 *Khabar Kolkata* : Kolkata football season kicks off with the Kolkata League. This time, the stick is going to fall on the lid of the Durand Cup. This time too, the traditional Durand will start at the Vivekananda Yuva Bharati Stadium in Kolkata. The final will also be held at Kolkata's Vivekananda Yuva Bharati Stadium. With this, the Durand Cup is being organized in Kolkata for the fifth consecutive time. The Army Department is quite pleased with the way the Durand craze has spread in football towns over the past few years.Last year, East Bengal-Mohun Bagan met in the final of the Durand Cup. Mohun Bagan became Durand champion.
  
The 133rd Durand Cup will start from July 27. The opening match will be held at Yuva Bharati Sports Complex. Final 31 August. The announcement was made from the Eastern Command headquarters on Tuesday. Along with Kolkata, like last year, Durand's match will be in Assam's Kokrajhar. Along with this, Durand's matches will be held in two new cities, Jamshedpur and Shillong.Along with ISL, I-League heavy weight teams & army teams will also participate in this 24-team tournament. Like last year, foreign teams can come here to play the invitational tournament. 24 teams will be divided into 6 groups. Each group will have 4 teams. The top team from each group will advance to the knock outs. Out of the 6 groups, the remaining 2 teams will play in the knock out as the second best. Durand's trophy tour starts on the 10th.

देश में लागू तीन नये कानून के विषय में एडीजी ने दी विस्तार से जानकारी, जानिए पूरा डिटेल* 

 
 
  
  
पटना : देश में पुलिसिंग और न्याय व्यवस्था को मजबूती प्रदान करने के लिए बनाए गए तीन नए आपराधिक कानून एक जुलाई से बिहार सहित पूरे देश में प्रभावी हो गए है। इस नये कानून में क्या-क्या नए प्रावधान किये गये और इससे आमलोगो को क्या सुविधा होगी इसकी पूरी जानकारी बिहार पुलिस के एडीजी लॉ एंड ऑर्डर संजय सिंह ने दी है। उन्होंने बताया कि पूरे देश में ब्रिटिश शासनकाल से प्रभावी रही भारतीय दंड संहिता (आईपीसी) की जगह भारतीय न्याय संहिता, दंड प्रक्रिया संहिता (सीआरपीसी) की जगह भारतीय नागरिक सुरक्षा संहिता और 1872 के साक्ष्य अधिनियम की जगह भारतीय साक्ष्य अधिनियम लागू हो जाएंगे। प्रदेश के सभी पुलिस थानों में नए कानून को प्रभावी किए जाने के पूर्व पुलिसकर्मियों को प्रशिक्षण दिया गया, जो कार्य पूरा हो चुका है। एक जुलाई को राज्य के सभी थानों पर आम जनता को नए कानून (New Criminal Law) की जानकारी देने को पाठशाला लगी और थानाध्यक्ष स्थानीय नागरिकों को आमंत्रित कर तीनों नए आपराधिक कानून की प्रमुख विशेषताओं की जानकारी दी गई। थानों में पदस्थापित महिला पुलिस पदाधिकारियों द्वारा आमंत्रित नागरिकों को विशेष रूप से महिलाओं एवं बच्चों से संबंधित प्रमुख प्रविधानों की जानकारी दी जाएगी। साथ ही बड़े बदलावों पर तैयार एक पुस्तिका भी थानाध्यक्षों के स्तर पर आमंत्रित नागरिकों को दी जाएगी। नए कानून लागू होने पर विभिन्न अपराध दर्ज करने की धाराएं और न्याय व्यवस्था में बड़ा बदलाव आएगा। नया कानून लागू होने पर सबसे बड़ा बदलाव होगा कि पुलिस जांच पदाधिकारियों की जांच व अनुसंधान का तरीका बदलेगा। डिजिटल पुलिसिंग को बढ़ावा मिलेगा जिससे गंभीर अपराध के घटनास्थल पर उपलब्ध वैज्ञानिक साक्ष्य संकलित किए जा सकेंगे। घटनास्थल की वीडियोग्राफी और फोटोग्राफी पर जोर रहेगा। अपराध में मोबाइल फोन, इंटरनेट मीडिया, इंटरनेट के बढ़ते उपयोग के आलोक में पुलिस पदाधिकारियों को इलेक्ट्रानिक साक्ष्य एकत्र कर न्यायालय में पेश करने होंगे। खास कर साइबर अपराधों के मामलों में त्वरित कार्रवाई हो सकेगी। *एफआईआर डाउनलोड करने की सुविधा* पुलिस मुख्यालय ADG संजय सिंह ने बताया कि वर्तमान में बिहार पुलिस के एससीआरबी वेबसाइट पर एफआईआर डाउनलोड करने की सुविधा उपलब्ध है। शीघ्र ही गुम हुई संपत्ति, लापता व्यक्ति, घरेलू सहायक, ड्राइवर, का पूर्व चरित्र सत्यापन, वरिष्ठ नागरिक का रजिस्ट्रेशन व किरायेदार का पूर्व चरित्र सत्यापन जैसी व्यवस्थाएं ऑनलाइन होंगी। बिहार पुलिस की वेबसाइट पर तीनों आपराधिक कानून हिन्दी एवं अंग्रेजी भाषा में उपलब्ध होंगे। *ई-मेल से करें थानों को शिकायत* बताया कि डिजिटल पुलिसिंग का फायदा है कि आमजन ई-मेल से भी थानों को अपनी शिकायत भेज सकेंगे। इसके लिए बिहार पुलिस की वेबसाइट पर राज्य के सभी थानों के नंबर एवं ई-मेल की जानकारी दी गई है। नए कानून में वैज्ञानिक साक्ष्य संकलन पर जोर से सिर्फ बयान के आधार पर गलत दोषारोपण पर रोक लगेगी। पूरे राज्य में गिरफ्तार होने वाले व्यक्ति के फिंगरप्रिंट डाटाबेस में दर्ज किए जाएंगे। घटनास्थल पर मिलने वाले फिंगरप्रिंट का त्वरित मिलान पूरे देश में गिरफ्तार `व्यक्तियों के फिंगरप्रिंट डाटाबेस से किया जा सकेगा। पटना से मनीष प्रसाद

