Tournament (Siechem Trophy).

Bengal's Ashutosh Kumar (4-20) was awarded the man of the match for his superb bowling effort. Ashutosh was also named the man of the series. 

Opting to bat in Pondicherry, Himachal Pradesh lost wickets at regular intervals and were bundled out for 197 in 57.5 overs. Vaastav Garg top-scored with 55 runs. 

Besides Ashutosh, Rohit Das (2-24), Arjun (2-47), Agastya Shukla (1-36) and Sayan Paul (1-1) were impressive with the ball.

In reply, Bengal went over the line, scoring 199/8 in 40.4 overs.

बॉलीवुड एकट्रेस और बीजेपी सांसद कंगना रनौत हिमाचल प्रदेश में अपने घर के बिजली बिल को लेकर दिए बयान के बाद विवादों में घिर गईं हैं। बीते रोज कंगना ने मंडी में कहा था कि उनका मनाली वाले घर का एक लाख रुपये बिजली बिल आया है जबकि वह, वहां रहती भी नहीं है और ये सरकार भेड़ियों का झुंड है। लेकिन अब बिजली विभाग ने कंगना के दावे के पोल खोल दी है। बिजली विभाग ने उनके सारे आरोपों का खंडन किया है साथ ही बताया है कि कंगना बिजली बिल की डिफॉल्टर भी हैं।

  

कंगना के इस दावे पर हिमाचल प्रदेश राज्य विद्युत बोर्ड (एचपीएसईबीएल ) ने जवाब दिया है। उन्होंने कहा कि यह बिल दो महीनों का बकाया था। विभाग ने आरोप लगाया कि कंगना रनौत ने समय पर बिजली बिल नहीं चुकाया। हिमाचल प्रदेश इलेक्ट्रिसिटी बोर्ड के एमडी संदीप कुमार ने इस मामले पर शिमला में प्रेस कॉन्फ्रेंस की और मंडी की सांसद कंगना रनौत के मनाली स्थित आवास के बिजली बिल से संबंधित खबरों पर सफाई दी है। संदीप कुमार ने कहा कि कंगना रनौत के नाम पर सिमसा गांव में घरेलू बिजली कनेक्शन है। उनके आवास का दो महीने का बकाया बिजली बिल 90,384 रुपये है और यह कहना गलत है कि यह बिल एक महीने का हैय़

बिलों के भुगतान में हर बार देरी
विद्युत बोर्ड ने अपने बयान में कहा कि कंगना रनौत ने हमेशा अपने महीने के बिजली बिलों का भुगतान देर से किया है। जनवरी और फरवरी के बिलों का भुगतान 28 मार्च 2025 को किया गया, जिनकी कुल खपत 14,000 यूनिट थी। इससे यह स्पष्ट होता है कि उनकी औसत मासिक खपत बहुत अधिक है, जो 5,000 से 9,000 यूनिट के बीच है। बिजली विभाग ने बताया कि कंगना ने अक्टूबर से दिसंबर तक के बिजली बिलों का भुगतान समय पर नहीं किया। बाद में जनवरी तथा फरवरी के बिजली बिल भी समय पर कंगना की तरफ से नहीं भरे गए हैं। बिल के अनुसार, कंगना के घर की दिसंबर की बिजली खपत 6,000 यूनिट थी और बकाया 31,367 रुपये था, जबकि फरवरी की बिजली खपत 9,000 यूनिट थी और बिल 58,096 रुपये का था। कंगना रनौत के आवास का अक्टूबर, नवंबर और दिसंबर 2024 महीने का बिजली बिल 82,061 रुपये था, जिसका भुगतान 16 जनवरी 2025 को किया गया। अहम बात है कि कंगना रनौत अपने बिजली बिलों का भुगतान हर बार देर से करती हैं।

कंगना ले रहीं हैं बिजली बिलों पर सब्सिडी का लाभ
बोर्ड ने यह भी स्पष्ट किया कि मंड़ी की सांसद कंगना रनौत हिमाचल प्रदेश सरकार द्वारा प्रदान की जा रही बिजली सब्सिडी का लाभ भी उठा रही हैं। फरवरी 2025 के बिजली बिल में कंगना रनौत को 700 रुपये की सब्सिडी मिली। 22 मार्च 2025 को जारी 90,384 रुपये का बिजली बिल दो महीने की खपत का है और इसमें पहले किए गए 32,287 रुपये के भुगतान को भी शामिल किया गया है। इसलिए, एक महीने का बिल होने का दावा पूरी तरह से भ्रामक है।

