नवंबर आ गया लेकिन सर्दी नहीं आई, जानें क्या है ला नीना, जिसके न बनने से अब तक गर्म है मौसम

नवंबर का महीना शुरु हो गया है। बावजूद सुबह और शाम की सिहरन को छोड़ दें तो, पूरे उत्तर भारत में ठंड का कहीं नामोनिशान नहीं दिख रहा। पंखे अभी भी पूरी स्पीड में घूम रहे हैं। अब लोग सर्दी का इंतजार कर रहे हैं। मौसम विभाग के मुताबिक, अभी ठंड के लिए लोगों को थोड़ा इंतजार करना पड़ेगा। मौसम विभाग ने बताया कि अगले दो हफ्ते तक देशभर में गर्मी का प्रकोप देखने को मिलेगा। उसके बाद ही मौसम में कुछ बदलाव आने की संभावना है। मौसम विभाग की माने तो 15 नवंबर के बाद से दिन में भी सर्दी का एहसास होने लगेगा।

अभी ला नीना की स्थिति विकसित नहीं हुई
भारतीय मौसम विभाग के प्रमुख मृत्युंजय महापात्र ने बताया कि हम सर्दियों के आगमन की तारीख इसलिए नहीं बता पा रहे हैं क्योंकि ला नीना अभी तक विकसित नहीं हुआ है। इसलिए मौसम विभाग इस समय सर्दियों के बारे में स्पष्ट भविष्यवाणी नहीं कर सकता है। मृत्युंजय महापात्र ने कहा कि ला नीना आमतौर पर सर्दियों के दौरान उत्तर और उत्तर पश्चिम भारत में तापमान में गिरावट से जुड़ा होता है। अनुकूल परिस्थितियां होने के बावजूद ला नीना की स्थिति अभी तक विकसित क्यों नहीं हुई, इसका पता लगाने के लिए शोध चल रहा है।

ला नीना की वजह से बहुत ज्यादा ठंड के आसार
मौसम विभाग के अनुसार इस वर्ष ला नीना की वजह से भारत में कम अवधि के दौरान बहुत ज्यादा ठंड पड़ने के आसार हैं। ला नीना के कारण समुद्र का तापमान ठंडा हो जाता है। ला नीना के दौरान प्रशांत तट से दूर का पानी सामान्य से ज्यादा ठंडा होता है, इसलिए उससे टकराकर लौटने वाली हवा ठंड को बेहद तीखा कर देती हैं। 

क्या है ला नीना?
ला नीना प्रशांत महासागर में होने वाला एक मौसम पैटर्न है। इस पैटर्न में तेज हवाएं दक्षिण अमेरिका से इंडोनेशिया तक समुद्र की सतह पर गर्म पानी उड़ाती हैं। जैसे जैसे गर्म पानी पश्चिम की ओर बढ़ता है, दक्षिण अमेरिका के तट के पास गहरे पानी से ठंडा पानी सतह पर आ जाता है। विश्व मौसम विज्ञान संगठन के अनुसार नवंबर 2024 से फरवरी 2025 तक संभावना है कि ला नीना की प्रबलता 60 फीसदी बढ़ जाएगी।

