बिहार में मतदाता गणना प्रपत्र संग्रह में तेजी: 74% से अधिक फॉर्म जमा, 25 जुलाई अंतिम तिथि
पटना, बिहार: बिहार में मतदाता गणना प्रपत्र संग्रह का कार्य तेजी से चल रहा है, और अंतिम तिथि से 14 दिन पहले ही 74.39% प्रपत्र जमा कर लिए गए हैं। राज्य के कुल 7,89,69,844 (लगभग 7.90 करोड़) मतदाताओं में से अब तक 5,87,49,463 गणना प्रपत्र एकत्र किए जा चुके हैं।

  


घर-घर जाकर बीएलओ कर रहे सहायता
सार्वजनिक सूचना रजिस्ट्री (SIR) के दूसरे चरण में, बूथ लेवल अधिकारी (BLOs) घर-घर जाकर मतदाताओं की सहायता कर रहे हैं और उनके भरे हुए गणना प्रपत्र एकत्र कर रहे हैं। इस प्रक्रिया की प्रगति पर 38 जिला निर्वाचन अधिकारी (DEOs), सभी 243 विधानसभा क्षेत्रों को कवर करने वाले निर्वाचन पंजीकरण अधिकारी (EROs), और 963 सहायक निर्वाचन पंजीकरण अधिकारी (AEROs) सहित क्षेत्र-स्तरीय पदाधिकारियों द्वारा नियमित रूप से निगरानी की जा रही है।

डिजिटलीकरण और सत्यापन प्रक्रिया जारी
गणना प्रपत्रों का डिजिटलीकरण और अपलोडिंग भी सुचारु रूप से आगे बढ़ रही है। SIR दिशानिर्देशों के पैरा 3(H) के अनुसार, BLOs ने अब तक एकत्र किए गए कुल गणना प्रपत्रों में से 3.73 करोड़ प्रपत्रों को BLO ऐप/ECInet के माध्यम से सफलतापूर्वक डिजिटाइज्ड और अपलोड कर दिया है। आज, अपलोड किए गए प्रपत्रों के AERO/ERO द्वारा सत्यापन के लिए ECInet में एक नया मॉड्यूल भी लागू किया गया है, जिससे प्रक्रिया में और पारदर्शिता आएगी।

अथक प्रयास और सामूहिक योगदान
24 जून, 2025 को SIR निर्देश जारी होने के बाद से पिछले 17 दिनों में यह उपलब्धि हासिल की गई है। गणना प्रपत्र जमा करने की अंतिम तिथि 25 जुलाई, 2025 निर्धारित की गई है। इस कार्य को समय पर पूरा करने के लिए 77,895 BLOs, 20,603 नव नियुक्त BLOs और अन्य चुनाव अधिकारी अथक प्रयास कर रहे हैं। इसके अतिरिक्त, 4 लाख से अधिक स्वयंसेवक बुजुर्गों, दिव्यांग व्यक्तियों (PWDs), बीमार और कमजोर आबादी को सहायता प्रदान कर रहे हैं। सभी मान्यता प्राप्त राजनीतिक दलों द्वारा नियुक्त बूथ स्तर के एजेंटों (BLAs) की 1.56 लाख सक्रिय शक्ति ने भी इस कार्य में महत्वपूर्ण योगदान दिया है, जिससे 74.39% गणना प्रपत्रों के संग्रह में सफलता मिली है।

ईडी ने यह एक्शन एक शिकायतकर्ता की एफआईआर पर लिया है। एफआईआर में दावा किया गया है कि यह सितारे लोगों को सट्टेबाजी ऐप्स की तरफ खींच रहे हैं। हैदराबाद साइबराबाद पुलिस की एफआईआर के आधार पर ईडी ने केस दर्ज किया है।

मियापुर के एक बिजनेसमैन फणिंद्र शर्मा ने आरोप लगाया कि कई बड़े फिल्मी चेहरे और सोशल मीडिया स्टार्स लोगों को इन सट्टेबाजी ऐप्स की तरफ खींच रहे हैं। उन्होंने बताया कि इस तरह के ऐप्स से मिडल क्लास और लोअर मिडल क्लास फैमिलीज को काफी नुकसान हो रहा है। इस शिकायत के बाद साइबराबाद पुलिस ने 19 मार्च 2025 को 25 सेलिब्रिटीज के खिलाफ एफआईए दर्ज की थी।इस लिस्ट में फिल्मी दुनिया के बड़े नाम जैसे विजय देवरकोंडा, राणा दग्गुबाती, प्रकाश राज, मंचु लक्ष्मी, निधि अग्रवाल, प्रणीता सुभाष, अनन्या नागल्ला, एंकर श्रीमुखी, यूट्यूबर हर्षा साई, बय्या सनी यादव और लोकल बॉय नानी जैसे कई पॉपुलर चेहरे शामिल है।

ये ऐप्स युवाओं को जल्दी पैसा कमाने का लालच दे रहे
अब ईडी ने इस पूरे मामले में PMLA के तहत अपने ECIR दर्ज कर ली है। ईडी अब इन सभी स्टार्स और इंफ्लुएंसर्स से पूछताछ कर रही है कि उन्होंने कितने पैसे में प्रमोशन किया, पेमेंट कैसे मिला और टैक्स डिटेल्स क्या है। जांच में सामने आया है कि इन ऐप्स के जरिए हजारों करोड़ रुपये का ट्रांजेक्शन हुआ है। ये ऐप्स युवाओं को जल्दी पैसा कमाने का लालच देते है। लेकिन बाद में लोग आर्थिक और मानसिक तौर पर टूट जाते है. मामले की जांच जारी है।

पहले भी सामने आया था ऐसा ही मामला
बता दें, बीते साल भी महादेव बेटिंग एप का मामला सामने आया था। उस मामले में भी कई बॉलीवुड, टॉलीवुड और टीवी सितारों का नाम उछला था। उस मामले में तेजी से कार्रवाई की गई थी। अब इस मामले में भी ईडी कार्रवाई कर रही है। पूछताछ और जांच के बाद साफ होगा कि ये कितना बड़ा घोटाला है।

पटना, बिहार: बिहार में विशेष गहन पुनरीक्षण (SIR) अभियान तेजी से आगे बढ़ रहा है, और ऐसा लगता है कि गणना फॉर्म संग्रह का कार्य निर्धारित अंतिम तिथि 25 जुलाई, 2025 से काफी पहले पूरा हो जाएगा. 24 जून, 2025 को एसआईआर निर्देश जारी होने के बाद से पहले 14 दिनों में, कुल 7,89,69,844 (लगभग 7.90 करोड़) मतदाताओं में से 3,70,77,077 गणना फॉर्म एकत्र किए जा चुके हैं, जो कुल का 46.95% है (8 जुलाई, 2025 को शाम 6 बजे तक).

