50 हजार करोड़ में हुई थी S-400 की डील
भारत ने 2018 में करीब 5.43 अरब डॉलर के समझौते के तहत पांच S-400 स्क्वाड्रन का ऑर्डर दिया था। इनमें से चार की डिलीवरी हो चुकी है, जबकि पांचवां और अंतिम स्क्वाड्रन नवंबर 2026 तक मिलने की उम्मीद है। इसके अलावा भारत सरकार पांच और S-400 स्क्वाड्रन खरीदने के प्रस्ताव को भी मंजूरी दे चुकी है, जिसकी कीमत 50 हजार करोड़ रुपये से अधिक बताई जा रही है।

  

भारत स्वदेशी बैलिस्टिक मिसाइल निर्माण की ओर बढ़ा

भारत ने सिंधु जल संधि पर वर्ल्ड बैंक की बनाई कोर्ट ऑफ आर्बिट्रेशन (CoA) के फ़ैसले को मानने से इनकार कर दिया है। भारत ने कोर्ट को अवैध बताते हुए कहा कि इस मामले पर कोई सुनवाई उसके अधिकारी क्षेत्र में नहीं आता है। विदेश मंत्रालय ने बयान जारी कर कहा कि CoA की ओर से दिए गए फैसलों का भारत की कार्रवाई पर कोई प्रभाव नहीं पड़ेगा। भारत ने सिंधु जल संधि को स्थगित रखने के निर्णय को भी दोहराया।

  

भारत ने संस्था को “अवैध रूप से गठित” बताया
विदेश मंत्रालय ने सोमवार को सिंधु जल संधि को लेकर विश्व बैंक द्वारा गठित कोर्ट ऑफ आर्बिट्रेशन के फैसले को सिरे से खारिज कर दिया। भारत ने इस संस्था को “अवैध रूप से गठित” बताते हुए कहा कि पाकिस्तान के साथ जल संधि को स्थगित रखने का उसका फैसला लागू रहेगा। विदेश मंत्रालय ने अपने बयान में कहा कि विश्व बैंक द्वारा गठित यह तथाकथित मध्यस्थता अदालत संधि की शर्तों का स्पष्ट उल्लंघन करते हुए बनाई गई थी। इसलिए भारत इसके फैसले को पूरी तरह खारिज करता है, जैसा कि वह इस संस्था की पिछली टिप्पणियों को भी खारिज करता रहा है।

  

भारत ने कहा- निकाय का गठन ही सिंधु जल संधि का गंभीर उल्लंघन
विदेश मंत्रालय ने कहा कि भारत ने कभी भी इस कथित मध्यस्थता अदालत के कानूनी अस्तित्व को स्वीकार नहीं किया है। भारत का लगातार यह रुख रहा है कि इस निकाय का गठन ही सिंधु जल संधि का गंभीर उल्लंघन है। विदेश मंत्रालय के मुताबिक, भारत इस तथाकथित अदालत के समक्ष कभी पेश नहीं हुआ और न ही उसने इसके पहले दिए गए किसी फैसले या टिप्पणी को मान्यता दी है।

  

सिंधु जल समझौते पर मध्यस्थता कोर्ट ने क्या कहा
इससे पहले, नीदरलैंड के हेग स्थित स्थायी मध्यस्थता अदालत ने आदेश दिया कि भारत और पाकिस्तान के बीच हुई सिंधु जल संधि पूरी तरह से लागू है। मध्यस्थता अदालत ने भारत से कहा कि यह 'समझौते के तहत अपनी जिम्मेदारियों का पालन करे।

  

सिंधु जल समझौता कब हुआ था
भारत और पाकिस्तान के बीच 1960 में सिंधु जल समझौता हुआ था। भारत का हमेशा से मानना रहा है कि सिंधु जल समझौता एकतरफा पाकिस्तान के हक में हुई और उसका अधिकतर लाभ उसे ही दिया जा रहा है और फिर भी वह उसका पूरी तरह से फायदा उठा नहीं पा रहा। पाकिस्तान ने हमेशा इस संधि का फायदा उठाते हुए खूब मनमानी की और भारत के सिंधु जलों पर समझौते के तहत मिले उचित अधिकारों के इस्तेमाल में भी अड़ंगा डालने की आदत बना ली। भारत ने सबकुछ सहते हुए 65 साल तक इस एकतरफा समझौते का पालन किया और सारे नुकसान को ताक पर रखकर संधि का सम्मान किया।

पहलगाम आतंकी हमले के बाद भारत ने संधि को किया था स्थगित
भारत ने अप्रैल 2025 में हुए पहलगाम आतंकी हमले के बाद सिंधु जल संधि को स्थगित रखने का फैसला किया था। इसके बाद से पाकिस्तान के नेताओं ने कई बार पानी को अपनी 'रेड लाइन' बताया है और भारत के इस कदम को लेकर चेतावनी दी है। पाकिस्तान की ओर से इसे 'युद्ध की कार्रवाई' तक बताया जा चुका है