देश में आज से लागू नए आपराधिक कानून के तहत दिल्ली में पहला मामला दर्ज, जानें किसने कराया केस और क्यों?

देश में तीन नए क्रिमिनल कानून आज यानी 1 जुलाई से लागू हो गए। तीन नए क्रिमिनल कानून के तहत देश में पहली एफआईआर दर्ज हो गई। दिल्ली के कमला मार्केट पुलिस थाने में सोमवार को भारतीय न्याय संहिता के तहत यह एफआईआर दर्ज हुई है। नई दिल्ली रेलवे स्टेशन के फुटओवर ब्रिज के नीचे अवरोध पैदा करने और सामान बेचने के आरोप में एक रेहड़ी-पटरी वाले के खिलाफ भारतीय न्याय संहिता की धारा 285 के तहत यह मामला दर्ज किया गया है।आरोपी की पहचान बिहार के बाढ़ गांव निवासी पंकज कुमार के रूप में हुई है।

  


आज से पूरे देश में तीनों नए आपराधिक कानून भारतीय न्याय संहिता 2023, भारतीय नागरिक सुरक्षा संहिता 2023, और भारतीय साक्ष्य अधिनियम 2023 लागू हो गए है। इसके साथ ही अंग्रेजों द्वारा बनाए गए तीनों पुराने कानून इंडियन पीनल कोड 1860, क्रिमनल प्रोजीसर कोड (CrPC) 1898, 1973 और इंडियन एवीडेंस एक्ट 1872 कानून समाप्त हो गए।जिनके तहत कानूनों की परिभाषा बदल गई है। अपराध करने पर कड़ी सजा का प्रावधान किया गया है। इन तीन नए क्रिमिनल लॉ के लागू होने से भारत की आपराधिक न्याय प्रणाली में कई बदलाव आने की उम्मीद है।

संसद के दोनों सदनों से पास होने के बाद राष्ट्रपति द्रौपदी मुर्मू ने तीनों नए क्रिमिनल लॉ बिल को मंजूरी दी थी। राष्ट्रपति की मंजूरी के साथ ही इन तीनों बिल कानू का रूप ले लिया। 2019 से इन तीनों कानूनों पर काम शुरू हुआ था। संसद में केंद्रीय गृह मंत्री अमित शाह ने कहा था कि पुराने कानूनों का मूल उद्देश्य अंग्रेजी शासन को मजबूत बनाना था। उनका उद्देश्य दंड देने का था, न्याय करने का नहीं। इन तीनों नए क्रिमिनल लॉ का उद्देश्य दंड नहीं, न्याय देना है. यहां दंड, न्याय देने का एक चरण है।

