कर्नाटक में हिरासत के दौरान बीजेपी महिला कार्यकर्ता से बदसलूकी, पुलिस पर सनसनीखेज आरोप

कर्नाटक के हुब्बली शहर में मंगलवार को पुलिस हिरासत के दौरान एक भाजपा महिला कार्यकर्ता से मारपीट का मामला सामने आया। महिला ने कपड़े फाड़े जाने का भी आरोप लगाया है। बीजेपी कार्यकर्ता को कांग्रेस पार्षद की शिकायत पर हिरासत में लिया गया था।

  





घटना से जुड़ा वीडियो सामने आया है, जिसमें महिला कार्यकर्ता को बस के अंदर पुरुष और महिला पुलिसकर्मियों से घिरा देखा जा सकता है। आरोप है कि हिरासत के दौरान महिला ने पुलिस कार्रवाई पर आपत्ति जताई और विरोध किया। इसके बाद पुलिसकर्मियों ने उसके साथ मारपीट की। इस दौरान उसके कपड़े भी फट गए।





विरोध करने पर काउंटर केस दर्ज

पुलिस का कहना है कि हिरासत के दौरान महिला ने विरोध किया और पुलिसकर्मियों के साथ दुर्व्यवहार किया। इसके बाद पुलिस ने महिला के खिलाफ काउंटर शिकायत दर्ज की।पुलिस ने बताया कि महिला के खिलाफ दर्ज मामलों में भारतीय दंड संहिता की धारा 307 के तहत मामला भी शामिल है।





कांग्रेस पार्षद की शिकायत के बाद गिरफ्तारी

जानकारी के अनुसार, कांग्रेस पार्षद सुवर्णा कल्लाकुंतला की शिकायत के आधार पर महिला को हिरासत में लिया गया था। यह विवाद राज्य में मतदाता सूची पुनरीक्षण प्रक्रिया के दौरान शुरू हुआ, जिसमें बीजेपी और कांग्रेस कार्यकर्ताओं के बीच पहले भी टकराव हुआ था। सूत्रों के अनुसार, महिला पूर्व में कांग्रेस कार्यकर्ता रही हैं और हाल ही में उन्होंने बीजेपी जॉइन किया था। आरोप है कि उन्होंने कुछ मतदाताओं के नाम हटाने में अधिकारियों की मदद की, जिससे राजनीतिक तनाव बढ़ा।





बीजेपी ने महिला सुरक्षा पर उठाया सवाल

भाजपा के राष्ट्रीय प्रवक्ता शहजाद पूनावाला ने ट्वीट कर कर्नाटक में महिला सुरक्षा को लेकर गंभीर सवाल उठाए हैं। उन्होंने कहा कि अगर किसी महिला की मर्यादा भंग की जाए, उसके कपड़े फाड़े जाएं और पुलिस द्वारा इस तरह से मारपीट की जाए, तो यह साफ दिखाता है कि कांग्रेस शासन में महिलाओं की सुरक्षा की क्या हालत है। उन्होंने तंज कसते हुए पूछा, "क्या यही है ‘लड़की हूं, लड़ सकती हूं’?" क्या यही राजनीतिक असहमति का अधिकार है कि एक भाजपा की महिला कार्यकर्ता के साथ ऐसा व्यवहार किया जाए? शहजाद पूनावाला ने इस घटना को शर्मनाक बताते हुए कहा कि कांग्रेस पार्टी के शासन में महिलाएं अब सुरक्षित नहीं हैं और इस तरह की घटनाएं बेहद निंदनीय हैं।

कर्नाटक सरकार की एक एजेंसी की स्टडी में दावा किया गया है कि राज्य के 91% लोग मानते हैं कि भारत में चुनाव स्वतंत्र और निष्पक्ष तरीके से कराए जाते हैं और ईवीएम सटीक नतीजे देती हैं। यह रिपोर्ट कर्नाटक मॉनिटरिंग एंड इवैल्यूएशन अथॉरिटी ने प्रकाशित की है। यह सर्वे ऐसे समय आया है, जब कांग्रेस सांसद राहुल गांधी भाजपा पर कई राज्यों में ‘वोट चोरी’ का लगातार आरोप लगा रहे हैं। वे कर्नाटक के कलबुर्गी में भी वोट चोरी का दावा कर चुके हैं।

  


कर्नाटक की सिद्धारमैया सरकार ने ईवीएम पर एक सर्वे पब्लिश कराया है। इस सर्वे में पता चला कि अधिकतर नागरिकों का मानना है कि भारत में चुनाव स्वतंत्र और निष्पक्ष होते हैं, जबकि ईवीएम यानी इलेक्ट्रॉनिक वोटिंग मशीनों पर लोगों का भरोसा बढ़ा है। सर्वे में करीब 91 फीसदी लोगों ने ईवीएम पर अपना भरोसा दिखाया है।

  

सर्वे में क्या ?
डेक्कन हेराल्ड की एक रिपोर्ट के अनुसार, यह सर्वे मुख्य चुनाव अधिकारी वी. अंबुकुमार ने करवाया था।  इसमें बेंगलुरु, बेलगावी, कालाबुरागी और मैसूरु के प्रशासनिक डिवीजनों में 102 विधानसभा क्षेत्रों के 5100 लोगों को शामिल किया गया था। योजना, कार्यक्रम निगरानी और सांख्यिकी विभाग के तहत कर्नाटक निगरानी और मूल्यांकन प्राधिकरण द्वारा प्रकाशित रिपोर्ट में पता चला कि सभी डिवीजनों में 91.31 प्रतिशत उत्तरदाताओं ने इस बात पर सहमति जताई कि भारत में चुनाव स्वतंत्र और निष्पक्ष तरीके से कराए जाते हैं, जिनमें से 6.76 प्रतिशत ने तटस्थ राय व्यक्त की।

