छत्तीसगढ़ के बस्तर अंचल में शनिवार को सुरक्षाबलों और नक्सलियों के बीच हुई मुठभेड़ों में अब तक 14 माओवादी ढेर कर दिए गए हैं। यह कार्रवाई सुकमा और बीजापुर जिलों में अलग-अलग स्थानों पर चल रहे दो बड़े एंटी-नक्सल ऑपरेशनों के दौरान हुई।

सुकमा जिले के किस्टाराम एरिया में जवान गश्त पर निकले थे। तभी उनका नक्सलियों से सामना हो गया और गोलीबारी शुरू हो गई। दोनों तरफ से काफी देर तक गोलीबारी चली। इस दौरान जवानों ने कई नक्सलियों को मार गिराया। बताया जा रहा है कि इस मुठभेड़ में 14 से ज़्यादा नक्सली मारे गए हैं। मौके से कई शव बरामद किए गए हैं। अधिकारी ने साफ किया कि ऑपरेशन अभी खत्म नहीं हुआ है और पूरे इलाके की गहन सर्चिंग की जा रही है।

नक्सलियों की मौजूदगी की सूचना पर कार्रवाई
जानकारी के अनुसार, बीजापुर और सुकमा जिलों के दक्षिणी इलाकों में सशस्त्र नक्सलियों की मौजूदगी की पुख्ता सूचना मिलने के बाद सुरक्षा बलों ने तुरंत कार्रवाई शुरू की। अभियान के तहत दक्षिण बस्तर क्षेत्र में डीआरजी की विशेष टीमों को रवाना किया गया था। ऑपरेशन के दौरान बीजापुर जिले में सुबह लगभग 5 बजे से डीआरजी और नक्सलियों के बीच रुक-रुक कर मुठभेड़ जारी रही। वहीं, सुकमा जिले में भी सुबह लगभग 8 बजे सुरक्षा बलों और नक्सलियों के बीच रुक-रुक कर फायरिंग की स्थिति बनी हुई है।

रूस के राष्ट्रपति व्लादिमीर पुतिन 23वें भारत-रूस शिखर सम्मेलन में भाग लेने के लिए दो दिनों के नई दिल्ली के दौरे पर आ रहे हैं। यह दौरा भारत और रूस के बीच रणनीतिक साझेदारी के 25 साल पूरे होने पर हो रहा है, जो दोनों देशों के लिए बहुत खास है। साथ ही यह दौरा इसलिए भी खास है क्योंकि यूक्रेन से युद्ध शुरू होने के बाद पुतिन का यह पहला भारत दौरा है।

व्लादिमीर पुतिन भारत में दो दिनों के दौरे पर होंगे लेकिन उनके यहां रुकने की अवधि करीब 30 घंटे होने वाली है। रूसी राष्ट्रपति 4 दिसंबर की शाम को नई दिल्ली पहुंचेंगे, जहां पीएम मोदी उनकी मेजबानी करेंगे। चलिए देखते हैं उनका पूरा शेड्यूल क्या होगाः-

4 दिसंबर
•	पुतिन शाम को करीब 6 बजे भारत पहुंचेंगे।
•	आगमन के बाद उनकी कुछ महत्वपूर्ण मीटिंग्स होंगी, जिनमें प्रधानमंत्री नरेंद्र मोदी के साथ प्राइवेट डिनर और अन्य निजी कार्यक्रम शामिल हैं।
5 दिसंबर
•	सुबह 9:30 बजे राष्ट्रपति भवन के प्रांगण में औपचारिक स्वागत समारोह।
•	इसके बाद राजघाट जाकर श्रद्धांजलि कार्यक्रम।
•	सीमित दायरे की वार्ता, फिर हैदराबाद हाउस में द्विपक्षीय तथा प्रतिनिधिमंडल स्तर की बातचीत।
•	प्रतिनिधिमंडलों के साथ लंच, इसमें कुछ प्रमुख उद्योगपति भी शामिल हो सकते हैं।
•	हैदराबाद हाउस में समझौतों की घोषणा।
•	हैदराबाद हाउस में प्रेस स्टेटमेंट।
•	भारत-रूस बिजनेस फोरम, जिसमें दोनों नेता शामिल हो सकते हैं।
•	राष्ट्रपति की ओर से शाम को राज्य भोज।
•	भोज के बाद भारत से प्रस्थान।

