सीरिया के राष्ट्रपति अहमद अल-शरा शनिवार को आधिकारिक दौरे पर अमेरिका पहुंचे हैं। शरा सोमवार को वाइट हाउस में अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप से मुलाकात करेंगे। साल 1946 में देश की आजादी के बाद यानी करीब आठ दशक में यह पहली बार हो रहा है, जब कोई सीरियाई राष्ट्रपति अमेरिकी दौरा कर रहा है। सीरियाई राष्ट्रपति का अमेरिका दौरा ऐसे समय हो रहा है, जब अमेरिका ने सीरियाई राष्ट्रपति अहमद अल शरा का नाम आतंकवादी सूची से एक दिन पहले ही हटाया है। 

दौरे से पहले आतंकी की ब्लैक लिस्ट से निकाला
सीरिया के राष्ट्रपति अहमद अल-शरा को अमेरिका ने पहले आतंकवाद की ब्लैक लिस्ट से निकाला। इसी के बाद अब शनिवार को शरा एक ऐतिहासिक आधिकारिक दौरे पर अमेरिका पहुंचे हैं। शरा ने इससे पहले मई में सऊदी अरब में ट्रंप से मुलाकात की थी। इस मुलाकात के बाद शरा के अमेरिकी दौरे का रास्ता साफ हुआ।

आईएसआईएस के खिलाफ दिख सकती है एकजुटता
शरा के नेतृत्व वाले गुट ने बीते साल बशर अल असद का तख्तापलट करते हुए सीरिया की सत्ता पर कब्जा किया था। सीरिया में अमेरिका के राजदूत टॉम बराक ने उम्मीद जताई कि अहमद अल शरा के इस अमेरिका दौरे पर सीरिया की सरकार, आतंकी संगठन इस्लामिक स्टेट के खिलाफ अमेरिका के नेतृत्व वाले गुट में शामिल होने के समझौते पर हस्ताक्षर कर सकती है। ट्रंप के साथ सोमवार को होने वाली बैठक के दौरान सीरियाई और अमेरिका के राष्ट्रपति सीरिया के पुनर्निर्माण पर भी चर्चा कर सकते हैं।

आतंकी संगठन अल कायदा से रहा है जुड़ाव
अहमद अल शरा के पूर्व के संगठन हयात तहरीर अल-शाम का खूंखार आतंकी संगठन अल-कायदा से जुड़ाव था। यही वजह थी कि अमेरिका और संयुक्त राष्ट्र सुरक्षा परिषद ने शरा का नाम आतंकवादी सूची में डाला हुआ था। हालांकि बाद में शरा सक्रिय राजनीति में उतरे और बीते साल बशर अल असद के खिलाफ विद्रोह का नेतृत्व किया। सत्ता संभालने के बाद से, शरा और सीरिया के नए नेतृत्व ने खुद को अपने उग्रवादी अतीत से दूर कर सीरियाई लोगों और अंतरराष्ट्रीय समुदाय के सामने एक अधिक उदार छवि पेश करने की कोशिश की है।

अमेरिकी सरकार का कामकाज बंद हो गया है। अमेरिका में सीनेट में सरकार के खर्चों को लेकर सहमति नहीं बन पाई. लिहाजा इससे जुड़ा बिल पास नहीं हो पाया। दरअसल, अमेरिकी सीनेट मंगलवार शाम को बिना किसी वित्तीय प्रस्ताव को पारित किए स्थगित हो गई, जिससे सरकारी शटडाउन लगभग निश्चित हो गया। रिपब्लिकन सांसदों ने 21 नवंबर तक सरकार को अल्पकालिक तौर पर फंड करने के लिए विधेयक पेश किया था, लेकिन वह भी पारित नहीं हो सका। डेमोक्रेट सांसदों ने इस बिल का विरोध किया, जिसके बाद ट्रंप सरकार के दूसरे कार्यकाल में पहली बार सरकारी फंडिंग रुक गई और शटडाउन हो गया। 