कांग्रेस सरकार पर बढ़ते बिजली बिलों को लेकर साधा था निशाना
कंगना रनौत ने हाल ही में एक आयोजन के दौरान अपने मनाली वाले घर पर आए भारी बिजली बिल को लेकर कांग्रेस के नेतृत्व वाली हिमाचल प्रदेश सरकार की जमकर आलोचना की थी। कंगना ने कहा था कि इस महीने मेरे मनाली का घर का एक लाख बिजली का बिल आया, जहां मैं रहती भी नहीं हूं। इतनी दुर्दशा हुई है। हम पढ़ते हैं और शर्मिंदगी होती है कि ये क्या हो रहा है।

हिमाचल प्रदेश आर्थिक बदहाली से जूझ रहा है। वहीं अब कांग्रेस सरकार इस आर्थिक संकट से उबरने के लिए “भगवान की शरण” में हैं। हिमाचल प्रदेश में आर्थिक संकट के बीच सुक्खू सरकार के पास अपनी योजनाओं को चलाने के लिए पैसा नहीं है। इसी के चलते अब सरकार ने प्रदेश के बड़े मंदिरों से पैसा मांगा है। सरकार ने मंदिरों को मिलने वाले चढ़ावे से धन की मांग की है। सीएम ने राज्य सरकार के तहत आने वाले सभी मंदिरों और उनको संभाल रहे स्थानीय डीसी को पत्र लिखा है और चढ़ावे के पैसे में से दो सरकारी योजनाओं के लिए पैसे देने का आग्रह किया है।

  

29 जनवरी को हिमाचल प्रदेश सरकार के भाषा एवं संस्कृति विभाग ने मंदिर ट्रस्ट को एक पत्र लिखा था और मंदिर कमेटियों से जरूरतमंद बच्चों की मदद का आग्रह किया। सीएम सुखविंदर सिंह सुक्खू ने दो योजनाओं के लिए मंदिरों से आर्थिक सहायता मांगी है। इन दो सरकारी योजनाओं में पहली योजना का नाम है मुख्यमंत्री सुख शिक्षा योजना और दूसरी मुख्यमंत्री सुखाश्रय योजना।

सरकार की अपील पर डीसी ने मंदिर न्यास को आर्थिक मदद करने के लिए पत्र जारी किए हैं। पत्र में लिखा गया है कि मुख्यमंत्री सुखाश्रय और सुख शिक्षा योजना की मदद सरकार के अधीन आने वाले मंदिरों के ट्रस्ट भी करेंगे। भाषा एवं संस्कृति विभाग ने मंदिर कमेटियों से जरूरतमंद बच्चों की मदद का आग्रह किया है।

मुख्य आयुक्त मंदिर, सचिव भाषा एवं संस्कृति की ओर से जारी पत्र में कहा गया कि प्रदेश के सभी मंदिर न्यासों में चढ़ावे से हो रही आय के अनुरूप मुख्यमंत्री सुखाश्रय योजना के लिए धन जुटाया जाए। इस पत्र के संदर्भ में उपायुक्तों ने मंदिर न्यास के अध्यक्ष, उपाध्यक्ष एवं सचिवों को आदेश जारी किए हैं कि न्यास की बैठकें बुलाकर इस योजना के लिए धन का प्रावधान किया जाए।

हिमाचल प्रदेश के पूर्व सीएम और नेता प्रतिपक्ष जयराम ठाकुर ने सरकार की इस कमजोरी पर सवाल उठाया है।हिमाचल प्रदेश विधानसभा एलओपी ने कहा कि राज्य सरकार के नियंत्रण में लगभग 36 प्रमुख मंदिर हैं, और इन मंदिरों से सरकारी योजना को चलाने के लिए धन उपलब्ध कराने का अनुरोध किया गया है।एक तरफ, सुख सरकार सनातन धर्म का विरोध करती है, हिंदू विरोधी बयान देती रहती है और दूसरी तरफ, वह मंदिरों से पैसा लेकर सरकार की प्रमुख योजना चलाना चाहती है। सरकार मंदिरों से पैसा मांग रही है, और अधिकारियों पर पैसा सरकार को भेजने का दबाव डाला जा रहा है। भारतीय जनता पार्टी सरकार के इस फैसले का विरोध करती है।

पहाड़ों पर खूब बर्फबारी हो रही है। कश्मीर से लेकर हिमाचल प्रदेश-उत्तराखंड तक बर्फ की चादर बिछ चुकी है। नए साल से पहले बड़ी संख्या में पर्यटक कश्मीर के अलग-अलग इलाकों में बर्फबारी का मजा लेने पहुंचे है। हिमाचल में शुक्रवार सुबह से रुक-रुक कर हिमपात व वर्षा का क्रम जारी रहा। रोहतांग, शिंकुला व बारालाचा दर्रे में दो-दो फीट हिमपात हुआ जबकि मनाली में ओले गिरे हैं। कुफरी व नारकंडा में करीब दो से तीन इंच, जबकि चौपाल के कई क्षेत्रों में चार से पांच इंच तक हिमपात दर्ज किया है। बर्फबारी के चलते भीषण जाम लग रहा है। हजारों की संख्या में लोग जाम में फंस गए हैं।

