अब बिना बर्थ सर्टिफिकेट नहीं बनेगा पासपोर्ट, बदल गए नियम

पासपोर्ट विदेश यात्रा के लिए यह सबसे जरूरी दस्तावेज होता है। इसकी मदद से ही आप अन्य देशों में घूमने, पढ़ने, बिजनेस करने या अन्य कारणों से यात्रा कर सकते हैं। अगर आप भी निकट भविष्य में विदेश यात्रा की सोच रहें हैं, तो ये खबर आप ही के लिए है। दरअसल, भारत सरकार की ओर से पासपोर्ट नियमों में कुछ बदलाव किए गए हैं। नये नियम के अनुसार 1 अक्टूबर, 2023 के बाद जन्मे सभी लोगों को अब पासपोर्ट के लिए आवेदन करते समय जन्म प्रमाण पत्र देना होगा। नए नियमों के तहत, 1 अक्टूबर 2023 या उसके बाद जन्म लेने वाले आवेदकों के लिए जन्म प्रमाणपत्र ही जन्मतिथि का एकमात्र वैध प्रमाण माना जाएगा।

इसी हफ्ते पासपोर्ट नियम 1980 में संशोधन को प्रभावी करने के लिए एक आधिकारिक नोट जारी किया गया है। नए पासपोर्ट नियम आधिकारिक राजपत्र में संशोधन प्रकाशित होने के बाद लागू हो जाएंगे।  नए मानदंडों के तहत, जन्म और मृत्यु रजिस्ट्रार, नगर निगम या जन्म और मृत्यु पंजीकरण अधिनियम, 1969 के तहत सशक्त किसी अन्य प्राधिकार द्वारा जारी जन्म प्रमाणपत्र को 1 अक्टूबर साल 2023 को या इसके बाद पैदा हुए व्यक्तियों के लिए जन्मतिथि के प्रमाण के रूप में स्वीकार किया जाएगा।

पासपोर्ट (संशोधन) नियम, 2025 में इन वैकल्पिक दस्तावेजों की सूची दी गई है। इनमें ट्रांसफर सर्टिफिकेट, स्कूल लीविंग सर्टिफिकेट, मैट्रिकुलेशन सर्टिफिकेट, पैन कार्ड, सरकारी कर्मचारियों के लिए सर्विस रिकॉर्ड या पेंशन ऑर्डर, ड्राइविंग लाइसेंस, वोटर आईडी कार्ड, और एलआईसी या सार्वजनिक कंपनियों की ओर से जारी पॉलिसी बॉन्ड शामिल हैं। यह जानकारी शुक्रवार को गजट अधिसूचना में प्रकाशित की गई है।

नई दिल्ली रेलवे स्टेशन भगदड़ मामलाः सुप्रीम कोर्ट ने खारिज की याचिका, मांगा 200 मौतों के दावे का सबूत

15 फरवरी को नई दिल्ली रेलवे स्टेशन पर भगदड़ हुई थी। इस मामले में सुप्रीम कोर्ट में एक याचिका दायर की गई थी। सुप्रीम कोर्ट ने इस पर आज सुनवाई की और इसे खारिज कर दिया। साथ ही कोर्ट ने 200 मौतों के दावे का सबूत भी मांगा। दरअसल, आनंद लीगल एड फोरम ट्रस्ट की तरफ से दायर याचिका में आरोप लगाया गया था कि मौतों का वास्तविक आंकड़ा रेलवे प्रशासन छिपा रहा है। जनहित याचिका में भगदड़ में करीब 200 लोगों की मौत का आरोप लगाया गया। याचिका में ये भी दावा किया गया कि रेलवे प्रशासन ने सिर्फ 18 मौतों की बात कही, जो गलत है।

महाकुंभ में संगम स्नान के लिए प्रयागराज जाने वाले श्रद्धालुओं की भीड़ बढ़ने के दौरान नई दिल्ली स्टेशन पर भगदड़ मच गई थी। जिसमे कई लोगों को जान गंवानी पड़ी थी। जिसके बाद ये मामला सुप्रीम कोर्ट पहुंचा था। याचिकाकर्ताओं ने कोर्ट में दावा किया था कि प्रत्यक्षदर्शियों के अनुसार भगदड़ के दौरान करीब 200 मौतें हुई थीं।याचिकाकर्ता ने अदालत के सामने रेलवे अधिकारियों के खिलाफ सीबीआई जांच की मांग की। साथ ही रेलवे स्टेशन और अस्पतालों के सभी सीसीटीवी फुटेज संरक्षित करने की मांग की।

15 फरवरी की घटना
दरअसल, 15 फरवरी की रात करीब साढ़े नौ बजे नई दिल्ली रेलवे स्टेशन पर मची भगदड़ में 18 लोगों की मौत हो गई थी। मरने वालों में अधिकतर महिलाएं और बच्चे थे। स्टेशन पर महाकुंभ जाने वाले लोगों की भारी भीड़ थी साथ ही अन्य यात्री भी थे। दो ट्रेनों के लेट होने के चलते भीड़ नियंत्रण से बाहर हो गई और भगदड़ मच गई। यह पूरी घटना महज 10 मिनट में घटी और प्रशासन की लापरवाही और यात्रियों में दुविधा के चलते इतना बड़ा हादसा हो गया।

मलेशिया के परिवहन मंत्री एंथनी लोके ने मंगलवार को कहा कि समुद्री अन्वेषण फर्म ओशन इनफिनिटी ने लापता मलेशिया एयरलाइंस की उड़ान MH370 की खोज फिर से शुरू कर दी है, जो दुनिया के सबसे बड़े विमानन रहस्यों में से एक के रूप में जानी जाने वाली घटना के 10 साल बाद लापता हो गई। 227 यात्रियों और 12 चालक दल के सदस्यों के साथ बोइंग 777, उड़ान MH370, 8 मार्च, 2014 को कुआलालंपुर से चीन के बीजिंग के रास्ते में लापता हो गई। लोक ने संवाददाताओं को बताया कि मलेशिया और फर्म के बीच अनुबंध विवरण अभी भी अंतिम रूप दिए जा रहे हैं। लेकिन, उन्होंने लापता विमान की खोज के लिए अपने जहाजों को तैनात करने के लिए ओशन इनफिनिटी की "सक्रियता" का स्वागत किया।



खोज अभियान कब तक चलेगा?

