कतर से भारत आ रहे एक जहाज पर होर्मुज स्ट्रेट में कथित तौर पर हमला हुआ है। एलएनजी लेकर आ रहे टैंकर जहाज-अल रकियात पर होर्मुज में ड्रोन से हमला किया गया। हमले का शिकार हुए जहाज पर 29 क्रू सदस्य हैं, जिनमें चार भारतीय नागरिक हैं। हमले में किसी के हताहत होने की जानकारी नहीं है। 

स्ट्रेट ऑफ होर्मुज के पास हमला
न्यूज एजेंसी एएनआई की रिपोर्ट के अनुसार सूत्रों ने बताया कि कतर से भारत आ रहे एक जहाज पर कथित तौर पर ड्रोन से हमला हुआ। हमले के बाद जहाज के इंजन रूम में आग लग गई, जिससे बहुत ज्यादा धुआं निकलने लगा। यह जहाज कतर के रास लाफान से भारत के गुजरात के दहज जा रहा है। यह घटना ओमान की खाड़ी में होर्मुज जलडमरूमध्य (स्ट्रेट ऑफ होर्मुज) के पास हुई।

होर्मुज में कई जहाजों पर हमले
मंगलवार, 7 जुलाई का दिन होर्मुज स्ट्रेट में भारी तनाव वाला रहा है। भारत आ रहे जहाज के अलावा भी कई टैकरों पर हमले हुए हैं। ब्रिटिश सेना ने मंगलवार को होर्मुज जलडमरूमध्य से गुजर रहे तीन जहाजों पर हमलों की पुष्टि की है। यूनाइटेड किंगडम मैरीटाइम ट्रेड ऑपरेशन्स ने बताया कि जहाजों को अज्ञात प्रक्षेपास्त्र से निशाना बनाया गया।

कतर ने हंले के खिलाफ विरोध दर्ज कराया
इस संबंध में कतर के विदेश मंत्रालय ने भी बयान जारी किया। कतर ने ईरान के उप-राजदूत को तलब कर टैंकर-अल-रकियात को निशाना बनाए जाने के खिलाफ विरोध दर्ज कराया। विरोध दर्ज कराते हुए कतर ने कहा कि होर्मुज जलडमरूमध्य के पास से गुजरते समय टैंकर को निशाना बनाया जाना निंदनीय है। यह हमला अंतरराष्ट्रीय नौवहन (नेविगेशन) सुरक्षा कानून का गंभीर उल्लंघन है। इससे वैश्विक ऊर्जा आपूर्ति पर खतरा पैदा हो गया है। टैंकर पर हमला अंतरराष्ट्रीय कानून के नियमों का भु स्पष्ट उल्लंघन है।

संयुक्त राष्ट्र सुरक्षा परिषद (UNSC) की एरिया फॉर्मूला बैठक में भारत ने पाकिस्तान को फिर कड़ा जवाब दिया है। भारत ने जम्मू-कश्मीर पर की गई पाकिस्तान की टिप्पणियों को पूरी तरह खारिज कर दिया। संयुक्त राष्ट्र में भारत के स्थायी प्रतिनिधि हरीश पर्वतनेनी ने कहा कि जम्मू-कश्मीर भारत का अभिन्न हिस्सा है और यह भारत का आंतरिक मामला है।

जम्मू-कश्मीर पर पाक की टिप्पणी को बताया गैर जरूरी
संयुक्त राष्ट्र सुरक्षा परिषद (UNSC) में चीन और पाकिस्तान की ओर से आयोजित एरिया फॉर्मूला बैठक के दौरान भारत ने जम्मू-कश्मीर के मुद्दे पर पाकिस्तान को कड़ा और स्पष्ट जवाब दिया। भारतीय राजदूत ने हरीश पर्वतनेनी कहा, "यह हैरानी की बात है कि सह अध्यक्ष होने के बावजूद पाकिस्तान ने एरिया फॉर्मूला बैठक का राजनीतिक करण किया और भारत के जम्मू-कश्मीर इलाके पर गैर जरूरी टिप्पणियां कीं।" उन्होंने जोर देकर कहा कि "केंद्र शासित प्रदेश जम्मू-कश्मीर का मामला पूरी तरह से भारत का आंतरिक मामला है। यह हमेशा से ऐसा ही रहा है, अभी भी है और आगे भी ऐसा ही रहेगा।"

यूएन को भी दिखाया आईना
भारत ने इस मौके पर सुरक्षा परिषद के पुराने प्रस्तावों और मध्यस्थता तंत्रों की प्रासंगिकता पर भी सवाल उठाए। पी. हरीश ने कहा कि समय के साथ अंतरराष्ट्रीय परिस्थितियां बदलती हैं, ऐसे में सुरक्षा परिषद के प्रस्तावों और मध्यस्थता ढांचों की भी समय-समय पर समीक्षा होनी चाहिए। उन्होंने स्पष्ट किया कि संयुक्त राष्ट्र चार्टर के चैप्‍टर-6 के तहत बनाए गए मध्यस्थता तंत्र स्थायी नहीं माने जा सकते और बदलते वैश्विक परिदृश्य में उनकी उपयोगिता का आकलन जरूरी है।