अब राहुल गांधी का “वोट चोरी” के नरेटिव का क्या?
कर्नाटक सरकार के सर्वे के नतीजे कांग्रेस और राहुल गांधी के खिलाफ हैं। कारण कि राहुल गांधी ने प्रधानमंत्री नरेंद्र मोदी के नेतृत्व वाली भाजपा के खिलाफ खिलाफ वोट चोरी कैंपेन की शुरुआत की थी। राहुल गांधी ने दावा किया था कि ईवीएम से वोट चोरी होती है और बैलेट पेपर से चुनाव कराए जाने चाहिए। रिपोर्ट्स के मुताबिक, कर्नाटक में कांग्रेस सरकार ने ईवीएम पर कथित भरोसे की कमीके कारण स्थानीय निकाय चुनावों के लिए बैलेट पेपर वापस लाने का फैसला किया है।

बीजेपी ने बोला हमला
इधर, कर्नाटक सरकार द्वारा सर्वे को प्रकाशित करने के बाद बीजेपी प्रवक्ता शहजाद पूनावाला ने सर्वे रिपोर्ट रिपोर्ट का हवाला देते हुए शुक्रवार दावा किया कि लोकसभा में विपक्ष के नेता को हर बार चुनाव हारने के बाद ईवीएम या चुनाव आयोग को दोष देने पर 'हकीकत का सामना' करना पड़ता है। पूनावाला ने कहा कि राहुल गांधी चुनाव हारने के बाद ईवीएम और चुनाव आयोग को दोष देते हैं।

दिल्ली पुलिस ने कर्नाटक के डिप्टी सीएम डीके शिवकुमार को नेशनल हेराल्ड मामले में एक नोटिस भेजा है। इस नोटिस के जरिए पुलिस उनसे वित्तीय और लेन-देन से जुड़ी जानकारी मांग रही है। शिवकुमार ने इसे उत्पीड़न बताते हुए कहा कि वे पहले ही सभी जानकारी दे चुके हैं और यह सिर्फ कांग्रेस नेताओं को परेशान करने की साजिश है।

  

29 नवंबर को भेजा गया नोटिस
29 नवंबर को भेजे गए नोटिस में उन्हें 19 दिसंबर तक पेश होने या सभी मांगी गई जानकारी देने का आदेश दिया गया है। जांचकर्ताओं ने उनके पर्सनल बैकग्राउंड, कांग्रेस से जुड़ाव, और यंग इंडिया को कथित तौर पर ट्रांसफर किए गए फंड्स का भी पूरा विवरण मांगा है। इसके अलावा बैंक ट्रांसफर का उद्देश्य और इन फंड्स के स्रोत का विवरण आदि शामिल हैं।

नोटिस पर क्या बोले डीके शिवकुमार?
नोटिस के बाद कर्नाटक के डिप्टी सीएम डीके शिवकुमार ने कहा, यह मेरे लिए बहुत चौंकाने वाली बात है। मैंने ईडी को सारी डिटेल्स दे दी थीं, ईडी ने मुझे और मेरे भाई को भी बुलाया था। हमने सभी नोटिस का जवाब दिया था। इसमें कुछ भी गलत नहीं है, यह हमारी संस्था है। हम कांग्रेसी होने के नाते इस संस्था का भी समर्थन करते हैं, इसमें छिपाने जैसा कुछ नहीं है।

रॉयल चैलेंजर्स बैंगलोर के आईपीएल 2025 की ट्रॉफी जीतने की खुशी में बेंगलुरु में समारोह का आयोजन किया गया था। इस दौरान भगदड़ मच गई जिसमें 11 लोगों की मौत हो गई और 50 से अधिक घायल हो गए थे। अब इस मामले में कर्नाटक सरकार ने हाई कोर्ट को अपनी रिपोर्ट सौंप दी है। चिन्नास्वामी भगदड़ के मामले में जांच की स्टेटस रिपोर्ट में सारा दोष आरसीबी प्रबंधन पर डाला गया है। सरकार ने उच्च न्यायालय को सौंपी अपनी रिपोर्ट में कहा है कि फ्रेंचाइजी ने विजय परेड का आयोजन एकतरफा और पुलिस की पूर्व अनुमति के बिना किया था।

  

पुलिस के इनकार के बाद आरसीबी ने इवेंट को आगे बढ़ाया
कर्नाटक सरकार की रिपोर्ट में कहा गया है कि आरसीबी ने तीन जून को अहमदाबाद में अपनी जीत के बाद सोशल मीडिया पर सुबह 7:01 बजे एक पोस्ट के जरिए मुफ्त प्रवेश और विक्ट्री परेड की घोषणा की। यह परेड विधान सौधा से शुरू होकर चिन्नास्वामी स्टेडियम पर खत्म होनी थी। यह घोषणा बिना पुलिस की अनुमति के की गई थी। कर्नाटक राज्य क्रिकेट संघ ने तीन जून की शाम 6:30 बजे पुलिस से अनुमति मांगी थी, लेकिन अपेक्षित भीड़, व्यवस्था और संभावित जोखिमों की जानकारी न होने के कारण कब्बन पार्क पुलिस स्टेशन के इंस्पेक्टर ने अनुमति देने से इनकार कर दिया था। इसके बावजूद आरसीबी ने अपने इवेंट को आगे बढ़ाया, जिसके परिणामस्वरूप भारी भीड़ जमा हुई और गेट नंबर 1, 2 और 21 पर भगदड़ मच गई।