फॉर्म वितरण और अपलोडिंग की स्थिति
अभियान के पहले दो हफ्तों में, 7.90 करोड़ फॉर्म मुद्रित किए गए थे, और इनमें से 97% से अधिक फॉर्म (7,70,44,990) मतदाताओं को वितरित किए जा चुके हैं. साथ ही, 18.16% फॉर्म ECINET पर अपलोड किए जा चुके हैं. यह देखा गया है कि बड़ी संख्या में संभावित मतदाता एसआईआर आदेश दिनांक 24.06.25 में निर्दिष्ट पात्रता दस्तावेजों के साथ गणना फॉर्म जमा करना पसंद कर रहे हैं.

तेज गति से संग्रह कार्य जारी
अब प्रयास शेष आधे गणना फॉर्म और पात्रता दस्तावेजों को एकत्र करने का है, जबकि 25 जुलाई से पहले अभी भी 17 दिन बाकी हैं. पिछले 24 घंटों में यानी कल शाम 6 बजे से, 82,78,617 गणना फॉर्म एकत्र किए गए हैं, जो एक ही दिन में 10.5% संग्रह के बराबर है. फील्ड में इसी गति को बनाए रखते हुए, और लगभग 50 प्रतिशत फॉर्म शेष रहने के साथ, यह अभ्यास समय पर पूरा किया जा सकता है.

जमीनी स्तर पर बढ़े हुए प्रयास
संग्रह के प्रयासों को तेज करने के लिए जमीनी स्तर पर 20,603 अतिरिक्त बीएलओ (बूथ लेवल अधिकारी) जोड़े गए हैं. पहले से ही, 77,895 बीएलओ मतदाताओं को उनके गणना फॉर्म भरने और उन्हें एकत्र करने में मदद करने के लिए घर-घर जा रहे हैं. बीएलओ ने पहले ही प्रत्येक घर में अपनी अनिवार्य तीन विजिट में से पहली पूरी कर ली है, और दूसरी विजिट चल रही है.

इसके अलावा, सभी 243 विधानसभा क्षेत्रों (ACs) को कवर करने वाले ईआरओ (निर्वाचक रजिस्ट्रीकरण अधिकारी), 963 एईआरओ (सहायक निर्वाचक रजिस्ट्रीकरण अधिकारी), 38 डीईओ (जिला निर्वाचन अधिकारी) और राज्य के सीईओ (मुख्य निर्वाचन अधिकारी) मतदाताओं को अपने फॉर्म जमा करने की सुविधा के लिए जमीनी स्तर पर मौजूद हैं.

सभी मान्यता प्राप्त राजनीतिक दलों के जिला अध्यक्षों ने भी बीएलए (बूथ लेवल एजेंट) की नियुक्ति तेज कर दी है, और वे सक्रिय रूप से मैदान में भाग ले रहे हैं. आज की तारीख तक, 1,56,626 बीएलए नियुक्त किए जा चुके हैं, जो अभियान की शुरुआत में 1,38,680 थे. वे अभी भी चुनावी रोल पर मैनुअल के 25.2.1 के अनुसार और बीएलए नियुक्त कर सकते हैं.

यह दिखाता है कि बिहार में मतदाता पुनरीक्षण अभियान अपनी तय समय-सीमा के भीतर सफलतापूर्वक पूरा होने की दिशा में अग्रसर है.

From “No” to Global Go: How a Rejected Short Film Becomes the Launchpad for India’s First AI Voice-Cloning OTT Platform
Software developer-turned-filmmaker Sahil Dhamija couldn’t secure an OTT slot for his debut short film, he identified some real gaps between entertainment and technology especially, a time-consuming dubbing. The setback catalysed Rochak, an AI-powered platform that now turns any film into fifteen-plus languages within hours and streams the actor’s own voice worldwide.
Sahil Dhamija’s first taste of filmmaking was intoxicating—until distribution realities crashed the party. Shot on a shoestring and titled Public Place, the short wrapped in May 2024 and was promptly rejected by every OTT service he approached. Feedback was polite yet fatal: production value “too niche,” dubbing budget “too high,” audience “too limited.” By Independence Day the film was on YouTube, garnering views but yielding little revenue.
Rather than quitting, Dhamija dissected the bottleneck. Dubbing, he discovered, soaks up to 20 percent of a mid-budget film’s cost and adds six weeks to release calendars. Worse, audiences often hate the substituted voices. The answer wasn’t bigger budgets; it was better technology.
Enter Rochak. Over the next twelve months Dhamija and co-founder Bijay Rawat trained neural networks to capture an actor’s vocal fingerprint—pitch arcs, breath gaps, emotional subtlety—and re-synthesise that performance in multiple languages. The result became Rochak Voice Engine, capable of cloning dialogue tracks for a full feature film in under six hours.
Validation came quickly. The platform’s inaugural release, MILF, debuted in Hindi, English, Arabic, and Tamil. Analytics lit up: 73 percent of viewers chose a dubbed track, average watch-time surged 33 percent, and subtitle use dwindled. Clearly, audiences crave linguistic comfort as long as emotional authenticity stays intact.
The roadmap is equally bold. An Android app drops this month-end with offline downloads, 4K casting, and swipe-based language switching. iOS follows next month; smart-TV apps for Android TV, Fire TV, and webOS are already in QA. Beyond that, Rochak is engineering a lip-sync module that visually aligns mouth movements to each dubbed language, plus a Creator Console where filmmakers can upload masters, select target tongues, and receive ready-to-stream files—all on subscription economics.
By 2027 the platform targets 35 languages, real-time dubbing for live events, and an “opening weekend, everywhere” reality for storytellers. Rochak’s journey from rejection to reinvention proves that sometimes the fastest route to success begins with a very public “no.”

