उन्होंने बताया कि इच्छुक अभ्यर्थी www.scvtup.in वेबसाइट पर जाकर "Online Submission of Application for Admission for Session 2026-27" लिंक के माध्यम से ऑनलाइन आवेदन कर सकते हैं। आवेदन के दौरान अभ्यर्थियों को ओटीपी के माध्यम से अपने मोबाइल नंबर का सत्यापन कराना होगा। आवेदन पत्र पूर्ण करने के बाद "Proceed for Payment" लिंक के माध्यम से ऑनलाइन शुल्क जमा किया जाएगा। शुल्क का भुगतान डेबिट कार्ड, क्रेडिट कार्ड, इंटरनेट बैंकिंग अथवा यूपीआई के माध्यम से किया जा सकता है। भुगतान सफल होने के उपरांत अभ्यर्थी अपने आवेदन पत्र का प्रिंट भी प्राप्त कर सकेंगे।
  
उन्होंने बताया कि ऑनलाइन आवेदन में किसी प्रकार की त्रुटि होने पर अभ्यर्थियों को संशोधन के लिए 48 घंटे (दो दिन) का अवसर प्रदान किया जाएगा। आवेदन प्रक्रिया से संबंधित विस्तृत जानकारी एवं ई-फॉर्म वेबसाइट www.scvtup.in पर उपलब्ध है, जहां से अभ्यर्थी आवश्यकतानुसार विवरण डाउनलोड अथवा प्रिंट भी कर सकते हैं।
  
प्रवेश हेतु ऑनलाइन आवेदन की सुविधा 04 अगस्त 2026 की रात्रि 12:00 बजे तक उपलब्ध रहेगी। अतः इच्छुक अभ्यर्थी अंतिम तिथि की प्रतीक्षा किए बिना समय से अपना आवेदन पूर्ण कर लें।

★ श्री रमोद नारायण झा, तत्कालीन प्रबंध निदेशक, वेजफेड, राँची / तत्कालीन प्रबंध निदेशक, धनबाद सेन्ट्रल को-ऑपरेटिव बैंक लि०, धनबाद सम्प्रति सेवानिवृत उप निबंधक, सहयोग समितियाँ, कार्यालय-संयुक्त निबंधक, स०स०, दक्षिणी छोटानागपुर प्रमण्डल, राँची के सम्पूर्ण पेंशन की राशि पेंशन नियमावली के नियम-43 (ख) के तहत स्थायी रूप से जब्त किये जाने संबंधी विभागीय संकल्प संख्या-1164, दिनांक-28.08.2020 को माननीय झारखण्ड उच्च न्यायालय के आदेश के अनुपालन में निरस्त करने की स्वीकृति दी गई।

★ श्री चन्देश्वर कापर, तत्कालीन प्रबंध निदेशक, दी गुमला-सिमडेगा, केन्द्रीय सहकारी बैंक लि०, गुमला-सम्प्रति सेवानिवृत्त के विरूद्ध निर्गत दण्डादेश विभागीय अधिसूचना संख्या-1287, दिनांक 30.05.2016 को निरस्त करने की स्वीकृति दी गई।

★ W.P.(S) No.-3005/2016 तारकेश्वर प्रसाद सिंह बनाम झारखण्ड राज्य एवं अन्य में दिनांक-31.07.2024 को पारित न्यायादेश के अनुपालनार्थ श्री तारकेश्वर प्रसाद सिंह को उनके सेवा काल में दिये गये कालबद्ध प्रोन्नति, प्रथम एवं द्वितीय सुनिश्चित वृत्ति उन्नयन योजना तथा प्रोन्नति के आलोक में वेतन एवं पेंशन निर्धारण करने हेतु वित्त विभागीय परिपत्र सं०-5207, दिनांक 14.08.2002 के प्रभाव को क्षांत किये जाने की स्वीकृति दी गई।

★ W.P.(S) No.-4884/2014 शेषनाथ शुक्ला बनाम झारखण्ड राज्य एवं अन्य में दिनांक-26.11.2024 को पारित न्यायादेश के अनुपालनार्थ श्री शेषनाथ शुक्ला द्वारा अस्थायी पद पर किये गये कार्य अवधि को न्यूनतम पेंशन प्रदायी सेवा अवधि में जोड़े जाने संबंधी प्रस्ताव पर स्वीकृति दी गई।

★ झारखण्ड राज्यान्तर्गत अनुसचित जनजाति, अनुसूचित जाति, अल्पसंख्यक एवं पिछड़ा वर्ग कल्याण विभाग के नियंत्रणाधीन छात्रावास निर्माण, संचालन एवं प्रबंधन हेतु झारखण्ड अनुसूचित जाति / अनुसूचित जनजाति / पिछड़ा जाति एवं अल्पसंख्यक छात्रावास पोषण योजना, 2024 में संशोधन की स्वीकृति दी गई।

★  राज्य के पंचायती राज संस्थाओं के क्षेत्राधिकार के लिए अंगीकृत झारखण्ड बिल्डिंग बायलॉज-2016 में संशोधन (प्रथम संशोधन) की स्वीकृति दी गई।

★ राज्य के दूरस्थ स्थानों से गंभीर मरीजों को अल्प समय में बेहतर चिकित्सा सुविधा उपलब्ध कराने के निमित्त हेलीकॉप्टर के माध्यम से एम्बुलेंस सेवा (Helicopter Emergency Medical Service-HEMS) उपलब्ध कराने हेतु 01 Single Engine हेलीकॉप्टर की सेवा प्राप्त करने के प्रस्ताव पर मंत्रिपरिषद् की स्वीकृति दी गई।

★ माननीय झारखण्ड उच्च न्यायालय अन्तर्गत दायर वाद संख्या-WPS No. 3878/2025, जयनाथ यादव बनाम झारखण्ड राज्य एवं अन्य में पारित आदेश के अनुपालन के क्रम में श्री जयनाथ यादव की सेवा नियमित एवं सम्पुष्ट करते हुए उन्हें अनुमान्य ACP/MACP का लाभ प्रदान किये जाने की स्वीकृति दी गई।