सिंधु जल संधि को लेकर पाकिस्तान ने संयुक्त राष्ट्र सुरक्षा परिषद (UNSC) का दरवाजा खटखटाया है। पाकिस्तान ने भारत पर संधि के उल्लंघन का आरोप लगाया है। पाकिस्तान चाहता है कि UNSC इस मामले में दखल दे और भारत को रोके।

इशार डार ने सुरक्षा परिषद को लिखा पत्र
पाकिस्तान के उप-प्रधानमंत्री और विदेश मंत्री इशार डार ने सुरक्षा परिषद को एक पत्र लिखा है। इसमें भारत से आने वाली नदियों के बहाव को बदलने की भारत की कोशिशों पर ध्यान देने की अपील की गई है। डार ने चिनाब नदी पर बन रही भारत की दो परियोजनाओं को जिक्र किया है और इसे पाकिस्तान की जल, खाद्य और आर्थिक सुरक्षा के लिए खतरा बताया है।

भारत पर जल प्रवाह बदलने की कोशिश का आरोप
पाकिस्तान का आरोप है कि भारत चिनाब नदी प्रणाली से जुड़ी दो परियोजनाओं के जरिए पश्चिमी नदियों के जल प्रवाह और उपयोग के स्थापित ढांचे को बदलने की कोशिश कर रहा है। इस्लामाबाद का कहना है कि ऐसी गतिविधियां सिंधु जल संधि के प्रावधानों के अनुरूप नहीं हैं और इनसे क्षेत्रीय स्थिरता प्रभावित हो सकती है।

भारत को जवाबदेह ठहराने की अपील
पाकिस्तानी राजदूत ने सोशल मीडिया प्लेटफॉर्म एक्स पर कहा कि सुरक्षा परिषद से इस मामले का संज्ञान लेने और भारत को कथित उल्लंघनों के लिए जवाबदेह ठहराने की अपील की गई है। साथ ही उन्होंने दक्षिण एशिया की स्थिति और जम्मू-कश्मीर से जुड़े मुद्दों का भी जिक्र किया।

बता दें कि अप्रैल 2025 में पहलगाम आतंकी हमले के बाद भारत ने सख्त कदम उठाते हुए पाकिस्तान के साथ 65 साल से चली आ रही सिंधु जल संधि को निलंबित कर दिया था। इसके बाद से ही पाकिस्तान बौखलाया हुआ है।

  राम मंदिर,जातिगत जनगणना और आरक्षण के मुद्दे पर भाजपा पर बरसे- मुकेश सहनी।  सुल्तानपुर,विकासशील इंसान पार्टी (VIP) के राष्ट्रीय अध्यक्ष मुकेश सहनी ने सुल्तानपुर में आयोजित प्रेस वार्ता के दौरान भारतीय जनता पार्टी और केंद्र सरकार पर जमकर निशाना साधा। उन्होंने राम मंदिर निर्माण में कथित भ्रष्टाचार, जातिगत जनगणना, निषाद समाज के आरक्षण तथा आगामी राजनीतिक रणनीति को लेकर कई बड़े बयान दिए। मुकेश सहनी ने आरोप लगाया कि राम मंदिर आंदोलन के दौरान जुटाए गए चंदे में बड़े पैमाने पर अनियमितताएं हुई हैं। 
  उन्होंने दावा किया कि पहले भी मंदिर निर्माण के नाम पर लगभग 1400 करोड़ रुपये के घोटाले के आरोप सामने आए थे। उन्होंने कहा कि यदि पूरे मामले की निष्पक्ष जांच कराई जाए तो कई चौंकाने वाले तथ्य सामने आ सकते हैं। सहनी ने आरोप लगाया कि भाजपा धर्म और आस्था के नाम पर राजनीति कर सत्ता हासिल करती है, जबकि आम जनता की मूल समस्याएं आज भी जस की तस बनी हुई हैं। जातिगत जनगणना के मुद्दे पर उन्होंने कहा कि यह राहुल गांधी का प्रमुख एजेंडा रहा है। 
  सहनी ने दावा किया कि केंद्र सरकार राजनीतिक दबाव के चलते इस विषय पर आगे बढ़ी है, लेकिन उसकी नीयत साफ नहीं है। उन्होंने आशंका जताई कि जातिगत जनगणना के वास्तविक आंकड़े सार्वजनिक नहीं किए जाएंगे। उन्होंने कहा कि INDIA गठबंधन की सरकार बनने पर सही और पारदर्शी तरीके से जातिगत जनगणना कराई जाएगी। उन्होंने बताया कि पार्टी संगठन को मजबूत करने और कार्यकर्ताओं से संवाद स्थापित करने के लिए वह उत्तर प्रदेश के विभिन्न जिलों का दौरा कर रहे हैं। 
  सहनी ने घोषणा की कि 25 जुलाई के बाद प्रदेशभर में 101 दिनों की "संकल्प यात्रा" निकाली जाएगी। इस यात्रा के माध्यम से गांव-गांव जाकर निषाद समाज को संगठित किया जाएगा तथा आरक्षण के मुद्दे पर जनजागरण अभियान चलाया जाएगा। मुकेश सहनी ने कहा कि यदि वर्ष 2027 के विधानसभा चुनाव से पहले निषाद समाज को आरक्षण नहीं दिया गया तो समाज भाजपा के नेतृत्व वाली सरकार का समर्थन नहीं करेगा। उन्होंने कहा कि निषाद समाज अपने संवैधानिक अधिकारों और राजनीतिक भागीदारी के लिए लगातार संघर्ष करता रहेगा। प्रेस वार्ता के दौरान उन्होंने डॉ. संजय निषाद पर भी अप्रत्यक्ष रूप से निशाना साधा। 
  उन्होंने कहा कि समाज के हितों के लिए सत्ता पर प्रभावी दबाव बनाया जाना चाहिए। यदि सरकार आरक्षण की मांग पूरी नहीं करती है तो समाजहित में ठोस निर्णय लेने की आवश्यकता होगी। सहनी ने कहा कि INDIA गठबंधन सामाजिक न्याय, जातिगत जनगणना और आबादी के अनुपात में भागीदारी जैसे मुद्दों को मजबूती से उठा रहा है। उन्होंने दावा किया कि वर्ष 2029 के लोकसभा चुनाव में यही मुद्दे राष्ट्रीय राजनीति के केंद्र में रहेंगे। साथ ही उन्होंने कहा कि यदि INDIA गठबंधन की सरकार बनती है तो राहुल गांधी देश के प्रधानमंत्री बन सकते हैं और निषाद समाज को आरक्षण दिलाने की दिशा में ठोस कदम उठाए जाएंगे। प्रेस वार्ता में पार्टी के कई पदाधिकारी,कार्यकर्ता और समर्थक उपस्थित रहे।

