हिमाचल में कर्मचारियों को नहीं मिली सैलरी ना ही पेंशन, जानें क्यों गहराया आर्थिक संकट?

कांग्रेस शासित हिमाचल प्रदेश भारी आर्थिक संकट में फंस गया है। आर्थिक संकट इतना गहरा गया है कि 2 लाख कर्मचारी सितम्बर महीने में अपनी सैलरी का इंतजार कर रहे हैं। राज्य के पेंशनर भी अपनी पेंशन से वंचित हैं।राज्य के इतिहास में पहली बार ऐसा हुआ है, जब सरकारी कर्मचारियों का वेतन महीने की पहली तारीख को नहीं मिला। माना जा रहा है कि कर्मचारियों को वेतन के लिए 5 सितंबर तक का इंतजार करना होगा।केंद्र सरकार से राजस्व घाटा अनुदान के 490 करोड़ रुपए मिलने के बाद ही वेतन और पेंशन का भुगतान होगा। 

मीडिया रिपोर्ट्स के अनुसार, हिमाचल प्रदेश के 2 लाख कर्मचारियों और 1.5 लाख पेंशनरों को अगस्त महीने की सैलरी सितम्बर माह के 3 दिन होने के बाद भी नहीं मिली है। सामान्यतः हर महीने की 1 तारीख को आने वाली सैलरी और पेंशन सितम्बर माह में नहीं आई। 1 तारीख को रविवार होने के कारण इसे बैंकिंग व्यवस्था में देरी मानी गई। कर्मचारियों और पेंशनरों को आश्चर्य तब हुआ जब उन्हें 2 तारीख को पैसा भी नहीं मिला, इस दिन सोमवार था और बैंक खुले थे। बताया गया है कि सैलरी और पेंशन में देरी सरकार की आर्थिक स्थिति के कारण हुई है।

आर्थिक संकट पैदा क्यों हो गया है?
हिमाचल प्रदेश में आर्थिक संकट की चर्चा इन दिनों पूरे देश भर में हो रही है। ऐसे में हर किसी के मन में यह सवाल है कि राज्य में ऐसा आर्थिक संकट पैदा क्यों हो गया है? इसके पीछे की वजह देखें, तो रेवेन्यू डेफिसिट ग्रांट में टेपर फॉर्मूला की वजह से राज्य सरकार को नुकसान हो रहा है। इस फॉर्मूले के मुताबिक, केंद्र से मिलने वाली ग्रांट हर महीने कम होती है। इसके अलावा, लोन लिमिट में भी कटौती की गई है। साल 2024-25 में रेवेन्यू डेफिसिट ग्रांट में 1 हजार 800 करोड़ रुपये की कटौती हुई। आने वाले समय में यह परेशानी और भी ज्यादा बढ़ेगी।

ओल्ड पेंशन स्कीम की बहाली भी बनी वजह
आर्थिक हालत खराब होने की एक और वजह ओल्ड पेंशन स्कीम की बहाली भी है। इसकी वजह से नई पेंशन स्कीम के राज्य के कंट्रीब्यूशन के कारण मिलने वाला 2 हजार करोड़ का लोन भी राज्य सरकार को अब नहीं मिल पा रहा है। इसकी वजह से भी राज्य के खजाने पर बोझ आ गया है। 