कई घेरों की सुरक्षा
पुतिन के दिल्ली आगमन से पहले सुरक्षा एजेंसियों को हाई अलर्ट पर रखा गया है, साथ ही कई वरिष्ठ अधिकारी कार्यक्रमों के मद्देनजर व्यापक सुरक्षा बंदोबस्त की तैयारी में जुटे हैं। 4-5 दिसंबर जब रूसी राष्ट्रपति भारत में होंगे तो दिल्ली में बहुस्तरीय सुरक्षा घेरा रहेगा। जिसमें दिल्ली पुलिस, केंद्रीय एजेंसियां और पुतिन की निजी सुरक्षा टीम शामिल होगी। स्वाट टीम, आतंकवाद-रोधी दस्तों और त्वरित प्रतिक्रिया टीम सहित विशेष इकाइयां राजधानी भर में रणनीतिक स्थानों पर तैनात रहेंगी। ड्रोन, सीसीटीवी से निगरानी की जाएगी और तकनीकी खुफिया प्रणालियां भी तैनात की जाएंगी।

दौरे से पहले सुरक्षा जांच
व्लादिमीर पुतिन दुनिया के सबसे शक्तिशाली राष्ट्र प्रमुखों में से एक हैं, इसलिए जब भी वह अपने किसी राजकीय दौरे या अन्य देशों में किसी मीटिंग या सम्मेलनों में भाग लेने जाते हैं, तो उनकी सुरक्षा भी चाक-चौबंद होती है। जब भी पुतिन किसी दौरे या सम्मेलन में भाग लेने के लिए किसी दूसरे देश में जाते हैं तो लगभग 100 रूसी फ़ेडरल प्रोटेक्टिव सर्विस के सुरक्षा कर्मी हमेशा पुतिन के साथ होते हैं। इनमें से करीब 50 सुरक्षा कर्मी पुतिन के दौरे से पहले उस देश में जाते हैं जहां पुतिन का दौरा होता है, और यह सुरक्षाकर्मी उन सभी जगहों की जांच और गहन छानबीन करते हैं जहां पुतिन जाएंगे। इसके अलावा, उनके भोजन की जांच रूस से लाई गई एक पोर्टेबल लैब में की जाएगी ताकि किसी भी प्रकार की ज़हर देने की साजिश से बचा जा सके। उनके व्यक्तिगत कचरे (मल-मूत्र) को भी परीक्षण के लिए वापस मॉस्को भेजा जाता है।

सुरक्षा बलों ने शुक्रवार को पुलवामा में आतंकी डॉ उमर नबी के घर को विस्फोट कर ढहा दिया। यह कार्रवाई लाल किला ब्लास्ट मामले की जाँच के तहत की गई, जिसमें सोमवार को हुए धमाके में 13 लोग मारे गए थे और 20 से अधिक घायल हुए थे।

इस विस्फोट में 12 लोगों की मौत हुई और शुरुआती जांच में सामने आया कि जम्मू-कश्मीर का रहने वाला डॉ. उमर इस हमले का मास्टरमाइंड था। जांच एजेंसियों के अनुसार, वह इस वारदात की तैयारी लंबे समय से कर रहा था। घटना के बाद एजेंसियों ने लगातार छापेमारी और कार्रवाई तेज की है। इसी कार्रवाई के तहत आतंकी उमर के घर को भी IED से ढहा दिया गया है।

आतंकवादी की पहचान उसके डीएनए से हुई
पुलिस के अनुसार डॉ. उमर ने ही आई20 कार में विस्फोट किया था, जिसमें वह स्वयं मारा गया। दिल्ली ब्लास्ट केस में कार चलाने वाले आतंकवादी की पहचान उसके डीएनए से हुई थी, उसकी मां और उसका डीएनए मैच हुआ, जिसके बाद ये बात साफ हो गई की उमर ने ही इस आतंकी हमले को अंजाम दिया। धमाके के बाद आई-20 कार के स्टीयरिंग के पास उसके पैर का एक टुकड़ा मिला था, जिसे वहां से बरामद किया गया था। इसके बाद फॉरेंसिक के लिए इसे भेज दिया गया।