★ भारत सरकार द्वारा केन्द्रीय सड़क एवम् आधारभूत संरचना निधि (Central Road and Infrastructure Fund) अन्तर्गत स्वीकृत पूर्वी सिंहभूम जिलान्तर्गत "भुईंयांसिनान से सुसनी भाया हाथीखेदा मंदिर पथ के पुनर्निर्माण कार्य (कुल लं०-22.445 कि०मी०) (under CRIF & Job No. CRF-JHR-2022-23/58)" हेतु कुल रू० 102,40,37,300/-(एक सौ दो करोड़ चालीस लाख सैंतीस हजार तीन सौ) मात्र की राशि पर प्रशासनिक स्वीकृति एवं इसमें सन्निहित राशि रू० 21,53,64,900/- (इक्कीस करोड़ तिरपन लाख चौंसठ हजार नौ सौ) मात्र को राज्यांश की राशि के रूप में वहन किये जाने की स्वीकृति दी गई।

★ माननीय झारखण्ड उच्च न्यायालय द्वारा LPA No.- 716/2023 को dismiss कर देने के फलस्वरूप Cont. Case(Civil) No. 623/2024 में दिनांक-01.05.2026 एवं W.P.(S) No. 6481/2014 में दिनांक-11.04.2023 को पारित न्यायादेश के आलोक में श्री राज किशोर प्रसाद, तदेन सहायक निदेशक, गुण नियंत्रण, पथ अवर प्रमण्डल, पथ प्रमण्डल, गिरिडीह संप्रति सेवानिवृत्त के विरुद्ध अधिरोपित दण्डादेश एवं अपील अभ्यावेदन अस्वीकृति से संबंधित विभागीय अधिसूचना को माननीय सर्वोच्च न्यायालय में दायर होने वाले SLP के फलाफल से प्रभावित होने के शर्त के साथ विलोपित करने की स्वीकृति दी गई।

★ सिकल सेल रोग, थैलेसीमिया, हीमोफिलिया, टाइप 1 मधुमेह, अन्य गैर-संक्रामक रोगों (Non-Communicable Diseases) से प्रभावित तथा दिव्यांग बच्चों को विद्यालयों के बोर्ड परीक्षा में शामिल होने के लिए 75 प्रतिशत आवश्यक उपस्थिति में छूट हेतु मानक संचालन प्रक्रिया (SoP) की स्वीकृति दी गई।

★  माननीय सर्वोच्च न्यायालय, नई दिल्ली द्वारा एस०एल०पी० (सि०) संख्या-26265-26266/2025 झारखंड सरकार एवं अन्य बनाम गरीबनाथ मिश्रा एवं वाद को दिनांक 12.09.2025 को खारिज किए जाने के आलोक में माननीय उच्च न्यायालय द्वारा डब्ल्यू०पी० (एस०) सं०-2589/2020 एवं अन्य समरूप वाद में दिनांक 19.09.2023 को पारित न्यायादेश के अनुपालन हेतु सुसंगत प्रावधानों का निरूपण की स्वीकृति दी गई।

★ डॉ० अर्चना चौधरी, चिकित्सा पदाधिकारी, सामुदायिक स्वास्थ्य केन्द्र, कसमार, बोकारो को सेवा से बर्खास्त करने की स्वीकृति दी गई।

★ सर जे० सी० बोस विश्वविद्यालय, गिरिडीह एवं इसके अंतर्गत अंगीभूत महाविद्यालयों में विभागीय संकल्प संख्या-903, दिनांक-29.04.2026 के द्वारा पुर्नगठित शैक्षणिक पदों के पुनर्संरेखण (Realignment) एवं डिग्री महाविद्यालय, बरही का नाम परिवर्तित कर डिग्री महाविद्यालय, चंदवारा करने की स्वीकृति दी गई।

★ विनोबा भावे विश्वविद्यालय, हजारीबाग एवं इसके अंतर्गत अंगीभूत महाविद्यालयों में विभागीय संकल्प संख्या-894, दिनांक-29.04.2026 के द्वारा पुर्नगठित शैक्षणिक पदों के पुनर्संरेखण (Realignment) की स्वीकृति दी गई।

★ बिनोद बिहारी महतो कोयलांचल विश्वविद्यालय, धनबाद एवं इसके अंतर्गत अंगीभूत महाविद्यालयों में विभागीय संकल्प संख्या-893, दिनांक-29.04.2026 के द्वारा पुर्नगठित शैक्षणिक पदों के पुनर्संरेखण (Realignment) की स्वीकृति दी गई।

★ कोल्हान विश्वविद्यालय, चाईबासा एवं इसके अंतर्गत अंगीभूत महाविद्यालयों में विभागीय संकल्प संख्या-898, दिनांक-29.04.2026 के द्वारा पुर्नगठित शैक्षणिक पदों के पुनर्संरेखण (Realignment) की स्वीकृति दी गई।

★ राज्य के विश्वविद्यालयों एवं अंगीभूत महाविद्यालयों (घाटानुदानित अल्पसंख्यक महाविद्यालयों को छोड़कर) के सेवानिवृत शिक्षकों एवं पदाधिकारियों (दिनांक 01.12.2004 के पूर्व नियुक्त) को 7th CPC के अन्तर्गत सातवां पुनरीक्षित वेतनमान में पेंशन /पारिवारिक पेंशन का लाभ दिनांक-01.01.2016 से स्वीकृत करने की स्वीकृति दी गई।

★  राँची विश्वविद्यालय, राँची एवं इसके अंतर्गत अंगीभूत महाविद्यालयों में विभागीय संकल्प संख्या-902, दिनांक-29.04.2026 के द्वारा पुर्नगठित शैक्षणिक पदों के पुनर्संरेखण (Realignment) की स्वीकृति दी गई।