  रामगढ़: रामगढ़ जिले में अवैध खनन, खनिजों के परिवहन पर पूरी तरह से रोक लगाने एवं दोषियों पर कड़ी कार्रवाई करने के उद्देश्य से उपायुक्त, रामगढ़ चंदन कुमार द्वारा अधिकारियों को योजनाबद्ध तरीके से कार्य करने का निर्देश दिया गया है। इसी क्रम में रामगढ़ थाना के पुलिस पदाधिकारी के द्वारा गस्ती के क्रम रामगढ़ से रांची रोड की तरफ सिंह होटल के पास बिना रजिस्ट्रेशन नंबर का महिंद्रा 265 DI इंजन नंबर RJJ 2DB N050057 , वही दूसरा ट्रैक्टर बिना रजिस्टर नंबर का महिंद्रा 275DI ट्रैक्टर इंजन नंबर RFN B05950 के ट्रॉली पर करीब 100-100 घन फिट बालू लोड पाया गया ट्रैक्टर जांच पड़ताल के दौरान पाया गया कि ट्रैक्टर में लोड बालू का परिवहन चालान एवं वाहन संबंधित कोई कागज नहीं पाया गया। जिसके उपरांत वाहन मालिक, चालक एवं अन्य संलिप्त लोगों के विरूद्ध सरकारी संपत्ति की चोरी, खनन राजस्व की छति, माननीय राष्ट्रीय हरित न्यायधिकरण के आदेश का उल्लंघन तथा खान एवं खनिज (विकास एवं विनियमन) अधिनियम 1957 के धारा 4/21, झारखंड लघु खनिज नियमावली 2004 यथा संशोधित के नियम 4/54 एवं The Jharkhand Minerals (Prevention of Illegal Mining Transportation and Storage) Rule 2017 के नियम 9/13 के तहत जिला खान निरीक्षक रामगढ़ द्वारा प्राथमिकी दर्ज करायी गयी।

 रामगढ़: रामगढ़ जिले में अवैध खनन, खनिजों के परिवहन पर पूरी तरह से रोक लगाने एवं दोषियों पर कड़ी कार्रवाई करने के उद्देश्य से उपायुक्त, रामगढ़ चंदन कुमार द्वारा अधिकारियों को योजनाबद्ध तरीके से कार्य करने का निर्देश दिया गया है। इसी क्रम में प्राप्त सूचना के आधार पर देर रात को चितरपुर अंचल अंतर्गत बालू खनिज के अवैध परिवहन/ खनन के विरुद्ध जिला खनन पदाधिकारी द्वारा छापामारी अभियान चलाया गया।छापेमारी के दौरान रजरप्पा थाना क्षेत्र अंतर्गत एक हाईवा एवं वाहन संख्या JH 01DB- 3201 एवं ट्रक रजिo न o CG0BAS-8377 पर लगभग 1155 घन फिट बालू लदा पाया गया। जांच के क्रम में वाहन में एम एस आदित इंटरप्राइजेज अंकित चालान में 400 सीएफटी एवं 500 सीएफटी है वहीं दोनों वाहनों के जांच में लगभग 800 सीएफटी एवं 1000 सीएफटी पाया गया जिसके उपरांत रजरप्पा थाना में हाईवा एवं ट्रक वाहन मालिक, चालक एवं अन्य संलिप्त लोगों के विरूद्ध सरकारी संपत्ति की चोरी, खनन राजस्व की छति, माननीय राष्ट्रीय हरित न्यायधिकरण के आदेश का उल्लंघन तथा खान एवं खनिज (विकास एवं विनियमन) अधिनियम 1957 के धारा 4/21, झारखंड लघु खनिज नियमावली 2004 यथा संशोधित के नियम 4/54 एवं The Jharkhand Minerals (Prevention of Illegal Mining Transportation and Storage) Rule 2017 के नियम 9/13 के तहत प्राथमिकी दर्ज करायी गयी।