रिपोर्ट में आरसीबी और उसके आयोजकों की ओर से कई चूकों पर प्रकाश डाला गया है, जिसमें सोशल मीडिया पोस्ट भी शामिल हैं। फ्रेंचाइजी ने 4 जून को सुबह 7:01 बजे सोशल मीडिया के माध्यम से प्रशंसकों के लिए एक खुला निमंत्रण पोस्ट किया, जिसमें विजय परेड के लिए मुफ्त सार्वजनिक प्रवेश की घोषणा की गई। सुबह 8 बजे एक और पोस्ट किया गया। सुबह 8:55 बजे, आरसीबी के आधिकारिक हैंडल पर विराट कोहली का एक वीडियो पोस्ट किया गया, जिसमें प्रशंसकों को टीम के साथ जश्न मनाने के लिए आमंत्रित किया गया था। रिपोर्ट में कहा गया है- इसके बाद 04.06.2025 को सुबह 8:55 बजे, आरसीबी ने आरसीबी टीम के एक प्रमुख खिलाड़ी विराट कोहली का एक वीडियो क्लिप आरसीबी के आधिकारिक हैंडल पर साझा किया, जिसमें उन्होंने कहा कि टीम इस जीत का जश्न बेंगलुरु शहर के लोगों और आरसीबी प्रशंसकों के साथ 04.06.2025 को बेंगलुरु में मनाना चाहती थी।

साउथ सुपरस्टार कमल हासन को कर्नाटक हाईकोर्ट ने फटकार लगाई है। कोर्ट ने उनकी ‘कन्नड़ की उत्पत्ति तमिल से’ वाली टिप्पणी को लेकर तीखी फटकार लगाई।कोर्ट ने कमल हासन को लेकर कहा है कि आप बेशक कमल हासन होंगे लेकिन आपको किसी की भावनाएं आहत करने का कोई हक नहीं है।

  

हासन का बयान असंवेदनशील और विभाजनकारी
जस्टिस एम नागप्रसन्ना की बेंच ने कहा कि कोई भी भावनाओं को ठेस पहुंचाने का हकदार नहीं है। उन्होंने आगे कहा कि जल, भूमि और भाषा, ये तीनों हर नागरिक की पहचान से जुड़ी होती हैं। देश का विभाजन भी भाषायी आधार पर हुआ था। कोर्ट ने हासन के बयान को असंवेदनशील और विभाजनकारी बताया।

हाईकोर्ट ने की सवालों की बौछार
सुनवाई के दौरान कोर्ट ने कमल हासन से सवालों की बौछार कर दी। कोर्ट ने पूछा कि क्या आप इतिहासकार हैं या भाषाविद्? आप किस आधार पर यह बात कह रहे हैं? कोर्ट ने यह भी कहा कि एक माफी से सब कुछ सुलझ सकता था। राजगोपालाचारी ने भी ऐसी टिप्पणी की थी, लेकिन उन्होंने माफी मांग ली थी। कोर्ट ने उनकी अभिव्यक्ति की आजादी के दावे पर कड़ा प्रहार करते हुए कहा कि अभिव्यक्ति की आजादी के नाम पर कुछ भी नहीं बोला जा सकता।

क्या है पूरा मामला?
एक्टर कमल हासन ने कहा था, कन्नड़ भाषा का जन्म तमिल से हुआ है। इस बयान के बाद कर्नाटक सरकार ने उनकी अपकमिंग फिल्म ठग लाइफ की रिलीज पर रोक लगा दी थी। कर्नाटक फिल्म चैंबर ऑफ कॉमर्स (KFCC) के इस फैसले के खिलाफ एक्टर ने कर्नाटक हाईकोर्ट में अपील की है। फिल्म 5 जून को देशभर में रिलीज होनी है।
कमल हासन के प्रोडक्शन हाउस राज कमल फिल्म्स इंटरनेशनल के चीफ एग्जीक्यूटिव ऑफिसर ने याचिका में कोर्ट से कर्नाटक सरकार, पुलिस डिपार्टमेंट और फिल्म ट्रेड बॉडीज को फिल्म की रिलीज में बाधा न डालने का निर्देश देने की अपील की है। याचिका में पुलिस महानिदेशक और शहर के पुलिस आयुक्त को स्क्रीनिंग के लिए पर्याप्त सुरक्षा व्यवस्था सुनिश्चित करने के निर्देश देने की भी मांग की गई है।

कमल हासन के बयान के बाद बवाल
24 मई को आयोजित हुए फिल्म के ऑडियो लॉन्च इवेंट के दौरान कमल हासन ने कहा था कि कन्नड़ भाषा तमिल से ही जन्मी है। कन्नड़ भाषा पर दिया गया कमल हासन का बयान सामने आने के बाद पूरे कर्नाटक में उनका विरोध शुरू हो गया। कई जगह उनके पोस्टर जलाए गए और उनकी फिल्म की रिलीज रोके जाने की मांग होने लगी।

कर्नाटक में जाति जनगणना को लेकर बवाल मचा हुआ है। जनगणना के आंकड़े लीक होने के बाद कई समुदाय नाराज हैं। खासकर, ताकतवर माने जाने वाले समुदायों में गुस्सा है। इस जनगणना के संभावित आंकड़ों के लीक होने के बाद प्रदेश के दो प्रभावशाली समुदायों वोक्कालिगा और लिंगायतों में खलबली मची हुई है। इस वजह से कांग्रेस में भी फूट पड़ गई है। कई नेता इस जनगणना को 'अवैज्ञानिक' बता रहे हैं। वे सरकार से इसे रद्द करने की मांग कर रहे हैं।

  

