नेपाल के विदेश मंत्री देउबा ने एस जयशंकर से की मुलाकात, नेपाल में राजशाही को लेकर पूछ लिया सवाल

रायसीना डायलॉग में शामिल होने दिल्ली पहुंची नेपाल की विदेश मंत्री डॉ आरजू राणा ने मंगलवार शाम को भारतीय विदेश मंत्री डॉ एस. जयशंकर से मुलाकात की। उन्होंने कई मुद्दों पर भारतीय विदेश मंत्री एस जयशंकर से बातचीत की है। इस दौरान नेपाल में राजशाही के समर्थन में हो रहे प्रदर्शनों पर भी चर्चा हुई है। इस दौरान नेपाल की विदेश मंत्री डॉ राणा ने अपने भारतीय समकक्षी से हुई मुलाकात को लेकर बताया है कि यह बैठक नेपाल और भारत के बीच द्विपक्षीय संबंधों को मजबूत करने पर केंद्रित रही। उन्होंने भारतीय विदेश मंत्री के साथ हुए मुलाकात को अत्यधिक उपयोगी बताते हुए भारत की नेपाल नीति के प्रति आभार व्यक्त किया।

नेपाल की विदेश मंत्री आरज़ू राणा देउबा ने रायसीना डायलॉग से इतर द्विपक्षीय बैठक की। एएनआई को दिए एक साक्षात्कार में देउबा ने कहा, हमारा मुख्य ध्यान जलविद्युत और व्यापार के संयुक्त विकास पर है। इसलिए ये वे मुद्दे थे जिन पर हमने आज मुख्य रूप से चर्चा की। उन्होंने बताया कि भारत और नेपाल अब बहुत सारी बैठकें कर रहे हैं। हम अब बहुत सारी बैठकें कर रहे हैं जो कुछ समय से रुकी हुई थीं। देउबा ने कहा कि बैठकें बाढ़, व्यापार, सुरक्षा और जल संसाधनों के बंटवारे जैसे मुद्दों पर हुईं।

आरजू राणा ने जयशंकर से नेपाल में राजशाही और हिंदू समर्थक आंदोलन को लेकर भी सवाल किया। नेपाली विदेश मंत्री आरजू राणा देउबा ने नई दिल्ली में 10वें रायसीना डायलॉग के दौरान एस जयशंकर से मुलाकात की तो उनको बताया कि काठमांडू और भारत में कुछ लोग दावा कर रहे हैं कि नेपाल में राजशाही और हिंदू समर्थक आंदोलन को भारत का समर्थन है। 

जयशंकर ने साफ किया भारत ऐसी गतिविधियों में शामिल नहीं है। देउबा के अनुसार, जयशंकर ने इन दावों को खारिज किया है। उन्होंने कहा कि हमारी बिल्कुल कोई भूमिका नहीं है। भारत ने साफतौर पर नेपाल में राजशाही समर्थक गतिविधियों से खुद को अलग किया है। दरअसल, काठमांडू पोस्ट की रिपोर्ट के मुताबिक, कुछ भारतीय विशेषज्ञ नेपाल में राजशाही और हिंदू राष्ट्र के समर्थन में हो रहे आंदोलन के पक्ष में बात कर रहे हैं।

नेपाल में बाढ़: भारी बारिश के कारण 112 लोगों की मौत, 64 लापता

नेपाल में मूसलाधार बारिश के कारण देश में बारिश और भूस्खलन की घटनाएं बढ़ गई हैं, जिसके कारण रविवार को 112 लोगों की मौत हो गई और 64 लोग लापता बताए गए हैं। नेपाल शुक्रवार से भारी बारिश का सामना कर रहा है, जिसके कारण कई निचले इलाकों में बाढ़ आ गई है और नदियों में पानी का स्तर बढ़ गया है, जिसके कारण अचानक बाढ़ आ गई है। भूस्खलन के कारण कई सड़कें जलमग्न हो गई हैं या अवरुद्ध हो गई हैं, क्योंकि बागमती जैसी नदियों ने अपने तटबंध तोड़ दिए हैं और जल स्तर खतरे के निशान से ऊपर पहुंच गया है। भूस्खलन के कारण करीब आठ अलग-अलग सड़कें अवरुद्ध हो गई हैं।



देश के मौसम ब्यूरो ने काठमांडू पोस्ट को बताया कि 1970 के बाद से देश की राजधानी में यह सबसे अधिक दर्ज की गई बारिश है। शनिवार सुबह तक 24 घंटों में काठमांडू में 240 मिमी बारिश दर्ज की गई थी। रॉयटर्स की रिपोर्ट के अनुसार, राजधानी के कुछ हिस्सों में 322 मिमी बारिश दर्ज की गई।



पुलिस प्रवक्ता दान बहादुर कार्की ने एएफपी को बताया कि बचाव अभियान के आगे बढ़ने के साथ ही मृतकों की संख्या बढ़ने की संभावना है, क्योंकि कई लोगों को 'लापता' माना गया है। रविवार सुबह तक, राहत दलों द्वारा 3,300 लोगों को बचाया जा चुका है। 3,000 से अधिक सुरक्षाकर्मी हेलीकॉप्टर, राफ्ट और मोटरबोट के साथ बचाव प्रयासों में सहायता करने के लिए काम कर रहे हैं।