★ सिदो कान्हु मुर्मू विश्वविद्यालय, दुमका एवं इसके अंतर्गत अंगीभूत महाविद्यालयों में विभागीय संकल्प संख्या-895, दिनांक-29.04.2026 के द्वारा पुर्नगठित शैक्षणिक पदों के पुनर्संरेखण (Realignment) की स्वीकृति दी गई।

★  नीलाम्बर पीताम्बर विश्वविद्यालय, मेदिनीनगर, पलामू एवं इसके अंतर्गत अंगीभूत महाविद्यालयों में विभागीय संकल्प संख्या-897, दिनांक-29.04.2026 के द्वारा पुर्नगठित शैक्षणिक पदों के पुनर्संरेखण (Realignment) की स्वीकृति दी गई।

★ माननीय झारखण्ड उच्च न्यायालय अन्तर्गत दायर वाद यथा 1. वाद संख्या WPS No.6408/2017, जयन्त कुमार प्रधान बनाम झारखण्ड राज्य एवं अन्य 2. WPS No.6485/2017, अभिषेक तिर्की बनाम झारखण्ड राज्य एवं अन्य एवं 3. WPS No.6632/2017, मो० काजिमउद्दीन बनाम झारखण्ड राज्य एवं अन्य में संयुक्त रुप से पारित न्यायादेश दिनांक-09.12.2024 के अनुपालन हेतु संबंधित तीन (03) भूतपूर्व विभागीय कर्मियों यथा क्रमशः 1. स्व० नरेश कुमार, पूर्व पदचर 2. स्व० भूषण मुनि, पूर्व लिपिक एवं 3. स्व० हाशीमउद्दीन, पूर्व पदचर (वर्ग तीन एवं चार के कर्मियों) की सेवा नियमित एवं सम्पुष्ट करते हुए (उनके आश्रितों को अनुकम्पा आधारित नियुक्ति का लाभ) प्रदान किये जाने की स्वीकृति दी गई।

★ वित्तीय वर्ष 2026-27 से 2029-30 तक राज्य योजनान्तर्गत Proposed SNMMCH College & Teaching Hospital, Dhanbad: Holistic Augmenatation & Redevelopment at Dhanbad के अंतर्गत Upgradation of Existing Medical College & Teaching Hospital, Existing 100 UG Seats Upgradation to 250 UG Seats to 200 PG Seats & 16 Post PG Seats to 50 Post PG Seats Along with other Allied Infrastructure & Services (Part-2) की योजना हेतु कुल 1,94,73,42,600/- (एक अरब चौरानवे करोड़ तिहतर लाख बयालीस हजार छः सौ) रूपये मात्र की लागत पर प्रशासनिक स्वीकृति प्रदान करने की स्वीकृति दी गई।

★  वित्तीय वर्ष 2026-2027 में माननीय झारखण्ड उच्च न्यायालय के स्तर पर गठित झारखण्ड अधिवक्ता कल्याण निधि न्यासी समिति के अंतर्गत निबंधित अधिवक्ताओं के लिए छात्रवृत्ति/वजीफा मद में आवंटित निधि रू0 12,92,00,000/- (बारह करोड़ बेरानवें लाख रूपये मात्र) में से रू० 6,92,00,000/- (छहः करोड़ बानवे लाख रूपये मात्र) को प्रत्यर्पित करते हुए सहायता अनुदान सामान्य (गैर वेतन) मद में 12,32,00,000/- (बारह करोड़ बत्तीस लाख रूपये मात्र) का उपबंध झारखंड राज्य आकस्मिकता निधि से अग्रिम के रूप में कराने की स्वीकृति दी गई।

★ आदित्यपुर नगर निगम के नए म्युनिसिपल बिल्डिंग के निर्माण हेतु 39,67,09,000 (39 करोड़ 67 लाख 09 हजार रुपए) की तकनीकी स्वीकृति प्राप्त प्राक्कलन पर प्रशासनिक स्वीकृति दी गई।

★  भारत के नियंत्रक महालेखापरीक्षक का झारखण्ड में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गांरटी योजना के कार्यान्वयन और झारखण्ड में जल जीवन मिशन के कार्यान्वयन पर प्रतिवेदन, वर्ष 2026 की प्रतिवेदन संख्या-5 (संयुक्त निष्पादन लेखापरीक्षा-सिविल) को झारखण्ड विधान सभा के पटल पर आगामी सत्र में उपस्थापन की स्वीकृति दी गई।

★  केन्द्र प्रायोजित मिशन सक्षम आँगनबाड़ी एवं पोषण 2.0 के तहत् पूरक पोषाहार कार्यक्रम (SNP) तथा किशोरी बालिकाओं के लिए योजना (SAG) अन्तर्गत लाभार्थियों को Take Home Ration (THR) स्वरूप Micronutrient Fortified Food and/or Energy Dense Food (MFEDF) के निर्बाध वितरण सुनिश्चित कराने के उद्देश्य से इन योजनाओं के तहत् एतद् सामग्रियों का वर्ष-2026 के फरवरी एवं मार्च महीने में इसके आपूर्तिकर्ताओं से प्राप्त आपूर्ति का विनियमन तथा छह (06) माह के लिए अथवा निविदा कार्य निष्पादनोपरांत कार्यादेश निर्गमण की तिथि तक (जो पहले घटित हो जाय) के लिए आपूर्ति इसके गत् निर्माणकर्त्ता-सह-आपूर्तिकर्त्ता से प्राप्त करने हेतु इन आपूर्तिकर्ताओं यथा मेसर्स इंटरलिंक फूड्स प्रा०लि०, मेसर्स आदित्य फ्लॉर मिल एवं मेसर्स कोटा दाल मिल का झारखण्ड वित्त नियमावली के नियम-245 के तहत् नियम-235 को शिथिल करते हुए मनोनयन की स्वीकृति दी गई।

