A grand 'Booth Worker Sneh Milan' program was recently organized in Godhra city, the headquarters of Panchmahal district. जन गण मन से पहले बजेगा वंदे मातरम्, 3 मिनट 10 सेकेंड के राष्ट्रगीत के दौरान खड़े होना जरूरी

केंद्रीय गृह मंत्रालय ने ‘वंदे मातरम्’ को लेकर नया प्रोटोकॉल जारी किया है। इसके तहत राष्ट्रीय गीत ‘वंदे मातरम्’ के छह अंतरों वाला 3 मिनट 10 सेकंड का पूरा संस्करण कई आधिकारिक अवसरों पर बजाया या गाया जाना अब अनिवार्य होगा। मंत्रालय ने स्पष्ट आदेश जारी किया है कि यदि राष्ट्रगान और जन गण मन को एक साथ गाया जाता है या बजाया जाता है तो वंदे मातरम पहले बजाया जाएगा। साथ ही इस दौरान श्रोताओं को सावधान मुद्रा में खड़ा रहना होगा।

राष्ट्रगान से पहले बजेगा राष्ट्रगीत

गृह मंत्रालय के आदेश के अनुसार, अब तिरंगा फहराने, राष्ट्रपति के कार्यक्रमों में समेत सरकारी कार्यक्रमों, सरकारी स्कूलों के आयोजनों या अन्य औपचारिक आयोजनों में ‘वंदे मातरम’ बजाया जाएगा। मीडिया रिपोर्ट्स के मुताबिक, अगर राष्ट्रगीत और राष्ट्रगान को एक साथ गाया या बजाया जाता है, तो वंदे मातरम पहले बजेगा, और इस दौरान गाने या सुनने वालों को सावधान मुद्रा में खड़ा रहना होगा। ताकि सम्मान और राष्ट्रीय भावना का स्पष्ट संदेश मिले।

वंदे मातरम का पूरा छह पैराग्राफ बजाना अनिवार्य

28 जनवरी को गृह मंत्रालय के द्वारा जारी किए गए 10 पन्नों के आदेश यह अनिवार्य किया गया है कि तिरंगा फहराने, राष्ट्रपति के कार्यक्रमों में आगमन, राष्ट्र के नाम उनके भाषणों और संबोधनों से पहले और बाद में, साथ ही राज्यपाल के भाषणों से पहले और बाद में समेत कई आधिकारिक अवसरों पर वंदे मातरम का छह छंदों वाला 3 मिनट और 10 सेकंड का संस्करण बजाया या गाया जाए।

सिनेमा हॉल में लागू नहीं होंगे नए नियम

गृह मंत्रालय द्वारा सभी राज्यों, केंद्र शासित प्रदेशों, मंत्रालयों और संवैधानिक निकायों को जारी किए गए आदेश में कहा गया है कि राष्ट्रगान का आधिकारिक संस्करण गाया या बजाया जाता है तो श्रोताओं को सावधान मुद्रा में खड़ा होना चाहिए। हालांकि जब किसी समाचार या वीडियो के दौरान राष्ट्रगान फिल्म के रूप में बजाया जाता है तो श्रोताओं से खड़े होने की अपेक्षा नहीं की जाती है। क्योंकि खड़े होने से फिल्म का प्रदर्शन बाधित होगा और राष्ट्रगान की गरिमा बढ़ाने के बजाय अव्यवस्था और भ्रम की स्थित उत्पन्न होगी।

यूनिवर्सिटी ग्रांट कमीशन (UGC) ने 2026 में नए नियम बनाए हैं। Promotion of Equity in Higher Education Institutions Regulations, 2026 नियम यूनिवर्सिटी और कॉलेजों में जातिगत भेदभाव को रोकने के लिए हैं। यूजीसी के जारी नए गाइडलाइन के खिलाफ देशभर के छात्रों और शिक्षाविदों के एक बड़े तबके में भारी रोष दिख रहा है।