काठमांडू से आने-जाने वाली घरेलू उड़ानें शुक्रवार से अस्थायी रूप से निलंबित होने के बाद रविवार को फिर से शुरू हो गई हैं, जबकि करीब 150 उड़ानें रद्द कर दी गई हैं।



जलवायु परिवर्तन

नेपाल में बाढ़ और भूस्खलन के बढ़ते जोखिम के मुख्य कारणों में से एक जलवायु परिवर्तन और पर्यावरणीय जोखिम के अनुकूल न होने को माना जा सकता है। इंटरनेशनल सेंटर फॉर इंटीग्रेटेड माउंटेन डेवलपमेंट (ICIMOD) के जलवायु वैज्ञानिक अरुण भक्त श्रेष्ठ ने कहा कि "अव्यवस्थित विकास" ने भी नेपाल में जोखिम बढ़ा दिया है।

भक्त ने कहा, "मैंने काठमांडू में इस पैमाने पर बाढ़ पहले कभी नहीं देखी।" आईसीआईएमओडी ने सरकार से बुनियादी ढांचे में सुधार करने और भूमिगत वर्षा जल और सीवेज प्रणालियों में निवेश करने का आग्रह किया है। आईसीआईएमओडी के अनुसार, अनियोजित बस्तियों और शहरीकरण के प्रयासों, बाढ़ के मैदानों पर निर्माण, जल प्रतिधारण के लिए क्षेत्रों की कमी और बागमती नदी पर अतिक्रमण के कारण खराब जल निकासी के कारण बाढ़ की स्थिति और भी बदतर हो गई है।

केपी शर्मा ओली चौथी बार बने प्रधानमंत्री, भारत-नेपाल रिश्तों पर कितना होगा असर

नेपाल में एक अहम घटनाक्रम में रविवार को केपी शर्मा ओली को प्रधानमंत्री के तौर पर नियुक्त कर दिया गया है। 72 साल के ओली तीसरी बार नेपाल के प्रधानमंत्री बने हैं। कम्युनिस्ट पार्टी ऑफ नेपाल (एकीकृत मार्क्सवादी-लेनिनवादी) यानी सीपीएन-यूएमएल के अध्यक्ष खड्ग प्रसाद (केपी) शर्मा ओली को नेपाल के नए प्रधानमंत्री के तौर पर नियुक्त किया गया है। राष्ट्रपति कार्यालय की तरफ़ से जारी एक बयान में कहा गया है कि राष्ट्रपति रामचंद्र पौडेल ने रविवार शाम नेपाल के संविधान के अनुच्छेद 76 (2) के अनुसार, ओली को प्रधानमंत्री नियुक्त किया। ओली ने दो दिन पहले सबसे बड़ी पार्टी नेपाली कांग्रेस के समर्थन से बहुमत का दावा पेश किया था।

ओली ने पुष्प कमल दाहाल 'प्रचंड' की जगह ली है। प्रचंड शुक्रवार को विश्वास मत हार गए थे। इसके बाद संविधान के अनुच्छेद 76 (2) के अनुसार नई सरकार गठित करने की प्रक्रिया शुरू हुई। राष्ट्रपति राम चंद्र ने नेपाल कम्युनिस्ट पार्टी-एकीकृत मार्क्सवादी लेनिनिस्ट (CPN-UML) के नेता केपी शर्मा ओली को नेपाल का नया प्रधानमंत्री नियुक्त किया। 

केपी शर्मा ओली को चीन समर्थक माना जाता है। उनके पहले कार्यकाल में भारत के साथ उनके रिश्ते तल्ख रहे हैं। ऐसे में माना जा रहा है कि केपी शर्मा ओली के प्रधानमंत्री बनने के बाद भारत और नेपाल के संबंधों पर थोड़ा असर पर सकता है। ओली 11 अक्टूबर 2015 से तीन अगस्त 2016 तक देश के प्रधानमंत्री रहे, जिसके दौरान काठमांडू के नयी दिल्ली के साथ संबंध तनावपूर्ण रहे। इसके बाद ओली पांच फरवरी 2018 से 13 मई 2021 तक नेपाल के प्रधानमंत्री रहे। बाद में राष्ट्रपति बिद्या देवी भंडारी के चलते वह 13 मई से 13 जुलाई 2021 तक पद पर बने रहे। अपने पहले कार्यकाल के दौरान ओली ने भारत पर नेपाल के आंतरिक मामलों में हस्तक्षेप करने और नयी दिल्ली पर उनकी सरकार को गिराने का आरोप लगाया था। नेपाल के नए संविधान को लेकर सीमावर्ती क्षेत्रों में तनाव के कारण 2015 में सीमा नाकाबंदी के दौरान ओली ने भारत के खिलाफ कड़ा रुख अपनाया था। 

अने दूसरे कार्यकाल में मई 2020 में ओली की सरकार ने बीजिंग के साथ संबंधों को भी मजबूत किया और एक अपडेटेड मानचित्र प्रकाशित किया जिसमें उत्तराखंड में लिपुलेख, कालापानी और लिंपियाधुरा को नेपाल के क्षेत्र के रूप में दावा किया गया था। भारत ने इस दावे को "एकतरफा" बताते हुए खारिज कर दिया था और बाद में दोनों देशों ने बातचीत की थी। इसके बाद हाल ही में नेपाल ने उसी नक्शे को एक नोट में भी डाल दिया, तो इसे लेकर भी भारत में हलचल हुई थी।

