नई दिल्ली। दक्षिण दिल्ली के चंदन होला इलाके में रविवार तड़के एक फैक्ट्री में भीषण आग लगने से इलाके में हड़कंप मच गया। आग ने देखते ही देखते विकराल रूप धारण कर लिया, जिसके चलते दिल्ली फायर सर्विस को बड़े स्तर पर राहत एवं बचाव अभियान चलाना पड़ा। आग बुझाने के लिए 15 दमकल गाड़ियों को मौके पर तैनात किया गया।
  
दमकल विभाग के अनुसार, आग लगने की सूचना रात करीब 2:11 बजे कंट्रोल रूम को मिली। सूचना मिलते ही दमकल की टीमें मौके पर पहुंचीं, लेकिन आग तेजी से पूरी फैक्ट्री में फैल चुकी थी। हालात की गंभीरता को देखते हुए आग को पहले 'मेक-4' और बाद में 'मेक-6' श्रेणी में घोषित किया गया, जिसके बाद अतिरिक्त दमकल वाहन और संसाधन तत्काल मौके पर भेजे गए।
  
आग बुझाने के अभियान में 6 वॉटर टेंडर, 7 वॉटर बाउजर, एक BFT और एक MP सहित कुल 15 दमकल वाहन लगाए गए। राहत एवं बचाव कार्य की निगरानी डिविजनल ऑफिसर आर. अटवाल, एडीओ संतोष, एडीओ सरबजीत समेत वरिष्ठ अधिकारी लगातार करते रहे।
  
दमकल कर्मियों ने कई घंटे तक कड़ी मशक्कत करते हुए आग को आसपास की इमारतों तक फैलने से रोकने में सफलता हासिल की। समाचार लिखे जाने तक आग पर पूरी तरह काबू पाने के प्रयास जारी थे।
  
प्रारंभिक जानकारी के अनुसार, इस घटना में किसी के हताहत होने की सूचना नहीं है, जिससे बड़ी जनहानि टल गई। आग लगने के कारणों का अभी पता नहीं चल सका है। दमकल विभाग और संबंधित एजेंसियां आग के कारणों की जांच में जुटी हैं। आग पूरी तरह बुझने के बाद हुए नुकसान का विस्तृत आकलन किया जाएगा।

लखनऊ। उत्तर प्रदेश राजस्व परिषद ने न्यायिक प्रक्रिया को अधिक पारदर्शी, दक्ष और समयबद्ध बनाने की दिशा में एक महत्वपूर्ण कदम उठाया है। अब राजस्व परिषद के न्यायालयों में विचाराधीन मामलों में सामान्यतः मूल अभिलेखों के स्थान पर अधीनस्थ न्यायालयों द्वारा उपलब्ध कराई गई प्रमाणित पूर्ण स्कैन प्रति (Certified Complete Scanned Copy) के आधार पर ही न्यायिक कार्यवाही की जाएगी। इस नई व्यवस्था का उद्देश्य मूल अभिलेखों का सुरक्षित संरक्षण सुनिश्चित करने के साथ-साथ न्यायिक प्रक्रिया को आधुनिक तकनीक से जोड़ना है।
  
राजस्व परिषद की अध्यक्ष श्रीमती अर्चना अग्रवाल के निर्देश पर यह व्यवस्था तत्काल प्रभाव से लागू कर दी गई है। नई प्रणाली लागू होने से मूल अभिलेखों को बार-बार एक स्थान से दूसरे स्थान भेजने की आवश्यकता नहीं पड़ेगी, जिससे उनके क्षतिग्रस्त होने, गुम होने अथवा समय पर उपलब्ध न हो पाने जैसी समस्याओं पर प्रभावी नियंत्रण लगाया जा सकेगा।
  
नई व्यवस्था के तहत अधीनस्थ न्यायालयों को वाद से संबंधित प्रत्येक दस्तावेज, परिशिष्ट, मानचित्र, नोटशीट, आदेश पत्रक तथा अन्य सभी संलग्न अभिलेखों की क्रमवार एवं स्पष्ट स्कैन प्रति उपलब्ध करानी होगी। प्रत्येक स्कैन प्रति के साथ संबंधित राजस्व रिकॉर्ड कीपर (RRK) द्वारा विधिवत प्रमाणित प्रमाण-पत्र संलग्न करना भी अनिवार्य होगा।
  
राजस्व परिषद ने स्पष्ट किया है कि केवल विशेष परिस्थितियों में, जब न्यायालय लिखित कारण दर्ज करते हुए मूल अभिलेख प्रस्तुत करने का निर्देश देगा, तभी मूल पत्रावली मंगाई जाएगी। अन्य सभी मामलों में प्रमाणित स्कैन प्रतियों के आधार पर ही सुनवाई और अन्य न्यायिक कार्यवाही संपन्न होगी।

राजस्व परिषद ने सभी मंडलायुक्तों और जिलाधिकारियों को निर्देश जारी किए हैं कि वे अपने अधीनस्थ अधिकारियों एवं कर्मचारियों को नई व्यवस्था से तत्काल अवगत कराते हुए इसका कड़ाई से पालन सुनिश्चित करें। साथ ही, न्यायालयों द्वारा मांगी गई प्रमाणित स्कैन प्रतियां निर्धारित समय-सीमा में उपलब्ध कराने के निर्देश भी दिए गए हैं।
  