UGC का नया 'इक्विटी' नियम

यूजीसी के नए नियमों के मुताबिक हर यूनिवर्सिटी और कॉलेज में एक इक्विटी कमेटी बनानी होगी। ये कमेटी एससी, एसटी और ओबीसी छात्रों की शिकायतें सुनेगी और तय समय में उनका निपटारा करेगी। कमेटी में एससी-एसटी, ओबीसी, दिव्यांग और महिलाओं का होना जरूरी है। कमेटी का काम कैंपस में बराबरी का माहौल बनाना और पिछड़े वर्ग के छात्रों के लिए योजनाएं लागू करना है।

सामान्य वर्ग के प्रतिनिधित्व का कोई प्रावधान नहीं

इसके पहले ड्राफ्ट में जातिगत भेदभाव से सुरक्षा के दायरे में केवल एससी और एसटी को रखा गया था। लेकिन अब इसमें ओबीसी को भी शामिल कर लिया गया है। जिसका विरोध हो रहा है। विवाद इस बात को लेकर है कि इस कमेटी में एससी, एसटी, ओबीसी, महिला और दिव्यांग वर्ग के प्रतिनिधियों का होना अनिवार्य है, लेकिन सामान्य वर्ग के प्रतिनिधित्व का कोई अनिवार्य प्रावधान नहीं है। 

नए नियम के दुरुपयोग की आशंका

विरोध करने वालों का कहना है कि यह परिभाषा एकतरफा है, इसमें सामान्य वर्ग के खिलाफ भेदभाव या झूठी शिकायतों का कोई जिक्र नहीं है।सामान्य वर्ग को आशंका है कि जिस तरह से एससी-एसटी एक्ट के गलत इस्तेमाल पर सुप्रीम कोर्ट तक टिप्पणी कर चुका है, वैसे ही UGC की गाइडलाइंस का भी दुरुपयोग हो सकता है। आलोचकों का मानना है कि समता समितियां है, शायद ही निष्पक्ष रह पाएं। उन्हें जो शक्तियां दी जा रही हैं, उनका सामान्य वर्ग के छात्रों के खिलाफ इस्तेमाल हो सकता है। गलत शिकायत पर सजा का प्रावधान भी नहीं है।

क्यों लाने पड़े ये नियम?

दरअसल, रोहित वेमुला केस पर सुनवाई करते हुए सुप्रीम कोर्ट ने उच्च शिक्षा संस्थानों में जातिगत भेदभाव को खत्म करने के लिए नियम-कानून बनाने को कहा। सुप्रीम कोर्ट ने 2025 में रोहित वेमुला और पायल तड़वी जैसे मामलों की सुनवाई के दौरान UGC को 8 हफ्तों में नए सख्त नियम बनाने को कहा था। हैदराबाद यूनिवर्सिटी के रोहित वेमुला और मुंबई मेडिकल कॉलेज की पायल तड़वी ने कथित जातिगत उत्पीड़न के बाद सुसाइड कर लिया था। इन मामलों में उनकी माताओं ने PIL दाखिल की थी। कोर्ट ने UGC से कहा था कि 2012 के पुराने नियमों को अपडेट करें और भेदभाव रोकने के लिए मजबूत व्यवस्था बनाएं।

क्या कहते हैं जाति आधारित भेदभाव के आंकड़े?

यूजीसी ने सुप्रीम कोर्ट में एक रिपोर्ट सौंपी थी जिसमें जातिगत भेदभाव के आंकड़े दिए गए थे। रिपोर्ट के मुताबिक उच्च शिक्षण संस्थानों में जाति आधारित भेदभाव की शिकायतें 2017-18 में 173 थीं, जो 2023-24 में बढ़कर 378 हो गईं यानी 5 साल में इसमें 118.4% की बढ़ोतरी हुई. ये आंकड़े UGC के अपने डेटा से हैं, जो पार्लियामेंट कमिटी और सुप्रीम कोर्ट को दिए गए। शिकायतों में 90% से ज्यादा का निपटारा हुआ, लेकिन पेंडिंग केस भी बढ़े.2019-20 में 18 से 2023-24 में 108 केस सामने आए।

जन गण मन से पहले बजेगा वंदे मातरम्, 3 मिनट 10 सेकेंड के राष्ट्रगीत के दौरान खड़े होना जरूरी