कैसे बिगड़ा बैलेंस?
हिमाचल की बदहाल आर्थिक स्थिति इसके 2024-25 के बजट से समझी जा सकती है। वित्त वर्ष 2024-25 के लिए ₹58,444 करोड़ का बजट सुक्खू सरकार ने पेश किया था। इस बजट में भी सरकार का राजकोषीय घाटा (सरकार की आय और खर्चे के बीच का अंतर, जिसे कर्ज लेकर पूरा किया जाता है) ₹10,784 करोड़ है।
इस बजट का बड़ा हिस्सा तो केवल पुराने कर्जा चुकाने और राज्य के कर्मचारियों की पेंशन और तनख्वाह देने में ही चला जाएगा। इस बजट में से ₹5479 करोड़ का खर्च पुराने कर्ज चुकाने, ₹6270 करोड़ का खर्च पुराने कर्ज का ब्याज देने में करेगी। यानी पुराने कर्जों के ही चक्कर बजट का लगभग 20% हिस्सा चला जाएगा।
इसके अलावा सुक्खू सरकार तनख्वाह और पेंशन पर ₹27,208 करोड़ खर्च करेगी। इस हिसाब से देखा जाए तो ₹38,957 का खर्च तो केवल कर्ज, ब्याज, तनख्वाह और पेंशन पर ही हो आएगा। यह कुल बजट का लगभग 66% है। अगर नए कर्ज को हटा दें तो यह हिमाचल के कुल बजट का 80% तक पहुँच जाता है। यानी राज्य को बाकी खर्चे करने की स्वतंत्रता ही नहीं है।
हिमाचल प्रदेश 2024-25 में लगभग ₹1200 करोड़ सब्सिडी पर भी खर्च करने वाला है। यह धनराशि सामान्य तौर पर छोटी लग सकती है, लेकिन आर्थिक संकट में फंसे हिमाचल के लिए यह भी भारी पड़ रही है। इस सब्सिडी में सबसे बड़ा खर्चा बिजली सब्सिडी का है।

अभी कम नहीं होने वाली है मुश्किलें
बता दें कि हिमाचल प्रदेश में सरकारी कर्मचारियों को हर महीने वेतन देने के लिए राज्य सरकार को 1 हजार 200 करोड़ रुपये खर्च करने पड़ते हैं। इसी तरह पेंशन देने के लिए हर महीने 800 करोड़ रुपये की धनराशि खर्च होती है।कुल-मिलाकर यह खर्च 2 हजार करोड़ रुपये बनता है। वहीं, हिमाचल प्रदेश सरकार के पास इस वित्त वर्ष में दिसंबर तक लोन लिमिट 6 घर 200 करोड़ रुपये है। इनमें से 3 हजार 900 करोड़ रुपये लोन लिया जा चुका है। अब सिर्फ 2 हजार 300 करोड़ की लिमिट बची है। इसी से राज्य सरकार को दिसंबर महीने तक का काम चलाना है।
दिसंबर से लेकर मार्च तक वित्त वर्ष की आखिरी तिमाही के लिए केंद्र से अलग लोन लिमिट सैंक्शन होगी। ऐसे में राज्य सरकार के समक्ष अब सितंबर के बाद अक्टूबर और नवंबर महीने का वेतन और पेंशन देने के लिए भी कठिनाई होगी।

IMD's orange flash flood warnings for Himachal Pradesh other states
The India Meteorological Department (IMD) has issued an ‘orange’ alert for Himachal Pradesh and other states as heavy rain continued northern India through the first two weeks of August. Earlier this week, the IMD predicted that heavy to extremely heavy rainfall would continue in parts of Himachal Pradesh till August 12

The weather agency issued the orange alert owing to heavy downpour in Himachal Pradesh, Uttarakhand, East Uttar Pradesh, East Madhya Pradesh, Meghalaya, Manipur, Mizoram, Nagaland and Tripura.

  

In its forecast, the IMD said heavy isolated rainfall will continue to lash Himachal Pradesh, Uttarakhand, and parts of Rajasthan till August 12, while moderate rainfall is expected to lash Jammu and Kashmir, Haryana, Punjab and Chandigarh on August 10The weather agency said heavy to extremely heavy rain will continue in Himachal Pradesh till Saturday, along with lightening and thunderstorms. An orange alert will remain in place in the state till August 12, and a yellow warning has been issued till August 15

  

The IMD also alerted of a low to moderate risk of flash floods in isolated areas of Mandi, Bilaspur, Solan, Sirmaur, Shimla, and Kullu districts through Saturday, news agency PTI reported.

The agency further sounded a warning of potential landslides in some regions, along with possible damage to plantations, crops, vulnerable structures, and kutcha houses due to waterlogging and strong winds in low lying areas in the state.

Earlier, on August 7, the IMD reported significant rainfall across the state, with Joginder Nagar in Mandi district experiencing the highest at 110 MM in 24 hours. The incessant downpour has affected daily life, making it challenging for residents and visitors alike. The cloudburst and flash floods that occurred on August 1 have affected the districts of Kullu, Mandi and Shimla.