व्हाइट हाउस के प्रबंधन एवं बजट कार्यालय ने भी ज्ञापन जारी कर पुष्टि की है कि सरकार मंगलवार मध्यरात्रि से बंद हो जाएगी। इस ज्ञापन पर निदेशक रसेल वॉट के हस्ताक्षर हैं। इस बीच डेमोक्रेट्स और रिपब्लिकन एक-दूसरे पर शटडाउन की जिम्मेदारी डाल रहे हैं। रिपब्लिकन के पास कांग्रेस का नियंत्रण है, लेकिन सीनेट में खर्च से जुड़े किसी भी बिल को पास करने के लिए 60 वोटों की ज़रूरत होती है, जो उनके पास नहीं हैं।

क्या है शटडाउन?
अमेरिकी सरकार को चलाने के लिए हर साल बजट पास करना ज़रूरी होता है। अमेरिका में वित्तीय वर्ष की शुरुआत 1 अक्तूबर से होती है। वित्तीय वर्ष की शुरुआत में सरकार बजट बनाती है और ये तय करती है कि सरकारी पैसा कहां खर्च किया जाएगा। अगर तय तारीख तक अमेरिकी संसद संघीय सरकार को फंड देने वाला बिल पास नहीं कर पाती है तो सरकार का कामकाज बंद हो जाता है। नतीजतन, "नॉन-एसेंशियल" (ग़ैर-जरूरी) सेवाएं और दफ़्तर बंद हो जाते हैं। इसे ही शटडाउन कहा जाता है।

क्या क्या होगा प्रभावित?
•	एसेंशियल वर्कर्स: सैन्य कर्मचारी, एयर ट्रैफिक कंट्रोल और अस्पताल कर्मचारी अपनी ड्यूटी जारी रखेंगे, लेकिन वेतन शटडाउन के अंत तक नहीं मिलेगा।
•	नॉन-एसेंशियल कर्मचारी: फर्लो पर भेजे जाएंगे।
•	अनुमानित संख्या: कांग्रेस बजट ऑफिस (CBO) के अनुसार लगभग 7,50,000 फेडरल कर्मचारियों को अस्थायी फर्लो का सामना करना पड़ सकता है।

यूएस में पहले भी हुआ शटडाउन
ट्रंप के पहले कार्यकाल में सबसे पहला शटडाउन 22 दिसंबर 2018 से 25 जनवरी 2019 तक हुआ। 35 दिनों तक शटडाउन चला और यह अब तक का सबसे लंबा शटडाउन था। इसका मुख्य कारण था मैक्सिको बॉर्डर की दीवार के लिए फंडिंग पर विवाद। ट्रंप ने अमेरिका-मेक्सिको सीमा पर दीवार बनाने के लिए कांग्रेस से 5.7 बिलियन डॉलर की मांग की थी, लेकिन डेमोक्रेट्स ने इसे मंजूरी नहीं दी, जिसके कारण शटडाउन हुआ। वहीं दूसरा शटडाउन 14 फरवरी 2019 को लगा जो लगभग 3 दिन चला। यह शटडाउन तब हुआ जब ट्रंप और कांग्रेस ने आपातकालीन स्थिति घोषित करने के बाद समझौता किया, जिससे सरकारी कामकाजी बंदी को टाला जा सका।

अमेरिका से 104 अवैध अप्रवासियों की वापसी हो चुकी है। उनको लेकर आए सैन्य विमान की लैंडिंग पंजाब के अमृतसर में हुई। निर्वासित लोगों में से 30 पंजाब से, 33-33 हरियाणा और गुजरात से, तीन-तीन महाराष्ट्र और उत्तर प्रदेश, दो चंडीगढ़ से हैं। निर्वासित किए गए लोगों में 19 महिलाएं और चार वर्षीय एक बच्चा, पांच व सात वर्षीय दो लड़कियों सहित 13 नाबालिग शामिल हैं। इस बीच प्लेन के देश की राजधानी दिल्ली की जगह अमृतसर में लैंडिंग को लेकर सवाल उठने लगे हैं।