दिल्ली की सीएम रेखा गुप्ता के सामने है बड़ी चुनौतियां, क्या बीजेपी का वादा कर पाएंगीं पूरा

दिल्ली में बीजेपी ने सीएम पद की कमान रेखा गुप्ता के हाथ में सौंप दी है। बीजेपी ने एक बार फिर पहली बार विधायक बने नेता को मुख्यमंत्री पद के लिए चुना है। बीजेपी 27 साल बाद दिल्ली में सरकार बनाया है। इस बार के चुनाव में बीजेपी ने शानदार प्रदर्शन करते हुए 70 में से 48 सीटों पर जीत दर्ज की है। बीजेपी की इस जीत में उसके चुनावी वादों का बड़ा हाथ बताया जा रहा है। सीएम बनने के बाद रेखा गुप्ता के सामने पार्टी के संकल्पपत्र में किए वादों को पूरा करने की बड़ी जिम्मेदारी होगी। 

दिल्ली की सीएम की पहली चुनौती उन उम्मीदों को पूरा करना और उन अपेक्षाओं पर खरा उतरना है, जो उनसे दिल्ली की जनता और खुद भाजपा ने पाली हैं। मुख्यमंत्री रेखा गुप्ता को उन सारी घोषणाओं और वादों को पूरा करना है, जो चुनाव के दौरान तीन किश्तों में जारी चुनाव घोषणा पत्र में किए थे और जिसे सभाओं में प्रधानमंत्री नरेंद्र मोदी, गृह मंत्री अमित शाह और भाजपा अध्यक्ष जेपी नड्डा ने बार-बार दोहराया था। भाजपा ने अपने घोषणा पत्र को संकल्प पत्र कहा था। इनमें यमुना की सफाई स्वच्छ पेयजल साफ प्रदूषण रहित हवा दिल्ली को देना, प्रति वर्ष 50 हजार नई नौकरियों का सृजन महिलाओं को प्रति माह 2500 रुपये देना मुफ्त बस यात्रा नालों गलियों सीवर की सफाई सड़कों की मरम्मत ट्रैफिक जाम से निजात समेत आप सरकार की मुफ्त बिजली पानी जैसी लोकलुभावन योजनाओं को जारी रखना शामिल होगा।ऐसे आइए जानते हैं कि जब रेखा गुप्ता सीएम की कुर्सी पर बैठेंगी तो उनके सामने कितनी बड़ी चुनौतियां होंगीः-

महिलाओं से किया गया वादा पूरा करना होगा
दिल्ली की महिला मुख्यमंत्री से महिलाओं से किया गया वादा पूरा करने की पूरी उम्मीद है। इस बार के चुनाव में बीजेपी ने सबसे बड़ा वादा महिलाओं के लिए किया है। उसने कहा है कि सरकार बनने पर दिल्ली की हर पात्र महिला को 2500 रुपये प्रति महीने दिए जाएंगे। बीजेपी ने इस योजना का लाभ आठ मार्च से ही देने का वादा किया है। आठ मार्च को ही अंतरराष्ट्रीय महिला दिवस मनाया जाता है। बीजेपी ने इसे देखते हुए ही इस योजना की शुरुआत के लिए आठ मार्च की तारीख तय की है। इसकी घोषणा पीएम नरेंद्र मोदी ने अपने चुनावी भाषण में की थी। इसलिए नई मुख्यमंत्री के लिए अगले कुछ हफ्ते काफी व्यस्त रहने वाले हैं। उन्हें इसके लिए पूरी मशीनरी को तैयार करना होगा और पात्र महिलाओं का चयन करना होगा। इसके साथ ही उन्हें इतनी बड़ी योजना के लिए बजट की व्यवस्था करनी होगी।

यमुना की सफाई
इस बार के चुनाव में यमुना बड़ा चुनावी मुद्दा रहा। यमुना के काले पानी को लेकर कापी बखेड़ा भी खड़ा हुआ। सत्ता में आने से पहले बीजेपी ने एक बड़ा वादा यमुना की सफाई को लेकर भी किया था। चुनाव प्रचार में नदी में प्रदूषण का उच्च स्तर चर्चा का विषय रहा। 2020 में अरविंद केजरीवाल ने यमुना को साफ करने का वादा किया था। हालांकि, वो अपने वादे पर खरे नहीं उतरे। अब बीजेपी ने वादा किया है कि वह ऐसा करेगी जो न तो कांग्रेस और न ही आप सत्ता में रहने के दौरान कर पाई। हालांकि, चुनौती बहुत बड़ी है। 