  

बर्फबारी के चलते सड़क पर फिसलन बढ़ गई है, जिसके चलते ऐतिहातन वाहनों की आवाज आई बंद कर दी गई है। पर्यटन नगरी मनाली के साथ लगते पलचान, सोलंगनाला और अटल टनल की ओर शाम से बर्फबारी भारी बर्फबारी हो रही है। इसके चलते सोलंगनाला की ओर घूमने गए सैलानियों के वाहन फंस गए हैं।

हिमपात के कारण अटल टनल रोहतांग पर्यटकों के लिए बंद कर दी है। लाहुल घाटी में हिमपात के कारण बस सेवा बंद हो गई है। कल्पा में तीन, कुफरी में दो, मनाली में पांच, शिमला, ऊना, नाहन व कांगड़ा में दो-दो, जुब्बड़हट्टी व डलहौजी में तीन-तीन मिलीमीटर वर्षा हुई है।

मौसम विभाग की ओर से आज बारिश और बर्फबारी को लेकर ऑरेंज अलर्ट जारी किया गया है। लाहौल और स्पीति, किन्नौर, शिमला मंडी, कांगड़ा और चंबा के कई हिस्सों में बर्फबारी, जबकि निचले हिस्सों में बारिश की संभावना जताई गई। वहीं बर्फबारी के बाद ठंड में भी इजाफा हुआ है। मौसम विभाग ने आगामी दो दिन के लिए पर्यटकों को जोखिम वाले व हिमस्खलन संभावित स्थानों का रुख न करने को कहा है। विभाग ने अगले 24 घंटे के दौरान कुल्लू, शिमला व मंडी में हिमपात, सोलन, ऊना व बिलासपुर में ओले पड़ने की संभावना जताई है।

दिल्ली का हिमाचल भवन होगा कुर्क, जानें हाईकोर्ट के फैसले से कैसे बढ़ी सुक्खू सरकार की परेशानी

हिमाचल प्रदेश हाईकोर्ट ने दिल्ली के 27 सिकंदरा रोड मंडी हाउस स्थित हिमाचल भवन को अटैच करने का आदेश दिया है। यह आदेश इसलिए दिया गया है क्योंकि सुखविंदर सिंह सुक्खू हाइड्रो प्रोजेक्ट लगाने वाली एक कंपनी को 64 करोड़ रुपये नहीं लौटा पाई। सुक्खू सरकार को हाईकोर्ट ने ये राशि चुकाने का आदेश दिया था। लेकिन सरकार ने हाईकोर्ट का ये आदेश नहीं माना।यह रकम अब ब्याज सहित 150 करोड़ रुपये के करीब पहुंच चुकी है। यह आदेश न्यायमूर्ति अजय मोहन गोयल ने पारित किया, जिससे प्रदेश सरकार के हाथ-पांव फूल गए हैं और सचिवालय में हलचल मच गई है।

  


कोर्ट ने ऊर्जा विभाग के प्रधान सचिव को इस बात की तथ्यात्मक जांच करने का आदेश भी दिया कि किस विशेष अधिकारी अथवा अधिकारियों की चूक के कारण 64 करोड़ रुपये की सात प्रतिशत ब्याज सहित अवॉर्ड राशि कोर्ट में जमा नहीं की गई है। कोर्ट ने कहा कि दोषियों का पता लगाना इसलिए आवश्यक है क्योंकि ब्याज को दोषी अधिकारियों व कर्मचारियों से व्यक्तिगत रूप से वसूलने का आदेश दिया जाएगा।

  

कोर्ट ने 15 दिन के भीतर जांच पूरी कर रिपोर्ट अगली तिथि को कोर्ट के समक्ष प्रस्तुत करने का आदेश भी दिया। मामले पर सुनवाई छह दिसंबर को होगी। सुनवाई के दौरान कोर्ट ने पाया कि हाईकोर्ट की एकलपीठ ने 13 जनवरी 2023 को प्रतिवादियों को याचिकाकर्ता की ओर से जमा किए गए 64 करोड़ रुपये के अग्रिम प्रीमियम को याचिका दायर करने की तिथि से इसकी वसूली तक सात प्रतिशत प्रति वर्ष की दर से ब्याज सहित वापस करने का निर्देश दिया था।

