भारत और बांग्लादेश के बीच तीस्ता नदी के पानी को लेकर चल रहे दशकों पुराना विवाद में अब चीन की एंट्री हो गई है। तारिक रहमान के नेतृत्व वाली बांग्लादेश की नई सरकार ने तीस्ता नदी पुनर्स्थापन प्रोजेक्ट के लिए औपचारिक तौर पर चीन से समर्थन मांगा है। बांग्लादेश के विदेश मंत्री खलीलुर रहमान ने खुद कबूल किया है कि उनकी सरकार तीस्ता प्रोजेक्ट के लिए चीन से बातचीत कर रही है।

  

बुधवार को बीजिंग में बांग्लादेश के विदेश मंत्री खालिलुर रहमान और चीन के विदेश मंत्री वांग यी के बीच हुई बैठक में तीस्ता रिवर कॉम्प्रिहेंसिव मैनेजमेंट एंड रिस्टोरेशन प्रोजेक्ट (TRCMRP) पर चर्चा हुई। इसकी जानकारी बांग्लादेश की सरकारी समाचार एजेंसी बीएसएस ने दी। 

चीन का बांग्लादेश सरकार के प्रति समर्थन
बैठक में वांग यी ने नई बांग्लादेश सरकार के प्रति चीन का समर्थन जताते हुए कहा कि चीन, बेल्ट एंड रोड सहयोग को बांग्लादेश की विकास रणनीतियों के साथ जोड़ने और आर्थिक, बुनियादी ढांचे व लोगों के बीच संपर्क जैसे पारंपरिक क्षेत्रों में सहयोग बढ़ाने के लिए तैयार है। उन्होंने कहा कि चीन बांग्लादेश में निवेश के लिए अपनी कंपनियों को भी प्रोत्साहित करेगा।

ढाका कके लिए चीन का ‘मास्टरप्लान’
बांग्लादेश के विदेश मंत्री ने साफ कर दिया है कि वो भारत के साथ तीस्ता समझौते की उम्मीद तो रखते हैं, लेकिन हाथ पर हाथ धरकर नहीं बैठेंगे। उन्होंने कहा कि चीन ने तीस्ता नदी के मैनेजमेंट और उसके किनारों के विकास के लिए एक अरब डॉलर का भारी-भरकम ‘मास्टरप्लान’ तैयार किया है। बांग्लादेश इस प्रोजेक्ट को लेकर बीजिंग के साथ लगातार संपर्क में है।

क्यों भारत के लिए है चिंता का विषय
बता दें कि तीस्ता नदी भारत के ‘चिकन नेक’ यानी सिलिगुड़ी कॉरिडोर के बेहद करीब से बहती है। ये वही इलाका है जो नॉर्थ-ईस्ट को बाकी भारत से जोड़ता है। अगर चीन इस इलाके में तीस्ता प्रोजेक्ट के नाम पर घुसता है तो उसके इंजीनियर और मशीनें भारत के इस सेंसेटिव एरिया के पास मौजूद होंगी। विकास के बहाने चीन इस संवेदनशील बॉर्डर इलाके में अपनी पैठ बना लेगा और भारत की सैन्य गतिविधियों पर नजर रखेगा।

पश्चिम बंगाल विधानसभा चुनाव में भारतीय जनता पार्टी (बीजेपी) की जीत देश की सियासी गलियारों में ही चर्चा का विषय नहीं है। इस जीत पर पड़ोसी देश बांग्लादेश की राजनीतिक पार्टियों के भीतर भी कई तरह की चर्चा और विश्लेषण हो रहे हैं। इस बड़ी चुनावी जीत ने क्षेत्रीय कूटनीति और राजनीति में एक सकारात्मक बदलाव का संकेत मिल रहे है।

  


तीस्ता जल समझौते को लेकर जगी उम्मीद
बांग्लादेश की सत्ताधारी 'बांग्लादेश नेशनलिस्ट पार्टी' (बीएनपी) ने पश्चिम बंगाल में शानदार जीत दर्ज करने पर भाजपा को औपचारिक रूप से अपनी बधाई दी है। इसके साथ ही बांग्लादेश ने भारत को लेकर बड़ी उम्मीद जताई है। बांग्लादेश के विदेश मंत्री खलीलुर रहमान ने कहा है कि मौजूदा हालात को देखते हुए लंबे समय से अटके तीस्ता जल समझौते पर विचार किया जा सकता है।

  

