दिल्ली-एनसीआर समेत उत्तर भारत के कई हिस्सों में घने कोहरे से राहत मिल गई है।बीते कुछ दिनों से धूप खिल रही है और दिन के समय हल्की गर्मी महसूस हो रही है। जिससे लोगों ने हाड़ कंपाने वाली सर्दी से राहत की सांस ली है। हालांकि, मौसम का मिजाज एक बार फिर बिगड़ने वाला है। 

पश्चिमी विक्षोभ सक्रिय हुआ
भारतीय मौसम विज्ञान विभाग के अनुसार 19 जनवरी से एक नया पश्चिमी विक्षोभ सक्रिय होगा, जिसके चलते दिल्ली, यूपी, बिहार सहित कई राज्यों में बारिश का अलर्ट जारी किया गया है। पहाड़ों पर भारी हिमपात और मैदानी इलाकों में ओलावृष्टि के साथ बारिश की चेतावनी जारी की गई है. पश्चिमी हिमालयी क्षेत्रों में 22 और 23 जनवरी को भारी बर्फबारी और बारिश की संभावना को देखते हुए प्रशासन ने ‘ऑरेंज अलर्ट’ जारी किया है।

10 राज्यों में भारी बारिश की चेतावनी
मौसम विभाग ने अगले 24 घंटे में देश के 10 राज्यों में भारी बारिश और तेज हवा की चेतावनी जारी कर दी है। इस बारिश के बाद 2 से 3 दिन तक कड़ाके की ठंड पड़ेगी। इसके अलावा उत्तर भारत के 26 जिलों में घने कोहरे मुश्किलें बढ़ाने वाली हैं।

इन राज्यों में तेज आंधी और बारिश के आसार
आएमडी के अनुसार 22 से 24 जनवरी को उत्तर प्रदेश, पंजाब, हरियाणा, दिल्ली, हिमाचल, उत्तराखंड, पश्चिमी राजस्थान, पश्चिमी उत्तर प्रदेश और पूर्वी राजस्थान और 24 जनवरी को पूर्वी उत्तर प्रदेश में बिजली कड़कने और तेज हवाओं (30-50 किमी प्रति घंटा की गति) के साथ गरज के साथ बारिश होने की संभावना है। 21 जनवरी को जम्मू-कश्मीर और लद्दाख में कहीं-कहीं हल्की से मध्यम बारिश तो 22-26 जनवरी के दौरान पश्चिमी हिमालयी क्षेत्र में भारी बारिश-बर्फबारी होने की संभावना है।

भारत ने बांग्लादेश में खराब होती सुरक्षा स्थिति को देखते हुए बड़ा कदम उठाया है। भारत सरकार ने वहां तैनात भारतीय राजनयिकों के परिवारों को वापस बुलाने का फैसला किया है।कूटनीतिक तनातनी के बीच भारत ने सुरक्षा कारणों से बांग्लादेश को नॉन फैमिली श्रेणी में डाल कर वहां विभिन्न मिशनों में तैनात राजनयिकों के परिवार के सदस्यों को वापस बुला लिया है।

भारत ने अगले महीने बांग्लादेश में होने वाले आम चुनाव के दौरान संभावित हिंसा के मद्देनजर यह फैसला किया है।राजनयिकों के परिवार के सभी सदस्य 15 जनवरी तक भारत वापस लौट चुके हैं। माना जा रहा है कि आम चुनाव के नतीजे आने के बाद भारत बांग्लादेश की स्थिति की समीक्षा कर अपने फैसले पर पुनर्विचार करेगा। बांग्लादेश में 12 फरवरी को आम चुनाव होने हैं। इसी दिन जनमत संग्रह भी होना तय है।

इन देशों पर 'नॉन फैमिली' लागू
अब तक भारतीय विदेश मंत्रालय ने 'नॉन फैमिली' की यह श्रेणी सिर्फ़ कुछ ही देशों पर लागू की थी, जिनमें इराक, अफगानिस्तान, पाकिस्तान और दक्षिण सूडान शामिल हैं। इस ताजा फैसले के बाद अब बांग्लादेश को भी इस सूची में शामिल कर लिया गया है।

