Reporters Without Borders (RSF) की सालाना रिपोर्ट पर भरोसा करने से पहले एक बुनियादी सवाल है—यह बनती कैसे है? किसके संसाधनों से, किन स्रोतों के आधार पर और किस दृष्टिकोण के साथ? 140 करोड़ की आबादी, दर्जनों भाषाओं और सैकड़ों संस्कृतियों वाले भारत की प्रेस स्वतंत्रता क्या पेरिस में बैठकर तैयार प्रश्नावलियों से मापी जा सकती है?

हर साल 3 मई को विश्व प्रेस स्वतंत्रता दिवस के अवसर पर पेरिस स्थित एक NGO Reporters Without Borders (RSF) अपनी वार्षिक रिपोर्ट जारी करता है। इस रिपोर्ट में भारत का स्थान प्रायः 150 के बाद ही दिखाई देता है। 2026 की रिपोर्ट में भारत 157वें स्थान पर है, जबकि 2025 में भी यही रैंक और 2024 में 159वां स्थान था।
रिपोर्ट आते ही देश का एक वर्ग चिंतित स्वर में कहता है—“लोकतंत्र खतरे में है”, “पत्रकारिता समाप्त हो रही है”, “प्रेस पर दबाव बढ़ गया है।” लेकिन इन प्रतिक्रियाओं के बीच एक मूल प्रश्न अक्सर अनदेखा रह जाता है—यह सूचकांक तैयार कैसे होता है? भारत इसमें लगातार पीछे क्यों रहता है?
दरअसल, RSF एक फ्रांसीसी गैर-सरकारी संगठन है, जिसकी फंडिंग के स्रोत पूरी तरह पारदर्शी नहीं माने जाते। यूरोपीय सरकारें और कुछ निजी फाउंडेशन इसे सहयोग देते हैं। इसका प्रेस स्वतंत्रता सूचकांक मुख्यतः सर्वेक्षण, धारणाओं और सीमित केस स्टडी पर आधारित होता है। यह कोई पूर्णतः वैज्ञानिक या वस्तुनिष्ठ मापदंड नहीं, बल्कि चुनिंदा लोगों की राय का संकलन है, जिसमें पश्चिमी उदारवादी मूल्यों को पत्रकारिता का मानक मान लिया जाता है।
यहीं एक महत्वपूर्ण प्रश्न खड़ा होता है—क्या इतने विशाल और विविध देश की मीडिया स्वतंत्रता का आकलन सीमित प्रश्नावलियों के आधार पर किया जा सकता है? भारत में प्रेस स्वतंत्रता का मूल्यांकन यहाँ के संविधान, न्यायपालिका और नागरिक अधिकारों के संदर्भ में होना चाहिए, न कि केवल किसी बाहरी संस्था के आकलन से।
इस रिपोर्ट का एक बड़ा विरोधाभास यह भी है कि इसमें पाकिस्तान और बांग्लादेश जैसे देशों को कई बार भारत से बेहतर स्थान दिया गया है। पाकिस्तान में पत्रकारों के लापता होने, मीडिया पर सैन्य दबाव और वरिष्ठ पत्रकार Arshad Sharif की हत्या जैसी घटनाएं व्यापक रूप से सामने आ चुकी हैं। वहीं बांग्लादेश में डिजिटल सुरक्षा कानून के तहत पत्रकारों पर कार्रवाई के मामले भी सामने आए हैं। ऐसे में यह तुलना स्वाभाविक रूप से प्रश्न खड़े करती है।
वैश्विक स्तर पर भी मीडिया स्वतंत्रता की स्थिति जटिल है। अमेरिका में Julian Assange के खिलाफ लंबे समय तक कानूनी कार्रवाई चली। पूर्व राष्ट्रपति Donald Trump ने मीडिया को “एनिमी ऑफ द पीपल” तक कहा। रूस और चीन में मीडिया पर राज्य का प्रभाव जगजाहिर है। इसके बावजूद RSF रैंकिंग में इन देशों की स्थिति अपेक्षाकृत कम आलोचनात्मक दिखाई देती है, जिससे भू-राजनीतिक पूर्वाग्रह की आशंका से इनकार नहीं किया जा सकता।
International Federation of Journalists (IFJ) के अनुसार 2025 में दुनिया भर में 128 पत्रकारों की हत्या हुई, जिनमें अधिकांश मध्य-पूर्व और संघर्ष क्षेत्रों से थे। भारत में ऐसे मामलों की संख्या अपेक्षाकृत कम रही, और हर घटना पर न्यायिक व प्रशासनिक प्रक्रिया सक्रिय होती है।
भारत की जमीनी तस्वीर देखें तो यहाँ 900 से अधिक सैटेलाइट चैनल, 17,000 से ज्यादा पंजीकृत समाचारपत्र और लाखों डिजिटल प्लेटफॉर्म सक्रिय हैं। अनेक मीडिया संस्थान सरकार की खुलकर आलोचना करते हैं और निर्बाध रूप से कार्य कर रहे हैं। संसद, न्यायपालिका और सोशल मीडिया—तीनों स्तरों पर अभिव्यक्ति की विविधता स्पष्ट दिखाई देती है।
हालाँकि, भारतीय पत्रकारिता की एक चुनौती यह भी है कि बिना प्रशिक्षण या मान्यता के बड़ी संख्या में लोग मीडिया के नाम पर सक्रिय हो गए हैं। कुछ मामलों में यह स्थिति अव्यवस्था और अविश्वसनीयता को जन्म देती है, जो समग्र तस्वीर को प्रभावित करती है।
RSF की निष्पक्षता पर सवाल केवल भारत तक सीमित नहीं हैं। The Guardian, Global Times और अन्य संस्थानों द्वारा इसके वित्तीय स्रोतों व दृष्टिकोण पर प्रश्न उठाए गए हैं। यहाँ तक कि Encyclopaedia Britannica में भी कुछ संदर्भों में इसके संभावित पक्षपात का उल्लेख मिलता है।
स्पष्ट है कि RSF का सूचकांक एक उपयोगी संकेतक हो सकता है, लेकिन इसे अंतिम सत्य मानना उचित नहीं। उतना ही गलत इसे पूरी तरह खारिज कर देना भी होगा।
भारत जैसे विशाल और विविध लोकतंत्र में प्रेस स्वतंत्रता का मूल्यांकन बहुआयामी दृष्टिकोण से ही संभव है—जहाँ वैश्विक सूचकांक, स्थानीय वास्तविकता और संस्थागत अनुभव, तीनों को संतुलित रूप से समझा जाए।

