सदन में कौन-कौन से विधेयक पेश करेगी सरकार?
1. संविधान (131वां संशोधन) विधेयक, 2026: यह विधेयक लोकसभा सदस्यों की क्षमता को मौजूदा 543 से बढ़ाकर 850 तक करने का प्रस्ताव करता है, जिसमें से 815 सदस्य राज्यों से और 35 सदस्य केंद्र शासित प्रदेशों से चुने जाएंगे। इसके तहत संविधान के अनुच्छेद 81 और 82 में संशोधन किया जाएगा, ताकि 2026 के बाद की जनगणना का इंतजार किए बिना नवीनतम उपलब्ध जनगणना के आधार पर परिसीमन की प्रक्रिया पूरी की जा सके। इसका मुख्य उद्देश्य 2029 के चुनावों से पहले लोकसभा और विधानसभाओं में 33% महिला आरक्षण को तत्काल प्रभाव से लागू करना है।

2. परिसीमन विधेयक, 2026: यह विधेयक पुराने परिसीमन अधिनियम, 2002 को निरस्त करके उसकी जगह लेगा। इस विधेयक के तहत एक नए परिसीमन आयोग के गठन का प्रावधान है। यह आयोग नवीनतम जनगणना (2011) के आंकड़ों के आधार पर लोकसभा और राज्य विधानसभाओं की सीटों के आवंटन और निर्वाचन क्षेत्रों की सीमाओं का पुनर्निर्धारण करेगा।

3. केंद्र शासित प्रदेश कानून (संशोधन) विधेयक, 2026: यह एक सक्षम विधेयक (Enabling Bill) है, जो राज्यों के अलावा दिल्ली, जम्मू-कश्मीर और पुदुचेरी जैसे केंद्र शासित प्रदेशों की विधानसभाओं में भी महिलाओं के लिए 33% आरक्षण लागू करने का रास्ता साफ करेगा। ये तीनों विधेयक मुख्य रूप से महिला आरक्षण को जल्द लागू करने और देश के चुनावी ढांचे में व्यापक बदलाव (परिसीमन) करने के लिए लाए जा रहे हैं।

16 से 18 अप्रैल तक संसद का विशेष सत्र
महिला आरक्षण (संशोधन) विधेयक पर विचार-विमर्श करने और उसे पारित करने के लिए अगले सप्ताह एक विशेष सत्र बुलाया गया है। सरकार ने बजट सत्र को बढ़ाते हुए 16 से 18 अप्रैल तक संसद का विशेष सत्र बुलाया है। संसद से मंजूरी मिलने के बाद यह कानून 31 मार्च 2029 से लागू होगा और उसी साल होने वाले लोकसभा चुनाव में पहली बार प्रभावी होगा।

  

बीजेपी सांसदों के लिए 3 लाइन का व्हिप जारी
बीजेपी ने ने रविवार को लोकसभा और राज्यसभा के सभी सांसदों को 3 लाइन का व्हिप जारी कर 16 से 18 अप्रैल तक संसद में मौजूद रहने को कहा है। इस दौरान किसी को भी छुट्टी नहीं दी जाएगी। इसमें विशेष रूप से केंद्रीय मंत्रियों और सभी सदस्यों को निर्देश दिया गया है कि वे इन तीनों दिनों के दौरान सदन में उपस्थित रहें।

सभी दलों के नेताओं को पत्र लिखकर समर्थन मांगा
वहीं. प्रधानमंत्री मोदी ने शनिवार को लोकसभा और राज्यसभा, दोनों सदनों में सभी पार्टियों के सदन के नेताओं को पत्र लिखकर 'नारी शक्ति वंदन अधिनियम' को सर्वसम्मति से पारित कराने के लिए समर्थन मांगा, ताकि 2029 के चुनावों से पहले महिला आरक्षण का कार्यान्वयन सुनिश्चित किया जा सके। उन्होंने लोकसभा और राज्यसभा में सभी दलों के नेताओं को पत्र लिखकर समर्थन का आग्रह किया है। प्रधानमंत्री ने अपने पत्र में कहा कि इस संशोधन को पारित कराने के लिए सभी को एकजुट होना चाहिए। अधिक से अधिक सांसदों को इस विषय पर संसद में अपने विचार रखने चाहिए। उन्होंने इसे किसी एक पार्टी या व्यक्ति से ऊपर का विषय बताया है।

सत्र से पहले क्‍या बोले पीएम मोदी?
नारी शक्ति वंदन अधिनियम को पेश करने से पहले प्रधानमंत्री नरेंद्र मोदी ने कहा कि आज से शुरू हो रही संसद की विशेष बैठक में हमारा देश नारी सशक्तिकरण के लिए ऐतिहासिक कदम उठाने जा रहा है। उन्होंने कहा, माताओं-बहनों का सम्मान राष्ट्र का सम्मान है और यही भावना लेकर हम इस दिशा में आगे बढ़ रहे हैं।

सदन में कौन-कौन से विधेयक पेश करेगी सरकार?
1. संविधान (131वां संशोधन) विधेयक, 2026: यह विधेयक लोकसभा सदस्यों की क्षमता को मौजूदा 543 से बढ़ाकर 850 तक करने का प्रस्ताव करता है, जिसमें से 815 सदस्य राज्यों से और 35 सदस्य केंद्र शासित प्रदेशों से चुने जाएंगे। इसके तहत संविधान के अनुच्छेद 81 और 82 में संशोधन किया जाएगा, ताकि 2026 के बाद की जनगणना का इंतजार किए बिना नवीनतम उपलब्ध जनगणना के आधार पर परिसीमन की प्रक्रिया पूरी की जा सके। इसका मुख्य उद्देश्य 2029 के चुनावों से पहले लोकसभा और विधानसभाओं में 33% महिला आरक्षण को तत्काल प्रभाव से लागू करना है।

2. परिसीमन विधेयक, 2026: यह विधेयक पुराने परिसीमन अधिनियम, 2002 को निरस्त करके उसकी जगह लेगा। इस विधेयक के तहत एक नए परिसीमन आयोग के गठन का प्रावधान है। यह आयोग नवीनतम जनगणना (2011) के आंकड़ों के आधार पर लोकसभा और राज्य विधानसभाओं की सीटों के आवंटन और निर्वाचन क्षेत्रों की सीमाओं का पुनर्निर्धारण करेगा।

3. केंद्र शासित प्रदेश कानून (संशोधन) विधेयक, 2026: यह एक सक्षम विधेयक (Enabling Bill) है, जो राज्यों के अलावा दिल्ली, जम्मू-कश्मीर और पुदुचेरी जैसे केंद्र शासित प्रदेशों की विधानसभाओं में भी महिलाओं के लिए 33% आरक्षण लागू करने का रास्ता साफ करेगा। ये तीनों विधेयक मुख्य रूप से महिला आरक्षण को जल्द लागू करने और देश के चुनावी ढांचे में व्यापक बदलाव (परिसीमन) करने के लिए लाए जा रहे हैं।