शेख हसीना के बाद बिगड़े संबंध
बांग्लादेश को नॉन फैमिली श्रेणी में अचानक या हड़बड़ी में शामिल नहीं किया गया है। दरअसल, शेख हसीना की सत्ता जाने के बाद से दोनों देशों में तल्खी बढ़ी है। भारत पहले ही बांग्लादेश के लिए वीजा सेवा बंद कर चुका है। हिंदुओं की लगातार हत्या के कारण भी तनातनी बढ़ी है।

राजनयिकों की सुरक्षा चिंता बढ़ी
बता दें हाल के वक्त में भारत और बांग्लादेश के बीच राजनयिक असहजता भी देखने को मिली है। बीते दिनों छात्र नेता उस्मान हादी की हत्या के बाद बांग्लादेश में भारतीय उच्चायोग के सामने विरोध प्रदर्शन भी देखने को मिले । बांग्लादेश में भारतीय मिशन और राजनयिकों की सुरक्षा भारत के लिए एक बड़ी चुनौती बनी हुई थी। इस मसले पर भारत ने दिल्ली स्थित बांग्लादेश उच्चायुक्त रियाज हामिदुल्लाह को तलब भी किया था।

अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने भारत को गाजा शांति बोर्ड का हिस्सा बनने के लिए आमंत्रित किया है। यह बोर्ड गाजा में चल रहे संघर्ष को खत्म करने और शांति प्रक्रिया को आगे बढ़ाने के लिए बनाया जा रहा है। साथ ही यह पहल गाजा में चल रहे संघर्ष को खत्म करने के लिए ट्रंप की 20 सूत्रीय शांति योजना से जुड़ी है।

डोनाल्‍ड ट्रंप के बेहद भरोसेमंद और भारत में अमेर‍िका के राजदूत सर्जियो गोर ने इसकी जानकारी सोशल मीडिया में शेयर की है। पत्र में लिखा है, “भारत गणराज्य के प्रधानमंत्री के रूप में, मुझे आपको मध्य पूर्व में शांति को सुदृढ़ करने और साथ ही वैश्विक संघर्षों के समाधान के लिए एक साहसिक नए दृष्टिकोण को अपनाने के इस ऐतिहासिक और भव्य प्रयास में शामिल होने के लिए आमंत्रित करते हुए अत्यंत गर्व हो रहा है”।

गाजा पीस समझौता 20 सूत्री प्रस्ताव पर आधारित
ट्रंप ने गाजा संघर्ष को समाप्त करने की एक व्यापक योजना की अपनी 29 सितंबर की घोषणा का उल्लेख किया है। “29 सितंबर, 2025 को, मैंने गाजा संघर्ष को समाप्त करने की व्यापक योजना की घोषणा की, जो एक असाधारण 20-सूत्रीय रोडमैप है जिसे अरब जगत, इजराइल और यूरोप के प्रमुख राष्ट्राध्यक्षों सहित सभी विश्व नेताओं ने तुरंत स्वीकार कर लिया। इस योजना को आगे बढ़ाते हुए, 17 नवंबर को, संयुक्त राष्ट्र सुरक्षा परिषद ने सर्वसम्मति से संकल्प 2803 पारित किया, जिसमें इस दृष्टिकोण का स्वागत और समर्थन किया गया”।

पहाड़ों से लेकर मैदान तक, इन दिनों हाड़ कंपा देने वाली सर्दी पड़ रही है। शरीर पर कपड़ों की मोटी लेयर के बाद भी कंपकंपी रुकने का नाम नहीं ले रही है। दिल्ली से लेकर यूपी, बिहार तक, हर जगह ठंड का सितम देखने को मिल रहा है। फिलहाल इससे राहत मिलने के आसार नहीं हैं।