सुक्खू सरकार एक गंभीर संकट
हिमाचल प्रदेश की सुक्खू सरकार के लिए यह निर्णय एक गंभीर संकट का संकेत है, क्योंकि अदालत ने बिजली कंपनी को न केवल अपनी रकम वसूलने के लिए हिमाचल भवन को नीलाम करने का आदेश दिया है, बल्कि प्रारंभिक प्रीमियम के मामले में पार्षद और अधिकारियों की जिम्मेदारी पर भी सवाल उठाए हैं। अदालत ने आदेश दिया है कि प्रधान सचिव बिजली इस मामले की फैक्ट फाइंडिंग जांच करें और यह पता लगाएं कि कौन से अधिकारी जिम्मेदार थे जिन्होंने वक्त पर रकम नहीं जमा की। अदालत ने यह भी कहा कि ब्याज की रकम उन जिम्मेदार अधिकारियों से वसूली जाए।

क्या है मामला?
यह मामला सेली हाइड्रोइलेक्ट्रिक पावर प्रोजेक्ट से जुड़ा है, जिसे मोजर बीयर कंपनी को लाहुल स्पीति में चिनाब नदी पर 400 मेगावाट के हाइड्रो पावर प्रोजेक्ट के लिए दिया गया था। लेकिन परियोजना नहीं लग पाई और मामला आर्बिट्रेशन में चला गया, जहां कंपनी के पक्ष में फैसला आया। आर्बिट्रेटर ने 64 करोड़ रुपये के प्रीमियम के भुगतान का आदेश दिया, लेकिन सरकार ने समय पर यह रकम जमा नहीं की, जिससे ब्याज सहित रकम बढ़कर लगभग 150 करोड़ रुपये हो गई। अदालत ने पहले ही सरकार को आदेश दिया था कि वह रकम जमा करे, लेकिन सरकार ने इसे नजरअंदाज किया। इस कारण हिमाचल भवन को अटैच करने का आदेश दिया गया और अब नीलामी की प्रक्रिया शुरू की जा सकती है।

हिमाचल सरकार ने आज बुधवार को नई स्ट्रीट वेंडर पॉलिसी तैयार की है। शहरी विकास मंत्री विक्रमादित्य सिंह ने शिमला के एमएलए मेयर और व्यापार मंडल के साथ बैठक की। बैठक में 2014 की केन्द्र की स्ट्रीट वेंडर नीति को लागू करने की चर्चा के आलावा चयनित जगह में जरूरतमंद लोगों को प्राथमिकता देने पर बल दिया गया। विक्रमादित्य सिंह ने कहा कि शिमला में 1060 स्ट्रीट वेंडर पंजीकृत हैं। इसके अलावा 540 लोग ऐसे ही बैठें हैं। इसमें कमेटी देखेगी की नियमों के तहत कहां किसको जगह देनी है।

  

नई पॉलिसी के तहत अब हिमाचल प्रदेश में रेहड़ी, पटरी और होटल वालों को अपनी आईडी दिखानी होगी। नई पॉलिसी के तहत खाने-पीने की चीज बेचने वालों को अब अपनी नेमप्लेट लगानी होगी। साथ ही आईडी कार्ड भी दिखाना होगा. हर तरह के वेंडर को अपना नाम और फोटो पहचान दिखाना होगा। इन सभी का रजिस्ट्रेशन भी किया जाएगा. स्ट्रीट वेंडिग कमेटी की ओर से आईडी कार्ड जारी किए जाएंगे। ये सारी प्रक्रिया 30 दिसंबर तक पूरी कर ली जाएगी।

विक्रमादित्य सिंह यह सुनिश्चित करने के लिए कि स्वच्छ भोजन बेचा जाए, सभी स्ट्रीट वेंडर्स के लिए एक निर्णय लिया गया है. लोगों ने बहुत सारी चिंताएं और आशंकाएं व्यक्त की थी और जिस तरह से उत्तर प्रदेश में रेहड़ी-पटरी वालों के लिए यह अनिवार्य किया गया है कि उनको अपना नाम-आईडी लगानी होगी।

बॉलीवुड एकट्रेस और बीजेपी सांसद कंगना रनौत हिमाचल प्रदेश में अपने घर के बिजली बिल को लेकर दिए बयान के बाद विवादों में घिर गईं हैं। बीते रोज कंगना ने मंडी में कहा था कि उनका मनाली वाले घर का एक लाख रुपये बिजली बिल आया है जबकि वह, वहां रहती भी नहीं है और ये सरकार भेड़ियों का झुंड है। लेकिन अब बिजली विभाग ने कंगना के दावे के पोल खोल दी है। बिजली विभाग ने उनके सारे आरोपों का खंडन किया है साथ ही बताया है कि कंगना बिजली बिल की डिफॉल्टर भी हैं।