गिरिडीह। पिछले दो दिनों से गिरिडीह जिले के आसमान में लगातार उड़ान भर रहे हेलीकॉप्टर ने आम जनता के बीच भारी कौतूहल और उहापोह की स्थिति पैदा कर दी थी। शनिवार से शुरू हुआ यह सिलसिला रविवार की सुबह भी जारी रहा, जिससे शहर से लेकर ग्रामीण इलाकों तक लोग यह जानने को बेताब दिखे कि आखिर माजरा क्या है। अब प्रशासन और भू-वैज्ञानिकों की ओर से इस मामले पर स्थिति स्पष्ट कर दी गई है। यह उड़ान किसी सुरक्षा मिशन का हिस्सा नहीं, बल्कि जिले के विकास और खनिज संपदा की खोज से जुड़ा एक महत्वपूर्ण वैज्ञानिक सर्वे है।

  


GPS-GNSS और LiDAR तकनीक से चप्पे-चप्पे की मैपिंग
जानकारी के अनुसार, गिरिडीह के शहरी और औद्योगिक क्षेत्रों के साथ-साथ विभिन्न प्रखंडों में हेलीकॉप्टर के माध्यम से GPS-GNSS (Global Positioning System - Global Navigation Satellite System) सर्वे किया जा रहा है। इस सर्वे का मुख्य उद्देश्य उन सभी स्थानों का सटीक डेटा जुटाना है, जहाँ पिछले पाँच वर्षों में आपातकालीन स्थितियों, वीआईपी आगमन या बड़े आयोजनों के लिए हेलीपैड का निर्माण किया गया है।

