लखनऊ। उत्तर प्रदेश राजस्व परिषद ने न्यायिक प्रक्रिया को अधिक पारदर्शी, दक्ष और समयबद्ध बनाने की दिशा में एक महत्वपूर्ण कदम उठाया है। अब राजस्व परिषद के न्यायालयों में विचाराधीन मामलों में सामान्यतः मूल अभिलेखों के स्थान पर अधीनस्थ न्यायालयों द्वारा उपलब्ध कराई गई प्रमाणित पूर्ण स्कैन प्रति (Certified Complete Scanned Copy) के आधार पर ही न्यायिक कार्यवाही की जाएगी। इस नई व्यवस्था का उद्देश्य मूल अभिलेखों का सुरक्षित संरक्षण सुनिश्चित करने के साथ-साथ न्यायिक प्रक्रिया को आधुनिक तकनीक से जोड़ना है।
  
राजस्व परिषद की अध्यक्ष श्रीमती अर्चना अग्रवाल के निर्देश पर यह व्यवस्था तत्काल प्रभाव से लागू कर दी गई है। नई प्रणाली लागू होने से मूल अभिलेखों को बार-बार एक स्थान से दूसरे स्थान भेजने की आवश्यकता नहीं पड़ेगी, जिससे उनके क्षतिग्रस्त होने, गुम होने अथवा समय पर उपलब्ध न हो पाने जैसी समस्याओं पर प्रभावी नियंत्रण लगाया जा सकेगा।
  
नई व्यवस्था के तहत अधीनस्थ न्यायालयों को वाद से संबंधित प्रत्येक दस्तावेज, परिशिष्ट, मानचित्र, नोटशीट, आदेश पत्रक तथा अन्य सभी संलग्न अभिलेखों की क्रमवार एवं स्पष्ट स्कैन प्रति उपलब्ध करानी होगी। प्रत्येक स्कैन प्रति के साथ संबंधित राजस्व रिकॉर्ड कीपर (RRK) द्वारा विधिवत प्रमाणित प्रमाण-पत्र संलग्न करना भी अनिवार्य होगा।
  
राजस्व परिषद ने स्पष्ट किया है कि केवल विशेष परिस्थितियों में, जब न्यायालय लिखित कारण दर्ज करते हुए मूल अभिलेख प्रस्तुत करने का निर्देश देगा, तभी मूल पत्रावली मंगाई जाएगी। अन्य सभी मामलों में प्रमाणित स्कैन प्रतियों के आधार पर ही सुनवाई और अन्य न्यायिक कार्यवाही संपन्न होगी।

★  बाणसागर परियोजना समझौता, 1973 के तहत् सोन नदी बेसिन अंतर्गत पूर्ववर्ती बिहार राज्य को आवंटित 7.75 MAF जल का बिहार एवं झारखण्ड राज्य के बीच हुए बँटवारे पर राज्य सरकार की सहमति के साथ एकरारनामा प्रारूप पर सहमति प्रदान की गई।

★ राजेन्द्र आयुर्विज्ञान संस्थान II (RIMS 2) की स्थापना हेतु 41,89,41,26,604/- (इकतालीस अरब नवासी करोड़ इकतालीस लाख छबीस हजार छः सौ चार) रूपये पर प्रशासनिक स्वीकृति, योजना का कार्यान्वयन हेतु JAGRITI PMU का गठन एवं वित्त नियमावली के नियम-235 के प्रावधानों को शिथिल करते हुए वित्त नियमावली के नियम-245 के अन्तर्गत IIM Ranchi को Centre of Excellence के रूप में तथा XISS Ranchi को Impact Assessment हेतु मनोनयन के आधार पर कार्य आवंटित करने की घटनोत्तर स्वीकृति दी गई।

★ राजकीय श्रावणी मेला-2026 के मद्देनजर विधि-व्यवस्था संधारण हेतु दिनांक-30.07.2026 से दिनांक-28.08.2026 तक 28 (अठाईस) अस्थायी मेला ओ०पी० एवं 19 (उन्नीस) अस्थायी यातायात ओ०पी० के गठन की स्वीकृति दी गई।

★ सरायकेला-खरसावाँ जिलान्तर्गत सरायकेला अंचल के मौजा-कोलाबिरा, थाना सं0-147 के खाता सं0-112, प्लॉट सं0-850 में अंतर्निहित कुल रकबा 0.18 एकड़ अनाबाद झारखण्ड (बिहार) सरकार के खाते की भूमि, किस्म-पुरानी परती औद्योगिक प्रयोजनार्थ मेसर्स फ्लिटगार्ड फिल्टर प्रा० लि० के साथ 30 (तीस) वर्षों के लिए सशुल्क लीज बंदोबस्ती की स्वीकृति दी गई।