  


कांग्रेस ने निर्वासित भारतीयों को ले जा रहे अमेरिकी सैन्य विमान को दिल्ली के बजाय अमृतसर में उतरने की अनुमति देने के केंद्र सरकार के फैसले पर सवाल उठाया है। कांग्रेस ने कहा कि शहर को 'धारणा' और 'नैरेटिव' को ध्यान में रखते हुए चुना गया था।

“बदनाम करने वाले नैरेटिव”
कांग्रेस के जालंधर कैंट विधायक परगट सिंह ने कहा कि पंजाब की तुलना में गुजरात सहित अन्य राज्यों से अधिक निर्वासित लोग हैं। परगट सिंह ने सोशल मीडिया प्लोट कहा कि जब पंजाब अंतरराष्ट्रीय उड़ानों की मांग करता है, तो पंजाब को आर्थिक लाभ से वंचित करने के लिए केवल दिल्ली एयरपोर्ट को अनुमति दी जाती है। लेकिन जब बदनाम करने वाले नैरेटिव की बात आती है, तो एक अमेरिकी निर्वासन विमान पंजाब में उतरता है। भले ही उसमें अधिककर निर्वासित गुजरात और हरियाणा से हों।

लोकसभा में इस पर चर्चा की मांग
वहीं, अमृतसर से सांसद और कांग्रेस नेता गुरजीत औजला ने विमान को अमृतसर में उतारे जाने पर सवाल खड़े किए हैं। उन्होंने लोकसभा में इस पर चर्चा की मांग का नोटिस देते हुए पूछा कि प्लेन को दिल्ली में क्यों नहीं उतारा गया? उन्होंने केंद्र सरकार पर हमला बोलते हुए एक्स पर लिखा, शर्मनाक और अस्वीकार्य! मोदी सरकार ने भारतीय अप्रवासियों को बेड़ियों में जकड़े हुए विदेशी सैन्य विमान से वापस भेजने की अनुमति दी। कोई विरोध क्यों नहीं? वाणिज्यिक उड़ान क्यों नहीं? विमान दिल्ली में क्यों नहीं उतरा? यह हमारे लोगों और हमारी संप्रभुता का अपमान है। सरकार को जवाब देना चाहिए!’

आप ने भी घेरा
इस बीच, आम आदमी पार्टी (आप) ने सवाल किया है कि विमान की लैंडिंग अमृतसर में क्यों कराई गई। देश के किसी अन्य राज्य में विमान को क्यों नहीं उतारा गया। आप पंजाब के अध्यक्ष अमन अरोड़ा ने सवाल किया कि विमान अमृतसर में क्यों उतरा, देश के किसी अन्य हवाई अड्डे पर क्यों नहीं। उन्होंने कहा, जब निर्वासित लोग पूरे देश से हैं, तो विमान को उतारने के लिए अमृतसर को क्यों चुना गया? यह सवाल हर किसी के दिमाग में है। अमन अरोड़ा ने कहा कि केंद्र सरकार ने पंजाब के साथ हमेशा सौतेला व्यवहार किया है। पंजाब की तुलना में अन्य राज्यों के लोग (निर्वासित) अधिक हैं. इस विमान को उतारने के लिए अमृतसर को चुनना एक सवालिया निशान खड़ा करता है।

अमेरिका को बर्दाश्त नहीं भारत-रूस की दोस्ती, जाते-जाते बाइडेन ने चलाया ऐसा चाबुक, बढ़ेगी टेंशन

अमेरिका रूस के खिलाफ यूक्रेन युद्ध की वजह से नए प्रतिबंधों का ऐलान किया। यूएस डिपार्टमेंट ऑफ स्टेट के मुताबिक अमेरिका ने रूस की 200 से ज्यादा कंपनियों और व्यक्तियों के साथ 180 से ज्यादा शिप्स पर बैन लगा दिया। इसके अलावा दो भारतीय कंपनी स्काईहार्ट मैनेजमेंट सर्विसेज और एविजन मैनेजमेंट सर्विसेज भी बैन लगाया गया है।