  

हेलीकॉप्टर में लगे अत्याधुनिक LiDAR (Light Detection and Ranging) सेंसर और हाई-रेजोल्यूशन कैमरों की मदद से सेंटीमीटर स्तर की सटीकता वाला डेटा प्राप्त किया जा रहा है। इस डेटा को बाद में GIS (Geographic Information System) सॉफ्टवेयर के माध्यम से डिजिटल मैप्स में बदला जाएगा। इस तकनीक की सबसे बड़ी खासियत यह है कि यह उन दुर्गम क्षेत्रों का भी सटीक निरीक्षण कर लेती है जहाँ इंसानी पहुँच संभव नहीं है।

तिसरी-गावां में 'सफेद सोने' की तलाश
आसमान में उड़ते हेलीकॉप्टर के साथ-साथ जिले के तिसरी और गावां प्रखंडों के जमीन पर भी एक बड़ा अभियान चल रहा है। भारतीय भू-वैज्ञानिक सर्वेक्षण (GSI) के विशेषज्ञों की टीम तिसरी पहुँची है। यहाँ की प्रसिद्ध अभ्रक पट्टी (Mica Belt) में लिथियम (Lithium) के विशाल भंडार होने की संभावना जताई गई है।

लिथियम, जिसे आज की दुनिया में 'सफेद सोना' कहा जाता है, इलेक्ट्रिक वाहनों (EV) की बैटरी बनाने के लिए अनिवार्य खनिज है। जीएसआई की टीम इस क्षेत्र की मिट्टी और पत्थरों के नमूने लेकर जाँच कर रही है। यदि यहाँ लिथियम की पुष्टि होती है, तो गिरिडीह न केवल झारखंड बल्कि पूरे देश के औद्योगिक मानचित्र पर एक नई पहचान बनाएगा।

जनता में उहापोह और प्रशासन का स्पष्टीकरण
हेलीकॉप्टर के बार-बार चक्कर काटने से सोशल मीडिया पर कई तरह की अफवाहें भी तैर रही थीं। कुछ लोग इसे बोड़ो हवाई अड्डे के विस्तारीकरण से जोड़ रहे थे, तो कुछ सुरक्षा बलों का कोई बड़ा ऑपरेशन मान रहे थे। बढ़ते भ्रम को देखते हुए गिरिडीह के डीसी रामनिवास यादव ने स्थिति साफ की।

डीसी रामनिवास यादव ने कहा, "पिछले पांच सालों में जिले में जहाँ कहीं भी हेलीपैड बनाए गए हैं, उनका एरियल सर्वे (Air Survey) किया जा रहा है ताकि भविष्य के लिए सटीक डेटा तैयार रहे। इसके अलावा, तिसरी में लिथियम की उपलब्धता की जाँच के लिए भू-वैज्ञानिकों की एक अलग टीम अपना काम कर रही है। जनता को घबराने की आवश्यकता नहीं है।"

भविष्य की राह
यह दोहरी प्रक्रिया गिरिडीह के लिए दूरगामी परिणाम लेकर आएगी। एक तरफ जहाँ सटीक मैपिंग से आपातकालीन लैंडिंग और आपदा प्रबंधन में मदद मिलेगी, वहीं दूसरी तरफ लिथियम की खोज सफल होने पर जिले में रोजगार और निवेश के नए द्वार खुलेंगे। फिलहाल, गिरिडीह की जनता इस हाई-टेक सर्वे को अपनी नज़रों से देखने के लिए छतों पर जुटी हुई है।

RSF की प्रेस स्वतंत्रता रिपोर्ट: वैश्विक पैमाना या भारत की अधूरी तस्वीर?

