भारत पर ट्रंप के टैरिफ से अमेरिका भी होगा परेशान, महंगी हो जाएंगी दवाएं

दुनिया में अमेरिकी राष्‍ट्रपति डोनाल्‍ड ट्रंप की ट्रेड पॉलिसी से हड़कंप मचा हुआ है। अमेरिका ने भारत पर भी जवाबी शुल्‍क यानी रेसिप्रोकल टैरिफ लगाने की चेतावनी दी है।ट्रंप ने घोषणा की है कि 2 अप्रैल से भारत से आयात पर भारी शुल्क लगाया जाएगा। इसका असर सिर्फ भारत पर ही नहीं पड़ेगा, बल्कि ट्रंप का टैरिफ अमेरिकियों के लिए गले की फांस बन सकता है।  इससे अमेरिका में लाखों मरीजों को महंगी दवाओं का सामना करना पड़ सकता है, जबकि भारत का दवा उद्योग भी संकट में आ सकता है।

  


अमेरिका में इस्तेमाल होने वाली लगभग आधी जेनेरिक दवाएं अकेले भारत से आती हैं। ये दवाएं ब्रांड नाम वाली दवाओं के मुकाबले काफी सस्ती होती हैं। अमेरिका में डॉक्टर मरीजों को जिन 10 दवाओं को लेने की सलाह देते हैं, उनमें से नौ दवाएं भारत जैसे देशों से आयात की जाती हैं। इससे वाशिंगटन को स्वास्थ्य सेवा लागत में अरबों की बचत होती है।

  

अमेरिका में उच्च रक्तचाप और मानसिक स्वास्थ्य की 60% से अधिक दवाएँ भारत से आती हैं। मिसाल के तौर पर सबसे ज्यादा सलाह दी गई दवा एंटी-डिप्रेसेंट सेरट्रालाइन की आपूर्ति में भारत की बड़ी भूमिका है, और ये दवाएं गैर-भारतीय कंपनियों की तुलना में आधी कीमत पर मिलती हैं।
उपभोक्ता हितों के लिए काम करने वाली संस्था पब्लिक सिटिजंस के वकील पीटर मेबार्डक ने बीबीसी से कहा कि अमेरिका में हर चार में से एक मरीज पहले ही दवाओं की ऊंची कीमतों के कारण उन्हें लेने में असमर्थ है। ट्रंप के टैरिफ़ से यह संकट और गहरा सकता है। अमेरिकी अस्पताल और जेनेरिक दवा निर्माता पहले से ही ट्रंप के चीन से आयात पर बढ़ाए गए टैरिफ़ से दबाव में हैं। दवाओं के लिए कच्चे माल का 87% हिस्सा अमेरिका के बाहर से आता है, जिसमें से 40% वैश्विक आपूर्ति चीन से होती है। ट्रंप के कार्यकाल में चीनी आयात पर टैरिफ़ 20% बढ़ने से कच्चे माल की लागत पहले ही बढ़ चुकी है।

भारतीय दवा कंपनियां बड़े पैमाने पर जेनेरिक दवाएं बेचती हैं। वे पहले से ही कम मार्जिन पर काम करती हैं और वे भारी कर का खर्च वहन नहीं कर पाएंगी। वे प्रतिस्पर्धी कंपनियों की तुलना में बहुत कम कीमतों पर बेचती हैं। यही वजह है कि ये दुनिया के सबसे बड़े फार्मा बाजार में हृदय, मानसिक स्वास्थ्य, त्वचाविज्ञान और महिलाओं के स्वास्थ्य की दवाओं में लगातार प्रभुत्व हासिल कर रही हैं।

माना जा रहा है कि न तो अमेरिका और न ही भारत फार्मा आपूर्ति श्रृंखला में टूट का जोखिम उठा सकते हैं। इससे बचने के लिए भारत और अमेरिका एक व्यापार समझौते पर बातचीत कर रहे हैं। इसका लक्ष्य दोनों देशों के बीच व्यापार को बढ़ाना है। पिछले सप्ताह वाणिज्य मंत्री पीयूष गोयल ने अधिकारियों के साथ चर्चा के लिए अमेरिका की एक अनिर्धारित यात्रा की थी। इस यात्रा का उद्देश्य व्यापार समझौते पर सहमति बनाना था।