विपक्ष पर साधा निशाना
प्रधानमंत्री ने कहा कि “एक तरफ भारत तमाम वैश्विक चुनौतियों को पार करते हुए आगे बढ़ रहा है, वहीं देश के भीतर कुछ लोग निराशा और झूठ का माहौल बनाने में लगे हैं। उन्होंने कहा कि इन सभी चुनौतियों के बीच भारत ने 7.8 प्रतिशत की ग्रोथ हासिल की है। हमें इस गति को बनाए रखना होगा। हमें आगे बढ़ते रहना होगा, और इसके लिए ‘आत्मनिर्भर भारत’ बनना जरूरी है।”

  

जयराम रमेश ने जीडीपी के आंकड़ों पर केन्द्र को घेरा
वहीं, कांग्रेस महासचिव जयराम रमेश ने जीडीपी के आंकड़ों को लेकर केंद्र सरकार पर निशाना साधा।जयराम रमेश ने कहा कि ये आंकड़े अर्थव्यवस्था में घरेलू और विदेशी, दोनों तरह के निजी निवेश को लेकर बेहद कमजोर धारणा को नहीं दर्शाते। उन्होंने कहा कि उपभोक्ता भरोसा बेहद सुस्त है और नवंबर 2025 से लगातार गिरावट की ओर है। कांग्रेस नेता ने कहा कि घरेलू जरूरत की आवश्यक वस्तुओं की कीमतें तेजी से बढ़ रही हैं, जबकि शिक्षित बेरोजगारी चिंताजनक स्तर पर है।

सिंधु जल संधि स्थगित किए जाने पर चिंता जताई
पाकिस्तान के विदेश मंत्री इशाक डार ने अमेरिका में कहा कि सिंधु नदी प्रणाली पाकिस्तान के लिए जीवनरेखा है। पाकिस्तान की 25 करोड़ से ज्यादा आबादी की जिंदगी इससे जुड़ी हुई है। उन्होंने भारत से सिंधु जल संधि को बहाल करने की अपील करते हुए अंतरराष्ट्रीय समुदाय से भी इस मामले में हस्तक्षेप करने की मांग की। इशाक डार ने यह बयान अमेरिका में पाकिस्तानी दूतावास की ओर से आयोजित एक वर्चुअल सेमिनार में दिया।

पाकिस्तान के उप प्रधानमंत्री और विदेश मंत्री इशाक डार ने वाशिंगटन में एक सेमिनार को संबोधित करते हुए तीन-सूत्रीय तरीका बताया जिसमें 1960 की संधि को पूरी तरह से लागू करने और परमाणु हथियार रखने वाले इन पड़ोसी देशों के बीच विवादों को सुलझाने के लिए संधि में तय तरीकों का इस्तेमाल करने की बात कही। सेमिनार को वर्चुअली संबोधित करते हुए डार ने कहा 'पाकिस्तान और भारत को संधि के अनुसार तकनीकी बातचीत, पारदर्शिता और डेटा साझा करने की प्रक्रिया को फिर से शुरू और मजबूत करना चाहिए।'

  

जल संकट का दिया हवाला
पाकिस्तान के विदेश मंत्री ने अपने देश के बढ़ते जल संकट का भी जिक्र किया। उन्होंने कहा कि पाकिस्तान पहले से ही दुनिया के सबसे ज्यादा जल-संकट वाले देशों में शामिल है। पिछले कई दशकों में देश में प्रति व्यक्ति पानी की उपलब्धता में भारी गिरावट आई है। उन्होंने जलवायु परिवर्तन को भी बड़ी चुनौती बताया। डार ने कहा कि बारिश के बदलते पैटर्न, ग्लेशियरों के पिघलने, विनाशकारी बाढ़, लंबे समय तक चलने वाले सूखे और पानी के प्रवाह में बढ़ती अनिश्चितता ने पाकिस्तान की मुश्किलें और बढ़ा दी हैं। उन्होंने कहा कि इन परिस्थितियों को देखते हुए भारत और पाकिस्तान के बीच पानी के मुद्दे पर ज्यादा सहयोग होना चाहिए।

  

अपील के साथ भारत को चेतावनी भी
इशाक डार ने अंतरराष्ट्रीय समुदाय से समर्थन मांगने के साथ भारत को चेतावनी भी दी। उन्होंने कहा कि अगर पाकिस्तान को सिंधु जल संधि के तहत मिलने वाले पानी से वंचित किया गया तो इसका असर क्षेत्र की शांति और सुरक्षा पर पड़ सकता है। उन्होंने कहा कि सिंधु नदी को टकराव की वजह नहीं बनना चाहिए. यह क्षेत्र के लोगों के लिए जीवन और आजीविका का आधार है। डार ने साझा जल संसाधनों को हथियार की तरह इस्तेमाल न करने की अपील की।

