चाईबासा में हाता-चाईबासा-बड़ाचिरू पथ के लिए ₹75.97 करोड़ की प्रशासनिक स्वीकृति।

डाल्टेनगंज में आरओबी-उत्तरी कोयल सेमरा माइंस पथ के लिए ₹104.25 करोड़ की प्रशासनिक स्वीकृति।

विभिन्न स्थानों पर नए ग्रिड सब-स्टेशन और संचरण लाइनों के निर्माण के लिए ₹74.95 करोड़ से लेकर ₹174.36 करोड़ तक की योजनाओं को मंजूरी दी गई।

धनबाद हवाई अड्डे पर पीपीपी मोड पर एयरो पार्क शुरू करने के प्रस्ताव को स्वीकृति मिली।

गिरिडीह में राजकीय इंजीनियरिंग कॉलेज के निर्माण के लिए ₹244.73 करोड़ की योजना को मंजूरी।

"झारखंड मृतक दाता अंग और ऊतक प्रत्यारोपण दिशानिर्देश" (Jharkhand Deceased Donor Organ and Tissue Transplantation Guidelines) जारी करने की मंजूरी।

"झारखंड बजट स्थिरीकरण कोष (Jharkhand Budget Stabilisation Fund) नियमावली, 2025" के गठन को स्वीकृति।

केंद्र सरकार आज लोकसभा में वक्फ संशोधन विधेयक, 2024 पेश करने जा रही है। दोपहर 12 बजे बिल पेश होने के बाद 8 घंटे चर्चा का समय तय किया गया है। 4 घंटे 40 मिनट एनडीए के सांसद अपनी बात रखेंगे, बाकी वक्त विपक्षी सांसदों को दिया गया है। संसदीय कार्यमंत्री किरेन रिजिजू चर्चा की शुरुआत करेंगे। बीजेपी, कांग्रेस, जेडीयू, टीडीपी ने अपने सांसदों की लिए व्हिप जारी किया है।

वक्फ बिल पर महाभारत जारी है। विपक्ष ने कहा कि चर्चा 12 घंटे होनी चाहिए। संसदीय कार्यमंत्री किरेन रिजिजू ने कहा कि बिल पर चर्चा का समय बढ़ाया जा सकता है। हालांकि, कांग्रेस सांसद गौरव गोगोई ने सरकार पर अपने एजेंडे को थोपने और विपक्षी सदस्यों की बात नहीं सुनने का आरोप लगाया।

सदन में नंबर गेम से ऐसा लगता है कि सरकार इसे पास करा लेगी। हालांकि, विपक्ष अपनी एकजुटता के भरोसे इसे फेल करने का दावा कर रहा है। विपक्ष को उम्मीद है कि वे इसे पास करने से रोक देंगे। वहीं, सरकार इसे पास कराने की पूरी तैयारी कर चुकी है। जदयू-टीडीपी जैसे एनडीए के सहयोगियों का भी साथ मिल चुका है, जो पहले अन्य मुद्दों पर अलग रुख रखा करते थे।

वक्फ संसोधन बिल में क्या-क्या है खास?
सूत्रों के मुताबिक, वक्फ की पुरानी संपत्तियों से छेड़छाड़ नहीं की जाएगी. राज्य सरकार की भूमिका बनी रहेगी. साथ ही बोर्ड में 2 गैर मुस्लिम होंगे और वक्फ ट्रिब्यूनल में तीन सदस्य होंगे. इसके अलावा कलेक्टर की जगह जांच के लिए वरिष्ठ अधिकारी नियुक्त होगा. वहीं, 5 साल इस्लाम मानने वाला ही संपत्ति वक्फ कर सकता है. 2025 से पहले तक जो संपत्ति वक्फ की है, उसकी ही रहेगी, जो ट्रस्ट धर्मार्थ कार्य में हैं उस पर कानून लागू नहीं होगा.

जेपीसी ने करीब छह महीने विधेयक पर किया मंथन
केंद्र ने इस विधेयक को पिछले साल अगस्त को लोकसभा के सामने रखा था। बाद में सर्वसम्मति से इसे संयुक्त संसदीय समिति (जेपीसी) के पास भेज दिया गया। जेपीसी ने करीब छह महीने तक विधेयक पर मिले संशोधन के सुझावों पर विचार किया और 27 जनवरी को इसे फिर से संसद में पेश करने की मंजूरी दे दी। एक महीने बाद ही केंद्रीय कैबिनेट ने भी इस विधेयक पर मुहर लगा दी।  

वक्फ संसोधन बिल में क्या-क्या है खास?
अब सरकार ने बजट सत्र के दूसरे चरण के आखिर में वक्फ संशोधन विधेयक को पेश करने का फैसला लिया है। इसके जरिए सरकार वक्फ कानून, 1995 में संशोधन करना चाहती है। फिलहाल इसी कानून के तहत देश में वक्फ की संपत्तियों का प्रबंधन होता है। हालांकि, सरकार अब वक्फ संपत्तियों के प्रबंधन को बेहतर ढंग से अंजाम देना चाहती है। साथ ही इनसे जुड़े विवादों को भी जल्द सुलझाना चाहती है।

दिल्ली सीएम रेखा गुप्ता ने एक लाख करोड़ का बजट प्रस्तावित किया है। दिल्ली विधानसभा का पांच दिवसीय बजट सत्र सोमवार को ‘खीर' समारोह के साथ शुरू हुआ और आज दिल्ली की मुख्यमंत्री रेखा गुप्ता सदन में बजट पेश किया। मुख्यमंत्री व वित्त मंत्री रेखा गुप्ता दिल्ली में 27 साल बाद सत्ता में आई भाजपा सरकार का मंगलवार को पहला बजट पेश किया।

