकसभा सचिवालय के सूत्रों के अनुसार, इस प्रस्ताव पर चर्चा बजट सत्र के दूसरे चरण के पहले दिन यानी 9 मार्च को हो सकती है। बताया जा रहा है कि नोटिस में फरवरी 2025 की घटनाओं का चार बार उल्लेख किया गया है, जो नियमों के अनुसार तकनीकी आपत्ति का कारण बन सकता था। हालांकि, स्पीकर ने लोकसभा सचिवालय को निर्देश दिया है कि नोटिस में जो भी कमियां हैं, उन्हें ठीक कराया जाए और आगे की प्रक्रिया पूरी की जाए।

ओम बिरला को लोकसभा स्पीकर के पद से हटाने की तैयारी को लेकर विपक्ष का सबसे बड़ा दावा है कि संसद की बहसों के दौरान विपक्ष के नेता (LoP) राहुल गांधी को बोलने का पर्याप्त मौका नहीं दिया जा रहा है। साथ ही, विपक्षी सांसदों के निलंबन और सत्ता पक्ष के सांसदों के खिलाफ कार्रवाई न होने को लेकर भी नाराजगी है। इसी सिलसिले में कांग्रेस अध्यक्ष मल्लिकार्जुन खड़गे के दफ्तर में हुई बैठक में स्पीकर के खिलाफ अविश्वास प्रस्ताव लाने का फैसला लिया गया।

कांग्रेस, सपा और डीएमके सांसदों ने किए हस्ताक्षर
सामाचार एजेंसी पीटीआई की रिपोर्ट के मुताबिक, कांग्रेस, समाजवादी पार्टी, द्रमुक और कुछ अन्य विपक्षी दलों के नेताओं ने नोटिस पर हस्ताक्षर किए हैं। जानकारी है कि विपक्षी नेता आज संविधान के अनुच्छेद 94 (सी) के तहत यह प्रस्ताव संबंधी नोटिस लोकसभा सचिवालय को सौंपेंगे।

अविश्वास प्रस्ताव पर टीएमसी नहीं साथ
इस बीच यह भी साफ हो गया है कि तृणमूल कांग्रेस (टीएमसी) फिलहाल लोकसभा स्पीकर के खिलाफ अविश्वास प्रस्ताव के पक्ष में नहीं है। सूत्रों के अनुसार, टीएमसी इस मुद्दे पर विपक्षी दलों के बीच और चर्चा चाहती है और वह अविश्वास प्रस्ताव पर साइन नहीं करेगी। ऐसे में विपक्ष की एकजुटता को लेकर भी सवाल उठने लगे हैं।

क्या कहता है संविधान का अनुच्छेद 94?
भारतीय संविधान के अनुच्छेद 94(c) के तहत लोकसभा अध्यक्ष को उनके पद से हटाया जा सकता है। इसके लिए किसी भी लोकसभा सदस्य को महासचिव को एक लिखित नोटिस देना होता है। इस नोटिस में स्पीकर को पद से हटाने के इरादे का स्पष्ट जिक्र होना चाहिए। लोकसभा स्पीकर को हटाने का प्रस्ताव लाने से पहले कम से कम 14 दिनों का पूर्व नोटिस देना जरूरी होता है। यह समय इसलिए दिया जाता है ताकि सदन और स्पीकर इस पर चर्चा के लिए तैयार हो सकें।

क्या है अविश्वास प्रस्ताव लाने की प्रक्रिया?
विपक्ष के नोटिस के 14 दिन पूरे होने पर लोकसभास्पीकर के खिलाफ अविश्वास प्रस्ताव सदन में रखा जाता है। प्रस्ताव पर चर्चा के दौरान स्पीकर सदन की अध्यक्षता नहीं कर सकते लेकिन वे सदन में मौजूद रह सकते हैं और बोल सकते हैं। वहीं, यदि सदन के उपस्थित और मतदान करने वाले सदस्यों का बहुमत इसके पक्ष में वोट करता है, तो स्पीकर को पद छोड़ना पड़ता है।

रूस के बश्कोर्तोस्तान गणराज्य के उफा शहर में एक मेडिकल यूनिवर्सिटी में चाकूबाजी की घटना सामने आई है। इस हमले में 4 भारतीय छात्रों समेत कई लोग घायल हो गए हैं। भारतीय दूतावास ने शनिवार की रात इस घटना की पुष्टि की है। 

रूसी विदेश मंत्रालय ने इस हमले को लेकर कहा कि बश्कोर्तोस्तान रिपब्लिक प्रांत के एक विश्वविद्यालय में आरोपी ने हॉस्टल में घुसकर कई छात्रों पर अचानक हमला किया। इस दौरान उसने कई छात्रों को निशाना बनाया और खुद को भी नुकसान पहुंचाया।