जैश-ए-मोहम्मद के एक मॉड्यूल से जुड़ा था उमर
जांच एजेंसियों ने यह भी पुष्टि की कि इस धमाके में उमर की भी मौत हो गई। पेशे से डॉक्टर उमर, जैश-ए-मोहम्मद के एक मॉड्यूल से जुड़ा था। धमाके से पहले ही पुलिस ने उमर की गैंग के कई सदस्यों को गिरफ्तार कर लिया था, जिनके कब्जे से 2900 किलो विस्फोटक बरामद हुआ था।

फरीदाबाद से पकड़े गए थे आतंकी
दिल्ली में धमाके से ठीक पहले हरियाणा के फरीदाबाद से डॉक्टर मुजम्मिल और डॉक्टर शाहीन को गिरफ्तार किया गया था। इनके कई ठिकानों से भारी मात्रा में विस्फोटक बरामद हुआ था। इसके बाद पुलिस को तीसरे डॉक्टर उमर की तलाश थी, लेकिन जब तक पुलिस उसे पकड़ पाती, तब तक उसने दिल्ली आकर बम धमाका कर दिया।

केंद्रीय संसदीय कार्य मंत्री किरेन रिजिजू ने बुधवार को लोकसभा में नेता प्रतिपक्ष राहुल गांधी पर तीखा हमला बोला। रिजिजू ने राहुल गांधी पर ‘भारत विरोधी ताकतों’ से संबंध रखने का आरोप लगाते हुए कहा कि राहुल गांधी देश की सुरक्षा के लिए ‘सबसे खतरनाक व्यक्ति’ बन चुके हैं।

राहुल का व्यवहार काफी बचकाना-रिजिजु
केंद्रीय मंत्री का आरोप है कि राहुल का व्यवहार काफी बचकाना है। लोकसभा नेता प्रतिपक्ष के पद पर बैठे किसी व्यक्ति के लिए इस तरह की हरकत काफी निंदनीय है। उन्होंने कहा कि विपक्ष का नेता एक बड़ा चेहरा होता है। सदन के बाहर जाना, लोगों को देशद्रोही कहना, नाटकीय धरना देना और एक अनपब्लिश्ड किताब से सरकार को बेवजह घेरना, दिखाता है कि राहुल किस तरह व्यवहार करते हैं। उनका व्यहार बच्चों जैसा होता है। हमने भारत के इतिहास में ऐसा LoP कभी नहीं देखा था।

भारत विरोधी ताकतों से जुड़े होने का आरोप
किरेन रिजिजू ने समाचार एजेंसी एएनआई को दिए इंटरव्यू में आरोप लगाया कि राहुल गांधी देश और विदेश में नक्सलियों, अतिवादियों, वैचारिक समूहों और जॉर्ज सोरोस जैसे लोगों से मुलाकात करते रहे हैं। उन्होंने कहा, ‘राहुल गांधी भारत की सुरक्षा के लिए सबसे खतरनाक व्यक्ति बन गए हैं, क्योंकि वे भारत विरोधी ताकतों के साथ जुड़ते हैं।

संसद में सिर्फ हंगामा करती है कांग्रेस-रिजिजू
केंद्रीय मंत्री किरेन रिजिजू ने आगे कहा कि सरकार पर आरोप लगाती है कि हम उन्हें संसद में बोलने नहीं देते हैं। विपक्ष के ये आरोप पूरी तरह से गलत हैं। सरकार कांग्रेस को हर बात बोलने का मौका देती है, लेकिन मुद्दों पर बोलने की बजाए वो हंगामा शुरू कर देते हैं। नारों के साथ बैनर लहराने लगते हैं। उन्होंने कहा कि कागज फेंकना, नारेबाजी करना और बैनर दिखाना ज्यादातर कांग्रेस का तरीका है। यह विपक्ष की गंभीरता को दर्शाता है।