पश्चिम बंगाल-बांग्लादेश के बीच संबंधों में सुधार की आस
वहीं, बांग्लादेश की सत्ताधारी पार्टी बीएनपी के सूचना सचिव अजीजुल बारी हेलाल ने पश्चिम बंगाल में शुभेंदु अधिकारी के नेतृत्व में भाजपा के शानदार प्रदर्शन की जमकर तारीफ की है। हेलाल ने कहा कि वह विजेता पार्टी भाजपा और शुभेंदु अधिकारी को बधाई देते हैं। उन्होंने विश्वास जताया कि शुभेंदु अधिकारी के नेतृत्व में भाजपा की यह जीत सुनिश्चित करेगी कि पश्चिम बंगाल और बांग्लादेश सरकार के बीच संबंध पहले की तरह ही अच्छे और मजबूत बने रहें। बीएनपी के इस पूरे बयान में सबसे अहम बात तीस्ता जल बंटवारा संधि को लेकर कही गई है, जो पिछले एक दशक से अधिक समय से अधर में लटकी हुई है।

तीस्ता जल को लेकर बन गई थी सहमति
सितम्बर 2011 में बांग्लादेश और भारत के जल संसाधन मंत्रियों के बीच तीस्ता समझौते पर सहमति बन गई थी। उम्मीद थी कि भारत के तत्कालीन प्रधानमंत्री मनमोहन सिंह की ढाका यात्रा के दौरान इस पर हस्ताक्षर किए जाएंगे। लेकिन पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी के विरोध के कारण यह समझौता रुक गया। बता दें कि ममता बनर्जी को भारत और बांग्लादेश के बीच तीस्ता जल विवाद को सुलझाने की कोशिशों में एक रुकावट के तौर पर देखा जाता रहा है।

शेख हसीना के तख्तापलट के बाद बिगड़े रिश्ते
शेख हसीना सरकार के अगस्त 2024 में गिरने के बाद भारत-बांग्लादेश संबंध काफी तनावपूर्ण हो गए थे, जो अब तक पूरी तरह सामान्य नहीं हो पाए हैं। बांग्लादेश में मोहम्मद यूनुस के नेतृत्व वाली अंतरिम सरकार के दौरान अल्पसंख्यक हिंदुओं पर हमलों, भारत में बांग्लादेश मिशन पर हमले, भारतीय उत्पादों के बहिष्कार की मांग, ढाका में भारतीय दूतावास के सांस्कृतिक केंद्र पर हमले, वीजा सेवाओं में ठहराव, व्यापारिक सुविधाओं में कटौती, और भारत में टी-20 वर्ल्ड कप क्रिकेट खेलने से बांग्लादेश क्रिकेट टीम के इनकार करने जैसी कई घटनाओं ने दोनों देशों के रिश्तों को निचले स्तर तक पहुंचा दिया था। हालांकि, बांग्लादेश में फ़रवरी में हुए आम चुनाव के बाद दोनों देशों ने संबंध सुधारने की कोशिशें शुरू की हैं। बांग्लादेश के विदेश मंत्री खलीलुर रहमान दिल्ली का दौरा भी कर चुके हैं।

लखनऊ। उप मुख्यमंत्री केशव प्रसाद मौर्य के मार्गदर्शन में उत्तर प्रदेश खाद्य प्रसंस्करण उद्योग के क्षेत्र में तेजी से उभरता औद्योगिक केंद्र बन रहा है। राज्य सरकार की उत्तर प्रदेश खाद्य प्रसंस्करण उद्योग नीति-2023 निवेश, रोजगार, निर्यात और किसानों की आय वृद्धि को नई दिशा दे रही है।
नीति के प्रभावी क्रियान्वयन की समीक्षा हेतु सोमवार को कृषि उत्पादन आयुक्त दीपक कुमार की अध्यक्षता में राज्य स्तरीय इम्पावर्ड समिति (SLEC) की बैठक कृषि उत्पादन आयुक्त कार्यालय सभागार में आयोजित हुई। बैठक में 18 नए निवेश प्रस्तावों को मंजूरी दी गई।
18 नए निवेश प्रस्तावों को स्वीकृति
बैठक में जिन प्रस्तावों को मंजूरी दी गई, उनमें प्रमुख रूप से—
स्टार्च निर्माण इकाइयाँ
डेयरी उत्पाद निर्माण
पास्ता एवं मुरमुरा उत्पादन
पोल्ट्री एवं कैटल फीड यूनिट
ऑर्गेनिक उत्पाद प्रसंस्करण
विभिन्न खाद्य उत्पाद विनिर्माण इकाइयाँ
शामिल हैं।
₹350 करोड़ की अनुदान राशि वितरित
अपर मुख्य सचिव उद्यान एवं खाद्य प्रसंस्करण बी.एल. मीणा ने बताया कि खाद्य प्रसंस्करण उद्योग में पूंजी निवेश के मामले में उत्तर प्रदेश अग्रणी राज्यों में शामिल है। अब तक स्वीकृत परियोजनाओं को ₹350 करोड़ की अनुदान राशि वितरित की जा चुकी है।
निवेशकों को सम्मानित किया गया
बैठक में जनपद बागपत स्थित Ambrosia Products India Pvt. Ltd. के निवेशक जयदेव सिंह को समयबद्ध इकाई स्थापना और निवेश के लिए प्रशस्ति पत्र प्रदान किया गया।
वहीं अमेठी की एफिकनो फिनटेक कंसल्टेंट्स प्रा. लि. द्वारा स्टार्च उत्पादन परियोजना को भी मंजूरी दी गई। यह स्टार्च बिस्कुट, टॉफी और अन्य खाद्य उत्पादों में उपयोग होगा।
ऑर्गेनिक उद्योग को भी बढ़ावा
बुलंदशहर की शाकुंभरी ऑर्गेनिक एक्जिम LLP द्वारा तिल, मूंगफली, गेहूं और दालों के प्रसंस्करण एवं पैकेजिंग परियोजना हेतु सब्सिडी आवेदन प्रस्तुत किया गया। इसे भी सकारात्मक रूप से लिया गया।
पीएमएफएमई योजना में यूपी देश में प्रथम
बैठक में बताया गया कि प्रधानमंत्री सूक्ष्म खाद्य उद्योग उन्नयन योजना (PMFME) के तहत 26,000 परियोजनाओं की स्वीकृति के साथ उत्तर प्रदेश देश में प्रथम स्थान पर है। प्रदेश में प्रयागराज जिला प्रथम स्थान पर है।