रेखा गुप्ता को मिला खाली खजाना और कर्ज 
दिल्ली में जब कांग्रेस सरकार की विदाई हुई थी तो सरकारी खजाना लबालब भरा हुआ था। सरकार के पास खूब पैसा था। इसलिए आम आदमी पार्टी की सरकार ने अपने चुनावी वादों को पूरा करने के लिए दिल खोलकर पैसा खर्च किया। लेकिन आप की तीसरी सरकार में दिल्ली सरकार का खजाना खाली हो गया। चुनाव से पहले, आप सरकार ने राष्ट्रीय लघु बचत कोष से 10,000 करोड़ रुपये का अधिक ब्याज वाला लोन मांगा था। वित्त विभाग ने पिछले कई सालों में सब्सिडी पर सरकारी खर्च को लेकर आशंका जताई है।दिल्ली की आम आदमी पार्टी की सरकार ने विधानसभा चुनाव के पहले ही 10 हजार करोड़ रुपये का कर्ज लिया है। इसकी व्याज दरें भी काफी ऊंची हैं। इसलिए नई सरकार को खजाना करीब-करीब खाली और विरासत में कर्ज मिलेग। वहीं, बीजेपी ने वादा किया है कि आप सरकार द्वारा दी जाने वाली सब्सिडी, जिसमें महिलाओं के लिए मुफ्त बिजली, पानी और बस यात्रा शामिल है, जारी रहेगी। इसने अपने खुद के भी कई वादे किए हैं। ऐसे में चुनौतियां बड़ी होने वाली है।

कूड़े के पहाड़ और वायु प्रदूषण
दिल्ली में कूड़े के पहाड़ और वायु प्रदूषण बड़ी समस्या रही है। बीजेपी इन मुद्दों पर आप पर हमलावर रही है लेकन अब जब खुद बीजेपी सत्ता में आ गई है तो इसके लिए कोई बहाना दिल्ली की जनता को रास नहीं आएगा। वायु प्रदूषण के कारण ना केवल लोगों के स्वास्थ्य प्रभावित हो रहे हैं बल्कि बच्चों के स्कूल बीच सेशन बंद भी कराने पड़ते हैं।

दिल्ली विधानसभा चुनाव में बीजेपी ने 27 साल के बाद बड़ी जीत हासिल की है। हालांकि, 8 फरवरी को आए विधानसभा चुनाव के नतीजों के बाद भी ये तय नहीं हो सका है कि दिल्ली का नया मुख्यमंत्री कौन होगा? इधर, आज यानी 17 फरवरी को होने वाली विधायक दल की बैठक हल गई है। बीजेपी सूत्रों का कहना है कि अब बीजेपी विधायक दल की बैठक 19 फरवरी को होगी। विधायक दल की बैठक टाल दे जाने के बाद से दिल्ली में सीएम को लेकर सस्पेंस और बढ़ गया है।

बीजेपी से जुड़े सूत्रों के मुताबिक पहले विधायक दल की बैठक सोमवार को होने वाली थी। सूत्रों ने बताया था कि पंत मार्ग स्थित बीजेपी के प्रदेश कार्यालय में दोपहर 3 बजे यह बैठक होगी। इस बैठक में केंद्रीय पर्यवेक्षको को मौजूदगी में विधायक दल के नेता का चयन किया जाएगा और उसके बाद एलजी के पास जाकर सरकार बनाने का दावा पेश किया जाएगा। पार्टी के विधायकों को भी यह संदेश दे दिया गया था कि सोमवार को उन्हें दिल्ली में ही रहना है। शाम तक ऐसी भी खबरें आई कि विधायक दल की बैठक के बाद मंगलवार को शपथ ग्रहरण समारोह भी हो सकता है। लेकिन फिलहाल इसे स्थगित कर है। 

पहले पर्यवेक्षकों के नाम की होगी घोषणा
अब यह बैठक 20 फरवरी को या उसके बाद होने की संभावना है। सूत्रों ने बताया कि सोमवार को पर्यवेक्षकों के नाम की घोषणा की जाएगी और फिर विधायक दल के नेता का चयन किया जाएगा। बता दें कि दिल्ली विधानसभा चुनाव में बीजेपी बिना किसी सीएम चेहरे के चुनाव में उतरी थी। ये चुनाव प्रधानमंत्री मोदी के चेहरे पर ही लड़ा गया। अब सवाल ये है कि मुख्यमंत्री किसे बनाया जाएगा। फिलहाल दिल्ली सीएम की रेस में केजरीवाल को हराने वाले प्रवेश वर्मा के अलावा रेखा गुप्ता, मोहन सिंह बिष्ट, विजेंद्र गुप्ता, सतीश उपाध्याय, आशीष सूद, शिखा राय और पवन शर्मा हैं।

बैठक टालने की क्या है वजह?
कारण यह बताया गया कि 19 तारीख को दिल्ली के झंडेवालान में राष्ट्रीय स्वयंसेवक संघ (आएसएस) के नवनिर्मित मुख्यालय का उद्घाटन होना है, जिसमें पार्टी के भी कई वरिष्ठ नेता शामिल होंगे। इसी वजह से अब 20 तारीख के बाद निर्णय लिया जाएगा। विधायक दल की बैठक को टालने के पीछे एक बड़ा कारण नई दिल्ली रेलवे स्टेशन पर शनिवार रात हुए हादसे को भी माना जा रहा है, जिसमें 18 लोगों की मौत हो गई थी। हादसे के बाद से ही केंद्र सरकार, केंद्रीय रेल मंत्री और रेलवे प्रशासन विपक्ष के निशाने पर है। मृतकों के प्रति संवेदना प्रकट करते हुए बीजेपी ने रविवार को अपने सभी कार्यक्रम स्थगित कर दिए थे। ऐसे में इतने बड़े हादसे के तुरंत बाद बड़ा समारोह आयोजित करके बीजेपी दिल्ली की जनता के बीच यह संदेश नहीं देना चाहती कि उसे लोगों को कोई परवाह नहीं है।

डोनाल्ड ट्रंप अमेरिका के 47वें राष्ट्रपति बन चुके हैं। शपथ ग्रहण समारोह में पहुंचे भारतीय विदेशमंत्री जयशंकर ने अमेरिका में शपथ के बाद मंगलवार को क्वाड देशों के विदेश मंत्रियों की बैठक में हिस्सा लिया। नए ट्रंप प्रशासन में होने वाली ये पहली बड़ी बैठक थी। इसमें मीटिंग में भारत, अमेरिका, जापान और ऑस्ट्रेलिया के विदेश मंत्रियों ने भी हिस्सा लिया। अमेरिकी विदेश मंत्री मार्को रुबियो की ये पहली बैठक थी। वे पद संभालने के महज 1 घंटे बाद ही इसमें शामिल हुए। इसके बाद मार्को रुबियो ने अपनी पहली द्विपक्षीय बातचीत भी भारतीय विदेश मंत्री एस जयशंकर के साथ की।