जबरदस्ती पीएम के खिलाफ बयानबाजी का आरोप
रिजिजू ने राहुल गांधी के प्रधानमंत्री नरेंद्र मोदी पर दिए बयानों का भी जिक्र किया। उन्होंने कहा कि राहुल के समर्थक इन बातों को गंभीरता से नहीं लेते क्योंकि वे बिना सच और आधार के बोलते हैं। अगर कोई दस्तावेज है या पीएम किसी से मिले हैं, तो सबूत पेश करें। बिना आधार के पीएम का नाम जोड़ना निराशा और हताशा पैदा करता है। उन्होंने कहा, "वे जबरदस्ती प्रधानमंत्री का नाम घसीटते हैं, बिना किसी आधार के। इससे देश में निराशा फैलती है।"

राज्य सरकार ने राउंड टेबल में यह स्पष्ट किया कि झारखंड केवल खनन तक सीमित न रहकर अनुसंधान एवं विकास, मिनरल प्रोसेसिंग, उन्नत विनिर्माण और तकनीकी सहयोग को बढ़ावा देने के लिए प्रतिबद्ध है। इसी दिशा में राज्य सरकार एक व्यापक मिनरल प्रोसेसिंग नीति का मसौदा तैयार कर रही है, जिसमें निवेश प्रोत्साहन, वित्तीय समर्थन और मूल्य श्रृंखला विकास पर विशेष जोर दिया गया है। यह सोच  “यूके–भारत एफटीए, भारत–जर्मनी सहयोग तथा यूके–भारत व्यापार एवं सुरक्षा” पहल जैसे अंतरराष्ट्रीय ढाँचों के अनुरूप है।

ऊर्जा सुरक्षा, सतत विकास और ‘प्रकृति के साथ विकास’ का संकल्प

चर्चाओं के दौरान जिम्मेदार खनन, टिकाऊ आपूर्ति श्रृंखलाओं और तकनीक-आधारित मूल्य संवर्धन की आवश्यकता पर सहमति बनी। झारखंड की “प्रकृति के साथ विकास” की विकास दृष्टि ने अंतरराष्ट्रीय प्रतिभागियों को विशेष रूप से प्रभावित किया। इस अवसर पर “Beneath the Ground: Powering India’s Energy Security” शीर्षक से एक कॉफी टेबल बुक का भी विमोचन किया गया, जो झारखंड की भूवैज्ञानिक समृद्धि और भारत की ऊर्जा सुरक्षा में उसकी भूमिका को रेखांकित करती है।

भाजपा के नए राष्ट्रीय अध्यक्ष बनने जा रहे नितिन नवीन की सुरक्षा अब पहले से कहीं ज्यादा मजबूत कर दी गई है। भाजपा के नए राष्ट्रीय अध्यक्ष नितिन नवीन को केंद्र सरकार की ओर से ‘जेड’ श्रेणी की सुरक्षा प्रदान की गई है। केंद्रीय रिजर्व पुलिस बल (सीआरपीएफ) के जवान उनकी सुरक्षा में तैनात किए गए हैं। ‘जेड’ श्रेणी की सुरक्षा देश की उच्चतम सुरक्षा व्यवस्थाओं में से एक मानी जाती है, जिसमें कमांडो स्तर के सुरक्षाकर्मी शामिल रहते हैं।

जिम्मेदारियों के साथ सुरक्षा का स्तर भी बढ़ा
45 साल की उम्र में राष्ट्रीय अध्यक्ष बनने जा रहे नितिन नवीन इस पद को संभालने वाले सबसे युवा नेताओं में शामिल हैं, और इसी के साथ उनकी जिम्मेदारियों के साथ सुरक्षा का स्तर भी बढ़ा दिया गया है। अब बीजेपी के नए राष्ट्रीय अध्यक्ष सीआरपीएफ की सुरक्षा घेरे में रहेंगे। 

आईबी की रिपोर्ट के आधार पर फैसला
सूत्रों के मुताबिक, नितिन नवीन को Z कैटेगरी की सुरक्षा कुछ दिन पहले ही दे दी गई थी। यह निर्णय इंटेलिजेंस ब्यूरो की ओर से तैयार की गई थ्रेट परसेप्शन रिपोर्ट के आधार पर लिया गया है। रिपोर्ट में उनके लिए संभावित खतरों का आकलन किया गया था, जिसके बाद गृह मंत्रालय को सुरक्षा बढ़ाने की सिफारिश भेजी गई। गृह मंत्रालय ने इस पर मुहर लगाते हुए Z श्रेणी की सुरक्षा को मंजूरी दे दी।