2025-26 का दिल्ली का बजट 1 लाख करोड़ रुपये का है। यह बजट पिछले साल की तुलना में 31.5 प्रतिशत ज्यादा है। दिल्ली बजट में बिजली, सड़क, पानी और संपर्क समेत कई प्रमुख क्षेत्रों पर ध्यान केंद्रित किया गया है।

आयुष्मान आरोग्य मंदिर के लिए 320 करोड़ रुपये
दिल्ली की सीएम ने प्रदेश में आयुष्मान आरोग्य मंदिर के लिए 320 करोड़ रुपये का प्रावधान करने की घोषणा की। दिल्ली सीएम ने कहा कि स्वास्थ्य सेवाओं को बेहतर करने के लिए दिल्ली सरकार प्रतिबध है। उन्होंने कहा कि सरकार वैकल्पिक हेल्थ केयर की दिशा में भी काम करेगी। इसके लिए आयुष पर जोर दिया जाएगा।

दिल्ली में हर घर तक पहुंचेगा साफ पानी
सीएम रेखा गुप्ता ने अपने बजट भाषण में कहा कि हमारी सरकार में हर घर तक साफ पानी पहुंचेगा। इसके साथ ही सीवर सिस्टम अपग्रेड होगा। ऐसे में जल आपूर्ति और स्वच्छता व्यवस्था को और बेहतर बनाने के लिए 9,000 करोड़ का आवंटन किया गया है। उन्होंने कहा कि इससे नई जल पाइपलाइन बिछाई जाएंगी, सीवर लाइनों का विस्तार होगा और हर नागरिक को शुद्ध पेयजल की सुविधा मिलेगी।

दिल्ली बजट में 500 करोड़ रुपये का सीवेज ट्रीटमेंट प्लान
दिल्ली बजट में इस बार सीवेज ट्रीटमेंट प्लान के तहत 500 करोड़ रुपये का प्रावधान किया गया है। सीएम रेखा गुप्ता ने कहा कि दिल्ली में पानी और सीवर अब समस्या नहीं रहेगी। सीएम ने कहा कि 250 करोड़ का प्रावधान पुरानी सीवर लाइन बदलने के लिए किया गया है। उन्होंने कहा कि सीवर साफ करने के लिए 31 सुपर सकर मशीन किराये पर लाए गए हैं। जरूरत के हिसाब से और मशीने मंगाई जाएंगी।

5000 से ज्यादा इलेक्ट्रिक बसें लाएंगे
सीएम रेखा ने कहा कि सार्वजनिक परिवहन के लिए दिल्ली में 2152 इलैक्ट्रिक बसें हैं। 5000 से ज्यादा इलेक्ट्रिक बसें 2025-26 में शामिल करेंगे। मेट्रो का चौथा फेज देर से शुरू हुआ, पिछली सरकार ने देरी की। 6000 करोड़ की देनदारी है। मेट्रो 290 स्टेशन के साथ 394 किलोमीटर का संचालन कर रही है। 2929 करोड़ मेट्रो के लिए दिए गए हैं, हम अपने शेयर देंगे और अगले फेज के लिए तैयार करेंगे। 1000 करोड़ शहरी परिवहन के लिए रखे गए हैं और 12952 करोड़ दिल्ली परिवहन के लिए है।

वरिष्ठ नागरिकों को 2500 करोड़ रुपए
सीएम रेखा गुप्ता ने कहा कि 9780 करोड़ रुपए समाज कल्याण विभाग, महिला एवं बाल विकास और एससी-एसटी, ओबीसी विभाग के लिए दिए गए हैं। इससे 9 लाख लोगों को फायदा पहुंचेगा। वरिष्ठ नागरिकों को 2500 करोड़ रुपए देने का प्रावधान है। 70 साल से अधिक उम्र के लोगो को 3000, एएसी-एसटी को अतिरिक्त 500 रुपए दिए जाएंगे। विकलांगों को 2500 रुपए से बढ़ाकर 3000 रुपए दिए जाएंगे, जिलके लिए कुल 3227 करोड़ का प्रावधान है।

दिल्ली के छात्रों को बांटे जाएंगे लैपटॉप
रेखा गुप्ता ने कहा कि बच्चों को जिम्मेदार नागरिक बनाने के लिए 1500 करोड़ रुपए खर्च किए जाएंगे। 100 सरकारी स्कूलों में विदेशी भाषा सिखाएंगे, इसके लिए 21 करोड़ खर्च किए जाएंगे। 1.5 करोड़ की लागत से बच्चों को आर्ट ऑफ लिविंग सिखाएंगे। 7000 क्लास को स्मार्ट क्लास बनाई जाएंगी। 1200 बच्चों को साढ़े 7 करोड़ की लागत से लैपटॉप दिया जाएगा, जोकि 10 से 11वीं में जाएंगे। नींव प्रोजेक्ट के लिए 20 करोड़, तकनीकी शिक्षा के लिए 618 करोड़ रुपए, नरेला में एजुकेशन हब बनाने के लिए 500 करोड़ रुपए और आईटीआई के लिए 20 करोड़ रुपए खर्च किए जाएंगे।

केंद्र और तमिलनाडु में विवाद और गहराया, स्टालिन सरकार ने बजट में हटाया रुपये का चिन्ह

केन्द्र सरकार और तमिलनाडु के स्टालिन सरकार के बीच विवाद गहराता जा रहा है। भाषा विवाद के बीच तमिलनाडु की स्टालिन सरकार ने करेंसी सिम्बल (₹) पर बड़ा फैसला लिया है। एमके स्टालिन सरकार ने राज्य सरकार के बजट 2025-26 से रुपये (₹) का प्रतीक चिह्न हटा दिया है। इसकी जगह अब तमिल लिपि का इस्तेमाल किया जाएगा। इस तरह तमिलनाडु सरकार ने नेशनल एजुकेशन पॉलिसी (एनईपी) के विरोध में अपना रुख और मजबूत किया है।