दुनिया में हथियारों पर नजर रखने वाली वैश्विक संस्था स्टॉकहोम इंटरनेशनल पीस रिसर्च इंस्टीट्यूट (SIPRI) ने भारत में परमाणु हथियार को लेकर चौंकाने वाला खुलासा किया है। SIPRI ने अपनी ताजा रिपोर्ट में दावा किया है कि भारत ने पहली बार 12 परमाणु हथियार ऑपरेशनल यानी तैयार स्थिति में तैनात किए हैं। 

दशकों से चली आ रही नीति में बड़ा बदलाव
रिपोर्ट में दावा किया गया है कि यह पहली बार है कि भारत के इन हथियारों को ऑपरेशनली डिप्लॉयड के तौर पर वर्गीकृत रखा गया है। यह दशकों से चली आ रही उस नीति से एक बड़ा बदलाव है, जिसके तहत परमाणु हथियारों और उन्हें पहुंचाने वाले सिस्टम को अलग-अलग जगहों पर रखा जाता था। भूमिगत मिसाइल भंडारगृहों और नई परमाणु पनडुब्बियों में दागने के लिए तैयार इन परमाणु हथियारों की तैनाती भारत की तैयारी का संकेत देती है।

परमाणु हथियारों के इस्तेमाल को लेकर क्या है भारत की नीति?
भारत की परमाणु हथियारों के पहले इस्तेमाल न करने की नीति है। ऐतिहासिक रूप से भारत ने 'डी-मेटेड न्यूक्लियर पॉलिसी' अपनाई थी। इसका मतलब था कि शांति के समय परमाणु हथियारों को मिसाइल या विमान से अलग रखा जाता था और सिर्फ गंभीर संकट के समय ही मिसाइल या विमान में असेंबल किया जाता था। SIPRI की रिपोर्ट भारत की इस नीति में बदलाव की ओर इशारा करती है। इसलिए पहली बार परमाणु हथियारों की तैनाती शायद भारत के परमाणु शक्ति बनने के बाद से सबसे बड़ा बदलाव है।

भारत के पास कुल 190 परमाणु वॉरहेड
SIPRI की रिपोर्ट में यह भी कहा गया है कि पिछले साल भारत के परमाणु हथियारों के भंडार में थोड़ी बढ़ोतरी हुई है, साथ ही बैलिस्टिक मिसाइल पनडुब्बी (SSBN) पर कुछ वॉरहेड तैनात किए गए हैं और डेटरेंस पेट्रोलिंग (रोकथाम के लिए गश्त) की गई है। रिपोर्ट में कहा गया है कि जनवरी 2026 तक भारत के पास कुल 190 परमाणु वॉरहेड हैं। इनमें से 12 परमाणु वॉरहेड मिसाइलों, पनडुब्बियों या लड़ाकू विमानों जैसे डिलीवरी सिस्टम के साथ जोड़े गए हैं या ऑपरेशनल फोर्स वाले ठिकानों पर तैनात किए गए हैं।