पहलगाम हमले के बाद संधि स्थगित
बता दें कि भारत ने अप्रैल 2025 में विश्व बैंक की मध्यस्थता वाली इस संधि को अप्रैल 2025 में पहलगाम आतंकी हमले के बाद स्थगित कर दिया था। इसमें पाकिस्तानी आतंकियों ने धर्म पूछकर 26 हिंदू पर्यटकों की हत्या कर दी थी। भारत ने साफ कर रखा है कि 'खून और पानी एक साथ नहीं बह सकते हैं।'

नेपाल ने बुधवार को एक बार फिर से विनाश का मंजर देखा। यहां बड़ी संख्या में लोग तिब्बत क्षेत्र से भोटेकोशी नदी में आई अचानक बाढ़ में बह गए। बाढ़ में कम से कम 270 लोगों की मौत की खबर है, जबकि हजारों लोग लापता हैं। इस प्राकृतिक आपदा में कई देशों के लोग लापता है। इनमें बड़ी संख्या में भारतीय शामिल हैं।

  

नेपाल त्रासदी में 288 भारतीय लापता
भारत के विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने बताया है कि नेपाल त्रासदी में 288 भारतीय नागरिक लापता हैं। इनमें 73 लोग त्रिशूली पावर प्रोजेक्ट में काम कर रहे हैं। इनके अलावा 37 और 39 लोगों के दो समूह तमिलनाडु के हैं, जो कैलाश मानसरोवर यात्रा पर गए हुए हैं। इनके अलावा तीसरा समूह 32 लोगों का है, जो पश्चिम बंगाल के हैं, वे भी कैलाश मानसरोवर यात्रा पर गए हुए हैं। इनके अलावा 61 लोग विभिन्न राज्यों के हैं, जो नेपाल में लापता हैं। साथ ही केरलम के 33 लोगों का भी एक समूह नेपाल में लापता है। इस तरह कैलाश मानसरोवर यात्रा पर गए कुल पांच समूह लापता हैं।

  

भारत ने भेजी 47 टन राहत सामग्री
भारतीय विदेश मंत्रालय के प्रवक्ता ने बताया कि नेपाल को इस मुश्किल समय में मदद के लिए भारत ने दो विमान भेजे हैं। जिनमें से एक सी-130 जे विमान 10 टन राहत सामग्री लेकर बुधवार को नेपाल हुआ था। इनमें अस्थायी शेल्टर, दवाईयां आदि लेकर गया है। आज भी एक सी-17 विमान 37 टन राहत सामग्री लेकर नेपाल के लिए रवाना हुआ है। इनमें से आठ टन दवाईयां हैं और एक टन खाद्य पदार्थ हैं। इस तरह दो दिनों में नेपाल को 47 टन राहत सामग्री भेजी जा चुकी है। विदेश मंत्रालय के प्रवक्ता ने बताया कि जो भी राहत सामग्री भेजी गई है, वह नेपाल की मांग के आधार पर ही भेजी गई है।

  

नेपाल के हालात को लेकर जयशंकर ने की समीक्षा बैठक*
इससे पहले विदेश मंत्री एस जयशंकर ने नेपाल बाढ़ के हालात पर समीक्षा बैठक की। उन्होंने कहा कि भारत, नेपाल के बाढ़ प्रभावित इलाकों में फंसे भारतीयों की स्थिति का पता लगाने के लिए हरसंभव प्रयास कर रहा है। इस बैठक में काठमांडू और बीजिंग में तैनात भारतीय राजदूत भी वीडियो कॉन्फ्रेंस के जरिए शामिल हुए। विदेश मंत्री ने बताया कि उनका मंत्रालय विभिन्न मंत्रालयों, राज्य सरकारों, टूर ऑपरेटर्स और अन्य संबंधित अधिकारियों के साथ समन्वय कर रहा है। जयशंकर ने कहा कि हम इस मामले के साथ-साथ राहत कार्यों को लेकर भी नेपाल के अधिकारियों के साथ करीबी समन्वय में काम कर रहे हैं।

नेपाल में आई भीषण बाढ़ ने भयंकर तबाही मचाई है। के बाद बचाव और तलाश का काम जारी है। नेपाल-तिब्बत बॉर्डर पर भोटे कोशी और त्रिशूली नदियों में बुधवार सुबह आई बाढ़ और भूस्खलन से पानी का स्तर 30 फीट तक बढ़ गया और यह रास्ते के आस-पास पड़ने वाली बस्तियों, पनबिजली इकाइयों और रास्तों को बहा ले गया। अब तक कम से कम 160 लोगों की मौत की पुष्टि हुई है। सैकड़ों लोग लापता हैं, जिनमें भारत से आए कैलाश मानसरोवर तीर्थयात्री भी शामिल हैं।

