संजय द्विवेदी प्रयागराज।उत्तर मध्य रेलवे प्रयागराज के वरिष्ठ उप महाप्रबन्धक हिमांशु बडोनी के निर्देशन उप महाप्रबन्धक सामान्य उत्तर मध्य रेलवे प्रयागराज नितेश कुमार गुप्ता के मार्गदर्शन सुनील कुमार गुप्त सहायक उप महाप्रबन्धक प्रयागराज के नेतृत्व में साइबर सुरक्षा एवं जागरूकता (Cyber Security & Awareness) विषय पर कर्मचारियों को जागरूक करने हेतु उत्तर मध्य रेलवे के अरावली सभा कक्ष में कार्यशाला का आयोजन दिनांक 13 नवम्बर 2025 को किया गया।उक्त कार्यशाला का शुभारम्भ सुनील कुमार गुप्त सहायक उप महाप्रबन्धक प्रयागराज द्वारा उप महाप्रबन्धक सामान्य नितेश कुमार गुप्ता को एवं मुख्य कार्य अध्ययन निरीक्षक पुष्पेन्द्र सिंह द्वारा कार्यशाला में व्याख्यान देने आए चन्द्रशेखर यादव उप निरीक्षक साइबर क्राइम थाना प्रयागराज उत्तर प्रदेश पुलिस को प्लान्टर प्रदान कर किया गया।कार्यशाला में प्रयागराज झाँसी एवं आगरा मंडल के साथ-साथ मुख्यालय एवं वर्कशॉप के कर्मचारियो ने हिस्सा लिया।कार्यशाला के व्याख्याता चन्द्रशेखर यादव उप निरीक्षक साइबर क्राइम थाना प्रयागराज उत्तर प्रदेश पुलिस कांस्टेबल महावीर राय एवं मुख्यालय की आर पी एफ टीम से अतुल कुमार वर्मा एवं आशीष गुप्ता द्वारा साइबर फ़्रॉड के प्रमुख कारण जैसे डर भय लालच एवं तकनीकी ज्ञान का अभाव बताया और  इंटरनेट या डिजिटल माध्यम से की जाने वाली धोखाधड़ी से संबन्धित जानकारी प्रदान करते हुए बचाव से सम्बन्धित विस्तृत जानकारी प्रदान की जैसे Cyber arrest के माध्यम से ठगी नकली ईमेल या वेबसाइट के माध्यम से लोगो की व्यक्तिगत या बैंकिंग जानकारी चुराना आपका खाता बंद होने वाला है OTP भेजे जैसी झूठी सूचनाएँ फिशिंग मोबाइल SMS के जरिए धोखाधड़ी जैसे नकली लॉटरी या इनाम जीतने के संदेश फोन कॉल द्वारा धोखा देना जैसे बैंक से बोल रहा हूँ आपका कार्ड ब्लॉक हो जाएगा OTP बताइए।नकली वेबसाइट या सोशल मीडिया पेज से सस्ता सामान दिखाकर पैसे लेकर डिलीवरी न करना ऑनलाइन शॉपिंग फ्रॉड कार्ड की जानकारी चुराकर ऑनलाइन ट्रांजैक्शन करना क्रेडिट डेबिट कार्ड फ्रॉड नकली प्रोफाइल बनाकर पैसे या जानकारी माँगना सोशल मीडिया फ्रॉड QR कोड स्कैन करवाकर या लिंक भेजकर पैसे निकलवाना UPI/QR कोड फ्रॉड जैसे विभिन्न धोखाधड़ी के बारे में एवं उससे बचने के उपाय के बारे में सभी को अवगत कराया एवं इससे बचने के लिए निम्न सुझाव दिये- OTP PIN पासवर्ड किसी से साझा न करे अनजान लिंक या ईमेल पर क्लिक न करे बैक या सरकारी विभाग कभी OTP नही माँगते ऑनलाइन ट्रांजैक्शन करते समय वेबसाइट का URLचेक करे(https:// होना चाहिए)मजबूत पासवर्ड बनाएँ और मोबाइल में Two Step Verification का उपयोग करे सार्वजनिक Wi-Fi के उपयोग से बचे एंटीवायरस और सॉफ्टवेयर अपडेटेड रखे सोशल मीडिया पर अपनी निजी जानकारी सीमित रखे। साथ ही मोबाइल खो जाने की स्थित में 02 घन्टे के अन्दर बैक को सूचित करे एवं UP COP पर, E-FIR दर्ज करे और CEIR (Central Equipment Identity Register)पोर्टल पर जानकारी दर्ज करे और यदि  रेल परिसर में है तो Rail Madad पर भी अपनी शिकायत दर्ज करवा सकते है।   
उक्त सावधानी के बाद भी यदि साइबर फ्राड हो जाता है तो राष्ट्रीय साइबर अपराध टोल फ्री नम्बर 1930 पर अपनी शिकायत दर्ज करवा सकते है और आवश्यकता अनुरूप 112 पर भी अपनी शिकायत दर्ज करा सकते है।कार्यक्रम का समापन सुनील कुमार गुप्त सहायक उप महाप्रबन्धक द्वारा कार्यशाला के व्याख्याता चन्द्रशेखर यादव उप निरीक्षक उत्तर प्रदेश पुलिस को स्मृति चिन्ह प्रदान कर किया गया। उक्त कार्यशाला मुख्य कार्य अध्ययन निरीक्षक मनदीप कुमार तथा कार्य अध्ययन निरीक्षक दिवाकर गुप्ता के कुशल प्रबन्धन में सम्पन्न हुआ।कार्यक्रम के अंत में कार्यअध्ययन निरीक्षक मिथिलेश कुमार ने सभी के प्रति धन्यवाद ज्ञापित किया।