क्वाड मंत्रिस्तरीय बैठक के तुरंत बाद अमेरिका के नए विदेश मंत्री रुबियो की जयशंकर के साथ पहली द्विपक्षीय बैठक हुई, जो एक घंटे से अधिक समय तक चली। बैठक में अमेरिका में भारत के राजदूत विनय क्वात्रा भी मौजूद थे। रुबियो और जयशंकर बैठक के बाद एक फोटो सेशन के लिए प्रेस के सामने आए, हाथ मिलाया और कैमरों की ओर देखकर मुस्कुराए।

मार्को रुबियो से मुलाकात के बाद विदेश मंत्री डॉ. एस जयशंकर ने एक्स पर लिखा कि अपनी पहली द्विपक्षीय बैठक के लिए मिलकर खुशी हुई। विदेश मंत्री एस जयशंकर ने ट्वीट किया, ‘आज वाशिंगटन डीसी में क्वाड विदेश मंत्रियों की बैठक में शामिल हुआ. मार्को रूबियो का आभार, जिन्होंने हमारी मेजबानी की। पेनी वोंग और ताकेशी इवाया का भी शुक्रिया, जिन्होंने इसमें हिस्सा लिया। ये अहम है कि ट्रंप प्रशासन के शपथ ग्रहण के कुछ घंटों के भीतर ही क्वाड देशों के विदेश मंत्रियों की बैठक हुई। इससे पता चलता है कि ये अपने सदस्य देशों की विदेश नीति में कितनी महत्वपूर्ण है। हमारी व्यापक चर्चाओं में एक स्वतंत्र, खुले, स्थिर और समृद्ध इंडो-पैसिफिक को सुनिश्चित करने के अलग-अलग पहलुओं पर बात हुई। इस बात पर सहमति बनी कि हमें बड़ा सोचने, एजेंडा को और गहरा करने और अपने सहयोग को और मजबूत बनाने की जरूरत है। आज की बैठक एक स्पष्ट संदेश देती है कि अनिश्चित और अस्थिर दुनिया में क्वाड देश वैश्विक भलाई के लिए एक ताकत बने रहेंगे।

डॉ जयशंकर और मार्को रुबियो की मुलाकात के बाद अमेरिकी विदेश मंत्रालय की तरफ से जारी बयान में कहा गया, 'विदेश मंत्री मार्को रुबियो ने आज वाशिंगटन डीसी में भारतीय विदेश मंत्री एस जयशंकर से मुलाकात की। विदेश मंत्री जयशंकर ने अमेरिका और भारत के बीच साझेदारी को मजबूत करने के लिए साझा प्रतिबद्धता जताई। उन्होंने क्षेत्रीय मुद्दों और अमेरिका-भारत संबंधों को और गहरा करने के अवसरों सहित कई विषयों पर चर्चा की।

समाचार एजेंसी रॉयटर्स के मुताबिक, भारत, ऑस्ट्रेलिया, जापान और अमेरिका ने चीन की बढ़ती ताकत पर चिंता जताई। इस बैठक में चीन को साफ-साफ सुना दिया गया। बैठक में चारों देशों के विदेश मंत्रियों ने कहा कि वे किसी भी एकतरफा कार्रवाई का विरोध करते हैं, जो बल या दबाव से यथास्थिति को बदलने की कोशिश करती है। यह बात चीन की उस धमकी के संदर्भ में कही गई है, जिसमें उसने लोकतांत्रिक रूप से शासित ताइवान पर अपनी संप्रभुता का दावा किया है। क्वाड बैठक में यह तय किया गया कि वे एक स्वतंत्र और खुले हिंद-प्रशांत क्षेत्र के लिए प्रतिबद्ध हैं।

अमेरिका के लिए भारत अहम
ट्रंप के शपथ समारोह के बाद क्वाड देशों की अमेरिका में एक अहम बैठक हुई। ट्रंप के शपथ के अगले दिन ही इस बैठक से यह समझ आता है कि अमेरिका के लिए भारत और अन्य सहयोगी कितने अहम साथी हैं। यही नहीं, अमेरिका के लिए भारत कितना अहम है, इसका अंदाजा इस बात से भी लगाया जा सकता है कि अमेरिकी विदेश मंत्री रुबियो ने मंगलवार को एस जयशंकर से अलग से मुलाकात भी की।

क्वाड के लिए भारत आ सकते हैं ट्रम्प
यही नहीं, अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्प इस साल क्वाड देशों की बैठक के लिए भारत के दौरे पर आ सकते हैं। भारत ऑस्ट्रेलिया, जापान और अमेरिका के नेताओं के साथ क्वाड शिखर सम्मेलन की मेजबानी करने वाला है। ये सम्मेलन अप्रैल या अक्टूबर में आयोजित किया जा सकता है। इसके अलावा प्रधानमंत्री नरेंद्र मोदी भी इस साल के अंत तक अमेरिकी दौरे पर जा सकते हैं। इस दौरान वे व्हाइट हाउस में ट्रम्प के साथ औपचारिक बैठक में हिस्सा लेंगे।