भारतीय दंड संहिता में 511 धाराएं थीं, लेकिन भारतीय न्याय संहिता में धाराएं 358 रह गई हैं। संशोधन के जरिए इसमें 20 नए अपराध शामिल किए हैं, तो 33 अपराधों में सजा अवधि बढ़ाई है। 83 अपराधों में जुर्माने की रकम भी बढ़ाई है। 23 अपराधों में अनिवार्य न्यूनतम सजा का प्रावधान है। छह अपराधों में सामुदायिक सेवा की सजा का प्रावधान किया गया है।

वहीं नए कानून के तहत पहली एफआईआर भी दर्ज हो गई है। यह एफआईआर दिल्ली के कमला मार्केट पुलिस थाने में दर्ज की गई। थाने के सब इंस्पेक्टर ने ही एफआईआर दर्ज कराई है, जिसमें आरोपी एक स्ट्रीट वेंडर को बनाया गया है। वहीं केस भारतीय न्याय संहिता कानून की धारा 285 के तहत दर्ज हुआ है। मीडिया रिपोर्ट के अनुसार, एसआई कार्तिक मीणा ने स्ट्रीट वेंडर पकंज कुमार के खिलाफ शिकायत दी है। उन्होंने आरोप लगाया है कि वे पेट्रोलिंग पर थे। इस दौरान जब वे नई दिल्ली रेलवे स्टेशन पहुंचे और वहां फुट ब्रिज के पास डीलक्स शौचालय के आस-पास एरिया का जायजा ले रहे थे तो पकंज की रेहड़ी नजर आई। पंकज अपनी रेहड़ी पर पानी, बीड़ी, सिगरेट बेच रहा था, लेकिन यह रेहड़ी उसने आने जाने वाले रास्ते पर लगाई हुई थी। उसकी रेहड़ी के कारण लोगों को आवाजाही में परेशानी हो रही थी। सब इंस्पेक्टर ने उसे रेहड़ी हटाकर कहीं और लगाने के लिए कहा, लेकिन पंकज अपनी बात कहकर उनकी अनदेखी करके चला गया। इस बर्ताव के चलते उन्होंने रेहड़ी मालिक के खिलाफ थाने में एफआईआर दर्ज कर ली।

मनकापुर (गोंडा)। गत दिवस आईटीआई लिमिटेड मनकापुर ईकाई ने  आउट डोर कैबिनेट की  एक सौ छब्बीस बेस की पहली खेप भारत संचार निगम के लिए ईकाई प्रमुख  के साथ  दो महिला अधिकारियों ने वाहन को हरी झंडी दिखाकर कर रवाना किया ।





बताते चलें  कि आउट डोर कैबिनेट (ODC) बेहतर 4G नेटवर्क के साथ संचार सुविधाएं उपलब्ध कराने के लिए बेस स्टेशन में लगाया जाता है। इसका निर्माण पूर्णतया स्वदेशी तकनीक पर आधारित व डिजाइन मनकापुर इकाई में किया जा रहा है उक्त उत्पाद का कार्य मनकापुर इकाई में दिन रात किया जा रहा है इसी उत्पाद की  प्रथम खेप गत दिवस 126 की संख्या में भारत संचार निगम लि. के गुणवत्ता आश्वासन विभाग द्वारा पूर्णतया परीक्षण के बाद रवाना किया गया ।
ईकाई में जन सम्पर्क अधिकारी जे के श्रीवास्तव ने बताया कि
इस ऐतिहासिक अवसर पर कम्पनी के अध्यक्ष व प्रबंध निदेशक  राजेश राय ने वीडियो कान्फ्रेसिंग के जरिये इकाई के समस्त अधिकारियों व कर्मचारियों को संबोधित करते हुए भूरि-भूरि प्रशंसा किया तथा विशेष रूप से उक्त उत्पाद से जुडे अधिकारियों व कर्मचारियों को उत्पाद के उच्च गुणवत्ता के साथ निर्धारित समय में उत्पादन करने की क्षमता के प्रति बधाई दिया तथा उम्मीद जताया कि अगले 10000 बेस  उत्पाद के उत्पादन में अपनी पूर्ण गुणवत्ता व क्षमता का प्रयोग करेंगे। अध्यक्ष एवं प्रबंध निदेशक  ने अवगत कराया कि मनकापुर इकाई में 4G से संबन्धित RRU और BBU जैसे उत्पाद का उत्पादन शीघ्र शुरू होने जा रहा है।

