 राज्य के विद्यालयों, औद्योगिक प्रशिक्षण संस्थानों (ITI) एवं पोलिटेकनिक संस्थानों के विद्यार्थियों के लिए Emerging Technology पर आधारित राज्य स्तरीय Science & Technology Quiz के आयोजन हेतु योजना की स्वीकृति दी गई।

  


  झारखण्ड राज्य में संचालित उच्च एवं तकनीकी शिक्षण संस्थानों (विश्वविद्यालय को छोड़कर) में वैज्ञानिक एवं तकनीकी महत्व के विज्ञान, प्रौद्योगिकी, अभियांत्रिकी तथा गणित (STEM) से संबंधित महत्वपूर्ण दिवस आयोजित करने हेतु Sir Jnanendra Chandra Ghosh Scheme for Celebration of Days of Scientific and Technological Importance की स्वीकृति दी गई।

  

 राज्य में संचालित उच्च एवं तकनीकी शिक्षण संस्थानें में अध्ययनरत् विद्यार्थियों के लिए झारखण्ड रोबोटिक्स फेस्टिवल (Jharkhand Robotics Festival) के आयोजन हेतु योजना की स्वीकृति दी गई।

 अनुसूचित जाति एवं अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम, 1989 की संशोधित धारा 14 (1) के प्रावधानों के अंतर्गत रांची, धनबाद एवं डालटेनगंज (पलामू) न्यायमंडलों में गठित 03 विशेष न्यायालय हेतु जिला न्यायाधीश स्तर के 03 पदों के सृजन की स्वीकृति दी गई।

श्री गणेश राम, सेवानिवृत कार्यपालक अभियंता, बाँध एवं गेट रूपांकण प्रमण्डल संख्या-03, रांची को स्वतंत्र चालू प्रभार के तहत् अधीक्षण अभियंता एवं मुख्य अभियंता के पद पर कार्यरत अवधि के वेतन का अन्तर राशि के भुगतान की स्वीकृति दी गई।

 पथ प्रमण्डल, राँची अंतर्गत "नामकुम से डोरण्डा पथ (MDR-02) (कुल लंबाई-6.70 कि०मी०) के चार लेन मे चौड़ीकरण एवं मजबूतीकरण कार्य (भू-अर्जन एवं Utility Shifting सहित)" हेतु रू० 162,82,22,100/- एक सौ बासठ करोड़ बेरासी लाख बाईस हजार एक सौ रूपये) मात्र की द्वितीय पुनरीक्षित प्रशासनिक स्वीकृति दी गई।

झारखण्ड मोटर वाहन करारोपन (संशोधन) विधेयक, 2026 के प्रारूप पर स्वीकृति दी गई।

 झारखण्ड राज्य वित्त आयोग, झारखण्ड, रांची के कार्यालय हेतु पदों के सृजन की स्वीकृति दी गई।

पंचम राज्य वित्त आयोग के कार्यरत अध्यक्ष एवं सदस्य का कार्यकाल दिनांक-30. 09.2027 तक विस्तारित करने एवं पंचम राज्य वित्त आयोग के अंतिम रिपोर्ट हेतु दिनांक-30.09.2027 तक की समय-सीमा निर्धारित करने की स्वीकृति दी गई।

 झारखण्ड सरकार के विभिन्न विभागों अन्तर्गत सार्वजनिक क्षेत्र के उपक्रमों, सहकारी संस्थाओं, शहरी निकायों और राज्य के स्वामित्ववाली कंपनियों को दिये जाने वाले ऋण का ब्याज दर निर्धारण किये जाने की स्वीकृति दी गई।

वित्तीय वर्ष 2025-26 के तृतीय अनुपूरक व्यय विवरणी की घटनोत्तर स्वीकृति दी गई।

 वित्तीय वर्ष 2026-27 के बजट प्राक्कलन पर मंत्रिपरिषद् की घटनोत्तर स्वीकृति दी गई।

★ विदेशी आयुर्विज्ञान स्नातकों (Foreign Medical Graduates) को राष्ट्रीय आयुर्विज्ञान आयोग, नई दिल्ली के दिशा-निर्देशों के आलोक में राज्य चिकित्सा परिषद (State Medical Council) में निबंधन के क्रम में इन्टर्नशिप हेतु राज्य के चिकित्सा महाविद्यालय एवं अस्पतालों में इन्टर्नशिप एवं वृत्तिका की सुविधा देने की स्वीकृति दी गई।

★ नीलाम्बर पीताम्बर विश्वविद्यालय, मेदिनीनगर, पलामू एवं इसके अंतर्गत अंगीभूत महाविद्यालयों में शैक्षणिक तथा गैर-शैक्षणिक पदों के पुनर्गठन (Restructuring) की स्वीकृति दी गई।

★ W.P.(S)-No.-4433/2024 अशोक कुमार गोराई एवं अन्य बनाम झारखण्ड सरकार एवं अन्य में दिनांक-12.08.2024 को पारित न्यायादेश एवं Contempt Case (Civil) No. 296/2025, अशोक कुमार गोराई एवं अन्य बनाम झारखण्ड सरकार एवं अन्य में दिनांक-12.12.2025 को पारित न्यायनिर्णय के आलोक में वादी श्री अशोक कुमार गोराई, सेवानिवृत जंजीरवाहक, लघु सिंचाई प्रमण्डल, सरायकेला एवं 10 अन्य के नियमित सेवा के रूप में की गयी सेवा में दैनिक वेतनभोगी के रूप में कार्यरत अवधि को जोड़कर पेंशनादि की स्वीकृति दी गई।

★ आर्थिक मामलों के विभाग (Department of Economic Affairs) की Viability Gap Funding (VGF) के अंतर्गत सार्वजनिक-निजी भागीदारी (पीपीपी) मोड के माध्यम से चार (4) मौजूदा जिला अस्पतालों धनबाद, खूँटी, गिरिडीह और जामताड़ा को मेडिकल कॉलेज के रूप में अपग्रेड करने तथा इसके संचालन हेतु वित्तीय सहायता/अनुदान, विभिन्न समितियों का गठन एवं Bid Document की स्वीकृति दी गई।