  

579 लोगों का अब तक लापता
नेपाल पुलिस के मुताबिक, अब तक करीब 157 शव बरामद किए जा चुके हैं। इस बाढ़ में सुरक्षाकर्मियों व विदेशी पर्यटकों समेत बड़ी संख्या में लोग लापता हैं। चीनी अधिकारियों ने तिब्बत के ग्यिरोंग काउंटी में तीन लोगों की मौत और 265 लोगों के लापता होने की जानकारी दी है। नेपाल पुलिस ने बताया कि 579 लोगों का अभी तक पता नहीं चल पाया है। इनमें 28 देशों के 466 विदेशी और 113 नेपाली शामिल हैं। लापता लोगों में कम से कम 133 भारतीय हैं। 33 लोगों के शव घटना स्थल से 150 किमी दूर चितवन में मिले, जिससे मरने वालों का आंकड़ा अभी और बढ़ने की आशंका है।

  

1993 से भी बड़ी तबाही के अनुमान
यह हाल के वर्षों में नेपाल की सबसे बड़ी आपदाओं में से एक है। बुधवार की बाढ़ ने कई पनबिजली परियोजनाओं और वाणिज्यिक बैंकों को तबाह कर दिया है। नेपाली मीडिया की रिपोर्ट के मुताबिक़, बाढ़ में कई पुल और क़रीब 40 किलोमीटर हाइवे बह गए हैं। निजी और सार्वजनिक संपत्तियों को हुए कुल नुक़सान का अभी तक कोई आकलन नहीं हो पाया है। कहा जा रहा है कि यह 1993 में सरलाही, रौतहट और मकवानपुर में आई बाढ़ से भी ज़्यादा विनाशकारी हो सकती है, जिसमें 1,400 लोगों की मौत हुई थी और जिसे लंबे समय से देश की सबसे बड़ी आपदा माना जाता रहा है।

  

भारत ने नेपाल भेजी राहत सामग्री की पहली खेप
भारत ने नेपाल में भीषण बाढ़ के बाद राहत कार्यों के लिए 10 टन मानवीय सहायता सामग्री भेजी है। बुधवार रात सैन्य परिवहन विमान के जरिये नेपाल को राहत सामग्री की पहली खेप भेजी। प्रधानमंत्री नरेन्द्र मोदी के नेपाल के अपने समकक्ष बालेंद्र शाह से बातचीत करने के कुछ घंटे बाद राहत सामग्री भेजी गई। मोदी ने शाह को स्थिति से निपटने के लिए हरसंभव मानवीय सहायता उपलब्ध कराने का आश्वासन दिया। मोदी ने बातचीत के बाद सोशल मीडिया पर कहा, “इस कठिन समय में भारत के लोग नेपाल के अपने बहन-भाइयों के साथ एकजुटता से खड़े हैं।”

वहीं, संयुक्त राष्ट्र महासचिव एंटोनियो गुटेरेस ने नेपाल और चीन में आई भीषण बाढ़ पर गहरा दुख जताया है। बाढ़ में कई लोगों की मौत हुई है। कई लोग लापता हैं। बड़े स्तर पर नुकसान भी हुआ है। गुटेरेस ने 'एक्स' पर लिखा कि वह बाढ़ में जान गंवाने वाले लोगों के परिवारों के प्रति संवेदना जताते हैं। उन्होंने घायलों के जल्द ठीक होने की कामना की। उन्होंने कहा कि उनकी संवेदनाएं बाढ़ से प्रभावित सभी लोगों के साथ हैं। गुटेरेस ने कहा कि नेपाल में संयुक्त राष्ट्र सरकार की अगुवाई में चल रहे राहत अभियान में मदद कर रहा है। संयुक्त राष्ट्र की टीमें और मानवीय सहायता से जुड़े संगठन बाढ़ प्रभावित लोगों की मदद के लिए जरूरी सामान और कर्मचारियों को जुटा रहे हैं।

भारत ने सिंधु जल संधि पर वर्ल्ड बैंक की बनाई कोर्ट ऑफ आर्बिट्रेशन (CoA) के फ़ैसले को मानने से इनकार कर दिया है। भारत ने कोर्ट को अवैध बताते हुए कहा कि इस मामले पर कोई सुनवाई उसके अधिकारी क्षेत्र में नहीं आता है। विदेश मंत्रालय ने बयान जारी कर कहा कि CoA की ओर से दिए गए फैसलों का भारत की कार्रवाई पर कोई प्रभाव नहीं पड़ेगा। भारत ने सिंधु जल संधि को स्थगित रखने के निर्णय को भी दोहराया।