बिहार विधानसभा चुनाव के नतीजों को लेकर उल्टी गिनती शुरू हो चुकी है। विधानसभा चुनाव के परिणाम कल यानी शुक्रवार को आने हैं। इससे पहले इलेक्ट्रॉनिक वोटिंग मशीनों (ईवीएम) को कड़ी सुरक्षा-व्यवस्था के बीच स्ट्रॉन्ग रूम में रखा गया है। मतदान में प्रयुक्त ईवीएम और वीवीपैट मशीनों को दो-स्तरीय सुरक्षा घेरे में रखा गया है। 

दो-स्तरीय सुरक्षा घेरे में ईवीएम
राज्य के सभी 38 जिलों में स्थापित 46 केंद्रों पर की शुक्रवार को मतगणना की जाएगी। चुनाव आयोग ने बुधवार को कहा कि बिहार विधानसभा चुनाव के बाद इलेक्ट्रॉनिक वोटिंग मशीनों (ईवीएम) को कड़ी सुरक्षा व्यवस्था के बीच स्ट्रॉन्ग रूम में रखा गया है। चुनाव आयोग ने बताया कि मतदान में इस्तेमाल किए गए ईवीएम और वीवीपैट मशीनों को दो-स्तरीय सुरक्षा घेरे में रखा गया है। 

सीसीटीवी से निगहबानी
स्ट्रॉन्ग रूम परिसर की आंतरिक सुरक्षा का जिम्मा सेन्ट्रल आर्म्ड पैरामिलिट्री फोर्सेज (सीएपीएफ) को सौंपा गया है, जबकि बाहरी सुरक्षा व्यवस्था की जिम्मेदारी जिला पुलिस को दी गई है। इसके अलावा चौबीस घंटे सीसीटीवी निगरानी और अन्य सुरक्षा इंतजाम भी किए गए हैं।

हर स्ट्रांग रूम में एक कंट्रोल रूम
प्रत्येक स्ट्रॉन्ग रूम परिसर में एक नियंत्रण कक्ष भी स्थापित किया गया है, जहां वरिष्ठ अधिकारी लगातार ड्यूटी पर रहेंगे। एक बयान में कहा गया कि संबंधित विधानसभा क्षेत्रों के सभी जिला निर्वाचन अधिकारियों और निर्वाचन अधिकारियों को प्रतिदिन स्ट्रॉन्ग रूमों का निरीक्षण करने का निर्देश दिया गया है।  बयान में कहा गया कि मॉक पोल के दौरान या मतदान के समय दोषपूर्ण पाई गई ईवीएम और वीवीपैट मशीनों के साथ-साथ अप्रयुक्त मशीनों को अलग से सुरक्षित रखा गया है।

क्या कहते हैं एग्जिट पोल्स के अनुमान
बता दें कि बिहार विधानसभा चुनाव के दो चरणों का मतदान छह और 11 नवंबर को हुआ था। इस बार राज्य में 1951 के बाद का सबसे अधिक 67.13 प्रतिशत मतदान दर्ज किया गया है। राज्य में चुनाव खत्म होने के बाद आए करीब एक दर्जन एजेंसियों के एग्जिट पोल्स में एनडीए की वापसी का दावा किया जा रहा है। पोल में जदयू की सीटों में बढ़ोत्तरी का अनुमान व्यक्त किया गया है। मैट्रिज ने जदयू को 67 से 75 तो भाजपा को 65 से 73 सीटें मिलने की भविष्यवाणी की है। इन एजेंसियों ने दोनों दलों को करीब-करीब समान सीट मिलने का अनुमान व्यक्त किया है।