कर्नाटक में जातिगत सर्वे की लीक रिपोर्ट में पिछड़ी जातियों (ओबीसी) का आरक्षण 32% से बढ़ाकर 51% करने और मुस्लिम समुदाय के लिए आरक्षण 4% से बढ़ाकर 8% करने की सिफारिश की गई है। लीक हुई जातिगत सर्वे रिपोर्ट के आंकड़ों अनुसार, मुसलमानों को राज्य की सबसे बड़ी आबादी वाला समूह बताया गया है। इसमें मुसलमानों की आबादी 75.2 लाख है। यानी, राज्य की आबादी में मुसलमानों की हिस्सेदारी लगभग 12.6% है। यह आंकड़ा 2015 में हुए सर्वे का है। इसके बाद अनुसूचित जातियों (SC) और अनुसूचित जनजातियों (ST) का नंबर आता है। इसमें SC के लिए 15% और ST के लिए 7.5% आरक्षण शामिल है। वोक्कालिगा और लिंगायत जैसी पारंपरिक रूप से प्रभावशाली मानी जाने वाली जातियां जनसंख्या के लिहाज से अब पीछे दिखाई गई हैं। कैटेगरी III(A) में वोक्कालिगा और दो अन्य समुदाय शामिल हैं, जिनकी आबादी 73 लाख बताई गई है और उन्हें 7% आरक्षण दिया गया है। वहीं, कैटेगरी III(B) में लिंगायत समुदाय और पांच दूसरे समुदायों को जगह दी गई है, जिनकी जनसंख्या 81.3 लाख है और उन्हें 8% आरक्षण दिया गया है। यह वही जातियां हैं, जिनके समर्थन पर दशकों से कर्नाटक की राजनीति का संतुलन टिका रहा है। ऐसे में इन आंकड़ों ने सत्ताधारी कांग्रेस के भीतर दरार की आशंकाएं बढ़ा दी हैं।

कांग्रेस में नया कलह
लिंगायत का नेतृत्व कर रहे उद्योग और वाणिज्य मंत्री एमबी पाटिल ने लीक हुए आंकड़ों पर सवाल उठाया है। उन्होंने दावा करते हुए कि उनकी जनसंख्या अभी भी बहुत अधिक है। पाटिल ने तर्क दिया कि लिंगायतों के कई उप-जातियों ने आरक्षण के लाभ के लिए अपनी मूल जाति का उल्लेख किया है, न कि जनगणना में लिंगायत धर्म का। हालांकि वे लिंगायत धर्म का पालन करते हैं। वोक्कालिगा भी इसी तरह के दावे करते हैं उन्होंने आकड़ों को अवैज्ञानिक बताते हुए खारिज कर दिया।

डीके शिवकुमार के लिए ये रिपोर्ट क्यों सिरदर्द?
मुख्यमंत्री सिद्धारमैया और राहुल गांधी जैसे नेता इस रिपोर्ट को सामाजिक न्याय की दिशा में बड़ा कदम मान सकते हैं। लेकिन डिप्टी सीएम और कांग्रेस के प्रदेश अध्यक्ष डीके शिवकुमार, जो स्वयं वोक्कालिगा समुदाय से आते हैं, उनके लिए यह रिपोर्ट एक सियासी सिरदर्द बन गई है। शिवकुमार जैसे नेताओं की राजनीतिक शक्ति काफी हद तक उनकी जातिगत जनसंख्या के आधार पर तय होती रही है। अगर अब यह आधार ही कमजोर पड़ता दिखे, तो उनका राजनीतिक कद भी खतरे में पड़ सकता है।

क्या बड़े शहरों में महिलाओं से छेड़छाड़ जैसी घटनाएं आम बात हैं? सवाल अटपटा है, लेकिन जब एक समाज के एक जिम्मेदार शख्स को ऐसा लगता है तो सवाल लाजमी है। बेंगलुरु में 4 अप्रैल को दो लड़कियों के साथ छेड़छाड़ की घटना हुई। सीसीटीवी कैमरे में दिखा कि एक युवक दो लड़कियों के पास आता है और उनमें से एक को जबरदस्ती दीवार की ओर धक्का देता है, फिर वहां से भाग जाता है। इस घटना पर कर्नाटक के गृह मंत्री जी परमेश्वर ने कुछ ऐसा कह दिया है, जिसे लेकर बवाल खड़ा हो गया है।

  


कर्नाटक के गृह मंत्री जी परमेश्वर का कहना है कि इस तरह की घटनाएं बेंगलुरु जैसे बड़े शहरों में होती रहती हैं। हालांकि उन्होंने मामले को लेकर आरोपी के खिलाफ कार्रवाई करने की बात कही। साथ ही उन्होंने पुलिस को गश्त बढ़ाने का निर्देश दिया।

  

कर्नाटक के गृह मंत्री जी परमेश्वर से मामले में सवाल किया गया तो उन्होंने कहा, बारिश हो या सर्दी, हर स्थिति में पुलिस चौबीसों घंटे काम कर रही है। यही वजह है कि बेंगलुरु में शांति है। बेंगलुरु जैसे बड़े शहर में इस तरह की घटनाएं होती रहती हैं। उन्होंने कहा कि वह नियमित रूप से पुलिस आयुक्त को सतर्कता बरतने, बीट प्रणाली का नियमित रूप से पालन करने और निगरानी बढ़ाने के निर्देश देते हैं।

परमेश्वर ने कहा कि मैं उनको (पुलिस आयुक्त से) निर्देश देता हूं हर इलाके में अनुशासित और प्रभावी तरीके से गश्त होनी चाहिए। हम कानून के मुताबिक कार्रवाई करते हैं। बीट प्रणाली को बेहद प्रभावी बनाया जाना चाहिए। इसीलिए मैंने पुलिस आयुक्त को इस बारे में निर्देश दिया।

मामला है बेंगलूरू के सद्दुगुंटेपल्या के पास की। घटना सीसीटीवी कैमरे में रिकॉर्ड हो गई थी। पुलिस के अनुसार, तीन अप्रैल सुबह भारती लेआउट में दो महिलाएं टहल रही थीं, तभी एक व्यक्ति उनके पास आया और उनमें से एक को दीवार की तरफ धकेला और उससे छेड़छाड़ की। इसके बाद वह वहां से भाग गया। इस घटना के बाद दोनों लड़कियां रोते और चिल्लाते हुए दिख रही हैं। मामले में अब तक पीड़ित की तरफ से कोई शिकायत दर्ज नहीं की गई है। बेंगलुरु पुलिस ने खुद एक्शन लेते हुए मामला दर्ज किया है।

कर्नाटक में हिरासत के दौरान बीजेपी महिला कार्यकर्ता से बदसलूकी, पुलिस पर सनसनीखेज आरोप