★ कोषागार / उप कोषागार में स्वीकृत राजपत्रित पदों की स्वीकृति दी गई।

★ Jharkhand Economic Survey 2025-26 का विधान सभा के पटल पर प्रस्तुत करने के संबंध में मंत्रिपरिषद् की घटनोत्तर स्वीकृति दी गई।

★  अन्तर्राज्यीय बस पड़ाव, जमशेदपुर, जल संसाधन विभाग हेतु कार्यालय भवन एवं Commercial complex का PPP (DBFOT), पर निर्माण के लिए कुल रू० 153.37 करोड़ (एक सौ तिरेपन करोड़ सैंतिस लाख) मात्र की योजना पर प्रशासनिक स्वीकृति दी गई।

★ खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 की धारा-15 के अन्तर्गत झारखण्ड लघु खनिज समनुदान नियमावली, 2004 एवं यथा संशोधित में आवश्यक संशोधन करते हुए झारखण्ड लघु खनिज समनुदान (संशोधन) नियमावली, 2026 को अधिसूचित करने की स्वीकृति दी गई।

★ सर जे० सी० बोस विश्वविद्यालय, गिरिडीह के संचालन हेतु शैक्षणिक तथा गैर-शैक्षणिक पदों के सृजन एवं इसके अन्तर्गत महाविद्यालयों में पदों के पुनर्गठन (Restructuring) की स्वीकृति दी गई।

★ "Jharkhand Regularization of Unauthorizedly Constructed Building Rules, 2025" के गठन की स्वीकृति दी गई।

★ झारखण्ड पशुपालन सेवा संवर्ग के विभिन्न श्रेणियों के नए पदों के सृजन / प्रत्यर्पण / पुनर्गठन / चिन्हितीकरण एवं तद्नुरूप झारखण्ड पशुपालन सेवा (भर्ती, प्रोन्नति एवं अन्य सेवा शर्त) संशोधित नियमावली, 2024 में यथा अपेक्षित संशोधन की स्वीकृति दी गई।

★ प्रो० (डॉ०) अरूण कुमार, सेवानिवृत निदेशक, तकनीकी शिक्षा, उच्च एवं तकनीकी शिक्षा विभाग को निदेशक, विज्ञान एवं प्रावैधिकी विभाग का वेतनमान रूपये 18400-22400/- स्वीकृति करने की स्वीकृति दी गई।

★ राज्य अन्तर्गत State Institution for Transformation of Jharkhand (SITJ) एवं उसकी इकाईयों के गठन हेतु स्वीकृति दी गई।

★ सदस्य, राजस्व पर्षद, झारखण्ड की अध्यक्षता में गठित जाँच समिति की अनुशंसाओं तथा विशेष अंकेक्षण प्रतिवेदन के आलोक में झारखण्ड स्टेट इम्प्लीमेन्टिंग एजेन्सी, राँची (JSIA) के द्वारा वर्ष 2011-12 से 2019-20 की अवधि में विभागीय 430 कृत्रिम गर्भाधान केन्द्रों के संचालन के क्रम में देयता राशि का भुगतान हेतु कुल रु० 27,93,23,025 (सत्ताईस करोड़ तिरानवे लाख तेईस हजार पच्चीस) के व्यय की घटनोत्तर स्वीकृति दी गई।

★ पथ प्रमंडल, पाकुड़ अन्तर्गत "शहरकोल से प्यादापुर पथ (पाकुड़ बाईपास) (कुल लम्बाई-6.340 कि०मी०) के निर्माण कार्य (भू-अर्जन, यूटिलिटी शिफ्टींग, वृक्षारोपण एवं R&R सहित) हेतु रू० 45,47,31,000/- (पैंतालीस करोड़ सैंतालीस लाख एकतीस हजार) मात्र की पुनरीक्षित प्रशासनिक स्वीकृति प्रदान करने की स्वीकृति दी गई।

★  पंचम राज्य वित्त आयोग द्वारा समर्पित प्रथम प्रतिवेदन पर राज्य सरकार द्वारा कृत कार्रवाई संबंधी व्याख्यात्मक ज्ञापन को षष्ठम् विधान सभा के पंचम (बजट) सत्र के पटल पर पुरःस्थापन कराने के प्रस्ताव पर कार्योपरान्त मंत्रिपरिषद् की स्वीकृति दी गई।

★ पंचम राज्य वित्त आयोग द्वारा समर्पित द्वितीय प्रतिवेदन एवं एतद संबंधी राज्य सरकार द्वारा कृत अंतरिम कार्रवाई संबंधी व्याख्यात्मक ज्ञापन को षष्ठम् विधान सभा के पंचम (बजट) सत्र के पटल पर पुरःस्थापन कराने के प्रस्ताव पर मंत्रिपरिषद् की कार्योपरान्त स्वीकृति दी गई।

★  राज्य सरकार के पेंशनधारियों / पारिवारिक पेंशनभोगियों को अपुनरीक्षित वेतनमान (छठा केन्द्रीय वेतनमान) में दिनांक-01.07.2025 के प्रभाव से महँगाई राहत दरों में अभिवृद्धि की स्वीकृति दी गई

★ राज्य सरकार के कर्मियों को अपुनरीक्षित वेतनमान (छठा केन्द्रीय वेतनमान) में दिनांक 01.07.2025 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ राज्य सरकार के कर्मियों को अपुनरीक्षित वेतनमान (पंचम वेतनमान) में दिनांक-01.07.2025 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ झारखण्ड चिकित्सा शिक्षा सेवा (नियुक्ति, प्रोन्नति एवं सेवा शर्त) नियमावली, 2026 के गठन की स्वीकृति दी गई।

★ श्रीमती फरहाना खातून, सम्प्रति सेवा से बर्खास्त, तत्कालीन जिला शिक्षा अधीक्षक, लोहरदगा को सेवा में पुनर्स्थापन की स्वीकृति दी गई।

★ केन्द्र प्रायोजित योजना अटल नवीकरण एवं शहरी परिवर्तन मिशन 2.0 (अमृत 2.0) अंतर्गत 8721.32 लाख (सत्तासी करोड़ इक्कीस लाख बत्तीस हजार) रु. की लागत पर तकनीकी स्वीकृति प्राप्त बरहरवा शहरी जलापूर्ति परियोजना की प्रशासनिक स्वीकृति दी गई।

★ खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 की धारा-23C(1) एवं धारा-23C (2) के अन्तर्गत अधिसूचित The Jharkhand Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2017 में आवश्यक संशोधन करते हुए The Jharkhand Minerals (Prevention of Illegal Mining, Transportation and Storage) Amendment Rules, 2026 को अधिसूचित करने की स्वीकृति दी गई।

★ झारखण्ड दिव्यांगजन अधिकार नियमावली, 2018 (यथा संशोधित) में आंशिक संशोधन की स्वीकृति दी गई।

★ डॉ० प्रियाश्री सुनीता, व्याख्याता, राजकीय फार्मेसी संस्थान, बरियातु, राँची को अनधिकृत अनुपस्थिति के कारण सेवा से बर्खास्त करने की स्वीकृति दी गई।

★  Compliance Reduction and Deregulation अन्तर्गत नगर विकास एवं आवास विभाग से संबंधित Priority Areas एवं Sub-Priority Areas के विषय से संबंधित झारखण्ड भवन उपविधि-2016 (यथा संशोधित) में संशोधन करने की स्वीकृति दी गई।

★ झारखण्ड पर्यटन विकास और निबंधन अधिनियम (संशोधन) विधेयक, 2025 की घटनोत्तर स्वीकृति दी गई।

★  Deposit Basis पर राज्य सरकार द्वारा कतारी बगान में नामकुम राँची स्टेशन के बीच कि०मी० 416.770 में manned L.C. No.-MH-27 के स्थान पर पथ उपरी पुल (आर०ओ०बी०) के निर्माण कार्य हेतु रू0 62,98,56,200/- (रुपये बासठ करोड़ अंठानबे लाख छप्पन हजार दो सौं) मात्र की पुनरीक्षित प्रशासनिक स्वीकृति दी गई।

★ W.P.(S) No.- 4450/2024 गुणाधर महतो एवं अन्य बनाम झारखण्ड सरकार एवं अन्य में दिनांक-13.08.2024 को पारित न्यायादेश एवं Contempt Case (Civil) No. 339/2025 गुणाधर महतो एवं अन्य बनाम झारखण्ड सरकार एवं अन्य में दिनांक-12.12.2025 को पारित न्यायानिर्णय के आलोक में वादी श्री गुणाधर महतो, सेवानिवृत जंजीरवाहक, लघु सिंचाई प्रमंडल, सरायकेला एवं 17 अन्य के नियमित सेवा के रूप में की गई सेवा में दैनिक वेतनभोगी के रूप में कार्यरत अवधि को जोड़कर पेंशनादि की स्वीकृति दी गई।

★ झारखण्ड राज्य विश्वविद्यालय विधेयक, 2025 को वापस लेते हुए झारखण्ड राज्य विश्वविद्यालय विधेयक, 2026 पर मंत्रिपरिषद् की घटनोत्तर स्वीकृति दी गई।

★ भारत सरकार द्वारा केन्द्रीय सड़क एवम् आधारभूत संरचना निधि (Central Road and Infrastructure Fund) के Setu Bandhan Sub Scheme अन्तर्गत स्वीकृत Construction of ROB in lieu of existing L.C. ★  राज्यकर्मी स्वास्थ्य बीमा योजना अन्तर्गत योग्य लाभुक पीड़ित बच्ची वामिका पटेल, पिता श्री अभिजीत कुमार (पु०अ०नि०) निमियांघाट थाना, गिरिडीह, झारखण्ड के SMA Type-1 रोग से ग्रसित होने की स्थिति में AIIMS, New-Delhi से प्राप्त प्रस्तावित ईलाज के लिए राशि उपलब्ध कराने हेतु स्वीकृति दी गई।

दिन में सस्ती और रात को महंगी
नए नियमों के हिसाब से रात 11 से सुबह 9 बजे तक बिजली की दरें सामान्य रहेंगी। सुबह 9 से शाम 5 बजे तक तय दर से 20% कम यानी बिजली खपत की राशि सिर्फ 80 प्रतिशत ही देनी होगी। यानी अगर आप इस समय ज्यादा बिजली इस्तेमाल करते हैं, तो आपका बिल कम आएगा। वहीं शाम को 5 बजे से रात में 11 बजे तक यदि 200 रुपये की बिजली का उपयोग किया गया तो 20 फीसदी ज्यादा चार्ज देना होगा।

नए नियम आज यानी 1 अप्रैल 2026 से लागू होने जा रहे हैं। इस नई व्यवस्था का सीधा असर राज्य के करीब 87 लाख से अधिक स्मार्ट प्रीपेड मीटर उपभोक्ताओं पर पड़ेगा। माना जा रहा है कि इस बदलाव से लोगों के बिजली उपयोग के पैटर्न में भी परिवर्तन आएगा। नई व्यवस्था का मकसद लोगों को यह समझाना है कि अगर वे सही समय पर बिजली इस्तेमाल करें, तो खर्च और कम किया जा सकता है।

35 साल के बालेन शाह बने नेपाल के प्रधानमंत्री, सबसे युवा पीएम के तौर पर ली शपथ

नेपाल में GenZ आंदोलन के बाद सत्तापलट हुआ। पिछले साल जेन-Z ने सत्ता परिवर्तन की जो कसम खाई थी वो आज पूरी हो गई है। राष्ट्रीय स्वतंत्र पार्टी के नेता बालेन शाह ने देश के नए प्रधानमंत्री पद के लिए शपथ ले ली है। 35 साल के बालेंद्र शाह उर्फ बालेन नेपाल ने 47वें प्रधानमंत्री बन गए हैं।

  

बालेन शाह ने ली नेपाल के पीएम पद की शपथ
नेपाल में पिछले साल हुए हिंसक विरोध प्रदर्शन के बाद केपी शर्मा ओली के नेतृत्व वाली वामपंथी सरकार को प्रदर्शनकारियों ने उखाड़ फेंका था। इसके बाद इस साल देश में आम चुनाव करवाए गये। जिसमें बालेन शाह की पार्टी ने एकतरफा जीत हासिल की। बालेन शाह की राष्ट्रीय स्वतंत्र पार्टी ने 5 मार्च को हुए चुनाव में 275 में से 182 सीटें जीतकर इतिहास रचा था। जिसके बाद आज राष्ट्रपति रामचंद्र पौडेल ने संविधान के नियमों के तहत बालेन को नेपाल के नए प्रधानमंत्री पद की शपथ दिलाई। 