★ माननीय सर्वोच्च न्यायालय द्वारा S.L.P. (C) No.- 25207-25208/2023 में दिनांक-19.05.2026 को पारित न्यायादेश के आलोक में बिहार राज्य वस्त्र निगम लिमिटेड, पटना के अधीन संचालित ईकाई में कार्यरत रहे कर्मियों का सरकारी सेवा में समायोजन की स्वीकृति दी गई।

★ श्रीमती शोभा मुर्मू, सहायक शिक्षिका, राजकीय कन्या उच्च विद्यालय, दुमका की नियुक्ति की वैधता के संबंध में अन्य समरूप मामलों के सदृश सी.बी. आई. के जाँच प्रतिवेदन में अवैध / अनियमित नियुक्ति घोषित शिक्षकों के विरुद्ध की गई विभागीय कार्रवाई के फलाफल के विरुद्ध दायर याचिकाओं में माननीय उच्चतम् / उच्च न्यायालय द्वारा पारित आदेशों के प्रसंग में उन्हें सेवा में पुनर्स्थापित कर / मानते हुए परिणामी लाभ एवं पेंशनादि की स्वीकृति दी गई।

★ झारखण्ड राज्य में गिरिडीह पूर्वी वन प्रमण्डल एवं दुमका वन प्रमण्डल के अंतर्गत प्रस्तावित दो नए चिड़ियाघर एवं भविष्य में भी झारखण्ड राज्य में बनने वाले चिड़ियाघरों, जंगल सफारी एवं वन्यप्राणी रेस्क्यू केन्द्रों के निर्माण, प्रबंधन एवं रख-रखाव की जिम्मेवारी को झारखण्ड चिड़ियाघर प्राधिकरण (Jharkhand Zoo Authority) के क्षेत्राधिकार में शामिल करने के निमित झारखण्ड चिड़ियाघर प्राधिकरण के Bye-laws में अन्य संशोधन करने की स्वीकृति दी गई।

★ दुमका अंतर्गत "kherabani (SH -15) Ranighaghar (ADB) road (कुल लं0-9.172 कि०मी०) को ग्रामीण कार्य विभाग से पथ निर्माण विभाग को हस्तांतरित करते हुए चौड़ीकरण एवं मजबूतीकरण / पुनर्निर्माण कार्य (वृक्षारोपण, भू-अर्जन एवं Utility Shifting सहित)" हेतु रू० 53,73,14,700/- (तिरपन करोड़ तिहत्तर लाख चौदह हजार सात सौ रूपये) मात्र की प्रशासनिक स्वीकृति प्रदान करने की स्वीकृति दी गई।

★  डॉ० राम नाथ राम, तदेन निलंबित अवर प्रमण्डल पशुपालन पदाधिकारी, लोहरदगा (मुख्यालय-पशु स्वास्थ्य एवं उत्पादन संस्थान, काँके, राँची / क्षेत्रीय निदेशक पशुपालन कार्यालय, राँची) सम्प्रति दिनांक-30.11.2016 को निलम्बन में ही सेवानिवृत्त को विभागीय अधिसूचना संख्या-1197 दिनांक-17. 10.2025 से अधिरोपित पूर्ण पेंशन एवं उपादान के भुगतान पर रोक के दण्ड पर माननीय झारखण्ड उच्च न्यायालय द्वारा LPA No. 32/2023 में दिनांक-13.08.2024 एवं Cont. case (Civil) No.-978/2025 में दिनांक-13.03.2026 को पारित न्यायादेश के आलोक में नया आदेश पारित करने की स्वीकृति दी गई।

★ षष्ठम झारखण्ड विधानसभा का षष्ठम् (मानसून) सत्र 06.08.2026 से 12.08.2026 तक आहूत किये जाने संबंधी औपबंधिक कार्यक्रम पर मंत्रिपरिषद् की स्वीकृति दी गई।

★ विभागीय संकल्प संख्या 2215 दिनांक 29.10.2020 द्वारा स्वीकृत आदर्श विद्यालय योजना का अवधि विस्तार आगामी पाँच वर्षों (वर्ष 2025-26 से 2029-30) तक करने की घटनोत्तर स्वीकृति दी गई।

★ राज्य के माध्यमिक एवं उच्चतर माध्यमिक विद्यालयों में झारखण्ड ई-शिक्षा कनेक्ट प्रोग्राम के अन्तर्गत आगामी 05 वर्षों हेतु Al-powered Virtual Classrooms with student analytics के संदर्भ में 02 केन्द्रीय स्टूडियों, 05 प्रमण्डल के 05 डायट में क्षेत्रीय स्टूडियों तथा 1000 माध्यमिक एवं उच्चतर माध्यमिक विद्यालयों में कार्यक्रम के क्रियान्वयन हेतु Al-powered Virtual Classrooms की अधिष्ठापना एवं आगामी 05 वर्षों के संचालन के लिये रु.1,76,07,85,560/- (एक अरब छिहत्तर करोड़ सात लाख पचासी हजार पाँच सौ साठ रूपये) मात्र की लागत पर प्रशासनिक स्वीकृति तथा चालू वित्तीय वर्ष में अनावर्ती मद में रू. 56,07,85,560/- (छप्पन करोड़ सात लाख पचासी हजार पाँच सौ साठ रूपये) मात्र तथा आवर्ती मद में रू० 24,00,00,000/-(चौबीस करोड़ रूपये) मात्र अर्थात् कुल रू० 80,07,85,560/- (अस्सी करोड़ सात लाख पचासी हजार पाँच सौ साठ रूपये) मात्र के व्यय की स्वीकृति दी गई।