रामगढ : विधान सभा आम निर्वाचन-2024 को स्वच्छ, शांतिपूर्ण एवं भयमुक्त वातावरण में चुनाव संपन्न कराने हेतु पुलिस अधीक्षक, रामगढ़ के द्वारा अवैध बालू खनन एवं परिवहन के रोकथाम हेतु सभी थाना / ओ०पी० प्रभारी को सख्त निर्देश दिया गया है। शनिवार को पुलिस अधीक्षक, रामगढ़ को गुप्त सूचना मिली की रामगढ़ थानान्तर्गत ग्राम गोबर दाहा एवं बासल थानान्तर्गत ग्राम-बलकुदरा डूमरटॉड में अवैध बालू माफियाओं के द्वारा अवैध खनन कर बालु का परिवहन किया जा रहा है। पुलिस अधीक्षक, रामगढ़ के द्वारा थाना प्रभारी, रामगढ़ एवं बासल के नेतृत्व में अलग-अलग छापामारी दल का गठन किया गया। गठित टीम के द्वारा योजनाबद्ध तरीके से अपने-अपने क्षेत्र में छापामारी अभियान चलाया गया जिसमें रामगढ़ थानान्तर्गत ग्राम गोबर दाहा से 05 ट्रैक्टर बालु लदा एवं बासल थानान्तर्गत ग्राम बलकुदरा, डूमरटॉड से 01 ट्रैक्टर बालु लदा जप्त किया गया। इस संबंध में रामगढ़ थाना काण्ड सं0-336/24, दिनांक-24.10.2024, धारा-303 (2)/317/3 (5) बी०एन०एस० एवं 4/21 MMDR Act- 1957, 54 JMMCA-2004, 9/13 Jharkhand Minerals (Prevention of illegal Mining Transportation & storage) Rule-2017 एवं बासल थाना काण्ड सं0-20/24, दिनांक-25.10.2024, धारा-303(2)/317 बी०एन०एस० एवं 4/21 MMDR Act-1957, 54 JMMCA-2004, 9/13 Jharkhand Minerals (Prevention of illegal Mining Transportation & storage) Rule-2017 दर्ज कर अग्रतर कार्रवाई की जा रही है।

नवंबर आ गया लेकिन सर्दी नहीं आई, जानें क्या है ला नीना, जिसके न बनने से अब तक गर्म है मौसम

नवंबर का महीना शुरु हो गया है। बावजूद सुबह और शाम की सिहरन को छोड़ दें तो, पूरे उत्तर भारत में ठंड का कहीं नामोनिशान नहीं दिख रहा। पंखे अभी भी पूरी स्पीड में घूम रहे हैं। अब लोग सर्दी का इंतजार कर रहे हैं। मौसम विभाग के मुताबिक, अभी ठंड के लिए लोगों को थोड़ा इंतजार करना पड़ेगा। मौसम विभाग ने बताया कि अगले दो हफ्ते तक देशभर में गर्मी का प्रकोप देखने को मिलेगा। उसके बाद ही मौसम में कुछ बदलाव आने की संभावना है। मौसम विभाग की माने तो 15 नवंबर के बाद से दिन में भी सर्दी का एहसास होने लगेगा।

अभी ला नीना की स्थिति विकसित नहीं हुई
भारतीय मौसम विभाग के प्रमुख मृत्युंजय महापात्र ने बताया कि हम सर्दियों के आगमन की तारीख इसलिए नहीं बता पा रहे हैं क्योंकि ला नीना अभी तक विकसित नहीं हुआ है। इसलिए मौसम विभाग इस समय सर्दियों के बारे में स्पष्ट भविष्यवाणी नहीं कर सकता है। मृत्युंजय महापात्र ने कहा कि ला नीना आमतौर पर सर्दियों के दौरान उत्तर और उत्तर पश्चिम भारत में तापमान में गिरावट से जुड़ा होता है। अनुकूल परिस्थितियां होने के बावजूद ला नीना की स्थिति अभी तक विकसित क्यों नहीं हुई, इसका पता लगाने के लिए शोध चल रहा है।

ला नीना की वजह से बहुत ज्यादा ठंड के आसार
मौसम विभाग के अनुसार इस वर्ष ला नीना की वजह से भारत में कम अवधि के दौरान बहुत ज्यादा ठंड पड़ने के आसार हैं। ला नीना के कारण समुद्र का तापमान ठंडा हो जाता है। ला नीना के दौरान प्रशांत तट से दूर का पानी सामान्य से ज्यादा ठंडा होता है, इसलिए उससे टकराकर लौटने वाली हवा ठंड को बेहद तीखा कर देती हैं। 

क्या है ला नीना?
ला नीना प्रशांत महासागर में होने वाला एक मौसम पैटर्न है। इस पैटर्न में तेज हवाएं दक्षिण अमेरिका से इंडोनेशिया तक समुद्र की सतह पर गर्म पानी उड़ाती हैं। जैसे जैसे गर्म पानी पश्चिम की ओर बढ़ता है, दक्षिण अमेरिका के तट के पास गहरे पानी से ठंडा पानी सतह पर आ जाता है। विश्व मौसम विज्ञान संगठन के अनुसार नवंबर 2024 से फरवरी 2025 तक संभावना है कि ला नीना की प्रबलता 60 फीसदी बढ़ जाएगी।