2024 से INS अरिघात और अरिदमन ऑपरेशनल
रिपोर्ट के अनुसार अगस्त 2024 से भारत ने परमाणु मिसाइल ले जाने वाली दो पनडुब्बियों INS अरिघात और INS अरिदमन को ऑपरेशनल कर दिया है। दोनों पनडुब्बियां परमाणु मिसाइल ले जाने में सक्षम हैं और उन्हें डेटरेंस पेट्रोल यानी सुरक्षा और जवाबी क्षमता बनाए रखने वाली गश्त के लिए मंजूरी मिल चुकी है। परमाणु मिसाइलों से लैस ऐसी पनडुब्बियों को लंबी दूरी की गश्त पर भेजा जाता है, जो कई महीनों तक समुद्र में रह सकती हैं। इस दौरान वे सैन्य नेतृत्व के साथ समय-समय पर संपर्क बनाए रखती हैं।

भारतीय जनता पार्टी (भाजपा) को घेरने के लिए 2 साल बाद विपक्षी दल एक बार फिर साथ आ रहे हैं। I.N.D.I.A ब्लॉक की आज दोपहर 12 बजे दिल्ली में अहम बैठक होने जा रही है। कांग्रेस का दावा है कि इसमें 23 विपक्षी दल शामिल होंगे। हालांकि, बैठक से पहले सीपीआईएम ने कांग्रेस को खूब खरी-खोटी सुनाई है।

भाजपा सरकार की नीतियों के खिलाफ एकजुट विपक्ष
कांग्रेस महासचिव जयराम रमेश ने बताया कि 23 दल भाजपा सरकार की नीतियों के खिलाफ एकजुट हो रहे हैं। उन्होंने एक्स पोस्ट में 'इंडिया' को 'इंडिया जनबंधन' लिखा। उन्होंने कहा कि बैठक में शामिल नहीं होने वाले दल भी मोदी सरकार की नीतियों का विरोध करते हैं और संविधान, लोकतांत्रिक संस्थाओं और मताधिकार से जुड़े मुद्दों पर विपक्ष के साथ खड़े हैं। उन्होंने दावा किया कि I.N.D.I.A. अपनी विविधता के बावजूद एकजुट है। 

कौन-कौन से दलों के बैठक में होंगे शामिल
कांग्रेस ने 23 राजनीतिक दलों विपक्षी गठबंधन की बैठक में शामिल होने की पुष्टि कर दी है। इनमें तृणमूल कांग्रेस, समाजवादी पार्टी, शिवसेना (यूबीटी), झारखंड मुक्ति मोर्चा, नेशनल कॉन्फ्रेंस, माकपा, पीडीपी, राजद, भाकपा, टीवीके जैसे प्रमुख दल शामिल हैं। इसके अलावा कुछ अन्य छोटे दलों जैसे- भाकपा-माले, आरएसपी, वीसीके, एमडीएमके, ऑल इंडिया फॉरवर्ड ब्लॉक, असम जातीय परिषद समेत कई और दलों ने इस बैठक में शामिल होने के संकेत दिए हैं। 

DMK-आप बैठक में नहीं होंगे शामिल
डीएमके ने साफ कर दिया है कि वह इस विशेष बैठक में शामिल नहीं होगी। यह विपक्षी रणनीति के लिए झटका माना जा रहा है। विपक्ष की चिंता का कारण संसद का गणित भी है। इससे पहले परिसीमन से जुड़े संविधान संशोधन विधेयक पर लोकसभा में सरकार के पक्ष में 298 वोट पड़े थे, जबकि विपक्ष के 230 सांसदों ने इसके खिलाफ मतदान किया था। दो-तिहाई बहुमत नहीं मिलने के कारण बीजेपी सरकार यह विधेयक पारित नहीं करा सकी थी। अब यदि सरकार मॉनसून सत्र में फिर से इस मुद्दे को लेकर आती है तो विपक्ष के लिए पिछली बार जैसी एकजुटता बनाए रखना बड़ी चुनौती होगी।

सीपीएम  ने कांग्रेस को पुराने आरोपों की याद दिलाई
बैठक से पहले सीपीएम ने कांग्रेस को उसके पुराने आरोपों की याद दिलाई है। सीपीएम महासचिव एमए बेबी ने कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे को पत्र लिखकर कहा कि उनकी पार्टी इस बैठक में शामिल होगी और राज्यसभा सांसद जॉन ब्रिटास उसका प्रतिनिधित्व करेंगे। हालांकि, उन्होंने केरल चुनाव के दौरान कांग्रेस नेताओं द्वारा सीपीएम और बीजेपी के बीच कथित समझौते के आरोपों पर आपत्ति जताई। बेबी ने कहा कि राहुल गांधी, प्रियंका गांधी वाड्रा और मल्लिकार्जुन खरगे ने चुनाव प्रचार में पिनाराई विजयन और प्रधानमंत्री नरेंद्र मोदी के बीच समझौते की बात कही थी।

विपक्षी एकता के लिए बेहद अहम है बैठक
INDIA गठबंधन की सोमवार को नई दिल्ली में महत्वपूर्ण बैठक होने जा रही है। लगभग दो वर्षों के बाद हो रही इस बैठक को विपक्षी एकता के लिए बेहद अहम माना जा रहा है, क्योंकि हाल के राजनीतिक घटनाक्रमों और कई राज्यों में चुनावी झटकों के बाद गठबंधन के सामने अपनी एकजुटता और रणनीति को नए सिरे से परिभाषित करने की चुनौती है।