★ अवमाननावाद संख्या Contempt Case (Civil) No. 1059/2024 (वाद संख्या WP(S) 877/2018 से उद्भूत) श्री कृष्ण मुरारी एवं अन्य बनाम राज्य सरकार एवं अन्य वाद में माननीय उच्च न्यायालय द्वारा पारित न्यायादेश के आलोक में वाद संख्या WP(S) 877/2018 के Petitioners को विभागीय अधिसूचना संख्या 122 दिनांक 21.01.2015 द्वारा CAS के तहत दिये गए प्रोन्नति का लाभ देय तिथियों से स्वीकृत करने की स्वीकृति दी गई।

★  प्रधान महालेखाकार (ले. एवं हक़.) कार्यालय, झारखण्ड, राँची में राज्य कर्मियों से संबंधित कार्यों एवं रिकॉडों हेतु जारी डिजिटलीकरण प्रक्रिया के क्रम में तृतीय चरण (Third Phase) के रूप में रु० 46,85,000.00 (छियालीस लाख पचासी हजार रुपये मात्र) का वित्तीय सहायता की स्वीकृति दी गई।

★ "झारखण्ड न्यायिक सेवा (भर्ती) नियमावली 2004 (समय समय पर यथा संशोधित) को संशोधित करते हुए "झारखण्ड न्यायिक सेवा (भर्ती) संशोधन नियमावली, 2026 के गठन की स्वीकृति दी गई।

★  झारखण्ड वरीय न्यायिक सेवा (भर्ती, नियुक्ति एवं सेवाशर्त) नियमावली, 2001 के नियम-4 (a) में उल्लेखित प्रावधान तथा झारखण्ड उच्च न्यायालय की अनुशंसा के आलोक में झारखण्ड वरीय न्यायिक सेवा में जिला न्यायाधीश के पद पर 02 अभ्यर्थियों को सीधी भर्ती द्वारा नियुक्त किये जाने की स्वीकृति दी गई।

★ वित्तीय वर्ष 2025-26 में माँग संख्या-29 के मुख्यशीर्ष-2853-अलौह खनन और धातु कर्म उद्योग, उपमुख्य शीर्ष 02-खानों का विनियमन और विकास, लघु शीर्ष-001-निदेशन तथा प्रशासन, उप शीर्ष-01-खनन स्थापना अन्तर्गत "86-वापसी" ईकाई (विपत्र कोड-29-S-2853-02-001-01-00-08-86) में विविध न्याय निर्णय के आलोक में झारखण्ड आकस्मिकता निधि (JCF) के माध्यम से राशि रु० 146,00,00,000/- (एक सौ छियालीस करोड़ रूपये) मात्र अग्रिम की स्वीकृति दी गई।

★ वित्त विभागीय IFMS पोर्टल के साथ Silent Bank Account Verification (Bank Account Verification-V1) तथा Online PAN Verification (OPV) सेवाओं के integration हेतु झारखण्ड वित्त नियमावली के नियम 245 के आलोक में नियम-235 को शिथिल करते हुए Protean eGov Technologies Limited के मनोनयन की घटनोत्तर स्वीकृति एवं अनुबंध प्रारूप की स्वीकृति दी गई।

★  गुमला जिलान्तर्गत "घाघरा से जोकारी भाया रन्हे, कुण्डो, रूकीघाटी (बिशुनपुर) पथ (कुल लंबाई-19.100 कि०मी०) को ग्रामीण कार्य विभाग से पथ निर्माण विभाग को हस्तांतरित करते हुए चौड़ीकरण एवं मजबूतीकरण कार्य (पुलों के निर्माण, भू-अर्जन, R&R एवं यूटिलिटी शिफ्टिंग सहित)" हेतु रू0 101,77,37,700/- (एक सौ एक करोड़ सतहत्तर लाख सैंतीस हजार सात सौ रू०) मात्र की प्रशासनिक स्वीकृति दी गई।

★  विनोबाभावे विश्वविद्यालय, हजारीबाग अंतर्गत रामगढ़ जिले में माण्डु विधान सभा अंतर्गत डिग्री महाविद्यालय, माण्डु, रामगढ़ के निर्माण कार्य हेतु रु० 40,14,96,500/- (चालीस करोड़ चौदह लाख छियानवे हजार पाँच सौ) मात्र की प्रशासनिक स्वीकृति दी गई।

★ झारखण्ड राज्यान्तर्गत अनुसचित जनजाति, अनुसूचित जाति, अल्पसंख्यक एवं पिछड़ा वर्ग कल्याण विभाग के नियंत्रणाधीन छात्रावास निर्माण, संचालन एवं प्रबंधन हेतु झारखण्ड अनुसूचित जाति / अनुसूचित जनजाति / पिछड़ा जाति एवं अल्पसंख्यक छात्रावास पोषण योजना, 2024 में संशोधन की स्वीकृति दी गई।

★  राज्य के पंचायती राज संस्थाओं के क्षेत्राधिकार के लिए अंगीकृत झारखण्ड बिल्डिंग बायलॉज-2016 में संशोधन (प्रथम संशोधन) की स्वीकृति दी गई।

★ राज्य के दूरस्थ स्थानों से गंभीर मरीजों को अल्प समय में बेहतर चिकित्सा सुविधा उपलब्ध कराने के निमित्त हेलीकॉप्टर के माध्यम से एम्बुलेंस सेवा (Helicopter Emergency Medical Service-HEMS) उपलब्ध कराने हेतु 01 Single Engine हेलीकॉप्टर की सेवा प्राप्त करने के प्रस्ताव पर मंत्रिपरिषद् की स्वीकृति दी गई।

★ माननीय झारखण्ड उच्च न्यायालय अन्तर्गत दायर वाद संख्या-WPS No. 3878/2025, जयनाथ यादव बनाम झारखण्ड राज्य एवं अन्य में पारित आदेश के अनुपालन के क्रम में श्री जयनाथ यादव की सेवा नियमित एवं सम्पुष्ट करते हुए उन्हें अनुमान्य ACP/MACP का लाभ प्रदान किये जाने की स्वीकृति दी गई।