क्या भारत के साथ रिश्तों पर पड़ेगा असर?
ऐसे में विशेषज्ञों की माने तो केपी शर्मा ओली के सत्ता में आने के बाद भारत के लिए चुनौती साबित हो सकती है। लेकिन ये गठबंधन (सीपीएन-यूएमएल और नेपाली कांग्रेस) की सरकार होगी। नेपाली कांग्रेस का भारत से अच्छा संबंध है। नेपाली कांग्रेस का ज़ोर कूटनीतिक रास्तों के ज़रिए समस्या का समाधान ढूंढने पर होता है। नेपाली कांग्रेस संतुलित और तटस्थ नज़रिया रखते हुए काम करने को कह सकती है, ऐसे में दोनों के रिश्तों में अधिक बदलाव नहीं आना चाहिए।

भारत-नेपाल एक-दूसरे की जरूरत
माना जाता है कि नेपाल से भारत का रोटी-बेटी का संबंध है। सदियों से नेपाल के साथ भारत का भौगोलिक, ऐतिहासिक, सांस्कृतिक और आर्थिक संबंध और रहा है। ऐसे में भारत और नेपाल को एक-दूसरे की जरूरत भी हैं। इसकी कई वजहें भी हैः-
1. भारत के साथ नेपाल 1751 किमी बॉर्डर शेयर करता है। भारत के कुल पांच राज्य हैं जो नेपाल की सीमा से लगे हुए हैं। ये राज्य उत्तराखंड, उत्तर प्रदेश, बिहार, सिक्किम और पश्चिम बंगाल हैं।
2. नेपाल के कुल 75 जिलों में से 23 ऐसे जिले हैं जो भारत की सीमा से लगते हैं। बिहार के साथ नेपाल के 12 जिले, उत्तर प्रदेश के साथ 8, पश्चिम बंगाल के साथ 2 जिसमें एक बिहार जिसमें से एक बिहार सीमा के भी साथ साझा करता है। उत्तराखंड के साथ चार जिसमें दो पश्चिम बंगाल, एक सिक्किम और उत्तर प्रदेश के साथ भी लगते हैं। ऐसे में सीमा सुरक्षा को ध्यान रखते हुए नेपाल से दोस्ती भारत की जरूरत है।
3. भारत सरकार के 2019 के एक आंकड़े के मुताबिक, नेपाल के लगभग 60 लाख लोग भारत में रहते हैं और यहीं पर अपनी आजीवका भी चलाते हैं यानी काम करते हैं। एक तरह से देखा जाए तो नेपाल की करीब 20 फीसदी आबादी भारत में रहती है और भारत पर ही उनकी आजीविका निर्भर है।
4. भारत सरकार की 2019 की एक रिपोर्ट के मुताबिक, करीब 6 लाख भारत के लोग नेपाल में रहते हैं। इनमें से ज्यादातर लोग बिजनेस के उद्देश्य से नेपाल जाते हैं। इसके आलावा सीमा से सटे इलाकों के कई ऐसे लोग भी हैं जो रहते तो भारत में हैं लेकिन उनकी जीविका नेपाल से चलती हैं।
5. सुरक्षा की दृष्टि से देखें तो भारतीय सेना में भी नेपाल के लोगों की भर्ती होती है। वर्तमान में 32,000 गोरखा सैनिक भारतीय सेना में तैनात हैं। साथ ही करीब 3,000 करोड़ रुपए पेंशन के तौर पर हर साल करीब सवा लाख पूर्व गोरखा सैनिकों को दी जाती है।

7. भारत की कई प्राइवेट और सरकारी कंपनियां भी नेपाल में काम करती हैं। एक रिपोर्ट की मानें तो, नेपाल के FDI में 30 फीसदी हिस्सा भारत से आता है।

नेपाल के 100 रुपए के नोट पर भारत में क्यों मचा है “बवाल”?

नेपाल ने 100 रुपए का नया नोट जारी करने की घोषणा की। पड़ोसी देश की इस घोषणा से भारत “भड़क” गया है। दरअसल, नेपाल ने जिस नए नोट को जारी करने की घोषणा का है, उसमें एक नक्शा शामिल है। जिसमें भारत के तीन इलाकों को अपना बताया गया है। उस नक्शे में लिपुलेख, लिम्पियाधुरा और कालापानी के विवादास्पद क्षेत्र शामिल हैं। वैसे बता दें कि नेपाल ने पहली बार ऐसी हिमाकत नहीं की है। चीन की छत्रछाया में नेपाल ने भारत पर अपनी “नापाक नजर” पहले भी डाली है। हालांकि, भारत पहले ही इन क्षेत्रों को कृत्रिम रूप से विस्तारित करार दे चुका है। 