वहीं, तेज प्रताप यादव ने कहा था कि पहली बार रवि किशन से मुलाकात हुई, ये भगवान के भक्त हैं हम भी भक्त हैं। तेज प्रताप ने यह भी जोड़ा कि मैंने शुरू से कहा कि जो बेरोजगारी मिटाएगा और रोजगार देगा मैं उसके साथ हूं। तेज प्रताप के इस बयान ने सियासी गलियारे में हलचल मचा दी थी। लोग कयास लगाने लगे राजद के बागी हो चुके तेज प्रताप जल्द ही एनडीए के नजदीक आ सकते हैं।

भाजपा के प्रदेश प्रवक्ता प्रतुल शाहदेव ने आज प्रदेश मुख्यालय में एक प्रेस वार्ता को संबोधित करते हुए हेमंत सरकार पार्ट 2 में भी लगातार टेंडर घोटाले और भ्रष्टाचार के जारी रहने का आरोप लगाया। प्रतुल ने स्वास्थ्य विभाग के द्वारा निकाले गए टेंडर पर बड़ा प्रश्न चिन्ह करते हुए इसे 50 करोड़ का घोटाला करार दिया।

प्रतुल ने कहा कि सिविल सर्जन सह सीएमओ रांची के कार्यालय के द्वारा नर्सिंग, पैरामेडिकल एवं अन्य तकनीकी स्टाफ के लिए ई टेंडर संख्या 4374, दिनांक 20 सितंबर, 2025 को निकाला गया। इस टेंडर में ऐसी शर्तों को डाला गया जिससे झारखंड की कोई स्थानीय कंपनी हिस्सा ही नहीं ले पाएगी।प्रतुल ने कहा कि माननीय मुख्यमंत्री और स्वास्थ्य मंत्री जी आदिवासी मूलवासी और झारखंडियत की बात करते हैं। लेकिन इस टेंडर के जरिए बिहार की ब्लैकलिस्टेड कंपनी को काम देने का षड्यंत्र किया जा रहा है।

प्रतुल ने कहा कि इस से पूर्व जब इसी सिविल सर्जन के कार्यालय ने 2022 में जब टेंडर निकला था तो उस समय की अर्हता और अभी की अर्हता में लगभग 5 गुण का इजाफा कर दिया गया है। यह सिर्फ बिहार की एक विशेष ब्लैक लिस्टेड कंपनी को फायदा पहुंचाने के लिए किया गया।प्रतुल ने कहा कि  इसी टेंडर में 2022 में सिक्योरिटी मनी (ईएमडी) चार लाख रुपए रखा गया था। इस वर्ष उसे 15 लाख कर दिया गया। 2022 में टेंडर की अर्हता में सिंगल वर्क आर्डर का वैल्यू 3 करोड़ था। 3 वर्षों में इस बार इसे 15 करोड़ कर दिया गया है। ईसीआर की कॉपी 300 लोगों की आवश्यकता थी। इस वर्ष इसे 1500 कर दिया गया है। 2022 में निकाले गए टेंडर में पिछले तीन वित्तीय वर्ष का कंपनी का एवरेज टर्नओवर 5 करोड़ होने की आवश्यकता थी। इस बार इसे 5 गुना बढ़कर 25 करोड़ कर दिया गया है। जिस कंपनी को ये टेंडर देने की कोशिश की जा रही है ,उसे झारखंड के प्रतिष्ठित यूनिवर्सिटी ने डिबार किया है। लेकिन टेंडर में ब्लैकलिस्टेड कॉलम में सिर्फ यह लिखकर डाल दिया गया है कि जिस कंपनी को ब्लैक लिस्ट किया गया है वह एक अंडरटेकिंग देगी।

प्रतुल ने कहा कि इन सारी चीजों से स्पष्ट है कि टेंडर को इस रूप में बनाया गया है कि झारखंड की किसी स्थानीय कंपनी को कोई लाभ न हो।लाभ होना तो दूर की बात है, झारखंड की कोई कंपनी इसमें हिस्सा भी नहीं ले पाएगी। बिहार की एक विवादास्पद ब्लैकलिस्टेड कंपनी को टेंडर देने के लिए अर्हता को बदल गया है क्योंकि यही इन सारी अहर्ताओं को पूरा करती है। अब वह कंपनी मनमाने रेट पर टेंडर डालेगी और कमीशन ऊपर से नीचे तक सब जगह बटेगा। प्रतुल ने कहा कि भारतीय जनता पार्टी इस पूरे मुद्दे को सरकार और एसीबी के सामने भी ले जाएगी।

Corruption and Tender Scams Continue in Hemant Government Part 2

₹50 Crore Scam Planned in Health Department’s Manpower Supply Tender – Pratul Shah Deo

BJP State Spokesperson Pratul Shah Deo today addressed a press conference at the party’s state headquarters, alleging that large-scale tender scams and corruption continue unabated in the Hemant Soren Government Part 2. Pratul raised serious questions over a recent tender issued by the Health Department, calling it a ₹50 crore scam in the making.

