संशोधन विधेयक का उद्देश्य

इस संशोधन विधेयक का उद्देश्य लोक परीक्षा (अनुचित साधनों की रोकथाम) अधिनियम, 2024 के प्रावधानों को और मजबूत करना है। इसके तहत त्वरित जांच, विशेष फास्ट-ट्रैक अदालतों के माध्यम से त्‍वरित सुनवाई, विशेष लोक अभियोजकों की नियुक्ति, अपीलों का समयबद्ध निपटान और अधिक कठोर दंड प्रावधानों की व्यवस्था की गई है, ताकि लोक परीक्षाओं में अनुचित साधनों और संगठित गड़बड़ियों को प्रभावी तरीके से रोका जा सके।

सजा और जुर्माना बढ़ाने का प्रस्ताव

इस विधेयक में अनुचित साधनों का इस्तेमाल करने वालों के लिए सजा बढ़ाने का प्रस्ताव है। इसके तहत जेल की सजा को कम से कम तीन वर्ष, जिसे पांच वर्ष तक बढ़ाया जा सकता है, के मौजूदा प्रावधान से बढ़ाकर कम से कम पांच वर्ष, जिसे दस वर्ष तक बढ़ाया जा सकता है, करने का प्रस्ताव है। इसके साथ ही, अधिकतम जुर्माना भी 10 लाख रुपए से बढ़ाकर 50 लाख रुपए करने का प्रस्ताव है।

केंद्रीय विज्ञान और प्रौद्योगिकी, पृथ्वी विज्ञान मंत्रालय में राज्य मंत्री (स्वतंत्र प्रभार) और प्रधानमंत्री कार्यालय, कार्मिक, लोक शिकायत और पेंशन, परमाणु ऊर्जा और अंतरिक्ष विभाग में राज्य मंत्री डॉ. जितेंद्र सिंह ने सोमवार को लोक सभा में लोक परीक्षा (अनुचित साधनों की रोकथाम) संशोधन विधेयक, 2026 प्रस्‍तुत किया। आज, मंगलवार को संसद में इस पर चर्चा की जाएगी।

विपक्ष के प्रदर्शन के बीच बिल पेश

सरकार ने इस नए बिल को पेश करते हुए कहा कि यह कानून परीक्षा प्रक्रिया को ज्यादा पारदर्शी और सुरक्षित बनाएगा, जबकि विपक्ष का कहना है कि केवल नया कानून लाने से समस्या खत्म नहीं होगी, बल्कि पहले से मौजूद कानूनों को भी सही तरीके से लागू करना जरूरी है। इसी के चलते बिल पेश होने के बाद विपक्ष ने इसके खिलाफ जोरदार विरोध प्रदर्शन किया और नारेबाजी की जिसके चलते सदन की कार्यवाही कई बार स्थगित करनी पड़ी। विपक्ष के इस विरोध प्रदर्शन के बाद सरकार इस बिल पर विस्तार से चर्चा करने के लिए राजी हो गई है।

संसद में विधेयक पर चर्चा पर टिकीं देश की नजरें

आज संसद में होने वाली चर्चा पर पूरे देश की नजरें टिकी हैं। ऐसा इसलिए क्योंकि 36 दिनों के आंदोलन के बाद शिक्षा मंत्री धर्मेंद्र प्रधान को इस्तीफा देना पड़ा। अब सरकार ने सुधारों के कई उपाय किए हैं। नंदन निलेकणि के नेतृत्व में टास्क फोर्स बनाया गया है। सरकार का कहना है कि पेपर लीक रोकने के लिए हरसंभव उपाय किए जा रहे हैं। 20 जुलाई को पुलिस और छात्रों के टकराव के बाद खुद प्रधानमंत्री नरेंद्र मोदी ने आंदोलनकारियों से इंस्टाग्राम वीडियो के जरिये संवाद किया था। उन्होंने युवाओं को फ्रेंड्स कहकर संबोधित किया और भरोसा दिलाया कि सरकार उनकी चिताओं से वाकिफ और संवेदनशील है।

संशोधन विधेयक का उद्देश्य

इस संशोधन विधेयक का उद्देश्य लोक परीक्षा (अनुचित साधनों की रोकथाम) अधिनियम, 2024 के प्रावधानों को और मजबूत करना है। इसके तहत त्वरित जांच, विशेष फास्ट-ट्रैक अदालतों के माध्यम से त्‍वरित सुनवाई, विशेष लोक अभियोजकों की नियुक्ति, अपीलों का समयबद्ध निपटान और अधिक कठोर दंड प्रावधानों की व्यवस्था की गई है, ताकि लोक परीक्षाओं में अनुचित साधनों और संगठित गड़बड़ियों को प्रभावी तरीके से रोका जा सके।

सजा और जुर्माना बढ़ाने का प्रस्ताव

इस विधेयक में अनुचित साधनों का इस्तेमाल करने वालों के लिए सजा बढ़ाने का प्रस्ताव है। इसके तहत जेल की सजा को कम से कम तीन वर्ष, जिसे पांच वर्ष तक बढ़ाया जा सकता है, के मौजूदा प्रावधान से बढ़ाकर कम से कम पांच वर्ष, जिसे दस वर्ष तक बढ़ाया जा सकता है, करने का प्रस्ताव है। इसके साथ ही, अधिकतम जुर्माना भी 10 लाख रुपए से बढ़ाकर 50 लाख रुपए करने का प्रस्ताव है।