अब बिना बर्थ सर्टिफिकेट नहीं बनेगा पासपोर्ट, बदल गए नियम

पासपोर्ट विदेश यात्रा के लिए यह सबसे जरूरी दस्तावेज होता है। इसकी मदद से ही आप अन्य देशों में घूमने, पढ़ने, बिजनेस करने या अन्य कारणों से यात्रा कर सकते हैं। अगर आप भी निकट भविष्य में विदेश यात्रा की सोच रहें हैं, तो ये खबर आप ही के लिए है। दरअसल, भारत सरकार की ओर से पासपोर्ट नियमों में कुछ बदलाव किए गए हैं। नये नियम के अनुसार 1 अक्टूबर, 2023 के बाद जन्मे सभी लोगों को अब पासपोर्ट के लिए आवेदन करते समय जन्म प्रमाण पत्र देना होगा। नए नियमों के तहत, 1 अक्टूबर 2023 या उसके बाद जन्म लेने वाले आवेदकों के लिए जन्म प्रमाणपत्र ही जन्मतिथि का एकमात्र वैध प्रमाण माना जाएगा।

इसी हफ्ते पासपोर्ट नियम 1980 में संशोधन को प्रभावी करने के लिए एक आधिकारिक नोट जारी किया गया है। नए पासपोर्ट नियम आधिकारिक राजपत्र में संशोधन प्रकाशित होने के बाद लागू हो जाएंगे।  नए मानदंडों के तहत, जन्म और मृत्यु रजिस्ट्रार, नगर निगम या जन्म और मृत्यु पंजीकरण अधिनियम, 1969 के तहत सशक्त किसी अन्य प्राधिकार द्वारा जारी जन्म प्रमाणपत्र को 1 अक्टूबर साल 2023 को या इसके बाद पैदा हुए व्यक्तियों के लिए जन्मतिथि के प्रमाण के रूप में स्वीकार किया जाएगा।

पासपोर्ट (संशोधन) नियम, 2025 में इन वैकल्पिक दस्तावेजों की सूची दी गई है। इनमें ट्रांसफर सर्टिफिकेट, स्कूल लीविंग सर्टिफिकेट, मैट्रिकुलेशन सर्टिफिकेट, पैन कार्ड, सरकारी कर्मचारियों के लिए सर्विस रिकॉर्ड या पेंशन ऑर्डर, ड्राइविंग लाइसेंस, वोटर आईडी कार्ड, और एलआईसी या सार्वजनिक कंपनियों की ओर से जारी पॉलिसी बॉन्ड शामिल हैं। यह जानकारी शुक्रवार को गजट अधिसूचना में प्रकाशित की गई है।

नई दिल्ली रेलवे स्टेशन भगदड़ मामलाः सुप्रीम कोर्ट ने खारिज की याचिका, मांगा 200 मौतों के दावे का सबूत

15 फरवरी को नई दिल्ली रेलवे स्टेशन पर भगदड़ हुई थी। इस मामले में सुप्रीम कोर्ट में एक याचिका दायर की गई थी। सुप्रीम कोर्ट ने इस पर आज सुनवाई की और इसे खारिज कर दिया। साथ ही कोर्ट ने 200 मौतों के दावे का सबूत भी मांगा। दरअसल, आनंद लीगल एड फोरम ट्रस्ट की तरफ से दायर याचिका में आरोप लगाया गया था कि मौतों का वास्तविक आंकड़ा रेलवे प्रशासन छिपा रहा है। जनहित याचिका में भगदड़ में करीब 200 लोगों की मौत का आरोप लगाया गया। याचिका में ये भी दावा किया गया कि रेलवे प्रशासन ने सिर्फ 18 मौतों की बात कही, जो गलत है।

महाकुंभ में संगम स्नान के लिए प्रयागराज जाने वाले श्रद्धालुओं की भीड़ बढ़ने के दौरान नई दिल्ली स्टेशन पर भगदड़ मच गई थी। जिसमे कई लोगों को जान गंवानी पड़ी थी। जिसके बाद ये मामला सुप्रीम कोर्ट पहुंचा था। याचिकाकर्ताओं ने कोर्ट में दावा किया था कि प्रत्यक्षदर्शियों के अनुसार भगदड़ के दौरान करीब 200 मौतें हुई थीं।याचिकाकर्ता ने अदालत के सामने रेलवे अधिकारियों के खिलाफ सीबीआई जांच की मांग की। साथ ही रेलवे स्टेशन और अस्पतालों के सभी सीसीटीवी फुटेज संरक्षित करने की मांग की।

15 फरवरी की घटना
दरअसल, 15 फरवरी की रात करीब साढ़े नौ बजे नई दिल्ली रेलवे स्टेशन पर मची भगदड़ में 18 लोगों की मौत हो गई थी। मरने वालों में अधिकतर महिलाएं और बच्चे थे। स्टेशन पर महाकुंभ जाने वाले लोगों की भारी भीड़ थी साथ ही अन्य यात्री भी थे। दो ट्रेनों के लेट होने के चलते भीड़ नियंत्रण से बाहर हो गई और भगदड़ मच गई। यह पूरी घटना महज 10 मिनट में घटी और प्रशासन की लापरवाही और यात्रियों में दुविधा के चलते इतना बड़ा हादसा हो गया।

मलेशिया के परिवहन मंत्री एंथनी लोके ने मंगलवार को कहा कि समुद्री अन्वेषण फर्म ओशन इनफिनिटी ने लापता मलेशिया एयरलाइंस की उड़ान MH370 की खोज फिर से शुरू कर दी है, जो दुनिया के सबसे बड़े विमानन रहस्यों में से एक के रूप में जानी जाने वाली घटना के 10 साल बाद लापता हो गई। 227 यात्रियों और 12 चालक दल के सदस्यों के साथ बोइंग 777, उड़ान MH370, 8 मार्च, 2014 को कुआलालंपुर से चीन के बीजिंग के रास्ते में लापता हो गई। लोक ने संवाददाताओं को बताया कि मलेशिया और फर्म के बीच अनुबंध विवरण अभी भी अंतिम रूप दिए जा रहे हैं। लेकिन, उन्होंने लापता विमान की खोज के लिए अपने जहाजों को तैनात करने के लिए ओशन इनफिनिटी की "सक्रियता" का स्वागत किया।



खोज अभियान कब तक चलेगा?