  

कंगना के इस दावे पर हिमाचल प्रदेश राज्य विद्युत बोर्ड (एचपीएसईबीएल ) ने जवाब दिया है। उन्होंने कहा कि यह बिल दो महीनों का बकाया था। विभाग ने आरोप लगाया कि कंगना रनौत ने समय पर बिजली बिल नहीं चुकाया। हिमाचल प्रदेश इलेक्ट्रिसिटी बोर्ड के एमडी संदीप कुमार ने इस मामले पर शिमला में प्रेस कॉन्फ्रेंस की और मंडी की सांसद कंगना रनौत के मनाली स्थित आवास के बिजली बिल से संबंधित खबरों पर सफाई दी है। संदीप कुमार ने कहा कि कंगना रनौत के नाम पर सिमसा गांव में घरेलू बिजली कनेक्शन है। उनके आवास का दो महीने का बकाया बिजली बिल 90,384 रुपये है और यह कहना गलत है कि यह बिल एक महीने का हैय़

बिलों के भुगतान में हर बार देरी
विद्युत बोर्ड ने अपने बयान में कहा कि कंगना रनौत ने हमेशा अपने महीने के बिजली बिलों का भुगतान देर से किया है। जनवरी और फरवरी के बिलों का भुगतान 28 मार्च 2025 को किया गया, जिनकी कुल खपत 14,000 यूनिट थी। इससे यह स्पष्ट होता है कि उनकी औसत मासिक खपत बहुत अधिक है, जो 5,000 से 9,000 यूनिट के बीच है। बिजली विभाग ने बताया कि कंगना ने अक्टूबर से दिसंबर तक के बिजली बिलों का भुगतान समय पर नहीं किया। बाद में जनवरी तथा फरवरी के बिजली बिल भी समय पर कंगना की तरफ से नहीं भरे गए हैं। बिल के अनुसार, कंगना के घर की दिसंबर की बिजली खपत 6,000 यूनिट थी और बकाया 31,367 रुपये था, जबकि फरवरी की बिजली खपत 9,000 यूनिट थी और बिल 58,096 रुपये का था। कंगना रनौत के आवास का अक्टूबर, नवंबर और दिसंबर 2024 महीने का बिजली बिल 82,061 रुपये था, जिसका भुगतान 16 जनवरी 2025 को किया गया। अहम बात है कि कंगना रनौत अपने बिजली बिलों का भुगतान हर बार देर से करती हैं।

कंगना ले रहीं हैं बिजली बिलों पर सब्सिडी का लाभ
बोर्ड ने यह भी स्पष्ट किया कि मंड़ी की सांसद कंगना रनौत हिमाचल प्रदेश सरकार द्वारा प्रदान की जा रही बिजली सब्सिडी का लाभ भी उठा रही हैं। फरवरी 2025 के बिजली बिल में कंगना रनौत को 700 रुपये की सब्सिडी मिली। 22 मार्च 2025 को जारी 90,384 रुपये का बिजली बिल दो महीने की खपत का है और इसमें पहले किए गए 32,287 रुपये के भुगतान को भी शामिल किया गया है। इसलिए, एक महीने का बिल होने का दावा पूरी तरह से भ्रामक है।

कांग्रेस सरकार पर बढ़ते बिजली बिलों को लेकर साधा था निशाना
कंगना रनौत ने हाल ही में एक आयोजन के दौरान अपने मनाली वाले घर पर आए भारी बिजली बिल को लेकर कांग्रेस के नेतृत्व वाली हिमाचल प्रदेश सरकार की जमकर आलोचना की थी। कंगना ने कहा था कि इस महीने मेरे मनाली का घर का एक लाख बिजली का बिल आया, जहां मैं रहती भी नहीं हूं। इतनी दुर्दशा हुई है। हम पढ़ते हैं और शर्मिंदगी होती है कि ये क्या हो रहा है।

हिमाचल प्रदेश आर्थिक बदहाली से जूझ रहा है। वहीं अब कांग्रेस सरकार इस आर्थिक संकट से उबरने के लिए “भगवान की शरण” में हैं। हिमाचल प्रदेश में आर्थिक संकट के बीच सुक्खू सरकार के पास अपनी योजनाओं को चलाने के लिए पैसा नहीं है। इसी के चलते अब सरकार ने प्रदेश के बड़े मंदिरों से पैसा मांगा है। सरकार ने मंदिरों को मिलने वाले चढ़ावे से धन की मांग की है। सीएम ने राज्य सरकार के तहत आने वाले सभी मंदिरों और उनको संभाल रहे स्थानीय डीसी को पत्र लिखा है और चढ़ावे के पैसे में से दो सरकारी योजनाओं के लिए पैसे देने का आग्रह किया है।