रूस और यूक्रेन का युद्ध रुकने का नाम ही नहीं ले रहा है। ऐसे में अमेरिका के राष्ट्रपति जो बाइडेन ने रूस पर अब तक के सबसे कड़े प्रतिबंध लगाने की घोषणा की है। उनका उद्देश्य यह है कि रूस को मिल रहा राजस्व कम किया जाए, जिससे यूक्रेन से युद्ध में वह इसका इस्तेमाल न कर सके। इसीलिए उसने 200 से अधिक रूसी संस्थानों और लोगों पर बैन लगाए गए हैं। इनमें बीमा कंपनियां, व्यापारी और तेल टैंकर आदि शामिल हैं।

अमेरिकी ने रूस की तेल उत्पादक कंपनियों और तेल ले जाने वाले जहाजों पर प्रतिबंध लगाया है। अमेरिका ने आरोप लगाया कि रूस, भारत और चीन जैसे देशों को सस्ता क्रूड ऑयल बेचकर यूक्रेन के साथ युद्ध की फंडिंग कर रहा है। इसी खीज में अमेरिका ने रूसी तेल उत्पादकों के साथ-साथ रूसी तेल ले जाने वाले 183 जहाजों पर प्रतिबंध लगा दिया। इस बैन की वजह से क्रूड ऑयल की सप्लाई में परेशानी आने लगी है।

क्रूड ऑयल की कीमतों में आई तेजी
अमेरिकी प्रतिबंधों के चलते क्रूड ऑयल की कीमतों में तेजी आ गई है, क्रूड ऑयल की कीमतें 3% तक का बढ़ गई। कच्चे तेल की कीमत अंतरराष्ट्रीय मार्केट में कच्चे तेल की कीमत 80 डॉलर प्रति बैरल को पार हो गई। अमेरिकी प्रतिबंधों के चलते भारत और चीन को रूस से ऑयल इंपोर्ट करने में दिक्कत का सामना करना पड़ रहा है। जिसके चलते सोमवार को ब्रेंट क्रूड का भाव 1.83 प्रतिशत चढ़कर 81.22 डॉलर प्रति बैरल पर पहुंच गया। इस तेजी के साथ की कच्चे तेल की कीमत चार महीने के हाई पर पहुंच गई है।

रूस ने की प्रतिबंधों की आलोचना
रूस के विदेश मंत्रालय ने अमेरिका के इन प्रतिबंधों की आलोचना की है। रूस ने कहा कि यह अमेरिका की रूसी अर्थव्‍यवस्‍था को नुकसान पहुंचाने की चाल है। उसने कहा कि अमेरिका के इस कदम से वैश्विक बाजार में खतरा बढ़ेगा। रूस ने कहा कि वह बड़े तेल और गैस प्राजेक्‍ट पर काम करना जारी रखेगा। अमेरिका ने जो नए प्रतिबंध लगाए हैं, उससे 143 टैंकर प्रभावित होंगे जो 53 करोड़ बैरल रूसी तेल पिछले साल लेकर गए थे।

भारत पर भी होगा असर
रूसी तेल सप्लाई में आने वाली दिक्कतों के बीच आने वाले दिनों में भारत को ऊंचे दामों पर खाड़ी के देशों से कच्चा तेल खरीदना पड़ सकता है। अगर ऐसा ही रहा तो भारत में पेट्रोल-डीजल की कीमतों में तेजी आ सकती है। कच्चे तेल की कीमतों में ये तेजी जारी रही तो आपको महंगाई का झटका झेलना पड़ सकता है। यानी आने वाले दिनों में आपको महंगे तेल की कीमतों से दो-चार होना पड़ सकता है। पेट्रोल-डीजल की कीमत बढ़ने का सीधा असर सप्लाई चेन पर होगा। खाने-पीने से लेकर हर चीज महंगी होने लगेगी।