जमीयत उलमा-ए-हिंद के अध्यक्ष मौलाना महमूद मदनी ने 3 जुलाई को बिहार में चल रही मतदाता सूची की विशेष पुनरीक्षण प्रक्रिया (Special Intensive Revision SIR) पर बड़ी चिंता जताई है. उन्होंने इसे संविधानिक अधिकारों और लोकतांत्रिक मूल्यों पर हमला बताते हुए तत्काल रद्द करने की मांग की है. मदनी ने कहा कि यह प्रक्रिया जल्दबाजी में शुरू की गई है, जिससे प्रवासी मजदूर, अल्पसंख्यक और वंचित तबकों के मताधिकार खतरे में पड़ सकते हैं.

  


मौलाना मदनी ने सवाल उठाया कि आठ करोड़ से ज्यादा मतदाताओं की पुष्टि सिर्फ एक महीने में कैसे हो सकती है. उन्होंने इस प्रक्रिया में लगाई गई शर्तों पर भी आपत्ति जताई है. उनके मुताबिक, 1987 के बाद जन्मे लोगों से एक अभिभावक और 2004 के बाद जन्मे लोगों से दोनों माता-पिता के दस्तावेज मांगे जा रहे हैं. उन्होंने पूछा कि ‘जब यह एनआरसी नहीं है, तो फिर एनआरसी जैसी शर्तें क्यों थोपी जा रही हैं?’ उन्होंने चेतावनी दी कि इस प्रक्रिया से असम की हजारों महिलाएं, जो शिक्षा और दस्तावेजों से वंचित हैं, सबसे ज्यादा प्रभावित होंगी क्योंकि उनके पास माता-पिता से जुड़े वैध दस्तावेज नहीं हैं.

मतदान का अधिकार हर नागरिक का मूलभूत हक: मदनी
मदनी ने जोर देकर कहा कि भारत के संविधान के अनुच्छेद 326 के तहत मतदान का अधिकार हर नागरिक का मूलभूत हक है. इस अधिकार को छीनने की कोई भी कोशिश संविधान की भावना और लोकतांत्रिक मूल्यों के खिलाफ है. उन्होंने कहा कि यह प्रक्रिया पक्षपातपूर्ण और भेदभावपूर्ण है, जिससे अल्पसंख्यकों, प्रवासी मजदूरों और गरीब तबकों का लोकतांत्रिक व्यवस्था से भरोसा उठ सकता है. जमीयत उलमा-ए-हिंद ने निर्वाचन आयोग से मांग की है कि इस पुनरीक्षण प्रक्रिया को तुरंत रद्द किया जाए. इसके बजाय मतदाता पंजीकरण को सामान्य और पारंपरिक तरीके से किया जाए. उन्होंने प्रवासी मजदूरों को मतदाता सूची से हटाने के बजाय उनके मताधिकार की रक्षा करने पर जोर दिया है.

 2. ईसीआई के 24 जून, 2025 के निर्देशों के पैरा 5 में यह उल्लेख किया गया था कि सीईओ/डीईओ/ईआरओ 01.01.2003 की अर्हक तिथि वाली मतदाता सूचियों को सभी बीएलओ को हार्ड कॉपी में, साथ ही अपनी वेबसाइट पर ऑनलाइन भी मुफ्त में उपलब्ध कराएंगे ताकि कोई भी व्यक्ति इसे डाउनलोड कर सके और अपना गणना प्रपत्र जमा करते समय इसे दस्तावेजी प्रमाण के रूप में उपयोग कर सके।

 3. बिहार की 2003 की मतदाता सूचियों की आसान उपलब्धता, बिहार में चल रहे विशेष गहन पुनरीक्षण (एसआईआर) को बहुत सुविधा प्रदान करेगी क्योंकि अब कुल मतदाताओं का लगभग 60 प्रतिशत हिस्सा कोई भी दस्तावेज़ जमा नहीं करेगा। उन्हें केवल 2003 की मतदाता सूची में अपने विवरण को सत्यापित करना होगा और भरा हुआ गणना प्रपत्र जमा करना होगा। मतदाता और बीएलओ दोनों इन विवरणों को आसानी से प्राप्त कर सकेंगे।

 4. इसके अलावा, निर्देशों के अनुसार, जिसका नाम 2003 की बिहार मतदाता सूची में नहीं है, वह अभी भी अपने माता या पिता के लिए कोई अन्य दस्तावेज़ प्रदान करने के बजाय 2003 की मतदाता सूची का अंश उपयोग कर सकता है। ऐसे मामलों में, उसके माता या पिता के लिए किसी अन्य दस्तावेज़ की आवश्यकता नहीं होगी। केवल 2003 की मतदाता सूची का प्रासंगिक अंश/विवरण पर्याप्त होगा। ऐसे मतदाताओं को केवल अपने लिए, भरे हुए गणना प्रपत्र के साथ, दस्तावेज़ जमा करने होंगे।

 5.यह दोहराया जाता है कि प्रत्येक चुनाव से पहले, लोक प्रतिनिधित्व अधिनियम 1950 की धारा 21(2)(ए) और मतदाता पंजीकरण नियम 1960 के नियम 25 के अनुसार मतदाता सूची का पुनरीक्षण अनिवार्य है। ईसीआई अब तक 75 वर्षों से वार्षिक पुनरीक्षण, गहन और संक्षिप्त दोनों, करता रहा है।