  

29 जनवरी को हिमाचल प्रदेश सरकार के भाषा एवं संस्कृति विभाग ने मंदिर ट्रस्ट को एक पत्र लिखा था और मंदिर कमेटियों से जरूरतमंद बच्चों की मदद का आग्रह किया। सीएम सुखविंदर सिंह सुक्खू ने दो योजनाओं के लिए मंदिरों से आर्थिक सहायता मांगी है। इन दो सरकारी योजनाओं में पहली योजना का नाम है मुख्यमंत्री सुख शिक्षा योजना और दूसरी मुख्यमंत्री सुखाश्रय योजना।

सरकार की अपील पर डीसी ने मंदिर न्यास को आर्थिक मदद करने के लिए पत्र जारी किए हैं। पत्र में लिखा गया है कि मुख्यमंत्री सुखाश्रय और सुख शिक्षा योजना की मदद सरकार के अधीन आने वाले मंदिरों के ट्रस्ट भी करेंगे। भाषा एवं संस्कृति विभाग ने मंदिर कमेटियों से जरूरतमंद बच्चों की मदद का आग्रह किया है।

मुख्य आयुक्त मंदिर, सचिव भाषा एवं संस्कृति की ओर से जारी पत्र में कहा गया कि प्रदेश के सभी मंदिर न्यासों में चढ़ावे से हो रही आय के अनुरूप मुख्यमंत्री सुखाश्रय योजना के लिए धन जुटाया जाए। इस पत्र के संदर्भ में उपायुक्तों ने मंदिर न्यास के अध्यक्ष, उपाध्यक्ष एवं सचिवों को आदेश जारी किए हैं कि न्यास की बैठकें बुलाकर इस योजना के लिए धन का प्रावधान किया जाए।

हिमाचल प्रदेश के पूर्व सीएम और नेता प्रतिपक्ष जयराम ठाकुर ने सरकार की इस कमजोरी पर सवाल उठाया है।हिमाचल प्रदेश विधानसभा एलओपी ने कहा कि राज्य सरकार के नियंत्रण में लगभग 36 प्रमुख मंदिर हैं, और इन मंदिरों से सरकारी योजना को चलाने के लिए धन उपलब्ध कराने का अनुरोध किया गया है।एक तरफ, सुख सरकार सनातन धर्म का विरोध करती है, हिंदू विरोधी बयान देती रहती है और दूसरी तरफ, वह मंदिरों से पैसा लेकर सरकार की प्रमुख योजना चलाना चाहती है। सरकार मंदिरों से पैसा मांग रही है, और अधिकारियों पर पैसा सरकार को भेजने का दबाव डाला जा रहा है। भारतीय जनता पार्टी सरकार के इस फैसले का विरोध करती है।

पहाड़ों पर खूब बर्फबारी हो रही है। कश्मीर से लेकर हिमाचल प्रदेश-उत्तराखंड तक बर्फ की चादर बिछ चुकी है। नए साल से पहले बड़ी संख्या में पर्यटक कश्मीर के अलग-अलग इलाकों में बर्फबारी का मजा लेने पहुंचे है। हिमाचल में शुक्रवार सुबह से रुक-रुक कर हिमपात व वर्षा का क्रम जारी रहा। रोहतांग, शिंकुला व बारालाचा दर्रे में दो-दो फीट हिमपात हुआ जबकि मनाली में ओले गिरे हैं। कुफरी व नारकंडा में करीब दो से तीन इंच, जबकि चौपाल के कई क्षेत्रों में चार से पांच इंच तक हिमपात दर्ज किया है। बर्फबारी के चलते भीषण जाम लग रहा है। हजारों की संख्या में लोग जाम में फंस गए हैं।

  

बर्फबारी के चलते सड़क पर फिसलन बढ़ गई है, जिसके चलते ऐतिहातन वाहनों की आवाज आई बंद कर दी गई है। पर्यटन नगरी मनाली के साथ लगते पलचान, सोलंगनाला और अटल टनल की ओर शाम से बर्फबारी भारी बर्फबारी हो रही है। इसके चलते सोलंगनाला की ओर घूमने गए सैलानियों के वाहन फंस गए हैं।