Pratul said that the Office of the Civil Surgeon -cum- Chief Medical Officer, Ranchi, issued an e-tender (No. 4374 dated September 20, 2025) for the supply of nursing, paramedical, and other technical staff. Pratul alleged that the tender conditions have been deliberately framed in such a way that no local company from Jharkhand can participate.

Pratul remarked, “The Chief Minister and Health Minister often talk about Adivasi, Moolvasi, and 'Jharkhandiyat', but through this tender, a conspiracy is being hatched to award the work to a blacklisted company from Bihar.”

He pointed out that in 2022, when a similar tender was issued by the same office, the eligibility criteria were much more reasonable. However, in the 2025 tender, the qualifications have been raised nearly fivefold, seemingly to benefit a specific blacklisted Bihar-based company.

He detailed the differences:

In 2022, the security deposit (EMD) was ₹4 lakh; this time, it has been raised to ₹15 lakh.

The minimum value of a single work order required earlier was ₹3 crore; now, it has been increased to ₹15 crore.

The ECR copy requirement for 300 personnel has now been raised to 1,500.

The average annual turnover required over the past three financial years was ₹5 crore; this year, it has been increased 500% to ₹25 crore.



Pratul further revealed that the company being favoured has been debarred by a reputed university in Jharkhand, yet the tender document conveniently allows blacklisted firms to participate if they merely provide an undertaking.

He added, “It is now absolutely clear that this tender has been structured to exclude local Jharkhand-based companies and favour one specific Bihar-based blacklisted company. Once awarded, this company will quote arbitrary rates, and the commission will flow from top to bottom.”

Pratul Shah Deo said that the Bharatiya Janata Party will take up this issue not only with the state government but also before the Anti-Corruption Bureau (ACB) for a full investigation.

केंद्रीय रिजर्व पुलिस बल (सीआरपीएफ) ने कांग्रेस अध्यक्ष मल्लिकार्जुन खड़गे को पत्र लिखकर राहुल गांधी पर सुरक्षा प्रोटोकॉल के उल्लंघन का आरोप लगाया है। 10 सितंबर को लिखी गई इस चिट्ठी में कहा गया है कि सीनियर कांग्रेस सांसद राहुल गांधी बिना पूर्व सूचना के विदेश चले जाते हैं, जो उनकी सुरक्षा के लिए गंभीर खतरा पैदा कर सकता है। सीआरपीएफ ने राहुल गांधी को भी एक अलग लेटर लिखकर इस मुद्दे के बारे में बताया है। बता दें कि राहुल गांधी को जेड प्लस सुरक्षा कवर सीआरपीएफ द्वारा प्रदान किया जाता है।

सिक्योरिटी प्रोटोकॉल तोड़ने पर चिंता
सीआरपीएफ ने विदेश यात्राओं के दौरान कांग्रेस सांसद राहुल गांधी की ओर से अपना सिक्योरिटी प्रोटोकॉल बार-बार तोड़े जाने पर गंभीर चिंता जताई है। सीआरपीएफ की ओर से कहा गया है कि इस तरह सुरक्षा से खिलवाड़ उन्हें गंभीर खतरे में डाल सकता है। सीआरपीएफ की ओर से इसके लिए उनकी इटली, वियतनाम और मलेशिया जैसे देशों की यात्राओं का हवाला भी दिया गया है।

सीआरपीएफ ने राहुल गांधी की सुरक्षा को लेकर चिंता जताते हुए कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे लिखी चिट्ठी में उनकी ओर से लगातार इसके उल्लंघन की बात कही गई है। सीआरपीएफ का कहना है कि एडवांस सिक्योरिटी लाइजन (ASL)टीम के साथ जेड+ कवर (Z+) होने के बावजूद राहुल ने कई मौकों पर अनिवार्य सुरक्षा उपायों की अनदेखी की।

अपनी गतिविधियों के बारे में देनी होती है सूचना
राहुल गांधी को एडवांस सिक्योरिटी लाइजन कवर के साथ हाइएस्ट लेवल की जेड+ सिक्योरिटी मिली हुई है। Z प्लस सिक्योरिटी में कुल 55 सुरक्षाकर्मी तैनात किए जाते हैं। इनमें 10 से ज्यादा एनएसजी कमांडो होते हैं। बाकी सुरक्षाकर्मी सीएपीएफ और लोकल पुलिस के होते हैं। येलो बुक प्रोटोकॉल के तहत हाई कैटेगरी की सुरक्षा प्राप्त लोगों को अपनी गतिविधियों के बारे में सुरक्षा विंग को पहले से सूचना देनी होती है ताकि पर्याप्त सुरक्षा सुनिश्चित हो सके। इसमें विदेश यात्रा भी शामिल है।