★ भारत सरकार द्वारा केन्द्रीय सड़क एवम् आधारभूत संरचना निधि (Central Road and Infrastructure Fund) अन्तर्गत स्वीकृत पूर्वी सिंहभूम जिलान्तर्गत "भुईंयांसिनान से सुसनी भाया हाथीखेदा मंदिर पथ के पुनर्निर्माण कार्य (कुल लं०-22.445 कि०मी०) (under CRIF & Job No. CRF-JHR-2022-23/58)" हेतु कुल रू० 102,40,37,300/-(एक सौ दो करोड़ चालीस लाख सैंतीस हजार तीन सौ) मात्र की राशि पर प्रशासनिक स्वीकृति एवं इसमें सन्निहित राशि रू० 21,53,64,900/- (इक्कीस करोड़ तिरपन लाख चौंसठ हजार नौ सौ) मात्र को राज्यांश की राशि के रूप में वहन किये जाने की स्वीकृति दी गई।

★ माननीय झारखण्ड उच्च न्यायालय द्वारा LPA No.- 716/2023 को dismiss कर देने के फलस्वरूप Cont. Case(Civil) No. 623/2024 में दिनांक-01.05.2026 एवं W.P.(S) No. 6481/2014 में दिनांक-11.04.2023 को पारित न्यायादेश के आलोक में श्री राज किशोर प्रसाद, तदेन सहायक निदेशक, गुण नियंत्रण, पथ अवर प्रमण्डल, पथ प्रमण्डल, गिरिडीह संप्रति सेवानिवृत्त के विरुद्ध अधिरोपित दण्डादेश एवं अपील अभ्यावेदन अस्वीकृति से संबंधित विभागीय अधिसूचना को माननीय सर्वोच्च न्यायालय में दायर होने वाले SLP के फलाफल से प्रभावित होने के शर्त के साथ विलोपित करने की स्वीकृति दी गई।

★ सिकल सेल रोग, थैलेसीमिया, हीमोफिलिया, टाइप 1 मधुमेह, अन्य गैर-संक्रामक रोगों (Non-Communicable Diseases) से प्रभावित तथा दिव्यांग बच्चों को विद्यालयों के बोर्ड परीक्षा में शामिल होने के लिए 75 प्रतिशत आवश्यक उपस्थिति में छूट हेतु मानक संचालन प्रक्रिया (SoP) की स्वीकृति दी गई।

★  माननीय सर्वोच्च न्यायालय, नई दिल्ली द्वारा एस०एल०पी० (सि०) संख्या-26265-26266/2025 झारखंड सरकार एवं अन्य बनाम गरीबनाथ मिश्रा एवं वाद को दिनांक 12.09.2025 को खारिज किए जाने के आलोक में माननीय उच्च न्यायालय द्वारा डब्ल्यू०पी० (एस०) सं०-2589/2020 एवं अन्य समरूप वाद में दिनांक 19.09.2023 को पारित न्यायादेश के अनुपालन हेतु सुसंगत प्रावधानों का निरूपण की स्वीकृति दी गई।

★ माननीय झारखण्ड उच्च न्यायालय अन्तर्गत दायर वाद यथा 1. वाद संख्या WPS No.6408/2017, जयन्त कुमार प्रधान बनाम झारखण्ड राज्य एवं अन्य 2. WPS No.6485/2017, अभिषेक तिर्की बनाम झारखण्ड राज्य एवं अन्य एवं 3. ★ वित्तीय वर्ष 2026-27 से 2029-30 तक राज्य योजनान्तर्गत Proposed SNMMCH College & Teaching Hospital, Dhanbad: Holistic Augmenatation & Redevelopment at Dhanbad के अंतर्गत Upgradation of Existing Medical College & Teaching Hospital, Existing 100 UG Seats Upgradation to 250 UG Seats to 200 PG Seats & 16 Post PG Seats to 50 Post PG Seats Along with other Allied Infrastructure & Services (Part-2) की योजना हेतु कुल 1,94,73,42,600/- (एक अरब चौरानवे करोड़ तिहतर लाख बयालीस हजार छः सौ) रूपये मात्र की लागत पर प्रशासनिक स्वीकृति प्रदान करने की स्वीकृति दी गई।

★  वित्तीय वर्ष 2026-2027 में माननीय झारखण्ड उच्च न्यायालय के स्तर पर गठित झारखण्ड अधिवक्ता कल्याण निधि न्यासी समिति के अंतर्गत निबंधित अधिवक्ताओं के लिए छात्रवृत्ति/वजीफा मद में आवंटित निधि रू0 12,92,00,000/- (बारह करोड़ बेरानवें लाख रूपये मात्र) में से रू० 6,92,00,000/- (छहः करोड़ बानवे लाख रूपये मात्र) को प्रत्यर्पित करते हुए सहायता अनुदान सामान्य (गैर वेतन) मद में 12,32,00,000/- (बारह करोड़ बत्तीस लाख रूपये मात्र) का उपबंध झारखंड राज्य आकस्मिकता निधि से अग्रिम के रूप में कराने की स्वीकृति दी गई।

★ आदित्यपुर नगर निगम के नए म्युनिसिपल बिल्डिंग के निर्माण हेतु 39,67,09,000 (39 करोड़ 67 लाख 09 हजार रुपए) की तकनीकी स्वीकृति प्राप्त प्राक्कलन पर प्रशासनिक स्वीकृति दी गई।

★  भारत के नियंत्रक महालेखापरीक्षक का झारखण्ड में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गांरटी योजना के कार्यान्वयन और झारखण्ड में जल जीवन मिशन के कार्यान्वयन पर प्रतिवेदन, वर्ष 2026 की प्रतिवेदन संख्या-5 (संयुक्त निष्पादन लेखापरीक्षा-सिविल) को झारखण्ड विधान सभा के पटल पर आगामी सत्र में उपस्थापन की स्वीकृति दी गई।