हिमपात के कारण अटल टनल रोहतांग पर्यटकों के लिए बंद कर दी है। लाहुल घाटी में हिमपात के कारण बस सेवा बंद हो गई है। कल्पा में तीन, कुफरी में दो, मनाली में पांच, शिमला, ऊना, नाहन व कांगड़ा में दो-दो, जुब्बड़हट्टी व डलहौजी में तीन-तीन मिलीमीटर वर्षा हुई है।

मौसम विभाग की ओर से आज बारिश और बर्फबारी को लेकर ऑरेंज अलर्ट जारी किया गया है। लाहौल और स्पीति, किन्नौर, शिमला मंडी, कांगड़ा और चंबा के कई हिस्सों में बर्फबारी, जबकि निचले हिस्सों में बारिश की संभावना जताई गई। वहीं बर्फबारी के बाद ठंड में भी इजाफा हुआ है। मौसम विभाग ने आगामी दो दिन के लिए पर्यटकों को जोखिम वाले व हिमस्खलन संभावित स्थानों का रुख न करने को कहा है। विभाग ने अगले 24 घंटे के दौरान कुल्लू, शिमला व मंडी में हिमपात, सोलन, ऊना व बिलासपुर में ओले पड़ने की संभावना जताई है।

హిమాచల్ ప్రదేశ్‌(Himachal Pradesh)లోని మండి జిల్లాలో ఈరోజు తెల్లవారుజామున భారీ భూకంపం (Earthquake) సంభవించింది. ఈ కారణంగా ప్రజలు ఇళ్ల నుంచి బయటకు పరుగులు తీశారు. భూకంప తీవ్రత రిక్టర్ స్కేలుపై 3.3గా నమోదైంది. దీని కేంద్రం భూమికి 5 కిలోమీటర్ల దిగువన ఉంది. తెల్లవారుజామున 2:30 గంటల ప్రాంతంలో చాలా మంది గాఢ నిద్రలో ఉన్న సమయంలో ఈ ఘటన జరిగింది. మండి నగరాన్ని భూకంపం తాకింది. ఆ క్రమంలో ఒకదాని తర్వాత ఒకటిగా 3 బలమైన ప్రకంపనలు వచ్చాయి. ప్రకంపనల తర్వాత, ప్రజలు పిల్లలు, కుటుంబాలతో సహా వీధుల్లోకి వచ్చారు.

हिमाचल प्रदेश हाईकोर्ट ने दिल्ली के 27 सिकंदरा रोड मंडी हाउस स्थित हिमाचल भवन को अटैच करने का आदेश दिया है। यह आदेश इसलिए दिया गया है क्योंकि सुखविंदर सिंह सुक्खू हाइड्रो प्रोजेक्ट लगाने वाली एक कंपनी को 64 करोड़ रुपये नहीं लौटा पाई। सुक्खू सरकार को हाईकोर्ट ने ये राशि चुकाने का आदेश दिया था। लेकिन सरकार ने हाईकोर्ट का ये आदेश नहीं माना।यह रकम अब ब्याज सहित 150 करोड़ रुपये के करीब पहुंच चुकी है। यह आदेश न्यायमूर्ति अजय मोहन गोयल ने पारित किया, जिससे प्रदेश सरकार के हाथ-पांव फूल गए हैं और सचिवालय में हलचल मच गई है।

  


कोर्ट ने ऊर्जा विभाग के प्रधान सचिव को इस बात की तथ्यात्मक जांच करने का आदेश भी दिया कि किस विशेष अधिकारी अथवा अधिकारियों की चूक के कारण 64 करोड़ रुपये की सात प्रतिशत ब्याज सहित अवॉर्ड राशि कोर्ट में जमा नहीं की गई है। कोर्ट ने कहा कि दोषियों का पता लगाना इसलिए आवश्यक है क्योंकि ब्याज को दोषी अधिकारियों व कर्मचारियों से व्यक्तिगत रूप से वसूलने का आदेश दिया जाएगा।

  

कोर्ट ने 15 दिन के भीतर जांच पूरी कर रिपोर्ट अगली तिथि को कोर्ट के समक्ष प्रस्तुत करने का आदेश भी दिया। मामले पर सुनवाई छह दिसंबर को होगी। सुनवाई के दौरान कोर्ट ने पाया कि हाईकोर्ट की एकलपीठ ने 13 जनवरी 2023 को प्रतिवादियों को याचिकाकर्ता की ओर से जमा किए गए 64 करोड़ रुपये के अग्रिम प्रीमियम को याचिका दायर करने की तिथि से इसकी वसूली तक सात प्रतिशत प्रति वर्ष की दर से ब्याज सहित वापस करने का निर्देश दिया था।