मौसम विभाग ने अगले चार-पांच दिनों तक पहाड़ों पर बारिश होने का अलर्ट जारी किया है। इस दौरान कुछ जगह बर्फबारी भी होने का अनुमान है। मैदानी इलाकों में भी बारिश-बूंदाबांदी होने से कई राज्यों में शीतलहर की स्थिति रहेगी। वहीं, एक सप्ताह तक उत्तर और पूर्व के कई राज्यों में घने से बेहद घना कोहरा मुश्किल बढ़ाएगा।

शीतलहर से लेकर गंभीर शीतलहर की चेतावनी
भारत मौसम विज्ञान विभाग ने उत्तर भारत के कई राज्यों में शीतलहर से लेकर गंभीर शीतलहर की चेतावनी जारी की है। विभाग के अनुसार, अगले 2–3 दिनों तक हिमाचल प्रदेश, पंजाब, हरियाणा, दिल्ली, राजस्थान, झारखंड और ओडिशा में ठंड का प्रकोप बना रहेगा, जबकि उसके बाद इसमें धीरे-धीरे कमी आने की संभावना है। 

5-6 दिनों तक घने कोहरे की संभावना
मौसम विभाग के अनुसार, अगले 5-6 दिनों के दौरान उत्तर-पश्चिम भारत और बिहार में घना से बहुत घना कोहरा छाए रहने की संभावना है। जबकि पश्चिमी उत्तर प्रदेश और उत्तराखंड में शीतदिवस की अगले दो दिनों तक स्थिति बनी रह सकती है।

बारिश और बर्फबारी की संभावना
मौसम विभाग के मुताबिक 16 से 21 जनवरी के बीच जम्मू-कश्मीर, लद्दाख, हिमाचल प्रदेश और उत्तराखंड में हल्की से मध्यम बारिश और बर्फबारी की संभावना है। इसके साथ ही 18–20 जनवरी के दौरान पंजाब, हरियाणा, चंडीगढ़, पूर्वी राजस्थान और पश्चिमी उत्तर प्रदेश में भी छिटपुट बारिश हो सकती है।

कैसा रहेगा दिल्ली का मौसम?
इधर, दिल्ली में सर्दी ने पिछले तीन सालों का रिकॉर्ड तोड़ दिया है। गुरुवार को 2.3 डिग्री के टेंपरेचर के साथ कोहरे ने खूब परेशान किया। 16 जनवरी को भी शीतलहर की स्थिति बनी रहेगी। राजधानी के कुछ हिस्सों में हल्का से मध्यम स्तर का घना कोहरा रहेगा। वहीं 17 से 21 जनवरी तक आसमान में बादल छाए रहेंगे। सुबह के वक्त थोड़ा कोहरा भी देखने को मिलेगा। इस दौरान न्यूनतम तापमान 5 से बढ़कर 9 डिग्री पहुंच सकता है। जबकि अधिकतम तापमान 22 से 25 डिग्री सेल्सियस तक पहुंचने की संभावना है, जिससे थोड़ी राहत मिल सकती है।

प्रधानमंत्री नरेंद्र मोदी ने 28वें कॉमनवेल्थ स्पीकर्स कॉन्फ्रेंस का उद्घाटन किया। इस कॉन्फ्रेंस में 42 देशों के 61 स्पीकर्स और ऑफिसर्स शामिल हैं। संविधान सदन में आयोजित इस समारोह में पीएम मोदी ने साफ शब्दों में कहा कि भारत की लोकतांत्रिक यात्रा पर कभी संदेह किया गया। लेकिन आज वही लोकतंत्र भारत की सबसे बड़ी ताकत बन चुका है। यही वजह है कि भारत न सिर्फ स्थिर है बल्कि तेज रफ्तार से आगे बढ़ रहा है।

पीएम मोदी ने कहा कि मैं सबका स्वागत करता हूं। जिस स्थान पर आप सभी बैठे हैं वो भारत की लोकतांत्रिक यात्रा का बहुत ही महत्वपूर्ण स्थान है। गुलामी के आखिरी वर्षों में जब भारत की आजादी तय हो चुकी थी तब इसी सेंटल हॉल में भारत के संविधान की रचना के लिए संविधान सभा की बैठकें हुई। 75 सालों तक ये इमारत भारत की संसद रही। यहां अनेक चर्चाएं हुई, अनेक फैसले लिए गए। अब इसको संविधान सदन का नाम दिया गया है।