कोरोना वैक्सीन कोविशील्ड के बाद कोवैक्सिन ने बढ़ाई टेंशन, स्टडी में साइड इफेक्ट्स का दावा

कोरोना महामारी के वक्त पूरी दुनिया मानो जैसे थम सी गई थी। इससे बचाव के लिए बड़े पैमाने पर लोगों ने कोविशील्ड और कोवैक्सीन टीके लगवाए थे। लेकिन अब इन दोनो टीकों के साइड इफेक्ट सामने आने लग गए हैं। कोविशील्ड बनने वाली ब्रिटिश कंपनी एस्ट्राजेनिका ने पिछले दिनों वहां की एक अदालत में टीके साइड इफेक्ट्स की बात स्वीकार की। इसके बाद अब कोवैक्सीन के भी साइड इफेक्ट की बात सामने आई रही है।कोविशील्ड के बाद अब कोवैक्सिन के साइड इफेक्ट को लेकर एक स्टडी सामने आई है। स्प्रिंगरलिंक पर प्रकाशित एक रिपोर्ट में कहा गया है कि महिला किशोरों और जिन लोगों को पहले कभी एलर्जी हुई है, उनमें कोवैक्सिन लेने के बाद एईएसआई होने का खतरा ज्यादा होता है।

  


इकोनॉमिक टाइम्स ने साइंस जर्नल स्प्रिंगरलिंक में पब्लिश हुई एक रिसर्च के हवाले से लिखी है। रिसर्च के मुताबिक, बनारस हिंदू यूनिवर्सिटी में हुई स्टडी में हिस्सा लेने वाले लगभग एक तिहाई लोगों में कोवैक्सिन के साइड इफेक्ट्स देखे गए हैं। इन लोगों में सांस संबंधी इन्फेक्शन, ब्लड क्लॉटिंग और स्किन से जुड़ी बीमारियां देखी गईं। शोधकर्ताओं ने पाया कि टीनएजर्स, खास तौर पर किशोरियों और किसी भी एलर्जी का सामना कर रहे लोगों को कोवैक्सिन से खतरा है।बनारस हिंदू विश्वविद्यालय में शंख शुभ्रा चक्रवर्ती और उनकी टीम द्वारा की गई स्टडी में बताया गया है कि स्टडी में शामिल एक साल के फॉलो-अप के दौरान ज्यादातर एईएसआई बनी रही।

स्टडी में वैक्सीन से होने वाली 3 समस्याएं सामने आईः
1. लोगों में सांस संबंधी इन्फेक्शन बढ़ रहा
स्टडी करने वाले शंख शुभ्रा चक्रवर्ती ने कहा, "हमने उन लोगों का डेटा कलेक्ट किया जिन्हें वैक्सीन लगे एक साल हो गया था। 1,024 लोगों पर स्टडी हुई। इनमें से 635 किशोर और 291 वयस्क शामिल थे।" स्टडी के मुताबिक, 304 (47.9%) किशोरों और 124 (42.6%) वयस्कों में सांस संबंधी इन्फेक्शन (अपर रेस्पिरेटरी ट्रैक्ट इन्फेक्शन) देखे गए। इससे लोगों में सर्दी, खांसी जैसी समस्याएं देखी गईं।

2. स्किन से जुड़ी बीमारियां देखी गईं
स्टडी में पाया गया कि स्टडी में हिस्सा लेने वाले टीनएजर्स में स्किन से जुड़ी बीमारियां (10.5%), नर्वस सिस्टम से जुड़े डिसऑर्डर (4.7%) और जनरल डिसऑर्डर (10.2%) देखे गए। वहीं, वयस्कों में जनरल डिसऑर्डर (8.9%), मांसपेशियों और हड्डियों से जुड़े डिसऑर्डर (5.8%) और नर्वस सिस्टम से जुड़े डिसऑर्डर (5.5%) देखे गए।

3. गुलियन बेरी सिंड्रोम (GBS) भी हो सकता है
कोवैक्सिन के साइड इफेक्ट्स पर हुई स्टडी में 4.6% किशोरियों में मासिक धर्म संबंधी असामान्यताएं (अनियमित पीरियड्स) देखी गईं। प्रतिभागियों में आंखों से जुड़ी असामान्यताएं (2.7%) और हाइपोथायरायडिज्म (0.6%) भी देखा गया। वहीं, 0.3% प्रतिभागियों में स्ट्रोक और 0.1% प्रतिभागियों में गुलियन बेरी सिंड्रोम (GBS) की पहचान भी हुई।