हिंदू रीति-रिवाजों के साथ शपथ ग्रहण
शपथ समारोह राष्ट्रपति भवन शीतल निवास में हुआ। बालेन के साथ उनके मंत्रिमंडल का भी शपथ ग्रहण हुआ। ये शपथ ग्रहण काफी खास रहा। पद और गोपनीयता की यह शपथ हिंदू रीति-रिवाजों और बौद्ध परंपराओं के साथ संपन्न हुई। इस अवसर पर सात शंखनादकों ने शंख ध्वनि के साथ मांगलिक शुरुआत की। परंपरा के अनुसार, शुभ कार्यों के आरंभ में शंखनाद को सफलता और सकारात्मकता का प्रतीक माना जाता है। इस मौके पर सात ब्राह्मणों ने शंखनाद, 108 युवा ब्राह्मणों द्वारा स्वस्ति वाचन और 107 लामाओं द्वारा बौद्ध मंत्रों का पाठ किया गया।

बालेन शाह के वादों पर जनता ने दिखाया भरोसा
बालेन शाह का प्रधानमंत्री बनना नेपाल की राजनीति में आए प्रमुख बदलाव का वादा करती है। लोकतंत्र लागू होने के बाद से नेपाल में जितने भी चुनाव हुए उनमें किसी भी चुनाव में किसी भी पार्टी को पूर्ण बहुमत हासिल नहीं हो पाया। लेकिन बालेन शाह के वादों पर जनता ने भरोसा दिखाया है। उन्होंने बदलाव का जो सपना दिखाया उसपर लोगों ने भरोसा किया है। नेपाल के मतदाता वर्षों से चले आ रहे भ्रष्टाचार, भाई-भतीजावाद और रसूखदारों के राज से नाराज थे।

बालेन शाह कौन हैं?
बालेन राष्ट्रीय स्वतंत्र पार्टी के नेता हैं। बालेन शाह की राजनीति में एंट्री भी काफी दिलचस्प रही है। उन्होंने 2022 में पहली बार चुनाव लड़ा और काठमांडू महानगरपालिका के मेयर बने। उस वक्त वे निर्दलीय उम्मीदवार के तौर पर जीते थे, जिसने उन्हें देशभर में पहचान दिलाई। 27 अप्रैल 1990 को काठमांडू में जन्मे बालेन शाह का बैकग्राउंड इंजीनियरिंग का है। उन्होंने भारत की विश्वेश्वरैया टेक्नोलॉजिकल यूनिवर्सिटी से स्ट्रक्चरल इंजीनियरिंग में मास्टर डिग्री हासिल की है। इससे पहले उन्होंने काठमांडू से अपनी बैचलर डिग्री पूरी की थी। बालेन शाह मशहूर नेपाली रैपर हैं। राजनीति में आने से पहले वे अपने गानों के जरिए भ्रष्टाचार और सामाजिक मुद्दों पर आवाज उठाया करते थे।

 राज्य के विद्यालयों, औद्योगिक प्रशिक्षण संस्थानों (ITI) एवं पोलिटेकनिक संस्थानों के विद्यार्थियों के लिए Emerging Technology पर आधारित राज्य स्तरीय Science & Technology Quiz के आयोजन हेतु योजना की स्वीकृति दी गई।

  


  झारखण्ड राज्य में संचालित उच्च एवं तकनीकी शिक्षण संस्थानों (विश्वविद्यालय को छोड़कर) में वैज्ञानिक एवं तकनीकी महत्व के विज्ञान, प्रौद्योगिकी, अभियांत्रिकी तथा गणित (STEM) से संबंधित महत्वपूर्ण दिवस आयोजित करने हेतु Sir Jnanendra Chandra Ghosh Scheme for Celebration of Days of Scientific and Technological Importance की स्वीकृति दी गई।

  

 राज्य में संचालित उच्च एवं तकनीकी शिक्षण संस्थानें में अध्ययनरत् विद्यार्थियों के लिए झारखण्ड रोबोटिक्स फेस्टिवल (Jharkhand Robotics Festival) के आयोजन हेतु योजना की स्वीकृति दी गई।

 अनुसूचित जाति एवं अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम, 1989 की संशोधित धारा 14 (1) के प्रावधानों के अंतर्गत रांची, धनबाद एवं डालटेनगंज (पलामू) न्यायमंडलों में गठित 03 विशेष न्यायालय हेतु जिला न्यायाधीश स्तर के 03 पदों के सृजन की स्वीकृति दी गई।

श्री गणेश राम, सेवानिवृत कार्यपालक अभियंता, बाँध एवं गेट रूपांकण प्रमण्डल संख्या-03, रांची को स्वतंत्र चालू प्रभार के तहत् अधीक्षण अभियंता एवं मुख्य अभियंता के पद पर कार्यरत अवधि के वेतन का अन्तर राशि के भुगतान की स्वीकृति दी गई।

 पथ प्रमण्डल, राँची अंतर्गत "नामकुम से डोरण्डा पथ (MDR-02) (कुल लंबाई-6.70 कि०मी०) के चार लेन मे चौड़ीकरण एवं मजबूतीकरण कार्य (भू-अर्जन एवं Utility Shifting सहित)" हेतु रू० 162,82,22,100/- एक सौ बासठ करोड़ बेरासी लाख बाईस हजार एक सौ रूपये) मात्र की द्वितीय पुनरीक्षित प्रशासनिक स्वीकृति दी गई।

झारखण्ड मोटर वाहन करारोपन (संशोधन) विधेयक, 2026 के प्रारूप पर स्वीकृति दी गई।

 झारखण्ड राज्य वित्त आयोग, झारखण्ड, रांची के कार्यालय हेतु पदों के सृजन की स्वीकृति दी गई।

पंचम राज्य वित्त आयोग के कार्यरत अध्यक्ष एवं सदस्य का कार्यकाल दिनांक-30. 09.2027 तक विस्तारित करने एवं पंचम राज्य वित्त आयोग के अंतिम रिपोर्ट हेतु दिनांक-30.09.2027 तक की समय-सीमा निर्धारित करने की स्वीकृति दी गई।