सीरिया के राष्ट्रपति अहमद अल-शरा शनिवार को आधिकारिक दौरे पर अमेरिका पहुंचे हैं। शरा सोमवार को वाइट हाउस में अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप से मुलाकात करेंगे। साल 1946 में देश की आजादी के बाद यानी करीब आठ दशक में यह पहली बार हो रहा है, जब कोई सीरियाई राष्ट्रपति अमेरिकी दौरा कर रहा है। सीरियाई राष्ट्रपति का अमेरिका दौरा ऐसे समय हो रहा है, जब अमेरिका ने सीरियाई राष्ट्रपति अहमद अल शरा का नाम आतंकवादी सूची से एक दिन पहले ही हटाया है। 

दौरे से पहले आतंकी की ब्लैक लिस्ट से निकाला
सीरिया के राष्ट्रपति अहमद अल-शरा को अमेरिका ने पहले आतंकवाद की ब्लैक लिस्ट से निकाला। इसी के बाद अब शनिवार को शरा एक ऐतिहासिक आधिकारिक दौरे पर अमेरिका पहुंचे हैं। शरा ने इससे पहले मई में सऊदी अरब में ट्रंप से मुलाकात की थी। इस मुलाकात के बाद शरा के अमेरिकी दौरे का रास्ता साफ हुआ।

आईएसआईएस के खिलाफ दिख सकती है एकजुटता
शरा के नेतृत्व वाले गुट ने बीते साल बशर अल असद का तख्तापलट करते हुए सीरिया की सत्ता पर कब्जा किया था। सीरिया में अमेरिका के राजदूत टॉम बराक ने उम्मीद जताई कि अहमद अल शरा के इस अमेरिका दौरे पर सीरिया की सरकार, आतंकी संगठन इस्लामिक स्टेट के खिलाफ अमेरिका के नेतृत्व वाले गुट में शामिल होने के समझौते पर हस्ताक्षर कर सकती है। ट्रंप के साथ सोमवार को होने वाली बैठक के दौरान सीरियाई और अमेरिका के राष्ट्रपति सीरिया के पुनर्निर्माण पर भी चर्चा कर सकते हैं।

आतंकी संगठन अल कायदा से रहा है जुड़ाव
अहमद अल शरा के पूर्व के संगठन हयात तहरीर अल-शाम का खूंखार आतंकी संगठन अल-कायदा से जुड़ाव था। यही वजह थी कि अमेरिका और संयुक्त राष्ट्र सुरक्षा परिषद ने शरा का नाम आतंकवादी सूची में डाला हुआ था। हालांकि बाद में शरा सक्रिय राजनीति में उतरे और बीते साल बशर अल असद के खिलाफ विद्रोह का नेतृत्व किया। सत्ता संभालने के बाद से, शरा और सीरिया के नए नेतृत्व ने खुद को अपने उग्रवादी अतीत से दूर कर सीरियाई लोगों और अंतरराष्ट्रीय समुदाय के सामने एक अधिक उदार छवि पेश करने की कोशिश की है।

अमेरिकी सरकार का कामकाज बंद हो गया है। अमेरिका में सीनेट में सरकार के खर्चों को लेकर सहमति नहीं बन पाई. लिहाजा इससे जुड़ा बिल पास नहीं हो पाया। दरअसल, अमेरिकी सीनेट मंगलवार शाम को बिना किसी वित्तीय प्रस्ताव को पारित किए स्थगित हो गई, जिससे सरकारी शटडाउन लगभग निश्चित हो गया। रिपब्लिकन सांसदों ने 21 नवंबर तक सरकार को अल्पकालिक तौर पर फंड करने के लिए विधेयक पेश किया था, लेकिन वह भी पारित नहीं हो सका। डेमोक्रेट सांसदों ने इस बिल का विरोध किया, जिसके बाद ट्रंप सरकार के दूसरे कार्यकाल में पहली बार सरकारी फंडिंग रुक गई और शटडाउन हो गया। 