स्टडी में 1,024 शामिल लोगों में से 635 किशोरों और 291 वयस्कों से 1 साल के फॉलो-अप के दौरान संपर्क किया गया। स्टडी में बताया गया है कि 304 (47.9%) किशोरों और 124 (42.6%) वयस्कों में ऊपरी श्वसन तंत्र में संक्रमण की सूचना मिली। इस स्टडी में यह भी पाया गया कि 4.6% महिला प्रतिभागियों को मासिक धर्म से जुड़ी समस्याएं हुईं। 2.7% प्रतिभागियों में आंखों से जुड़ी समस्याएं देखी गईं और 0.6% में थायराइड की कमी पाई गई। इसके अलावा स्टडी में लोगों को यह समस्या भी हुई।

The 133rd Durand Cup will start from July 27. The opening match will be held at Yuva Bharati Sports Complex. Final 31 August. The announcement was made from the Eastern Command headquarters on Tuesday. Along with Kolkata, like last year, Durand's match will be in Assam's Kokrajhar. Along with this, Durand's matches will be held in two new cities, Jamshedpur and Shillong.Along with ISL, I-League heavy weight teams & army teams will also participate in this 24-team tournament. Like last year, foreign teams can come here to play the invitational tournament. 24 teams will be divided into 6 groups. Each group will have 4 teams. The top team from each group will advance to the knock outs. Out of the 6 groups, the remaining 2 teams will play in the knock out as the second best. Durand's trophy tour starts on the 10th.

देश में लागू तीन नये कानून के विषय में एडीजी ने दी विस्तार से जानकारी, जानिए पूरा डिटेल* 

 
 
  
  
पटना : देश में पुलिसिंग और न्याय व्यवस्था को मजबूती प्रदान करने के लिए बनाए गए तीन नए आपराधिक कानून एक जुलाई से बिहार सहित पूरे देश में प्रभावी हो गए है। इस नये कानून में क्या-क्या नए प्रावधान किये गये और इससे आमलोगो को क्या सुविधा होगी इसकी पूरी जानकारी बिहार पुलिस के एडीजी लॉ एंड ऑर्डर संजय सिंह ने दी है। उन्होंने बताया कि पूरे देश में ब्रिटिश शासनकाल से प्रभावी रही भारतीय दंड संहिता (आईपीसी) की जगह भारतीय न्याय संहिता, दंड प्रक्रिया संहिता (सीआरपीसी) की जगह भारतीय नागरिक सुरक्षा संहिता और 1872 के साक्ष्य अधिनियम की जगह भारतीय साक्ष्य अधिनियम लागू हो जाएंगे। प्रदेश के सभी पुलिस थानों में नए कानून को प्रभावी किए जाने के पूर्व पुलिसकर्मियों को प्रशिक्षण दिया गया, जो कार्य पूरा हो चुका है। एक जुलाई को राज्य के सभी थानों पर आम जनता को नए कानून (New Criminal Law) की जानकारी देने को पाठशाला लगी और थानाध्यक्ष स्थानीय नागरिकों को आमंत्रित कर तीनों नए आपराधिक कानून की प्रमुख विशेषताओं की जानकारी दी गई। थानों में पदस्थापित महिला पुलिस पदाधिकारियों द्वारा आमंत्रित नागरिकों को विशेष रूप से महिलाओं एवं बच्चों से संबंधित प्रमुख प्रविधानों की जानकारी दी जाएगी। साथ ही बड़े बदलावों पर तैयार एक पुस्तिका भी थानाध्यक्षों के स्तर पर आमंत्रित नागरिकों को दी जाएगी। नए कानून लागू होने पर विभिन्न अपराध दर्ज करने की धाराएं और न्याय व्यवस्था में बड़ा बदलाव आएगा। नया कानून लागू होने पर सबसे बड़ा बदलाव होगा कि पुलिस जांच पदाधिकारियों की जांच व अनुसंधान का तरीका बदलेगा। डिजिटल पुलिसिंग को बढ़ावा मिलेगा जिससे गंभीर अपराध के घटनास्थल पर उपलब्ध वैज्ञानिक साक्ष्य संकलित किए जा सकेंगे। घटनास्थल की वीडियोग्राफी और फोटोग्राफी पर जोर रहेगा। अपराध में मोबाइल फोन, इंटरनेट मीडिया, इंटरनेट के बढ़ते उपयोग के आलोक में पुलिस पदाधिकारियों को इलेक्ट्रानिक साक्ष्य एकत्र कर न्यायालय में पेश करने होंगे। खास कर साइबर अपराधों के मामलों में त्वरित कार्रवाई हो सकेगी। *एफआईआर डाउनलोड करने की सुविधा* पुलिस मुख्यालय ADG संजय सिंह ने बताया कि वर्तमान में बिहार पुलिस के एससीआरबी वेबसाइट पर एफआईआर डाउनलोड करने की सुविधा उपलब्ध है। शीघ्र ही गुम हुई संपत्ति, लापता व्यक्ति, घरेलू सहायक, ड्राइवर, का पूर्व चरित्र सत्यापन, वरिष्ठ नागरिक का रजिस्ट्रेशन व किरायेदार का पूर्व चरित्र सत्यापन जैसी व्यवस्थाएं ऑनलाइन होंगी। बिहार पुलिस की वेबसाइट पर तीनों आपराधिक कानून हिन्दी एवं अंग्रेजी भाषा में उपलब्ध होंगे। *ई-मेल से करें थानों को शिकायत* बताया कि डिजिटल पुलिसिंग का फायदा है कि आमजन ई-मेल से भी थानों को अपनी शिकायत भेज सकेंगे। इसके लिए बिहार पुलिस की वेबसाइट पर राज्य के सभी थानों के नंबर एवं ई-मेल की जानकारी दी गई है। नए कानून में वैज्ञानिक साक्ष्य संकलन पर जोर से सिर्फ बयान के आधार पर गलत दोषारोपण पर रोक लगेगी। पूरे राज्य में गिरफ्तार होने वाले व्यक्ति के फिंगरप्रिंट डाटाबेस में दर्ज किए जाएंगे। घटनास्थल पर मिलने वाले फिंगरप्रिंट का त्वरित मिलान पूरे देश में गिरफ्तार `व्यक्तियों के फिंगरप्रिंट डाटाबेस से किया जा सकेगा। पटना से मनीष प्रसाद

