भाजपा सांसद निशिकांत दुबे ने गुरुवार 12 फरवरी को कांग्रेस नेता और लोकसभा में नेता प्रतिपक्ष राहुल गांधी के खिलाफ ‘सब्सटेंटिव मोशन’ लाने का नोटिस दिया और उनकी संसद सदस्यता रद्द करने के साथ ही आजीवन चुनाव लड़ने से अयोग्य घोषित करने की मांग की है। 

नोटिस में सोरोस फाउंडेशन जिक्र
संसद परिसर में भाजपा सांसद ने कहा कि उन्होंने अपने नोटिस में राहुल गांधी के विदेशी दौरों और कथित रूप से सोरोस फाउंडेशन, यूएसएआईडी और फोर्ड फाउंडेशन जैसी संस्थाओं से जुड़े लोगों के साथ संपर्क का उल्लेख किया है। दुबे ने आरोप लगाया कि राहुल गांधी थाईलैंड, वियतनाम और कंबोडिया जैसे देशों की यात्राओं के दौरान ‘भारत विरोधी तत्वों’ के साथ मिलीभगत करते हैं। उन्होंने स्पष्ट किया कि यह कोई विशेषाधिकार प्रस्ताव नहीं, बल्कि एक स्वतंत्र और आत्मनिर्भर प्रस्ताव यानी सब्सटेंटिव मोशन है, जिसका उद्देश्य सदन के समक्ष निर्णय या राय व्यक्त करना होता ।

साल 2023 में राहुल गांधी के 2019 में लोकसभा चुनाव के दौरान कर्नाटक के कोलार में दिए गए भाषण को लेकर सूरत की एक अदालत ने राहुल गांधी को दो साल की सज़ा सुनाई। इसके तुरंत बाद उनकी लोकसभा सदस्यता रद कर दी गई थी। हालांकि बाद राहुल गांधी की सदस्यता बहाल हो गई थी।

क्या राहुल गांधी का बयान

केंद्रीय संसदीय मामलों के मंत्री किरेन रिजिजू ने आज यानी बुधवार को कांग्रेस सांसदों पर लोकसभा स्पीकर ओम बिरला के चैंबर में घुसकर उन्हें गालियां देने का आरोप लगाया। किरेन रिजिजू ने कहा, ‘कम से कम 20-25 कांग्रेस सांसद लोकसभा स्पीकर के चैंबर में घुस गए और उन्हें गालियां दीं। मैं भी वहां था। स्पीकर बहुत नरम इंसान हैं, नहीं तो सख्त कार्रवाई होती। प्रियंका गांधी वाड्रा और केसी वेणुगोपाल समेत सीनियर कांग्रेस लीडर भी अंदर मौजूद थे, और वे उन्हें लड़ने के लिए उकसा रहे थे।’

'घटना से स्पीकर बहुत दुखी'
रिजिजू ने कहा कि स्पीकर इस घटना से "बहुत दुखी" हैं और उन्होंने खुद उनसे बात की है। रिजिजू ने सदन में बोलने को लेकर हुए विवाद का भी जिक्र किया। उन्होंने कहा कि स्पीकर ने एक फैसला दिया था, लेकिन उसका पालन नहीं किया गया। उनके मुताबिक, राहुल गांधी ने कहा कि उन्हें बोलने के लिए किसी की अनुमति की जरूरत नहीं है और वे अपनी इच्छा से बोलेंगे। 

बिना अध्यक्ष की अनुमति कोई सदस्य नहीं बोल सकता-रिजिजु
रिजिजू ने कहा कि संसद में नियम बहुत साफ हैं, बिना अध्यक्ष की अनुमति कोई भी सदस्य नहीं बोल सकता। उन्होंने यह भी कहा कि यहां तक कि प्रधानमंत्री भी तभी बोलते हैं जब अध्यक्ष अनुमति देते हैं। हर सदस्य को नियमों का पालन करना होता है। उन्होंने कहा कि स्पीकर का स्वभाव बहुत शांत है, वरना इस तरह की घटना पर सख्त कार्रवाई हो सकती थी।

लोकसभा स्पीकर के पद से हटाने के लिए नोटिस
यह पूरा विवाद उस समय सामने आया है जब कांग्रेस ने लोकसभा अध्यक्ष ओम बिरला को हटाने के लिए अविश्वास प्रस्ताव का नोटिस दिया है। लोकसभा सचिवालय के सूत्रों के अनुसार, इस प्रस्ताव पर चर्चा बजट सत्र के दूसरे चरण के पहले दिन यानी 9 मार्च को हो सकती है। बताया जा रहा है कि नोटिस में फरवरी 2025 की घटनाओं का चार बार उल्लेख किया गया है, जो नियमों के अनुसार तकनीकी आपत्ति का कारण बन सकता था। हालांकि, स्पीकर ने लोकसभा सचिवालय को निर्देश दिया है कि नोटिस में जो भी कमियां हैं, उन्हें ठीक कराया जाए और आगे की प्रक्रिया पूरी की जाए।