 झारखण्ड सरकार के विभिन्न विभागों अन्तर्गत सार्वजनिक क्षेत्र के उपक्रमों, सहकारी संस्थाओं, शहरी निकायों और राज्य के स्वामित्ववाली कंपनियों को दिये जाने वाले ऋण का ब्याज दर निर्धारण किये जाने की स्वीकृति दी गई।

वित्तीय वर्ष 2025-26 के तृतीय अनुपूरक व्यय विवरणी की घटनोत्तर स्वीकृति दी गई।

 वित्तीय वर्ष 2026-27 के बजट प्राक्कलन पर मंत्रिपरिषद् की घटनोत्तर स्वीकृति दी गई।

★ विदेशी आयुर्विज्ञान स्नातकों (Foreign Medical Graduates) को राष्ट्रीय आयुर्विज्ञान आयोग, नई दिल्ली के दिशा-निर्देशों के आलोक में राज्य चिकित्सा परिषद (State Medical Council) में निबंधन के क्रम में इन्टर्नशिप हेतु राज्य के चिकित्सा महाविद्यालय एवं अस्पतालों में इन्टर्नशिप एवं वृत्तिका की सुविधा देने की स्वीकृति दी गई।

★ नीलाम्बर पीताम्बर विश्वविद्यालय, मेदिनीनगर, पलामू एवं इसके अंतर्गत अंगीभूत महाविद्यालयों में शैक्षणिक तथा गैर-शैक्षणिक पदों के पुनर्गठन (Restructuring) की स्वीकृति दी गई।

★ W.P.(S)-No.-4433/2024 अशोक कुमार गोराई एवं अन्य बनाम झारखण्ड सरकार एवं अन्य में दिनांक-12.08.2024 को पारित न्यायादेश एवं Contempt Case (Civil) No. 296/2025, अशोक कुमार गोराई एवं अन्य बनाम झारखण्ड सरकार एवं अन्य में दिनांक-12.12.2025 को पारित न्यायनिर्णय के आलोक में वादी श्री अशोक कुमार गोराई, सेवानिवृत जंजीरवाहक, लघु सिंचाई प्रमण्डल, सरायकेला एवं 10 अन्य के नियमित सेवा के रूप में की गयी सेवा में दैनिक वेतनभोगी के रूप में कार्यरत अवधि को जोड़कर पेंशनादि की स्वीकृति दी गई।

★ आर्थिक मामलों के विभाग (Department of Economic Affairs) की Viability Gap Funding (VGF) के अंतर्गत सार्वजनिक-निजी भागीदारी (पीपीपी) मोड के माध्यम से चार (4) मौजूदा जिला अस्पतालों धनबाद, खूँटी, गिरिडीह और जामताड़ा को मेडिकल कॉलेज के रूप में अपग्रेड करने तथा इसके संचालन हेतु वित्तीय सहायता/अनुदान, विभिन्न समितियों का गठन एवं Bid Document की स्वीकृति दी गई।

★ कोषागार / उप कोषागार में स्वीकृत राजपत्रित पदों की स्वीकृति दी गई।

★ Jharkhand Economic Survey 2025-26 का विधान सभा के पटल पर प्रस्तुत करने के संबंध में मंत्रिपरिषद् की घटनोत्तर स्वीकृति दी गई।

★  अन्तर्राज्यीय बस पड़ाव, जमशेदपुर, जल संसाधन विभाग हेतु कार्यालय भवन एवं Commercial complex का PPP (DBFOT), पर निर्माण के लिए कुल रू० 153.37 करोड़ (एक सौ तिरेपन करोड़ सैंतिस लाख) मात्र की योजना पर प्रशासनिक स्वीकृति दी गई।

★ खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 की धारा-15 के अन्तर्गत झारखण्ड लघु खनिज समनुदान नियमावली, 2004 एवं यथा संशोधित में आवश्यक संशोधन करते हुए झारखण्ड लघु खनिज समनुदान (संशोधन) नियमावली, 2026 को अधिसूचित करने की स्वीकृति दी गई।

★ सर जे० सी० बोस विश्वविद्यालय, गिरिडीह के संचालन हेतु शैक्षणिक तथा गैर-शैक्षणिक पदों के सृजन एवं इसके अन्तर्गत महाविद्यालयों में पदों के पुनर्गठन (Restructuring) की स्वीकृति दी गई।

★ "Jharkhand Regularization of Unauthorizedly Constructed Building Rules, 2025" के गठन की स्वीकृति दी गई।

★ झारखण्ड पशुपालन सेवा संवर्ग के विभिन्न श्रेणियों के नए पदों के सृजन / प्रत्यर्पण / पुनर्गठन / चिन्हितीकरण एवं तद्नुरूप झारखण्ड पशुपालन सेवा (भर्ती, प्रोन्नति एवं अन्य सेवा शर्त) संशोधित नियमावली, 2024 में यथा अपेक्षित संशोधन की स्वीकृति दी गई।

★ प्रो० (डॉ०) अरूण कुमार, सेवानिवृत निदेशक, तकनीकी शिक्षा, उच्च एवं तकनीकी शिक्षा विभाग को निदेशक, विज्ञान एवं प्रावैधिकी विभाग का वेतनमान रूपये 18400-22400/- स्वीकृति करने की स्वीकृति दी गई।

★ राज्य अन्तर्गत State Institution for Transformation of Jharkhand (SITJ) एवं उसकी इकाईयों के गठन हेतु स्वीकृति दी गई।

★ सदस्य, राजस्व पर्षद, झारखण्ड की अध्यक्षता में गठित जाँच समिति की अनुशंसाओं तथा विशेष अंकेक्षण प्रतिवेदन के आलोक में झारखण्ड स्टेट इम्प्लीमेन्टिंग एजेन्सी, राँची (JSIA) के द्वारा वर्ष 2011-12 से 2019-20 की अवधि में विभागीय 430 कृत्रिम गर्भाधान केन्द्रों के संचालन के क्रम में देयता राशि का भुगतान हेतु कुल रु० 27,93,23,025 (सत्ताईस करोड़ तिरानवे लाख तेईस हजार पच्चीस) के व्यय की घटनोत्तर स्वीकृति दी गई।