देश में आज से लागू नए आपराधिक कानून के तहत दिल्ली में पहला मामला दर्ज, जानें किसने कराया केस और क्यों?

देश में तीन नए क्रिमिनल कानून आज यानी 1 जुलाई से लागू हो गए। तीन नए क्रिमिनल कानून के तहत देश में पहली एफआईआर दर्ज हो गई। दिल्ली के कमला मार्केट पुलिस थाने में सोमवार को भारतीय न्याय संहिता के तहत यह एफआईआर दर्ज हुई है। नई दिल्ली रेलवे स्टेशन के फुटओवर ब्रिज के नीचे अवरोध पैदा करने और सामान बेचने के आरोप में एक रेहड़ी-पटरी वाले के खिलाफ भारतीय न्याय संहिता की धारा 285 के तहत यह मामला दर्ज किया गया है।आरोपी की पहचान बिहार के बाढ़ गांव निवासी पंकज कुमार के रूप में हुई है।

  


आज से पूरे देश में तीनों नए आपराधिक कानून भारतीय न्याय संहिता 2023, भारतीय नागरिक सुरक्षा संहिता 2023, और भारतीय साक्ष्य अधिनियम 2023 लागू हो गए है। इसके साथ ही अंग्रेजों द्वारा बनाए गए तीनों पुराने कानून इंडियन पीनल कोड 1860, क्रिमनल प्रोजीसर कोड (CrPC) 1898, 1973 और इंडियन एवीडेंस एक्ट 1872 कानून समाप्त हो गए।जिनके तहत कानूनों की परिभाषा बदल गई है। अपराध करने पर कड़ी सजा का प्रावधान किया गया है। इन तीन नए क्रिमिनल लॉ के लागू होने से भारत की आपराधिक न्याय प्रणाली में कई बदलाव आने की उम्मीद है।

संसद के दोनों सदनों से पास होने के बाद राष्ट्रपति द्रौपदी मुर्मू ने तीनों नए क्रिमिनल लॉ बिल को मंजूरी दी थी। राष्ट्रपति की मंजूरी के साथ ही इन तीनों बिल कानू का रूप ले लिया। 2019 से इन तीनों कानूनों पर काम शुरू हुआ था। संसद में केंद्रीय गृह मंत्री अमित शाह ने कहा था कि पुराने कानूनों का मूल उद्देश्य अंग्रेजी शासन को मजबूत बनाना था। उनका उद्देश्य दंड देने का था, न्याय करने का नहीं। इन तीनों नए क्रिमिनल लॉ का उद्देश्य दंड नहीं, न्याय देना है. यहां दंड, न्याय देने का एक चरण है।