बता दें कि प्रधानमंत्री प्रचंड की अगुआई वाली नेपाल की सरकार ने 100 रुपए के नोट को फिर डिजाइन करने और उसके बैकग्राउंड में छपे पुराने मैप को बदलने की मंजूरी दी गई है। नेपाल की ओर से नोट में भारत के इलाके दिखाए जाने वाले अवैध फैसले का औपचारिक ऐलान भी कर दिया गया है। इन नोट में नेपाल का वो नया नक्शा दिखाया जाएगा, जो उसने 18 जून, 2020 को जारी किया था। जिसमें लिपुलेख, कालापानी और लिम्पियाधुरा के नाम शामिल थे। नेपाल सरकार की प्रवक्ता और सूचना एवं संचार मंत्री रेखा शर्मा ने कैबिनेट फैसले के बारे में जानकारी देते हुए मीडियाकर्मियों को बताया, "प्रधानमंत्री पुष्पकमल दहल 'प्रचंड' की अध्यक्षता में मंत्रिपरिषद की बैठक में 100 रुपये के नोट में नेपाल का नया नक्शा छापने का निर्णय लिया गया, जिसमें लिपुलेख, लिंपियाधुरा और कालापानी को दर्शाया जाएगा।" उन्होंने कहा, "हमारे पास 100 के पुराने नोट खत्म होने वाले हैं. चूंकि पिछले डिज़ाइन में पुराना नक़्शा था, इसलिए जब हमने उसे छापा तो ऐसा लगा जैसे हमें नए नक़्शे के बारे में मालूम नहीं है।"

भारत की प्रतिक्रिया
इस कदम की प्रतिक्रिया में, भारत के विदेश मंत्री एस जयशंकर ने विवादित भारतीय क्षेत्रों को अपने नए 100 रुपये के नोट पर डालने के नेपाल के फैसले से असहमति जताई। उन्होंने कहा कि इस पर भारत की स्थिति स्पष्ट है और नेपाल ने अपनी मर्जी से कार्रवाई की। उन्होंने यह भी उल्लेख किया कि भले ही दोनों देश सीमा मुद्दों पर बात कर रहे हैं, लेकिन नेपाल की कार्रवाई से जमीनी स्तर पर चीजें नहीं बदलेंगी। उन्होंने कहा, मैंने वह रिपोर्ट देखी। मैंने इसे विस्तार से नहीं देखा है, लेकिन मुझे लगता है कि हमारी स्थिति बहुत स्पष्ट है। नेपाल के साथ, हम एक स्थापित मंच के माध्यम से अपनी सीमा मामलों पर चर्चा कर रहे थे और फिर उसके बीच में, उन्होंने एकतरफा फैसला किया। लेकिन अपनी तरफ से कुछ करने से वे हमारे बीच की स्थिति या जमीनी हकीकत को बदलने वाले नहीं हैं।

2020 में नेपाल ने अपडेट किया था नक्शा
18 जून 2020 को नेपाल ने अपने संविधान में संशोधन करके रणनीतिक रूप से महत्वपूर्व तीन क्षेत्रों लिपुलेख, कालापनी और लिंपियाधुरा को शामिल करके देश के राजनीतिक मानचित्र को अपडेट करने की प्रक्रिया पूरी की थी। इस पर भारत तीखी प्रतिक्रिया व्यक्त की थी। भारत ने इसे "एकतरफा कृत्य" बताते हुए कहा था कि "नेपाल द्वारा क्षेत्रीय दावों का 'कृत्रिम विस्तार' अस्थिर है।"

आखिर कहां है विवाद?
वैसे तो भारत के साथ नेपाल की सीमा 1850 किलोमीटर की है, लेकिन जिस जमीन को लेकर विवाद है वो करीब 300 वर्ग किलोमीटर का टुकड़ा है। यहीं पर लिपुलेख, लिम्पियाधुरा और काला पानी का वो इलाका मौजूद है जो है तो भारत का लेकिन इस पर नेपाल की गिद्ध दृष्टि है. इसके पीछे भी दिमाग चीन का बताया जा रहा है। दरअसल भारत नेपाल और चीन सीमा से लगे इलाके में नदियों से मिलकर बनी एक घाटी है, जो नेपाल और भारत में बहने वाली महाकाली नदी का उद्गम स्थल है। इस इलाके को काला पानी भी कहते हैं। यहीं पर लिपुलेख दर्रा भी है और यहां से उत्तर-पश्चिम की तरफ कुछ दूरी पर एक और दर्रा है, जिसे लिम्पियाधुरा कहते हैं।

पटना: बिहार के मुख्य सचिव आमिर सुबहानी और उद्योग विभाग के अपर मुख्य सचिव संदीप पोंड्रिक इन्वेस्टर्स मीट पर प्रेस कॉन्फ्रेंस की।

  

मुख्य सचिव आमिर सुहानी ने कहा कि बिहार इंवेस्टर समिट का आयोजन किया गया है । ये 13 दिसंबर और 14 दिसंबर को होगा।
 

बिहार इसके लिए कई तैयारियाँ कर चुका है, हम उद्योग जगत की बताना चाहते है कि पिछले 2 वारसो से हम इंवेस्टर मीट करते रहे है। और इस बार ग्लोबल इंवेस्टर समिट का आयोजन किया जा रहा है।

वहीं उद्योग विभाग में अपर मुख्य सचिव ने कहा कि हम पिछले 6 महीने में हमने कई राज्यों में इंवेस्टर समिट किए है।

नेपाल के विदेश मंत्री देउबा ने एस जयशंकर से की मुलाकात, नेपाल में राजशाही को लेकर पूछ लिया सवाल