झारखंड के पश्चिम सिंहभूमि जिले के घने जंगलों में सुरक्षाबलों और नक्सलियों के बीच मुठभेड़ हो गई। यह मुठभेड़ उस वक्त शुरू हुई, जब सीआरपीएफ और झारखंड पुलिस की संयुक्त टीम इलाके में सर्च ऑपरेशन चला रही थी। इस दौरान घात लगाए बैठे नक्सलियों ने जवानों पर अचानक अंधाधुंध फायरिंग शुरू कर दी। जवाबी कार्रवाई में सुरक्षाबलों ने एक नक्सली को ढेर कर दिया है। 


					

						

						

					

					

चाईबासा के गोइलकेरा थाना क्षेत्र के वन पोस्ता जंगल में आज बुधवार की सुबह पुलिस व नक्सलियों के बीच मुठभेड़ हो गयी। जानकारी के अनुसार आज सुबह 4 बजे मुठभेड़ शुरू हुई, जो करीब 8 बजे तक चली।इस मुठभेड़ में एक नक्सली के मारे जाने की सूचना है। हालांकि फिलहाल इसकी आधिकारिक पुष्टि नहीं हुई है। करीब चार घंटे तक चली इस मुठभेड़ में खुद को कमजोर पाता देख नक्सली भाग खड़े हुए। क्षेत्र में सर्च ऑपरेशन जारी है।

कारतूस और नक्सली साहित्य बरामद
मुठभेड़ स्थल से एक एसएलआर राइफल, कई कारतूस और नक्सली साहित्य भी बरामद हुआ है। घटना के बाद से पूरे इलाके में सुरक्षाबलों ने तलाशी अभियान तेज कर दिया है। आशंका है कि मारे गए नक्सली के अन्य साथी अब भी आसपास के जंगलों में छिपे हो सकते हैं। किसी भी स्थिति से निपटने के लिए अतिरिक्त फोर्स की तैनाती कर दी गई है और इलाके की नाकेबंदी की गई है।

नक्सलियों के खिलाफ अभियान जारी
आपको बता दें, कोल्हान और सारंडा के जंगल लंबे समय से भाकपा माओवादी के लिए सुरक्षित पनाहगाह माने जाते हैं। सुरक्षाबल लगातार इस इलाके में नक्सलियों के खिलाफ अभियान चला रहे हैं। केंद्रीय गृहमंत्री अमित शाह ने कहा है कि 31 मार्च 2026 से पहले देश से नक्सलवाद को जड़ से उखाड़ दिया जाएगा। शाह के इसी बयान के बाद देश के कुछ चुनिंदा राज्यों में बचे नक्सलियों के सफाये का कार्य चल रहा है।

बिहार विधानसभा चुनाव के नतीजों को लेकर उल्टी गिनती शुरू हो चुकी है। विधानसभा चुनाव के परिणाम कल यानी शुक्रवार को आने हैं। इससे पहले इलेक्ट्रॉनिक वोटिंग मशीनों (ईवीएम) को कड़ी सुरक्षा-व्यवस्था के बीच स्ट्रॉन्ग रूम में रखा गया है। मतदान में प्रयुक्त ईवीएम और वीवीपैट मशीनों को दो-स्तरीय सुरक्षा घेरे में रखा गया है। 

दो-स्तरीय सुरक्षा घेरे में ईवीएम
राज्य के सभी 38 जिलों में स्थापित 46 केंद्रों पर की शुक्रवार को मतगणना की जाएगी। चुनाव आयोग ने बुधवार को कहा कि बिहार विधानसभा चुनाव के बाद इलेक्ट्रॉनिक वोटिंग मशीनों (ईवीएम) को कड़ी सुरक्षा व्यवस्था के बीच स्ट्रॉन्ग रूम में रखा गया है। चुनाव आयोग ने बताया कि मतदान में इस्तेमाल किए गए ईवीएम और वीवीपैट मशीनों को दो-स्तरीय सुरक्षा घेरे में रखा गया है। 

सीसीटीवी से निगहबानी
स्ट्रॉन्ग रूम परिसर की आंतरिक सुरक्षा का जिम्मा सेन्ट्रल आर्म्ड पैरामिलिट्री फोर्सेज (सीएपीएफ) को सौंपा गया है, जबकि बाहरी सुरक्षा व्यवस्था की जिम्मेदारी जिला पुलिस को दी गई है। इसके अलावा चौबीस घंटे सीसीटीवी निगरानी और अन्य सुरक्षा इंतजाम भी किए गए हैं।