परिवहन मंत्री ने दिसंबर में कहा था कि अगर लापता मलेशियाई एयरलाइंस के विमान का मलबा मिला तो ब्रिटिश फर्म को 70 मिलियन डॉलर मिलेंगे। उन्होंने कहा, "हमारी जिम्मेदारी और दायित्व और प्रतिबद्धता निकटतम रिश्तेदारों के प्रति है।"

दिल्ली की सीएम रेखा गुप्ता के सामने है बड़ी चुनौतियां, क्या बीजेपी का वादा कर पाएंगीं पूरा

दिल्ली में बीजेपी ने सीएम पद की कमान रेखा गुप्ता के हाथ में सौंप दी है। बीजेपी ने एक बार फिर पहली बार विधायक बने नेता को मुख्यमंत्री पद के लिए चुना है। बीजेपी 27 साल बाद दिल्ली में सरकार बनाया है। इस बार के चुनाव में बीजेपी ने शानदार प्रदर्शन करते हुए 70 में से 48 सीटों पर जीत दर्ज की है। बीजेपी की इस जीत में उसके चुनावी वादों का बड़ा हाथ बताया जा रहा है। सीएम बनने के बाद रेखा गुप्ता के सामने पार्टी के संकल्पपत्र में किए वादों को पूरा करने की बड़ी जिम्मेदारी होगी। 

दिल्ली की सीएम की पहली चुनौती उन उम्मीदों को पूरा करना और उन अपेक्षाओं पर खरा उतरना है, जो उनसे दिल्ली की जनता और खुद भाजपा ने पाली हैं। मुख्यमंत्री रेखा गुप्ता को उन सारी घोषणाओं और वादों को पूरा करना है, जो चुनाव के दौरान तीन किश्तों में जारी चुनाव घोषणा पत्र में किए थे और जिसे सभाओं में प्रधानमंत्री नरेंद्र मोदी, गृह मंत्री अमित शाह और भाजपा अध्यक्ष जेपी नड्डा ने बार-बार दोहराया था। भाजपा ने अपने घोषणा पत्र को संकल्प पत्र कहा था। इनमें यमुना की सफाई स्वच्छ पेयजल साफ प्रदूषण रहित हवा दिल्ली को देना, प्रति वर्ष 50 हजार नई नौकरियों का सृजन महिलाओं को प्रति माह 2500 रुपये देना मुफ्त बस यात्रा नालों गलियों सीवर की सफाई सड़कों की मरम्मत ट्रैफिक जाम से निजात समेत आप सरकार की मुफ्त बिजली पानी जैसी लोकलुभावन योजनाओं को जारी रखना शामिल होगा।ऐसे आइए जानते हैं कि जब रेखा गुप्ता सीएम की कुर्सी पर बैठेंगी तो उनके सामने कितनी बड़ी चुनौतियां होंगीः-

महिलाओं से किया गया वादा पूरा करना होगा
दिल्ली की महिला मुख्यमंत्री से महिलाओं से किया गया वादा पूरा करने की पूरी उम्मीद है। इस बार के चुनाव में बीजेपी ने सबसे बड़ा वादा महिलाओं के लिए किया है। उसने कहा है कि सरकार बनने पर दिल्ली की हर पात्र महिला को 2500 रुपये प्रति महीने दिए जाएंगे। बीजेपी ने इस योजना का लाभ आठ मार्च से ही देने का वादा किया है। आठ मार्च को ही अंतरराष्ट्रीय महिला दिवस मनाया जाता है। बीजेपी ने इसे देखते हुए ही इस योजना की शुरुआत के लिए आठ मार्च की तारीख तय की है। इसकी घोषणा पीएम नरेंद्र मोदी ने अपने चुनावी भाषण में की थी। इसलिए नई मुख्यमंत्री के लिए अगले कुछ हफ्ते काफी व्यस्त रहने वाले हैं। उन्हें इसके लिए पूरी मशीनरी को तैयार करना होगा और पात्र महिलाओं का चयन करना होगा। इसके साथ ही उन्हें इतनी बड़ी योजना के लिए बजट की व्यवस्था करनी होगी।

यमुना की सफाई
इस बार के चुनाव में यमुना बड़ा चुनावी मुद्दा रहा। यमुना के काले पानी को लेकर कापी बखेड़ा भी खड़ा हुआ। सत्ता में आने से पहले बीजेपी ने एक बड़ा वादा यमुना की सफाई को लेकर भी किया था। चुनाव प्रचार में नदी में प्रदूषण का उच्च स्तर चर्चा का विषय रहा। 2020 में अरविंद केजरीवाल ने यमुना को साफ करने का वादा किया था। हालांकि, वो अपने वादे पर खरे नहीं उतरे। अब बीजेपी ने वादा किया है कि वह ऐसा करेगी जो न तो कांग्रेस और न ही आप सत्ता में रहने के दौरान कर पाई। हालांकि, चुनौती बहुत बड़ी है। 