भारत में लोकतंत्र को लेकर गंभीर संदेह था-पीएम मोदी

भारत और चीन के बीच शक्सगाम घाटी का विवाद एक बार फिर गहरा गया है।चीन ने फिर से लद्दाख की शक्सगाम घाटी पर आधिकारिक दावा किया है। मंगलवार को चीन ने फिर से इस घाटी पर अपना दावा दोहराया है और भारत पर पलटवार किया है।

चीनी विदेश मंत्रालय की प्रवक्ता माओ निंग ने सोमवार को जम्मू-कश्मीर की शक्सगाम घाटी पर भारत के दावे को सिरे से खारिज करते हुए इसे चीन का क्षेत्र बताया। सीमा विवाद और चीन-पाकिस्तान आर्थिक गलियारे (CPEC) पर पूछे गए सवालों के जवाब में माओ निंग ने कहा, “जिस क्षेत्र का आपने उल्लेख किया है, वह चीन का है। चीन को अपने क्षेत्र में बुनियादी ढांचा विकसित करने का पूरा अधिकार है।”

वहीं, शक्सगाम घाटी को लेकर भारत ने चीन और पाकिस्तान को एक बार फिर साफ संदेश दिया है। सेना प्रमुख जनरल उपेंद्र द्विवेदी ने दोहराया कि 1963 में पाकिस्तान और चीन के बीच हुआ सीमा समझौता भारत के लिए पूरी तरह गैर-कानूनी और अमान्य है। उन्होंने कहा कि शक्सगाम घाटी भारत का हिस्सा है और वहां किसी भी तरह की गतिविधि को भारत मान्यता नहीं देता। जनरल द्विवेदी ने कहा कि चीन-पाकिस्तान इकोनॉमिक कॉरिडोर (CPEC) भी भारत के लिए मान्य नहीं है। उन्होंने इसे दोनों देशों द्वारा किया जा रहा गैर-कानूनी काम बताया और कहा कि यह परियोजना भारतीय क्षेत्र से होकर गुजरती है।

क्या है 1963 का समझौता ?
शक्सगाम घाटी लद्दाख के सुदूर उत्तरी क्षेत्र में काराकोरम रेंज से भी उत्तर में बहुत ही ऊंचाई पर स्थित घाटी है। यह पाकिस्तानी कब्जे वाले गिलगित-बाल्टिस्तान इलाके के नजदीक और सियाचिन/अक्साई चिन के बेहद पास का क्षेत्र है। अभी इसपर चीन का कब्जा है, जो इसे झिंजियांग का हिस्सा बताता है। भारत का कहना है कि यह पूर्ववर्ती जम्मू और कश्मीर रियासत का हिस्सा है, जिसका 1947 में भारत के साथ कानूनी रूप से विलय हो चुका है। इसलिए यह अब लद्दाख का हिस्सा है। 1947-1948 में पाकिस्तान ने इस क्षेत्र (पाकिस्तान अधिकृत कश्मीर-PoK) पर अवैध कब्जा कर लिया था और 1963 में उसने चीन-पाकिस्तान सीमा समझौते के नाम पर चीन के हवाले कर दिया।

आवारा कुत्तों के मामले पर सुप्रीम कोर्ट में आज यानी मंगलवार को सुनवाई हुई। सुप्रीम कोर्ट ने सुनवाई के दौरान आवारा कुत्तों के हमलों से जुड़े एक मामले में तीखी टिप्पणी की है। कोर्ट ने सवाल किया कि जब सड़कों पर आवारा कुत्तों के हमले से बच्चे और बुजुर्ग नागरिक मारे जाते हैं या घायल होते हैं, तो इसके लिए किसे जिम्मेदार ठहराया जाना चाहिए?