हर स्ट्रांग रूम में एक कंट्रोल रूम
प्रत्येक स्ट्रॉन्ग रूम परिसर में एक नियंत्रण कक्ष भी स्थापित किया गया है, जहां वरिष्ठ अधिकारी लगातार ड्यूटी पर रहेंगे। एक बयान में कहा गया कि संबंधित विधानसभा क्षेत्रों के सभी जिला निर्वाचन अधिकारियों और निर्वाचन अधिकारियों को प्रतिदिन स्ट्रॉन्ग रूमों का निरीक्षण करने का निर्देश दिया गया है।  बयान में कहा गया कि मॉक पोल के दौरान या मतदान के समय दोषपूर्ण पाई गई ईवीएम और वीवीपैट मशीनों के साथ-साथ अप्रयुक्त मशीनों को अलग से सुरक्षित रखा गया है।

क्या कहते हैं एग्जिट पोल्स के अनुमान
बता दें कि बिहार विधानसभा चुनाव के दो चरणों का मतदान छह और 11 नवंबर को हुआ था। इस बार राज्य में 1951 के बाद का सबसे अधिक 67.13 प्रतिशत मतदान दर्ज किया गया है। राज्य में चुनाव खत्म होने के बाद आए करीब एक दर्जन एजेंसियों के एग्जिट पोल्स में एनडीए की वापसी का दावा किया जा रहा है। पोल में जदयू की सीटों में बढ़ोत्तरी का अनुमान व्यक्त किया गया है। मैट्रिज ने जदयू को 67 से 75 तो भाजपा को 65 से 73 सीटें मिलने की भविष्यवाणी की है। इन एजेंसियों ने दोनों दलों को करीब-करीब समान सीट मिलने का अनुमान व्यक्त किया है।

भाजपा के प्रदेश प्रवक्ता प्रतुल शाहदेव ने आज प्रदेश मुख्यालय में एक प्रेस वार्ता को संबोधित करते हुए हेमंत सरकार पार्ट 2 में भी लगातार टेंडर घोटाले और भ्रष्टाचार के जारी रहने का आरोप लगाया। प्रतुल ने स्वास्थ्य विभाग के द्वारा निकाले गए टेंडर पर बड़ा प्रश्न चिन्ह करते हुए इसे 50 करोड़ का घोटाला करार दिया।

प्रतुल ने कहा कि सिविल सर्जन सह सीएमओ रांची के कार्यालय के द्वारा नर्सिंग, पैरामेडिकल एवं अन्य तकनीकी स्टाफ के लिए ई टेंडर संख्या 4374, दिनांक 20 सितंबर, 2025 को निकाला गया। इस टेंडर में ऐसी शर्तों को डाला गया जिससे झारखंड की कोई स्थानीय कंपनी हिस्सा ही नहीं ले पाएगी।प्रतुल ने कहा कि माननीय मुख्यमंत्री और स्वास्थ्य मंत्री जी आदिवासी मूलवासी और झारखंडियत की बात करते हैं। लेकिन इस टेंडर के जरिए बिहार की ब्लैकलिस्टेड कंपनी को काम देने का षड्यंत्र किया जा रहा है।

प्रतुल ने कहा कि इस से पूर्व जब इसी सिविल सर्जन के कार्यालय ने 2022 में जब टेंडर निकला था तो उस समय की अर्हता और अभी की अर्हता में लगभग 5 गुण का इजाफा कर दिया गया है। यह सिर्फ बिहार की एक विशेष ब्लैक लिस्टेड कंपनी को फायदा पहुंचाने के लिए किया गया।प्रतुल ने कहा कि  इसी टेंडर में 2022 में सिक्योरिटी मनी (ईएमडी) चार लाख रुपए रखा गया था। इस वर्ष उसे 15 लाख कर दिया गया। 2022 में टेंडर की अर्हता में सिंगल वर्क आर्डर का वैल्यू 3 करोड़ था। 3 वर्षों में इस बार इसे 15 करोड़ कर दिया गया है। ईसीआर की कॉपी 300 लोगों की आवश्यकता थी। इस वर्ष इसे 1500 कर दिया गया है। 2022 में निकाले गए टेंडर में पिछले तीन वित्तीय वर्ष का कंपनी का एवरेज टर्नओवर 5 करोड़ होने की आवश्यकता थी। इस बार इसे 5 गुना बढ़कर 25 करोड़ कर दिया गया है। जिस कंपनी को ये टेंडर देने की कोशिश की जा रही है ,उसे झारखंड के प्रतिष्ठित यूनिवर्सिटी ने डिबार किया है। लेकिन टेंडर में ब्लैकलिस्टेड कॉलम में सिर्फ यह लिखकर डाल दिया गया है कि जिस कंपनी को ब्लैक लिस्ट किया गया है वह एक अंडरटेकिंग देगी।