भारतीय दंड संहिता में 511 धाराएं थीं, लेकिन भारतीय न्याय संहिता में धाराएं 358 रह गई हैं। संशोधन के जरिए इसमें 20 नए अपराध शामिल किए हैं, तो 33 अपराधों में सजा अवधि बढ़ाई है। 83 अपराधों में जुर्माने की रकम भी बढ़ाई है। 23 अपराधों में अनिवार्य न्यूनतम सजा का प्रावधान है। छह अपराधों में सामुदायिक सेवा की सजा का प्रावधान किया गया है।

वहीं नए कानून के तहत पहली एफआईआर भी दर्ज हो गई है। यह एफआईआर दिल्ली के कमला मार्केट पुलिस थाने में दर्ज की गई। थाने के सब इंस्पेक्टर ने ही एफआईआर दर्ज कराई है, जिसमें आरोपी एक स्ट्रीट वेंडर को बनाया गया है। वहीं केस भारतीय न्याय संहिता कानून की धारा 285 के तहत दर्ज हुआ है। मीडिया रिपोर्ट के अनुसार, एसआई कार्तिक मीणा ने स्ट्रीट वेंडर पकंज कुमार के खिलाफ शिकायत दी है। उन्होंने आरोप लगाया है कि वे पेट्रोलिंग पर थे। इस दौरान जब वे नई दिल्ली रेलवे स्टेशन पहुंचे और वहां फुट ब्रिज के पास डीलक्स शौचालय के आस-पास एरिया का जायजा ले रहे थे तो पकंज की रेहड़ी नजर आई। पंकज अपनी रेहड़ी पर पानी, बीड़ी, सिगरेट बेच रहा था, लेकिन यह रेहड़ी उसने आने जाने वाले रास्ते पर लगाई हुई थी। उसकी रेहड़ी के कारण लोगों को आवाजाही में परेशानी हो रही थी। सब इंस्पेक्टर ने उसे रेहड़ी हटाकर कहीं और लगाने के लिए कहा, लेकिन पंकज अपनी बात कहकर उनकी अनदेखी करके चला गया। इस बर्ताव के चलते उन्होंने रेहड़ी मालिक के खिलाफ थाने में एफआईआर दर्ज कर ली।

मनकापुर (गोंडा)। गत दिवस आईटीआई लिमिटेड मनकापुर ईकाई ने  आउट डोर कैबिनेट की  एक सौ छब्बीस बेस की पहली खेप भारत संचार निगम के लिए ईकाई प्रमुख  के साथ  दो महिला अधिकारियों ने वाहन को हरी झंडी दिखाकर कर रवाना किया ।





बताते चलें  कि आउट डोर कैबिनेट (ODC) बेहतर 4G नेटवर्क के साथ संचार सुविधाएं उपलब्ध कराने के लिए बेस स्टेशन में लगाया जाता है। इसका निर्माण पूर्णतया स्वदेशी तकनीक पर आधारित व डिजाइन मनकापुर इकाई में किया जा रहा है उक्त उत्पाद का कार्य मनकापुर इकाई में दिन रात किया जा रहा है इसी उत्पाद की  प्रथम खेप गत दिवस 126 की संख्या में भारत संचार निगम लि. के गुणवत्ता आश्वासन विभाग द्वारा पूर्णतया परीक्षण के बाद रवाना किया गया ।

कोरोना वैक्सीन कोविशील्ड के बाद कोवैक्सिन ने बढ़ाई टेंशन, स्टडी में साइड इफेक्ट्स का दावा

कोरोना महामारी के वक्त पूरी दुनिया मानो जैसे थम सी गई थी। इससे बचाव के लिए बड़े पैमाने पर लोगों ने कोविशील्ड और कोवैक्सीन टीके लगवाए थे। लेकिन अब इन दोनो टीकों के साइड इफेक्ट सामने आने लग गए हैं। कोविशील्ड बनने वाली ब्रिटिश कंपनी एस्ट्राजेनिका ने पिछले दिनों वहां की एक अदालत में टीके साइड इफेक्ट्स की बात स्वीकार की। इसके बाद अब कोवैक्सीन के भी साइड इफेक्ट की बात सामने आई रही है।कोविशील्ड के बाद अब कोवैक्सिन के साइड इफेक्ट को लेकर एक स्टडी सामने आई है। स्प्रिंगरलिंक पर प्रकाशित एक रिपोर्ट में कहा गया है कि महिला किशोरों और जिन लोगों को पहले कभी एलर्जी हुई है, उनमें कोवैक्सिन लेने के बाद एईएसआई होने का खतरा ज्यादा होता है।