रायसीना डायलॉग में शामिल होने दिल्ली पहुंची नेपाल की विदेश मंत्री डॉ आरजू राणा ने मंगलवार शाम को भारतीय विदेश मंत्री डॉ एस. जयशंकर से मुलाकात की। उन्होंने कई मुद्दों पर भारतीय विदेश मंत्री एस जयशंकर से बातचीत की है। इस दौरान नेपाल में राजशाही के समर्थन में हो रहे प्रदर्शनों पर भी चर्चा हुई है। इस दौरान नेपाल की विदेश मंत्री डॉ राणा ने अपने भारतीय समकक्षी से हुई मुलाकात को लेकर बताया है कि यह बैठक नेपाल और भारत के बीच द्विपक्षीय संबंधों को मजबूत करने पर केंद्रित रही। उन्होंने भारतीय विदेश मंत्री के साथ हुए मुलाकात को अत्यधिक उपयोगी बताते हुए भारत की नेपाल नीति के प्रति आभार व्यक्त किया।

नेपाल की विदेश मंत्री आरज़ू राणा देउबा ने रायसीना डायलॉग से इतर द्विपक्षीय बैठक की। एएनआई को दिए एक साक्षात्कार में देउबा ने कहा, हमारा मुख्य ध्यान जलविद्युत और व्यापार के संयुक्त विकास पर है। इसलिए ये वे मुद्दे थे जिन पर हमने आज मुख्य रूप से चर्चा की। उन्होंने बताया कि भारत और नेपाल अब बहुत सारी बैठकें कर रहे हैं। हम अब बहुत सारी बैठकें कर रहे हैं जो कुछ समय से रुकी हुई थीं। देउबा ने कहा कि बैठकें बाढ़, व्यापार, सुरक्षा और जल संसाधनों के बंटवारे जैसे मुद्दों पर हुईं।

आरजू राणा ने जयशंकर से नेपाल में राजशाही और हिंदू समर्थक आंदोलन को लेकर भी सवाल किया। नेपाली विदेश मंत्री आरजू राणा देउबा ने नई दिल्ली में 10वें रायसीना डायलॉग के दौरान एस जयशंकर से मुलाकात की तो उनको बताया कि काठमांडू और भारत में कुछ लोग दावा कर रहे हैं कि नेपाल में राजशाही और हिंदू समर्थक आंदोलन को भारत का समर्थन है। 

जयशंकर ने साफ किया भारत ऐसी गतिविधियों में शामिल नहीं है। देउबा के अनुसार, जयशंकर ने इन दावों को खारिज किया है। उन्होंने कहा कि हमारी बिल्कुल कोई भूमिका नहीं है। भारत ने साफतौर पर नेपाल में राजशाही समर्थक गतिविधियों से खुद को अलग किया है। दरअसल, काठमांडू पोस्ट की रिपोर्ट के मुताबिक, कुछ भारतीय विशेषज्ञ नेपाल में राजशाही और हिंदू राष्ट्र के समर्थन में हो रहे आंदोलन के पक्ष में बात कर रहे हैं।

नेपाल में मूसलाधार बारिश के कारण देश में बारिश और भूस्खलन की घटनाएं बढ़ गई हैं, जिसके कारण रविवार को 112 लोगों की मौत हो गई और 64 लोग लापता बताए गए हैं। नेपाल शुक्रवार से भारी बारिश का सामना कर रहा है, जिसके कारण कई निचले इलाकों में बाढ़ आ गई है और नदियों में पानी का स्तर बढ़ गया है, जिसके कारण अचानक बाढ़ आ गई है। भूस्खलन के कारण कई सड़कें जलमग्न हो गई हैं या अवरुद्ध हो गई हैं, क्योंकि बागमती जैसी नदियों ने अपने तटबंध तोड़ दिए हैं और जल स्तर खतरे के निशान से ऊपर पहुंच गया है। भूस्खलन के कारण करीब आठ अलग-अलग सड़कें अवरुद्ध हो गई हैं।



देश के मौसम ब्यूरो ने काठमांडू पोस्ट को बताया कि 1970 के बाद से देश की राजधानी में यह सबसे अधिक दर्ज की गई बारिश है। शनिवार सुबह तक 24 घंटों में काठमांडू में 240 मिमी बारिश दर्ज की गई थी। रॉयटर्स की रिपोर्ट के अनुसार, राजधानी के कुछ हिस्सों में 322 मिमी बारिश दर्ज की गई।



पुलिस प्रवक्ता दान बहादुर कार्की ने एएफपी को बताया कि बचाव अभियान के आगे बढ़ने के साथ ही मृतकों की संख्या बढ़ने की संभावना है, क्योंकि कई लोगों को 'लापता' माना गया है। रविवार सुबह तक, राहत दलों द्वारा 3,300 लोगों को बचाया जा चुका है। 3,000 से अधिक सुरक्षाकर्मी हेलीकॉप्टर, राफ्ट और मोटरबोट के साथ बचाव प्रयासों में सहायता करने के लिए काम कर रहे हैं।

काठमांडू से आने-जाने वाली घरेलू उड़ानें शुक्रवार से अस्थायी रूप से निलंबित होने के बाद रविवार को फिर से शुरू हो गई हैं, जबकि करीब 150 उड़ानें रद्द कर दी गई हैं।



