“बच्चों के अधिकारों पर राज्यस्तरीय मंथन: सुरक्षा, संरक्षण और उज्ज्वल भविष्य के लिए बनी कार्ययोजना”

रायपुर- राज्य बाल अधिकार संरक्षण आयोग द्वारा बच्चों के अधिकारों से जुड़े संवेदनशील मुद्दों पर राज्यस्तरीय एक दिवसीय कार्यशाला का आयोजन किया गया। महिला एवं बाल विकास मंत्री लक्ष्मी रजवाड़े ने कार्यशाला का उद्घाटन किया। इस एक दिवसीय कार्यशाला को दो सत्रों में आयोजित किया गया, जिसमें प्रथम सत्र राष्ट्रीय बाल अधिकार संरक्षण आयोग से आईं शाइस्ता शाह ने लिया व द्वितीय सत्र कमिश्नरेट रायपुर के संजीव शुक्ला ने लिया, जिसमें सभी जिलों से जिला शिक्षा अधिकारी, जिला बाल कल्याण अधिकारी, बाल गृह अधीक्षक, SJPU (Special Juvenile Police Unit) शामिल हुए।

स्वागत उद्बोधन सचिव प्रतीक खरे ने दिया। आयोग अध्यक्षा डॉ. वर्णिका शर्मा ने कहा कि केवल चिंता या चिंतन नहीं होगा, बल्कि मंथन होगा और आप सभी को इस मंथन को सार्थक करना है। बच्चे जो राष्ट्र का भविष्य हैं, जो राष्ट्र की नींव हैं। सोचिए, जो इतने Valuable हैं, वे vulnerable क्यों हैं। उन्होंने कहा कि हमें इस दिशा में गंभीरता से सोचने की आवश्यकता है, ताकि यह नींव कमजोर न पड़े। अपने 19 जिलों के दौरे का उल्लेख करते हुए उन्होंने सीमावर्ती क्षेत्रों में बुनियादी सुविधाओं की आवश्यकता पर भी जोर देते हुए कहा कि हम अक्सर कहते हैं कि बच्चे राष्ट्र की नींव हैं, लेकिन छोटी-छोटी जिम्मेदारियों से हम बचते हैं। बच्चों से अपराध नहीं होता, बल्कि उनसे गलतियां होती हैं। बाल गृह एवं बालिका गृह में रह रहे CNCP बच्चों के संदर्भ में उन्होंने कहा कि बाल गृह विकल्प नहीं, बल्कि उनका घर है, इसलिए उनके साथ परिवार जैसा व्यवहार किया जाना चाहिए।

महिला एवं बाल विकास मंत्री लक्ष्मी रजवाड़े ने कहा कि हम बच्चों को ऊंचाइयों पर पहुंचते देखना चाहते हैं, लेकिन उन्हें सही दिशा देना भी उतना ही आवश्यक है। यह कार्यशाला बच्चों के भविष्य को सही दिशा देने के उद्देश्य से आयोजित की गई है। उन्होंने कहा कि जब तक हम दूसरों के बच्चों को अपने बच्चों की तरह नहीं देखेंगे, तब तक समग्र विकास संभव नहीं है।

कार्यशाला के तकनीकी सत्रों में राष्ट्रीय बाल अधिकार संरक्षण आयोग के प्रतिनिधि द्वारा शालाओं में बच्चों की सुरक्षा एवं संरक्षण तथा NCPCR के पॉक्सो ट्रैकिंग पोर्टल पर विस्तार से जानकारी दी गई। किशोर न्याय अधिनियम, 2015 की धारा 2(14), 2(9), धारा 77 एवं 78 के तहत बच्चों में मादक द्रव्यों के प्रयोग एवं उनके व्यापार से उन्मूलन पर चर्चा की गई। संयुक्त कार्य योजना, एनसीपीसीआर की गाइडलाइन तथा छत्तीसगढ़ में नशामुक्ति केंद्रों की स्थापना की संभावनाओं पर भी विचार-विमर्श किया गया, जिसमें राष्ट्रीय बाल अधिकार संरक्षण आयोग, पुलिस मुख्यालय, मिशन वात्सल्य एवं समाज कल्याण विभाग के प्रतिनिधियों ने भाग लिया।

इसके साथ ही सत्र में रायपुर कमिश्नर संजीव शुक्ला ने बच्चों से जुड़े विभिन्न मामलों को समझाते हुए Law and Force Department की संवेदनशील भूमिका पर बल दिया। बाल विवाह मुक्त छत्तीसगढ़ बनाने के लिए शपथ भी ली और छत्तीसगढ़ में बाल तस्करी के परिदृश्य एवं उसके उन्मूलन के लिए आवश्यक सुझावों पर चर्चा भी की गई। किशोर न्याय अधिनियम की धारा 46 सहपठित नियम 25 के अंतर्गत प्रदेश में पश्चातवर्ती देखभाल (After Care) के प्रयासों पर चर्चा की गई तथा जिलेवार एवं बाल गृहवार कार्ययोजना तैयार करने पर विचार किया गया।