 6. यह अभ्यास आवश्यक है क्योंकि मतदाता सूची हमेशा एक गतिशील सूची होती है जो मृत्यु, व्यवसाय/शिक्षा/विवाह जैसे विभिन्न कारणों से लोगों के स्थानांतरण, 18 वर्ष के नए मतदाताओं के जुड़ने आदि के कारण बदलती रहती है।

 7. इसके अलावा, संविधान का अनुच्छेद 326 एक मतदाता बनने की पात्रता को निर्दिष्ट करता है। केवल भारतीय नागरिक, 18 वर्ष से अधिक आयु के और उस निर्वाचन क्षेत्र के सामान्य निवासी, एक मतदाता के रूप में पंजीकृत होने के पात्र हैं।

पटना, 28 जून, 2025 – बिहार में मतदाता सूची के विशेष गहन पुनरीक्षण (Special Intensive Revision - SIR) की प्रक्रिया आज से सफलतापूर्वक शुरू हो गई है। भारत निर्वाचन आयोग यह सुनिश्चित कर रहा है कि यह पुनरीक्षण भारत के संविधान की सर्वोच्चता और अनुच्छेद 326 में निहित पात्रता मानदंडों का पूरी तरह से पालन करे। इस प्रक्रिया का लक्ष्य एक ऐसी मतदाता सूची तैयार करना है जो हर पात्र नागरिक को शामिल करे, जिसमें 18 वर्ष से अधिक आयु के वे भारतीय नागरिक शामिल हों जो संबंधित निर्वाचन क्षेत्र के सामान्य निवासी हैं।

इस महत्वपूर्ण पुनरीक्षण अभियान में सभी राजनीतिक दलों की पूर्ण और सक्रिय भागीदारी को बढ़ावा दिया जा रहा है। निर्वाचन आयोग के पास पहले से ही 77,895 बूथ लेवल अधिकारी (BLO) मौजूद हैं, और नए मतदान केंद्रों की ज़रूरतों को पूरा करने के लिए लगभग 20,603 अतिरिक्त BLO नियुक्त किए जा रहे हैं।

समाज के सबसे संवेदनशील वर्गों को सहायता प्रदान करने के लिए, एक लाख से अधिक स्वयंसेवक इस विशेष गहन पुनरीक्षण के दौरान वृद्ध, बीमार, दिव्यांग व्यक्तियों (PwD), गरीब और अन्य कमजोर समूहों के वास्तविक मतदाताओं की मदद करेंगे। यह पहल यह सुनिश्चित करती है कि कोई भी पात्र मतदाता पीछे न छूटे।

चुनाव आयोग के साथ पंजीकृत सभी मान्यता प्राप्त राष्ट्रीय और राज्य राजनीतिक दलों ने भी अपनी भूमिका निभाई है, उन्होंने पहले ही 1,54,977 बूथ लेवल एजेंट (BLA) नियुक्त कर दिए हैं। उन्हें आवश्यकतानुसार और BLA नियुक्त करने की भी स्वतंत्रता है, जिससे ज़मीनी स्तर पर सहभागिता और निगरानी सुनिश्चित हो सके।

घर-घर पहुँच और डिजिटल सुविधा
बिहार के सभी 243 विधानसभा निर्वाचन क्षेत्रों में व्यापक पहुँच सुनिश्चित की जा रही है। राज्य के मौजूदा 7,89,69,844 मतदाताओं के लिए नए गणना प्रपत्र (Enumeration Forms - EF) की छपाई और उनका घर-घर वितरण सफलतापूर्वक शुरू हो गया है। इसके अलावा, आधुनिक तकनीक का लाभ उठाते हुए, नए गणना प्रपत्रों (EFs) को ऑनलाइन भरने की सुविधा भी अब उपलब्ध है और इसका सफल संचालन शुरू हो चुका है।

यह ध्यान रखना महत्वपूर्ण है कि मौजूदा मतदाताओं में से, 4.96 करोड़ मतदाता जिनके नाम 01.01.2003 को मतदाता सूची के अंतिम गहन पुनरीक्षण में पहले से ही हैं, उन्हें केवल अपनी पात्रता की पुष्टि करनी होगी, गणना प्रपत्र भरना होगा और उसे जमा करना होगा।

प्रशासनिक प्रतिबद्धता और जागरूकता अभियान
इस विशेष गहन पुनरीक्षण (SIR) की सफलता सुनिश्चित करने के लिए, सभी संभागीय आयुक्त और जिला मजिस्ट्रेट सभी BLO को पूर्णकालिक रूप से इस कार्य में लगा रहे हैं। यह प्रशासनिक प्रतिबद्धता प्रक्रिया की दक्षता और सटीकता के लिए महत्वपूर्ण है।

वर्तमान में, विशेष गहन पुनरीक्षण (SIR) से संबंधित सभी गतिविधियाँ निर्धारित कार्यक्रम के अनुसार सुचारू रूप से आगे बढ़ रही हैं। यह आयोग के समावेशी और सटीक मतदाता सूची तैयार करने के संकल्प को दर्शाता है।

पटना, बिहार: बिहार में मतदाता गणना प्रपत्र संग्रह का कार्य तेजी से चल रहा है, और अंतिम तिथि से 14 दिन पहले ही 74.39% प्रपत्र जमा कर लिए गए हैं। राज्य के कुल 7,89,69,844 (लगभग 7.90 करोड़) मतदाताओं में से अब तक 5,87,49,463 गणना प्रपत्र एकत्र किए जा चुके हैं।

  


घर-घर जाकर बीएलओ कर रहे सहायता
सार्वजनिक सूचना रजिस्ट्री (SIR) के दूसरे चरण में, बूथ लेवल अधिकारी (BLOs) घर-घर जाकर मतदाताओं की सहायता कर रहे हैं और उनके भरे हुए गणना प्रपत्र एकत्र कर रहे हैं। इस प्रक्रिया की प्रगति पर 38 जिला निर्वाचन अधिकारी (DEOs), सभी 243 विधानसभा क्षेत्रों को कवर करने वाले निर्वाचन पंजीकरण अधिकारी (EROs), और 963 सहायक निर्वाचन पंजीकरण अधिकारी (AEROs) सहित क्षेत्र-स्तरीय पदाधिकारियों द्वारा नियमित रूप से निगरानी की जा रही है।