Meanwhile, a yellow alert has been issued in Delhi for the next two days, with a forecast of moderate to heavy rainfall in the national capital till August 11. The weather office forecasted cloudy skies and moderate rains in Delhi NCR for Saturday, reported PTI

Heavy rainfall lashed parts of Delhi and NCR on Friday, leading to heavy waterlogging and traffic congestion in the evening. The Met office issued an 'orange' warning to "be prepared" after earlier putting the city in the 'green' zone for no warning or alert.

क्या जाएगी कंगना रनौत की सांसदी? याचिका पर हाईकोर्ट ने जारी किया नोटिस

बॉलीवुड एक्ट्रेस और बीजेपी सांसद कंगना रनौत को हाईकोर्ट ने नोटिस जारी किया है। दरअसल, कंगना की सांसदी के खिलाफ हिमाचल हाई कोर्ट में याचिका दायर की गई है, जिसके बाद हाई कोर्ट ने उनके खिलाफ नोटिस जारी किया है।हाई कोर्ट ने कंगना से 21 अगस्त तक अपना जवाब दाखिल करने को कहा है।

हिमाचल प्रदेश हाईकोर्ट में किन्नौर के एक निवासी द्वारा याचिका दायर की गई है। इस याचिका पर हाईकोर्ट ने मंडी लोकसभा सीट से बीजेपी सांसद कंगना रनौत को नोटिस जारी किया है। याचिका में मंडी से सांसद कंगना के निर्वाचन को रद्द करने का अनुरोध करते हुए दलील दी गई है। याचिकाकर्ता का आरोप है कि इस लोकसभा सीट से चुनाव लड़ने के लिए उसके नामांकन पत्र को कथित रूप से गलत तरीके से खारिज कर दिया गया था। नोटिस जारी करते हुए न्यायमूर्ति ज्योत्सना रेवाल ने रनौत को 21 अगस्त तक जवाब दाखिल करने का निर्देश दिया।

याचिकाकर्ता लायक राम नेगी ने कंगना के खिलाफ याचिका दायर की है। इसमें उसने कोर्ट से कंगना के चुनाव को रद्द करने की मांग की है। नायक फॉरेस्ट डिपार्टमेंट के पूर्व कर्मचारी हैं। उन्होंने समय से पहले वीआरएस मिल गई थी। नेगी का कहना है कि वह चुनाव लड़ना चाहता था लेकिन उसके नामांकन पत्र को मंडी के चुनाव अधिकारी ने गलत तरीके से खारिज कर दिया गया था। नेगी की दलील है कि अगर उनका नामांकन पत्र स्वीकार कर लिया जाता तो वो जीत जाते। याचिका में लायक राम नेगी ने कोर्ट से अपील की है कि कंगना के चुनाव को रद्द कर दिया जाना चाहिए। उन्होंने मंडी सीट पर दोबारा चुनाव कराने की मांग की है।

कंगना ने लोकसभा चुनाव में हिमाचल के मंडी से जीत हासिल की थी। उन्होंने कांग्रेस उम्मीदवार विक्रमादित्य सिंह को 74,755 वोट से हराया था। तीसरे नंबर पर बहुजन समाजवादी पार्टी के डॉ प्रकाश चंद्र भारद्वाज रहे थे। भारद्वाज को 4393 वोट मिले थे।

राज्यसभा चुनाव में यूपी से लेकर हिमाचल प्रदेश कांग्रेस को बड़ा झटका लगता दिख रहा है। यूपी के बाद अब हिमाचल प्रदेश में 'खेला' हो गया है।हिमाचल प्रदेश में राज्य सभा की एक सीट के लिए मंगलवार को मतदान हुआ। इस चुनाव से पहले संख्या बल के आधार पर कांग्रेस की जीत सुनिश्चित थी। लेकिन बीजेपी ने हर्ष महाजन को मैदान में उतारकर दिलचस्प बना दिया। इसी बीच सूत्रों की मानें तो कांग्रेस के 9 विधायकों ने क्रॉस वोटिंग की है। इन सभी विधायकों ने बीजेपी प्रत्याशी हर्ष महाजन के पक्ष में मतदान किया है। हालंकि इसमें कितनी सच्चाई है इसका पता शाम को 5 बजे के बाद पता चल पाएगा।