★  केन्द्र प्रायोजित मिशन सक्षम आँगनबाड़ी एवं पोषण 2.0 के तहत् पूरक पोषाहार कार्यक्रम (SNP) तथा किशोरी बालिकाओं के लिए योजना (SAG) अन्तर्गत लाभार्थियों को Take Home Ration (THR) स्वरूप Micronutrient Fortified Food and/or Energy Dense Food (MFEDF) के निर्बाध वितरण सुनिश्चित कराने के उद्देश्य से इन योजनाओं के तहत् एतद् सामग्रियों का वर्ष-2026 के फरवरी एवं मार्च महीने में इसके आपूर्तिकर्ताओं से प्राप्त आपूर्ति का विनियमन तथा छह (06) माह के लिए अथवा निविदा कार्य निष्पादनोपरांत कार्यादेश निर्गमण की तिथि तक (जो पहले घटित हो जाय) के लिए आपूर्ति इसके गत् निर्माणकर्त्ता-सह-आपूर्तिकर्त्ता से प्राप्त करने हेतु इन आपूर्तिकर्ताओं यथा मेसर्स इंटरलिंक फूड्स प्रा०लि०, मेसर्स आदित्य फ्लॉर मिल एवं मेसर्स कोटा दाल मिल का झारखण्ड वित्त नियमावली के नियम-245 के तहत् नियम-235 को शिथिल करते हुए मनोनयन की स्वीकृति दी गई।

★ माननीय सर्वोच्च न्यायालय द्वारा S.L.P. (C) No.- 25207-25208/2023 में दिनांक-19.05.2026 को पारित न्यायादेश के आलोक में बिहार राज्य वस्त्र निगम लिमिटेड, पटना के अधीन संचालित ईकाई में कार्यरत रहे कर्मियों का सरकारी सेवा में समायोजन की स्वीकृति दी गई।

★ श्रीमती शोभा मुर्मू, सहायक शिक्षिका, राजकीय कन्या उच्च विद्यालय, दुमका की नियुक्ति की वैधता के संबंध में अन्य समरूप मामलों के सदृश सी.बी. आई. के जाँच प्रतिवेदन में अवैध / अनियमित नियुक्ति घोषित शिक्षकों के विरुद्ध की गई विभागीय कार्रवाई के फलाफल के विरुद्ध दायर याचिकाओं में माननीय उच्चतम् / उच्च न्यायालय द्वारा पारित आदेशों के प्रसंग में उन्हें सेवा में पुनर्स्थापित कर / मानते हुए परिणामी लाभ एवं पेंशनादि की स्वीकृति दी गई।

★ झारखण्ड राज्य में गिरिडीह पूर्वी वन प्रमण्डल एवं दुमका वन प्रमण्डल के अंतर्गत प्रस्तावित दो नए चिड़ियाघर एवं भविष्य में भी झारखण्ड राज्य में बनने वाले चिड़ियाघरों, जंगल सफारी एवं वन्यप्राणी रेस्क्यू केन्द्रों के निर्माण, प्रबंधन एवं रख-रखाव की जिम्मेवारी को झारखण्ड चिड़ियाघर प्राधिकरण (Jharkhand Zoo Authority) के क्षेत्राधिकार में शामिल करने के निमित झारखण्ड चिड़ियाघर प्राधिकरण के Bye-laws में अन्य संशोधन करने की स्वीकृति दी गई।

★ दुमका अंतर्गत "kherabani (SH -15) Ranighaghar (ADB) road (कुल लं0-9.172 कि०मी०) को ग्रामीण कार्य विभाग से पथ निर्माण विभाग को हस्तांतरित करते हुए चौड़ीकरण एवं मजबूतीकरण / पुनर्निर्माण कार्य (वृक्षारोपण, भू-अर्जन एवं Utility Shifting सहित)" हेतु रू० 53,73,14,700/- (तिरपन करोड़ तिहत्तर लाख चौदह हजार सात सौ रूपये) मात्र की प्रशासनिक स्वीकृति प्रदान करने की स्वीकृति दी गई।

★  डॉ० राम नाथ राम, तदेन निलंबित अवर प्रमण्डल पशुपालन पदाधिकारी, लोहरदगा (मुख्यालय-पशु स्वास्थ्य एवं उत्पादन संस्थान, काँके, राँची / क्षेत्रीय निदेशक पशुपालन कार्यालय, राँची) सम्प्रति दिनांक-30.11.2016 को निलम्बन में ही सेवानिवृत्त को विभागीय अधिसूचना संख्या-1197 दिनांक-17. 10.2025 से अधिरोपित पूर्ण पेंशन एवं उपादान के भुगतान पर रोक के दण्ड पर माननीय झारखण्ड उच्च न्यायालय द्वारा LPA No. 32/2023 में दिनांक-13.08.2024 एवं Cont. case (Civil) No.-978/2025 में दिनांक-13.03.2026 को पारित न्यायादेश के आलोक में नया आदेश पारित करने की स्वीकृति दी गई।

★ षष्ठम झारखण्ड विधानसभा का षष्ठम् (मानसून) सत्र 06.08.2026 से 12.08.2026 तक आहूत किये जाने संबंधी औपबंधिक कार्यक्रम पर मंत्रिपरिषद् की स्वीकृति दी गई।

★ विभागीय संकल्प संख्या 2215 दिनांक 29.10.2020 द्वारा स्वीकृत आदर्श विद्यालय योजना का अवधि विस्तार आगामी पाँच वर्षों (वर्ष 2025-26 से 2029-30) तक करने की घटनोत्तर स्वीकृति दी गई।