डिजिटलीकरण और सत्यापन प्रक्रिया जारी
गणना प्रपत्रों का डिजिटलीकरण और अपलोडिंग भी सुचारु रूप से आगे बढ़ रही है। SIR दिशानिर्देशों के पैरा 3(H) के अनुसार, BLOs ने अब तक एकत्र किए गए कुल गणना प्रपत्रों में से 3.73 करोड़ प्रपत्रों को BLO ऐप/ECInet के माध्यम से सफलतापूर्वक डिजिटाइज्ड और अपलोड कर दिया है। आज, अपलोड किए गए प्रपत्रों के AERO/ERO द्वारा सत्यापन के लिए ECInet में एक नया मॉड्यूल भी लागू किया गया है, जिससे प्रक्रिया में और पारदर्शिता आएगी।

अथक प्रयास और सामूहिक योगदान

प्रवर्तन निदेशालय यानी ईडी ने तेलंगाना के 29 जाने-माने फिल्म एक्टर्स, यूट्यूबर्स और इंस्टाग्राम इंफ्लुएंसर्स के खिलाफ बड़ी कार्रवाई की है। इस लिस्ट में फेमस एक्टर विजय देवरकोंडा, राणा दग्गुबाती और प्रकाश राज जैसे सितारों का भी नाम शामिल हैं। के अलावा कुछ सोशल मीडिया इनफ्लूएंसर्स व यूट्यूबर्स सहित दो दर्जन से अधिक लोगों पर शिकंजा कसा है। इन सभी पर गैरकानूनी सट्टेबाजी ऐप्स का प्रमोशन करने का आरोप है। 

  


ईडी ने यह एक्शन एक शिकायतकर्ता की एफआईआर पर लिया है। एफआईआर में दावा किया गया है कि यह सितारे लोगों को सट्टेबाजी ऐप्स की तरफ खींच रहे हैं। हैदराबाद साइबराबाद पुलिस की एफआईआर के आधार पर ईडी ने केस दर्ज किया है।

मियापुर के एक बिजनेसमैन फणिंद्र शर्मा ने आरोप लगाया कि कई बड़े फिल्मी चेहरे और सोशल मीडिया स्टार्स लोगों को इन सट्टेबाजी ऐप्स की तरफ खींच रहे हैं। उन्होंने बताया कि इस तरह के ऐप्स से मिडल क्लास और लोअर मिडल क्लास फैमिलीज को काफी नुकसान हो रहा है। इस शिकायत के बाद साइबराबाद पुलिस ने 19 मार्च 2025 को 25 सेलिब्रिटीज के खिलाफ एफआईए दर्ज की थी।इस लिस्ट में फिल्मी दुनिया के बड़े नाम जैसे विजय देवरकोंडा, राणा दग्गुबाती, प्रकाश राज, मंचु लक्ष्मी, निधि अग्रवाल, प्रणीता सुभाष, अनन्या नागल्ला, एंकर श्रीमुखी, यूट्यूबर हर्षा साई, बय्या सनी यादव और लोकल बॉय नानी जैसे कई पॉपुलर चेहरे शामिल है।

ये ऐप्स युवाओं को जल्दी पैसा कमाने का लालच दे रहे
अब ईडी ने इस पूरे मामले में PMLA के तहत अपने ECIR दर्ज कर ली है। ईडी अब इन सभी स्टार्स और इंफ्लुएंसर्स से पूछताछ कर रही है कि उन्होंने कितने पैसे में प्रमोशन किया, पेमेंट कैसे मिला और टैक्स डिटेल्स क्या है। जांच में सामने आया है कि इन ऐप्स के जरिए हजारों करोड़ रुपये का ट्रांजेक्शन हुआ है। ये ऐप्स युवाओं को जल्दी पैसा कमाने का लालच देते है। लेकिन बाद में लोग आर्थिक और मानसिक तौर पर टूट जाते है. मामले की जांच जारी है।

पहले भी सामने आया था ऐसा ही मामला
बता दें, बीते साल भी महादेव बेटिंग एप का मामला सामने आया था। उस मामले में भी कई बॉलीवुड, टॉलीवुड और टीवी सितारों का नाम उछला था। उस मामले में तेजी से कार्रवाई की गई थी। अब इस मामले में भी ईडी कार्रवाई कर रही है। पूछताछ और जांच के बाद साफ होगा कि ये कितना बड़ा घोटाला है।

पटना, बिहार: बिहार में विशेष गहन पुनरीक्षण (SIR) अभियान तेजी से आगे बढ़ रहा है, और ऐसा लगता है कि गणना फॉर्म संग्रह का कार्य निर्धारित अंतिम तिथि 25 जुलाई, 2025 से काफी पहले पूरा हो जाएगा. 24 जून, 2025 को एसआईआर निर्देश जारी होने के बाद से पहले 14 दिनों में, कुल 7,89,69,844 (लगभग 7.90 करोड़) मतदाताओं में से 3,70,77,077 गणना फॉर्म एकत्र किए जा चुके हैं, जो कुल का 46.95% है (8 जुलाई, 2025 को शाम 6 बजे तक).

फॉर्म वितरण और अपलोडिंग की स्थिति
अभियान के पहले दो हफ्तों में, 7.90 करोड़ फॉर्म मुद्रित किए गए थे, और इनमें से 97% से अधिक फॉर्म (7,70,44,990) मतदाताओं को वितरित किए जा चुके हैं. साथ ही, 18.16% फॉर्म ECINET पर अपलोड किए जा चुके हैं. यह देखा गया है कि बड़ी संख्या में संभावित मतदाता एसआईआर आदेश दिनांक 24.06.25 में निर्दिष्ट पात्रता दस्तावेजों के साथ गणना फॉर्म जमा करना पसंद कर रहे हैं.