सुप्रीम कोर्ट में रिहायशी इलाकों में आवारा कुत्तों के आतंक पर संकेत दिया कि वह आवारा कुत्तों के हमलों से होने वाली किसी भी चोट या मौत के लिए नागरिक अधिकारियों और कुत्ते पालने वालों दोनों को उत्तरदायी ठहरा सकता है।

आवारा कुत्तों को अपने घरों में ले जाएं
शीर्ष अदालत ने टिप्पणी की है कि जो लोग आवारा कुत्तों को लेकर चिंतित हैं, उन्हें अपने घरों में ले जाना चाहिए, बजाय इसके कि उन्हें 'इधर-उधर घूमने, काटने और जनता को डराने' दिया जाए। कोर्ट ने अपनी टिप्पणी में पूछा कि क्या भावनाएं सिर्फ कुत्तों के लिए ही दिखती हैं, जबकि इंसानों पर हमलों की घटनाओं में अक्सर वैसी ही तेजी देखने को नहीं मिलती।

बाइट मामलों में मुआवजे की जिम्मेदारी तय की जा सकती है
कोर्ट ने कहा कि हम यह कहने जा रहे हैं कि कुत्ते के काटने से होने वाली मौतों और चोटों के मामलों में राज्य को भारी मुआवजा देना होगा। कुत्ते पालने वालों और उनका प्रतिनिधित्व करने वाले संगठनों पर भी जिम्मेदारी और जवाबदेही तय की जाएगी।

भारतीय मौसम विज्ञान विभाग के अनुसार 19 जनवरी से एक नया पश्चिमी विक्षोभ सक्रिय होगा, जिसके चलते दिल्ली, यूपी, बिहार सहित कई राज्यों में बारिश का अलर्ट जारी किया गया है। पहाड़ों पर भारी हिमपात और मैदानी इलाकों में ओलावृष्टि के साथ बारिश की चेतावनी जारी की गई है. पश्चिमी हिमालयी क्षेत्रों में 22 और 23 जनवरी को भारी बर्फबारी और बारिश की संभावना को देखते हुए प्रशासन ने ‘ऑरेंज अलर्ट’ जारी किया है।

10 राज्यों में भारी बारिश की चेतावनी
मौसम विभाग ने अगले 24 घंटे में देश के 10 राज्यों में भारी बारिश और तेज हवा की चेतावनी जारी कर दी है। इस बारिश के बाद 2 से 3 दिन तक कड़ाके की ठंड पड़ेगी। इसके अलावा उत्तर भारत के 26 जिलों में घने कोहरे मुश्किलें बढ़ाने वाली हैं।

इन राज्यों में तेज आंधी और बारिश के आसार
आएमडी के अनुसार 22 से 24 जनवरी को उत्तर प्रदेश, पंजाब, हरियाणा, दिल्ली, हिमाचल, उत्तराखंड, पश्चिमी राजस्थान, पश्चिमी उत्तर प्रदेश और पूर्वी राजस्थान और 24 जनवरी को पूर्वी उत्तर प्रदेश में बिजली कड़कने और तेज हवाओं (30-50 किमी प्रति घंटा की गति) के साथ गरज के साथ बारिश होने की संभावना है। 21 जनवरी को जम्मू-कश्मीर और लद्दाख में कहीं-कहीं हल्की से मध्यम बारिश तो 22-26 जनवरी के दौरान पश्चिमी हिमालयी क्षेत्र में भारी बारिश-बर्फबारी होने की संभावना है।

भारत ने बांग्लादेश में खराब होती सुरक्षा स्थिति को देखते हुए बड़ा कदम उठाया है। भारत सरकार ने वहां तैनात भारतीय राजनयिकों के परिवारों को वापस बुलाने का फैसला किया है।कूटनीतिक तनातनी के बीच भारत ने सुरक्षा कारणों से बांग्लादेश को नॉन फैमिली श्रेणी में डाल कर वहां विभिन्न मिशनों में तैनात राजनयिकों के परिवार के सदस्यों को वापस बुला लिया है।