कतर से भारत आ रहे एक जहाज पर होर्मुज स्ट्रेट में कथित तौर पर हमला हुआ है। एलएनजी लेकर आ रहे टैंकर जहाज-अल रकियात पर होर्मुज में ड्रोन से हमला किया गया। हमले का शिकार हुए जहाज पर 29 क्रू सदस्य हैं, जिनमें चार भारतीय नागरिक हैं। हमले में किसी के हताहत होने की जानकारी नहीं है। 

स्ट्रेट ऑफ होर्मुज के पास हमला
न्यूज एजेंसी एएनआई की रिपोर्ट के अनुसार सूत्रों ने बताया कि कतर से भारत आ रहे एक जहाज पर कथित तौर पर ड्रोन से हमला हुआ। हमले के बाद जहाज के इंजन रूम में आग लग गई, जिससे बहुत ज्यादा धुआं निकलने लगा। यह जहाज कतर के रास लाफान से भारत के गुजरात के दहज जा रहा है। यह घटना ओमान की खाड़ी में होर्मुज जलडमरूमध्य (स्ट्रेट ऑफ होर्मुज) के पास हुई।

होर्मुज में कई जहाजों पर हमले
मंगलवार, 7 जुलाई का दिन होर्मुज स्ट्रेट में भारी तनाव वाला रहा है। भारत आ रहे जहाज के अलावा भी कई टैकरों पर हमले हुए हैं। ब्रिटिश सेना ने मंगलवार को होर्मुज जलडमरूमध्य से गुजर रहे तीन जहाजों पर हमलों की पुष्टि की है। यूनाइटेड किंगडम मैरीटाइम ट्रेड ऑपरेशन्स ने बताया कि जहाजों को अज्ञात प्रक्षेपास्त्र से निशाना बनाया गया।

कतर ने हंले के खिलाफ विरोध दर्ज कराया
इस संबंध में कतर के विदेश मंत्रालय ने भी बयान जारी किया। कतर ने ईरान के उप-राजदूत को तलब कर टैंकर-अल-रकियात को निशाना बनाए जाने के खिलाफ विरोध दर्ज कराया। विरोध दर्ज कराते हुए कतर ने कहा कि होर्मुज जलडमरूमध्य के पास से गुजरते समय टैंकर को निशाना बनाया जाना निंदनीय है। यह हमला अंतरराष्ट्रीय नौवहन (नेविगेशन) सुरक्षा कानून का गंभीर उल्लंघन है। इससे वैश्विक ऊर्जा आपूर्ति पर खतरा पैदा हो गया है। टैंकर पर हमला अंतरराष्ट्रीय कानून के नियमों का भु स्पष्ट उल्लंघन है।

संयुक्त राष्ट्र सुरक्षा परिषद (UNSC) की एरिया फॉर्मूला बैठक में भारत ने पाकिस्तान को फिर कड़ा जवाब दिया है। भारत ने जम्मू-कश्मीर पर की गई पाकिस्तान की टिप्पणियों को पूरी तरह खारिज कर दिया। संयुक्त राष्ट्र में भारत के स्थायी प्रतिनिधि हरीश पर्वतनेनी ने कहा कि जम्मू-कश्मीर भारत का अभिन्न हिस्सा है और यह भारत का आंतरिक मामला है।

जम्मू-कश्मीर पर पाक की टिप्पणी को बताया गैर जरूरी
संयुक्त राष्ट्र सुरक्षा परिषद (UNSC) में चीन और पाकिस्तान की ओर से आयोजित एरिया फॉर्मूला बैठक के दौरान भारत ने जम्मू-कश्मीर के मुद्दे पर पाकिस्तान को कड़ा और स्पष्ट जवाब दिया। भारतीय राजदूत ने हरीश पर्वतनेनी कहा, "यह हैरानी की बात है कि सह अध्यक्ष होने के बावजूद पाकिस्तान ने एरिया फॉर्मूला बैठक का राजनीतिक करण किया और भारत के जम्मू-कश्मीर इलाके पर गैर जरूरी टिप्पणियां कीं।" उन्होंने जोर देकर कहा कि "केंद्र शासित प्रदेश जम्मू-कश्मीर का मामला पूरी तरह से भारत का आंतरिक मामला है। यह हमेशा से ऐसा ही रहा है, अभी भी है और आगे भी ऐसा ही रहेगा।"

यूएन को भी दिखाया आईना
भारत ने इस मौके पर सुरक्षा परिषद के पुराने प्रस्तावों और मध्यस्थता तंत्रों की प्रासंगिकता पर भी सवाल उठाए। पी. हरीश ने कहा कि समय के साथ अंतरराष्ट्रीय परिस्थितियां बदलती हैं, ऐसे में सुरक्षा परिषद के प्रस्तावों और मध्यस्थता ढांचों की भी समय-समय पर समीक्षा होनी चाहिए। उन्होंने स्पष्ट किया कि संयुक्त राष्ट्र चार्टर के चैप्‍टर-6 के तहत बनाए गए मध्यस्थता तंत्र स्थायी नहीं माने जा सकते और बदलते वैश्विक परिदृश्य में उनकी उपयोगिता का आकलन जरूरी है।