तेज गति से संग्रह कार्य जारी
अब प्रयास शेष आधे गणना फॉर्म और पात्रता दस्तावेजों को एकत्र करने का है, जबकि 25 जुलाई से पहले अभी भी 17 दिन बाकी हैं. पिछले 24 घंटों में यानी कल शाम 6 बजे से, 82,78,617 गणना फॉर्म एकत्र किए गए हैं, जो एक ही दिन में 10.5% संग्रह के बराबर है. फील्ड में इसी गति को बनाए रखते हुए, और लगभग 50 प्रतिशत फॉर्म शेष रहने के साथ, यह अभ्यास समय पर पूरा किया जा सकता है.

जमीनी स्तर पर बढ़े हुए प्रयास
संग्रह के प्रयासों को तेज करने के लिए जमीनी स्तर पर 20,603 अतिरिक्त बीएलओ (बूथ लेवल अधिकारी) जोड़े गए हैं. पहले से ही, 77,895 बीएलओ मतदाताओं को उनके गणना फॉर्म भरने और उन्हें एकत्र करने में मदद करने के लिए घर-घर जा रहे हैं. बीएलओ ने पहले ही प्रत्येक घर में अपनी अनिवार्य तीन विजिट में से पहली पूरी कर ली है, और दूसरी विजिट चल रही है.

इसके अलावा, सभी 243 विधानसभा क्षेत्रों (ACs) को कवर करने वाले ईआरओ (निर्वाचक रजिस्ट्रीकरण अधिकारी), 963 एईआरओ (सहायक निर्वाचक रजिस्ट्रीकरण अधिकारी), 38 डीईओ (जिला निर्वाचन अधिकारी) और राज्य के सीईओ (मुख्य निर्वाचन अधिकारी) मतदाताओं को अपने फॉर्म जमा करने की सुविधा के लिए जमीनी स्तर पर मौजूद हैं.

सभी मान्यता प्राप्त राजनीतिक दलों के जिला अध्यक्षों ने भी बीएलए (बूथ लेवल एजेंट) की नियुक्ति तेज कर दी है, और वे सक्रिय रूप से मैदान में भाग ले रहे हैं. आज की तारीख तक, 1,56,626 बीएलए नियुक्त किए जा चुके हैं, जो अभियान की शुरुआत में 1,38,680 थे. वे अभी भी चुनावी रोल पर मैनुअल के 25.2.1 के अनुसार और बीएलए नियुक्त कर सकते हैं.

From “No” to Global Go: How a Rejected Short Film Becomes the Launchpad for India’s First AI Voice-Cloning OTT Platform
Software developer-turned-filmmaker Sahil Dhamija couldn’t secure an OTT slot for his debut short film, he identified some real gaps between entertainment and technology especially, a time-consuming dubbing. The setback catalysed Rochak, an AI-powered platform that now turns any film into fifteen-plus languages within hours and streams the actor’s own voice worldwide.
Sahil Dhamija’s first taste of filmmaking was intoxicating—until distribution realities crashed the party. Shot on a shoestring and titled Public Place, the short wrapped in May 2024 and was promptly rejected by every OTT service he approached. Feedback was polite yet fatal: production value “too niche,” dubbing budget “too high,” audience “too limited.” By Independence Day the film was on YouTube, garnering views but yielding little revenue.
Rather than quitting, Dhamija dissected the bottleneck. Dubbing, he discovered, soaks up to 20 percent of a mid-budget film’s cost and adds six weeks to release calendars. Worse, audiences often hate the substituted voices. The answer wasn’t bigger budgets; it was better technology.
Enter Rochak. Over the next twelve months Dhamija and co-founder Bijay Rawat trained neural networks to capture an actor’s vocal fingerprint—pitch arcs, breath gaps, emotional subtlety—and re-synthesise that performance in multiple languages. The result became Rochak Voice Engine, capable of cloning dialogue tracks for a full feature film in under six hours.
Validation came quickly. The platform’s inaugural release, MILF, debuted in Hindi, English, Arabic, and Tamil. Analytics lit up: 73 percent of viewers chose a dubbed track, average watch-time surged 33 percent, and subtitle use dwindled. Clearly, audiences crave linguistic comfort as long as emotional authenticity stays intact.
The roadmap is equally bold. An Android app drops this month-end with offline downloads, 4K casting, and swipe-based language switching. iOS follows next month; smart-TV apps for Android TV, Fire TV, and webOS are already in QA. Beyond that, Rochak is engineering a lip-sync module that visually aligns mouth movements to each dubbed language, plus a Creator Console where filmmakers can upload masters, select target tongues, and receive ready-to-stream files—all on subscription economics.
By 2027 the platform targets 35 languages, real-time dubbing for live events, and an “opening weekend, everywhere” reality for storytellers. Rochak’s journey from rejection to reinvention proves that sometimes the fastest route to success begins with a very public “no.”

बिहार में मतदाता सूची की समीक्षा पर मौलाना मदनी का एतराज, बोले- लोकतंत्र के बुनियादी अधिकारों पर हमला
जमीयत उलमा-ए-हिंद के अध्यक्ष मौलाना महमूद मदनी ने 3 जुलाई को बिहार में चल रही मतदाता सूची की विशेष पुनरीक्षण प्रक्रिया (Special Intensive Revision SIR) पर बड़ी चिंता जताई है. उन्होंने इसे संविधानिक अधिकारों और लोकतांत्रिक मूल्यों पर हमला बताते हुए तत्काल रद्द करने की मांग की है. मदनी ने कहा कि यह प्रक्रिया जल्दबाजी में शुरू की गई है, जिससे प्रवासी मजदूर, अल्पसंख्यक और वंचित तबकों के मताधिकार खतरे में पड़ सकते हैं.