केंद्रीय गृह मंत्रालय ने ‘वंदे मातरम्’ को लेकर नया प्रोटोकॉल जारी किया है। इसके तहत राष्ट्रीय गीत ‘वंदे मातरम्’ के छह अंतरों वाला 3 मिनट 10 सेकंड का पूरा संस्करण कई आधिकारिक अवसरों पर बजाया या गाया जाना अब अनिवार्य होगा। मंत्रालय ने स्पष्ट आदेश जारी किया है कि यदि राष्ट्रगान और जन गण मन को एक साथ गाया जाता है या बजाया जाता है तो वंदे मातरम पहले बजाया जाएगा। साथ ही इस दौरान श्रोताओं को सावधान मुद्रा में खड़ा रहना होगा।

राष्ट्रगान से पहले बजेगा राष्ट्रगीत

गृह मंत्रालय के आदेश के अनुसार, अब तिरंगा फहराने, राष्ट्रपति के कार्यक्रमों में समेत सरकारी कार्यक्रमों, सरकारी स्कूलों के आयोजनों या अन्य औपचारिक आयोजनों में ‘वंदे मातरम’ बजाया जाएगा। मीडिया रिपोर्ट्स के मुताबिक, अगर राष्ट्रगीत और राष्ट्रगान को एक साथ गाया या बजाया जाता है, तो वंदे मातरम पहले बजेगा, और इस दौरान गाने या सुनने वालों को सावधान मुद्रा में खड़ा रहना होगा। ताकि सम्मान और राष्ट्रीय भावना का स्पष्ट संदेश मिले।

वंदे मातरम का पूरा छह पैराग्राफ बजाना अनिवार्य

28 जनवरी को गृह मंत्रालय के द्वारा जारी किए गए 10 पन्नों के आदेश यह अनिवार्य किया गया है कि तिरंगा फहराने, राष्ट्रपति के कार्यक्रमों में आगमन, राष्ट्र के नाम उनके भाषणों और संबोधनों से पहले और बाद में, साथ ही राज्यपाल के भाषणों से पहले और बाद में समेत कई आधिकारिक अवसरों पर वंदे मातरम का छह छंदों वाला 3 मिनट और 10 सेकंड का संस्करण बजाया या गाया जाए।

सिनेमा हॉल में लागू नहीं होंगे नए नियम

गृह मंत्रालय द्वारा सभी राज्यों, केंद्र शासित प्रदेशों, मंत्रालयों और संवैधानिक निकायों को जारी किए गए आदेश में कहा गया है कि राष्ट्रगान का आधिकारिक संस्करण गाया या बजाया जाता है तो श्रोताओं को सावधान मुद्रा में खड़ा होना चाहिए। हालांकि जब किसी समाचार या वीडियो के दौरान राष्ट्रगान फिल्म के रूप में बजाया जाता है तो श्रोताओं से खड़े होने की अपेक्षा नहीं की जाती है। क्योंकि खड़े होने से फिल्म का प्रदर्शन बाधित होगा और राष्ट्रगान की गरिमा बढ़ाने के बजाय अव्यवस्था और भ्रम की स्थित उत्पन्न होगी।

भारत के राष्ट्रगीत वंदे मातरम को बंकिम चंद्र चटर्जी ने 7 नवंबर 1875 को अक्षय नवमी के पावन अवसर पर लिखा था। यह 1882 में पहली बार उनकी पत्रिका बंगदर्शन में उनके उपन्यास आनंदमठ के हिस्से के रूप में छपा था। 1896 में भारतीय राष्ट्रीय कांग्रेस के अधिवेशन में रवींद्रनाथ टैगोर ने मंच पर वंदे मातरम गाया। यह पहला मौका था जब यह गीत सार्वजनिक रूप से राष्ट्रीय स्तर पर गाया गया।

UGC के नए नियम पर क्यों मचा है बवाल, क्या है 'इक्विटी कमेटी' और बदलाव की जरूरत क्यों पड़ी?