केंद्र सरकार और द्रविड़ मुन्नेत्र कड़गम यानी डीएमके के नेतृत्व वाली तमिलनाडु सरकार के बीच राष्ट्रीय शिक्षा नीति (एनईपी), 2020 में प्रस्तावित त्रिभाषा फॉर्मूला राजनीतिक विवाद का केंद्र बना हुआ है। तमिलनाडु सरकार ने एनईपी व त्रिभाषा फॉर्मूले को लागू करने से मना कर दिया है। इसके चलते केंद्र सरकार ने समग्र शिक्षा अभियान (एसएसए) के तहत मिलने वाली 573 करोड़ रुपये की केंद्रीय सहायता रोक दी है। एसएसए फंडिंग पाने के लिए राज्यों को एनईपी के दिशा-निर्देशों का पालन करना होता है। फंड रोके जाने से सीएम स्टालिन बिफरे हुए हैं। उन्होंने दक्षिणी राज्यों में हिंदी थोपने का आरोप लगाया है। 

एनईपी पर चल रहे विवाद के बीच स्टालिन सरकार ने ये अहम कदम उठाया है। यह पहली बार है जब किसी राज्य ने नेशनल करेंसी सिम्बल को अस्वीकार कर दिया है। बजट 2025 के लोगो वाली तस्वीर सामने आई है। इसमें साफ दिख रहा है कि बजट से रुपए का चिह्न (₹) गायब है। उसकी जगह पर तमिल लिपी का इस्तेमाल किया गया है। अब तक किसी भी राज्य ने भाषा के आधार पर इस तरह का फैसला नहीं लिया था।

बता दें कि रुपये का चिन्ह ₹ आधिकारिक तौर पर 15 जुलाई, 2010 को अपनाया गया था। 5 मार्च, 2009 को सरकार द्वारा घोषित एक डिजाइन प्रतियोगिता के बाद ये हुआ था। 2010 के बजट के दौरान तत्कालीन वित्त मंत्री प्रणब मुखर्जी ने एक ऐसा प्रतीक पेश करने की घोषणा की थी जो भारतीय लोकाचार और संस्कृति को प्रतिबिंबित और समाहित करेगा। इस घोषणा के बाद एक सार्वजनिक प्रतियोगिता शुरू हुई, जिसके परिणामस्वरूप वर्तमान डिज़ाइन का चयन किया गया।

कर्नाटक की कांग्रेस सरकार अल्पसंख्यकों पर मेहरबान, बजट में मिला तोहफा, भड़की बीजेपी

कर्नाटक के मुख्यमंत्री सिद्धारमैया ने शुक्रवार को राज्य का बजट पेश कर दिया है। इस बजट में राज्य के अल्पसंख्य समुदाय के लिए कई बड़े ऐलान किए गए हैं। कर्नाटक सरकार के बजट में एक हजार करोड़ रुपये अल्पसंख्यक कल्याण के लिए आवंटित किए गए हैं। साथ ही 150 करोड़ रुपये वक्फ संपत्ति सुरक्षा के लिए, 100 करोड़ रुपये ऊर्दू स्कूलों के लिए और साथ ही इमामों को 6 हजार रुपये महीना देने का भी एलान किया गया है। कर्नाटक सरकार ने बजट में चार प्रतिशत सरकारी कामों के ठेके मुस्लिम ठेकेदारों के लिए आरक्षित करने का एलान किया है। कर्नाटक भाजपा ने बजट में अल्पसंख्यक कल्याण के लिए भारी आवंटन पर नाराजगी जताते हुए इसे हलाला बजट करार दिया।

  


कर्नाटक के मुख्यमंत्री सिद्धारमैया ने आज अपना रिकॉर्ड 16वां बजट पेश किया। कर्नाटक के बजट 2025-26 में अल्पसंख्यकों के लिए विशेष ध्यान दिया गया है। मदरसों में धार्मिक शिक्षा के साथ-साथ औपचारिक शिक्षा प्रदान करने के लिए छात्रों को एसएसएलसी परीक्षा के लिए एआईओएस के माध्यम से तैयारी करने में मदद का फैसला लिया गया है। इसके लिए कंप्यूटर, स्मार्ट बोर्ड और अन्य आवश्यक बुनियादी सुविधाएं प्रदान करने का फैसला किया गया है। साथ ही अल्पसंख्यक युवाओं को कर्नाटक अल्पसंख्यक विकास निगम के माध्यम से नए स्टार्ट-अप शुरू करने के लिए प्रोत्साहित किया जाएगा। इसके अतिरिक्त, वक्फ संपत्तियों की मरम्मत और नवीकरण के लिए और मुस्लिम कब्रिस्तानों के बुनियादी ढांचे और सुरक्षा के लिए 150 करोड़ रुपये आवंटित किए गए हैं। 

अल्पसंख्यक कल्याण
•	वक्फ जमीन के संरक्षण रखरखाव और कब्रिस्तान के लिए 150 करोड़ का आवंटन।
•	सीएम अल्पसंख्यक कॉलोनी डेवलेपमेंट प्रोग्राम के तहत 1000 करोड़ का एक्शन प्लान वित्तीय वर्ष 25-26 में लागू होगा।
•	आर्थिक रूप से कमजोर अल्पसंख्यकों की शादी के लिए हर जोडे को 50 हजार की सहायता।
•	हज भवन परिसर में एक और इमारत बनाई जाएगी।