व्हाइट हाउस के प्रबंधन एवं बजट कार्यालय ने भी ज्ञापन जारी कर पुष्टि की है कि सरकार मंगलवार मध्यरात्रि से बंद हो जाएगी। इस ज्ञापन पर निदेशक रसेल वॉट के हस्ताक्षर हैं। इस बीच डेमोक्रेट्स और रिपब्लिकन एक-दूसरे पर शटडाउन की जिम्मेदारी डाल रहे हैं। रिपब्लिकन के पास कांग्रेस का नियंत्रण है, लेकिन सीनेट में खर्च से जुड़े किसी भी बिल को पास करने के लिए 60 वोटों की ज़रूरत होती है, जो उनके पास नहीं हैं।

अमेरिकी सरकार को चलाने के लिए हर साल बजट पास करना ज़रूरी होता है। अमेरिका में वित्तीय वर्ष की शुरुआत 1 अक्तूबर से होती है। वित्तीय वर्ष की शुरुआत में सरकार बजट बनाती है और ये तय करती है कि सरकारी पैसा कहां खर्च किया जाएगा। अगर तय तारीख तक अमेरिकी संसद संघीय सरकार को फंड देने वाला बिल पास नहीं कर पाती है तो सरकार का कामकाज बंद हो जाता है। नतीजतन, "नॉन-एसेंशियल" (ग़ैर-जरूरी) सेवाएं और दफ़्तर बंद हो जाते हैं। इसे ही शटडाउन कहा जाता है।

क्या क्या होगा प्रभावित?
•	एसेंशियल वर्कर्स: सैन्य कर्मचारी, एयर ट्रैफिक कंट्रोल और अस्पताल कर्मचारी अपनी ड्यूटी जारी रखेंगे, लेकिन वेतन शटडाउन के अंत तक नहीं मिलेगा।
•	नॉन-एसेंशियल कर्मचारी: फर्लो पर भेजे जाएंगे।
•	अनुमानित संख्या: कांग्रेस बजट ऑफिस (CBO) के अनुसार लगभग 7,50,000 फेडरल कर्मचारियों को अस्थायी फर्लो का सामना करना पड़ सकता है।

यूएस में पहले भी हुआ शटडाउन
ट्रंप के पहले कार्यकाल में सबसे पहला शटडाउन 22 दिसंबर 2018 से 25 जनवरी 2019 तक हुआ। 35 दिनों तक शटडाउन चला और यह अब तक का सबसे लंबा शटडाउन था। इसका मुख्य कारण था मैक्सिको बॉर्डर की दीवार के लिए फंडिंग पर विवाद। ट्रंप ने अमेरिका-मेक्सिको सीमा पर दीवार बनाने के लिए कांग्रेस से 5.7 बिलियन डॉलर की मांग की थी, लेकिन डेमोक्रेट्स ने इसे मंजूरी नहीं दी, जिसके कारण शटडाउन हुआ। वहीं दूसरा शटडाउन 14 फरवरी 2019 को लगा जो लगभग 3 दिन चला। यह शटडाउन तब हुआ जब ट्रंप और कांग्रेस ने आपातकालीन स्थिति घोषित करने के बाद समझौता किया, जिससे सरकारी कामकाजी बंदी को टाला जा सका।

यूएस से डिपोर्ट भारतीयों को लेकर आया प्लेन पंजाब में क्यों उतरा? कांग्रेस उठा रही सवाल

अमेरिका से 104 अवैध अप्रवासियों की वापसी हो चुकी है। उनको लेकर आए सैन्य विमान की लैंडिंग पंजाब के अमृतसर में हुई। निर्वासित लोगों में से 30 पंजाब से, 33-33 हरियाणा और गुजरात से, तीन-तीन महाराष्ट्र और उत्तर प्रदेश, दो चंडीगढ़ से हैं। निर्वासित किए गए लोगों में 19 महिलाएं और चार वर्षीय एक बच्चा, पांच व सात वर्षीय दो लड़कियों सहित 13 नाबालिग शामिल हैं। इस बीच प्लेन के देश की राजधानी दिल्ली की जगह अमृतसर में लैंडिंग को लेकर सवाल उठने लगे हैं।