भारत और बांग्लादेश के बीच तीस्ता नदी के पानी को लेकर चल रहे दशकों पुराना विवाद में अब चीन की एंट्री हो गई है। तारिक रहमान के नेतृत्व वाली बांग्लादेश की नई सरकार ने तीस्ता नदी पुनर्स्थापन प्रोजेक्ट के लिए औपचारिक तौर पर चीन से समर्थन मांगा है। बांग्लादेश के विदेश मंत्री खलीलुर रहमान ने खुद कबूल किया है कि उनकी सरकार तीस्ता प्रोजेक्ट के लिए चीन से बातचीत कर रही है।

  

बुधवार को बीजिंग में बांग्लादेश के विदेश मंत्री खालिलुर रहमान और चीन के विदेश मंत्री वांग यी के बीच हुई बैठक में तीस्ता रिवर कॉम्प्रिहेंसिव मैनेजमेंट एंड रिस्टोरेशन प्रोजेक्ट (TRCMRP) पर चर्चा हुई। इसकी जानकारी बांग्लादेश की सरकारी समाचार एजेंसी बीएसएस ने दी। 

चीन का बांग्लादेश सरकार के प्रति समर्थन
बैठक में वांग यी ने नई बांग्लादेश सरकार के प्रति चीन का समर्थन जताते हुए कहा कि चीन, बेल्ट एंड रोड सहयोग को बांग्लादेश की विकास रणनीतियों के साथ जोड़ने और आर्थिक, बुनियादी ढांचे व लोगों के बीच संपर्क जैसे पारंपरिक क्षेत्रों में सहयोग बढ़ाने के लिए तैयार है। उन्होंने कहा कि चीन बांग्लादेश में निवेश के लिए अपनी कंपनियों को भी प्रोत्साहित करेगा।

ढाका कके लिए चीन का ‘मास्टरप्लान’
बांग्लादेश के विदेश मंत्री ने साफ कर दिया है कि वो भारत के साथ तीस्ता समझौते की उम्मीद तो रखते हैं, लेकिन हाथ पर हाथ धरकर नहीं बैठेंगे। उन्होंने कहा कि चीन ने तीस्ता नदी के मैनेजमेंट और उसके किनारों के विकास के लिए एक अरब डॉलर का भारी-भरकम ‘मास्टरप्लान’ तैयार किया है। बांग्लादेश इस प्रोजेक्ट को लेकर बीजिंग के साथ लगातार संपर्क में है।

लखनऊ। उप मुख्यमंत्री केशव प्रसाद मौर्य के मार्गदर्शन में उत्तर प्रदेश खाद्य प्रसंस्करण उद्योग के क्षेत्र में तेजी से उभरता औद्योगिक केंद्र बन रहा है। राज्य सरकार की उत्तर प्रदेश खाद्य प्रसंस्करण उद्योग नीति-2023 निवेश, रोजगार, निर्यात और किसानों की आय वृद्धि को नई दिशा दे रही है।
नीति के प्रभावी क्रियान्वयन की समीक्षा हेतु सोमवार को कृषि उत्पादन आयुक्त दीपक कुमार की अध्यक्षता में राज्य स्तरीय इम्पावर्ड समिति (SLEC) की बैठक कृषि उत्पादन आयुक्त कार्यालय सभागार में आयोजित हुई। बैठक में 18 नए निवेश प्रस्तावों को मंजूरी दी गई।