  


मौलाना मदनी ने सवाल उठाया कि आठ करोड़ से ज्यादा मतदाताओं की पुष्टि सिर्फ एक महीने में कैसे हो सकती है. उन्होंने इस प्रक्रिया में लगाई गई शर्तों पर भी आपत्ति जताई है. उनके मुताबिक, 1987 के बाद जन्मे लोगों से एक अभिभावक और 2004 के बाद जन्मे लोगों से दोनों माता-पिता के दस्तावेज मांगे जा रहे हैं. उन्होंने पूछा कि ‘जब यह एनआरसी नहीं है, तो फिर एनआरसी जैसी शर्तें क्यों थोपी जा रही हैं?’ उन्होंने चेतावनी दी कि इस प्रक्रिया से असम की हजारों महिलाएं, जो शिक्षा और दस्तावेजों से वंचित हैं, सबसे ज्यादा प्रभावित होंगी क्योंकि उनके पास माता-पिता से जुड़े वैध दस्तावेज नहीं हैं.

मतदान का अधिकार हर नागरिक का मूलभूत हक: मदनी
मदनी ने जोर देकर कहा कि भारत के संविधान के अनुच्छेद 326 के तहत मतदान का अधिकार हर नागरिक का मूलभूत हक है. इस अधिकार को छीनने की कोई भी कोशिश संविधान की भावना और लोकतांत्रिक मूल्यों के खिलाफ है. उन्होंने कहा कि यह प्रक्रिया पक्षपातपूर्ण और भेदभावपूर्ण है, जिससे अल्पसंख्यकों, प्रवासी मजदूरों और गरीब तबकों का लोकतांत्रिक व्यवस्था से भरोसा उठ सकता है. जमीयत उलमा-ए-हिंद ने निर्वाचन आयोग से मांग की है कि इस पुनरीक्षण प्रक्रिया को तुरंत रद्द किया जाए. इसके बजाय मतदाता पंजीकरण को सामान्य और पारंपरिक तरीके से किया जाए. उन्होंने प्रवासी मजदूरों को मतदाता सूची से हटाने के बजाय उनके मताधिकार की रक्षा करने पर जोर दिया है.

जमीयत हर हाशिए पर खड़े व्यक्ति के मताधिकार की रक्षा करेगी: मौलाना
मौलाना मदनी ने चेतावनी दी कि ‘अगर मताधिकार छीना गया, तो यह सिर्फ चुनावी अन्याय नहीं होगा. बल्कि नागरिकों की पहचान और उनके भविष्य पर हमला होगा.’ उन्होंने यह भी कहा कि जमीयत हर नागरिक, मजदूर, महिला और अल्पसंख्यक के मताधिकार की रक्षा के लिए संवैधानिक और कानूनी स्तर पर लड़ेगी. उन्होंने दृढ़ता से कहा कि अगर कोई इन अधिकारों को छीनने की कोशिश करेगा, तो जमीयत उसका हर स्तर पर मुकाबला करेगी.

SIR की प्रक्रिया लोकतंत्र और संविधान के लिए खतरा: मदनी
मौलाना महमूद मदनी ने बिहार की मतदाता सूची पुनरीक्षण प्रक्रिया को लोकतंत्र और संविधान के लिए खतरा बताया है। उनकी मांग है कि इस प्रक्रिया को रद्द कर सामान्य तरीके से मतदाता पंजीकरण किया जाए। यह मामला अब निर्वाचन आयोग के रुख पर निर्भर करता है, जो यह तय करेगा कि बिहार में मतदाताओं के अधिकारों की रक्षा कैसे होगी।

 1.भारत निर्वाचन आयोग ने बिहार की 2003 की मतदाता सूची, जिसमें 4.96 करोड़ मतदाताओं का विवरण शामिल है, को ईसीआई वेबसाइट – https://voters.eci.gov.in पर अपलोड कर दिया है।



 2. ईसीआई के 24 जून, 2025 के निर्देशों के पैरा 5 में यह उल्लेख किया गया था कि सीईओ/डीईओ/ईआरओ 01.01.2003 की अर्हक तिथि वाली मतदाता सूचियों को सभी बीएलओ को हार्ड कॉपी में, साथ ही अपनी वेबसाइट पर ऑनलाइन भी मुफ्त में उपलब्ध कराएंगे ताकि कोई भी व्यक्ति इसे डाउनलोड कर सके और अपना गणना प्रपत्र जमा करते समय इसे दस्तावेजी प्रमाण के रूप में उपयोग कर सके।

 3. बिहार की 2003 की मतदाता सूचियों की आसान उपलब्धता, बिहार में चल रहे विशेष गहन पुनरीक्षण (एसआईआर) को बहुत सुविधा प्रदान करेगी क्योंकि अब कुल मतदाताओं का लगभग 60 प्रतिशत हिस्सा कोई भी दस्तावेज़ जमा नहीं करेगा। उन्हें केवल 2003 की मतदाता सूची में अपने विवरण को सत्यापित करना होगा और भरा हुआ गणना प्रपत्र जमा करना होगा। मतदाता और बीएलओ दोनों इन विवरणों को आसानी से प्राप्त कर सकेंगे।

 4. इसके अलावा, निर्देशों के अनुसार, जिसका नाम 2003 की बिहार मतदाता सूची में नहीं है, वह अभी भी अपने माता या पिता के लिए कोई अन्य दस्तावेज़ प्रदान करने के बजाय 2003 की मतदाता सूची का अंश उपयोग कर सकता है। ऐसे मामलों में, उसके माता या पिता के लिए किसी अन्य दस्तावेज़ की आवश्यकता नहीं होगी। केवल 2003 की मतदाता सूची का प्रासंगिक अंश/विवरण पर्याप्त होगा। ऐसे मतदाताओं को केवल अपने लिए, भरे हुए गणना प्रपत्र के साथ, दस्तावेज़ जमा करने होंगे।

 5.यह दोहराया जाता है कि प्रत्येक चुनाव से पहले, लोक प्रतिनिधित्व अधिनियम 1950 की धारा 21(2)(ए) और मतदाता पंजीकरण नियम 1960 के नियम 25 के अनुसार मतदाता सूची का पुनरीक्षण अनिवार्य है। ईसीआई अब तक 75 वर्षों से वार्षिक पुनरीक्षण, गहन और संक्षिप्त दोनों, करता रहा है।