  


कांग्रेस ने निर्वासित भारतीयों को ले जा रहे अमेरिकी सैन्य विमान को दिल्ली के बजाय अमृतसर में उतरने की अनुमति देने के केंद्र सरकार के फैसले पर सवाल उठाया है। कांग्रेस ने कहा कि शहर को 'धारणा' और 'नैरेटिव' को ध्यान में रखते हुए चुना गया था।

“बदनाम करने वाले नैरेटिव”
कांग्रेस के जालंधर कैंट विधायक परगट सिंह ने कहा कि पंजाब की तुलना में गुजरात सहित अन्य राज्यों से अधिक निर्वासित लोग हैं। परगट सिंह ने सोशल मीडिया प्लोट कहा कि जब पंजाब अंतरराष्ट्रीय उड़ानों की मांग करता है, तो पंजाब को आर्थिक लाभ से वंचित करने के लिए केवल दिल्ली एयरपोर्ट को अनुमति दी जाती है। लेकिन जब बदनाम करने वाले नैरेटिव की बात आती है, तो एक अमेरिकी निर्वासन विमान पंजाब में उतरता है। भले ही उसमें अधिककर निर्वासित गुजरात और हरियाणा से हों।

लोकसभा में इस पर चर्चा की मांग
वहीं, अमृतसर से सांसद और कांग्रेस नेता गुरजीत औजला ने विमान को अमृतसर में उतारे जाने पर सवाल खड़े किए हैं। उन्होंने लोकसभा में इस पर चर्चा की मांग का नोटिस देते हुए पूछा कि प्लेन को दिल्ली में क्यों नहीं उतारा गया? उन्होंने केंद्र सरकार पर हमला बोलते हुए एक्स पर लिखा, शर्मनाक और अस्वीकार्य! मोदी सरकार ने भारतीय अप्रवासियों को बेड़ियों में जकड़े हुए विदेशी सैन्य विमान से वापस भेजने की अनुमति दी। कोई विरोध क्यों नहीं? वाणिज्यिक उड़ान क्यों नहीं? विमान दिल्ली में क्यों नहीं उतरा? यह हमारे लोगों और हमारी संप्रभुता का अपमान है। सरकार को जवाब देना चाहिए!’

आप ने भी घेरा
इस बीच, आम आदमी पार्टी (आप) ने सवाल किया है कि विमान की लैंडिंग अमृतसर में क्यों कराई गई। देश के किसी अन्य राज्य में विमान को क्यों नहीं उतारा गया। आप पंजाब के अध्यक्ष अमन अरोड़ा ने सवाल किया कि विमान अमृतसर में क्यों उतरा, देश के किसी अन्य हवाई अड्डे पर क्यों नहीं। उन्होंने कहा, जब निर्वासित लोग पूरे देश से हैं, तो विमान को उतारने के लिए अमृतसर को क्यों चुना गया? यह सवाल हर किसी के दिमाग में है। अमन अरोड़ा ने कहा कि केंद्र सरकार ने पंजाब के साथ हमेशा सौतेला व्यवहार किया है। पंजाब की तुलना में अन्य राज्यों के लोग (निर्वासित) अधिक हैं. इस विमान को उतारने के लिए अमृतसर को चुनना एक सवालिया निशान खड़ा करता है।

अमेरिका रूस के खिलाफ यूक्रेन युद्ध की वजह से नए प्रतिबंधों का ऐलान किया। यूएस डिपार्टमेंट ऑफ स्टेट के मुताबिक अमेरिका ने रूस की 200 से ज्यादा कंपनियों और व्यक्तियों के साथ 180 से ज्यादा शिप्स पर बैन लगा दिया। इसके अलावा दो भारतीय कंपनी स्काईहार्ट मैनेजमेंट सर्विसेज और एविजन मैनेजमेंट सर्विसेज भी बैन लगाया गया है।