बैठक में जिन प्रस्तावों को मंजूरी दी गई, उनमें प्रमुख रूप से—

₹350 करोड़ की अनुदान राशि वितरित
अपर मुख्य सचिव उद्यान एवं खाद्य प्रसंस्करण बी.एल. मीणा ने बताया कि खाद्य प्रसंस्करण उद्योग में पूंजी निवेश के मामले में उत्तर प्रदेश अग्रणी राज्यों में शामिल है। अब तक स्वीकृत परियोजनाओं को ₹350 करोड़ की अनुदान राशि वितरित की जा चुकी है।
निवेशकों को सम्मानित किया गया
बैठक में जनपद बागपत स्थित Ambrosia Products India Pvt. Ltd. के निवेशक जयदेव सिंह को समयबद्ध इकाई स्थापना और निवेश के लिए प्रशस्ति पत्र प्रदान किया गया।
वहीं अमेठी की एफिकनो फिनटेक कंसल्टेंट्स प्रा. लि. द्वारा स्टार्च उत्पादन परियोजना को भी मंजूरी दी गई। यह स्टार्च बिस्कुट, टॉफी और अन्य खाद्य उत्पादों में उपयोग होगा।
ऑर्गेनिक उद्योग को भी बढ़ावा
बुलंदशहर की शाकुंभरी ऑर्गेनिक एक्जिम LLP द्वारा तिल, मूंगफली, गेहूं और दालों के प्रसंस्करण एवं पैकेजिंग परियोजना हेतु सब्सिडी आवेदन प्रस्तुत किया गया। इसे भी सकारात्मक रूप से लिया गया।
पीएमएफएमई योजना में यूपी देश में प्रथम
बैठक में बताया गया कि प्रधानमंत्री सूक्ष्म खाद्य उद्योग उन्नयन योजना (PMFME) के तहत 26,000 परियोजनाओं की स्वीकृति के साथ उत्तर प्रदेश देश में प्रथम स्थान पर है। प्रदेश में प्रयागराज जिला प्रथम स्थान पर है।

बर्लिन स्थित भारतीय दूतावास में भारतीय समुदाय को संबोधित करते हुए राजनाथ सिंह ने कहा प्रधानमंत्री मोदी ने रूस-यूक्रेन संघर्ष और अन्य अंतरराष्ट्रीय मुद्दों पर भी कई देशों के नेताओं से सीधे बातचीत की है। उन्होंने बताया कि जब प्रधानमंत्री ने रूस के राष्ट्रपति व्लादिमीर पुतिन, यूक्रेन के राष्ट्रपति और अमेरिका के राष्ट्रपति डोनाल्ड ट्रंप से मुलाकात की, तब भी शांति और समाधान पर चर्चा की गई। रक्षा मंत्री ने वैश्विक राजनीति में भारत की स्थिति को मजबूत बताते हुए कहा कि भारत का रुख किसी एक पक्ष के खिलाफ नहीं है। यही कारण है कि न तो अमेरिका भारत को दुश्मन मानता है और न ही ईरान।
 
भारत सरकार की कूटनीति को सराहा
उन्होंने भारत की कूटनीति की सराहना करते हुए कहा कि इसी संतुलित नीति की वजह से भारत के जहाज होर्मुज जलडमरूमध्य से सुरक्षित गुजर पाए, जबकि उस समय कई देशों के जहाजों को कठिनाइयों का सामना करना पड़ा।

पाकिस्तान की मध्यस्थता से उठ रहे सवाल
राजनाथ सिंह का यह बयान ऐसे समय पर आया है, जब पाकिस्तान अमेरिका-ईरान के बीच समझौता कराने के लिए दूसरे दौर की वार्ता आयोजित करने जा रहा है। प्रमुख विपक्षी पार्टी कांग्रेस सवाल उठा रही है कि प्रधानमंत्री मोदी राष्ट्रपति ट्रंप और इजरायली प्रधानमंत्री बेंजामिन नेतन्याहू के साथ अच्छे रिश्ते बताते हैं, लेकिन मध्यस्थता का मौका पाकिस्तान को मिल रहा है। यह मुद्दा तब और गरमा गया, जब विदेश मंत्री एस जयशंकर ने पाकिस्तान को मध्यस्थता वाला 'दलाल' कहा था।