  

भारत ने संस्था को “अवैध रूप से गठित” बताया
विदेश मंत्रालय ने सोमवार को सिंधु जल संधि को लेकर विश्व बैंक द्वारा गठित कोर्ट ऑफ आर्बिट्रेशन के फैसले को सिरे से खारिज कर दिया। भारत ने इस संस्था को “अवैध रूप से गठित” बताते हुए कहा कि पाकिस्तान के साथ जल संधि को स्थगित रखने का उसका फैसला लागू रहेगा। विदेश मंत्रालय ने अपने बयान में कहा कि विश्व बैंक द्वारा गठित यह तथाकथित मध्यस्थता अदालत संधि की शर्तों का स्पष्ट उल्लंघन करते हुए बनाई गई थी। इसलिए भारत इसके फैसले को पूरी तरह खारिज करता है, जैसा कि वह इस संस्था की पिछली टिप्पणियों को भी खारिज करता रहा है।

  

भारत ने कहा- निकाय का गठन ही सिंधु जल संधि का गंभीर उल्लंघन
विदेश मंत्रालय ने कहा कि भारत ने कभी भी इस कथित मध्यस्थता अदालत के कानूनी अस्तित्व को स्वीकार नहीं किया है। भारत का लगातार यह रुख रहा है कि इस निकाय का गठन ही सिंधु जल संधि का गंभीर उल्लंघन है। विदेश मंत्रालय के मुताबिक, भारत इस तथाकथित अदालत के समक्ष कभी पेश नहीं हुआ और न ही उसने इसके पहले दिए गए किसी फैसले या टिप्पणी को मान्यता दी है।

  

सिंधु जल समझौते पर मध्यस्थता कोर्ट ने क्या कहा
इससे पहले, नीदरलैंड के हेग स्थित स्थायी मध्यस्थता अदालत ने आदेश दिया कि भारत और पाकिस्तान के बीच हुई सिंधु जल संधि पूरी तरह से लागू है। मध्यस्थता अदालत ने भारत से कहा कि यह 'समझौते के तहत अपनी जिम्मेदारियों का पालन करे।

  

सिंधु जल समझौता कब हुआ था
भारत और पाकिस्तान के बीच 1960 में सिंधु जल समझौता हुआ था। भारत का हमेशा से मानना रहा है कि सिंधु जल समझौता एकतरफा पाकिस्तान के हक में हुई और उसका अधिकतर लाभ उसे ही दिया जा रहा है और फिर भी वह उसका पूरी तरह से फायदा उठा नहीं पा रहा। पाकिस्तान ने हमेशा इस संधि का फायदा उठाते हुए खूब मनमानी की और भारत के सिंधु जलों पर समझौते के तहत मिले उचित अधिकारों के इस्तेमाल में भी अड़ंगा डालने की आदत बना ली। भारत ने सबकुछ सहते हुए 65 साल तक इस एकतरफा समझौते का पालन किया और सारे नुकसान को ताक पर रखकर संधि का सम्मान किया।

पहलगाम आतंकी हमले के बाद भारत ने संधि को किया था स्थगित
भारत ने अप्रैल 2025 में हुए पहलगाम आतंकी हमले के बाद सिंधु जल संधि को स्थगित रखने का फैसला किया था। इसके बाद से पाकिस्तान के नेताओं ने कई बार पानी को अपनी 'रेड लाइन' बताया है और भारत के इस कदम को लेकर चेतावनी दी है। पाकिस्तान की ओर से इसे 'युद्ध की कार्रवाई' तक बताया जा चुका है

पीएम मोदी ने इंस्टाग्राम और ‘एक्स’ पर पोस्ट किए गए एक वीडियो में कहा, “मेरे देशवासियों को बहुत-बहुत बधाई। 7.8% की विकास दर – पूरा देश खुशी से भरा हुआ है। मैं देश के लोगों को उनके संकल्प और मेहनती स्वभाव के लिए बधाई देता हूं; यह हमारी सामूहिक ताकत को दिखाता है। दुनिया संघर्षों में फंसी हुई है; हर तरफ से युद्ध की खबरें आ रही हैं और दुनिया संकटों से घिरी हुई है। सप्लाई चेन बुरी तरह बाधित हुई। इसके बावजूद भारत तेज गति से प्रगति कर रहा है।”

  

विपक्ष पर साधा निशाना
प्रधानमंत्री ने कहा कि “एक तरफ भारत तमाम वैश्विक चुनौतियों को पार करते हुए आगे बढ़ रहा है, वहीं देश के भीतर कुछ लोग निराशा और झूठ का माहौल बनाने में लगे हैं। उन्होंने कहा कि इन सभी चुनौतियों के बीच भारत ने 7.8 प्रतिशत की ग्रोथ हासिल की है। हमें इस गति को बनाए रखना होगा। हमें आगे बढ़ते रहना होगा, और इसके लिए ‘आत्मनिर्भर भारत’ बनना जरूरी है।”