कांग्रेस प्रदेश अध्यक्ष ने कही ये बात
 राज्यसभा चुनाव में क्रॉस वोटिंग के मामले पर हिमाचल प्रदेश कांग्रेस प्रमुख प्रतिभा वीरभद्र सिंह का कहना है कि जब नतीजे आएंगे तब देखेंगे। हमें उम्मीद है कि हमारा उम्मीदवार चुनाव जीतेगा। हमारे पास बहुमत है। हमें पहले से पता था कि वे (भाजपा) धनबल का इस्तेमाल करेगी। सभी 40 विधायकों से बात हो गई है। पार्टी पूरी तरह से एकजुट है। सभी कांग्रेस विधायक सरकार के साथ हैं। विपक्षी भाजपा पैसे की अंतरात्मा की बात कर रही है। क्योंकि भाजपा की कोई अंतरात्मा नहीं है पैसा ही उनकी अंतरात्मा है। अगर कोई पार्टी की सोच से हटकर वोट डालता है तो उसमें सौदेबाजी का अंदेशा होता है।

प्रतिभा सिंह के बयान से टेंशन
वहीं, प्रतिभा सिंह का बयान पार्टी के लिए टेंशन बढ़ाने वाला बयान है। उन्होंने कहा कि विधायकों की नाराजगी स्वभाविक है। विधायकों को लगता था कि सरकार कुछ कर सकती थी। हालांकि उन्होंने यह भी कहा कि हम स्थिति का सामना करेंगे। हम नैया पार लगा लेंगे, हमारे पास बहुमत है। हमें पता था कि वे (बीजेपी) धनबल का इस्तेमाल करेंगे। मंडी से सांसद प्रतिभा सिंह ने कहा कि यह कांग्रेस के लिए संकट की घड़ी है।

अभिषेक मनु सिंघवी के खिलाफ हर्ष महाजन
बता दें कि कांग्रेस ने सुप्रीम कोर्ट के वरिष्ठ वकील अभिषेक मनु सिंघवी को उम्मीदवार बनाया है। भारतीय जनता पार्टी (भाजपा) ने कांग्रेस उम्मीदवार अभिषेक मनु सिंघवी के खिलाफ हर्ष महाजन को मैदान में उतारा है। तीन बार कांग्रेस के विधायक रहे और राज्य के पूर्व मंत्री महाजन ने सितंबर 2022 में विधानसभा चुनाव से पहले पार्टी से इस्तीफा दे दिया था और भाजपा में शामिल हो गए थे। 

क्या है हिमाचल में समीकरण?
हिमाचल प्रदेश विधानसभा में 68 विधायक हैं। इन सभी ने राज्यसभा चुनाव के लिए वोट किया है।हिमाचल के 68 के 68 विधायकों ने वोट डाल दिया है। हिमाचल में कांग्रेस के 40 विधायक हैं। वहीं बीजेपी के 25 विधायक हैं। वहीं नालागढ़ से कृष्ण लाल ठाकुर, देहरा से होशियार सिंह और हमीरपुर से आशीष शर्मा निर्दलीय विधायक हैं। राज्य में सरकार बनाने के लिए किसी भी दल को 35 विधायकों की जरूरत होती है। ऐसे में अआगर क्रॉस वोटिंग नहीं होती है, तो कांग्रेस आसानी से जीत दर्ज कर सकती है।

 *Subroto Cup Sub-Junior (U 14) Boys to start tomorrow in Bengaluru*

 Bengaluru: The Sub-Junior (U 14) Boys category of the 62nd edition of the Subroto Cup International Football Tournament, will kick start tomorrow in Bengaluru. This is the first time in history that the national championships of the most prestigious inter-school football tournament of the country are being played outside the national capital. It has been the longstanding desire for the Subroto Mukherjee Sports Education Society (SMSES) to spread the reach of this iconic tournament to more corners of the country and the Sub-Junior boys tournament in Garden City is a start to the initiative.
The group stage matches will be played at the Air Force School, Jalahalli, Air Force School, Yelahanka and Air Force Training Command. All the knockout matches will be played at the Army Service Corps (ASC) Centre. The group stage matches will see 37 teams, including a team from Bangladesh competing for the coveted title. They are divided into eight groups, in which the winners of each group will qualify for the quarterfinals.