★ पथ प्रमंडल, पाकुड़ अन्तर्गत "शहरकोल से प्यादापुर पथ (पाकुड़ बाईपास) (कुल लम्बाई-6.340 कि०मी०) के निर्माण कार्य (भू-अर्जन, यूटिलिटी शिफ्टींग, वृक्षारोपण एवं R&R सहित) हेतु रू० 45,47,31,000/- (पैंतालीस करोड़ सैंतालीस लाख एकतीस हजार) मात्र की पुनरीक्षित प्रशासनिक स्वीकृति प्रदान करने की स्वीकृति दी गई।

★  पंचम राज्य वित्त आयोग द्वारा समर्पित प्रथम प्रतिवेदन पर राज्य सरकार द्वारा कृत कार्रवाई संबंधी व्याख्यात्मक ज्ञापन को षष्ठम् विधान सभा के पंचम (बजट) सत्र के पटल पर पुरःस्थापन कराने के प्रस्ताव पर कार्योपरान्त मंत्रिपरिषद् की स्वीकृति दी गई।

★ पंचम राज्य वित्त आयोग द्वारा समर्पित द्वितीय प्रतिवेदन एवं एतद संबंधी राज्य सरकार द्वारा कृत अंतरिम कार्रवाई संबंधी व्याख्यात्मक ज्ञापन को षष्ठम् विधान सभा के पंचम (बजट) सत्र के पटल पर पुरःस्थापन कराने के प्रस्ताव पर मंत्रिपरिषद् की कार्योपरान्त स्वीकृति दी गई।

★  राज्य सरकार के पेंशनधारियों / पारिवारिक पेंशनभोगियों को अपुनरीक्षित वेतनमान (छठा केन्द्रीय वेतनमान) में दिनांक-01.07.2025 के प्रभाव से महँगाई राहत दरों में अभिवृद्धि की स्वीकृति दी गई

★ राज्य सरकार के कर्मियों को अपुनरीक्षित वेतनमान (छठा केन्द्रीय वेतनमान) में दिनांक 01.07.2025 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ राज्य सरकार के कर्मियों को अपुनरीक्षित वेतनमान (पंचम वेतनमान) में दिनांक-01.07.2025 के प्रभाव से महँगाई भत्ता की दरों में अभिवृद्धि की स्वीकृति दी गई।

★ झारखण्ड चिकित्सा शिक्षा सेवा (नियुक्ति, प्रोन्नति एवं सेवा शर्त) नियमावली, 2026 के गठन की स्वीकृति दी गई।

★ श्रीमती फरहाना खातून, सम्प्रति सेवा से बर्खास्त, तत्कालीन जिला शिक्षा अधीक्षक, लोहरदगा को सेवा में पुनर्स्थापन की स्वीकृति दी गई।

★ केन्द्र प्रायोजित योजना अटल नवीकरण एवं शहरी परिवर्तन मिशन 2.0 (अमृत 2.0) अंतर्गत 8721.32 लाख (सत्तासी करोड़ इक्कीस लाख बत्तीस हजार) रु. की लागत पर तकनीकी स्वीकृति प्राप्त बरहरवा शहरी जलापूर्ति परियोजना की प्रशासनिक स्वीकृति दी गई।

★ खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 की धारा-23C(1) एवं धारा-23C (2) के अन्तर्गत अधिसूचित The Jharkhand Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2017 में आवश्यक संशोधन करते हुए The Jharkhand Minerals (Prevention of Illegal Mining, Transportation and Storage) Amendment Rules, 2026 को अधिसूचित करने की स्वीकृति दी गई।

★ झारखण्ड दिव्यांगजन अधिकार नियमावली, 2018 (यथा संशोधित) में आंशिक संशोधन की स्वीकृति दी गई।

★ डॉ० प्रियाश्री सुनीता, व्याख्याता, राजकीय फार्मेसी संस्थान, बरियातु, राँची को अनधिकृत अनुपस्थिति के कारण सेवा से बर्खास्त करने की स्वीकृति दी गई।

★  Compliance Reduction and Deregulation अन्तर्गत नगर विकास एवं आवास विभाग से संबंधित Priority Areas एवं Sub-Priority Areas के विषय से संबंधित झारखण्ड भवन उपविधि-2016 (यथा संशोधित) में संशोधन करने की स्वीकृति दी गई।

★ झारखण्ड पर्यटन विकास और निबंधन अधिनियम (संशोधन) विधेयक, 2025 की घटनोत्तर स्वीकृति दी गई।

★  Deposit Basis पर राज्य सरकार द्वारा कतारी बगान में नामकुम राँची स्टेशन के बीच कि०मी० 416.770 में manned L.C. No.-MH-27 के स्थान पर पथ उपरी पुल (आर०ओ०बी०) के निर्माण कार्य हेतु रू0 62,98,56,200/- (रुपये बासठ करोड़ अंठानबे लाख छप्पन हजार दो सौं) मात्र की पुनरीक्षित प्रशासनिक स्वीकृति दी गई।

★ W.P.(S) No.- 4450/2024 गुणाधर महतो एवं अन्य बनाम झारखण्ड सरकार एवं अन्य में दिनांक-13.08.2024 को पारित न्यायादेश एवं Contempt Case (Civil) No. 339/2025 गुणाधर महतो एवं अन्य बनाम झारखण्ड सरकार एवं अन्य में दिनांक-12.12.2025 को पारित न्यायानिर्णय के आलोक में वादी श्री गुणाधर महतो, सेवानिवृत जंजीरवाहक, लघु सिंचाई प्रमंडल, सरायकेला एवं 17 अन्य के नियमित सेवा के रूप में की गई सेवा में दैनिक वेतनभोगी के रूप में कार्यरत अवधि को जोड़कर पेंशनादि की स्वीकृति दी गई।

★ "झारखंड उत्पाद (मदिरा की खुदरा बिक्री हेतु दुकानों की बंदोबस्ती एवं संचालन) नियमावली, 2025" के नियम 18 (i), 22(iii), 41(i) एवं 41 (iii) में संशोधन हेतु निर्गत विभागीय अधिसूचना संख्या 718 दिनांक 26.03.2026 पर घटनोत्तर स्वीकृति दी गई।