  रामगढ़: रामगढ़ जिले में अवैध खनन, खनिजों के परिवहन पर पूरी तरह से रोक लगाने एवं दोषियों पर कड़ी कार्रवाई करने के उद्देश्य से उपायुक्त, रामगढ़ चंदन कुमार द्वारा अधिकारियों को योजनाबद्ध तरीके से कार्य करने का निर्देश दिया गया है। इसी क्रम में रामगढ़ थाना के पुलिस पदाधिकारी के द्वारा गस्ती के क्रम रामगढ़ से रांची रोड की तरफ सिंह होटल के पास बिना रजिस्ट्रेशन नंबर का महिंद्रा 265 DI इंजन नंबर RJJ 2DB N050057 , वही दूसरा ट्रैक्टर बिना रजिस्टर नंबर का महिंद्रा 275DI ट्रैक्टर इंजन नंबर RFN B05950 के ट्रॉली पर करीब 100-100 घन फिट बालू लोड पाया गया ट्रैक्टर जांच पड़ताल के दौरान पाया गया कि ट्रैक्टर में लोड बालू का परिवहन चालान एवं वाहन संबंधित कोई कागज नहीं पाया गया। जिसके उपरांत वाहन मालिक, चालक एवं अन्य संलिप्त लोगों के विरूद्ध सरकारी संपत्ति की चोरी, खनन राजस्व की छति, माननीय राष्ट्रीय हरित न्यायधिकरण के आदेश का उल्लंघन तथा खान एवं खनिज (विकास एवं विनियमन) अधिनियम 1957 के धारा 4/21, झारखंड लघु खनिज नियमावली 2004 यथा संशोधित के नियम 4/54 एवं The Jharkhand Minerals (Prevention of Illegal Mining Transportation and Storage) Rule 2017 के नियम 9/13 के तहत जिला खान निरीक्षक रामगढ़ द्वारा प्राथमिकी दर्ज करायी गयी।

 रामगढ़: रामगढ़ जिले में अवैध खनन, खनिजों के परिवहन पर पूरी तरह से रोक लगाने एवं दोषियों पर कड़ी कार्रवाई करने के उद्देश्य से उपायुक्त, रामगढ़ चंदन कुमार द्वारा अधिकारियों को योजनाबद्ध तरीके से कार्य करने का निर्देश दिया गया है। इसी क्रम में प्राप्त सूचना के आधार पर देर रात को चितरपुर अंचल अंतर्गत बालू खनिज के अवैध परिवहन/ खनन के विरुद्ध जिला खनन पदाधिकारी द्वारा छापामारी अभियान चलाया गया।छापेमारी के दौरान रजरप्पा थाना क्षेत्र अंतर्गत एक हाईवा एवं वाहन संख्या JH 01DB- 3201 एवं ट्रक रजिo न o CG0BAS-8377 पर लगभग 1155 घन फिट बालू लदा पाया गया। जांच के क्रम में वाहन में एम एस आदित इंटरप्राइजेज अंकित चालान में 400 सीएफटी एवं 500 सीएफटी है वहीं दोनों वाहनों के जांच में लगभग 800 सीएफटी एवं 1000 सीएफटी पाया गया जिसके उपरांत रजरप्पा थाना में हाईवा एवं ट्रक वाहन मालिक, चालक एवं अन्य संलिप्त लोगों के विरूद्ध सरकारी संपत्ति की चोरी, खनन राजस्व की छति, माननीय राष्ट्रीय हरित न्यायधिकरण के आदेश का उल्लंघन तथा खान एवं खनिज (विकास एवं विनियमन) अधिनियम 1957 के धारा 4/21, झारखंड लघु खनिज नियमावली 2004 यथा संशोधित के नियम 4/54 एवं The Jharkhand Minerals (Prevention of Illegal Mining Transportation and Storage) Rule 2017 के नियम 9/13 के तहत प्राथमिकी दर्ज करायी गयी।