हमलावर की उम्र सिर्फ 15 साल
रूसी सरकार ने कहा कि मामले की जानकारी मिलते ही जब रूसी पुलिस पहुंची तो आरोपी ने पुलिस अधिकारियों पर भी हमला कर दिया। पुलिस के अनुसार घायलों में से चार को अस्पताल में भर्ती कराया गया है। एक ही हालत नाजुक है। पुलिस ने कहा कि हमलावर की उम्र सिर्फ 15 साल है। उसे एक अस्पताल में भर्ती करवाया गया है।

  ड्रमंड गंज मिर्जापुर : मुख्य वन संरक्षक सुशांत शर्मा ने रविवार को ड्रमंडगंज वन रेंज का निरीक्षण कर अधिकारियों, कर्मचारियों को आवश्यक दिशा-निर्देश दिया। मुख्य वन संरक्षक ने कटरा कंपार्टमेंट नंबर एक में बीस हेक्टेयर में कराए जा रहे अग्रिम मृदा कार्यों का निरीक्षण कर आवश्यक निर्देश दिया। वन क्षेत्र में विगत वर्षों में रोपे गए पौधों के नदारद होने पर नाराजगी जताई। रेंजर वीरेंद्र कुमार तिवारी और मौजूद वनकर्मियों को वनों तथा वन्य जीवों की सुरक्षा में लापरवाही नही बरतने की हिदायत दी। मुख्य वन संरक्षक ने सुखड़ा पौधशाला में चार हेक्टेयर भूमि में तीन लाख सत्तानवे हजार अवशेष पौधों के साथ एक लाख वर्तमान आम, अमरुद , आंवला, महुआ, आंवला , चिलबिल, सागौन,कट सागौन,करंज बांस,नीम आदि प्रजाति के उगाए जा रहे पौधों का निरीक्षण किया। पौधों की समय-समय से सिंचाई व समुचित देखभाल करने के लिए कहा कि पौधौ के रखरखाव में अगर किसी प्रकार की कोई कमियां आती है तो संबंधित के खिलाफ कार्रवाई की जाएगी। इस दौरान उप प्रभागीय वनाधिकारी शेख मुअज्जम  रेंजर वीके तिवारी, वनदरोगा सर्वेश्वर पटेल, अभिषेक सिंह वनरक्षक अनादि नाथ तिवारी आदि मौजूद रहे।

रूस के बश्कोर्तोस्तान गणराज्य के उफा शहर में एक मेडिकल यूनिवर्सिटी में चाकूबाजी की घटना सामने आई है। इस हमले में 4 भारतीय छात्रों समेत कई लोग घायल हो गए हैं। भारतीय दूतावास ने शनिवार की रात इस घटना की पुष्टि की है। 

रूसी विदेश मंत्रालय ने इस हमले को लेकर कहा कि बश्कोर्तोस्तान रिपब्लिक प्रांत के एक विश्वविद्यालय में आरोपी ने हॉस्टल में घुसकर कई छात्रों पर अचानक हमला किया। इस दौरान उसने कई छात्रों को निशाना बनाया और खुद को भी नुकसान पहुंचाया।

हमलावर की उम्र सिर्फ 15 साल
रूसी सरकार ने कहा कि मामले की जानकारी मिलते ही जब रूसी पुलिस पहुंची तो आरोपी ने पुलिस अधिकारियों पर भी हमला कर दिया। पुलिस के अनुसार घायलों में से चार को अस्पताल में भर्ती कराया गया है। एक ही हालत नाजुक है। पुलिस ने कहा कि हमलावर की उम्र सिर्फ 15 साल है। उसे एक अस्पताल में भर्ती करवाया गया है।

हमलावर ने नाजी स्वास्तिक का निशान बनाया
एक रिपोर्ट में यह भी कहा गया है कि छात्रावास की दीवार पर नाजी स्वास्तिक का निशान बना मिला, जो कथित तौर पर एक पीड़ित के खून से बनाया गया था। गृह मंत्रालय की प्रवक्ता मेजर जनरल इरीना वोल्क ने बताया कि गिरफ्तारी के दौरान आरोपी ने पुलिस का विरोध किया, जिसमें दो पुलिसकर्मी घायल हो गए। हालांकि रूसी अधिकारियों ने अभी तक हमले के मकसद की आधिकारिक पुष्टि नहीं की है। हमले के दौरान आरोपी ने होलोकॉस्ट से जुड़े राष्ट्रवादी नारे लगाए।