★ झारखण्ड राज्य विश्वविद्यालय विधेयक, 2025 को वापस लेते हुए झारखण्ड राज्य विश्वविद्यालय विधेयक, 2026 पर मंत्रिपरिषद् की घटनोत्तर स्वीकृति दी गई।

★ भारत सरकार द्वारा केन्द्रीय सड़क एवम् आधारभूत संरचना निधि (Central Road and Infrastructure Fund) के Setu Bandhan Sub Scheme अन्तर्गत स्वीकृत Construction of ROB in lieu of existing L.C. No.-14/A/T km 268.520 from HWH at Jamtara-Karmatand-Laharjori road (MDR) at Jamtara District in the State of Jharkhand (Job No. CRF-JHR-2022-23/69) कार्य हेतु रू0 93,44,51,600/- (तिरानवे करोड़ चौवालीस लाख इक्यावन हजार छः सौ रूपये) मात्र की राशि पर प्रशासनिक स्वीकृति तथा इसमें सन्निहित राशि रू0 41,99,81,600/-(इकतालीस करोड़ निन्यानवे लाख इक्यासी हजार छः सौ रूपये) मात्र को राज्यांश की राशि के रूप में वहन किये जाने की स्वीकृति दी गई।

★  भारत सरकार द्वारा केन्द्रीय सड़क एवम् आधारभूत संरचना निधि (Central Road and Infrastructure Fund) अन्तर्गत स्वीकृत "Widening, Strengthening & Reconstruction work of Kothiya (NH-133)-Dighi-Gadi-Jhopa Parariya-Champagarh पथ (कुल लं0-16.850 कि०मी०) (under CRIF scheme) (भू-अर्जन एवं सेतु सहित) कार्य" हेतु कुल रू0 101,03,80,700/- (एक सौ एक करोड़ तीन लाख अस्सी हजार सात सौ रूपये) मात्र की राशि पर प्रशासनिक स्वीकृति एवं इसमें सन्निहित राशि रू0 37,63,40,000/- (सैंतीस करोड़ तिरेसठ लाख चालीस हजार रूपये) मात्र को राज्यांश की राशि के रूप में वहन किये जाने की स्वीकृति दी गई।

★ राँची अन्तर्गत "आशीर्वाद बैंक्वेट (करमटोली-ओरमांझी पथ, MDR-016 पर) से फायरिंग रेन्ज (बरियातु) (बूटी पथ पर) पथ (कुल लम्बाई-4.070 कि0मी0) के निर्माण कार्य (पुल निर्माण, भू-अर्जन, Utility Shifting, Afforestation एवं Rehabilitation & Resettlement सहित)" हेतु रू० 141,24,28,100/- (एक सौ एकतालीस करोड़ चौबीस लाख अठाईस हजार एक सौ रू०) मात्र की प्रशासनिक स्वीकृति दी गई।

अभिभावकों के अनुसार, City Montessori School, Lucknow Public School, Delhi Public School, La Martiniere College, St. Mary's Convent Inter College, Cathedral Senior Secondary School, Spring Dale College, Amity International School, New Public School और Scholars' Home School जैसे संस्थानों में किताबों, यूनिफॉर्म और अन्य शैक्षणिक सामग्री के नाम पर तय दुकानों से खरीदारी का दबाव बनाया जाता है। इससे अभिभावकों को महंगे दामों पर सामान खरीदने को मजबूर होना पड़ता है।
  
सूत्रों का कहना है कि हर साल अलग-अलग शीर्षकों के नाम पर फीस बढ़ा दी जाती है, जबकि कई मामलों में शुल्क का स्पष्ट विवरण भी नहीं दिया जाता। इससे खासकर मध्यम वर्गीय परिवारों पर आर्थिक बोझ लगातार बढ़ रहा है।
  
इस पूरे मामले में मीडिया की भूमिका पर भी सवाल उठ रहे हैं। आरोप है कि कुछ स्कूल अपनी छवि बेहतर दिखाने के लिए प्रेस कॉन्फ्रेंस आयोजित करते हैं और कई बार वास्तविक स्थिति सामने नहीं आ पाती।
  
वहीं प्रशासन की ओर से सख्ती के दावे किए जाते रहे हैं, लेकिन जमीनी स्तर पर ठोस कार्रवाई का अभाव नजर आता है। अभिभावकों का कहना है कि शिकायतों के बावजूद कोई प्रभावी कदम नहीं उठाया जा रहा, जिससे स्कूलों की मनमानी जारी है।
  
अभिभावकों और सामाजिक संगठनों ने मांग की है कि सभी प्राइवेट स्कूलों की फीस संरचना की जांच हो, तय दुकानों से खरीद की बाध्यता खत्म की जाए, अवैध वसूली पर सख्त कार्रवाई हो और शिक्षा व्यवस्था में पारदर्शिता सुनिश्चित की जाए।
  
फिलहाल यह मामला शिक्षा व्यवस्था की पारदर्शिता और प्रशासनिक सख्ती पर बड़ा सवाल खड़ा कर रहा है।

बिहार में 1 अप्रैल यानी आज से बिजली बिल के नियमों में बड़ा बदलाव होने जा रहा है। राज्य सरकार ने स्मार्ट प्रीपेड मीटर वाले उपभोक्ताओं के लिए टाइम ऑफ डे (ToD) टैरिफ लागू कर दिया। नए नियम के तहत अब बिजली का बिल इस बात पर निर्भर करेगा कि आप दिन के किस समय कितनी बिजली का उपयोग कर रहे हैं।

  

दिन में सस्ती और रात को महंगी
नए नियमों के हिसाब से रात 11 से सुबह 9 बजे तक बिजली की दरें सामान्य रहेंगी। सुबह 9 से शाम 5 बजे तक तय दर से 20% कम यानी बिजली खपत की राशि सिर्फ 80 प्रतिशत ही देनी होगी। यानी अगर आप इस समय ज्यादा बिजली इस्तेमाल करते हैं, तो आपका बिल कम आएगा। वहीं शाम को 5 बजे से रात में 11 बजे तक यदि 200 रुपये की बिजली का उपयोग किया गया तो 20 फीसदी ज्यादा चार्ज देना होगा।