हिमाचल में कर्मचारियों को नहीं मिली सैलरी ना ही पेंशन, जानें क्यों गहराया आर्थिक संकट?

कांग्रेस शासित हिमाचल प्रदेश भारी आर्थिक संकट में फंस गया है। आर्थिक संकट इतना गहरा गया है कि 2 लाख कर्मचारी सितम्बर महीने में अपनी सैलरी का इंतजार कर रहे हैं। राज्य के पेंशनर भी अपनी पेंशन से वंचित हैं।राज्य के इतिहास में पहली बार ऐसा हुआ है, जब सरकारी कर्मचारियों का वेतन महीने की पहली तारीख को नहीं मिला। माना जा रहा है कि कर्मचारियों को वेतन के लिए 5 सितंबर तक का इंतजार करना होगा।केंद्र सरकार से राजस्व घाटा अनुदान के 490 करोड़ रुपए मिलने के बाद ही वेतन और पेंशन का भुगतान होगा। 

मीडिया रिपोर्ट्स के अनुसार, हिमाचल प्रदेश के 2 लाख कर्मचारियों और 1.5 लाख पेंशनरों को अगस्त महीने की सैलरी सितम्बर माह के 3 दिन होने के बाद भी नहीं मिली है। सामान्यतः हर महीने की 1 तारीख को आने वाली सैलरी और पेंशन सितम्बर माह में नहीं आई। 1 तारीख को रविवार होने के कारण इसे बैंकिंग व्यवस्था में देरी मानी गई। कर्मचारियों और पेंशनरों को आश्चर्य तब हुआ जब उन्हें 2 तारीख को पैसा भी नहीं मिला, इस दिन सोमवार था और बैंक खुले थे। बताया गया है कि सैलरी और पेंशन में देरी सरकार की आर्थिक स्थिति के कारण हुई है।

आर्थिक संकट पैदा क्यों हो गया है?
हिमाचल प्रदेश में आर्थिक संकट की चर्चा इन दिनों पूरे देश भर में हो रही है। ऐसे में हर किसी के मन में यह सवाल है कि राज्य में ऐसा आर्थिक संकट पैदा क्यों हो गया है? इसके पीछे की वजह देखें, तो रेवेन्यू डेफिसिट ग्रांट में टेपर फॉर्मूला की वजह से राज्य सरकार को नुकसान हो रहा है। इस फॉर्मूले के मुताबिक, केंद्र से मिलने वाली ग्रांट हर महीने कम होती है। इसके अलावा, लोन लिमिट में भी कटौती की गई है। साल 2024-25 में रेवेन्यू डेफिसिट ग्रांट में 1 हजार 800 करोड़ रुपये की कटौती हुई। आने वाले समय में यह परेशानी और भी ज्यादा बढ़ेगी।

ओल्ड पेंशन स्कीम की बहाली भी बनी वजह
आर्थिक हालत खराब होने की एक और वजह ओल्ड पेंशन स्कीम की बहाली भी है। इसकी वजह से नई पेंशन स्कीम के राज्य के कंट्रीब्यूशन के कारण मिलने वाला 2 हजार करोड़ का लोन भी राज्य सरकार को अब नहीं मिल पा रहा है। इसकी वजह से भी राज्य के खजाने पर बोझ आ गया है। 