★ पथ प्रमण्डल, दुमका अन्तर्गत 'गोविन्दपुर-साहेबगंज ADB पथ (SH-18) के कि०मी० 139.00 से कि०मी० 190.930 (कुल लंबाई-51.930 कि०मी०) पथ के दो लेन विथ पेव्ड सोल्डर सहित (2- lane with paved shoulder) में चौड़ीकरण एवं मजबूतीकरण / पुनर्निर्माण कार्य (Utility Shifting सहित) हेतु रू० 221,40,21,000/- (दो सौ इक्कीस करोड़ चालीस लाख इक्कीस हजार रू०) मात्र के लिए प्रशासनिक स्वीकृति दी गई।

लखनऊ। उत्तर प्रदेश राजस्व परिषद ने न्यायिक प्रक्रिया को अधिक पारदर्शी, दक्ष और समयबद्ध बनाने की दिशा में एक महत्वपूर्ण कदम उठाया है। अब राजस्व परिषद के न्यायालयों में विचाराधीन मामलों में सामान्यतः मूल अभिलेखों के स्थान पर अधीनस्थ न्यायालयों द्वारा उपलब्ध कराई गई प्रमाणित पूर्ण स्कैन प्रति (Certified Complete Scanned Copy) के आधार पर ही न्यायिक कार्यवाही की जाएगी। इस नई व्यवस्था का उद्देश्य मूल अभिलेखों का सुरक्षित संरक्षण सुनिश्चित करने के साथ-साथ न्यायिक प्रक्रिया को आधुनिक तकनीक से जोड़ना है।
  
राजस्व परिषद की अध्यक्ष श्रीमती अर्चना अग्रवाल के निर्देश पर यह व्यवस्था तत्काल प्रभाव से लागू कर दी गई है। नई प्रणाली लागू होने से मूल अभिलेखों को बार-बार एक स्थान से दूसरे स्थान भेजने की आवश्यकता नहीं पड़ेगी, जिससे उनके क्षतिग्रस्त होने, गुम होने अथवा समय पर उपलब्ध न हो पाने जैसी समस्याओं पर प्रभावी नियंत्रण लगाया जा सकेगा।
  
नई व्यवस्था के तहत अधीनस्थ न्यायालयों को वाद से संबंधित प्रत्येक दस्तावेज, परिशिष्ट, मानचित्र, नोटशीट, आदेश पत्रक तथा अन्य सभी संलग्न अभिलेखों की क्रमवार एवं स्पष्ट स्कैन प्रति उपलब्ध करानी होगी। प्रत्येक स्कैन प्रति के साथ संबंधित राजस्व रिकॉर्ड कीपर (RRK) द्वारा विधिवत प्रमाणित प्रमाण-पत्र संलग्न करना भी अनिवार्य होगा।
  
राजस्व परिषद ने स्पष्ट किया है कि केवल विशेष परिस्थितियों में, जब न्यायालय लिखित कारण दर्ज करते हुए मूल अभिलेख प्रस्तुत करने का निर्देश देगा, तभी मूल पत्रावली मंगाई जाएगी। अन्य सभी मामलों में प्रमाणित स्कैन प्रतियों के आधार पर ही सुनवाई और अन्य न्यायिक कार्यवाही संपन्न होगी।
  
व्यवस्था की विश्वसनीयता बनाए रखने के लिए यह भी प्रावधान किया गया है कि यदि किसी स्तर पर अपूर्ण, अस्पष्ट या अप्रमाणित स्कैन प्रति भेजी जाती है तो संबंधित राजस्व रिकॉर्ड कीपर (RRK) को व्यक्तिगत रूप से जिम्मेदार मानते हुए उसके विरुद्ध विभागीय कार्रवाई की जाएगी।

★  बाणसागर परियोजना समझौता, 1973 के तहत् सोन नदी बेसिन अंतर्गत पूर्ववर्ती बिहार राज्य को आवंटित 7.75 MAF जल का बिहार एवं झारखण्ड राज्य के बीच हुए बँटवारे पर राज्य सरकार की सहमति के साथ एकरारनामा प्रारूप पर सहमति प्रदान की गई।