  

जयराम रमेश ने जीडीपी के आंकड़ों पर केन्द्र को घेरा
वहीं, कांग्रेस महासचिव जयराम रमेश ने जीडीपी के आंकड़ों को लेकर केंद्र सरकार पर निशाना साधा।जयराम रमेश ने कहा कि ये आंकड़े अर्थव्यवस्था में घरेलू और विदेशी, दोनों तरह के निजी निवेश को लेकर बेहद कमजोर धारणा को नहीं दर्शाते। उन्होंने कहा कि उपभोक्ता भरोसा बेहद सुस्त है और नवंबर 2025 से लगातार गिरावट की ओर है। कांग्रेस नेता ने कहा कि घरेलू जरूरत की आवश्यक वस्तुओं की कीमतें तेजी से बढ़ रही हैं, जबकि शिक्षित बेरोजगारी चिंताजनक स्तर पर है।

इस व्यवस्था के माध्यम से युवाओं को अत्याधुनिक तकनीकों, आधुनिक मशीनरी और उद्योग-उपयोगी कौशल का प्रशिक्षण मिलने के साथ बेहतर रोजगार अवसरों के द्वार खुलेंगे। इससे देश के औद्योगिक विकास के लिए आवश्यक कुशल मानव संसाधन तैयार करने में भी मदद मिलेगी।

पाकिस्तान बार-बार सिंधु जल संधि बहाल करने की गुहार लगा रहा है। भारत ने सिंधु जल संधि को लेकर अपना सख्त रुख बरकरार रखा है। भारत के सख्त रवैये से पाकिस्तान खून के आंसू रो रहा है। अब पाकिस्तान इस मुद्दे को लेकर अंतरराष्ट्रीय मंच पर पहुंच गया है। पाकिस्तान के विदेश मंत्री इशाक डार ने भारत के अप्रैल 2025 के फैसले पर चिंता जताते हुए, सिंधु का पानी देने की गुहार लगाई है।

  

सिंधु जल संधि स्थगित किए जाने पर चिंता जताई
पाकिस्तान के विदेश मंत्री इशाक डार ने अमेरिका में कहा कि सिंधु नदी प्रणाली पाकिस्तान के लिए जीवनरेखा है। पाकिस्तान की 25 करोड़ से ज्यादा आबादी की जिंदगी इससे जुड़ी हुई है। उन्होंने भारत से सिंधु जल संधि को बहाल करने की अपील करते हुए अंतरराष्ट्रीय समुदाय से भी इस मामले में हस्तक्षेप करने की मांग की। इशाक डार ने यह बयान अमेरिका में पाकिस्तानी दूतावास की ओर से आयोजित एक वर्चुअल सेमिनार में दिया।

  

बातचीत और सहयोग की बताई जरूरत
पाकिस्तान के उप प्रधानमंत्री और विदेश मंत्री इशाक डार ने वाशिंगटन में एक सेमिनार को संबोधित करते हुए तीन-सूत्रीय तरीका बताया जिसमें 1960 की संधि को पूरी तरह से लागू करने और परमाणु हथियार रखने वाले इन पड़ोसी देशों के बीच विवादों को सुलझाने के लिए संधि में तय तरीकों का इस्तेमाल करने की बात कही। सेमिनार को वर्चुअली संबोधित करते हुए डार ने कहा 'पाकिस्तान और भारत को संधि के अनुसार तकनीकी बातचीत, पारदर्शिता और डेटा साझा करने की प्रक्रिया को फिर से शुरू और मजबूत करना चाहिए।'

  

जल संकट का दिया हवाला
पाकिस्तान के विदेश मंत्री ने अपने देश के बढ़ते जल संकट का भी जिक्र किया। उन्होंने कहा कि पाकिस्तान पहले से ही दुनिया के सबसे ज्यादा जल-संकट वाले देशों में शामिल है। पिछले कई दशकों में देश में प्रति व्यक्ति पानी की उपलब्धता में भारी गिरावट आई है। उन्होंने जलवायु परिवर्तन को भी बड़ी चुनौती बताया। डार ने कहा कि बारिश के बदलते पैटर्न, ग्लेशियरों के पिघलने, विनाशकारी बाढ़, लंबे समय तक चलने वाले सूखे और पानी के प्रवाह में बढ़ती अनिश्चितता ने पाकिस्तान की मुश्किलें और बढ़ा दी हैं। उन्होंने कहा कि इन परिस्थितियों को देखते हुए भारत और पाकिस्तान के बीच पानी के मुद्दे पर ज्यादा सहयोग होना चाहिए।