जलवायु परिवर्तन

नेपाल में बाढ़ और भूस्खलन के बढ़ते जोखिम के मुख्य कारणों में से एक जलवायु परिवर्तन और पर्यावरणीय जोखिम के अनुकूल न होने को माना जा सकता है। इंटरनेशनल सेंटर फॉर इंटीग्रेटेड माउंटेन डेवलपमेंट (ICIMOD) के जलवायु वैज्ञानिक अरुण भक्त श्रेष्ठ ने कहा कि "अव्यवस्थित विकास" ने भी नेपाल में जोखिम बढ़ा दिया है।

भक्त ने कहा, "मैंने काठमांडू में इस पैमाने पर बाढ़ पहले कभी नहीं देखी।" आईसीआईएमओडी ने सरकार से बुनियादी ढांचे में सुधार करने और भूमिगत वर्षा जल और सीवेज प्रणालियों में निवेश करने का आग्रह किया है। आईसीआईएमओडी के अनुसार, अनियोजित बस्तियों और शहरीकरण के प्रयासों, बाढ़ के मैदानों पर निर्माण, जल प्रतिधारण के लिए क्षेत्रों की कमी और बागमती नदी पर अतिक्रमण के कारण खराब जल निकासी के कारण बाढ़ की स्थिति और भी बदतर हो गई है।

केपी शर्मा ओली चौथी बार बने प्रधानमंत्री, भारत-नेपाल रिश्तों पर कितना होगा असर

नेपाल में एक अहम घटनाक्रम में रविवार को केपी शर्मा ओली को प्रधानमंत्री के तौर पर नियुक्त कर दिया गया है। 72 साल के ओली तीसरी बार नेपाल के प्रधानमंत्री बने हैं। कम्युनिस्ट पार्टी ऑफ नेपाल (एकीकृत मार्क्सवादी-लेनिनवादी) यानी सीपीएन-यूएमएल के अध्यक्ष खड्ग प्रसाद (केपी) शर्मा ओली को नेपाल के नए प्रधानमंत्री के तौर पर नियुक्त किया गया है। राष्ट्रपति कार्यालय की तरफ़ से जारी एक बयान में कहा गया है कि राष्ट्रपति रामचंद्र पौडेल ने रविवार शाम नेपाल के संविधान के अनुच्छेद 76 (2) के अनुसार, ओली को प्रधानमंत्री नियुक्त किया। ओली ने दो दिन पहले सबसे बड़ी पार्टी नेपाली कांग्रेस के समर्थन से बहुमत का दावा पेश किया था।

ओली ने पुष्प कमल दाहाल 'प्रचंड' की जगह ली है। प्रचंड शुक्रवार को विश्वास मत हार गए थे। इसके बाद संविधान के अनुच्छेद 76 (2) के अनुसार नई सरकार गठित करने की प्रक्रिया शुरू हुई। राष्ट्रपति राम चंद्र ने नेपाल कम्युनिस्ट पार्टी-एकीकृत मार्क्सवादी लेनिनिस्ट (CPN-UML) के नेता केपी शर्मा ओली को नेपाल का नया प्रधानमंत्री नियुक्त किया। 

केपी शर्मा ओली को चीन समर्थक माना जाता है। उनके पहले कार्यकाल में भारत के साथ उनके रिश्ते तल्ख रहे हैं। ऐसे में माना जा रहा है कि केपी शर्मा ओली के प्रधानमंत्री बनने के बाद भारत और नेपाल के संबंधों पर थोड़ा असर पर सकता है। ओली 11 अक्टूबर 2015 से तीन अगस्त 2016 तक देश के प्रधानमंत्री रहे, जिसके दौरान काठमांडू के नयी दिल्ली के साथ संबंध तनावपूर्ण रहे। इसके बाद ओली पांच फरवरी 2018 से 13 मई 2021 तक नेपाल के प्रधानमंत्री रहे। बाद में राष्ट्रपति बिद्या देवी भंडारी के चलते वह 13 मई से 13 जुलाई 2021 तक पद पर बने रहे। अपने पहले कार्यकाल के दौरान ओली ने भारत पर नेपाल के आंतरिक मामलों में हस्तक्षेप करने और नयी दिल्ली पर उनकी सरकार को गिराने का आरोप लगाया था। नेपाल के नए संविधान को लेकर सीमावर्ती क्षेत्रों में तनाव के कारण 2015 में सीमा नाकाबंदी के दौरान ओली ने भारत के खिलाफ कड़ा रुख अपनाया था। 

अने दूसरे कार्यकाल में मई 2020 में ओली की सरकार ने बीजिंग के साथ संबंधों को भी मजबूत किया और एक अपडेटेड मानचित्र प्रकाशित किया जिसमें उत्तराखंड में लिपुलेख, कालापानी और लिंपियाधुरा को नेपाल के क्षेत्र के रूप में दावा किया गया था। भारत ने इस दावे को "एकतरफा" बताते हुए खारिज कर दिया था और बाद में दोनों देशों ने बातचीत की थी। इसके बाद हाल ही में नेपाल ने उसी नक्शे को एक नोट में भी डाल दिया, तो इसे लेकर भी भारत में हलचल हुई थी।

