रायपुर- जल जीवन मिशन की मल्टी विलेज स्कीम में कथित तकनीकी अनियमितताओं को लेकर छत्तीसगढ़ शासन के लोक स्वास्थ्य यांत्रिकी विभाग में बड़ा विवाद खड़ा हो गया है। पूर्व संचालक डॉ. सर्वेश्वर नरेंद्र भूरे ने 23 अक्टूबर 2024 को पीएचई विभाग के सचिव मोहम्मद कैसर अब्दुल हक को एक विस्तृत शिकायत-पत्र भेजकर मुख्य अभियंता, परिक्षेत्र रायपुर राजेश गुप्ता के खिलाफ D.I. Pipe की जगह O-PVC Pipe उपयोग करने जैसे गंभीर आरोप लगाते हुए अनियमितता की जांच करने तथा राजेश गुप्ता के खिलाफ तत्काल निलंबन की कार्रवाई करने की बात लिखी गई थी।
पीएचई विभाग के प्रमुख अभियंता रहे टीडी शांडिल्य ने भी विभागीय सचिव को 29 अप्रैल 2025 तथा 18 जुलाई 2025 को राजेश गुप्ता को निलंबित करने पत्र लिखा है। चौंकाने वाली बात यह है कि लगभग एक साल बीतने के बाद भी विभाग स्तर पर किसी प्रकार की ठोस कार्रवाई नहीं की गई, जबकि पत्र में उठाए गए बिंदु पूरी तरह तकनीकी और नीति-विरुद्ध बदलाव से जुड़े हुए हैं।
क्या है मामला?
डॉ.भूरे द्वारा भेजे गए पत्र के अनुसार, जल जीवन मिशन की मल्टी विलेज योजनाओं के DPR में Gravity Main लाइन के लिए DI K-7 Pipe को अनिवार्य रूप से अपनाया गया था। उच्च स्तरीय वित्तीय/तकनीकी स्वीकृति भी इसी पाइप के आधार पर दी गई थी।
लेकिन विभागीय स्तर पर बाद में 250 mm से नीचे Diameter वाले O-PVC Pipe को लेकर डिजाइन बनाया गया और फिर इसी आधार पर PAC की तकनीकी स्वीकृति देकर निविदा प्रक्रिया संचालित की गई।
पत्र में उठाए गए प्रमुख तकनीकी बिंदु
DPR में DI K-7 Pipe की ही स्वीकृति
Bulk Water Supply के लिए DI K-7 Pipe प्रस्तावित थी, जिसकी राज्य जल एवं स्वच्छता मिशन (SLSSC) से प्रशासकीय स्वीकृति मिल चुकी थी।
यहां डिजाइन बदलकर O-PVC Pipe ले लिया गया। आरोप है कि मुख्य अभियंता राजेश गुप्ता द्वारा अपने स्तर पर डिजाइन बदला गया और O-PVC Pipe को मंजूरी देते हुए PAC स्वीकृति प्रदान कर दी गई।
DPR में प्रस्तावित सामग्री को बदलने के लिए पुनरीक्षित प्रशासकीय स्वीकृति अनिवार्य थी, लेकिन रिकॉर्ड के अनुसार यह स्वीकृति प्राप्त नहीं की गई।
SLSSC से पुनरीक्षित स्वीकृति भी नहीं ली गई। पत्र में साफ उल्लेख है कि O-PVC पाइप के उपयोग को लेकर SLSSC की संशोधित स्वीकृति रिकॉर्ड में उपलब्ध नहीं है।
डॉ. भूरे ने तकनीकी समिति से जांच की अनुशंसा की
पत्र में कहा गया है कि मामला पूरी तरह तकनीकी है, इसलिए जल जीवन मिशन की तकनीकी समिति के माध्यम से मुख्य अभियंता से प्रतिवेदन लिया जाना उचित होगा। यह भी लिखा है कि उपलब्ध दस्तावेज यह स्पष्ट करते हैं कि विभागीय नियमों के अनुसार आवश्यक प्रक्रिया का पालन नहीं किया गया।

सवाल उठता है कि क्या फाइल दबा दी गई? क्या जानबूझकर जांच नहीं की जा रही? या फिर यह मामला किसी बड़े ठेकेदार-इंजीनियर गठजोड़ से जुड़ा है?