  

अपील के साथ भारत को चेतावनी भी
इशाक डार ने अंतरराष्ट्रीय समुदाय से समर्थन मांगने के साथ भारत को चेतावनी भी दी। उन्होंने कहा कि अगर पाकिस्तान को सिंधु जल संधि के तहत मिलने वाले पानी से वंचित किया गया तो इसका असर क्षेत्र की शांति और सुरक्षा पर पड़ सकता है। उन्होंने कहा कि सिंधु नदी को टकराव की वजह नहीं बनना चाहिए. यह क्षेत्र के लोगों के लिए जीवन और आजीविका का आधार है। डार ने साझा जल संसाधनों को हथियार की तरह इस्तेमाल न करने की अपील की।

पहलगाम हमले के बाद संधि स्थगित
बता दें कि भारत ने अप्रैल 2025 में विश्व बैंक की मध्यस्थता वाली इस संधि को अप्रैल 2025 में पहलगाम आतंकी हमले के बाद स्थगित कर दिया था। इसमें पाकिस्तानी आतंकियों ने धर्म पूछकर 26 हिंदू पर्यटकों की हत्या कर दी थी। भारत ने साफ कर रखा है कि 'खून और पानी एक साथ नहीं बह सकते हैं।'

नेपाल ने बुधवार को एक बार फिर से विनाश का मंजर देखा। यहां बड़ी संख्या में लोग तिब्बत क्षेत्र से भोटेकोशी नदी में आई अचानक बाढ़ में बह गए। बाढ़ में कम से कम 270 लोगों की मौत की खबर है, जबकि हजारों लोग लापता हैं। इस प्राकृतिक आपदा में कई देशों के लोग लापता है। इनमें बड़ी संख्या में भारतीय शामिल हैं।

  

नेपाल त्रासदी में 288 भारतीय लापता
भारत के विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने बताया है कि नेपाल त्रासदी में 288 भारतीय नागरिक लापता हैं। इनमें 73 लोग त्रिशूली पावर प्रोजेक्ट में काम कर रहे हैं। इनके अलावा 37 और 39 लोगों के दो समूह तमिलनाडु के हैं, जो कैलाश मानसरोवर यात्रा पर गए हुए हैं। इनके अलावा तीसरा समूह 32 लोगों का है, जो पश्चिम बंगाल के हैं, वे भी कैलाश मानसरोवर यात्रा पर गए हुए हैं। इनके अलावा 61 लोग विभिन्न राज्यों के हैं, जो नेपाल में लापता हैं। साथ ही केरलम के 33 लोगों का भी एक समूह नेपाल में लापता है। इस तरह कैलाश मानसरोवर यात्रा पर गए कुल पांच समूह लापता हैं।

  

भारत ने भेजी 47 टन राहत सामग्री
भारतीय विदेश मंत्रालय के प्रवक्ता ने बताया कि नेपाल को इस मुश्किल समय में मदद के लिए भारत ने दो विमान भेजे हैं। जिनमें से एक सी-130 जे विमान 10 टन राहत सामग्री लेकर बुधवार को नेपाल हुआ था। इनमें अस्थायी शेल्टर, दवाईयां आदि लेकर गया है। आज भी एक सी-17 विमान 37 टन राहत सामग्री लेकर नेपाल के लिए रवाना हुआ है। इनमें से आठ टन दवाईयां हैं और एक टन खाद्य पदार्थ हैं। इस तरह दो दिनों में नेपाल को 47 टन राहत सामग्री भेजी जा चुकी है। विदेश मंत्रालय के प्रवक्ता ने बताया कि जो भी राहत सामग्री भेजी गई है, वह नेपाल की मांग के आधार पर ही भेजी गई है।

इससे पहले विदेश मंत्री एस जयशंकर ने नेपाल बाढ़ के हालात पर समीक्षा बैठक की। उन्होंने कहा कि भारत, नेपाल के बाढ़ प्रभावित इलाकों में फंसे भारतीयों की स्थिति का पता लगाने के लिए हरसंभव प्रयास कर रहा है। इस बैठक में काठमांडू और बीजिंग में तैनात भारतीय राजदूत भी वीडियो कॉन्फ्रेंस के जरिए शामिल हुए। विदेश मंत्री ने बताया कि उनका मंत्रालय विभिन्न मंत्रालयों, राज्य सरकारों, टूर ऑपरेटर्स और अन्य संबंधित अधिकारियों के साथ समन्वय कर रहा है। जयशंकर ने कहा कि हम इस मामले के साथ-साथ राहत कार्यों को लेकर भी नेपाल के अधिकारियों के साथ करीबी समन्वय में काम कर रहे हैं।