सरकार के अन्य बड़े ऐलान
•	कर्नाटक पब्लिक स्कूलों की तर्ज पर 250 मौलाना आज़ाद मॉडल इंग्लिश मीडियम स्कूलों में चरणबद्ध तरीके से प्री-प्राइमरी से लेकर पीयू तक की कक्षाएं शुरू की जाएंगी। इस उद्देश्य के लिए 500 करोड़ रुपये की कुल लागत वाला एक कार्यक्रम तैयार किया जाएगा। वर्तमान वर्ष में इस उद्देश्य के लिए 100 करोड़ रुपये का आवंटन किया गया है और यह कार्यक्रम स्कूल शिक्षा विभाग के सहयोग से लागू किया जाएगा।"
•	मदरसों में धार्मिक शिक्षा के साथ-साथ औपचारिक शिक्षा प्रदान करने के लिए, छात्रों को एनआईओएस के माध्यम से एसएसएलसी परीक्षा लिखने के लिए तैयार करने के लिए कंप्यूटर, स्मार्ट बोर्ड और अन्य आवश्यक बुनियादी सुविधाएं प्रदान की जाएंगी। 
•	कर्नाटक अल्पसंख्यक विकास निगम के माध्यम से अल्पसंख्यक युवाओं को नए स्टार्ट-अप शुरू करने के लिए प्रोत्साहित किया जाएगा।
•	मुख्यमंत्री अल्पसंख्यक कॉलोनी विकास कार्यक्रम के तहत 1,000 करोड़ रुपये की कार्ययोजना तैयार की गई है। वित्त वर्ष 2025-26 में कार्य क्रियान्वित किए जाएंगे।
•	जैन पुजारियों, सिखों के मुख्य ग्रंथी और मस्जिदों के पेश-इमामों को दिया जाने वाला मानदेय बढ़ाकर 6,000 रुपये प्रति माह किया जाएगा। सहायक ग्रंथी और मुअज्जिन को दिया जाने वाला मानदेय बढ़ाकर 5,000 रुपये प्रति माह किया जाएगा।
•	अल्पसंख्यक समुदायों के सांस्कृतिक और सामाजिक गतिविधियों के आयोजन के लिए राज्य भर में बहुउद्देश्यीय हॉल बनाए जाएंगे। हॉल का निर्माण होबली और तालुक स्तर पर 50 लाख रुपये और जिला मुख्यालयों और नगर निगम क्षेत्रों में 1 करोड़ रुपये की लागत से किया जाएगा।
•	कलबुर्गी जिले के चित्तपुरा तालुका में प्राचीन बौद्ध केंद्र सन्नति में सन्नति विकास प्राधिकरण की स्थापना की जाएगी।
•	सरकार की 5 गारंटी को जारी रखने के लिए 51034 करोड़ रुपये का आवंटन

भाजपा की आईटी सेल के प्रमुख अमित मालवीय ने सोशल मीडिया पर साझा एक पोस्ट में आरोप लगाया कि कांग्रेस संसाधनों के आवंटन में मुस्लिमों को प्राथमिकता दे रही है। अमित मालवीय ने लिखा कि 9 दिसंबर 2006 को पूर्व प्रधानमंत्री मनमोहन सिंह ने भी कहा था कि देश के संसाधनों पर पहला हक मुस्लिमों का है। 
 
वहीं, कर्नाटक सरकार के बजट पर भाजपा के राष्ट्रीय प्रवक्ता प्रदीप भंडारी ने कहा, राज्य में कांग्रेस पार्टी ने एक मॉडर्न मुस्लिम लीग बजट पास किया है। इसमें इमामों का पैसा कांग्रेस पार्टी 6000 रुपये तक बढ़ा रही है। बजट में घोषणा की गई है कि वक्फ को 150 करोड़ रुपये दिए जाएंगे। सेल्फ डिफेंस की ट्रेनिंग का पैसा सिर्फ अल्पसंख्यक लड़कियों को दिया जा रहा है। 1000 करोड़ रुपये से ज्यादा पैसा सिर्फ अल्पसंख्यकों के लिए खर्च किया जा रहा है। इसके अलावा उर्दू स्कूल के लिए 100 करोड़ से ज्यादा खर्च किए जा रहे हैं। कल ही सरकार ने हुबली दंगे का केस वापस लेने की बात कही है। भंडारी ने कहा कि साफ है, कर्नाटक में कांग्रेस पार्टी उसी तरह सरकार चला रही है जिस तरह मोहम्मद अली जिन्ना ने पाकिस्तान में सरकार चलाई।

मुख्यमंत्री हेमंत सोरेन की अध्यक्षता में मंत्रिपरिषद की बैठक: शिक्षा, स्वास्थ्य, इंफ्रास्ट्रक्चर और पेंशन समेत कई अहम फैसलों को मिली मंजूरी
रांची: झारखंड के मुख्यमंत्री हेमंत सोरेन की अध्यक्षता में 2 सितंबर 2025 को हुई मंत्रिपरिषद की बैठक में कई महत्वपूर्ण प्रस्तावों को मंजूरी दी गई। इन फैसलों में शिक्षा, स्वास्थ्य, बुनियादी ढांचा, पेंशन और रोजगार से संबंधित कई अहम नीतियां शामिल हैं।

  


शिक्षा और सामाजिक कल्याण
"झारखंड निःशुल्क और अनिवार्य बाल शिक्षा का अधिकार (द्वितीय संशोधन) नियमावली, 2025" को मंजूरी दी गई, जो बच्चों के लिए शिक्षा सुनिश्चित करने की दिशा में एक महत्वपूर्ण कदम है।

"झारखंड कोचिंग सेंटर (नियंत्रण और विनियमन) विधेयक, 2025" को घटनोत्तर स्वीकृति दी गई, जिसका उद्देश्य कोचिंग सेंटरों को नियंत्रित करना है।