संजय द्विवेदी प्रयागराज।उत्तर मध्य रेलवे (एनसीआर)ने एक अभूतपूर्व कदम उठाते हुए भारतीय रेलवे के नेट-ज़ीरो मिशन के एक भाग सौर मिशन के प्रति अपनी प्रतिबद्धता को जारी रखते हुए 23.09.2025 को ड्रोन- आधारित सौर पैनल सफाई तकनीक का लाइव प्रदर्शन सफलतापूर्वक आयोजित किया।यह अग्रणी पहल उत्तर मध्य रेलवे क्षेत्र में स्थापित सौर ऊर्जा प्रणालियों की दक्षता रखरखाव और लागत बचत को बढ़ाने की दिशा में एक महत्वपूर्ण कदम है।सूबेदारगंज स्टेशन(एसएफजी)पर ड्रोन तकनीक का उपयोग करके सौर पैनलों की सफाई हेतु प्रदर्शन आयोजित किया गया। यह प्रदर्शन एनसीआर मुख्यालय द्वारा यतेन्द्र कुमार प्रमुख मुख्य बिजली इंजीनियर और पंकज जायसवाल मुख्य विद्युत अभियंता/ईईएम के मार्गदर्शन में आयोजित किया गया और उनके मुख्य तकनीकी सहायक चंदन भाई रावल कनिष्ठ अभियंता/सौर/एनसीआर मुख्यालय द्वारा किया गया।इस प्रदर्शन में प्रयागराज मंडल के वरिष्ठ रेल अधिकारियों ने भी भाग लिया जिनमें अखिलेश कुमार वरिष्ठ मंडल बिजली इंजीनियर/सामान्य/प्रयागराज एस.ए.एच. रिज़वी मंडल विद्युत अभियंता/सामान्य और उनके क्षेत्रीय कर्मचारी शामिल थे।सूबेदारगंज स्टेशन पर इस्तेमाल किए गए इस विशेष ड्रोन में 10 लीटर पानी का भंडारण टैंक था। बिना पानी के ड्रोन का वजन लगभग 19 किलोग्राम था। ड्रोन लक्ष्य स्थल पर पानी फेंकने के लिए 4 नोजल का उपयोग करता है। ड्रोन को सैटेलाइट/जीपीएस रिमोट कंट्रोलर/ट्रांसमीटर के माध्यम से नियंत्रित किया जाता है।पूरी तरह चार्ज होने के बाद यह ड्रोन 22 मिनट तक काम करता है। यह प्रदर्शन सूबेदारगंज रेलवे स्टेशन भवन और प्लेटफार्म संख्या 1 के शेल्टर पर आयोजित किया गया था।इस ड्रोन तकनीक के प्रदर्शन ने सौर पैनलों की सफाई के सम्बन्ध में संतोषजनक प्रदर्शन किया। हालाँकि ड्रोन के डिज़ाइन में कुछ छोटे बदलावों पर फर्म की तकनीकी टीम के साथ चर्चा और सुझाव दिए गए है ताकि रेलवे अनुप्रयोगो के सम्बन्ध में ड्रोन अधिक उपयोगकर्ता के अनुकूल बन सकें।प्रदर्शित ड्रोन उन्नत सफाई तंत्र से सुसज्जित है जो न्यूनतम पानी और किसी रसायन का उपयोग नहीं करते जिससे सौर प्रतिष्ठानों का पर्यावरण अनुकूल रखरखाव सुनिश्चित होता है।

Demonstration organized by North Central Railway for cleaning of Solar Panels using Drone technology at Subedarganj Railway Station (SFG) 

In a groundbreaking move, North Central Railway (NCR) in continuation to its commitment towards Solar Mission which is a part of NET ZERO mission of Indian Railways, successfully conducted a live demonstration of drone-based solar panel cleaning technology on 23.09.2025. This pioneering initiative marks a significant step towards enhancing the efficiency, maintenance & cost saving of solar energy systems installed all over North Central Railway region.
The demonstration for cleaning of Solar panels using drone technology was conducted at Subedarganj Staion (SFG). This demo was organized by NCR HQ under the guidance of Shri Yatendra Kumar, Principal Chief electrical Engineer/NCR & Shri Pankaj Jaiswal, Chief Electrical Engineer/EEM and executed by their chief technical assistant Shri Chandan Bhai Rawal, JE/Solar/NCR HQ. This demonstration also witnessed the participation of senior railway officials of Prayagraj division including Shri Akhilesh Kumar, Sr.DEE/G/PRYJ, Shri S.A.H. Rizvi, Divisional Electrical Engineer/General & his field staff.