  


इकोनॉमिक टाइम्स ने साइंस जर्नल स्प्रिंगरलिंक में पब्लिश हुई एक रिसर्च के हवाले से लिखी है। रिसर्च के मुताबिक, बनारस हिंदू यूनिवर्सिटी में हुई स्टडी में हिस्सा लेने वाले लगभग एक तिहाई लोगों में कोवैक्सिन के साइड इफेक्ट्स देखे गए हैं। इन लोगों में सांस संबंधी इन्फेक्शन, ब्लड क्लॉटिंग और स्किन से जुड़ी बीमारियां देखी गईं। शोधकर्ताओं ने पाया कि टीनएजर्स, खास तौर पर किशोरियों और किसी भी एलर्जी का सामना कर रहे लोगों को कोवैक्सिन से खतरा है।बनारस हिंदू विश्वविद्यालय में शंख शुभ्रा चक्रवर्ती और उनकी टीम द्वारा की गई स्टडी में बताया गया है कि स्टडी में शामिल एक साल के फॉलो-अप के दौरान ज्यादातर एईएसआई बनी रही।

स्टडी में वैक्सीन से होने वाली 3 समस्याएं सामने आईः
1. लोगों में सांस संबंधी इन्फेक्शन बढ़ रहा
स्टडी करने वाले शंख शुभ्रा चक्रवर्ती ने कहा, "हमने उन लोगों का डेटा कलेक्ट किया जिन्हें वैक्सीन लगे एक साल हो गया था। 1,024 लोगों पर स्टडी हुई। इनमें से 635 किशोर और 291 वयस्क शामिल थे।" स्टडी के मुताबिक, 304 (47.9%) किशोरों और 124 (42.6%) वयस्कों में सांस संबंधी इन्फेक्शन (अपर रेस्पिरेटरी ट्रैक्ट इन्फेक्शन) देखे गए। इससे लोगों में सर्दी, खांसी जैसी समस्याएं देखी गईं।

2. स्किन से जुड़ी बीमारियां देखी गईं
स्टडी में पाया गया कि स्टडी में हिस्सा लेने वाले टीनएजर्स में स्किन से जुड़ी बीमारियां (10.5%), नर्वस सिस्टम से जुड़े डिसऑर्डर (4.7%) और जनरल डिसऑर्डर (10.2%) देखे गए। वहीं, वयस्कों में जनरल डिसऑर्डर (8.9%), मांसपेशियों और हड्डियों से जुड़े डिसऑर्डर (5.8%) और नर्वस सिस्टम से जुड़े डिसऑर्डर (5.5%) देखे गए।

3. गुलियन बेरी सिंड्रोम (GBS) भी हो सकता है
कोवैक्सिन के साइड इफेक्ट्स पर हुई स्टडी में 4.6% किशोरियों में मासिक धर्म संबंधी असामान्यताएं (अनियमित पीरियड्स) देखी गईं। प्रतिभागियों में आंखों से जुड़ी असामान्यताएं (2.7%) और हाइपोथायरायडिज्म (0.6%) भी देखा गया। वहीं, 0.3% प्रतिभागियों में स्ट्रोक और 0.1% प्रतिभागियों में गुलियन बेरी सिंड्रोम (GBS) की पहचान भी हुई।

स्टडी में 1,024 शामिल लोगों में से 635 किशोरों और 291 वयस्कों से 1 साल के फॉलो-अप के दौरान संपर्क किया गया। स्टडी में बताया गया है कि 304 (47.9%) किशोरों और 124 (42.6%) वयस्कों में ऊपरी श्वसन तंत्र में संक्रमण की सूचना मिली। इस स्टडी में यह भी पाया गया कि 4.6% महिला प्रतिभागियों को मासिक धर्म से जुड़ी समस्याएं हुईं। 2.7% प्रतिभागियों में आंखों से जुड़ी समस्याएं देखी गईं और 0.6% में थायराइड की कमी पाई गई। इसके अलावा स्टडी में लोगों को यह समस्या भी हुई।