प्रतुल ने कहा कि इन सारी चीजों से स्पष्ट है कि टेंडर को इस रूप में बनाया गया है कि झारखंड की किसी स्थानीय कंपनी को कोई लाभ न हो।लाभ होना तो दूर की बात है, झारखंड की कोई कंपनी इसमें हिस्सा भी नहीं ले पाएगी। बिहार की एक विवादास्पद ब्लैकलिस्टेड कंपनी को टेंडर देने के लिए अर्हता को बदल गया है क्योंकि यही इन सारी अहर्ताओं को पूरा करती है। अब वह कंपनी मनमाने रेट पर टेंडर डालेगी और कमीशन ऊपर से नीचे तक सब जगह बटेगा। प्रतुल ने कहा कि भारतीय जनता पार्टी इस पूरे मुद्दे को सरकार और एसीबी के सामने भी ले जाएगी।

₹50 Crore Scam Planned in Health Department’s Manpower Supply Tender – Pratul Shah Deo

BJP State Spokesperson Pratul Shah Deo today addressed a press conference at the party’s state headquarters, alleging that large-scale tender scams and corruption continue unabated in the Hemant Soren Government Part 2. Pratul raised serious questions over a recent tender issued by the Health Department, calling it a ₹50 crore scam in the making.

Pratul said that the Office of the Civil Surgeon -cum- Chief Medical Officer, Ranchi, issued an e-tender (No. 4374 dated September 20, 2025) for the supply of nursing, paramedical, and other technical staff. Pratul alleged that the tender conditions have been deliberately framed in such a way that no local company from Jharkhand can participate.

Pratul remarked, “The Chief Minister and Health Minister often talk about Adivasi, Moolvasi, and 'Jharkhandiyat', but through this tender, a conspiracy is being hatched to award the work to a blacklisted company from Bihar.”

He pointed out that in 2022, when a similar tender was issued by the same office, the eligibility criteria were much more reasonable. However, in the 2025 tender, the qualifications have been raised nearly fivefold, seemingly to benefit a specific blacklisted Bihar-based company.

He detailed the differences:

In 2022, the security deposit (EMD) was ₹4 lakh; this time, it has been raised to ₹15 lakh.

The minimum value of a single work order required earlier was ₹3 crore; now, it has been increased to ₹15 crore.

The ECR copy requirement for 300 personnel has now been raised to 1,500.

The average annual turnover required over the past three financial years was ₹5 crore; this year, it has been increased 500% to ₹25 crore.



Pratul further revealed that the company being favoured has been debarred by a reputed university in Jharkhand, yet the tender document conveniently allows blacklisted firms to participate if they merely provide an undertaking.

He added, “It is now absolutely clear that this tender has been structured to exclude local Jharkhand-based companies and favour one specific Bihar-based blacklisted company. Once awarded, this company will quote arbitrary rates, and the commission will flow from top to bottom.”

Pratul Shah Deo said that the Bharatiya Janata Party will take up this issue not only with the state government but also before the Anti-Corruption Bureau (ACB) for a full investigation.

केंद्रीय रिजर्व पुलिस बल (सीआरपीएफ) ने कांग्रेस अध्यक्ष मल्लिकार्जुन खड़गे को पत्र लिखकर राहुल गांधी पर सुरक्षा प्रोटोकॉल के उल्लंघन का आरोप लगाया है। 10 सितंबर को लिखी गई इस चिट्ठी में कहा गया है कि सीनियर कांग्रेस सांसद राहुल गांधी बिना पूर्व सूचना के विदेश चले जाते हैं, जो उनकी सुरक्षा के लिए गंभीर खतरा पैदा कर सकता है। सीआरपीएफ ने राहुल गांधी को भी एक अलग लेटर लिखकर इस मुद्दे के बारे में बताया है। बता दें कि राहुल गांधी को जेड प्लस सुरक्षा कवर सीआरपीएफ द्वारा प्रदान किया जाता है।

सिक्योरिटी प्रोटोकॉल तोड़ने पर चिंता
सीआरपीएफ ने विदेश यात्राओं के दौरान कांग्रेस सांसद राहुल गांधी की ओर से अपना सिक्योरिटी प्रोटोकॉल बार-बार तोड़े जाने पर गंभीर चिंता जताई है। सीआरपीएफ की ओर से कहा गया है कि इस तरह सुरक्षा से खिलवाड़ उन्हें गंभीर खतरे में डाल सकता है। सीआरपीएफ की ओर से इसके लिए उनकी इटली, वियतनाम और मलेशिया जैसे देशों की यात्राओं का हवाला भी दिया गया है।

अनिवार्य सुरक्षा उपायों की अनदेखी का आरोप
सीआरपीएफ ने राहुल गांधी की सुरक्षा को लेकर चिंता जताते हुए कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे लिखी चिट्ठी में उनकी ओर से लगातार इसके उल्लंघन की बात कही गई है। सीआरपीएफ का कहना है कि एडवांस सिक्योरिटी लाइजन (ASL)टीम के साथ जेड+ कवर (Z+) होने के बावजूद राहुल ने कई मौकों पर अनिवार्य सुरक्षा उपायों की अनदेखी की।