 This particular drone which was used at Subedarganj station had a tank of 10 litres of water storage. The drone weighted approx. 19 kg without water. The drone uses 4 nozzles to throw water at the target site. The drone is controlled through a satellite/GPS remote controller/transmitter. This drone performs for 22 minutes after getting fully charged. The demo was conducted at the Subedarganj railway station building and shelter of platform No. 1 as visible in the images below.
 This drone technology demo performed satisfactory in relation to cleaning of solar panels. Although, some minor changes in the design of drone is discussed and suggested with the Technical team of the firm, so that the drones can become more user-friendly with respect to Railway applications. The showcased drones are equipped with advanced cleaning mechanisms that use minimal water and no chemicals, ensuring eco-friendly maintenance of solar installations.

जल जीवन मिशन में तकनीकी अनियमितता का आरोप: DI Pipe की जगह O-PVC का उपयोग, एक साल से कार्रवाई ठप
रायपुर- जल जीवन मिशन की मल्टी विलेज स्कीम में कथित तकनीकी अनियमितताओं को लेकर छत्तीसगढ़ शासन के लोक स्वास्थ्य यांत्रिकी विभाग में बड़ा विवाद खड़ा हो गया है। पूर्व संचालक डॉ. सर्वेश्वर नरेंद्र भूरे ने 23 अक्टूबर 2024 को पीएचई विभाग के सचिव मोहम्मद कैसर अब्दुल हक को एक विस्तृत शिकायत-पत्र भेजकर मुख्य अभियंता, परिक्षेत्र रायपुर राजेश गुप्ता के खिलाफ D.I. Pipe की जगह O-PVC Pipe उपयोग करने जैसे गंभीर आरोप लगाते हुए अनियमितता की जांच करने तथा राजेश गुप्ता के खिलाफ तत्काल निलंबन की कार्रवाई करने की बात लिखी गई थी।
पीएचई विभाग के प्रमुख अभियंता रहे टीडी शांडिल्य ने भी विभागीय सचिव को 29 अप्रैल 2025 तथा 18 जुलाई 2025 को राजेश गुप्ता को निलंबित करने पत्र लिखा है। चौंकाने वाली बात यह है कि लगभग एक साल बीतने के बाद भी विभाग स्तर पर किसी प्रकार की ठोस कार्रवाई नहीं की गई, जबकि पत्र में उठाए गए बिंदु पूरी तरह तकनीकी और नीति-विरुद्ध बदलाव से जुड़े हुए हैं।
क्या है मामला?
डॉ.भूरे द्वारा भेजे गए पत्र के अनुसार, जल जीवन मिशन की मल्टी विलेज योजनाओं के DPR में Gravity Main लाइन के लिए DI K-7 Pipe को अनिवार्य रूप से अपनाया गया था। उच्च स्तरीय वित्तीय/तकनीकी स्वीकृति भी इसी पाइप के आधार पर दी गई थी।
लेकिन विभागीय स्तर पर बाद में 250 mm से नीचे Diameter वाले O-PVC Pipe को लेकर डिजाइन बनाया गया और फिर इसी आधार पर PAC की तकनीकी स्वीकृति देकर निविदा प्रक्रिया संचालित की गई।
पत्र में उठाए गए प्रमुख तकनीकी बिंदु
DPR में DI K-7 Pipe की ही स्वीकृति
Bulk Water Supply के लिए DI K-7 Pipe प्रस्तावित थी, जिसकी राज्य जल एवं स्वच्छता मिशन (SLSSC) से प्रशासकीय स्वीकृति मिल चुकी थी।
यहां डिजाइन बदलकर O-PVC Pipe ले लिया गया। आरोप है कि मुख्य अभियंता राजेश गुप्ता द्वारा अपने स्तर पर डिजाइन बदला गया और O-PVC Pipe को मंजूरी देते हुए PAC स्वीकृति प्रदान कर दी गई।
DPR में प्रस्तावित सामग्री को बदलने के लिए पुनरीक्षित प्रशासकीय स्वीकृति अनिवार्य थी, लेकिन रिकॉर्ड के अनुसार यह स्वीकृति प्राप्त नहीं की गई।