रूस और यूक्रेन का युद्ध रुकने का नाम ही नहीं ले रहा है। ऐसे में अमेरिका के राष्ट्रपति जो बाइडेन ने रूस पर अब तक के सबसे कड़े प्रतिबंध लगाने की घोषणा की है। उनका उद्देश्य यह है कि रूस को मिल रहा राजस्व कम किया जाए, जिससे यूक्रेन से युद्ध में वह इसका इस्तेमाल न कर सके। इसीलिए उसने 200 से अधिक रूसी संस्थानों और लोगों पर बैन लगाए गए हैं। इनमें बीमा कंपनियां, व्यापारी और तेल टैंकर आदि शामिल हैं।

अमेरिकी ने रूस की तेल उत्पादक कंपनियों और तेल ले जाने वाले जहाजों पर प्रतिबंध लगाया है। अमेरिका ने आरोप लगाया कि रूस, भारत और चीन जैसे देशों को सस्ता क्रूड ऑयल बेचकर यूक्रेन के साथ युद्ध की फंडिंग कर रहा है। इसी खीज में अमेरिका ने रूसी तेल उत्पादकों के साथ-साथ रूसी तेल ले जाने वाले 183 जहाजों पर प्रतिबंध लगा दिया। इस बैन की वजह से क्रूड ऑयल की सप्लाई में परेशानी आने लगी है।

अमेरिकी प्रतिबंधों के चलते क्रूड ऑयल की कीमतों में तेजी आ गई है, क्रूड ऑयल की कीमतें 3% तक का बढ़ गई। कच्चे तेल की कीमत अंतरराष्ट्रीय मार्केट में कच्चे तेल की कीमत 80 डॉलर प्रति बैरल को पार हो गई। अमेरिकी प्रतिबंधों के चलते भारत और चीन को रूस से ऑयल इंपोर्ट करने में दिक्कत का सामना करना पड़ रहा है। जिसके चलते सोमवार को ब्रेंट क्रूड का भाव 1.83 प्रतिशत चढ़कर 81.22 डॉलर प्रति बैरल पर पहुंच गया। इस तेजी के साथ की कच्चे तेल की कीमत चार महीने के हाई पर पहुंच गई है।

रूस ने की प्रतिबंधों की आलोचना
रूस के विदेश मंत्रालय ने अमेरिका के इन प्रतिबंधों की आलोचना की है। रूस ने कहा कि यह अमेरिका की रूसी अर्थव्‍यवस्‍था को नुकसान पहुंचाने की चाल है। उसने कहा कि अमेरिका के इस कदम से वैश्विक बाजार में खतरा बढ़ेगा। रूस ने कहा कि वह बड़े तेल और गैस प्राजेक्‍ट पर काम करना जारी रखेगा। अमेरिका ने जो नए प्रतिबंध लगाए हैं, उससे 143 टैंकर प्रभावित होंगे जो 53 करोड़ बैरल रूसी तेल पिछले साल लेकर गए थे।

भारत पर भी होगा असर
रूसी तेल सप्लाई में आने वाली दिक्कतों के बीच आने वाले दिनों में भारत को ऊंचे दामों पर खाड़ी के देशों से कच्चा तेल खरीदना पड़ सकता है। अगर ऐसा ही रहा तो भारत में पेट्रोल-डीजल की कीमतों में तेजी आ सकती है। कच्चे तेल की कीमतों में ये तेजी जारी रही तो आपको महंगाई का झटका झेलना पड़ सकता है। यानी आने वाले दिनों में आपको महंगे तेल की कीमतों से दो-चार होना पड़ सकता है। पेट्रोल-डीजल की कीमत बढ़ने का सीधा असर सप्लाई चेन पर होगा। खाने-पीने से लेकर हर चीज महंगी होने लगेगी।