भारत ने अगले महीने बांग्लादेश में होने वाले आम चुनाव के दौरान संभावित हिंसा के मद्देनजर यह फैसला किया है।राजनयिकों के परिवार के सभी सदस्य 15 जनवरी तक भारत वापस लौट चुके हैं। माना जा रहा है कि आम चुनाव के नतीजे आने के बाद भारत बांग्लादेश की स्थिति की समीक्षा कर अपने फैसले पर पुनर्विचार करेगा। बांग्लादेश में 12 फरवरी को आम चुनाव होने हैं। इसी दिन जनमत संग्रह भी होना तय है।

इन देशों पर 'नॉन फैमिली' लागू
अब तक भारतीय विदेश मंत्रालय ने 'नॉन फैमिली' की यह श्रेणी सिर्फ़ कुछ ही देशों पर लागू की थी, जिनमें इराक, अफगानिस्तान, पाकिस्तान और दक्षिण सूडान शामिल हैं। इस ताजा फैसले के बाद अब बांग्लादेश को भी इस सूची में शामिल कर लिया गया है।

शेख हसीना के बाद बिगड़े संबंध
बांग्लादेश को नॉन फैमिली श्रेणी में अचानक या हड़बड़ी में शामिल नहीं किया गया है। दरअसल, शेख हसीना की सत्ता जाने के बाद से दोनों देशों में तल्खी बढ़ी है। भारत पहले ही बांग्लादेश के लिए वीजा सेवा बंद कर चुका है। हिंदुओं की लगातार हत्या के कारण भी तनातनी बढ़ी है।

अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने भारत को गाजा शांति बोर्ड का हिस्सा बनने के लिए आमंत्रित किया है। यह बोर्ड गाजा में चल रहे संघर्ष को खत्म करने और शांति प्रक्रिया को आगे बढ़ाने के लिए बनाया जा रहा है। साथ ही यह पहल गाजा में चल रहे संघर्ष को खत्म करने के लिए ट्रंप की 20 सूत्रीय शांति योजना से जुड़ी है।

गाजा पीस समझौता 20 सूत्री प्रस्ताव पर आधारित
ट्रंप ने गाजा संघर्ष को समाप्त करने की एक व्यापक योजना की अपनी 29 सितंबर की घोषणा का उल्लेख किया है। “29 सितंबर, 2025 को, मैंने गाजा संघर्ष को समाप्त करने की व्यापक योजना की घोषणा की, जो एक असाधारण 20-सूत्रीय रोडमैप है जिसे अरब जगत, इजराइल और यूरोप के प्रमुख राष्ट्राध्यक्षों सहित सभी विश्व नेताओं ने तुरंत स्वीकार कर लिया। इस योजना को आगे बढ़ाते हुए, 17 नवंबर को, संयुक्त राष्ट्र सुरक्षा परिषद ने सर्वसम्मति से संकल्प 2803 पारित किया, जिसमें इस दृष्टिकोण का स्वागत और समर्थन किया गया”।

पहाड़ों से लेकर मैदान तक, इन दिनों हाड़ कंपा देने वाली सर्दी पड़ रही है। शरीर पर कपड़ों की मोटी लेयर के बाद भी कंपकंपी रुकने का नाम नहीं ले रही है। दिल्ली से लेकर यूपी, बिहार तक, हर जगह ठंड का सितम देखने को मिल रहा है। फिलहाल इससे राहत मिलने के आसार नहीं हैं।

मौसम विभाग ने अगले चार-पांच दिनों तक पहाड़ों पर बारिश होने का अलर्ट जारी किया है। इस दौरान कुछ जगह बर्फबारी भी होने का अनुमान है। मैदानी इलाकों में भी बारिश-बूंदाबांदी होने से कई राज्यों में शीतलहर की स्थिति रहेगी। वहीं, एक सप्ताह तक उत्तर और पूर्व के कई राज्यों में घने से बेहद घना कोहरा मुश्किल बढ़ाएगा।