राजस्व परिषद का मानना है कि यह पहल डिजिटल अभिलेख प्रबंधन प्रणाली को मजबूत करने, मूल अभिलेखों के दीर्घकालिक संरक्षण तथा न्यायिक कार्यप्रणाली को आधुनिक तकनीक के अनुरूप बनाने की दिशा में एक महत्वपूर्ण कदम साबित होगी। भविष्य में CCMS पोर्टल के माध्यम से पूरी प्रक्रिया को पूर्णतः ऑनलाइन संचालित करने की भी तैयारी की जा रही है, जिससे न्यायिक प्रक्रिया और अधिक सरल, पारदर्शी तथा प्रभावी बन सकेगी।

नई दिल्ली। दक्षिण दिल्ली के चंदन होला इलाके में रविवार तड़के एक फैक्ट्री में भीषण आग लगने से इलाके में हड़कंप मच गया। आग ने देखते ही देखते विकराल रूप धारण कर लिया, जिसके चलते दिल्ली फायर सर्विस को बड़े स्तर पर राहत एवं बचाव अभियान चलाना पड़ा। आग बुझाने के लिए 15 दमकल गाड़ियों को मौके पर तैनात किया गया।
  
दमकल विभाग के अनुसार, आग लगने की सूचना रात करीब 2:11 बजे कंट्रोल रूम को मिली। सूचना मिलते ही दमकल की टीमें मौके पर पहुंचीं, लेकिन आग तेजी से पूरी फैक्ट्री में फैल चुकी थी। हालात की गंभीरता को देखते हुए आग को पहले 'मेक-4' और बाद में 'मेक-6' श्रेणी में घोषित किया गया, जिसके बाद अतिरिक्त दमकल वाहन और संसाधन तत्काल मौके पर भेजे गए।
  
आग बुझाने के अभियान में 6 वॉटर टेंडर, 7 वॉटर बाउजर, एक BFT और एक MP सहित कुल 15 दमकल वाहन लगाए गए। राहत एवं बचाव कार्य की निगरानी डिविजनल ऑफिसर आर. अटवाल, एडीओ संतोष, एडीओ सरबजीत समेत वरिष्ठ अधिकारी लगातार करते रहे।
  
दमकल कर्मियों ने कई घंटे तक कड़ी मशक्कत करते हुए आग को आसपास की इमारतों तक फैलने से रोकने में सफलता हासिल की। समाचार लिखे जाने तक आग पर पूरी तरह काबू पाने के प्रयास जारी थे।
  
प्रारंभिक जानकारी के अनुसार, इस घटना में किसी के हताहत होने की सूचना नहीं है, जिससे बड़ी जनहानि टल गई। आग लगने के कारणों का अभी पता नहीं चल सका है। दमकल विभाग और संबंधित एजेंसियां आग के कारणों की जांच में जुटी हैं। आग पूरी तरह बुझने के बाद हुए नुकसान का विस्तृत आकलन किया जाएगा।

लखनऊ। उत्तर प्रदेश राजस्व परिषद ने न्यायिक प्रक्रिया को अधिक पारदर्शी, दक्ष और समयबद्ध बनाने की दिशा में एक महत्वपूर्ण कदम उठाया है। अब राजस्व परिषद के न्यायालयों में विचाराधीन मामलों में सामान्यतः मूल अभिलेखों के स्थान पर अधीनस्थ न्यायालयों द्वारा उपलब्ध कराई गई प्रमाणित पूर्ण स्कैन प्रति (Certified Complete Scanned Copy) के आधार पर ही न्यायिक कार्यवाही की जाएगी। इस नई व्यवस्था का उद्देश्य मूल अभिलेखों का सुरक्षित संरक्षण सुनिश्चित करने के साथ-साथ न्यायिक प्रक्रिया को आधुनिक तकनीक से जोड़ना है।
  
राजस्व परिषद की अध्यक्ष श्रीमती अर्चना अग्रवाल के निर्देश पर यह व्यवस्था तत्काल प्रभाव से लागू कर दी गई है। नई प्रणाली लागू होने से मूल अभिलेखों को बार-बार एक स्थान से दूसरे स्थान भेजने की आवश्यकता नहीं पड़ेगी, जिससे उनके क्षतिग्रस्त होने, गुम होने अथवा समय पर उपलब्ध न हो पाने जैसी समस्याओं पर प्रभावी नियंत्रण लगाया जा सकेगा।
  
नई व्यवस्था के तहत अधीनस्थ न्यायालयों को वाद से संबंधित प्रत्येक दस्तावेज, परिशिष्ट, मानचित्र, नोटशीट, आदेश पत्रक तथा अन्य सभी संलग्न अभिलेखों की क्रमवार एवं स्पष्ट स्कैन प्रति उपलब्ध करानी होगी। प्रत्येक स्कैन प्रति के साथ संबंधित राजस्व रिकॉर्ड कीपर (RRK) द्वारा विधिवत प्रमाणित प्रमाण-पत्र संलग्न करना भी अनिवार्य होगा।