रेखा गुप्ता को मिला खाली खजाना और कर्ज 
दिल्ली में जब कांग्रेस सरकार की विदाई हुई थी तो सरकारी खजाना लबालब भरा हुआ था। सरकार के पास खूब पैसा था। इसलिए आम आदमी पार्टी की सरकार ने अपने चुनावी वादों को पूरा करने के लिए दिल खोलकर पैसा खर्च किया। लेकिन आप की तीसरी सरकार में दिल्ली सरकार का खजाना खाली हो गया। चुनाव से पहले, आप सरकार ने राष्ट्रीय लघु बचत कोष से 10,000 करोड़ रुपये का अधिक ब्याज वाला लोन मांगा था। वित्त विभाग ने पिछले कई सालों में सब्सिडी पर सरकारी खर्च को लेकर आशंका जताई है।दिल्ली की आम आदमी पार्टी की सरकार ने विधानसभा चुनाव के पहले ही 10 हजार करोड़ रुपये का कर्ज लिया है। इसकी व्याज दरें भी काफी ऊंची हैं। इसलिए नई सरकार को खजाना करीब-करीब खाली और विरासत में कर्ज मिलेग। वहीं, बीजेपी ने वादा किया है कि आप सरकार द्वारा दी जाने वाली सब्सिडी, जिसमें महिलाओं के लिए मुफ्त बिजली, पानी और बस यात्रा शामिल है, जारी रहेगी। इसने अपने खुद के भी कई वादे किए हैं। ऐसे में चुनौतियां बड़ी होने वाली है।

कूड़े के पहाड़ और वायु प्रदूषण
दिल्ली में कूड़े के पहाड़ और वायु प्रदूषण बड़ी समस्या रही है। बीजेपी इन मुद्दों पर आप पर हमलावर रही है लेकन अब जब खुद बीजेपी सत्ता में आ गई है तो इसके लिए कोई बहाना दिल्ली की जनता को रास नहीं आएगा। वायु प्रदूषण के कारण ना केवल लोगों के स्वास्थ्य प्रभावित हो रहे हैं बल्कि बच्चों के स्कूल बीच सेशन बंद भी कराने पड़ते हैं।

दिल्ली विधानसभा चुनाव में बीजेपी ने 27 साल के बाद बड़ी जीत हासिल की है। हालांकि, 8 फरवरी को आए विधानसभा चुनाव के नतीजों के बाद भी ये तय नहीं हो सका है कि दिल्ली का नया मुख्यमंत्री कौन होगा? इधर, आज यानी 17 फरवरी को होने वाली विधायक दल की बैठक हल गई है। बीजेपी सूत्रों का कहना है कि अब बीजेपी विधायक दल की बैठक 19 फरवरी को होगी। विधायक दल की बैठक टाल दे जाने के बाद से दिल्ली में सीएम को लेकर सस्पेंस और बढ़ गया है।

बीजेपी से जुड़े सूत्रों के मुताबिक पहले विधायक दल की बैठक सोमवार को होने वाली थी। सूत्रों ने बताया था कि पंत मार्ग स्थित बीजेपी के प्रदेश कार्यालय में दोपहर 3 बजे यह बैठक होगी। इस बैठक में केंद्रीय पर्यवेक्षको को मौजूदगी में विधायक दल के नेता का चयन किया जाएगा और उसके बाद एलजी के पास जाकर सरकार बनाने का दावा पेश किया जाएगा। पार्टी के विधायकों को भी यह संदेश दे दिया गया था कि सोमवार को उन्हें दिल्ली में ही रहना है। शाम तक ऐसी भी खबरें आई कि विधायक दल की बैठक के बाद मंगलवार को शपथ ग्रहरण समारोह भी हो सकता है। लेकिन फिलहाल इसे स्थगित कर है। 

पहले पर्यवेक्षकों के नाम की होगी घोषणा
अब यह बैठक 20 फरवरी को या उसके बाद होने की संभावना है। सूत्रों ने बताया कि सोमवार को पर्यवेक्षकों के नाम की घोषणा की जाएगी और फिर विधायक दल के नेता का चयन किया जाएगा। बता दें कि दिल्ली विधानसभा चुनाव में बीजेपी बिना किसी सीएम चेहरे के चुनाव में उतरी थी। ये चुनाव प्रधानमंत्री मोदी के चेहरे पर ही लड़ा गया। अब सवाल ये है कि मुख्यमंत्री किसे बनाया जाएगा। फिलहाल दिल्ली सीएम की रेस में केजरीवाल को हराने वाले प्रवेश वर्मा के अलावा रेखा गुप्ता, मोहन सिंह बिष्ट, विजेंद्र गुप्ता, सतीश उपाध्याय, आशीष सूद, शिखा राय और पवन शर्मा हैं।

बैठक टालने की क्या है वजह?
कारण यह बताया गया कि 19 तारीख को दिल्ली के झंडेवालान में राष्ट्रीय स्वयंसेवक संघ (आएसएस) के नवनिर्मित मुख्यालय का उद्घाटन होना है, जिसमें पार्टी के भी कई वरिष्ठ नेता शामिल होंगे। इसी वजह से अब 20 तारीख के बाद निर्णय लिया जाएगा। विधायक दल की बैठक को टालने के पीछे एक बड़ा कारण नई दिल्ली रेलवे स्टेशन पर शनिवार रात हुए हादसे को भी माना जा रहा है, जिसमें 18 लोगों की मौत हो गई थी। हादसे के बाद से ही केंद्र सरकार, केंद्रीय रेल मंत्री और रेलवे प्रशासन विपक्ष के निशाने पर है। मृतकों के प्रति संवेदना प्रकट करते हुए बीजेपी ने रविवार को अपने सभी कार्यक्रम स्थगित कर दिए थे। ऐसे में इतने बड़े हादसे के तुरंत बाद बड़ा समारोह आयोजित करके बीजेपी दिल्ली की जनता के बीच यह संदेश नहीं देना चाहती कि उसे लोगों को कोई परवाह नहीं है।

अमेरिका में क्वाड देशों के विदेश मंत्रियों की बैठक, मीटिंग के बाद यूएस के नए विदेश मंत्री से मिले जयशंकर