Reporters Without Borders (RSF) की सालाना रिपोर्ट पर भरोसा करने से पहले एक बुनियादी सवाल है—यह बनती कैसे है? किसके संसाधनों से, किन स्रोतों के आधार पर और किस दृष्टिकोण के साथ? 140 करोड़ की आबादी, दर्जनों भाषाओं और सैकड़ों संस्कृतियों वाले भारत की प्रेस स्वतंत्रता क्या पेरिस में बैठकर तैयार प्रश्नावलियों से मापी जा सकती है?

हर साल 3 मई को विश्व प्रेस स्वतंत्रता दिवस के अवसर पर पेरिस स्थित एक NGO Reporters Without Borders (RSF) अपनी वार्षिक रिपोर्ट जारी करता है। इस रिपोर्ट में भारत का स्थान प्रायः 150 के बाद ही दिखाई देता है। 2026 की रिपोर्ट में भारत 157वें स्थान पर है, जबकि 2025 में भी यही रैंक और 2024 में 159वां स्थान था।
रिपोर्ट आते ही देश का एक वर्ग चिंतित स्वर में कहता है—“लोकतंत्र खतरे में है”, “पत्रकारिता समाप्त हो रही है”, “प्रेस पर दबाव बढ़ गया है।” लेकिन इन प्रतिक्रियाओं के बीच एक मूल प्रश्न अक्सर अनदेखा रह जाता है—यह सूचकांक तैयार कैसे होता है? भारत इसमें लगातार पीछे क्यों रहता है?
दरअसल, RSF एक फ्रांसीसी गैर-सरकारी संगठन है, जिसकी फंडिंग के स्रोत पूरी तरह पारदर्शी नहीं माने जाते। यूरोपीय सरकारें और कुछ निजी फाउंडेशन इसे सहयोग देते हैं। इसका प्रेस स्वतंत्रता सूचकांक मुख्यतः सर्वेक्षण, धारणाओं और सीमित केस स्टडी पर आधारित होता है। यह कोई पूर्णतः वैज्ञानिक या वस्तुनिष्ठ मापदंड नहीं, बल्कि चुनिंदा लोगों की राय का संकलन है, जिसमें पश्चिमी उदारवादी मूल्यों को पत्रकारिता का मानक मान लिया जाता है।
यहीं एक महत्वपूर्ण प्रश्न खड़ा होता है—क्या इतने विशाल और विविध देश की मीडिया स्वतंत्रता का आकलन सीमित प्रश्नावलियों के आधार पर किया जा सकता है? भारत में प्रेस स्वतंत्रता का मूल्यांकन यहाँ के संविधान, न्यायपालिका और नागरिक अधिकारों के संदर्भ में होना चाहिए, न कि केवल किसी बाहरी संस्था के आकलन से।
इस रिपोर्ट का एक बड़ा विरोधाभास यह भी है कि इसमें पाकिस्तान और बांग्लादेश जैसे देशों को कई बार भारत से बेहतर स्थान दिया गया है। पाकिस्तान में पत्रकारों के लापता होने, मीडिया पर सैन्य दबाव और वरिष्ठ पत्रकार Arshad Sharif की हत्या जैसी घटनाएं व्यापक रूप से सामने आ चुकी हैं। वहीं बांग्लादेश में डिजिटल सुरक्षा कानून के तहत पत्रकारों पर कार्रवाई के मामले भी सामने आए हैं। ऐसे में यह तुलना स्वाभाविक रूप से प्रश्न खड़े करती है।