कैसे बिगड़ा बैलेंस?
हिमाचल की बदहाल आर्थिक स्थिति इसके 2024-25 के बजट से समझी जा सकती है। वित्त वर्ष 2024-25 के लिए ₹58,444 करोड़ का बजट सुक्खू सरकार ने पेश किया था। इस बजट में भी सरकार का राजकोषीय घाटा (सरकार की आय और खर्चे के बीच का अंतर, जिसे कर्ज लेकर पूरा किया जाता है) ₹10,784 करोड़ है।
इस बजट का बड़ा हिस्सा तो केवल पुराने कर्जा चुकाने और राज्य के कर्मचारियों की पेंशन और तनख्वाह देने में ही चला जाएगा। इस बजट में से ₹5479 करोड़ का खर्च पुराने कर्ज चुकाने, ₹6270 करोड़ का खर्च पुराने कर्ज का ब्याज देने में करेगी। यानी पुराने कर्जों के ही चक्कर बजट का लगभग 20% हिस्सा चला जाएगा।
इसके अलावा सुक्खू सरकार तनख्वाह और पेंशन पर ₹27,208 करोड़ खर्च करेगी। इस हिसाब से देखा जाए तो ₹38,957 का खर्च तो केवल कर्ज, ब्याज, तनख्वाह और पेंशन पर ही हो आएगा। यह कुल बजट का लगभग 66% है। अगर नए कर्ज को हटा दें तो यह हिमाचल के कुल बजट का 80% तक पहुँच जाता है। यानी राज्य को बाकी खर्चे करने की स्वतंत्रता ही नहीं है।
हिमाचल प्रदेश 2024-25 में लगभग ₹1200 करोड़ सब्सिडी पर भी खर्च करने वाला है। यह धनराशि सामान्य तौर पर छोटी लग सकती है, लेकिन आर्थिक संकट में फंसे हिमाचल के लिए यह भी भारी पड़ रही है। इस सब्सिडी में सबसे बड़ा खर्चा बिजली सब्सिडी का है।

अभी कम नहीं होने वाली है मुश्किलें
बता दें कि हिमाचल प्रदेश में सरकारी कर्मचारियों को हर महीने वेतन देने के लिए राज्य सरकार को 1 हजार 200 करोड़ रुपये खर्च करने पड़ते हैं। इसी तरह पेंशन देने के लिए हर महीने 800 करोड़ रुपये की धनराशि खर्च होती है।कुल-मिलाकर यह खर्च 2 हजार करोड़ रुपये बनता है। वहीं, हिमाचल प्रदेश सरकार के पास इस वित्त वर्ष में दिसंबर तक लोन लिमिट 6 घर 200 करोड़ रुपये है। इनमें से 3 हजार 900 करोड़ रुपये लोन लिया जा चुका है। अब सिर्फ 2 हजार 300 करोड़ की लिमिट बची है। इसी से राज्य सरकार को दिसंबर महीने तक का काम चलाना है।
दिसंबर से लेकर मार्च तक वित्त वर्ष की आखिरी तिमाही के लिए केंद्र से अलग लोन लिमिट सैंक्शन होगी। ऐसे में राज्य सरकार के समक्ष अब सितंबर के बाद अक्टूबर और नवंबर महीने का वेतन और पेंशन देने के लिए भी कठिनाई होगी।

IMD's orange flash flood warnings for Himachal Pradesh other states
The India Meteorological Department (IMD) has issued an ‘orange’ alert for Himachal Pradesh and other states as heavy rain continued northern India through the first two weeks of August. Earlier this week, the IMD predicted that heavy to extremely heavy rainfall would continue in parts of Himachal Pradesh till August 12

The weather agency issued the orange alert owing to heavy downpour in Himachal Pradesh, Uttarakhand, East Uttar Pradesh, East Madhya Pradesh, Meghalaya, Manipur, Mizoram, Nagaland and Tripura.

  

In its forecast, the IMD said heavy isolated rainfall will continue to lash Himachal Pradesh, Uttarakhand, and parts of Rajasthan till August 12, while moderate rainfall is expected to lash Jammu and Kashmir, Haryana, Punjab and Chandigarh on August 10The weather agency said heavy to extremely heavy rain will continue in Himachal Pradesh till Saturday, along with lightening and thunderstorms. An orange alert will remain in place in the state till August 12, and a yellow warning has been issued till August 15

  

The IMD also alerted of a low to moderate risk of flash floods in isolated areas of Mandi, Bilaspur, Solan, Sirmaur, Shimla, and Kullu districts through Saturday, news agency PTI reported.

The agency further sounded a warning of potential landslides in some regions, along with possible damage to plantations, crops, vulnerable structures, and kutcha houses due to waterlogging and strong winds in low lying areas in the state.

Earlier, on August 7, the IMD reported significant rainfall across the state, with Joginder Nagar in Mandi district experiencing the highest at 110 MM in 24 hours. The incessant downpour has affected daily life, making it challenging for residents and visitors alike. The cloudburst and flash floods that occurred on August 1 have affected the districts of Kullu, Mandi and Shimla.