यूनिवर्सिटी ग्रांट कमीशन (UGC) ने 2026 में नए नियम बनाए हैं। Promotion of Equity in Higher Education Institutions Regulations, 2026 नियम यूनिवर्सिटी और कॉलेजों में जातिगत भेदभाव को रोकने के लिए हैं। यूजीसी के जारी नए गाइडलाइन के खिलाफ देशभर के छात्रों और शिक्षाविदों के एक बड़े तबके में भारी रोष दिख रहा है।

UGC का नया 'इक्विटी' नियम

यूजीसी के नए नियमों के मुताबिक हर यूनिवर्सिटी और कॉलेज में एक इक्विटी कमेटी बनानी होगी। ये कमेटी एससी, एसटी और ओबीसी छात्रों की शिकायतें सुनेगी और तय समय में उनका निपटारा करेगी। कमेटी में एससी-एसटी, ओबीसी, दिव्यांग और महिलाओं का होना जरूरी है। कमेटी का काम कैंपस में बराबरी का माहौल बनाना और पिछड़े वर्ग के छात्रों के लिए योजनाएं लागू करना है।

सामान्य वर्ग के प्रतिनिधित्व का कोई प्रावधान नहीं

इसके पहले ड्राफ्ट में जातिगत भेदभाव से सुरक्षा के दायरे में केवल एससी और एसटी को रखा गया था। लेकिन अब इसमें ओबीसी को भी शामिल कर लिया गया है। जिसका विरोध हो रहा है। विवाद इस बात को लेकर है कि इस कमेटी में एससी, एसटी, ओबीसी, महिला और दिव्यांग वर्ग के प्रतिनिधियों का होना अनिवार्य है, लेकिन सामान्य वर्ग के प्रतिनिधित्व का कोई अनिवार्य प्रावधान नहीं है। 

नए नियम के दुरुपयोग की आशंका

विरोध करने वालों का कहना है कि यह परिभाषा एकतरफा है, इसमें सामान्य वर्ग के खिलाफ भेदभाव या झूठी शिकायतों का कोई जिक्र नहीं है।सामान्य वर्ग को आशंका है कि जिस तरह से एससी-एसटी एक्ट के गलत इस्तेमाल पर सुप्रीम कोर्ट तक टिप्पणी कर चुका है, वैसे ही UGC की गाइडलाइंस का भी दुरुपयोग हो सकता है। आलोचकों का मानना है कि समता समितियां है, शायद ही निष्पक्ष रह पाएं। उन्हें जो शक्तियां दी जा रही हैं, उनका सामान्य वर्ग के छात्रों के खिलाफ इस्तेमाल हो सकता है। गलत शिकायत पर सजा का प्रावधान भी नहीं है।

क्यों लाने पड़े ये नियम?

दरअसल, रोहित वेमुला केस पर सुनवाई करते हुए सुप्रीम कोर्ट ने उच्च शिक्षा संस्थानों में जातिगत भेदभाव को खत्म करने के लिए नियम-कानून बनाने को कहा। सुप्रीम कोर्ट ने 2025 में रोहित वेमुला और पायल तड़वी जैसे मामलों की सुनवाई के दौरान UGC को 8 हफ्तों में नए सख्त नियम बनाने को कहा था। हैदराबाद यूनिवर्सिटी के रोहित वेमुला और मुंबई मेडिकल कॉलेज की पायल तड़वी ने कथित जातिगत उत्पीड़न के बाद सुसाइड कर लिया था। इन मामलों में उनकी माताओं ने PIL दाखिल की थी। कोर्ट ने UGC से कहा था कि 2012 के पुराने नियमों को अपडेट करें और भेदभाव रोकने के लिए मजबूत व्यवस्था बनाएं।

क्या कहते हैं जाति आधारित भेदभाव के आंकड़े?

यूजीसी ने सुप्रीम कोर्ट में एक रिपोर्ट सौंपी थी जिसमें जातिगत भेदभाव के आंकड़े दिए गए थे। रिपोर्ट के मुताबिक उच्च शिक्षण संस्थानों में जाति आधारित भेदभाव की शिकायतें 2017-18 में 173 थीं, जो 2023-24 में बढ़कर 378 हो गईं यानी 5 साल में इसमें 118.4% की बढ़ोतरी हुई. ये आंकड़े UGC के अपने डेटा से हैं, जो पार्लियामेंट कमिटी और सुप्रीम कोर्ट को दिए गए। शिकायतों में 90% से ज्यादा का निपटारा हुआ, लेकिन पेंडिंग केस भी बढ़े.2019-20 में 18 से 2023-24 में 108 केस सामने आए।