नेपाल में आई भीषण बाढ़ ने भयंकर तबाही मचाई है। के बाद बचाव और तलाश का काम जारी है। नेपाल-तिब्बत बॉर्डर पर भोटे कोशी और त्रिशूली नदियों में बुधवार सुबह आई बाढ़ और भूस्खलन से पानी का स्तर 30 फीट तक बढ़ गया और यह रास्ते के आस-पास पड़ने वाली बस्तियों, पनबिजली इकाइयों और रास्तों को बहा ले गया। अब तक कम से कम 160 लोगों की मौत की पुष्टि हुई है। सैकड़ों लोग लापता हैं, जिनमें भारत से आए कैलाश मानसरोवर तीर्थयात्री भी शामिल हैं।

  

579 लोगों का अब तक लापता
नेपाल पुलिस के मुताबिक, अब तक करीब 157 शव बरामद किए जा चुके हैं। इस बाढ़ में सुरक्षाकर्मियों व विदेशी पर्यटकों समेत बड़ी संख्या में लोग लापता हैं। चीनी अधिकारियों ने तिब्बत के ग्यिरोंग काउंटी में तीन लोगों की मौत और 265 लोगों के लापता होने की जानकारी दी है। नेपाल पुलिस ने बताया कि 579 लोगों का अभी तक पता नहीं चल पाया है। इनमें 28 देशों के 466 विदेशी और 113 नेपाली शामिल हैं। लापता लोगों में कम से कम 133 भारतीय हैं। 33 लोगों के शव घटना स्थल से 150 किमी दूर चितवन में मिले, जिससे मरने वालों का आंकड़ा अभी और बढ़ने की आशंका है।

  

1993 से भी बड़ी तबाही के अनुमान
यह हाल के वर्षों में नेपाल की सबसे बड़ी आपदाओं में से एक है। बुधवार की बाढ़ ने कई पनबिजली परियोजनाओं और वाणिज्यिक बैंकों को तबाह कर दिया है। नेपाली मीडिया की रिपोर्ट के मुताबिक़, बाढ़ में कई पुल और क़रीब 40 किलोमीटर हाइवे बह गए हैं। निजी और सार्वजनिक संपत्तियों को हुए कुल नुक़सान का अभी तक कोई आकलन नहीं हो पाया है। कहा जा रहा है कि यह 1993 में सरलाही, रौतहट और मकवानपुर में आई बाढ़ से भी ज़्यादा विनाशकारी हो सकती है, जिसमें 1,400 लोगों की मौत हुई थी और जिसे लंबे समय से देश की सबसे बड़ी आपदा माना जाता रहा है।

  

भारत ने नेपाल भेजी राहत सामग्री की पहली खेप
भारत ने नेपाल में भीषण बाढ़ के बाद राहत कार्यों के लिए 10 टन मानवीय सहायता सामग्री भेजी है। बुधवार रात सैन्य परिवहन विमान के जरिये नेपाल को राहत सामग्री की पहली खेप भेजी। प्रधानमंत्री नरेन्द्र मोदी के नेपाल के अपने समकक्ष बालेंद्र शाह से बातचीत करने के कुछ घंटे बाद राहत सामग्री भेजी गई। मोदी ने शाह को स्थिति से निपटने के लिए हरसंभव मानवीय सहायता उपलब्ध कराने का आश्वासन दिया। मोदी ने बातचीत के बाद सोशल मीडिया पर कहा, “इस कठिन समय में भारत के लोग नेपाल के अपने बहन-भाइयों के साथ एकजुटता से खड़े हैं।”

  

संयुक्त राष्ट्र प्रमुख ने संवेदना जताई
वहीं, संयुक्त राष्ट्र महासचिव एंटोनियो गुटेरेस ने नेपाल और चीन में आई भीषण बाढ़ पर गहरा दुख जताया है। बाढ़ में कई लोगों की मौत हुई है। कई लोग लापता हैं। बड़े स्तर पर नुकसान भी हुआ है। गुटेरेस ने 'एक्स' पर लिखा कि वह बाढ़ में जान गंवाने वाले लोगों के परिवारों के प्रति संवेदना जताते हैं। उन्होंने घायलों के जल्द ठीक होने की कामना की। उन्होंने कहा कि उनकी संवेदनाएं बाढ़ से प्रभावित सभी लोगों के साथ हैं। गुटेरेस ने कहा कि नेपाल में संयुक्त राष्ट्र सरकार की अगुवाई में चल रहे राहत अभियान में मदद कर रहा है। संयुक्त राष्ट्र की टीमें और मानवीय सहायता से जुड़े संगठन बाढ़ प्रभावित लोगों की मदद के लिए जरूरी सामान और कर्मचारियों को जुटा रहे हैं।