"धरती आबा जनजातीय ग्राम उत्कर्ष अभियान (DAJGUA)" के तहत अनुसूचित जनजाति बहुल क्षेत्रों में 50 आंगनबाड़ी केंद्रों की स्थापना को मंजूरी दी गई।

"प्रधानमंत्री जनजाति आदिवासी न्याय महा अभियान (PM-JANMAN)" के तहत विशेष रूप से कमजोर जनजातीय समूह (PVTG) बहुल क्षेत्रों में 109 आंगनबाड़ी केंद्र स्थापित करने की स्वीकृति दी गई।

"मरंग गोमके जयपाल सिंह मुंडा पारदेशीय छात्रवृत्ति योजना, 2020" में कोटिवार छात्र-छात्राओं की संख्या बढ़ाने को मंजूरी मिली, जिससे अधिक छात्रों को विदेश में पढ़ने का अवसर मिलेगा।

"हाथ से मैला उठाने वाले कर्मियों से संबंधित विषय" को महिला, बाल विकास एवं सामाजिक सुरक्षा विभाग के कार्यदायित्व में शामिल किया गया।

बुनियादी ढांचा और विकास परियोजनाएं
पुनासी जलाशय योजना के लिए ₹1851.67 करोड़ के तीसरे पुनरीक्षित प्राक्कलन को मंजूरी।

सत्संगनगर-भिरखीबाद (जसीडीह) में रेलवे क्रॉसिंग पर ₹49.10 करोड़ की लागत से रोड ओवर ब्रिज (ROB) बनाने की स्वीकृति।

रामगढ़ और धनबाद जिले में सड़कों के निर्माण, चौड़ीकरण और मजबूतीकरण के लिए क्रमशः ₹34.36 करोड़ और ₹58.07 करोड़ की प्रशासनिक स्वीकृति।

चाईबासा में हाता-चाईबासा-बड़ाचिरू पथ के लिए ₹75.97 करोड़ की प्रशासनिक स्वीकृति।

डाल्टेनगंज में आरओबी-उत्तरी कोयल सेमरा माइंस पथ के लिए ₹104.25 करोड़ की प्रशासनिक स्वीकृति।

विभिन्न स्थानों पर नए ग्रिड सब-स्टेशन और संचरण लाइनों के निर्माण के लिए ₹74.95 करोड़ से लेकर ₹174.36 करोड़ तक की योजनाओं को मंजूरी दी गई।

धनबाद हवाई अड्डे पर पीपीपी मोड पर एयरो पार्क शुरू करने के प्रस्ताव को स्वीकृति मिली।

गिरिडीह में राजकीय इंजीनियरिंग कॉलेज के निर्माण के लिए ₹244.73 करोड़ की योजना को मंजूरी।

स्वास्थ्य और प्रशासनिक सुधार
"झारखंड मृतक दाता अंग और ऊतक प्रत्यारोपण दिशानिर्देश" (Jharkhand Deceased Donor Organ and Tissue Transplantation Guidelines) जारी करने की मंजूरी।

"झारखंड बजट स्थिरीकरण कोष (Jharkhand Budget Stabilisation Fund) नियमावली, 2025" के गठन को स्वीकृति।

कई चिकित्सा अधिकारियों, जिनमें डॉ. फरहाना, डॉ. ज्योति कुमारी, डॉ. भावना और डॉ. रिंकु कुमारी सिंह शामिल हैं, को सेवा से बर्खास्त करने की मंजूरी।

कई मामलों में दैनिक वेतनभोगी/अस्थायी कर्मियों की सेवा नियमित करने और पेंशन लाभ देने की स्वीकृति।

केंद्र सरकार आज लोकसभा में वक्फ संशोधन विधेयक, 2024 पेश करने जा रही है। दोपहर 12 बजे बिल पेश होने के बाद 8 घंटे चर्चा का समय तय किया गया है। 4 घंटे 40 मिनट एनडीए के सांसद अपनी बात रखेंगे, बाकी वक्त विपक्षी सांसदों को दिया गया है। संसदीय कार्यमंत्री किरेन रिजिजू चर्चा की शुरुआत करेंगे। बीजेपी, कांग्रेस, जेडीयू, टीडीपी ने अपने सांसदों की लिए व्हिप जारी किया है।

वक्फ बिल पर महाभारत जारी है। विपक्ष ने कहा कि चर्चा 12 घंटे होनी चाहिए। संसदीय कार्यमंत्री किरेन रिजिजू ने कहा कि बिल पर चर्चा का समय बढ़ाया जा सकता है। हालांकि, कांग्रेस सांसद गौरव गोगोई ने सरकार पर अपने एजेंडे को थोपने और विपक्षी सदस्यों की बात नहीं सुनने का आरोप लगाया।

सदन में नंबर गेम से ऐसा लगता है कि सरकार इसे पास करा लेगी। हालांकि, विपक्ष अपनी एकजुटता के भरोसे इसे फेल करने का दावा कर रहा है। विपक्ष को उम्मीद है कि वे इसे पास करने से रोक देंगे। वहीं, सरकार इसे पास कराने की पूरी तैयारी कर चुकी है। जदयू-टीडीपी जैसे एनडीए के सहयोगियों का भी साथ मिल चुका है, जो पहले अन्य मुद्दों पर अलग रुख रखा करते थे।

वक्फ संसोधन बिल में क्या-क्या है खास?
सूत्रों के मुताबिक, वक्फ की पुरानी संपत्तियों से छेड़छाड़ नहीं की जाएगी. राज्य सरकार की भूमिका बनी रहेगी. साथ ही बोर्ड में 2 गैर मुस्लिम होंगे और वक्फ ट्रिब्यूनल में तीन सदस्य होंगे. इसके अलावा कलेक्टर की जगह जांच के लिए वरिष्ठ अधिकारी नियुक्त होगा. वहीं, 5 साल इस्लाम मानने वाला ही संपत्ति वक्फ कर सकता है. 2025 से पहले तक जो संपत्ति वक्फ की है, उसकी ही रहेगी, जो ट्रस्ट धर्मार्थ कार्य में हैं उस पर कानून लागू नहीं होगा.