आज से लागू हो रही नई व्यवस्था 
नए नियम आज यानी 1 अप्रैल 2026 से लागू होने जा रहे हैं। इस नई व्यवस्था का सीधा असर राज्य के करीब 87 लाख से अधिक स्मार्ट प्रीपेड मीटर उपभोक्ताओं पर पड़ेगा। माना जा रहा है कि इस बदलाव से लोगों के बिजली उपयोग के पैटर्न में भी परिवर्तन आएगा। नई व्यवस्था का मकसद लोगों को यह समझाना है कि अगर वे सही समय पर बिजली इस्तेमाल करें, तो खर्च और कम किया जा सकता है।

बचत के लिए ऐसे करें यूज
आसान शब्दों में समझें तो टाइम ऑफ डे टैरिफ एक ऐसा सिस्टम है, जिसमें आप तय कर सकते हैं कि कब बिजली इस्तेमाल करके ज्यादा बचत करें। अगर भारी डिवाइस जैसे वॉशिंग मशीन, गीजर या एसी दिन में चलाए जाएं, तो बिल कम आएगा। वहीं शाम के समय कम इस्तेमाल करना बेहतर रहेगा। इससे न सिर्फ आपकी जेब बचेगी, बल्कि पूरे राज्य में बिजली की खपत भी संतुलित रहेगी।

इनकम टैक्स सिस्टम में बड़ा फेरबदल
आज से नया इनकम टैक्स सिस्टम प्रभावी हो गया है। करदाताओं की सुविधा के लिए अब 'फाइनेंशियल ईयर' और 'असेसमेंट ईयर' जैसे तकनीकी शब्दों की जगह सिर्फ 'टैक्स वर्ष' शब्द का इस्तेमाल होगा। इस कदम का उद्देश्य टैक्स भरने की जटिल प्रक्रिया को सरल और सुगम बनाना है।

नेपाल में GenZ आंदोलन के बाद सत्तापलट हुआ। पिछले साल जेन-Z ने सत्ता परिवर्तन की जो कसम खाई थी वो आज पूरी हो गई है। राष्ट्रीय स्वतंत्र पार्टी के नेता बालेन शाह ने देश के नए प्रधानमंत्री पद के लिए शपथ ले ली है। 35 साल के बालेंद्र शाह उर्फ बालेन नेपाल ने 47वें प्रधानमंत्री बन गए हैं।

  

बालेन शाह ने ली नेपाल के पीएम पद की शपथ
नेपाल में पिछले साल हुए हिंसक विरोध प्रदर्शन के बाद केपी शर्मा ओली के नेतृत्व वाली वामपंथी सरकार को प्रदर्शनकारियों ने उखाड़ फेंका था। इसके बाद इस साल देश में आम चुनाव करवाए गये। जिसमें बालेन शाह की पार्टी ने एकतरफा जीत हासिल की। बालेन शाह की राष्ट्रीय स्वतंत्र पार्टी ने 5 मार्च को हुए चुनाव में 275 में से 182 सीटें जीतकर इतिहास रचा था। जिसके बाद आज राष्ट्रपति रामचंद्र पौडेल ने संविधान के नियमों के तहत बालेन को नेपाल के नए प्रधानमंत्री पद की शपथ दिलाई। 

हिंदू रीति-रिवाजों के साथ शपथ ग्रहण
शपथ समारोह राष्ट्रपति भवन शीतल निवास में हुआ। बालेन के साथ उनके मंत्रिमंडल का भी शपथ ग्रहण हुआ। ये शपथ ग्रहण काफी खास रहा। पद और गोपनीयता की यह शपथ हिंदू रीति-रिवाजों और बौद्ध परंपराओं के साथ संपन्न हुई। इस अवसर पर सात शंखनादकों ने शंख ध्वनि के साथ मांगलिक शुरुआत की। परंपरा के अनुसार, शुभ कार्यों के आरंभ में शंखनाद को सफलता और सकारात्मकता का प्रतीक माना जाता है। इस मौके पर सात ब्राह्मणों ने शंखनाद, 108 युवा ब्राह्मणों द्वारा स्वस्ति वाचन और 107 लामाओं द्वारा बौद्ध मंत्रों का पाठ किया गया।

बालेन शाह के वादों पर जनता ने दिखाया भरोसा
बालेन शाह का प्रधानमंत्री बनना नेपाल की राजनीति में आए प्रमुख बदलाव का वादा करती है। लोकतंत्र लागू होने के बाद से नेपाल में जितने भी चुनाव हुए उनमें किसी भी चुनाव में किसी भी पार्टी को पूर्ण बहुमत हासिल नहीं हो पाया। लेकिन बालेन शाह के वादों पर जनता ने भरोसा दिखाया है। उन्होंने बदलाव का जो सपना दिखाया उसपर लोगों ने भरोसा किया है। नेपाल के मतदाता वर्षों से चले आ रहे भ्रष्टाचार, भाई-भतीजावाद और रसूखदारों के राज से नाराज थे।

बालेन शाह कौन हैं?
बालेन राष्ट्रीय स्वतंत्र पार्टी के नेता हैं। बालेन शाह की राजनीति में एंट्री भी काफी दिलचस्प रही है। उन्होंने 2022 में पहली बार चुनाव लड़ा और काठमांडू महानगरपालिका के मेयर बने। उस वक्त वे निर्दलीय उम्मीदवार के तौर पर जीते थे, जिसने उन्हें देशभर में पहचान दिलाई। 27 अप्रैल 1990 को काठमांडू में जन्मे बालेन शाह का बैकग्राउंड इंजीनियरिंग का है। उन्होंने भारत की विश्वेश्वरैया टेक्नोलॉजिकल यूनिवर्सिटी से स्ट्रक्चरल इंजीनियरिंग में मास्टर डिग्री हासिल की है। इससे पहले उन्होंने काठमांडू से अपनी बैचलर डिग्री पूरी की थी। बालेन शाह मशहूर नेपाली रैपर हैं। राजनीति में आने से पहले वे अपने गानों के जरिए भ्रष्टाचार और सामाजिक मुद्दों पर आवाज उठाया करते थे।