शीतलहर से लेकर गंभीर शीतलहर की चेतावनी
भारत मौसम विज्ञान विभाग ने उत्तर भारत के कई राज्यों में शीतलहर से लेकर गंभीर शीतलहर की चेतावनी जारी की है। विभाग के अनुसार, अगले 2–3 दिनों तक हिमाचल प्रदेश, पंजाब, हरियाणा, दिल्ली, राजस्थान, झारखंड और ओडिशा में ठंड का प्रकोप बना रहेगा, जबकि उसके बाद इसमें धीरे-धीरे कमी आने की संभावना है। 

5-6 दिनों तक घने कोहरे की संभावना
मौसम विभाग के अनुसार, अगले 5-6 दिनों के दौरान उत्तर-पश्चिम भारत और बिहार में घना से बहुत घना कोहरा छाए रहने की संभावना है। जबकि पश्चिमी उत्तर प्रदेश और उत्तराखंड में शीतदिवस की अगले दो दिनों तक स्थिति बनी रह सकती है।

बारिश और बर्फबारी की संभावना
मौसम विभाग के मुताबिक 16 से 21 जनवरी के बीच जम्मू-कश्मीर, लद्दाख, हिमाचल प्रदेश और उत्तराखंड में हल्की से मध्यम बारिश और बर्फबारी की संभावना है। इसके साथ ही 18–20 जनवरी के दौरान पंजाब, हरियाणा, चंडीगढ़, पूर्वी राजस्थान और पश्चिमी उत्तर प्रदेश में भी छिटपुट बारिश हो सकती है।

कैसा रहेगा दिल्ली का मौसम?
इधर, दिल्ली में सर्दी ने पिछले तीन सालों का रिकॉर्ड तोड़ दिया है। गुरुवार को 2.3 डिग्री के टेंपरेचर के साथ कोहरे ने खूब परेशान किया। 16 जनवरी को भी शीतलहर की स्थिति बनी रहेगी। राजधानी के कुछ हिस्सों में हल्का से मध्यम स्तर का घना कोहरा रहेगा। वहीं 17 से 21 जनवरी तक आसमान में बादल छाए रहेंगे। सुबह के वक्त थोड़ा कोहरा भी देखने को मिलेगा। इस दौरान न्यूनतम तापमान 5 से बढ़कर 9 डिग्री पहुंच सकता है। जबकि अधिकतम तापमान 22 से 25 डिग्री सेल्सियस तक पहुंचने की संभावना है, जिससे थोड़ी राहत मिल सकती है।

भारत और चीन के बीच शक्सगाम घाटी का विवाद एक बार फिर गहरा गया है।चीन ने फिर से लद्दाख की शक्सगाम घाटी पर आधिकारिक दावा किया है। मंगलवार को चीन ने फिर से इस घाटी पर अपना दावा दोहराया है और भारत पर पलटवार किया है।

चीनी विदेश मंत्रालय की प्रवक्ता माओ निंग ने सोमवार को जम्मू-कश्मीर की शक्सगाम घाटी पर भारत के दावे को सिरे से खारिज करते हुए इसे चीन का क्षेत्र बताया। सीमा विवाद और चीन-पाकिस्तान आर्थिक गलियारे (CPEC) पर पूछे गए सवालों के जवाब में माओ निंग ने कहा, “जिस क्षेत्र का आपने उल्लेख किया है, वह चीन का है। चीन को अपने क्षेत्र में बुनियादी ढांचा विकसित करने का पूरा अधिकार है।”

अपने दावे के पक्ष में चीन ने 1960 के दशक में पाकिस्तान के साथ हुए एक 'सीमा समझौता' का हवाला दिया। चीनी विदेश मंत्रालय की प्रवक्ता ने आगे दावा किया कि चीन और पाकिस्तान ने 1960 के दशक में एक सीमा समझौते पर हस्ताक्षर किए थे, जिसके तहत दोनों देशों के बीच सीमा का सीमांकन किया गया था। माओ निंग ने इस समझौते को दो संप्रभु देशों द्वारा अपने अधिकारों के प्रयोग के रूप में बताया।