Meanwhile, a yellow alert has been issued in Delhi for the next two days, with a forecast of moderate to heavy rainfall in the national capital till August 11. The weather office forecasted cloudy skies and moderate rains in Delhi NCR for Saturday, reported PTI

Heavy rainfall lashed parts of Delhi and NCR on Friday, leading to heavy waterlogging and traffic congestion in the evening. The Met office issued an 'orange' warning to "be prepared" after earlier putting the city in the 'green' zone for no warning or alert.

क्या जाएगी कंगना रनौत की सांसदी? याचिका पर हाईकोर्ट ने जारी किया नोटिस

बॉलीवुड एक्ट्रेस और बीजेपी सांसद कंगना रनौत को हाईकोर्ट ने नोटिस जारी किया है। दरअसल, कंगना की सांसदी के खिलाफ हिमाचल हाई कोर्ट में याचिका दायर की गई है, जिसके बाद हाई कोर्ट ने उनके खिलाफ नोटिस जारी किया है।हाई कोर्ट ने कंगना से 21 अगस्त तक अपना जवाब दाखिल करने को कहा है।

हिमाचल प्रदेश हाईकोर्ट में किन्नौर के एक निवासी द्वारा याचिका दायर की गई है। इस याचिका पर हाईकोर्ट ने मंडी लोकसभा सीट से बीजेपी सांसद कंगना रनौत को नोटिस जारी किया है। याचिका में मंडी से सांसद कंगना के निर्वाचन को रद्द करने का अनुरोध करते हुए दलील दी गई है। याचिकाकर्ता का आरोप है कि इस लोकसभा सीट से चुनाव लड़ने के लिए उसके नामांकन पत्र को कथित रूप से गलत तरीके से खारिज कर दिया गया था। नोटिस जारी करते हुए न्यायमूर्ति ज्योत्सना रेवाल ने रनौत को 21 अगस्त तक जवाब दाखिल करने का निर्देश दिया।

याचिकाकर्ता लायक राम नेगी ने कंगना के खिलाफ याचिका दायर की है। इसमें उसने कोर्ट से कंगना के चुनाव को रद्द करने की मांग की है। नायक फॉरेस्ट डिपार्टमेंट के पूर्व कर्मचारी हैं। उन्होंने समय से पहले वीआरएस मिल गई थी। नेगी का कहना है कि वह चुनाव लड़ना चाहता था लेकिन उसके नामांकन पत्र को मंडी के चुनाव अधिकारी ने गलत तरीके से खारिज कर दिया गया था। नेगी की दलील है कि अगर उनका नामांकन पत्र स्वीकार कर लिया जाता तो वो जीत जाते। याचिका में लायक राम नेगी ने कोर्ट से अपील की है कि कंगना के चुनाव को रद्द कर दिया जाना चाहिए। उन्होंने मंडी सीट पर दोबारा चुनाव कराने की मांग की है।

कंगना ने लोकसभा चुनाव में हिमाचल के मंडी से जीत हासिल की थी। उन्होंने कांग्रेस उम्मीदवार विक्रमादित्य सिंह को 74,755 वोट से हराया था। तीसरे नंबर पर बहुजन समाजवादी पार्टी के डॉ प्रकाश चंद्र भारद्वाज रहे थे। भारद्वाज को 4393 वोट मिले थे।

राज्यसभा चुनाव में यूपी से लेकर हिमाचल प्रदेश कांग्रेस को बड़ा झटका लगता दिख रहा है। यूपी के बाद अब हिमाचल प्रदेश में 'खेला' हो गया है।हिमाचल प्रदेश में राज्य सभा की एक सीट के लिए मंगलवार को मतदान हुआ। इस चुनाव से पहले संख्या बल के आधार पर कांग्रेस की जीत सुनिश्चित थी। लेकिन बीजेपी ने हर्ष महाजन को मैदान में उतारकर दिलचस्प बना दिया। इसी बीच सूत्रों की मानें तो कांग्रेस के 9 विधायकों ने क्रॉस वोटिंग की है। इन सभी विधायकों ने बीजेपी प्रत्याशी हर्ष महाजन के पक्ष में मतदान किया है। हालंकि इसमें कितनी सच्चाई है इसका पता शाम को 5 बजे के बाद पता चल पाएगा।