सुक्खू सरकार एक गंभीर संकट
हिमाचल प्रदेश की सुक्खू सरकार के लिए यह निर्णय एक गंभीर संकट का संकेत है, क्योंकि अदालत ने बिजली कंपनी को न केवल अपनी रकम वसूलने के लिए हिमाचल भवन को नीलाम करने का आदेश दिया है, बल्कि प्रारंभिक प्रीमियम के मामले में पार्षद और अधिकारियों की जिम्मेदारी पर भी सवाल उठाए हैं। अदालत ने आदेश दिया है कि प्रधान सचिव बिजली इस मामले की फैक्ट फाइंडिंग जांच करें और यह पता लगाएं कि कौन से अधिकारी जिम्मेदार थे जिन्होंने वक्त पर रकम नहीं जमा की। अदालत ने यह भी कहा कि ब्याज की रकम उन जिम्मेदार अधिकारियों से वसूली जाए।

क्या है मामला?
यह मामला सेली हाइड्रोइलेक्ट्रिक पावर प्रोजेक्ट से जुड़ा है, जिसे मोजर बीयर कंपनी को लाहुल स्पीति में चिनाब नदी पर 400 मेगावाट के हाइड्रो पावर प्रोजेक्ट के लिए दिया गया था। लेकिन परियोजना नहीं लग पाई और मामला आर्बिट्रेशन में चला गया, जहां कंपनी के पक्ष में फैसला आया। आर्बिट्रेटर ने 64 करोड़ रुपये के प्रीमियम के भुगतान का आदेश दिया, लेकिन सरकार ने समय पर यह रकम जमा नहीं की, जिससे ब्याज सहित रकम बढ़कर लगभग 150 करोड़ रुपये हो गई। अदालत ने पहले ही सरकार को आदेश दिया था कि वह रकम जमा करे, लेकिन सरकार ने इसे नजरअंदाज किया। इस कारण हिमाचल भवन को अटैच करने का आदेश दिया गया और अब नीलामी की प्रक्रिया शुरू की जा सकती है।

हिमाचल प्रदेश की कांग्रेस सरकार भी उत्तर प्रदेश की योगी आदित्यनाथ सरकार की राह पर चलती दिख रही है।शिमला से शुरू हुई मस्जिद विवाद थमने का नाम नहीं ले रहा है। मस्जिद विवाद के साथ सड़क किनारे बैठे बाहरी लोगों को लेकर भी आन्दोलन हों रहे हैं। इसी बीच हिमाचल प्रदेश में भी हर भोजनालय और फास्टफूड रेड़ी पर ओनर की आईडी लगाने का फैसला लिया गया है। यह बात हिमाचल प्रदेश के शहरी विकास मंत्री विक्रमादित्य सिंह ने कही।

  


हिमाचल सरकार ने आज बुधवार को नई स्ट्रीट वेंडर पॉलिसी तैयार की है। शहरी विकास मंत्री विक्रमादित्य सिंह ने शिमला के एमएलए मेयर और व्यापार मंडल के साथ बैठक की। बैठक में 2014 की केन्द्र की स्ट्रीट वेंडर नीति को लागू करने की चर्चा के आलावा चयनित जगह में जरूरतमंद लोगों को प्राथमिकता देने पर बल दिया गया। विक्रमादित्य सिंह ने कहा कि शिमला में 1060 स्ट्रीट वेंडर पंजीकृत हैं। इसके अलावा 540 लोग ऐसे ही बैठें हैं। इसमें कमेटी देखेगी की नियमों के तहत कहां किसको जगह देनी है।

  

नई पॉलिसी के तहत अब हिमाचल प्रदेश में रेहड़ी, पटरी और होटल वालों को अपनी आईडी दिखानी होगी। नई पॉलिसी के तहत खाने-पीने की चीज बेचने वालों को अब अपनी नेमप्लेट लगानी होगी। साथ ही आईडी कार्ड भी दिखाना होगा. हर तरह के वेंडर को अपना नाम और फोटो पहचान दिखाना होगा। इन सभी का रजिस्ट्रेशन भी किया जाएगा. स्ट्रीट वेंडिग कमेटी की ओर से आईडी कार्ड जारी किए जाएंगे। ये सारी प्रक्रिया 30 दिसंबर तक पूरी कर ली जाएगी।

विक्रमादित्य सिंह यह सुनिश्चित करने के लिए कि स्वच्छ भोजन बेचा जाए, सभी स्ट्रीट वेंडर्स के लिए एक निर्णय लिया गया है. लोगों ने बहुत सारी चिंताएं और आशंकाएं व्यक्त की थी और जिस तरह से उत्तर प्रदेश में रेहड़ी-पटरी वालों के लिए यह अनिवार्य किया गया है कि उनको अपना नाम-आईडी लगानी होगी।