सीआरपीएफ पर 200 वीआईपी की सुरक्षा की जिम्मेदारी
नवीन के पूर्ववर्ती जेपी नड्डा को भी सरकार की ओर से इसी तरह की सुरक्षा दी गई थी, जिसकी व्यवस्था सीआरपीएफ के वीआईपी सुरक्षा शाखा करती थी। सीआरपीएफ केंद्रीय गृहमंत्री अमित शाह, गांधी परिवार और कई अन्य नेताओं तथा विशिष्ट व्यक्तियों को सुरक्षा प्रदान करता है। वर्तमान में सीआरपीएफ लगभग 200 वीआईपी की सुरक्षा की जिम्मेदारी संभाल रहा है।

क्या होती है Z कैटेगरी की सुरक्षा?
Z कैटेगरी की सुरक्षा भारत में दी जाने वाली प्रमुख वीआईपी सुरक्षा व्यवस्थाओं में से एक है। इसे देश की तीसरी सबसे ऊंची सुरक्षा श्रेणी माना जाता है। इस सुरक्षा में आमतौर पर करीब 22 सुरक्षाकर्मी तैनात रहते हैं, जो 24 घंटे व्यक्ति की सुरक्षा में लगे रहते हैं। इनमें 4 से 6 बेहद प्रशिक्षित कमांडो शामिल होते हैं, जबकि बाकी जवान सीआरपीएफ या राज्य पुलिस से होते हैं।

सुरक्षा बलों ने शुक्रवार को पुलवामा में आतंकी डॉ उमर नबी के घर को विस्फोट कर ढहा दिया। यह कार्रवाई लाल किला ब्लास्ट मामले की जाँच के तहत की गई, जिसमें सोमवार को हुए धमाके में 13 लोग मारे गए थे और 20 से अधिक घायल हुए थे।

इस विस्फोट में 12 लोगों की मौत हुई और शुरुआती जांच में सामने आया कि जम्मू-कश्मीर का रहने वाला डॉ. उमर इस हमले का मास्टरमाइंड था। जांच एजेंसियों के अनुसार, वह इस वारदात की तैयारी लंबे समय से कर रहा था। घटना के बाद एजेंसियों ने लगातार छापेमारी और कार्रवाई तेज की है। इसी कार्रवाई के तहत आतंकी उमर के घर को भी IED से ढहा दिया गया है।

पुलिस के अनुसार डॉ. उमर ने ही आई20 कार में विस्फोट किया था, जिसमें वह स्वयं मारा गया। दिल्ली ब्लास्ट केस में कार चलाने वाले आतंकवादी की पहचान उसके डीएनए से हुई थी, उसकी मां और उसका डीएनए मैच हुआ, जिसके बाद ये बात साफ हो गई की उमर ने ही इस आतंकी हमले को अंजाम दिया। धमाके के बाद आई-20 कार के स्टीयरिंग के पास उसके पैर का एक टुकड़ा मिला था, जिसे वहां से बरामद किया गया था। इसके बाद फॉरेंसिक के लिए इसे भेज दिया गया।

जांच एजेंसियों ने यह भी पुष्टि की कि इस धमाके में उमर की भी मौत हो गई। पेशे से डॉक्टर उमर, जैश-ए-मोहम्मद के एक मॉड्यूल से जुड़ा था। धमाके से पहले ही पुलिस ने उमर की गैंग के कई सदस्यों को गिरफ्तार कर लिया था, जिनके कब्जे से 2900 किलो विस्फोटक बरामद हुआ था।

फरीदाबाद से पकड़े गए थे आतंकी
दिल्ली में धमाके से ठीक पहले हरियाणा के फरीदाबाद से डॉक्टर मुजम्मिल और डॉक्टर शाहीन को गिरफ्तार किया गया था। इनके कई ठिकानों से भारी मात्रा में विस्फोटक बरामद हुआ था। इसके बाद पुलिस को तीसरे डॉक्टर उमर की तलाश थी, लेकिन जब तक पुलिस उसे पकड़ पाती, तब तक उसने दिल्ली आकर बम धमाका कर दिया।