जेपीसी ने करीब छह महीने विधेयक पर किया मंथन
केंद्र ने इस विधेयक को पिछले साल अगस्त को लोकसभा के सामने रखा था। बाद में सर्वसम्मति से इसे संयुक्त संसदीय समिति (जेपीसी) के पास भेज दिया गया। जेपीसी ने करीब छह महीने तक विधेयक पर मिले संशोधन के सुझावों पर विचार किया और 27 जनवरी को इसे फिर से संसद में पेश करने की मंजूरी दे दी। एक महीने बाद ही केंद्रीय कैबिनेट ने भी इस विधेयक पर मुहर लगा दी।

अब सरकार ने बजट सत्र के दूसरे चरण के आखिर में वक्फ संशोधन विधेयक को पेश करने का फैसला लिया है। इसके जरिए सरकार वक्फ कानून, 1995 में संशोधन करना चाहती है। फिलहाल इसी कानून के तहत देश में वक्फ की संपत्तियों का प्रबंधन होता है। हालांकि, सरकार अब वक्फ संपत्तियों के प्रबंधन को बेहतर ढंग से अंजाम देना चाहती है। साथ ही इनसे जुड़े विवादों को भी जल्द सुलझाना चाहती है।

दिल्ली की सीएम ने प्रदेश में आयुष्मान आरोग्य मंदिर के लिए 320 करोड़ रुपये का प्रावधान करने की घोषणा की। दिल्ली सीएम ने कहा कि स्वास्थ्य सेवाओं को बेहतर करने के लिए दिल्ली सरकार प्रतिबध है। उन्होंने कहा कि सरकार वैकल्पिक हेल्थ केयर की दिशा में भी काम करेगी। इसके लिए आयुष पर जोर दिया जाएगा।

दिल्ली में हर घर तक पहुंचेगा साफ पानी
सीएम रेखा गुप्ता ने अपने बजट भाषण में कहा कि हमारी सरकार में हर घर तक साफ पानी पहुंचेगा। इसके साथ ही सीवर सिस्टम अपग्रेड होगा। ऐसे में जल आपूर्ति और स्वच्छता व्यवस्था को और बेहतर बनाने के लिए 9,000 करोड़ का आवंटन किया गया है। उन्होंने कहा कि इससे नई जल पाइपलाइन बिछाई जाएंगी, सीवर लाइनों का विस्तार होगा और हर नागरिक को शुद्ध पेयजल की सुविधा मिलेगी।

दिल्ली बजट में 500 करोड़ रुपये का सीवेज ट्रीटमेंट प्लान
दिल्ली बजट में इस बार सीवेज ट्रीटमेंट प्लान के तहत 500 करोड़ रुपये का प्रावधान किया गया है। सीएम रेखा गुप्ता ने कहा कि दिल्ली में पानी और सीवर अब समस्या नहीं रहेगी। सीएम ने कहा कि 250 करोड़ का प्रावधान पुरानी सीवर लाइन बदलने के लिए किया गया है। उन्होंने कहा कि सीवर साफ करने के लिए 31 सुपर सकर मशीन किराये पर लाए गए हैं। जरूरत के हिसाब से और मशीने मंगाई जाएंगी।

5000 से ज्यादा इलेक्ट्रिक बसें लाएंगे
सीएम रेखा ने कहा कि सार्वजनिक परिवहन के लिए दिल्ली में 2152 इलैक्ट्रिक बसें हैं। 5000 से ज्यादा इलेक्ट्रिक बसें 2025-26 में शामिल करेंगे। मेट्रो का चौथा फेज देर से शुरू हुआ, पिछली सरकार ने देरी की। 6000 करोड़ की देनदारी है। मेट्रो 290 स्टेशन के साथ 394 किलोमीटर का संचालन कर रही है। 2929 करोड़ मेट्रो के लिए दिए गए हैं, हम अपने शेयर देंगे और अगले फेज के लिए तैयार करेंगे। 1000 करोड़ शहरी परिवहन के लिए रखे गए हैं और 12952 करोड़ दिल्ली परिवहन के लिए है।

वरिष्ठ नागरिकों को 2500 करोड़ रुपए
सीएम रेखा गुप्ता ने कहा कि 9780 करोड़ रुपए समाज कल्याण विभाग, महिला एवं बाल विकास और एससी-एसटी, ओबीसी विभाग के लिए दिए गए हैं। इससे 9 लाख लोगों को फायदा पहुंचेगा। वरिष्ठ नागरिकों को 2500 करोड़ रुपए देने का प्रावधान है। 70 साल से अधिक उम्र के लोगो को 3000, एएसी-एसटी को अतिरिक्त 500 रुपए दिए जाएंगे। विकलांगों को 2500 रुपए से बढ़ाकर 3000 रुपए दिए जाएंगे, जिलके लिए कुल 3227 करोड़ का प्रावधान है।