SLSSC से पुनरीक्षित स्वीकृति भी नहीं ली गई। पत्र में साफ उल्लेख है कि O-PVC पाइप के उपयोग को लेकर SLSSC की संशोधित स्वीकृति रिकॉर्ड में उपलब्ध नहीं है।
डॉ. भूरे ने तकनीकी समिति से जांच की अनुशंसा की
पत्र में कहा गया है कि मामला पूरी तरह तकनीकी है, इसलिए जल जीवन मिशन की तकनीकी समिति के माध्यम से मुख्य अभियंता से प्रतिवेदन लिया जाना उचित होगा। यह भी लिखा है कि उपलब्ध दस्तावेज यह स्पष्ट करते हैं कि विभागीय नियमों के अनुसार आवश्यक प्रक्रिया का पालन नहीं किया गया।
O-PVC बनाम DI Pipe – तकनीकी और वित्तीय अंतर
DI (Ductile Iron) Pipe - अधिक मजबूत, टिकाऊ, जंग-प्रतिरोधी, लंबी अवधि की योजनाओं के लिए उपयुक्त,महंगी, लेकिन गुणवत्ता और सुरक्षा अधिक।
O-PVC Pipe - सस्ती, हल्की और आसान इंस्टॉलेशन,हाई-प्रेशर और Gravity Main जैसी लाइनों में मानकों के अनुसार कम उपयुक्त अधिक बार मरम्मत/रिसाव की संभावना।
विशेषज्ञों के अनुसार Bulk Water Supply में DI Pipe का उपयोग अंतरराष्ट्रीय मानकों में दर्ज है, जबकि O-PVC को बिना तकनीकी समिति की स्वीकृति के बदलना गंभीर प्रक्रिया उल्लंघन माना जाता है।
एक साल से कार्रवाई क्यों नहीं? विभाग के भीतर चर्चाएँ तेज
यह पत्र 23 अक्टूबर 2024 को लिखा गया था। अब लगभग 12 महीने बाद भी न तो तकनीकी जांच कमेटी बनी, न मुख्य अभियंता से प्रतिवेदन लिया गया और न किसी प्रकार की निलंबन/जांच कार्रवाई हुई।विभाग के भीतर इस चुप्पी को लेकर कई तरह की चर्चाएँ हैं विभागीय सचिव भी संदेह के दायरे में है।
सवाल उठता है कि क्या फाइल दबा दी गई? क्या जानबूझकर जांच नहीं की जा रही? या फिर यह मामला किसी बड़े ठेकेदार-इंजीनियर गठजोड़ से जुड़ा है?
ऐसे में जल जीवन मिशन जैसी राष्ट्रीय प्राथमिकता वाली योजनाओं में इस प्रकार की तकनीकी अनियमितताओं का आरोप गंभीर है। पूर्व संचालक का पत्र स्वयं विभाग के उच्च अधिकारियों को संबोधित था, फिर भी एक वर्ष तक कार्रवाई का अभाव शासन-प्रशासन पर सवाल खड़ा करता है। अब देखना यह है कि इस खुलासे के बाद बाद विभाग मंत्री उप मुख्यमंत्री अरुण साव इस मामले पर कब और कैसी कार्रवाई करते है।

संजय द्विवेदी प्रयागराज।उत्तर मध्य रेलवे (एनसीआर)ने एक अभूतपूर्व कदम उठाते हुए भारतीय रेलवे के नेट-ज़ीरो मिशन के एक भाग सौर मिशन के प्रति अपनी प्रतिबद्धता को जारी रखते हुए 23.09.2025 को ड्रोन- आधारित सौर पैनल सफाई तकनीक का लाइव प्रदर्शन सफलतापूर्वक आयोजित किया।यह अग्रणी पहल उत्तर मध्य रेलवे क्षेत्र में स्थापित सौर ऊर्जा प्रणालियों की दक्षता रखरखाव और लागत बचत को बढ़ाने की दिशा में एक महत्वपूर्ण कदम है।सूबेदारगंज स्टेशन(एसएफजी)पर ड्रोन तकनीक का उपयोग करके सौर पैनलों की सफाई हेतु प्रदर्शन आयोजित किया गया। यह प्रदर्शन एनसीआर मुख्यालय द्वारा यतेन्द्र कुमार प्रमुख मुख्य बिजली इंजीनियर और पंकज जायसवाल मुख्य विद्युत अभियंता/ईईएम के मार्गदर्शन में आयोजित किया गया और उनके मुख्य तकनीकी सहायक चंदन भाई रावल कनिष्ठ अभियंता/सौर/एनसीआर मुख्यालय द्वारा किया गया।इस प्रदर्शन में प्रयागराज मंडल के वरिष्ठ रेल अधिकारियों ने भी भाग लिया जिनमें अखिलेश कुमार वरिष्ठ मंडल बिजली इंजीनियर/सामान्य/प्रयागराज एस.ए.एच. रिज़वी मंडल विद्युत अभियंता/सामान्य और उनके क्षेत्रीय कर्मचारी शामिल थे।