डोनाल्ड ट्रंप अमेरिका के 47वें राष्ट्रपति बन चुके हैं। शपथ ग्रहण समारोह में पहुंचे भारतीय विदेशमंत्री जयशंकर ने अमेरिका में शपथ के बाद मंगलवार को क्वाड देशों के विदेश मंत्रियों की बैठक में हिस्सा लिया। नए ट्रंप प्रशासन में होने वाली ये पहली बड़ी बैठक थी। इसमें मीटिंग में भारत, अमेरिका, जापान और ऑस्ट्रेलिया के विदेश मंत्रियों ने भी हिस्सा लिया। अमेरिकी विदेश मंत्री मार्को रुबियो की ये पहली बैठक थी। वे पद संभालने के महज 1 घंटे बाद ही इसमें शामिल हुए। इसके बाद मार्को रुबियो ने अपनी पहली द्विपक्षीय बातचीत भी भारतीय विदेश मंत्री एस जयशंकर के साथ की।

क्वाड मंत्रिस्तरीय बैठक के तुरंत बाद अमेरिका के नए विदेश मंत्री रुबियो की जयशंकर के साथ पहली द्विपक्षीय बैठक हुई, जो एक घंटे से अधिक समय तक चली। बैठक में अमेरिका में भारत के राजदूत विनय क्वात्रा भी मौजूद थे। रुबियो और जयशंकर बैठक के बाद एक फोटो सेशन के लिए प्रेस के सामने आए, हाथ मिलाया और कैमरों की ओर देखकर मुस्कुराए।

मार्को रुबियो से मुलाकात के बाद विदेश मंत्री डॉ. एस जयशंकर ने एक्स पर लिखा कि अपनी पहली द्विपक्षीय बैठक के लिए मिलकर खुशी हुई। विदेश मंत्री एस जयशंकर ने ट्वीट किया, ‘आज वाशिंगटन डीसी में क्वाड विदेश मंत्रियों की बैठक में शामिल हुआ. मार्को रूबियो का आभार, जिन्होंने हमारी मेजबानी की। पेनी वोंग और ताकेशी इवाया का भी शुक्रिया, जिन्होंने इसमें हिस्सा लिया। ये अहम है कि ट्रंप प्रशासन के शपथ ग्रहण के कुछ घंटों के भीतर ही क्वाड देशों के विदेश मंत्रियों की बैठक हुई। इससे पता चलता है कि ये अपने सदस्य देशों की विदेश नीति में कितनी महत्वपूर्ण है। हमारी व्यापक चर्चाओं में एक स्वतंत्र, खुले, स्थिर और समृद्ध इंडो-पैसिफिक को सुनिश्चित करने के अलग-अलग पहलुओं पर बात हुई। इस बात पर सहमति बनी कि हमें बड़ा सोचने, एजेंडा को और गहरा करने और अपने सहयोग को और मजबूत बनाने की जरूरत है। आज की बैठक एक स्पष्ट संदेश देती है कि अनिश्चित और अस्थिर दुनिया में क्वाड देश वैश्विक भलाई के लिए एक ताकत बने रहेंगे।

डॉ जयशंकर और मार्को रुबियो की मुलाकात के बाद अमेरिकी विदेश मंत्रालय की तरफ से जारी बयान में कहा गया, 'विदेश मंत्री मार्को रुबियो ने आज वाशिंगटन डीसी में भारतीय विदेश मंत्री एस जयशंकर से मुलाकात की। विदेश मंत्री जयशंकर ने अमेरिका और भारत के बीच साझेदारी को मजबूत करने के लिए साझा प्रतिबद्धता जताई। उन्होंने क्षेत्रीय मुद्दों और अमेरिका-भारत संबंधों को और गहरा करने के अवसरों सहित कई विषयों पर चर्चा की।

समाचार एजेंसी रॉयटर्स के मुताबिक, भारत, ऑस्ट्रेलिया, जापान और अमेरिका ने चीन की बढ़ती ताकत पर चिंता जताई। इस बैठक में चीन को साफ-साफ सुना दिया गया। बैठक में चारों देशों के विदेश मंत्रियों ने कहा कि वे किसी भी एकतरफा कार्रवाई का विरोध करते हैं, जो बल या दबाव से यथास्थिति को बदलने की कोशिश करती है। यह बात चीन की उस धमकी के संदर्भ में कही गई है, जिसमें उसने लोकतांत्रिक रूप से शासित ताइवान पर अपनी संप्रभुता का दावा किया है। क्वाड बैठक में यह तय किया गया कि वे एक स्वतंत्र और खुले हिंद-प्रशांत क्षेत्र के लिए प्रतिबद्ध हैं।

अमेरिका के लिए भारत अहम
ट्रंप के शपथ समारोह के बाद क्वाड देशों की अमेरिका में एक अहम बैठक हुई। ट्रंप के शपथ के अगले दिन ही इस बैठक से यह समझ आता है कि अमेरिका के लिए भारत और अन्य सहयोगी कितने अहम साथी हैं। यही नहीं, अमेरिका के लिए भारत कितना अहम है, इसका अंदाजा इस बात से भी लगाया जा सकता है कि अमेरिकी विदेश मंत्री रुबियो ने मंगलवार को एस जयशंकर से अलग से मुलाकात भी की।

क्वाड के लिए भारत आ सकते हैं ट्रम्प
यही नहीं, अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्प इस साल क्वाड देशों की बैठक के लिए भारत के दौरे पर आ सकते हैं। भारत ऑस्ट्रेलिया, जापान और अमेरिका के नेताओं के साथ क्वाड शिखर सम्मेलन की मेजबानी करने वाला है। ये सम्मेलन अप्रैल या अक्टूबर में आयोजित किया जा सकता है। इसके अलावा प्रधानमंत्री नरेंद्र मोदी भी इस साल के अंत तक अमेरिकी दौरे पर जा सकते हैं। इस दौरान वे व्हाइट हाउस में ट्रम्प के साथ औपचारिक बैठक में हिस्सा लेंगे।