★ राजेन्द्र आयुर्विज्ञान संस्थान II (RIMS 2) की स्थापना हेतु 41,89,41,26,604/- (इकतालीस अरब नवासी करोड़ इकतालीस लाख छबीस हजार छः सौ चार) रूपये पर प्रशासनिक स्वीकृति, योजना का कार्यान्वयन हेतु JAGRITI PMU का गठन एवं वित्त नियमावली के नियम-235 के प्रावधानों को शिथिल करते हुए वित्त नियमावली के नियम-245 के अन्तर्गत IIM Ranchi को Centre of Excellence के रूप में तथा XISS Ranchi को Impact Assessment हेतु मनोनयन के आधार पर कार्य आवंटित करने की घटनोत्तर स्वीकृति दी गई।

★ राजकीय श्रावणी मेला-2026 के मद्देनजर विधि-व्यवस्था संधारण हेतु दिनांक-30.07.2026 से दिनांक-28.08.2026 तक 28 (अठाईस) अस्थायी मेला ओ०पी० एवं 19 (उन्नीस) अस्थायी यातायात ओ०पी० के गठन की स्वीकृति दी गई।

★ सरायकेला-खरसावाँ जिलान्तर्गत सरायकेला अंचल के मौजा-कोलाबिरा, थाना सं0-147 के खाता सं0-112, प्लॉट सं0-850 में अंतर्निहित कुल रकबा 0.18 एकड़ अनाबाद झारखण्ड (बिहार) सरकार के खाते की भूमि, किस्म-पुरानी परती औद्योगिक प्रयोजनार्थ मेसर्स फ्लिटगार्ड फिल्टर प्रा० लि० के साथ 30 (तीस) वर्षों के लिए सशुल्क लीज बंदोबस्ती की स्वीकृति दी गई।

★ पथ प्रमण्डल, साहेबगंज अन्तर्गत "SH-18 ADB पथ गोपलांडीह से RCD पथ भोगनाडीह तक (कुल लंबाई-3.725 कि०मी०) निर्माण कार्य (भू-अर्जन एवं वृक्षारोपण सहित)" हेतु रू० 88,84,62,500/- (अट्ठासी करोड़ चौरासी लाख बासठ हजार पांच सौ रूपये) मात्र की प्रशासनिक स्वीकृति दी गई।

★ पथ प्रमण्डल, दुमका अन्तर्गत 'गोविन्दपुर-साहेबगंज ADB पथ (SH-18) के कि०मी० 139.00 से कि०मी० 190.930 (कुल लंबाई-51.930 कि०मी०) पथ के दो लेन विथ पेव्ड सोल्डर सहित (2- lane with paved shoulder) में चौड़ीकरण एवं मजबूतीकरण / पुनर्निर्माण कार्य (Utility Shifting सहित) हेतु रू० 221,40,21,000/- (दो सौ इक्कीस करोड़ चालीस लाख इक्कीस हजार रू०) मात्र के लिए प्रशासनिक स्वीकृति दी गई।

★ पथ प्रमंडल, रांची अन्तर्गत "बिरसा चौक-धुर्वा गोलचक्कर- प्रोजेक्ट बिल्डिंग-चाली नौक पथ के धुर्वा गोलचक्कर (चैनेज- 2.730 कि०मी०) से पुलिस हेडक्वार्टर (चैनेज-5.427 कि०मी०) पथांश (कुल लम्बाई- 2.697 कि०मी०) का चौड़ीकरण/मजबूतीकरण एवं पुनर्निर्माण कार्य (Geometric and Aesthetic Improvement, Cycle Track निर्माण कार्य, युटिलिटी शिफ्टींग, R&R, Horticulture (with 1 (one) year maintenance), Amenities and Beautification, Environmental Management Plan (EMP) एवं वृक्षारोपण सहित)" हेतु रू० 36,30,33,200/- (छत्तीस करोड़ तीस लाख तैंतीस हजार दो सौ रू०) मात्र की प्रशासनिक स्वीकृति दी गई।

★  झारखंड निजी विश्वविद्यालय अधिनियम, 2024 के तहत पेमिया ऋषिकेश विश्वविद्यालय, चंदनकियारी, बोकारो की स्थापना हेतु Letter of intent (LoI) प्रदान किए जाने की स्वीकृति दी गई।