क्या भारत के साथ रिश्तों पर पड़ेगा असर?
ऐसे में विशेषज्ञों की माने तो केपी शर्मा ओली के सत्ता में आने के बाद भारत के लिए चुनौती साबित हो सकती है। लेकिन ये गठबंधन (सीपीएन-यूएमएल और नेपाली कांग्रेस) की सरकार होगी। नेपाली कांग्रेस का भारत से अच्छा संबंध है। नेपाली कांग्रेस का ज़ोर कूटनीतिक रास्तों के ज़रिए समस्या का समाधान ढूंढने पर होता है। नेपाली कांग्रेस संतुलित और तटस्थ नज़रिया रखते हुए काम करने को कह सकती है, ऐसे में दोनों के रिश्तों में अधिक बदलाव नहीं आना चाहिए।

भारत-नेपाल एक-दूसरे की जरूरत
माना जाता है कि नेपाल से भारत का रोटी-बेटी का संबंध है। सदियों से नेपाल के साथ भारत का भौगोलिक, ऐतिहासिक, सांस्कृतिक और आर्थिक संबंध और रहा है। ऐसे में भारत और नेपाल को एक-दूसरे की जरूरत भी हैं। इसकी कई वजहें भी हैः-
1. भारत के साथ नेपाल 1751 किमी बॉर्डर शेयर करता है। भारत के कुल पांच राज्य हैं जो नेपाल की सीमा से लगे हुए हैं। ये राज्य उत्तराखंड, उत्तर प्रदेश, बिहार, सिक्किम और पश्चिम बंगाल हैं।
2. नेपाल के कुल 75 जिलों में से 23 ऐसे जिले हैं जो भारत की सीमा से लगते हैं। बिहार के साथ नेपाल के 12 जिले, उत्तर प्रदेश के साथ 8, पश्चिम बंगाल के साथ 2 जिसमें एक बिहार जिसमें से एक बिहार सीमा के भी साथ साझा करता है। उत्तराखंड के साथ चार जिसमें दो पश्चिम बंगाल, एक सिक्किम और उत्तर प्रदेश के साथ भी लगते हैं। ऐसे में सीमा सुरक्षा को ध्यान रखते हुए नेपाल से दोस्ती भारत की जरूरत है।
3. भारत सरकार के 2019 के एक आंकड़े के मुताबिक, नेपाल के लगभग 60 लाख लोग भारत में रहते हैं और यहीं पर अपनी आजीवका भी चलाते हैं यानी काम करते हैं। एक तरह से देखा जाए तो नेपाल की करीब 20 फीसदी आबादी भारत में रहती है और भारत पर ही उनकी आजीविका निर्भर है।
4. भारत सरकार की 2019 की एक रिपोर्ट के मुताबिक, करीब 6 लाख भारत के लोग नेपाल में रहते हैं। इनमें से ज्यादातर लोग बिजनेस के उद्देश्य से नेपाल जाते हैं। इसके आलावा सीमा से सटे इलाकों के कई ऐसे लोग भी हैं जो रहते तो भारत में हैं लेकिन उनकी जीविका नेपाल से चलती हैं।
5. सुरक्षा की दृष्टि से देखें तो भारतीय सेना में भी नेपाल के लोगों की भर्ती होती है। वर्तमान में 32,000 गोरखा सैनिक भारतीय सेना में तैनात हैं। साथ ही करीब 3,000 करोड़ रुपए पेंशन के तौर पर हर साल करीब सवा लाख पूर्व गोरखा सैनिकों को दी जाती है।
6. विदेशों में काम कर रहे नागरिकों में सबसे ज्यादा लोग भारत में ही हैं, क्योंकि दोनों देशों की सीमाएं एक-दूसरे के लिए खुली हुई हैं। जहां किसी तीसरे देश में काम करने के लिए नेपालियों को लेबर परमिट के लिए आवेदन करना पड़ता है, वहीं भारत में काम करने के लिए ऐसे किसी परमिट की जरूरत भी नहीं पड़ती है।
7. भारत की कई प्राइवेट और सरकारी कंपनियां भी नेपाल में काम करती हैं। एक रिपोर्ट की मानें तो, नेपाल के FDI में 30 फीसदी हिस्सा भारत से आता है।
8.यही नहीं भारत अपने 6 पड़ोसी देश चीन, पाकिस्तान, नेपाल, बांग्लादेश, भूटान और अफगानिस्तान के साथ कुल 90 हजार करोड़ रुपए का सीमा व्यापार करता है। भारत जिन 6 पड़ोसी देशों से व्यापार करता है, उनमें नेपाल शीर्ष पर है।

नेपाल के 100 रुपए के नोट पर भारत में क्यों मचा है “बवाल”?

नेपाल ने 100 रुपए का नया नोट जारी करने की घोषणा की। पड़ोसी देश की इस घोषणा से भारत “भड़क” गया है। दरअसल, नेपाल ने जिस नए नोट को जारी करने की घोषणा का है, उसमें एक नक्शा शामिल है। जिसमें भारत के तीन इलाकों को अपना बताया गया है। उस नक्शे में लिपुलेख, लिम्पियाधुरा और कालापानी के विवादास्पद क्षेत्र शामिल हैं। वैसे बता दें कि नेपाल ने पहली बार ऐसी हिमाकत नहीं की है। चीन की छत्रछाया में नेपाल ने भारत पर अपनी “नापाक नजर” पहले भी डाली है। हालांकि, भारत पहले ही इन क्षेत्रों को कृत्रिम रूप से विस्तारित करार दे चुका है। 