वैश्विक स्तर पर भी मीडिया स्वतंत्रता की स्थिति जटिल है। अमेरिका में Julian Assange के खिलाफ लंबे समय तक कानूनी कार्रवाई चली। पूर्व राष्ट्रपति Donald Trump ने मीडिया को “एनिमी ऑफ द पीपल” तक कहा। रूस और चीन में मीडिया पर राज्य का प्रभाव जगजाहिर है। इसके बावजूद RSF रैंकिंग में इन देशों की स्थिति अपेक्षाकृत कम आलोचनात्मक दिखाई देती है, जिससे भू-राजनीतिक पूर्वाग्रह की आशंका से इनकार नहीं किया जा सकता।
International Federation of Journalists (IFJ) के अनुसार 2025 में दुनिया भर में 128 पत्रकारों की हत्या हुई, जिनमें अधिकांश मध्य-पूर्व और संघर्ष क्षेत्रों से थे। भारत में ऐसे मामलों की संख्या अपेक्षाकृत कम रही, और हर घटना पर न्यायिक व प्रशासनिक प्रक्रिया सक्रिय होती है।
भारत की जमीनी तस्वीर देखें तो यहाँ 900 से अधिक सैटेलाइट चैनल, 17,000 से ज्यादा पंजीकृत समाचारपत्र और लाखों डिजिटल प्लेटफॉर्म सक्रिय हैं। अनेक मीडिया संस्थान सरकार की खुलकर आलोचना करते हैं और निर्बाध रूप से कार्य कर रहे हैं। संसद, न्यायपालिका और सोशल मीडिया—तीनों स्तरों पर अभिव्यक्ति की विविधता स्पष्ट दिखाई देती है।
हालाँकि, भारतीय पत्रकारिता की एक चुनौती यह भी है कि बिना प्रशिक्षण या मान्यता के बड़ी संख्या में लोग मीडिया के नाम पर सक्रिय हो गए हैं। कुछ मामलों में यह स्थिति अव्यवस्था और अविश्वसनीयता को जन्म देती है, जो समग्र तस्वीर को प्रभावित करती है।
RSF की निष्पक्षता पर सवाल केवल भारत तक सीमित नहीं हैं। The Guardian, Global Times और अन्य संस्थानों द्वारा इसके वित्तीय स्रोतों व दृष्टिकोण पर प्रश्न उठाए गए हैं। यहाँ तक कि Encyclopaedia Britannica में भी कुछ संदर्भों में इसके संभावित पक्षपात का उल्लेख मिलता है।
स्पष्ट है कि RSF का सूचकांक एक उपयोगी संकेतक हो सकता है, लेकिन इसे अंतिम सत्य मानना उचित नहीं। उतना ही गलत इसे पूरी तरह खारिज कर देना भी होगा।
भारत जैसे विशाल और विविध लोकतंत्र में प्रेस स्वतंत्रता का मूल्यांकन बहुआयामी दृष्टिकोण से ही संभव है—जहाँ वैश्विक सूचकांक, स्थानीय वास्तविकता और संस्थागत अनुभव, तीनों को संतुलित रूप से समझा जाए।