कर्नाटक के हुब्बली शहर में मंगलवार को पुलिस हिरासत के दौरान एक भाजपा महिला कार्यकर्ता से मारपीट का मामला सामने आया। महिला ने कपड़े फाड़े जाने का भी आरोप लगाया है। बीजेपी कार्यकर्ता को कांग्रेस पार्षद की शिकायत पर हिरासत में लिया गया था।

  





घटना से जुड़ा वीडियो सामने आया है, जिसमें महिला कार्यकर्ता को बस के अंदर पुरुष और महिला पुलिसकर्मियों से घिरा देखा जा सकता है। आरोप है कि हिरासत के दौरान महिला ने पुलिस कार्रवाई पर आपत्ति जताई और विरोध किया। इसके बाद पुलिसकर्मियों ने उसके साथ मारपीट की। इस दौरान उसके कपड़े भी फट गए।





विरोध करने पर काउंटर केस दर्ज

पुलिस का कहना है कि हिरासत के दौरान महिला ने विरोध किया और पुलिसकर्मियों के साथ दुर्व्यवहार किया। इसके बाद पुलिस ने महिला के खिलाफ काउंटर शिकायत दर्ज की।पुलिस ने बताया कि महिला के खिलाफ दर्ज मामलों में भारतीय दंड संहिता की धारा 307 के तहत मामला भी शामिल है।





कांग्रेस पार्षद की शिकायत के बाद गिरफ्तारी

जानकारी के अनुसार, कांग्रेस पार्षद सुवर्णा कल्लाकुंतला की शिकायत के आधार पर महिला को हिरासत में लिया गया था। यह विवाद राज्य में मतदाता सूची पुनरीक्षण प्रक्रिया के दौरान शुरू हुआ, जिसमें बीजेपी और कांग्रेस कार्यकर्ताओं के बीच पहले भी टकराव हुआ था। सूत्रों के अनुसार, महिला पूर्व में कांग्रेस कार्यकर्ता रही हैं और हाल ही में उन्होंने बीजेपी जॉइन किया था। आरोप है कि उन्होंने कुछ मतदाताओं के नाम हटाने में अधिकारियों की मदद की, जिससे राजनीतिक तनाव बढ़ा।





बीजेपी ने महिला सुरक्षा पर उठाया सवाल

भाजपा के राष्ट्रीय प्रवक्ता शहजाद पूनावाला ने ट्वीट कर कर्नाटक में महिला सुरक्षा को लेकर गंभीर सवाल उठाए हैं। उन्होंने कहा कि अगर किसी महिला की मर्यादा भंग की जाए, उसके कपड़े फाड़े जाएं और पुलिस द्वारा इस तरह से मारपीट की जाए, तो यह साफ दिखाता है कि कांग्रेस शासन में महिलाओं की सुरक्षा की क्या हालत है। उन्होंने तंज कसते हुए पूछा, "क्या यही है ‘लड़की हूं, लड़ सकती हूं’?" क्या यही राजनीतिक असहमति का अधिकार है कि एक भाजपा की महिला कार्यकर्ता के साथ ऐसा व्यवहार किया जाए? शहजाद पूनावाला ने इस घटना को शर्मनाक बताते हुए कहा कि कांग्रेस पार्टी के शासन में महिलाएं अब सुरक्षित नहीं हैं और इस तरह की घटनाएं बेहद निंदनीय हैं।

कर्नाटक सरकार की एक एजेंसी की स्टडी में दावा किया गया है कि राज्य के 91% लोग मानते हैं कि भारत में चुनाव स्वतंत्र और निष्पक्ष तरीके से कराए जाते हैं और ईवीएम सटीक नतीजे देती हैं। यह रिपोर्ट कर्नाटक मॉनिटरिंग एंड इवैल्यूएशन अथॉरिटी ने प्रकाशित की है। यह सर्वे ऐसे समय आया है, जब कांग्रेस सांसद राहुल गांधी भाजपा पर कई राज्यों में ‘वोट चोरी’ का लगातार आरोप लगा रहे हैं। वे कर्नाटक के कलबुर्गी में भी वोट चोरी का दावा कर चुके हैं।

  


कर्नाटक की सिद्धारमैया सरकार ने ईवीएम पर एक सर्वे पब्लिश कराया है। इस सर्वे में पता चला कि अधिकतर नागरिकों का मानना है कि भारत में चुनाव स्वतंत्र और निष्पक्ष होते हैं, जबकि ईवीएम यानी इलेक्ट्रॉनिक वोटिंग मशीनों पर लोगों का भरोसा बढ़ा है। सर्वे में करीब 91 फीसदी लोगों ने ईवीएम पर अपना भरोसा दिखाया है।

  

सर्वे में क्या ?
डेक्कन हेराल्ड की एक रिपोर्ट के अनुसार, यह सर्वे मुख्य चुनाव अधिकारी वी. अंबुकुमार ने करवाया था।  इसमें बेंगलुरु, बेलगावी, कालाबुरागी और मैसूरु के प्रशासनिक डिवीजनों में 102 विधानसभा क्षेत्रों के 5100 लोगों को शामिल किया गया था। योजना, कार्यक्रम निगरानी और सांख्यिकी विभाग के तहत कर्नाटक निगरानी और मूल्यांकन प्राधिकरण द्वारा प्रकाशित रिपोर्ट में पता चला कि सभी डिवीजनों में 91.31 प्रतिशत उत्तरदाताओं ने इस बात पर सहमति जताई कि भारत में चुनाव स्वतंत्र और निष्पक्ष तरीके से कराए जाते हैं, जिनमें से 6.76 प्रतिशत ने तटस्थ राय व्यक्त की।