बता दें कि प्रधानमंत्री प्रचंड की अगुआई वाली नेपाल की सरकार ने 100 रुपए के नोट को फिर डिजाइन करने और उसके बैकग्राउंड में छपे पुराने मैप को बदलने की मंजूरी दी गई है। नेपाल की ओर से नोट में भारत के इलाके दिखाए जाने वाले अवैध फैसले का औपचारिक ऐलान भी कर दिया गया है। इन नोट में नेपाल का वो नया नक्शा दिखाया जाएगा, जो उसने 18 जून, 2020 को जारी किया था। जिसमें लिपुलेख, कालापानी और लिम्पियाधुरा के नाम शामिल थे। नेपाल सरकार की प्रवक्ता और सूचना एवं संचार मंत्री रेखा शर्मा ने कैबिनेट फैसले के बारे में जानकारी देते हुए मीडियाकर्मियों को बताया, "प्रधानमंत्री पुष्पकमल दहल 'प्रचंड' की अध्यक्षता में मंत्रिपरिषद की बैठक में 100 रुपये के नोट में नेपाल का नया नक्शा छापने का निर्णय लिया गया, जिसमें लिपुलेख, लिंपियाधुरा और कालापानी को दर्शाया जाएगा।" उन्होंने कहा, "हमारे पास 100 के पुराने नोट खत्म होने वाले हैं. चूंकि पिछले डिज़ाइन में पुराना नक़्शा था, इसलिए जब हमने उसे छापा तो ऐसा लगा जैसे हमें नए नक़्शे के बारे में मालूम नहीं है।"

भारत की प्रतिक्रिया
इस कदम की प्रतिक्रिया में, भारत के विदेश मंत्री एस जयशंकर ने विवादित भारतीय क्षेत्रों को अपने नए 100 रुपये के नोट पर डालने के नेपाल के फैसले से असहमति जताई। उन्होंने कहा कि इस पर भारत की स्थिति स्पष्ट है और नेपाल ने अपनी मर्जी से कार्रवाई की। उन्होंने यह भी उल्लेख किया कि भले ही दोनों देश सीमा मुद्दों पर बात कर रहे हैं, लेकिन नेपाल की कार्रवाई से जमीनी स्तर पर चीजें नहीं बदलेंगी। उन्होंने कहा, मैंने वह रिपोर्ट देखी। मैंने इसे विस्तार से नहीं देखा है, लेकिन मुझे लगता है कि हमारी स्थिति बहुत स्पष्ट है। नेपाल के साथ, हम एक स्थापित मंच के माध्यम से अपनी सीमा मामलों पर चर्चा कर रहे थे और फिर उसके बीच में, उन्होंने एकतरफा फैसला किया। लेकिन अपनी तरफ से कुछ करने से वे हमारे बीच की स्थिति या जमीनी हकीकत को बदलने वाले नहीं हैं।

2020 में नेपाल ने अपडेट किया था नक्शा
18 जून 2020 को नेपाल ने अपने संविधान में संशोधन करके रणनीतिक रूप से महत्वपूर्व तीन क्षेत्रों लिपुलेख, कालापनी और लिंपियाधुरा को शामिल करके देश के राजनीतिक मानचित्र को अपडेट करने की प्रक्रिया पूरी की थी। इस पर भारत तीखी प्रतिक्रिया व्यक्त की थी। भारत ने इसे "एकतरफा कृत्य" बताते हुए कहा था कि "नेपाल द्वारा क्षेत्रीय दावों का 'कृत्रिम विस्तार' अस्थिर है।"

आखिर कहां है विवाद?
वैसे तो भारत के साथ नेपाल की सीमा 1850 किलोमीटर की है, लेकिन जिस जमीन को लेकर विवाद है वो करीब 300 वर्ग किलोमीटर का टुकड़ा है। यहीं पर लिपुलेख, लिम्पियाधुरा और काला पानी का वो इलाका मौजूद है जो है तो भारत का लेकिन इस पर नेपाल की गिद्ध दृष्टि है. इसके पीछे भी दिमाग चीन का बताया जा रहा है। दरअसल भारत नेपाल और चीन सीमा से लगे इलाके में नदियों से मिलकर बनी एक घाटी है, जो नेपाल और भारत में बहने वाली महाकाली नदी का उद्गम स्थल है। इस इलाके को काला पानी भी कहते हैं। यहीं पर लिपुलेख दर्रा भी है और यहां से उत्तर-पश्चिम की तरफ कुछ दूरी पर एक और दर्रा है, जिसे लिम्पियाधुरा कहते हैं।

पटना: बिहार के मुख्य सचिव आमिर सुबहानी और उद्योग विभाग के अपर मुख्य सचिव संदीप पोंड्रिक इन्वेस्टर्स मीट पर प्रेस कॉन्फ्रेंस की।

  

मुख्य सचिव आमिर सुहानी ने कहा कि बिहार इंवेस्टर समिट का आयोजन किया गया है । ये 13 दिसंबर और 14 दिसंबर को होगा।

इसके अलावा 16 देशों के बिज़नेस मैन भी आ रहे है,। USA,JAPAN,BANGLADESH,NEPAL,UAE जैसे 16 देसों से बिजनेसमैन भी आ रहे है।

MOU की बात की जाए तो क़रीब 5 चरणों में बाटे गए है।क़रीब 240 कंपनी से ज़ायदा MOU साइन होंगे। क़रीब 30 हज़ार करोड़ का MOU साइन होगा