गिरिडीह के आसमान में मंडराता हेलीकॉप्टर: सस्पेंस खत्म, लिथियम की खोज और सुरक्षा सर्वे का बड़ा खुलासा
गिरिडीह। पिछले दो दिनों से गिरिडीह जिले के आसमान में लगातार उड़ान भर रहे हेलीकॉप्टर ने आम जनता के बीच भारी कौतूहल और उहापोह की स्थिति पैदा कर दी थी। शनिवार से शुरू हुआ यह सिलसिला रविवार की सुबह भी जारी रहा, जिससे शहर से लेकर ग्रामीण इलाकों तक लोग यह जानने को बेताब दिखे कि आखिर माजरा क्या है। अब प्रशासन और भू-वैज्ञानिकों की ओर से इस मामले पर स्थिति स्पष्ट कर दी गई है। यह उड़ान किसी सुरक्षा मिशन का हिस्सा नहीं, बल्कि जिले के विकास और खनिज संपदा की खोज से जुड़ा एक महत्वपूर्ण वैज्ञानिक सर्वे है।

  


GPS-GNSS और LiDAR तकनीक से चप्पे-चप्पे की मैपिंग
जानकारी के अनुसार, गिरिडीह के शहरी और औद्योगिक क्षेत्रों के साथ-साथ विभिन्न प्रखंडों में हेलीकॉप्टर के माध्यम से GPS-GNSS (Global Positioning System - Global Navigation Satellite System) सर्वे किया जा रहा है। इस सर्वे का मुख्य उद्देश्य उन सभी स्थानों का सटीक डेटा जुटाना है, जहाँ पिछले पाँच वर्षों में आपातकालीन स्थितियों, वीआईपी आगमन या बड़े आयोजनों के लिए हेलीपैड का निर्माण किया गया है।

  

हेलीकॉप्टर में लगे अत्याधुनिक LiDAR (Light Detection and Ranging) सेंसर और हाई-रेजोल्यूशन कैमरों की मदद से सेंटीमीटर स्तर की सटीकता वाला डेटा प्राप्त किया जा रहा है। इस डेटा को बाद में GIS (Geographic Information System) सॉफ्टवेयर के माध्यम से डिजिटल मैप्स में बदला जाएगा। इस तकनीक की सबसे बड़ी खासियत यह है कि यह उन दुर्गम क्षेत्रों का भी सटीक निरीक्षण कर लेती है जहाँ इंसानी पहुँच संभव नहीं है।

तिसरी-गावां में 'सफेद सोने' की तलाश
आसमान में उड़ते हेलीकॉप्टर के साथ-साथ जिले के तिसरी और गावां प्रखंडों के जमीन पर भी एक बड़ा अभियान चल रहा है। भारतीय भू-वैज्ञानिक सर्वेक्षण (GSI) के विशेषज्ञों की टीम तिसरी पहुँची है। यहाँ की प्रसिद्ध अभ्रक पट्टी (Mica Belt) में लिथियम (Lithium) के विशाल भंडार होने की संभावना जताई गई है।

लिथियम, जिसे आज की दुनिया में 'सफेद सोना' कहा जाता है, इलेक्ट्रिक वाहनों (EV) की बैटरी बनाने के लिए अनिवार्य खनिज है। जीएसआई की टीम इस क्षेत्र की मिट्टी और पत्थरों के नमूने लेकर जाँच कर रही है। यदि यहाँ लिथियम की पुष्टि होती है, तो गिरिडीह न केवल झारखंड बल्कि पूरे देश के औद्योगिक मानचित्र पर एक नई पहचान बनाएगा।

जनता में उहापोह और प्रशासन का स्पष्टीकरण
हेलीकॉप्टर के बार-बार चक्कर काटने से सोशल मीडिया पर कई तरह की अफवाहें भी तैर रही थीं। कुछ लोग इसे बोड़ो हवाई अड्डे के विस्तारीकरण से जोड़ रहे थे, तो कुछ सुरक्षा बलों का कोई बड़ा ऑपरेशन मान रहे थे। बढ़ते भ्रम को देखते हुए गिरिडीह के डीसी रामनिवास यादव ने स्थिति साफ की।

डीसी रामनिवास यादव ने कहा, "पिछले पांच सालों में जिले में जहाँ कहीं भी हेलीपैड बनाए गए हैं, उनका एरियल सर्वे (Air Survey) किया जा रहा है ताकि भविष्य के लिए सटीक डेटा तैयार रहे। इसके अलावा, तिसरी में लिथियम की उपलब्धता की जाँच के लिए भू-वैज्ञानिकों की एक अलग टीम अपना काम कर रही है। जनता को घबराने की आवश्यकता नहीं है।"

भविष्य की राह
यह दोहरी प्रक्रिया गिरिडीह के लिए दूरगामी परिणाम लेकर आएगी। एक तरफ जहाँ सटीक मैपिंग से आपातकालीन लैंडिंग और आपदा प्रबंधन में मदद मिलेगी, वहीं दूसरी तरफ लिथियम की खोज सफल होने पर जिले में रोजगार और निवेश के नए द्वार खुलेंगे। फिलहाल, गिरिडीह की जनता इस हाई-टेक सर्वे को अपनी नज़रों से देखने के लिए छतों पर जुटी हुई है।