अब राहुल गांधी का “वोट चोरी” के नरेटिव का क्या?
कर्नाटक सरकार के सर्वे के नतीजे कांग्रेस और राहुल गांधी के खिलाफ हैं। कारण कि राहुल गांधी ने प्रधानमंत्री नरेंद्र मोदी के नेतृत्व वाली भाजपा के खिलाफ खिलाफ वोट चोरी कैंपेन की शुरुआत की थी। राहुल गांधी ने दावा किया था कि ईवीएम से वोट चोरी होती है और बैलेट पेपर से चुनाव कराए जाने चाहिए। रिपोर्ट्स के मुताबिक, कर्नाटक में कांग्रेस सरकार ने ईवीएम पर कथित भरोसे की कमीके कारण स्थानीय निकाय चुनावों के लिए बैलेट पेपर वापस लाने का फैसला किया है।

बीजेपी ने बोला हमला
इधर, कर्नाटक सरकार द्वारा सर्वे को प्रकाशित करने के बाद बीजेपी प्रवक्ता शहजाद पूनावाला ने सर्वे रिपोर्ट रिपोर्ट का हवाला देते हुए शुक्रवार दावा किया कि लोकसभा में विपक्ष के नेता को हर बार चुनाव हारने के बाद ईवीएम या चुनाव आयोग को दोष देने पर 'हकीकत का सामना' करना पड़ता है। पूनावाला ने कहा कि राहुल गांधी चुनाव हारने के बाद ईवीएम और चुनाव आयोग को दोष देते हैं।

दिल्ली पुलिस ने कर्नाटक के डिप्टी सीएम डीके शिवकुमार को नेशनल हेराल्ड मामले में एक नोटिस भेजा है। इस नोटिस के जरिए पुलिस उनसे वित्तीय और लेन-देन से जुड़ी जानकारी मांग रही है। शिवकुमार ने इसे उत्पीड़न बताते हुए कहा कि वे पहले ही सभी जानकारी दे चुके हैं और यह सिर्फ कांग्रेस नेताओं को परेशान करने की साजिश है।

29 नवंबर को भेजे गए नोटिस में उन्हें 19 दिसंबर तक पेश होने या सभी मांगी गई जानकारी देने का आदेश दिया गया है। जांचकर्ताओं ने उनके पर्सनल बैकग्राउंड, कांग्रेस से जुड़ाव, और यंग इंडिया को कथित तौर पर ट्रांसफर किए गए फंड्स का भी पूरा विवरण मांगा है। इसके अलावा बैंक ट्रांसफर का उद्देश्य और इन फंड्स के स्रोत का विवरण आदि शामिल हैं।

नोटिस के बाद कर्नाटक के डिप्टी सीएम डीके शिवकुमार ने कहा, यह मेरे लिए बहुत चौंकाने वाली बात है। मैंने ईडी को सारी डिटेल्स दे दी थीं, ईडी ने मुझे और मेरे भाई को भी बुलाया था। हमने सभी नोटिस का जवाब दिया था। इसमें कुछ भी गलत नहीं है, यह हमारी संस्था है। हम कांग्रेसी होने के नाते इस संस्था का भी समर्थन करते हैं, इसमें छिपाने जैसा कुछ नहीं है।

रॉयल चैलेंजर्स बैंगलोर के आईपीएल 2025 की ट्रॉफी जीतने की खुशी में बेंगलुरु में समारोह का आयोजन किया गया था। इस दौरान भगदड़ मच गई जिसमें 11 लोगों की मौत हो गई और 50 से अधिक घायल हो गए थे। अब इस मामले में कर्नाटक सरकार ने हाई कोर्ट को अपनी रिपोर्ट सौंप दी है। चिन्नास्वामी भगदड़ के मामले में जांच की स्टेटस रिपोर्ट में सारा दोष आरसीबी प्रबंधन पर डाला गया है। सरकार ने उच्च न्यायालय को सौंपी अपनी रिपोर्ट में कहा है कि फ्रेंचाइजी ने विजय परेड का आयोजन एकतरफा और पुलिस की पूर्व अनुमति के बिना किया था।

  

पुलिस के इनकार के बाद आरसीबी ने इवेंट को आगे बढ़ाया
कर्नाटक सरकार की रिपोर्ट में कहा गया है कि आरसीबी ने तीन जून को अहमदाबाद में अपनी जीत के बाद सोशल मीडिया पर सुबह 7:01 बजे एक पोस्ट के जरिए मुफ्त प्रवेश और विक्ट्री परेड की घोषणा की। यह परेड विधान सौधा से शुरू होकर चिन्नास्वामी स्टेडियम पर खत्म होनी थी। यह घोषणा बिना पुलिस की अनुमति के की गई थी। कर्नाटक राज्य क्रिकेट संघ ने तीन जून की शाम 6:30 बजे पुलिस से अनुमति मांगी थी, लेकिन अपेक्षित भीड़, व्यवस्था और संभावित जोखिमों की जानकारी न होने के कारण कब्बन पार्क पुलिस स्टेशन के इंस्पेक्टर ने अनुमति देने से इनकार कर दिया था। इसके बावजूद आरसीबी ने अपने इवेंट को आगे बढ़ाया, जिसके परिणामस्वरूप भारी भीड़ जमा हुई और गेट नंबर 1, 2 और 21 पर भगदड़ मच गई।

सोशल मीडिया पर परेड की घोषणा
रिपोर्ट में आरसीबी और उसके आयोजकों की ओर से कई चूकों पर प्रकाश डाला गया है, जिसमें सोशल मीडिया पोस्ट भी शामिल हैं। फ्रेंचाइजी ने 4 जून को सुबह 7:01 बजे सोशल मीडिया के माध्यम से प्रशंसकों के लिए एक खुला निमंत्रण पोस्ट किया, जिसमें विजय परेड के लिए मुफ्त सार्वजनिक प्रवेश की घोषणा की गई। सुबह 8 बजे एक और पोस्ट किया गया। सुबह 8:55 बजे, आरसीबी के आधिकारिक हैंडल पर विराट कोहली का एक वीडियो पोस्ट किया गया, जिसमें प्रशंसकों को टीम के साथ जश्न मनाने के लिए आमंत्रित किया गया था। रिपोर्ट में कहा गया है- इसके बाद 04.06.2025 को सुबह 8:55 बजे, आरसीबी ने आरसीबी टीम के एक प्रमुख खिलाड़ी विराट कोहली का एक वीडियो क्लिप आरसीबी के आधिकारिक हैंडल पर साझा किया, जिसमें उन्होंने कहा कि टीम इस जीत का जश्न बेंगलुरु शहर के लोगों और आरसीबी प्रशंसकों के साथ 04.06.2025 को बेंगलुरु में मनाना चाहती थी।