★ W. P.(S) No.3340/2021 अखिलेश कुमार बनाम झारखंड राज्य एवं अन्य में माननीय झारखंड उच्च न्यायालय, रांची द्वारा दिनांक-01.08.2024 को पारित न्यायाधीश के अनुपालन में वादी श्री अखिलेश कुमार को झारखंड सचिवालय सेवा के तहत सहायक प्रशाखा पदाधिकारी से प्रशाखा पदाधिकारी कोटि (वेतनमान मैट्रिक्स लेवल-8) प्रशाखा पदाधिकारी से अवर सचिव कोटि (वेतनमान मैट्रिक्स लेवल-11) तथा अवर सचिव से उप सचिव कोटि (वेतनमान मैट्रिक्स लेवल-12) में भूतलक्षी प्रभाव से प्रोन्नति दिए जाने की स्वीकृति दी गई।

★ "झारखण्ड राज्य समाहरणालय लिपिकीय सम्वर्ग (भर्ती, प्रोन्नति एवं अन्य सेवा शर्तें) नियमावली-2026" के गठन की स्वीकृति दी गई।

★ "झारखण्ड राज्य निम्नवर्गीय लिपिक-सह-कम्प्यूटर संचालक सेवा सम्वर्ग (भर्ती, प्रोन्नति एवं अन्य सेवा शर्ते) नियमावली-2026" के गठन की स्वीकृति दी गई।

★ झारखंड सरकार के अधीन नवनियुक्त सरकारी सेवकों द्वारा नियुक्ति-पत्र प्राप्ति एवं पदभार ग्रहण के समय "निष्ठा एवं गोपनीयता की शपथ/प्रतिज्ञान" को अनिवार्य किये जाने तथा उसके प्रारूप की स्वीकृति दी गई।

★ माननीय मुख्यमंत्री, झारखण्ड की अध्यक्षता में दिनांक 08-09 जुलाई, 2026 को नई दिल्ली में National Stakeholders Consultation-2026 के आयोजन की स्वीकृति दी गई।

★  माननीय झारखण्ड उच्च न्यायालय अन्तर्गत दायर वाद संख्या- WPS No. 4726/2025, राम दुलारी देवी बनाम झारखण्ड राज्य एवं अन्य में पारित आदेश के अनुपालन के क्रम में स्व० जगदेव सदा की सेवा नियमित एवं सम्पुष्ट करते हुए उन्हें अनुमान्य ACP/MACP का लाभ प्रदान किये जाने की स्वीकृति दी गई।

★ माननीय झारखण्ड उच्च न्यायालय द्वारा अवमाननावाद (सिविल) संख्या-310/2025 तथा W.P.(S) No.-1874/2022 रविन्द्र नाथ एवं अन्य बनाम झारखण्ड राज्य एवं अन्य में पारित न्यायादेशों के आलोक में तत्कालीन खान पर्षद, हजारीबाग के सेवानिवृत्त कर्मियों के बकाया पेंशन भुगतान हेतु हजारीबाग नगर निगम एवं रामगढ़ नगर परिषद् को राशि आवंटन की स्वीकृति दी गई।

★विधि विभागीय अधिसूचना संख्या-1425/ जे० दिनांक-25.06.2026 द्वारा अधिसूचित The Jharkhand Law Officer (Engagement) Rules, 2026 पर घटनोत्तर स्वीकृति दी गई।

★ विभागीय प्रोन्नति समिति के गठन हेतु कार्मिक, प्रशासनिक सुधार तथा राजभाषा विभाग के संकल्प संख्या-6147 दिनांक-07.11.2003 द्वारा निरूपित नीति निर्देशक सिद्धांत तथा उसकी कार्य प्रणाली में संशोधन की स्वीकृति दी गई।

★ कार्मिक, प्रशासनिक सुधार तथा राजभाषा विभाग, झारखण्ड, राँची के संकल्प संख्या-3286 दिनांक-04.04.2014 में संशोधन की स्वीकृति दी गई।

★ पाकुड़ अन्तर्गत "तलवा से खारू टोला पथ भाया सलपानी (लं०-11.770 कि०मी०) एवं चन्दना से श्रीधरपाड़ा लिंक पथ (लं०-6.140 कि०मी०) (कुल लम्बाई-17.910 कि०मी०) को ग्रामीण कार्य विभाग से पथ निर्माण विभाग को हस्तान्तरित करते हुए पुनर्निर्माण कार्य (पुलों के निर्माण, Plantation, भू-अर्जन एवं Utility Shifting सहित)" हेतु ₹128,20,34,500/ मात्र की प्रशासनिक स्वीकृति दी गई।