सिंधु जल संधि को लेकर पाकिस्तान ने संयुक्त राष्ट्र सुरक्षा परिषद (UNSC) का दरवाजा खटखटाया है। पाकिस्तान ने भारत पर संधि के उल्लंघन का आरोप लगाया है। पाकिस्तान चाहता है कि UNSC इस मामले में दखल दे और भारत को रोके।

इशार डार ने सुरक्षा परिषद को लिखा पत्र
पाकिस्तान के उप-प्रधानमंत्री और विदेश मंत्री इशार डार ने सुरक्षा परिषद को एक पत्र लिखा है। इसमें भारत से आने वाली नदियों के बहाव को बदलने की भारत की कोशिशों पर ध्यान देने की अपील की गई है। डार ने चिनाब नदी पर बन रही भारत की दो परियोजनाओं को जिक्र किया है और इसे पाकिस्तान की जल, खाद्य और आर्थिक सुरक्षा के लिए खतरा बताया है।

भारत पर जल प्रवाह बदलने की कोशिश का आरोप
पाकिस्तान का आरोप है कि भारत चिनाब नदी प्रणाली से जुड़ी दो परियोजनाओं के जरिए पश्चिमी नदियों के जल प्रवाह और उपयोग के स्थापित ढांचे को बदलने की कोशिश कर रहा है। इस्लामाबाद का कहना है कि ऐसी गतिविधियां सिंधु जल संधि के प्रावधानों के अनुरूप नहीं हैं और इनसे क्षेत्रीय स्थिरता प्रभावित हो सकती है।

भारत को जवाबदेह ठहराने की अपील
पाकिस्तानी राजदूत ने सोशल मीडिया प्लेटफॉर्म एक्स पर कहा कि सुरक्षा परिषद से इस मामले का संज्ञान लेने और भारत को कथित उल्लंघनों के लिए जवाबदेह ठहराने की अपील की गई है। साथ ही उन्होंने दक्षिण एशिया की स्थिति और जम्मू-कश्मीर से जुड़े मुद्दों का भी जिक्र किया।

बता दें कि अप्रैल 2025 में पहलगाम आतंकी हमले के बाद भारत ने सख्त कदम उठाते हुए पाकिस्तान के साथ 65 साल से चली आ रही सिंधु जल संधि को निलंबित कर दिया था। इसके बाद से ही पाकिस्तान बौखलाया हुआ है।

  राम मंदिर,जातिगत जनगणना और आरक्षण के मुद्दे पर भाजपा पर बरसे- मुकेश सहनी।  सुल्तानपुर,विकासशील इंसान पार्टी (VIP) के राष्ट्रीय अध्यक्ष मुकेश सहनी ने सुल्तानपुर में आयोजित प्रेस वार्ता के दौरान भारतीय जनता पार्टी और केंद्र सरकार पर जमकर निशाना साधा। उन्होंने राम मंदिर निर्माण में कथित भ्रष्टाचार, जातिगत जनगणना, निषाद समाज के आरक्षण तथा आगामी राजनीतिक रणनीति को लेकर कई बड़े बयान दिए। मुकेश सहनी ने आरोप लगाया कि राम मंदिर आंदोलन के दौरान जुटाए गए चंदे में बड़े पैमाने पर अनियमितताएं हुई हैं। 
  उन्होंने दावा किया कि पहले भी मंदिर निर्माण के नाम पर लगभग 1400 करोड़ रुपये के घोटाले के आरोप सामने आए थे। उन्होंने कहा कि यदि पूरे मामले की निष्पक्ष जांच कराई जाए तो कई चौंकाने वाले तथ्य सामने आ सकते हैं। सहनी ने आरोप लगाया कि भाजपा धर्म और आस्था के नाम पर राजनीति कर सत्ता हासिल करती है, जबकि आम जनता की मूल समस्याएं आज भी जस की तस बनी हुई हैं। जातिगत जनगणना के मुद्दे पर उन्होंने कहा कि यह राहुल गांधी का प्रमुख एजेंडा रहा है। 
  सहनी ने दावा किया कि केंद्र सरकार राजनीतिक दबाव के चलते इस विषय पर आगे बढ़ी है, लेकिन उसकी नीयत साफ नहीं है। उन्होंने आशंका जताई कि जातिगत जनगणना के वास्तविक आंकड़े सार्वजनिक नहीं किए जाएंगे। उन्होंने कहा कि INDIA गठबंधन की सरकार बनने पर सही और पारदर्शी तरीके से जातिगत जनगणना कराई जाएगी। उन्होंने बताया कि पार्टी संगठन को मजबूत करने और कार्यकर्ताओं से संवाद स्थापित करने के लिए वह उत्तर प्रदेश के विभिन्न जिलों का दौरा कर रहे हैं। 
  सहनी ने घोषणा की कि 25 जुलाई के बाद प्रदेशभर में 101 दिनों की "संकल्प यात्रा" निकाली जाएगी। इस यात्रा के माध्यम से गांव-गांव जाकर निषाद समाज को संगठित किया जाएगा तथा आरक्षण के मुद्दे पर जनजागरण अभियान चलाया जाएगा। मुकेश सहनी ने कहा कि यदि वर्ष 2027 के विधानसभा चुनाव से पहले निषाद समाज को आरक्षण नहीं दिया गया तो समाज भाजपा के नेतृत्व वाली सरकार का समर्थन नहीं करेगा। उन्होंने कहा कि निषाद समाज अपने संवैधानिक अधिकारों और राजनीतिक भागीदारी के लिए लगातार संघर्ष करता रहेगा। प्रेस वार्ता के दौरान उन्होंने डॉ. संजय निषाद पर भी अप्रत्यक्ष रूप से निशाना साधा। 
  उन्होंने कहा कि समाज के हितों के लिए सत्ता पर प्रभावी दबाव बनाया जाना चाहिए। यदि सरकार आरक्षण की मांग पूरी नहीं करती है तो समाजहित में ठोस निर्णय लेने की आवश्यकता होगी। सहनी ने कहा कि INDIA गठबंधन सामाजिक न्याय, जातिगत जनगणना और आबादी के अनुपात में भागीदारी जैसे मुद्दों को मजबूती से उठा रहा है। उन्होंने दावा किया कि वर्ष 2029 के लोकसभा चुनाव में यही मुद्दे राष्ट्रीय राजनीति के केंद्र में रहेंगे। साथ ही उन्होंने कहा कि यदि INDIA गठबंधन की सरकार बनती है तो राहुल गांधी देश के प्रधानमंत्री बन सकते हैं और निषाद समाज को आरक्षण दिलाने की दिशा में ठोस कदम उठाए जाएंगे। प्रेस वार्ता में पार्टी के कई पदाधिकारी,कार्यकर्ता और समर्थक उपस्थित रहे।