सूबेदारगंज स्टेशन पर इस्तेमाल किए गए इस विशेष ड्रोन में 10 लीटर पानी का भंडारण टैंक था। बिना पानी के ड्रोन का वजन लगभग 19 किलोग्राम था। ड्रोन लक्ष्य स्थल पर पानी फेंकने के लिए 4 नोजल का उपयोग करता है। ड्रोन को सैटेलाइट/जीपीएस रिमोट कंट्रोलर/ट्रांसमीटर के माध्यम से नियंत्रित किया जाता है।पूरी तरह चार्ज होने के बाद यह ड्रोन 22 मिनट तक काम करता है। यह प्रदर्शन सूबेदारगंज रेलवे स्टेशन भवन और प्लेटफार्म संख्या 1 के शेल्टर पर आयोजित किया गया था।इस ड्रोन तकनीक के प्रदर्शन ने सौर पैनलों की सफाई के सम्बन्ध में संतोषजनक प्रदर्शन किया। हालाँकि ड्रोन के डिज़ाइन में कुछ छोटे बदलावों पर फर्म की तकनीकी टीम के साथ चर्चा और सुझाव दिए गए है ताकि रेलवे अनुप्रयोगो के सम्बन्ध में ड्रोन अधिक उपयोगकर्ता के अनुकूल बन सकें।प्रदर्शित ड्रोन उन्नत सफाई तंत्र से सुसज्जित है जो न्यूनतम पानी और किसी रसायन का उपयोग नहीं करते जिससे सौर प्रतिष्ठानों का पर्यावरण अनुकूल रखरखाव सुनिश्चित होता है।

Demonstration organized by North Central Railway for cleaning of Solar Panels using Drone technology at Subedarganj Railway Station (SFG) 

In a groundbreaking move, North Central Railway (NCR) in continuation to its commitment towards Solar Mission which is a part of NET ZERO mission of Indian Railways, successfully conducted a live demonstration of drone-based solar panel cleaning technology on 23.09.2025. This pioneering initiative marks a significant step towards enhancing the efficiency, maintenance & cost saving of solar energy systems installed all over North Central Railway region.
The demonstration for cleaning of Solar panels using drone technology was conducted at Subedarganj Staion (SFG). This demo was organized by NCR HQ under the guidance of Shri Yatendra Kumar, Principal Chief electrical Engineer/NCR & Shri Pankaj Jaiswal, Chief Electrical Engineer/EEM and executed by their chief technical assistant Shri Chandan Bhai Rawal, JE/Solar/NCR HQ. This demonstration also witnessed the participation of senior railway officials of Prayagraj division including Shri Akhilesh Kumar, Sr.DEE/G/PRYJ, Shri S.A.H. Rizvi, Divisional Electrical Engineer/General & his field staff.
 This particular drone which was used at Subedarganj station had a tank of 10 litres of water storage. The drone weighted approx. 19 kg without water. The drone uses 4 nozzles to throw water at the target site. The drone is controlled through a satellite/GPS remote controller/transmitter. This drone performs for 22 minutes after getting fully charged. The demo was conducted at the Subedarganj railway station building and shelter of platform No. 1 as visible in the images below.
 This drone technology demo performed satisfactory in relation to cleaning of solar panels. Although, some minor changes in the design of drone is discussed and suggested with the Technical team of the firm, so that the drones can become more user-friendly with respect to Railway applications. The showcased drones are equipped with advanced cleaning mechanisms that use minimal water and no chemicals, ensuring eco-friendly maintenance of solar installations.