दिल्ली के छात्रों को बांटे जाएंगे लैपटॉप
रेखा गुप्ता ने कहा कि बच्चों को जिम्मेदार नागरिक बनाने के लिए 1500 करोड़ रुपए खर्च किए जाएंगे। 100 सरकारी स्कूलों में विदेशी भाषा सिखाएंगे, इसके लिए 21 करोड़ खर्च किए जाएंगे। 1.5 करोड़ की लागत से बच्चों को आर्ट ऑफ लिविंग सिखाएंगे। 7000 क्लास को स्मार्ट क्लास बनाई जाएंगी। 1200 बच्चों को साढ़े 7 करोड़ की लागत से लैपटॉप दिया जाएगा, जोकि 10 से 11वीं में जाएंगे। नींव प्रोजेक्ट के लिए 20 करोड़, तकनीकी शिक्षा के लिए 618 करोड़ रुपए, नरेला में एजुकेशन हब बनाने के लिए 500 करोड़ रुपए और आईटीआई के लिए 20 करोड़ रुपए खर्च किए जाएंगे।

केंद्र और तमिलनाडु में विवाद और गहराया, स्टालिन सरकार ने बजट में हटाया रुपये का चिन्ह

केन्द्र सरकार और तमिलनाडु के स्टालिन सरकार के बीच विवाद गहराता जा रहा है। भाषा विवाद के बीच तमिलनाडु की स्टालिन सरकार ने करेंसी सिम्बल (₹) पर बड़ा फैसला लिया है। एमके स्टालिन सरकार ने राज्य सरकार के बजट 2025-26 से रुपये (₹) का प्रतीक चिह्न हटा दिया है। इसकी जगह अब तमिल लिपि का इस्तेमाल किया जाएगा। इस तरह तमिलनाडु सरकार ने नेशनल एजुकेशन पॉलिसी (एनईपी) के विरोध में अपना रुख और मजबूत किया है।

केंद्र सरकार और द्रविड़ मुन्नेत्र कड़गम यानी डीएमके के नेतृत्व वाली तमिलनाडु सरकार के बीच राष्ट्रीय शिक्षा नीति (एनईपी), 2020 में प्रस्तावित त्रिभाषा फॉर्मूला राजनीतिक विवाद का केंद्र बना हुआ है। तमिलनाडु सरकार ने एनईपी व त्रिभाषा फॉर्मूले को लागू करने से मना कर दिया है। इसके चलते केंद्र सरकार ने समग्र शिक्षा अभियान (एसएसए) के तहत मिलने वाली 573 करोड़ रुपये की केंद्रीय सहायता रोक दी है। एसएसए फंडिंग पाने के लिए राज्यों को एनईपी के दिशा-निर्देशों का पालन करना होता है। फंड रोके जाने से सीएम स्टालिन बिफरे हुए हैं। उन्होंने दक्षिणी राज्यों में हिंदी थोपने का आरोप लगाया है। 

एनईपी पर चल रहे विवाद के बीच स्टालिन सरकार ने ये अहम कदम उठाया है। यह पहली बार है जब किसी राज्य ने नेशनल करेंसी सिम्बल को अस्वीकार कर दिया है। बजट 2025 के लोगो वाली तस्वीर सामने आई है। इसमें साफ दिख रहा है कि बजट से रुपए का चिह्न (₹) गायब है। उसकी जगह पर तमिल लिपी का इस्तेमाल किया गया है। अब तक किसी भी राज्य ने भाषा के आधार पर इस तरह का फैसला नहीं लिया था।

बता दें कि रुपये का चिन्ह ₹ आधिकारिक तौर पर 15 जुलाई, 2010 को अपनाया गया था। 5 मार्च, 2009 को सरकार द्वारा घोषित एक डिजाइन प्रतियोगिता के बाद ये हुआ था। 2010 के बजट के दौरान तत्कालीन वित्त मंत्री प्रणब मुखर्जी ने एक ऐसा प्रतीक पेश करने की घोषणा की थी जो भारतीय लोकाचार और संस्कृति को प्रतिबिंबित और समाहित करेगा। इस घोषणा के बाद एक सार्वजनिक प्रतियोगिता शुरू हुई, जिसके परिणामस्वरूप वर्तमान डिज़ाइन का चयन किया गया।

कर्नाटक की कांग्रेस सरकार अल्पसंख्यकों पर मेहरबान, बजट में मिला तोहफा, भड़की बीजेपी

कर्नाटक के मुख्यमंत्री सिद्धारमैया ने शुक्रवार को राज्य का बजट पेश कर दिया है। इस बजट में राज्य के अल्पसंख्य समुदाय के लिए कई बड़े ऐलान किए गए हैं। कर्नाटक सरकार के बजट में एक हजार करोड़ रुपये अल्पसंख्यक कल्याण के लिए आवंटित किए गए हैं। साथ ही 150 करोड़ रुपये वक्फ संपत्ति सुरक्षा के लिए, 100 करोड़ रुपये ऊर्दू स्कूलों के लिए और साथ ही इमामों को 6 हजार रुपये महीना देने का भी एलान किया गया है। कर्नाटक सरकार ने बजट में चार प्रतिशत सरकारी कामों के ठेके मुस्लिम ठेकेदारों के लिए आरक्षित करने का एलान किया है। कर्नाटक भाजपा ने बजट में अल्पसंख्यक कल्याण के लिए भारी आवंटन पर नाराजगी जताते हुए इसे हलाला बजट करार दिया।

  


कर्नाटक के मुख्यमंत्री सिद्धारमैया ने आज अपना रिकॉर्ड 16वां बजट पेश किया। कर्नाटक के बजट 2025-26 में अल्पसंख्यकों के लिए विशेष ध्यान दिया गया है। मदरसों में धार्मिक शिक्षा के साथ-साथ औपचारिक शिक्षा प्रदान करने के लिए छात्रों को एसएसएलसी परीक्षा के लिए एआईओएस के माध्यम से तैयारी करने में मदद का फैसला लिया गया है। इसके लिए कंप्यूटर, स्मार्ट बोर्ड और अन्य आवश्यक बुनियादी सुविधाएं प्रदान करने का फैसला किया गया है। साथ ही अल्पसंख्यक युवाओं को कर्नाटक अल्पसंख्यक विकास निगम के माध्यम से नए स्टार्ट-अप शुरू करने के लिए प्रोत्साहित किया जाएगा। इसके अतिरिक्त, वक्फ संपत्तियों की मरम्मत और नवीकरण के लिए और मुस्लिम कब्रिस्तानों के बुनियादी ढांचे और सुरक्षा के लिए 150 करोड़ रुपये आवंटित किए गए हैं। 