कांग्रेस प्रदेश अध्यक्ष ने कही ये बात
 राज्यसभा चुनाव में क्रॉस वोटिंग के मामले पर हिमाचल प्रदेश कांग्रेस प्रमुख प्रतिभा वीरभद्र सिंह का कहना है कि जब नतीजे आएंगे तब देखेंगे। हमें उम्मीद है कि हमारा उम्मीदवार चुनाव जीतेगा। हमारे पास बहुमत है। हमें पहले से पता था कि वे (भाजपा) धनबल का इस्तेमाल करेगी। सभी 40 विधायकों से बात हो गई है। पार्टी पूरी तरह से एकजुट है। सभी कांग्रेस विधायक सरकार के साथ हैं। विपक्षी भाजपा पैसे की अंतरात्मा की बात कर रही है। क्योंकि भाजपा की कोई अंतरात्मा नहीं है पैसा ही उनकी अंतरात्मा है। अगर कोई पार्टी की सोच से हटकर वोट डालता है तो उसमें सौदेबाजी का अंदेशा होता है।

प्रतिभा सिंह के बयान से टेंशन
वहीं, प्रतिभा सिंह का बयान पार्टी के लिए टेंशन बढ़ाने वाला बयान है। उन्होंने कहा कि विधायकों की नाराजगी स्वभाविक है। विधायकों को लगता था कि सरकार कुछ कर सकती थी। हालांकि उन्होंने यह भी कहा कि हम स्थिति का सामना करेंगे। हम नैया पार लगा लेंगे, हमारे पास बहुमत है। हमें पता था कि वे (बीजेपी) धनबल का इस्तेमाल करेंगे। मंडी से सांसद प्रतिभा सिंह ने कहा कि यह कांग्रेस के लिए संकट की घड़ी है।

अभिषेक मनु सिंघवी के खिलाफ हर्ष महाजन
बता दें कि कांग्रेस ने सुप्रीम कोर्ट के वरिष्ठ वकील अभिषेक मनु सिंघवी को उम्मीदवार बनाया है। भारतीय जनता पार्टी (भाजपा) ने कांग्रेस उम्मीदवार अभिषेक मनु सिंघवी के खिलाफ हर्ष महाजन को मैदान में उतारा है। तीन बार कांग्रेस के विधायक रहे और राज्य के पूर्व मंत्री महाजन ने सितंबर 2022 में विधानसभा चुनाव से पहले पार्टी से इस्तीफा दे दिया था और भाजपा में शामिल हो गए थे। 

क्या है हिमाचल में समीकरण?
हिमाचल प्रदेश विधानसभा में 68 विधायक हैं। इन सभी ने राज्यसभा चुनाव के लिए वोट किया है।हिमाचल के 68 के 68 विधायकों ने वोट डाल दिया है। हिमाचल में कांग्रेस के 40 विधायक हैं। वहीं बीजेपी के 25 विधायक हैं। वहीं नालागढ़ से कृष्ण लाल ठाकुर, देहरा से होशियार सिंह और हमीरपुर से आशीष शर्मा निर्दलीय विधायक हैं। राज्य में सरकार बनाने के लिए किसी भी दल को 35 विधायकों की जरूरत होती है। ऐसे में अआगर क्रॉस वोटिंग नहीं होती है, तो कांग्रेस आसानी से जीत दर्ज कर सकती है।

 *Subroto Cup Sub-Junior (U 14) Boys to start tomorrow in Bengaluru*

 Bengaluru: The Sub-Junior (U 14) Boys category of the 62nd edition of the Subroto Cup International Football Tournament, will kick start tomorrow in Bengaluru. This is the first time in history that the national championships of the most prestigious inter-school football tournament of the country are being played outside the national capital. It has been the longstanding desire for the Subroto Mukherjee Sports Education Society (SMSES) to spread the reach of this iconic tournament to more corners of the country and the Sub-Junior boys tournament in Garden City is a start to the initiative.
The group stage matches will be played at the Air Force School, Jalahalli, Air Force School, Yelahanka and Air Force Training Command. All the knockout matches will be played at the Army Service Corps (ASC) Centre. The group stage matches will see 37 teams, including a team from Bangladesh competing for the coveted title. They are divided into eight groups, in which the winners of each group will qualify for the quarterfinals.