दुनिया में हथियारों पर नजर रखने वाली वैश्विक संस्था स्टॉकहोम इंटरनेशनल पीस रिसर्च इंस्टीट्यूट (SIPRI) ने भारत में परमाणु हथियार को लेकर चौंकाने वाला खुलासा किया है। SIPRI ने अपनी ताजा रिपोर्ट में दावा किया है कि भारत ने पहली बार 12 परमाणु हथियार ऑपरेशनल यानी तैयार स्थिति में तैनात किए हैं। 

दशकों से चली आ रही नीति में बड़ा बदलाव
रिपोर्ट में दावा किया गया है कि यह पहली बार है कि भारत के इन हथियारों को ऑपरेशनली डिप्लॉयड के तौर पर वर्गीकृत रखा गया है। यह दशकों से चली आ रही उस नीति से एक बड़ा बदलाव है, जिसके तहत परमाणु हथियारों और उन्हें पहुंचाने वाले सिस्टम को अलग-अलग जगहों पर रखा जाता था। भूमिगत मिसाइल भंडारगृहों और नई परमाणु पनडुब्बियों में दागने के लिए तैयार इन परमाणु हथियारों की तैनाती भारत की तैयारी का संकेत देती है।

परमाणु हथियारों के इस्तेमाल को लेकर क्या है भारत की नीति?
भारत की परमाणु हथियारों के पहले इस्तेमाल न करने की नीति है। ऐतिहासिक रूप से भारत ने 'डी-मेटेड न्यूक्लियर पॉलिसी' अपनाई थी। इसका मतलब था कि शांति के समय परमाणु हथियारों को मिसाइल या विमान से अलग रखा जाता था और सिर्फ गंभीर संकट के समय ही मिसाइल या विमान में असेंबल किया जाता था। SIPRI की रिपोर्ट भारत की इस नीति में बदलाव की ओर इशारा करती है। इसलिए पहली बार परमाणु हथियारों की तैनाती शायद भारत के परमाणु शक्ति बनने के बाद से सबसे बड़ा बदलाव है।

भारत के पास कुल 190 परमाणु वॉरहेड
SIPRI की रिपोर्ट में यह भी कहा गया है कि पिछले साल भारत के परमाणु हथियारों के भंडार में थोड़ी बढ़ोतरी हुई है, साथ ही बैलिस्टिक मिसाइल पनडुब्बी (SSBN) पर कुछ वॉरहेड तैनात किए गए हैं और डेटरेंस पेट्रोलिंग (रोकथाम के लिए गश्त) की गई है। रिपोर्ट में कहा गया है कि जनवरी 2026 तक भारत के पास कुल 190 परमाणु वॉरहेड हैं। इनमें से 12 परमाणु वॉरहेड मिसाइलों, पनडुब्बियों या लड़ाकू विमानों जैसे डिलीवरी सिस्टम के साथ जोड़े गए हैं या ऑपरेशनल फोर्स वाले ठिकानों पर तैनात किए गए हैं।