संसद परिसर में भाजपा सांसद ने कहा कि उन्होंने अपने नोटिस में राहुल गांधी के विदेशी दौरों और कथित रूप से सोरोस फाउंडेशन, यूएसएआईडी और फोर्ड फाउंडेशन जैसी संस्थाओं से जुड़े लोगों के साथ संपर्क का उल्लेख किया है। दुबे ने आरोप लगाया कि राहुल गांधी थाईलैंड, वियतनाम और कंबोडिया जैसे देशों की यात्राओं के दौरान ‘भारत विरोधी तत्वों’ के साथ मिलीभगत करते हैं। उन्होंने स्पष्ट किया कि यह कोई विशेषाधिकार प्रस्ताव नहीं, बल्कि एक स्वतंत्र और आत्मनिर्भर प्रस्ताव यानी सब्सटेंटिव मोशन है, जिसका उद्देश्य सदन के समक्ष निर्णय या राय व्यक्त करना होता ।

रिजिजू ने कहा कि संसद में नियम बहुत साफ हैं, बिना अध्यक्ष की अनुमति कोई भी सदस्य नहीं बोल सकता। उन्होंने यह भी कहा कि यहां तक कि प्रधानमंत्री भी तभी बोलते हैं जब अध्यक्ष अनुमति देते हैं। हर सदस्य को नियमों का पालन करना होता है। उन्होंने कहा कि स्पीकर का स्वभाव बहुत शांत है, वरना इस तरह की घटना पर सख्त कार्रवाई हो सकती थी।

लोकसभा स्पीकर के पद से हटाने के लिए नोटिस
यह पूरा विवाद उस समय सामने आया है जब कांग्रेस ने लोकसभा अध्यक्ष ओम बिरला को हटाने के लिए अविश्वास प्रस्ताव का नोटिस दिया है। लोकसभा सचिवालय के सूत्रों के अनुसार, इस प्रस्ताव पर चर्चा बजट सत्र के दूसरे चरण के पहले दिन यानी 9 मार्च को हो सकती है। बताया जा रहा है कि नोटिस में फरवरी 2025 की घटनाओं का चार बार उल्लेख किया गया है, जो नियमों के अनुसार तकनीकी आपत्ति का कारण बन सकता था। हालांकि, स्पीकर ने लोकसभा सचिवालय को निर्देश दिया है कि नोटिस में जो भी कमियां हैं, उन्हें ठीक कराया जाए और आगे की प्रक्रिया पूरी की जाए।

फर्रुखाबाद। पांचाल घाट से बेवर तक हाइवे शीघ्र ही लाइटों से जगमगायेगा। भाजपा नेता अशोक कटिहार एडवोकेट ने प्रधानमंत्री को पत्र भेजकर अवगत कराया था कि राष्ट्रीय राजमार्ग संख्या NH-730C पर प्रतिदिन जनपद फर्रुखाबाद मे ही दो से तीन लोगों की मौतें हो रही है। दर्जनों घटनाएं होती है रोड पर लाइटे नहीं जल रही है, अधिकारी गंभीर नहीं है। मुख्यमंत्री योगी ने सभी रोड पर लाइटें जलाने के सख्त निर्देश भी दिये है। इसके बाद भी दुर्घटनाएं रोकने के लिए स्ट्रीट लाइट की व्यवस्था नहीं हुई है। इस आपराधिक कृत्य से लोकप्रिय सरकार की छवि खराब हो रही है।

जनपद फर्रुखाबाद में राष्ट्रीय राजमार्ग 730C परियोजना के किमी 0.00 से किमी 52.770 (बेवर से अल्लाहगंज खंड) में प्रस्तावित कुल 11 में से 6 कनेक्शनों की प्राक्कलन धनराशि बिजली विभाग को जमा करवाई जा चुकी है। शेष 5 कनेक्शनों का प्राक्कलन बिजली विभाग से उपलब्ध कराने हेतु अनुरोध किया गया है, जो कि प्राप्त होने पर शीघ्र ही धनराशि जमा करवाकर स्ट्रीट लाइट का संचालन प्रारंभ करवाया जाएगा। राजमार्ग निर्माण से सम्बंधित शेष कार्य ठेकेदार द्वारा पूर्ण कराने के उपरांत ही निर्माण कार्य की पूर्णता घोषित करने से सम्बंधित औपचारिकतायें एवं अग्रिम कार्यवाही की जाएगी।