अल्पसंख्यक कल्याण
•	वक्फ जमीन के संरक्षण रखरखाव और कब्रिस्तान के लिए 150 करोड़ का आवंटन।
•	सीएम अल्पसंख्यक कॉलोनी डेवलेपमेंट प्रोग्राम के तहत 1000 करोड़ का एक्शन प्लान वित्तीय वर्ष 25-26 में लागू होगा।
•	आर्थिक रूप से कमजोर अल्पसंख्यकों की शादी के लिए हर जोडे को 50 हजार की सहायता।
•	हज भवन परिसर में एक और इमारत बनाई जाएगी।

सरकार के अन्य बड़े ऐलान
•	कर्नाटक पब्लिक स्कूलों की तर्ज पर 250 मौलाना आज़ाद मॉडल इंग्लिश मीडियम स्कूलों में चरणबद्ध तरीके से प्री-प्राइमरी से लेकर पीयू तक की कक्षाएं शुरू की जाएंगी। इस उद्देश्य के लिए 500 करोड़ रुपये की कुल लागत वाला एक कार्यक्रम तैयार किया जाएगा। वर्तमान वर्ष में इस उद्देश्य के लिए 100 करोड़ रुपये का आवंटन किया गया है और यह कार्यक्रम स्कूल शिक्षा विभाग के सहयोग से लागू किया जाएगा।"
•	मदरसों में धार्मिक शिक्षा के साथ-साथ औपचारिक शिक्षा प्रदान करने के लिए, छात्रों को एनआईओएस के माध्यम से एसएसएलसी परीक्षा लिखने के लिए तैयार करने के लिए कंप्यूटर, स्मार्ट बोर्ड और अन्य आवश्यक बुनियादी सुविधाएं प्रदान की जाएंगी। 
•	कर्नाटक अल्पसंख्यक विकास निगम के माध्यम से अल्पसंख्यक युवाओं को नए स्टार्ट-अप शुरू करने के लिए प्रोत्साहित किया जाएगा।
•	मुख्यमंत्री अल्पसंख्यक कॉलोनी विकास कार्यक्रम के तहत 1,000 करोड़ रुपये की कार्ययोजना तैयार की गई है। वित्त वर्ष 2025-26 में कार्य क्रियान्वित किए जाएंगे।
•	जैन पुजारियों, सिखों के मुख्य ग्रंथी और मस्जिदों के पेश-इमामों को दिया जाने वाला मानदेय बढ़ाकर 6,000 रुपये प्रति माह किया जाएगा। सहायक ग्रंथी और मुअज्जिन को दिया जाने वाला मानदेय बढ़ाकर 5,000 रुपये प्रति माह किया जाएगा।
•	अल्पसंख्यक समुदायों के सांस्कृतिक और सामाजिक गतिविधियों के आयोजन के लिए राज्य भर में बहुउद्देश्यीय हॉल बनाए जाएंगे। हॉल का निर्माण होबली और तालुक स्तर पर 50 लाख रुपये और जिला मुख्यालयों और नगर निगम क्षेत्रों में 1 करोड़ रुपये की लागत से किया जाएगा।
•	कलबुर्गी जिले के चित्तपुरा तालुका में प्राचीन बौद्ध केंद्र सन्नति में सन्नति विकास प्राधिकरण की स्थापना की जाएगी।
•	सरकार की 5 गारंटी को जारी रखने के लिए 51034 करोड़ रुपये का आवंटन

भाजपा की आईटी सेल के प्रमुख अमित मालवीय ने सोशल मीडिया पर साझा एक पोस्ट में आरोप लगाया कि कांग्रेस संसाधनों के आवंटन में मुस्लिमों को प्राथमिकता दे रही है। अमित मालवीय ने लिखा कि 9 दिसंबर 2006 को पूर्व प्रधानमंत्री मनमोहन सिंह ने भी कहा था कि देश के संसाधनों पर पहला हक मुस्लिमों का है। 
 
वहीं, कर्नाटक सरकार के बजट पर भाजपा के राष्ट्रीय प्रवक्ता प्रदीप भंडारी ने कहा, राज्य में कांग्रेस पार्टी ने एक मॉडर्न मुस्लिम लीग बजट पास किया है। इसमें इमामों का पैसा कांग्रेस पार्टी 6000 रुपये तक बढ़ा रही है। बजट में घोषणा की गई है कि वक्फ को 150 करोड़ रुपये दिए जाएंगे। सेल्फ डिफेंस की ट्रेनिंग का पैसा सिर्फ अल्पसंख्यक लड़कियों को दिया जा रहा है। 1000 करोड़ रुपये से ज्यादा पैसा सिर्फ अल्पसंख्यकों के लिए खर्च किया जा रहा है। इसके अलावा उर्दू स्कूल के लिए 100 करोड़ से ज्यादा खर्च किए जा रहे हैं। कल ही सरकार ने हुबली दंगे का केस वापस लेने की बात कही है। भंडारी ने कहा कि साफ है, कर्नाटक में कांग्रेस पार्टी उसी तरह सरकार चला रही है जिस तरह मोहम्मद अली जिन्ना ने पाकिस्तान में सरकार चलाई।