2024 से INS अरिघात और अरिदमन ऑपरेशनल
रिपोर्ट के अनुसार अगस्त 2024 से भारत ने परमाणु मिसाइल ले जाने वाली दो पनडुब्बियों INS अरिघात और INS अरिदमन को ऑपरेशनल कर दिया है। दोनों पनडुब्बियां परमाणु मिसाइल ले जाने में सक्षम हैं और उन्हें डेटरेंस पेट्रोल यानी सुरक्षा और जवाबी क्षमता बनाए रखने वाली गश्त के लिए मंजूरी मिल चुकी है। परमाणु मिसाइलों से लैस ऐसी पनडुब्बियों को लंबी दूरी की गश्त पर भेजा जाता है, जो कई महीनों तक समुद्र में रह सकती हैं। इस दौरान वे सैन्य नेतृत्व के साथ समय-समय पर संपर्क बनाए रखती हैं।

भारतीय जनता पार्टी (भाजपा) को घेरने के लिए 2 साल बाद विपक्षी दल एक बार फिर साथ आ रहे हैं। I.N.D.I.A ब्लॉक की आज दोपहर 12 बजे दिल्ली में अहम बैठक होने जा रही है। कांग्रेस का दावा है कि इसमें 23 विपक्षी दल शामिल होंगे। हालांकि, बैठक से पहले सीपीआईएम ने कांग्रेस को खूब खरी-खोटी सुनाई है।

भाजपा सरकार की नीतियों के खिलाफ एकजुट विपक्ष
कांग्रेस महासचिव जयराम रमेश ने बताया कि 23 दल भाजपा सरकार की नीतियों के खिलाफ एकजुट हो रहे हैं। उन्होंने एक्स पोस्ट में 'इंडिया' को 'इंडिया जनबंधन' लिखा। उन्होंने कहा कि बैठक में शामिल नहीं होने वाले दल भी मोदी सरकार की नीतियों का विरोध करते हैं और संविधान, लोकतांत्रिक संस्थाओं और मताधिकार से जुड़े मुद्दों पर विपक्ष के साथ खड़े हैं। उन्होंने दावा किया कि I.N.D.I.A. अपनी विविधता के बावजूद एकजुट है। 

कौन-कौन से दलों के बैठक में होंगे शामिल
कांग्रेस ने 23 राजनीतिक दलों विपक्षी गठबंधन की बैठक में शामिल होने की पुष्टि कर दी है। इनमें तृणमूल कांग्रेस, समाजवादी पार्टी, शिवसेना (यूबीटी), झारखंड मुक्ति मोर्चा, नेशनल कॉन्फ्रेंस, माकपा, पीडीपी, राजद, भाकपा, टीवीके जैसे प्रमुख दल शामिल हैं। इसके अलावा कुछ अन्य छोटे दलों जैसे- भाकपा-माले, आरएसपी, वीसीके, एमडीएमके, ऑल इंडिया फॉरवर्ड ब्लॉक, असम जातीय परिषद समेत कई और दलों ने इस बैठक में शामिल होने के संकेत दिए हैं।

डीएमके ने साफ कर दिया है कि वह इस विशेष बैठक में शामिल नहीं होगी। यह विपक्षी रणनीति के लिए झटका माना जा रहा है। विपक्ष की चिंता का कारण संसद का गणित भी है। इससे पहले परिसीमन से जुड़े संविधान संशोधन विधेयक पर लोकसभा में सरकार के पक्ष में 298 वोट पड़े थे, जबकि विपक्ष के 230 सांसदों ने इसके खिलाफ मतदान किया था। दो-तिहाई बहुमत नहीं मिलने के कारण बीजेपी सरकार यह विधेयक पारित नहीं करा सकी थी। अब यदि सरकार मॉनसून सत्र में फिर से इस मुद्दे को लेकर आती है तो विपक्ष के लिए पिछली बार जैसी एकजुटता बनाए रखना बड़ी चुनौती होगी।

बैठक से पहले सीपीएम ने कांग्रेस को उसके पुराने आरोपों की याद दिलाई है। सीपीएम महासचिव एमए बेबी ने कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे को पत्र लिखकर कहा कि उनकी पार्टी इस बैठक में शामिल होगी और राज्यसभा सांसद जॉन ब्रिटास उसका प्रतिनिधित्व करेंगे। हालांकि, उन्होंने केरल चुनाव के दौरान कांग्रेस नेताओं द्वारा सीपीएम और बीजेपी के बीच कथित समझौते के आरोपों पर आपत्ति जताई। बेबी ने कहा कि राहुल गांधी, प्रियंका गांधी वाड्रा और मल्लिकार्जुन खरगे ने चुनाव प्रचार में पिनाराई विजयन और प्रधानमंत्री नरेंद्र मोदी के बीच समझौते की बात कही थी।

विपक्षी एकता के लिए बेहद अहम है बैठक
INDIA गठबंधन की सोमवार को नई दिल्ली में महत्वपूर्ण बैठक होने जा रही है। लगभग दो वर्षों के बाद हो रही इस बैठक को विपक्षी एकता के लिए बेहद अहम माना जा रहा है, क्योंकि हाल के राजनीतिक घटनाक्रमों और कई राज्यों में चुनावी झटकों के बाद गठबंधन के सामने अपनी एकजुटता और रणनीति को नए सिरे से परिभाषित करने की चुनौती है।