विराट कोहली तक पहुंचेगी जांच की आंच?
रिपोर्ट में यह भी दावा किया गया है कि बड़ी संख्या में भीड़ जमा होने के पीछे विराट कोहली का वीडियो भी एक बड़ा कारण था। बताया गया है कि विराट, जो कि बड़े खिलाड़ी हैं, ने वीडियो के माध्यम से लोगों से विक्ट्री परेड में आने के लिए अपील की थी। यही वजह है कि बड़ी संख्या में फैंस जमा हो गए।

साउथ सुपरस्टार कमल हासन को कर्नाटक हाईकोर्ट ने फटकार लगाई है। कोर्ट ने उनकी ‘कन्नड़ की उत्पत्ति तमिल से’ वाली टिप्पणी को लेकर तीखी फटकार लगाई।कोर्ट ने कमल हासन को लेकर कहा है कि आप बेशक कमल हासन होंगे लेकिन आपको किसी की भावनाएं आहत करने का कोई हक नहीं है।

  

हासन का बयान असंवेदनशील और विभाजनकारी
जस्टिस एम नागप्रसन्ना की बेंच ने कहा कि कोई भी भावनाओं को ठेस पहुंचाने का हकदार नहीं है। उन्होंने आगे कहा कि जल, भूमि और भाषा, ये तीनों हर नागरिक की पहचान से जुड़ी होती हैं। देश का विभाजन भी भाषायी आधार पर हुआ था। कोर्ट ने हासन के बयान को असंवेदनशील और विभाजनकारी बताया।

हाईकोर्ट ने की सवालों की बौछार
सुनवाई के दौरान कोर्ट ने कमल हासन से सवालों की बौछार कर दी। कोर्ट ने पूछा कि क्या आप इतिहासकार हैं या भाषाविद्? आप किस आधार पर यह बात कह रहे हैं? कोर्ट ने यह भी कहा कि एक माफी से सब कुछ सुलझ सकता था। राजगोपालाचारी ने भी ऐसी टिप्पणी की थी, लेकिन उन्होंने माफी मांग ली थी। कोर्ट ने उनकी अभिव्यक्ति की आजादी के दावे पर कड़ा प्रहार करते हुए कहा कि अभिव्यक्ति की आजादी के नाम पर कुछ भी नहीं बोला जा सकता।

क्या है पूरा मामला?
एक्टर कमल हासन ने कहा था, कन्नड़ भाषा का जन्म तमिल से हुआ है। इस बयान के बाद कर्नाटक सरकार ने उनकी अपकमिंग फिल्म ठग लाइफ की रिलीज पर रोक लगा दी थी। कर्नाटक फिल्म चैंबर ऑफ कॉमर्स (KFCC) के इस फैसले के खिलाफ एक्टर ने कर्नाटक हाईकोर्ट में अपील की है। फिल्म 5 जून को देशभर में रिलीज होनी है।
कमल हासन के प्रोडक्शन हाउस राज कमल फिल्म्स इंटरनेशनल के चीफ एग्जीक्यूटिव ऑफिसर ने याचिका में कोर्ट से कर्नाटक सरकार, पुलिस डिपार्टमेंट और फिल्म ट्रेड बॉडीज को फिल्म की रिलीज में बाधा न डालने का निर्देश देने की अपील की है। याचिका में पुलिस महानिदेशक और शहर के पुलिस आयुक्त को स्क्रीनिंग के लिए पर्याप्त सुरक्षा व्यवस्था सुनिश्चित करने के निर्देश देने की भी मांग की गई है।

कमल हासन के बयान के बाद बवाल
24 मई को आयोजित हुए फिल्म के ऑडियो लॉन्च इवेंट के दौरान कमल हासन ने कहा था कि कन्नड़ भाषा तमिल से ही जन्मी है। कन्नड़ भाषा पर दिया गया कमल हासन का बयान सामने आने के बाद पूरे कर्नाटक में उनका विरोध शुरू हो गया। कई जगह उनके पोस्टर जलाए गए और उनकी फिल्म की रिलीज रोके जाने की मांग होने लगी।

कर्नाटक में जाति जनगणना को लेकर बवाल मचा हुआ है। जनगणना के आंकड़े लीक होने के बाद कई समुदाय नाराज हैं। खासकर, ताकतवर माने जाने वाले समुदायों में गुस्सा है। इस जनगणना के संभावित आंकड़ों के लीक होने के बाद प्रदेश के दो प्रभावशाली समुदायों वोक्कालिगा और लिंगायतों में खलबली मची हुई है। इस वजह से कांग्रेस में भी फूट पड़ गई है। कई नेता इस जनगणना को 'अवैज्ञानिक' बता रहे हैं। वे सरकार से इसे रद्द करने की मांग कर रहे हैं।

  