पश्चिम सिंहभूमि में सुरक्षाबलों और नक्सलियों के बीच हुई मुठभेड़, एक माओवादी ढेर

झारखंड के पश्चिम सिंहभूमि जिले के घने जंगलों में सुरक्षाबलों और नक्सलियों के बीच मुठभेड़ हो गई। यह मुठभेड़ उस वक्त शुरू हुई, जब सीआरपीएफ और झारखंड पुलिस की संयुक्त टीम इलाके में सर्च ऑपरेशन चला रही थी। इस दौरान घात लगाए बैठे नक्सलियों ने जवानों पर अचानक अंधाधुंध फायरिंग शुरू कर दी। जवाबी कार्रवाई में सुरक्षाबलों ने एक नक्सली को ढेर कर दिया है। 


					

						

						

					

					

चाईबासा के गोइलकेरा थाना क्षेत्र के वन पोस्ता जंगल में आज बुधवार की सुबह पुलिस व नक्सलियों के बीच मुठभेड़ हो गयी। जानकारी के अनुसार आज सुबह 4 बजे मुठभेड़ शुरू हुई, जो करीब 8 बजे तक चली।इस मुठभेड़ में एक नक्सली के मारे जाने की सूचना है। हालांकि फिलहाल इसकी आधिकारिक पुष्टि नहीं हुई है। करीब चार घंटे तक चली इस मुठभेड़ में खुद को कमजोर पाता देख नक्सली भाग खड़े हुए। क्षेत्र में सर्च ऑपरेशन जारी है।

कारतूस और नक्सली साहित्य बरामद
मुठभेड़ स्थल से एक एसएलआर राइफल, कई कारतूस और नक्सली साहित्य भी बरामद हुआ है। घटना के बाद से पूरे इलाके में सुरक्षाबलों ने तलाशी अभियान तेज कर दिया है। आशंका है कि मारे गए नक्सली के अन्य साथी अब भी आसपास के जंगलों में छिपे हो सकते हैं। किसी भी स्थिति से निपटने के लिए अतिरिक्त फोर्स की तैनाती कर दी गई है और इलाके की नाकेबंदी की गई है।

नक्सलियों के खिलाफ अभियान जारी
आपको बता दें, कोल्हान और सारंडा के जंगल लंबे समय से भाकपा माओवादी के लिए सुरक्षित पनाहगाह माने जाते हैं। सुरक्षाबल लगातार इस इलाके में नक्सलियों के खिलाफ अभियान चला रहे हैं। केंद्रीय गृहमंत्री अमित शाह ने कहा है कि 31 मार्च 2026 से पहले देश से नक्सलवाद को जड़ से उखाड़ दिया जाएगा। शाह के इसी बयान के बाद देश के कुछ चुनिंदा राज्यों में बचे नक्सलियों के सफाये का कार्य चल रहा है।

भारत ने संयुक्त राष्ट्र सुरक्षा परिषद (यूएनएससी) में पाकिस्तान को जमकर फटकार लगाई है। संयुक्त राष्ट्र में भारत के स्थायी प्रतिनिधि पर्वतनेनी हरीश ने पाकिस्तानी को आड़े हाथों लिया। उन्होंने एक डिबेट के दौरान पड़ोसी देश को आतंकवाद के मुद्दे पर आइना दिखाते हुए कहा कि कश्मीर राग अलापना और सिंधु जल संधि के मुद्दे को उठाना पाकिस्तान की आदतों में शुमार हो चुका है। पाकिस्तान के दुस्साहस का कड़ा विरोध करते हुए पी हरीश ने कहा, आतंकवाद और अंतरराष्ट्रीय शांति के मुद्दों पर पाकिस्तान का दोहरा चरित्र निंदनीय है।

संयुक्त राष्ट्र में भारत के स्थायी प्रतिनिधि पर्वतनेनी हरीश ने पाकिस्तानी विदेश मंत्री इशाक डार की तरफ से की गई टिप्पणियों का जवाब दिया। डार ने भारत पर आक्रामक रवैया अपनाने और कश्मीर में मानवाधिकारों के हनन जैसे आरोप लगाए। इसका जवाब देते हुए हरीश ने कहा कि पाकिस्तानको अपना ट्रैक रिकॉर्ड देखना चाहिए। आतंक को लेकर पाकिस्तान की जो नीति रही है, वह दुनिया में किसी से छुपी नहीं है। ऐसे में पाकिस्तान की ओर से इस पर ज्यादा बात करना ही अजीब है।
