बता दें कि दिसंबर 2023 में ही पेंगुइन ने जनरल नरवणे की 'फोर स्टार्स ऑफ डेस्टिनी' का ऐलान किया था। तब इसका प्री-ऑर्डर भी लिया जा रहा था। किताब जनवरी 2024 में ही आनी थी, लेकिन इसकी रिलीज रोक दी गई। कहा गया कि रक्षा मंत्रालय से मंजूरी नहीं मिली है। रक्षा मंत्रालय भी नहीं बता रहा है कि पूर्व सेना प्रमुख की इस किताब को क्लियरेंस कब मिलेगी और मिलेगी या नहीं।

जनरल नरवणे की ऑटोबायोग्राफी 'फोर स्टार्स ऑफ डेस्टिनी' भले अभी रिलीज नहीं हुई, लेकिन इसने सरकार, विपक्ष, पब्लिक, लेखक-प्रकाशक जैसे फोर स्टार्स ऑफ पॉलिटिक्स को जन्म दे दिया है। भारतीय सेना के पूर्व प्रमुख जनरल एमएम नरवणे की ऑटोबायोग्राफी के हवाले से लोकसभा में नेता प्रतिपक्ष राहुल गांधी अपनी बात रखना चाहते हैं। लेकिन, सरकार की दलील है कि किसी किताब के हवाले से कुछ नहीं कहा जाना चाहिए। 

रक्षा मंत्रालय ने एक साल से अधिक समय से रिव्यू के लिए रखा
दरअसल, बीते दिनों सरकार ने संसद में दावा किया कि राहुल गांधी लोकसभा में नरवणे की अप्रकाशित किताब से अंश नहीं पढ़ सकते हैं, क्योंकि किताब अभी प्रकाशित नहीं हुई है। लेकिन सरकार ने यह नहीं बताया कि रक्षा मंत्रालय की अपनी प्रशासनिक शाखा ने किताब को एक साल से अधिक समय से रिव्यू के तहत रखा हुआ है, जिससे प्रकाशन रुका हुआ है।

क्या सरकार प्रकाशित नहीं होने दे रही किताब?
राहुल गांधी ने लोकसभा में सोमवार को कहा था, "इस पत्रिका में नरवणे जी ने कहा है कि यह उनका संस्मरण है। जो सरकार प्रकाशित नहीं होने दे रही है। मैं इसमें से सिर्फ़ पांच लाइन पढ़ना चाहता हूं।"

राहुल ने पूछा- क्या लिखा जिससे घबरा रहे?
राहुल गांधी ने सत्ता पक्ष की ओर इशारा करते हुए कहा, "यह कहते हैं कि आतंकवाद से लड़ते हैं, लेकिन ये एक उद्धरण से डरते हैं। इसमें क्या लिखा है जिससे वो घबरा रहे हैं और मैं बोल नहीं पा रहा हूं। अगर ये डर नहीं रहे हैं तो मुझे पढ़ने की इजाज़त दें।"

जनवरी 2024 में ही आनी थी किताब
बता दें कि दिसंबर 2023 में ही पेंगुइन ने जनरल नरवणे की 'फोर स्टार्स ऑफ डेस्टिनी' का ऐलान किया था। तब इसका प्री-ऑर्डर भी लिया जा रहा था। किताब जनवरी 2024 में ही आनी थी, लेकिन इसकी रिलीज रोक दी गई। कहा गया कि रक्षा मंत्रालय से मंजूरी नहीं मिली है। रक्षा मंत्रालय भी नहीं बता रहा है कि पूर्व सेना प्रमुख की इस किताब को क्लियरेंस कब मिलेगी और मिलेगी या नहीं।

किताब में क्या?
इंडियन एक्सप्रेस की एक में दावा किया गया है, यह किताब 2020 में चीन के साथ पूर्वी लद्दाख़ में हुए सैन्य विवाद के बारे में बताती है। इसमें गलवान घाटी की झड़प और अग्निपथ योजना का भी ज़िक्र है। इस किताब में 31 अगस्त 2020 की रात को रक्षा मंत्री राजनाथ सिंह से हुई बातचीत का ज़िक्र है। एक्सप्रेस की रिपोर्ट में आगे बताया गया है कि दिसंबर 2023 में, न्यूज़ एजेंसी पीटीआई ने जनरल नरवणे की किताब से कुछ हिस्से छापे थे। इसमें भी 31 अगस्त की शाम की घटना का विस्तार से जिक्र था। इस घटना के बारे में अब कारवां मैगज़ीन में भी एक आर्टिकल छपा है।

नई दिल्ली, 05 फरवरी 2026: भारत निर्वाचन आयोग ने असम, केरल, पुडुचेरी, तमिलनाडु और पश्चिम बंगाल के आगामी विधानसभा चुनावों की तैयारियों को अंतिम रूप देना शुरू कर दिया है। इसी कड़ी में आयोग ने आज नई दिल्ली स्थित IIIDEM में तैनात किए जाने वाले 1,444 केंद्रीय पर्यवेक्षकों के लिए दो दिवसीय विशेष ब्रीफिंग सत्र का आयोजन किया।

  


पर्यवेक्षकों की तैनाती का गणित
आयोग ने चुनावी शुचिता बनाए रखने के लिए तीन श्रेणियों में अधिकारियों को तैनात किया है:

714 सामान्य पर्यवेक्षक (General Observers)

233 पुलिस पर्यवेक्षक (Police Observers)

497 व्यय पर्यवेक्षक (Expenditure Observers)

मुख्य चुनाव आयुक्त का संबोधन: "आप आयोग के प्रकाश स्तंभ हैं"
मुख्य चुनाव आयुक्त श्री ज्ञानेश कुमार ने पर्यवेक्षकों को संबोधित करते हुए उन्हें निर्वाचन आयोग का 'प्रकाश स्तंभ' बताया। उन्होंने स्पष्ट किया कि पर्यवेक्षकों की उपस्थिति 824 निर्वाचन क्षेत्रों में पूरी चुनाव मशीनरी को ऊर्जावान बनाएगी और स्वतंत्र, निष्पक्ष व पारदर्शी चुनाव सुनिश्चित करेगी।

चुनाव आयुक्तों के महत्वपूर्ण निर्देश
डॉ. एस.एस. संधू (चुनाव आयुक्त): उन्होंने कहा कि पर्यवेक्षक अधिकारियों के लिए 'मित्र, दार्शनिक और मार्गदर्शक' की भूमिका निभाएं। उन्होंने मतदाताओं के लिए पर्यवेक्षकों की सुलभता और शिकायतों के त्वरित निवारण पर जोर दिया।

डॉ. विवेक जोशी (चुनाव आयुक्त): उन्होंने निर्देश दिया कि मतदाता सूचना पर्चियां (VIS) समय पर वितरित की जाएं ताकि मतदान के दिन मतदाताओं को कोई असुविधा न हो। उन्होंने आयोग के निर्देशों का 'अक्षरश:' पालन सुनिश्चित करने को कहा।