 6. यह अभ्यास आवश्यक है क्योंकि मतदाता सूची हमेशा एक गतिशील सूची होती है जो मृत्यु, व्यवसाय/शिक्षा/विवाह जैसे विभिन्न कारणों से लोगों के स्थानांतरण, 18 वर्ष के नए मतदाताओं के जुड़ने आदि के कारण बदलती रहती है।

 7. इसके अलावा, संविधान का अनुच्छेद 326 एक मतदाता बनने की पात्रता को निर्दिष्ट करता है। केवल भारतीय नागरिक, 18 वर्ष से अधिक आयु के और उस निर्वाचन क्षेत्र के सामान्य निवासी, एक मतदाता के रूप में पंजीकृत होने के पात्र हैं।

बिहार में मतदाता सूची का विशेष गहन पुनरीक्षण शुरू: एक समावेशी और सटीक प्रक्रिया
पटना, 28 जून, 2025 – बिहार में मतदाता सूची के विशेष गहन पुनरीक्षण (Special Intensive Revision - SIR) की प्रक्रिया आज से सफलतापूर्वक शुरू हो गई है। भारत निर्वाचन आयोग यह सुनिश्चित कर रहा है कि यह पुनरीक्षण भारत के संविधान की सर्वोच्चता और अनुच्छेद 326 में निहित पात्रता मानदंडों का पूरी तरह से पालन करे। इस प्रक्रिया का लक्ष्य एक ऐसी मतदाता सूची तैयार करना है जो हर पात्र नागरिक को शामिल करे, जिसमें 18 वर्ष से अधिक आयु के वे भारतीय नागरिक शामिल हों जो संबंधित निर्वाचन क्षेत्र के सामान्य निवासी हैं।

  


व्यापक भागीदारी और जन-सहयोग
इस महत्वपूर्ण पुनरीक्षण अभियान में सभी राजनीतिक दलों की पूर्ण और सक्रिय भागीदारी को बढ़ावा दिया जा रहा है। निर्वाचन आयोग के पास पहले से ही 77,895 बूथ लेवल अधिकारी (BLO) मौजूद हैं, और नए मतदान केंद्रों की ज़रूरतों को पूरा करने के लिए लगभग 20,603 अतिरिक्त BLO नियुक्त किए जा रहे हैं।

समाज के सबसे संवेदनशील वर्गों को सहायता प्रदान करने के लिए, एक लाख से अधिक स्वयंसेवक इस विशेष गहन पुनरीक्षण के दौरान वृद्ध, बीमार, दिव्यांग व्यक्तियों (PwD), गरीब और अन्य कमजोर समूहों के वास्तविक मतदाताओं की मदद करेंगे। यह पहल यह सुनिश्चित करती है कि कोई भी पात्र मतदाता पीछे न छूटे।

चुनाव आयोग के साथ पंजीकृत सभी मान्यता प्राप्त राष्ट्रीय और राज्य राजनीतिक दलों ने भी अपनी भूमिका निभाई है, उन्होंने पहले ही 1,54,977 बूथ लेवल एजेंट (BLA) नियुक्त कर दिए हैं। उन्हें आवश्यकतानुसार और BLA नियुक्त करने की भी स्वतंत्रता है, जिससे ज़मीनी स्तर पर सहभागिता और निगरानी सुनिश्चित हो सके।

घर-घर पहुँच और डिजिटल सुविधा
बिहार के सभी 243 विधानसभा निर्वाचन क्षेत्रों में व्यापक पहुँच सुनिश्चित की जा रही है। राज्य के मौजूदा 7,89,69,844 मतदाताओं के लिए नए गणना प्रपत्र (Enumeration Forms - EF) की छपाई और उनका घर-घर वितरण सफलतापूर्वक शुरू हो गया है। इसके अलावा, आधुनिक तकनीक का लाभ उठाते हुए, नए गणना प्रपत्रों (EFs) को ऑनलाइन भरने की सुविधा भी अब उपलब्ध है और इसका सफल संचालन शुरू हो चुका है।

यह ध्यान रखना महत्वपूर्ण है कि मौजूदा मतदाताओं में से, 4.96 करोड़ मतदाता जिनके नाम 01.01.2003 को मतदाता सूची के अंतिम गहन पुनरीक्षण में पहले से ही हैं, उन्हें केवल अपनी पात्रता की पुष्टि करनी होगी, गणना प्रपत्र भरना होगा और उसे जमा करना होगा।

प्रशासनिक प्रतिबद्धता और जागरूकता अभियान
इस विशेष गहन पुनरीक्षण (SIR) की सफलता सुनिश्चित करने के लिए, सभी संभागीय आयुक्त और जिला मजिस्ट्रेट सभी BLO को पूर्णकालिक रूप से इस कार्य में लगा रहे हैं। यह प्रशासनिक प्रतिबद्धता प्रक्रिया की दक्षता और सटीकता के लिए महत्वपूर्ण है।

नागरिकों के बीच जागरूकता बढ़ाने और उन्हें इस प्रक्रिया में शामिल होने के लिए प्रोत्साहित करने हेतु, बिहार के 5,74,07,022 पंजीकृत मोबाइल नंबरों पर SMS भी भेजे जा रहे हैं। यह व्यापक संचार रणनीति यह सुनिश्चित करेगी कि अधिकतम संख्या में लोग पुनरीक्षण प्रक्रिया से अवगत हों और उसमें भाग ले सकें।

वर्तमान में, विशेष गहन पुनरीक्षण (SIR) से संबंधित सभी गतिविधियाँ निर्धारित कार्यक्रम के अनुसार सुचारू रूप से आगे बढ़ रही हैं। यह आयोग के समावेशी और सटीक मतदाता सूची तैयार करने के संकल्प को दर्शाता है।