★ राज्य के माध्यमिक एवं उच्चतर माध्यमिक विद्यालयों में झारखण्ड ई-शिक्षा कनेक्ट प्रोग्राम के अन्तर्गत आगामी 05 वर्षों हेतु Al-powered Virtual Classrooms with student analytics के संदर्भ में 02 केन्द्रीय स्टूडियों, 05 प्रमण्डल के 05 डायट में क्षेत्रीय स्टूडियों तथा 1000 माध्यमिक एवं उच्चतर माध्यमिक विद्यालयों में कार्यक्रम के क्रियान्वयन हेतु Al-powered Virtual Classrooms की अधिष्ठापना एवं आगामी 05 वर्षों के संचालन के लिये रु.1,76,07,85,560/- (एक अरब छिहत्तर करोड़ सात लाख पचासी हजार पाँच सौ साठ रूपये) मात्र की लागत पर प्रशासनिक स्वीकृति तथा चालू वित्तीय वर्ष में अनावर्ती मद में रू. 56,07,85,560/- (छप्पन करोड़ सात लाख पचासी हजार पाँच सौ साठ रूपये) मात्र तथा आवर्ती मद में रू० 24,00,00,000/-(चौबीस करोड़ रूपये) मात्र अर्थात् कुल रू० 80,07,85,560/- (अस्सी करोड़ सात लाख पचासी हजार पाँच सौ साठ रूपये) मात्र के व्यय की स्वीकृति दी गई।

★ अवमाननावाद संख्या Contempt Case (Civil) No. 1059/2024 (वाद संख्या WP(S) 877/2018 से उद्भूत) श्री कृष्ण मुरारी एवं अन्य बनाम राज्य सरकार एवं अन्य वाद में माननीय उच्च न्यायालय द्वारा पारित न्यायादेश के आलोक में वाद संख्या WP(S) 877/2018 के Petitioners को विभागीय अधिसूचना संख्या 122 दिनांक 21.01.2015 द्वारा CAS के तहत दिये गए प्रोन्नति का लाभ देय तिथियों से स्वीकृत करने की स्वीकृति दी गई।

★  प्रधान महालेखाकार (ले. एवं हक़.) कार्यालय, झारखण्ड, राँची में राज्य कर्मियों से संबंधित कार्यों एवं रिकॉडों हेतु जारी डिजिटलीकरण प्रक्रिया के क्रम में तृतीय चरण (Third Phase) के रूप में रु० 46,85,000.00 (छियालीस लाख पचासी हजार रुपये मात्र) का वित्तीय सहायता की स्वीकृति दी गई।

★ वित्तीय वर्ष 2025-26 में माँग संख्या-29 के मुख्यशीर्ष-2853-अलौह खनन और धातु कर्म उद्योग, उपमुख्य शीर्ष 02-खानों का विनियमन और विकास, लघु शीर्ष-001-निदेशन तथा प्रशासन, उप शीर्ष-01-खनन स्थापना अन्तर्गत "86-वापसी" ईकाई (विपत्र कोड-29-S-2853-02-001-01-00-08-86) में विविध न्याय निर्णय के आलोक में झारखण्ड आकस्मिकता निधि (JCF) के माध्यम से राशि रु० 146,00,00,000/- (एक सौ छियालीस करोड़ रूपये) मात्र अग्रिम की स्वीकृति दी गई।

★ वित्त विभागीय IFMS पोर्टल के साथ Silent Bank Account Verification (Bank Account Verification-V1) तथा Online PAN Verification (OPV) सेवाओं के integration हेतु झारखण्ड वित्त नियमावली के नियम 245 के आलोक में नियम-235 को शिथिल करते हुए Protean eGov Technologies Limited के मनोनयन की घटनोत्तर स्वीकृति एवं अनुबंध प्रारूप की स्वीकृति दी गई।

★  गुमला जिलान्तर्गत "घाघरा से जोकारी भाया रन्हे, कुण्डो, रूकीघाटी (बिशुनपुर) पथ (कुल लंबाई-19.100 कि०मी०) को ग्रामीण कार्य विभाग से पथ निर्माण विभाग को हस्तांतरित करते हुए चौड़ीकरण एवं मजबूतीकरण कार्य (पुलों के निर्माण, भू-अर्जन, R&R एवं यूटिलिटी शिफ्टिंग सहित)" हेतु रू0 101,77,37,700/- (एक सौ एक करोड़ सतहत्तर लाख सैंतीस हजार सात सौ रू०) मात्र की प्रशासनिक स्वीकृति दी गई।

★ रांची अंतर्गत "टांगरबसली मोड़ (RCD पथ पर) से बोबरो मोड़ (RCD पथ पर) माया परयागो, बिसहाखटंगा, डुमरी पथ (कुल लम्बाई 11.576 कि०मी०) को ग्रामीण कार्य विभाग से पथ निर्माण विभाग को हस्तांतरित करते हुए चौड़ीकरण, मजबूतीकरण एवं पुनर्निर्माण कार्य (भू-अर्जन, युटिलिटी शिफ्टींग, R&R एवं वृक्षारोपण सहित)" हेतु रू० 63,77,13,300/- (तिरसठ करोड़ सतहत्तर लाख तेरह हजार तीन सौ रू०) मात्र की प्रशासनिक स्वीकृति दी गई।

★ गुमला जिलान्तर्गत "परवल RCD पथ से करंज पथ भाया पहाड़बंगरू, चीतागुटू, कानारोआ, बैरीटोली, नया करंज थाना (कुल लंबाई-14.251 कि0मी0) को ग्रामीण कार्य विभाग से पथ निर्माण विभाग को हस्तांतरित करते हुए चौड़ीकरण, मजबूतीकरण एवं पुनर्निर्माण कार्य (भू-अर्जन, Plantation, Utility Shifting एवं R&R सहित)" हेतु रू0 76,75,18,900/-(छिहत्तर करोड़ पचहत्तर लाख अठारह हजार नौ सौ रू०) मात्र की प्रशासनिक स्वीकृति दी गई।