कर्नाटक में जातिगत सर्वे की लीक रिपोर्ट में पिछड़ी जातियों (ओबीसी) का आरक्षण 32% से बढ़ाकर 51% करने और मुस्लिम समुदाय के लिए आरक्षण 4% से बढ़ाकर 8% करने की सिफारिश की गई है। लीक हुई जातिगत सर्वे रिपोर्ट के आंकड़ों अनुसार, मुसलमानों को राज्य की सबसे बड़ी आबादी वाला समूह बताया गया है। इसमें मुसलमानों की आबादी 75.2 लाख है। यानी, राज्य की आबादी में मुसलमानों की हिस्सेदारी लगभग 12.6% है। यह आंकड़ा 2015 में हुए सर्वे का है। इसके बाद अनुसूचित जातियों (SC) और अनुसूचित जनजातियों (ST) का नंबर आता है। इसमें SC के लिए 15% और ST के लिए 7.5% आरक्षण शामिल है। वोक्कालिगा और लिंगायत जैसी पारंपरिक रूप से प्रभावशाली मानी जाने वाली जातियां जनसंख्या के लिहाज से अब पीछे दिखाई गई हैं। कैटेगरी III(A) में वोक्कालिगा और दो अन्य समुदाय शामिल हैं, जिनकी आबादी 73 लाख बताई गई है और उन्हें 7% आरक्षण दिया गया है। वहीं, कैटेगरी III(B) में लिंगायत समुदाय और पांच दूसरे समुदायों को जगह दी गई है, जिनकी जनसंख्या 81.3 लाख है और उन्हें 8% आरक्षण दिया गया है। यह वही जातियां हैं, जिनके समर्थन पर दशकों से कर्नाटक की राजनीति का संतुलन टिका रहा है। ऐसे में इन आंकड़ों ने सत्ताधारी कांग्रेस के भीतर दरार की आशंकाएं बढ़ा दी हैं।

कांग्रेस में नया कलह
लिंगायत का नेतृत्व कर रहे उद्योग और वाणिज्य मंत्री एमबी पाटिल ने लीक हुए आंकड़ों पर सवाल उठाया है। उन्होंने दावा करते हुए कि उनकी जनसंख्या अभी भी बहुत अधिक है। पाटिल ने तर्क दिया कि लिंगायतों के कई उप-जातियों ने आरक्षण के लाभ के लिए अपनी मूल जाति का उल्लेख किया है, न कि जनगणना में लिंगायत धर्म का। हालांकि वे लिंगायत धर्म का पालन करते हैं। वोक्कालिगा भी इसी तरह के दावे करते हैं उन्होंने आकड़ों को अवैज्ञानिक बताते हुए खारिज कर दिया।

डीके शिवकुमार के लिए ये रिपोर्ट क्यों सिरदर्द?
मुख्यमंत्री सिद्धारमैया और राहुल गांधी जैसे नेता इस रिपोर्ट को सामाजिक न्याय की दिशा में बड़ा कदम मान सकते हैं। लेकिन डिप्टी सीएम और कांग्रेस के प्रदेश अध्यक्ष डीके शिवकुमार, जो स्वयं वोक्कालिगा समुदाय से आते हैं, उनके लिए यह रिपोर्ट एक सियासी सिरदर्द बन गई है। शिवकुमार जैसे नेताओं की राजनीतिक शक्ति काफी हद तक उनकी जातिगत जनसंख्या के आधार पर तय होती रही है। अगर अब यह आधार ही कमजोर पड़ता दिखे, तो उनका राजनीतिक कद भी खतरे में पड़ सकता है।

क्या बड़े शहरों में महिलाओं से छेड़छाड़ जैसी घटनाएं आम बात हैं? सवाल अटपटा है, लेकिन जब एक समाज के एक जिम्मेदार शख्स को ऐसा लगता है तो सवाल लाजमी है। बेंगलुरु में 4 अप्रैल को दो लड़कियों के साथ छेड़छाड़ की घटना हुई। सीसीटीवी कैमरे में दिखा कि एक युवक दो लड़कियों के पास आता है और उनमें से एक को जबरदस्ती दीवार की ओर धक्का देता है, फिर वहां से भाग जाता है। इस घटना पर कर्नाटक के गृह मंत्री जी परमेश्वर ने कुछ ऐसा कह दिया है, जिसे लेकर बवाल खड़ा हो गया है।

  


कर्नाटक के गृह मंत्री जी परमेश्वर का कहना है कि इस तरह की घटनाएं बेंगलुरु जैसे बड़े शहरों में होती रहती हैं। हालांकि उन्होंने मामले को लेकर आरोपी के खिलाफ कार्रवाई करने की बात कही। साथ ही उन्होंने पुलिस को गश्त बढ़ाने का निर्देश दिया।

  

कर्नाटक के गृह मंत्री जी परमेश्वर से मामले में सवाल किया गया तो उन्होंने कहा, बारिश हो या सर्दी, हर स्थिति में पुलिस चौबीसों घंटे काम कर रही है। यही वजह है कि बेंगलुरु में शांति है। बेंगलुरु जैसे बड़े शहर में इस तरह की घटनाएं होती रहती हैं। उन्होंने कहा कि वह नियमित रूप से पुलिस आयुक्त को सतर्कता बरतने, बीट प्रणाली का नियमित रूप से पालन करने और निगरानी बढ़ाने के निर्देश देते हैं।

परमेश्वर ने कहा कि मैं उनको (पुलिस आयुक्त से) निर्देश देता हूं हर इलाके में अनुशासित और प्रभावी तरीके से गश्त होनी चाहिए। हम कानून के मुताबिक कार्रवाई करते हैं। बीट प्रणाली को बेहद प्रभावी बनाया जाना चाहिए। इसीलिए मैंने पुलिस आयुक्त को इस बारे में निर्देश दिया।

मामला है बेंगलूरू के सद्दुगुंटेपल्या के पास की। घटना सीसीटीवी कैमरे में रिकॉर्ड हो गई थी। पुलिस के अनुसार, तीन अप्रैल सुबह भारती लेआउट में दो महिलाएं टहल रही थीं, तभी एक व्यक्ति उनके पास आया और उनमें से एक को दीवार की तरफ धकेला और उससे छेड़छाड़ की। इसके बाद वह वहां से भाग गया। इस घटना के बाद दोनों लड़कियां रोते और चिल्लाते हुए दिख रही हैं। मामले में अब तक पीड़ित की तरफ से कोई शिकायत दर्ज नहीं की गई है। बेंगलुरु पुलिस ने खुद एक्शन लेते हुए मामला दर्ज किया है।