वहीं, शक्सगाम घाटी को लेकर भारत ने चीन और पाकिस्तान को एक बार फिर साफ संदेश दिया है। सेना प्रमुख जनरल उपेंद्र द्विवेदी ने दोहराया कि 1963 में पाकिस्तान और चीन के बीच हुआ सीमा समझौता भारत के लिए पूरी तरह गैर-कानूनी और अमान्य है। उन्होंने कहा कि शक्सगाम घाटी भारत का हिस्सा है और वहां किसी भी तरह की गतिविधि को भारत मान्यता नहीं देता। जनरल द्विवेदी ने कहा कि चीन-पाकिस्तान इकोनॉमिक कॉरिडोर (CPEC) भी भारत के लिए मान्य नहीं है। उन्होंने इसे दोनों देशों द्वारा किया जा रहा गैर-कानूनी काम बताया और कहा कि यह परियोजना भारतीय क्षेत्र से होकर गुजरती है।

क्या है 1963 का समझौता ?
शक्सगाम घाटी लद्दाख के सुदूर उत्तरी क्षेत्र में काराकोरम रेंज से भी उत्तर में बहुत ही ऊंचाई पर स्थित घाटी है। यह पाकिस्तानी कब्जे वाले गिलगित-बाल्टिस्तान इलाके के नजदीक और सियाचिन/अक्साई चिन के बेहद पास का क्षेत्र है। अभी इसपर चीन का कब्जा है, जो इसे झिंजियांग का हिस्सा बताता है। भारत का कहना है कि यह पूर्ववर्ती जम्मू और कश्मीर रियासत का हिस्सा है, जिसका 1947 में भारत के साथ कानूनी रूप से विलय हो चुका है। इसलिए यह अब लद्दाख का हिस्सा है। 1947-1948 में पाकिस्तान ने इस क्षेत्र (पाकिस्तान अधिकृत कश्मीर-PoK) पर अवैध कब्जा कर लिया था और 1963 में उसने चीन-पाकिस्तान सीमा समझौते के नाम पर चीन के हवाले कर दिया।

आवारा कुत्तों के मामले पर सुप्रीम कोर्ट में आज यानी मंगलवार को सुनवाई हुई। सुप्रीम कोर्ट ने सुनवाई के दौरान आवारा कुत्तों के हमलों से जुड़े एक मामले में तीखी टिप्पणी की है। कोर्ट ने सवाल किया कि जब सड़कों पर आवारा कुत्तों के हमले से बच्चे और बुजुर्ग नागरिक मारे जाते हैं या घायल होते हैं, तो इसके लिए किसे जिम्मेदार ठहराया जाना चाहिए?

सुप्रीम कोर्ट में रिहायशी इलाकों में आवारा कुत्तों के आतंक पर संकेत दिया कि वह आवारा कुत्तों के हमलों से होने वाली किसी भी चोट या मौत के लिए नागरिक अधिकारियों और कुत्ते पालने वालों दोनों को उत्तरदायी ठहरा सकता है।

आवारा कुत्तों को अपने घरों में ले जाएं
शीर्ष अदालत ने टिप्पणी की है कि जो लोग आवारा कुत्तों को लेकर चिंतित हैं, उन्हें अपने घरों में ले जाना चाहिए, बजाय इसके कि उन्हें 'इधर-उधर घूमने, काटने और जनता को डराने' दिया जाए। कोर्ट ने अपनी टिप्पणी में पूछा कि क्या भावनाएं सिर्फ कुत्तों के लिए ही दिखती हैं, जबकि इंसानों पर हमलों की घटनाओं में अक्सर वैसी ही तेजी देखने को नहीं मिलती।

बाइट मामलों में मुआवजे की जिम्मेदारी तय की जा सकती है
कोर्ट ने कहा कि हम यह कहने जा रहे हैं कि कुत्ते के काटने से होने वाली मौतों और चोटों के मामलों में राज्य को भारी मुआवजा देना होगा। कुत्ते पालने वालों और उनका प्रतिनिधित्व करने वाले संगठनों पर भी जिम्मेदारी और जवाबदेही तय की जाएगी।
